Former President Rupiah Banda sends an apology to George Bush over Sata’s remarks

Following a controversial debacle on 4th July, 2012 in which His Excellency Michael Sata, President of the Republic of Zambia, publicly attacked former United States President George W. Bush, Zambia’s immediate-past President Rupiah Banda, has sent a letter to Mr Bush’s offices offering an apology on behalf of the Zambian people.

“It is deeply regrettable that such statements were made on the same day as the celebration of your Independence Day, marking the universally-shared hope of self-determination and freedom that continues to inspire oppressed people of the world,” President Banda wrote in the letter to President Bush.

“No matter what political views different parties may hold, the people of Zambia are peace-loving, welcoming, and focused positively on the future, not the past. We are especially grateful for your generous contribution to women’s healthcare in our country.”

During a ceremony held at State House in Lusaka, President Sata castigated President Bush in front of an audience as a “colonialist” who had returned to pay back the resources that had been stolen from Africa. [pullquote]“And you have all drifted away; you have abandoned Africa after taking all our raw commodities, our raw materials and build your cities,” President Sata said to President Bush at the press conference. “I mean, as far as you are concerned, Africa doesn’t exist. And when we have a former colonialist like you coming back to pay back what you took out of this country, we are grateful.”[/pullquote]

President Banda’s letter to President Bush also recognised the important work of the Pink Ribbon/Red Ribbon charity group.

According to the George W. Bush Presidential Center website, the visit by the former American head of state included the opening of the new African Center of Excellence for Women’s Cancer Control at University Teaching Hospital, the donation of a new electronic hub (e-Hub), and the announcement of aid from Airborne Lifeline, a non-profit organisation that will provide airfreight services for medical equipment and transport medical personnel and patients as well as the support of the National Breast Cancer Foundation, which has provided the funding for a health promotion manager who will be hired and based in Africa to support PRRR activities

Dear Mr. President,

I am writing to you on behalf of concerned citizens in Zambia to express our most sincere apologies for statements made by President Michael Sata during your public reception at State House in Lusaka on 4th July, 2012.

These statements, which were not only factually incorrect and undiplomatic, do not represent the true feelings of the Zambian people, who strongly recognise the value of positive relations with the United States of America.

Having recently completed an appointment as a President-in-Residence at Boston University, I had the opportunity to meet with many Zambians living in the U.S. diaspora.

Some of these Zambians were studying to become doctors and engineers, others had risen to prestigious positions in business, while some were looking forward to bringing their new skills back home, contributing to our development as a nation and forging a stronger bilateral bond between the people of the United States and the people of Zambia.

I, for one, have always viewed this as a positive development and something to be encouraged in the future.

It is deeply regrettable that these statements were made on the same day as the celebration of your Independence Day, marking the universally-shared hope of self-determination and freedom.
As our elected head of state, the President is entitled to formulate a foreign policy of his choosing. However, disagreement need not manifest itself in disrespect, and the form and manner in which these statements were made is not representative of our culture.

No matter what political views different parties may hold, the people of Zambia are peace-loving, welcoming, and focused positively on the future, not the past. We are especially grateful for your generous contribution to women’s healthcare in our country, helping us to address urgent humanitarian needs of our people.

We hope that this unpleasant and embarrassing experience will not dissuade you or other former heads of state from collaborating with us on development projects in the future.

Hope, not resentment; hard work, not victimhood; and progress, not retrocession; are the hallmarks of the new Zambia that our people dream of building, and we hope that people of all nations will work with us in pursuing a better future for our people.

    • There are times when you want to use an opportunity to tell of someone but timing is critical! G W Bush is no longer ruling the US, he is a past president. He is coming to Zambia in a personal benevolent capacity. It is not time to remind him of colonial days! He should have been reminded when he was still in White House. It is better to tell Obama and not Bush. The part of being grateful is eroded when there is a big BUT as you state how grateful you are. As Africans we are very renowned for saying a better thank you than what was said to Bush. It is unfortunate, I think we need to learn how to only open our mouths when it matters most!

    • Lack of wisdom with our leaders, there is no need to be sarcastic! I thought the big man would remember his Bemba proverb “ukupoka ichinsenda kunkoko, kuunakila,” which simply means, to take back what belongs to you, you need to relax and tactiful. Allow somebody to finish the project that may benefit the lives of many. Train your mouth to cooperate with your mind.  Does mr Sata even have a speech writer or he just says what comes into his mind?

It should have been left to Ministry of Foreign Affairs to handle the matter diplomatically. As for President’s wild statements made in his short presidency so far is an indication of the lack of depth in the advisor or the so much yes boys that they can not advise the president correctly.

      If he wants to attack colonisers it should Britain that should be targeted and not USA  

  3. Extra ordinary indeed. Whoever told our president that America colonised Africa  needs be given an award. And also whoever convinced Sata that American was never a British Colony which got its independence on the 4th of July deserves a Deputy Minister post in his government.

    I have said it in the past and will say it again. President Sata needs to fire these yes boys from the POST newspaper as his press aid. Every Press Aide worth his salt would insist that a Head of State should speak from a written speech. And if Sata had taken time to write the speech and read it, all this would have been unnecessary.

    This is just becoming too much and just going way  beyond entertainment for Zimbabweans.

Didn’t it just require common sense to deduce that the only way a country can celebrate its independence is because it was a colony and not colonialist? And shouldn’t someone from government apologized already by now and cleverly referred to the incidence as a misunderstanding or brotherly joke?   23. Africa is tired of politicians that want to blame Africa’s under development on the West. It is a lie that the West developed because of resources from Africa. The West developed because of industrialization driven by hard working citizens led by politicians passionate about improving lives for their people and not just enriching themselves. And like what some people have already said here, the US itself was a colony, but it developed because of progressive politicians with livelihood of their people at heart.   47. Fellow country men, a spade is spade no matter how you slice it. On this day and on this occassion, our president was wrong. The USA never colonised any country in Africa but supported Liberia. Again we all have our own opionions but thats an undisputed fact. Our president should have known that at least. GW didnt have to help with the clinic etc but he saw how embracing and humbling the Zambian people were and thought he had to do something. Generally speaking Zambians are the most friendly people, even abroad, its well known. Anyway we should be grateful for any help we get and not judge and assume.

  48. I hesitate to comment on the president’s remarks because I think we are all missing an important aspect, i.e. the context and atmosphere in which the comments were made. Nevertheless, however embarrassing and undiplomatic the president’s comments may have been, it is not RB’s place to issue an apology, and on behalf of the Zambian people for that matter! What audacity! In what capacity is he apologising? Looks like he feels indebted to the Americans for his erroneous invitation to Boston. If the people inviting him had done their homework, they would have realised that he wasn’t the most democratic of presidents. Handing over power when you have lost an election doesn’t exactly qualify you to be called democratic. It makes the university programme a bit of joke, quite frankly.

Hoever otherwise you may think, Sata said the truth about the colonialists. They all have run away from us….this is true period.

Whatever bitterness you picked from sata’s words I can’t see any sense and reason why you can take it personally and pour fuel on fire instead of trying to extinguish the fire. You have behaved like a serpent! That is really really bad from you Banda. you may possibly have gone to Sata and advice him to write that purported letter of apology if there was need for one. but your action is very demeaning to Sata. You have behaved like a grade one child! What a former head of state, no wonder you lasted a short period. Your judgement is terrible! A shushushu for Bush? awful act indeed.

First understand why Bush is here and then what politicians can do for you not to understand them.Bush ruled America for 10 years and now why the interest in Zambia…. Program on cancer? Big NO….. uranium in north western province and deliberately Mr sata makes a small comment to shift you from the actual reason why he is here. Careful Zambians, mwanawasa refused to allow Americans to build an army base here and right now we are struggling to pass a law on gay rights because of the christian nation clause in our constitution. Take your time and look at things from the inner contest. Remember America and politicians are 50 years ahead of us in understanding and plans of manipulating the living people of the world. Think twice remember the barotse.

    Diplomacy, musungu anikonde etc are not the politics of our generation. Sure, learn to disagree and not fight.
    Zambia has alot of challenges which cannot be solved overnight from a man born on earth.
    Even unemplyment levels in spain, USA, UK are raising daily. So where is on earth is Sata, HH,RB, etc going to create employment in 90 days. People learn to say the truth not insults.
    Discuss on developmental policies or suggest something constructively. Thank you

Where is sense is apologizing over jokes which are based on facts. Even drama is done based on facts. Can you take that to international level just to belittle. our own president? Whats the gain in that letter anyway? Was there real thinking behind this apology letter, surely? Why write bush a letter like that over a practical joke? Is it meant to harm Sata, I do not think so, but it has affected him. Can Sata trust such an informer? No, I do not think so. What Banda has done is highly, highly questionable. Our graduate former presisident, there is nothing of being a graduate about what you did. Laying ambush at Sata any time, strange!

IIf you read Simon Mwansa Kapwwepwe yoUwill realise that Africans were facing the same fate as Red IndiansBut ba mungwingwi prroved too much for the whiites.  When these settlers in North Americarevolted it was like UDI in Rhodesia so stop glorifying those colonisers and making it look like they were victims of Europe They were offshoots of Colonialism gone wrong.   138. If Sata is president of Zambia today, he still has to learn how to interact with world leaders. RB is former president of Zambia with a disignated offfice as such, to be listened to, by other world leaders. GWB received the apology message from his office and saved the face Zambia.
    Sata can now correctly target the former Zambian colonialist – Britain with his racist light hearted commentry.
