Police to investigate the tearing of the draft constitution in Mongu and arrest perpetrators

Western Province Zambia Army Commander and next to him Western Province Police Commissioner Fanwell Siandenge following the proceeding to the Barotse National Council in Limulunga Royal Village in Mongu today.

Police in Mongu have begun interrogating leaders of the Barotse Freedom Movement over Thursday’s protest in which some of their members tore copies of the Draft Constitution.

Western Province Police Commissioner Fanwell Siandenge says arrests will be effected once interrogations are concluded.

And Mr Siandenge has warned Barotse activists against pushing their luck too far by engaging in activities that have potential to disrupt peace and unity.

He has warned that people found wanting will face the wrath of the law because no citizen is above the law.

Mr Siandenge has also warned people of Western province to resist schemes of some individuals pursuing political motives.

A group of Barotse activists on Thursday tore copies of the draft constitution at the door step of the District Commissioner’s office.

And Mongu central Member of Parliament Nathaniel Mubukwanu has called for the arrest of Barotse activists who destroyed copies of the draft constitution on Thursday.

Mr. Mubukwanu who is Youth and Sport Deputy Minister has said that the mere act of destroying copies of the constitution amounts to a serious offence because the document is government property.

He told ZNBC news in a telephone interview that the action by the Barotse activist is inexcusable.

The Member of Parliament also notes that no one is being forced to participate in the constitution making process.

Mr. Mubukwanu has warned perpetrators of Thursday’s actions not to take government’s patience too far.

And PF youth leaders in Lusaka have demanded the arrest of people who tore copies of the Draft Constitution in Mongu on Thursday.

Lusaka Province Youth Chairman Kennedy Kamba has said that the party is disturbed by the conduct of the Barotse activists.

Mr. Kamba has told ZNBC news in Lusaka that actions of the Barotse activists border on treason.

  5. Well, the Zambian people are tired of these constitution making processes every five years; why can’t we have a stable constitution like other countries. If writing a constitution is such a complex thing, why not just copy the South African Constitution; am sure it won’t be a problem, after all we have always been copying them in ANC, ZANC, national athem, and even the two over passes on kafue and post office roundabouts look more like Central Jozi. As for Barotseland, they already made their submissions last year and there will be nothing more.

      Yes they are right. They submitted and nothing that they submitted has been included. Why go back to them again? I would help them tear it actually. They have been used like tissue by the PF

  8. Is it due to the few activists that we can not have dual nationality? If we had dual citizenship the so called activists will go ahead and call for independence of Western province, while at the same time retaining their Zambian citizenship. How many of those activists have children and relatives in other parts of Zambia? What will happen to those relatives should the Western province break away from the rest of Zambia? Can the Western province survive on its own as a country? It is time the govt started treating people who want to disturb the peace Zambia has enjoyed thus far with a firm hand. Western province is a part of Zambia and will remain so until kingdom come. My mother came from the Western province BUT do not support the so called activists who claim to speak on my behalf.

  9. i think we should all think with our heads and not politics. it seems that there are a lot of people, the majority being in the opposition who want this exercise to fail, but this is not about Sata or PF, its about Zambia and the Zambian people. of course PF will get credit if they  delivers a good consititution, but this does not mean that it will be for them alone and we should all work together when somethig progressive is being made, the country needs our support. as for those that tore the document, the law should catch up with them. no one is being forced to read or to participate, those who dont want can stay away, but tearing something that was made by the gvn using tax payers money is not a way to deal with differences. 

    • I have in my possession a copy of the same draft constitution. Can you please advise me to what use I should put it because I through with it? When I collected it I was never told that it was gov’t property which only govt could dispose off.

    • Don’t be childish! There is no obligation on anyone to return the draft constitution documents to the gov’t. There is no such requirement. People like you and your silly gov’t are small men whose little egos have been bruised! What is so sacred about a document of suggestions? Just let pass you idi.ots. Like someone has already pointed out; what the bloody hell are you going to do with Messrs Libongani, Mubukwanu, Masiliso,Tebuho, Tabo, Likezo and Musiwa who got copies of the draft constitution and proceeded to use it as arsewipe? Is that an act of treason also? Do you expect to get back all the copies you handed out? Can you specify to what end these pieces can be utilized for one not to be charged with treason?

The white man just confused them and he is quiet on the matter! I wish I was president of Zambia so that I should have dictated a very special punishment for those ailing chaps.   22. Do the Barotse Freedom Movement and their supporters think they can win this cause?
    They have been campaigning both locally and internationally and no one has ever supported them apart from themselves simply because that agreement was a sham. The Barotse Freedom Movement should ask themselves why the British as co
    signatories are silent about it. In any case that ‘area’ is too poor to even sustain itself and no foreign investor would risk their investments if any in such a hostile land where everyone who is not Lozi is called a FOREIGNER.

    • This has nothing to do with the British you fool. It is the Zambian government that abrogated the Agreement not the British.

By tearing a government document in that fashion is simply a display of defiance, disrespect, contempt of authority and the whole idea and intention of a legal, national process which is so important. The tearing of a draft constition at the door of DC’s office is a strong political statement against the state. Well, what would happen if government withdrew all civil servants and services to this province today?

  24. Certain things people demand for and do seem like easy but they are treacherous and potently venomous to the welfare of ordinary people. If the government said we have granted you independence as Lozis (for which a president can be impeached because he swore to defend the constitution-as it is-Zambia “unitary”, “indivisible”), all projects, services, payments cease and responsibility falls on you Lozis to educate your kids. Can you do it? Donors may be?

  25. @29. Galileo Galilei. Ask yourself why you are using the term “Unitary” to describe Zambia? Why do we have the “United” States of America or why is Tanzania called the “United Republic of Tanzania”?. In all these cases you had one or more territories coming together through an Agreement to form one country specifying the powers of each entity in the new unitary state. The USA and Tanzania respected their Agreements. Each of the 50 states in America have their own government with powers that the federal gov’t can’t interfere with. In Tanzania, Zanzibar has its own elect President and regional parliament. Zambia chose to abrogate the Agreement hence the problems we are having now!
