Secretary to the Cabinet Roland Msiska has withdrawn yesterday’s statement in which it was announced that President Michael Sata had declared Tuesday, 24 December and December 31, 2013 as public holidays.
Dr. Msiska has since apologized for the inconvenience caused in the withdrawal of the declaration.
He said this in a press statement released to ZANIS in Lusaka today.

The statement further said that the declaration of the two days as public holidays was only applicable this year.
Can you please put this report in English? Who said it? What did he say?
Also be clear by saying that ‘This year the declaration still remain’ but will not apply next year.

Makes more sense for Christmas but not for new year.The Christmas one is on point coz even in Europe(in my current country for example) the two days before and a day after Christmas is a public holiday.

This Secretary to the Cabinet is simply incompetent. How does someone make a decision and within 2 days, you backtrack? To the extent that there is no official circular withdrawing the public holidays, i will take it that its a holiday. Can you imagine that PS were given powers to authorize international travel with good results but this has also been reversed. I can imagine requests for authority to travel will flood cabinet office and red tape will clip in. Dr. sir, the decision you needed to reverse is that payment of allowance to public workers sitting on boards. That decision is illegal and is not supported by any law. Consult with Ministry of Justice and you will be guided accordingly.

5 days-Funerals ( on average one is away from work for 5 days)

I feel pity for Dr. Msisika, mwana wa kwithu. Poor man, he is so scared of the cobra that all the years he has spent in academia are now just a heap of rubbish. Busy contradicting himself and not making sense all the way.

Procedure is as follows:
1. Well ahead of the public holiday declaration an intent is made and presented to Cabinet
2. Cabinet considers the intent analysing justification and goodness of fit.
3. If justifiable consent is given and a gazette notice is issued
4. Thereafter Secretary to Cabinet makes a public announcement
In this instance somebody did not follow procedure.
