Street Vending back in Livingstone, NAREP challenges PF to state its position

The Patriotic Front’s stance on Street vending

Government should immediately state its clear position on vendors who are slowly moving back onto the streets of Livingstone. It has been barely two weeks since Zambia co-hosted the United Nations World Tourism Organisation (UNWTO) conference in Livingstone.

Before the UNWTO was hosted, Tourism and Arts Minster, Honourable Sylvia Masebo announced to the nation that the PF government would ensure that no street vendor would return to the streets of Livingstone.

The government should not sweep this issue under the carpet but should instead find lasting solutions to this problem. They should state their real positions over the matter because Zambians are anxious to know what stance government is taking in addressing this national crisis.This needs matter requires serious attention and should be dealt with urgently.

NAREP has already set out a clear policy position on what can be done to address the problem of street vending.

As a party that has a heart for people, we believe that the PF should ensure that no vendor is left stranded while at the same time there is need to ensure order on our streets and support for those selling goods in markets.

The NAREP Empowerment and Enterprise Plan (NEEP) was designed to deal with such a situation and must be carefully considered as an important part of the solution towards addressing massive unemployment and it’s contribution to street vending across the whole nation.

  1. i was of the view that after livingstone ‘clean up,’ lusaka will be next on the line, then kabwe, kapiri and lastly the copperbelt.
    but alas thats not to be…
    please do something on this scourge, otherwise our towns are now not only dirty, but health hazards to say the least.

    • And all y’ chaps always want to have a piece of Mushota whenever she(he) raises these issues. Let’s admit it we are all just a dirty bunch and if our country was a township, it would have been a shanty.

    • A bye-law or bill to establish NO VENDING ZONES within local government administration is required to end this non-sense. The said law should deliver stiff penalties to those who think they can sell matumbo and kapenta outside Bank of Zambia in Cairo Road. This outdated policy of political appeasement can initially be enforced by placing army personnel in these zones from as early as 03 in the morning for a period if say 6 months.

      Otherwise there will indeed be sheep and goats bleating in places they should not be. The failure to resolve this matter places all of us in a precarious health position and local and national government are doing nothing to protect our lives from the impending health time bomb.

    • The PF has failled us.With them they don’t care about cleaness all they care is power. Today Lusaka is worse than it was in the 60’s. They say charity begins at home.We need a responsible Government. Health standards have gone down as if the so called first Lady is not a medical Doctor. What advice dose she give her so called husband. All I foregot UKWA dose not listern to advice.

    • @ No Vending Zone, Your concerns and suggestions would have made sense in a normal country. Zambia is now under a lawless regime so forget about order and cleanliness in Zambian towns. The so called man of action has turned Zambia into a country that wallows in dirty. Not even Zimbabwe under serious sanctions has reached such dirty levels that Zambia finds itself in. One foreigner from south of the Zambezi described Zambians as very dirty people. I wouldn’t disagree with him given the situation in present day Zambia.

  2. Victoria town in ZIM is very clean and organized. Our people in Katima Mulilo from sesheke have built the town of katima by giving business to the Namibians. The local authority in Katima is very organized and focused. They plan having Zambians in mind as their customers whilst Sesheke continues to be a village. When are we going to stop living like animals in Zambia. Cleanliness is a culture. we are culturally contaminated. I stay in Namibia. The culture here is about keeping the towns clean. And clean they are. You can not even throw a used talk- time paper on the pavement. No one will arrest you but shame will cripple you. CULTURE,CULTURE……ZAMBIANS

    • Totally in agreement with you Game meat. Cleanliness is cultural. It is the way one is brought up. just look at the way we throw out litter without shame. Look at huge heaps of garbage around every corner of our cities, towns and villages. I am not surprised that Livingstonians have reverted to their old cultural ways of living in unclean environments. We cleaned Livingstone to deceive visitors that we are clean people. No one can pretend to be what he/she is not. The current generation may not be able to change the situation but we can start with the younger generation by changing their mind-sets and emphasizing on cleanliness.

    • Now this is someone id like to be part of the Government in my Country- Zambia. Most of the current Leaders, & ministers don’t mind their Country/ Community being “Pig Filthy” as they don’t bat an eyelid while wallowing through these filth strewn streets, otherwise they would do something about it! Minister of Education should include in the Grade 1-7 syllabus, lessons in taking pride of your Nation/ Community, & keeping it clean, rather than thinking of the pay- packet you will get once elected to office. BRAVO “Game Meat” – Future Minister!

    • THE WEALTH & POWER OF A PEOPLE IS NOT IN THEIR LAND BUT, IN THEIR MIND! Japan, which has no natural resources to speak of, is one of the most economically powerful nations, and Europe is in a similar position.

    • …and you think this should only happen in Livingstone? No it has to be nation wide. The law on street vending can only work if it is applied uniformly across the country.

  3. The illiterate of the 21st century will not be those who cannot read and write,but those who cannot learn,unlearn then relearn especially a badingrained culture.We take cleanliness for granted in zed and just do it for looks when visitors are present.

  4. And we wonder how we are surrounded by our own garbage and lack basic amenities like parks, libraries etc; its lack of EFFECTIVE LEADERSHIP and GOOD GOVERNANCE. This is the difference between Osaka and Livingstone; here was an opportunity to use this town as a template for an vendor-free city but it was never the case, the greedy politicians were merely interested in short-term gain the construction contracts, travel allowances and the brown envelopes.

  5. Cleanliness, picking up litter and personal hygiene seem to be a real challenge for most of our households and families. If one fails to keep themselves clean and their own homes un-kept, then their places of livelihood (workplace or school) will reflect their personal backgrounds. Is it possible to have a successful ‘Keep Zambia Clean’ campaign? Yes indeed! All it requires is consistency from local authorities and community leaders, in being pragmatic, practical and proactive all the time. Unplanned structures and residences (shanty compounds) really make this quite a daunting ordeal! It is worth making cleanliness a political campaign issue, I think.

    • Thanks Zulu.Everywhere in zed you see dirty folks,untidy homes,poorly built shacks and filthy streets.What zambians fail to see is they rob themselves of a valuable culture of discipline,building resilience or value of hard work thereby robbing themselves upward mobility. Easy come is always easy go.

  6. Sperm bank Masebo told us there will be no more street vending any where in Zambia as there the move in Living stone was meant to spread to other parts of the country. Alas all that was just meant to please the visitors. What is Govt policy on street vending? wasted years indeed.

  7. We must immediately launch a “WHERE IS THE BIN” campaign in all corners of Zambia. Supplying bins and clearing waste will be the biggest job creation project like what happened in Chicago 40 years ago.

  8. What we need in is GOOD serious leadership in this country. Ministers who are serious with what they say. Not just politicking always. Shame PF has failed on street vending.

It is quite strange that when a Zambian is on a bus from Namibia and are on the Namibian side, they do not throw litter outside but as soon as the cross the border into Zambia, they start throwing all sorts of things. I think it is in the mind of Zambians that we have now entered where we can throw litter anyhow. This must stop, maybe we should start teaching from nursery that throwing dirt is bad as well as cleaning up the streets.

    • They were told at Independence “Zambians you are now free from the colonialist” Problem- tulo Mafirica, is we mistook freedom to mean doing the Opposite of what the white ruler did, & rather than carefully selecting what to discard from the colonialists bad ways, it

  11. This issue of street vending is not only affecting Livingstone but the entire country. Our towns have been reduced to vending and there nothing interesting to see anymore. Monze for instance people have even started vending in the Catholic Church grounds leaving to space for worshiper to access the church. What do you expect from a ‘Kaponya’ government? Come on Zambians you thought this was the best government you would give power? Wait and see then you will know that Leadership should not be given to any Jim and Jack.

  12. Do PF Leaders read these Blogs?? If you do. They should get blogger’s advice seriously. What kind of a Government is this that does not believe in Sanitation?? Is this about Votes or Moving our country forward. Facts are, PF leadership has failed. They just need to be kicked out. 2016 will be too late. I thought Livingstone would be taken as an example being a tourist capital, then other Cities to follow. It pains to see how dirty our Cities are because of street vending which does not even benefit Zambians. Most of those goods being sold are for the Indians who own the shops. If this is True. Then Masebo is Very Fo.olish.

    • I can assure you they do read all these blogs, but they select only those that are of insults that is the only language these so called politicians understand. The moment you write about their secrets then they come out gun blazing and the spend money to shut you down. But when you complain about genuine things they develop cold feet and just ignore the comments. Such are the animals we have as politicians in Zambia.

  13. Going by the comments on this page, it seems every one recognizes the problem. guys we cannot go on living like this. We are not animals but human beings with five senses. We can replicate what we see in other parts of the world. the issue of changing bad cultural habits is critical. We need a mind-set change where we start to abhor dirty. It is shameful that gvt spent huge sums of money in cleaning Livingstone simply to deceive the world that we are clean people when they knew very well that we cannot sustain this because we enjoy dirty.

    • To be fair & impartial, this problem has been ongoing, even before P.F, came to power. However that is NO Excuse. P.F, should shame the previous administrations by cleaning up PRONTO!! After all they promised us better governance, when they were an opposition Party.

  14. When I hear people say the govt/president should do something. The zambian govt is the govt of the people by the people and for the people. As such people should be asking themselves what will they do for their govt/ country rather what the govt will do for them. Victoria town is clean coz business is booming in Zambia compared in Zimbabwe . Many Zims argue and use charms that many Zambians in Livingston fail to master and see the sad end. Zim brutality from govt law enforce agencies is second to none as such across the border is where the can do the business
