Zambia’s self imposed fugitive and former inteligence chief Xavier Chungu has handed himself to the Zambia Police Service.
Both police service spokesperson Boniface Kapeso and Task Force on Corruption Chairperson Maxwell Nkole confirmed in seperate interviews that Chungu was caught at the Lusaka International Airport by alert police officers after they identified him.
Kapeso explained that Chungu has been on wanted list for a long time and he is currently in police custody.
Chungu fled Zambia about four years ago following allegations of plunder of national resources during the 10 years he served as intelligence chief.

My analysis on this is that He came back knowing that he will never be prosecuted because of lack of evidence. It is evident that some of the plunderers have acquired key positions and probably have RB in their pocket and know damn well nobody will be prosecuted so long as RB and MMD veterans are in power. The biggest problem with Mwanawasa’s fight against corruption is that, it was exactly that, “Mwanawasa’s”. His greatest failure in this area will be his inability to take the fight beyond himself to others. Such that barely six months after his death, the fight has also died with him.
Chungu can come back, he is a citizen. And he must have his day in court. Let him defend himself, in spite of what has gone on in the past he can still face the law and defend himself. But without Mwanawasa, it will be very difficult to find the will to fight against Chungu. I am sure Chungu’s return only will confirm one thing–Chiluba will be let off the hook. In the meantime let us wait and see

# 48 & 55.Concerning the passports. I spoke to someone the Zambian Embassy in Sweden today. They say the Zambian government started issuing the new passports in November. I was advised to wait for the new passport forms which they say they will send to us I believe those in Scandinavia. Various enbassies I guess will send to those they have responsiblity for.
The cost was Swedish Kroner 516 and US$59 her in Scandinavia.

#48 Lelo, the passports are GREEN in colour and you can apply for a 32 page one and the other is 40 something pages. The 32 page one costs £50.00 plus £5.00 for application forms. The old passports expire in February 2009 regardless of expiry date. Hope this helps.

Former intelligence chief Xavier Chungu fled the country with full government knowledge, opposition Patriotic Front president Michael Sata claimed yesterday. And chief government spokesperson Mike Mulo-ngoti yesterday challenged Heritage Party president Brigadier General Godfrey Miyanda to explain whether the government facilitated his travel to Congo when he fled under Dr Kenneth Kaunda’s regime.
Chungu had to leave Zambia because he had information on LPM oil corruption with TST, Total and other international firms in conspirancy with The Post Newspapers. Mwanawasa’s bones must be brought before trail for them to answer for his econimic crimes against Zambia including the externalisation of all copper profits. Let there be no selective prosecutions, corruption did not start and end with Chiluba, we now want Mwanawasa corruption in court along side his maker Chiluba. Be fair RB other wise if you cover some people you will be liable for conspirancy along side Task Force,ACC and The Auditor General

I have used the Lusaka International Airport many times now, but I have never met the so-called Alert Police! This “Chungu was caught at the Lusaka International Airport by alert police officers after they identified him” simply does not add up.
The most logical explanation about what happened today on Mr X. Chuungu is that there was prior knowledge of his coming to Zambia through the Lusaka International Airport.
It appears that the current strategy is to say something and this is then followed by the actual action.

Chungu was guilty before proven innocent hence, the issue regarding him being in exile. If the MMD government considers him innocent till proven otherwise, then I do not see the hype about him coming back home. My analysis supports the views of no.169. LPM was a key beneficially of most plunder cases being prosecuted, but was protected because of his encumbence. Even his presidency was the fruit of these plunders with his full knowledge. If the trials were free and fair these cases could have been closed a long time ago, but critical evidence to conclude the cases also implicated LPM hence his selective prosecution and hinderances of critical evidence.
