Before they are elected into office, they do not tour. When they are elected, that is when they are out there ‘touring.’ How do they get elected BEFORE they know what the problems are? We have seen Mr Simuusa touring a big pot hole in Chingola as though potholes have just appeared from the sky. Mr Mulenga Sata is Mayor of Lusaka, now he wants to know what the problems are. They all learn on the job.
