Western Province Permanent Secretary, Emmanuel Mwamba has with immediate effect suspended four civil servants that were involved in last week’s Barotse Protest.
The four involved a Drug Enforcement Commission (DEC), public prosecutor Muleta Kalaluka from Mongu. Others are Community Development Officer, Mutaba Mutaba and District Works Supervisor, Lawrence Mukena.
The Permanent Secretary has also suspended a teacher from Sioma Secondary School; Masialeti Masiye in whose house the so called Administrator General Afumba Mombotwa made a video of the swearing ceremony and address.
On August 14th 2013, Linyungandambo Chairperson, Afumba Mombotwa is alleged to have circulated a video depicting him to be sworn in as Administrator General of Barotseland. He is currently on the on the run together with his co-conspirators.
The so called swearing-in video of Mombotwa which was shot in Sioma was made available on the internet blog sites, the Barotse Post and Barotse Radio on 15th August 2013.
The four suspended officials are among the 45 protestors that were arrested on the 15th August 2013, following the circulation of the so called swearing-in-ceremony.
Of the forty five (45), nine (9) were arrested from Mongu and another nine (9) were arrested in Senanga while the twenty seven (27) were arrested in Kalabo following a synchronised public demonstration.
The 45 are members are mostly members of the Linyungandambo association.
Police confiscated banners, Linyungandambo Identity Cards, fliers, CDS and other documentation.
Mr. Mwamba has warned that Linyungandambo with its associated groupings are illegal with no formal government registration. He stated that any activity being conducted by the group was illegal.
Mr. Mwamba has also warned local radio stations not to publish or aide in the production of illegal and subversive material.
He said it was clear that after Afumba Mombotwa shot his video at Sioma Secondary School, the seditious video was processed and uploaded in a studio in Mongu. He said these activities undermined the security and peace of the province, and that government would not hesitate to shut down any entity promoting and circulating the material.
And Mr. Mwamba stated that government was aware that the financiers and architects of the protests were using innocent young men and sponsoring the protests. He warned that government will track down and prosecute whoever was involved in the inimical activities.
He however stated that the province was calm and the conduct of ordinary business was going on without disruption or incidences. He said that the isolated but planned seditious and subversive activities will not deter government’s commitment to Western Province.
He said that Western Province was enjoying unprecedented government attention with the area benefitting from some of the largest infrastructure development in the country.
He also stated that government was enjoying warm and cordial relations with the Barotse Royal Establishment (BRE) and all other ethnic groupings. He said that Western Province consists of 38 ethnic groupings most of them enjoying distinct culture and language.
Mwamba stated that it was government’s determination to promote the co existence and unity among all groups in the province.
Those arrested are held at Mongu Remand Prison and are expected to appear in Court on Monday 19th August 2013.
They include, Siisi Simasiku a retired police officer. Also arrested is the oldest man Mubita Mubita aged 80 years. Others are Kalaluka Muleta, Mubiana Mubita.
Police also arrested Linyungandambo Secretary, Etambuyu Akapelwa.
But wasnt it Sata who promised the restoration of the BA once PF resumes power ? Not everyone’s memory is as short. This matter could go as far as the international courts given the issues involved. And that campaign video of Sata promising restoration of the BA will clearly prove that the PF Gvt had admitted the existence and validity of the Agreement – morality of the story: be careful what you say during campaign rallies. It could catch up with you.
Having studied the BA of 1964 and listening to the deliberations of the BRE council, I now understand why KK was always frivolous about his One Zambia One Nation slogan.
He unilaterally abrogated the terms of the BA of 1964. Mr Mwamba is the wrong person to handle these matters. Let KK and Sata speak out and tell us the truth and bring healing in the land. Righteous people honor their word in all agreements!

This case is right now being entertained and looked at by the International Community, such as the African Union. There aren’t 38 distinct cultures. Have you met anyone speaking siSubiya, siTotela, siKalanga, siNyengo, sikwengo, sifwe etc? Barotseland is a largely detribalised region. The majority of the people don’t speak their mother tongues which are now extinct. They now speak a SeSotho dialect called Silozi or Sikololo as their lingua franca. Silozi is a common language that belongs to all. Even the Litunga clan have accepted it as the regional language despite their mother tongue been Siluyana. The next time you are at the palace dear Mwamba ask the Indunas to talk to you in their Siluyana mother tongue.

How about the lambas? Kaondes who i know they fall under barotse teritory do they speak silozi. This issue requires level headedness and not emotions, suppressions and intimidation. We have cross bred especially in the urban.

And by the way I am not overly concerned with the Barotse Agreement. For me what needs to be done is to have a proper democratic decentralised system and equitable distribution of development resources to all the provinces of Zambia.
@ Chibs, at the signing of the Barotse Agreement, Barotseland only applied to what is today called Western Province. Between 1964 and 1969 Western Province was known as Barotseland. Kaunda changed the name to Western Province after he abrogated or cancelled the Barotse Agreement in 1969. kaondes and lambas have never been part of Barotseland. That is just nonsense people like you like peddling!
Shimfumu,Restoration means according the Litunga on behalf of the people of Barotseland certain rights and privileges which are ‘enshrined’ in the Barotse Agreement of 1964.Secession means Barotseland reverts to its original status before 1964. In other words Barotse land and Northern Rhodesia get into a Marriage(Zambia).In that marriage Barotseland is promised certain privileges which were not fulfilled! Now Barotseland is pushing for a divorce! in this case secession means Zambia breaks up into Barotseland and Northern Rhodesia!!

The nine Zambian citizens who have been arrested and detained in Malaysia and Thailand for drug trafficking related offences as well as alleged use of fake passports brings in question the role and use of government.
Zambia has no serious government going by the conduct of its leaders. No serious government can go about bragging and happily announcing the intended hanging of its own citizens. It should be a sobering experience to note that our own citizens and women for that matter are on the threshold of being executed in a foreign country.
The most this government can do is just to announce the despicable act of hanging them and releasing their passport profile and do-nothing more.

Barotse Agreement of 1964 is now a public document. Please read it.its not different fm the current Decentralisation Policy. Do not lie. Read it. Secession is a new thing. Stop lying that two states formed Zambia. Zambia and its boundaries have never changed since 1884 when Africa was partitioned. Nabulyato was a member of parliament fr Western Province from 1954-1963. Explain that. And the British protectorates in Africa are well knwn. However Barotseland is not 9ne of them

Barotseland only became part of Zambia through the Barotse Agreement signed by Mwanawina II, King of Barotseland, Kenneth Kaunda Prime Minister of Barotseland, and Mr Sandys British Govt Foreign and Colonial office official.
Why was it necessary for these people to append their signatures to this document if Barotseland never existed?

The Northern Rhodesia provinces between 1954-1963 (the time Nabulyato was Member of the legislative Council) were as follows:
1. Northwestern Province as it is today.
2. North Eastern Province ( later split by Kaunda into Northern and Luapula Provinces)
3. Central Province later split by Kaunda into Central and Lusaka Provinces.
4. Southern Province as it is today.
5. Eastern Province as it is today.
6.Western Province renamed Copperbelt Province by Kaunda in 1969.
Lastly there was the Autonomous region or protectorate of Barotseland (whatever you wish to call it) This region became the new Western Province in 1969.
Please read the history of your country. Kaunda is still alive he will be happy to explain things to you.
Sinyembo this should be a no brainer. Since Barotseland was not Western Province at the time Nabulyato was a member of the legislative council, he could only have been an MP for what is now Copperbelt Province which was then Western Province. Therefore, Sepiso is right. I grew-up in the then Barotseland and participated in the 1964 elections when Barotseland was still Barotseland. The renaming of the region to Western Province and that of then Western Province to Copperbelt Province can only be credited to Kenneth Kaunda, much later during his tenure.
People in government should stop being arrogant over this matter. Just own up and sit around a table and resolve the impasse. If educated civil servants are getting involved, it simply shows that this problem will not disappear soon. Mwamba is a wrong chap to handle such issues becoz he is biased.

This is not about the LOZI. It is about the Barotseland agreement. Neither is it about secession. The ‘clamour’ for secession from some quarters has only come about as a result of frustration (the non-implementation of the agreement and lack of development in the province through the successive govts.)
The agreement was part of the negotiations for Zambia’s independence. That in spite of the fact that the country would be a unitary state, the Litunga would still be allowed control and power over most aspects in the land. There is a list of those things in the agreement (it includes power to decide who can set up businesses, what kind of business, administration, court system e.t.c.) Otherwise, without the promise of this power, Barotseland would not have ‘joined’ Zambia in 1964.

You are wrong. A 1941 map of the region you now call Zambia shows the following provinces: Northern, Eastern, Central, Southern, Western (now Copperbelt), Northwestern and a semi-autonomous region called: Barotseland. I have the map in my possession right now. And 1941 is after your 1935.

As a nkoya i find this issue quite interesting.The idea behind the breakaway is absurd and egoistic bred by the lies and arrogance of politicians.But now that we are in this mess,Why can’t we have a referendum to find out how many in western province support seccession?If some sections of western province are not happy with PF why are they holding the whole country at ransom,why can’t our leaders use dialogue unlike chasing old men round the province and end up killing them as it happened in the past?

BRE is just a treaty like another signed for the establishment of USA, Canada, Brazil, Mexico and others. Forming a government within a government is a very wrong approach. First is that group must make public its proposals and not in hiding; debated for. They can apply to a legal entity as a political party and see if the people in western Province can vote for them. Then enter into some other agreement just like what has made Hong Kong part of China. Say something 100 years of existence within Zambia with minimum powers to BRE then in 2064 demand a UN supervised referendum that can allows for greater autonomy for say another 50 years of co-existence and then decide thereafter. Here wee are talking about another 150 years of the existence of Zambia
Those Linguandos whatever they call them should sit down and think carefully about the consequences. Assume they attain the autonomy and register themselves as BRE citizens. Now you have some people who still identify themselves as Lozi elsewhere in Zambia who have property, businesses, and families and would never imagine themselves settling in Shangombo so they decide to stay in Zambia. Now, all it will only take is one, not two or three but only one disgruntled Zambian to start a revolution. In Tunisia it took ONE student, remember? Rwanda genocide involved a few tribal minded people to start one of the worst mass killing in living memory. Once these disgruntled characters decide to rid the rest of Zambia of any BRE they would wish they never started the whole thing.

Can someone plz help me to identify a line on the published Barotse agreement where it staes that BRE shall break away from Zambia apart from decentraliisation of power. Somalia, Rwanda and many more have been in such situations becoz of something like what the Lozi’s wants to start. Twakana!
@Amukwelyanisa I agree with you concerning those established. My concern is if this matter is allowed to escalate it will bring about repercussions. In this situation it will be difficult to please all parties and as always the case the majority wins. My concern is those neutral Lozi people who might find themselves persecuted in Zambia if they choose not to go to the BRE if it gets established. One selfish act by a tribal group will only stir up more selfishness in the other majority group which in turn will result in chaos. It is like a couple planning to divorce. Before you see a family lawyer you first have to consider and calculate the cost. Am I going to be better off? What about my children? Pride or stability?
