It is not strange that the Anti-Corruption Commission of Zambia cannot investigate the allegations that Justice Minister Wynter Kabimba levelled against some senior government officials because they are scared of the appointing authorities, says political activist Dante Saunders.
Saunders told the Daily Nation that if at all the ACC were capable of investigating the alleged corruption, both Vice president Guy Scott and Wynter Kabimba could have been the best to provide them with sufficient grounds because they were top leaders who know their party structures well.
Saunders said that Kabimba should have been taken seriously on the issue of corruption among the government officials because he was the custodian of the party, being the party secretary general.
He alleged that the evidence was there but because the institution was being controlled by the head of state who is on record of having threatened the ACC not to investigating his minister without his authorisation.
“How can you expect the ACC to operate independently when they receive threats from the appointing authority? When they say that they will not commission investigations into the allegations of corruption, does not mean that they don’t have enough evidence, but they are just scared of doing so,” he said.
Saunders said that it was difficult to have justice in Zambia on the grounds that public institutions were intimidated, adding that corruption had taken a centre in the life of Zambia today country because the government was promoting injustices.
He charged that the government must stop intimidating institutions that were working independently for the good of the nation, and that institution like the ACC, DEC, ECZ and others should be allowed to operate freely, without any intimidations from the government.
Saunders said the growing trend by the PF government to intimidate such institutions was detrimental to the democracy of the country.
He accused government of trying to find fault with the institutions that wanted to work in line with the law, adding that public institutions were on the verge of collapsing because of government’s failure to fight corruption.
ACC said in a statement that they will not commission investigations into allegation that Justice Minister Wynter Kabimba levelled against some senior Government officials.
ACC Public Relations Manager Timothy Moono said that there were in sufficient grounds to warrant the commission into commencement of alleged corruption against the senior government officials by as announced by Justice Minister Wynter Kabimba.
Mr Moono said that the commission wishes to state that due to lack of specific and sufficient details in the allegations, no investigations have been instituted into the matter raised by Kabimba.
Recently Kabimba revealed that there were senior government officials who were involved in corruption activities.
It was a decision arrived at after considering that the other guys had their own list of deals involving Kabimba and co., which transactions qualify to be classified as acts of corruption, abuse of office and obtaining pecuniary benefit.

ACC cannot find sufficient grounds to investigate the alleged corruption without pressing the one who announced it. Winter should provide information upon which he based his claims.
