Former Prisons Service chief arrested for money laundering

The Drug Enforcement Commission (DEC) has arrested and jointly charged former prisons commissioner, Jethro Mumbuwa and two others for money laundering offences involving over K500 million.

Mr Mumbuwa, 60, a retiree of house number17 Jasmine street in Luangwa township in
Kabwe, Margaret Mwale, 45, an accountant at the Ministry of Local Government
residing at plot number 2666, Chilenje South in Lusaka and Bernadette Kaimbi, 41, a
businesswoman of plot number 9 Makeni, Lusaka, have been arrested for forgery,
uttering of false documents, obtaining money by false pretences and money
laundering.

DEC Public Relations and Press Liaison officer, Rosten Chulu disclosed this in a
statement made available to ZANIS in Lusaka today.

Mr. Chulu said  the trio while  acting together with some other unknown persons on
dates unknown, but between 1st January, 2001 and 31st December 2006, forged local
purchase order numbers worth K321,670,000 and K260,000,000 respectively by
purporting to have supplied various foodstuffs to the Zambia Army.

He said an ordnance directorate amounting to K581, 670, 000 was awarded in favour of
Mumjeka enterprises which is owned by Mr. Mumbuwa.

Mr Chulu said the trio were arrested and formerly charged on  6th July, 2007 and
have since been released on police bond waiting court appearance.

Meanwhile, the DEC has in various parts of the country arrested 23 Zambians for
trafficking in psychotropic substances weighing more than 30 kgs.

Mr Chulu said the Commission arrested Rowes Chililamuzi of Sibumbe village in
Mazabuka for trafficking in 15.2 kg of cannabis.

Others arrested in the same village include Keroni Sana, 28, for trafficking in 2 kg
of cannabis and seeds, Bruce Sana, 43, for trafficking in 1.1 kg of cannabis and
Oscar Hachibola, 22, for trafficking in 1.22 kg of cannabis and seeds.

In Lusaka, Arthur Kayumba, 23, of Miller’s farm in Lilayi was arrested for
trafficking in 37grams of cannabis and Dickson Tembo Phiri of Mwavi, Luangwa, for
trafficking in 142grams of cannabis.

Mr Chulu added that in Eastern Province, the DEC has arrested Henry Mwanza,30, of
Enock village for trafficking in 9.2 kg of cannabis and for being in possession of a
muzzle loader gun.

Mr Chulu sid Elias Phiri, 38, a peasant farmer of Masengu has also been arrested for
unlawful cultivation and trafficking in cannabis weiging 3.010 kg, Ignatius Maseko,
23, of Sandwe village for trafficking in cannabis weighing 98grams and Davie News
Banda for trafficking in 0. 9 grams of cannabis.

In Northern province, the DEC has arrested and jointly charged Danny Sikazwe,18, a
charcoal burner of Mushika village, Nickson Mazimba, 36, a peasant farmer of
Malwanga area and Jeff Chisela,18, a charcoal burner of Mushika village for
trafficking in 300 g of cannabis.

And in North-Western province, the Commission has arrested Benson Nalumino,32, a
peasant farmer of Mpindi area for trafficking in 6.5kg of cannabis and Oscar
Kasweka, 25, of Kayenge area for trafficking in 600g of cannabis.

In Luapula province, the DEC arrested Kelvin Mwansa, 21, Mathews Musele, 25, Ernest
Mukondo, 24, Jackson Chulu, 33, Daniel Mwenya, 22, John Zulu, 32, Pephius Musesha,
22, and Idah Mutale, 20, all of Kasote village in Chiende district for trafficking
in a total of 2.128 kg of cannabis.

All the suspects will appear in court soon.

Mr Chulu has since cautioned Zambians to desist from engaging in illicit drug
trafficking, cultivation and money laundering.

  3. DEC should not arrest peasant farmers who engage in Cannabis cultivation for sustainance. There is no social safety net for poor people who are holding our extended families in the villages we come from. After all Cannabis is medicinal from way back as it cured simple ailements like ear,bad karma,and mental just to name a few. By criminalising it, they are making it gain more value. Decriminalise it and all will be normal like tobacco. Maize is our staple since the portugese introduced it to the region but its very valueless to cultivate it for a livelihood compared to Cannabis. So Plse Ba DEC stop harassing the peasants but encourage them to grow it for medical reasons for export to western countries were they prescribe it to patients such as HIV etc and let the govt earn the much needed forex. Look at the trade in Ivory how we went public and burnt those tusks and yet South Africa never did and are now trading legally in Asia where they fetch more. So let learn from this.

Hamazongo(8),the “cigarette” has clouded your understanding of the Home Secretarys’ admission.She is pushing for cannabis to be upgraded to a different class to facilitate greater legal control and provision of policing resources.Dobo is a drug with more harmful side effects than good ones(medical fact).People are killing each other all over the globe….is that reason to make it legal??? Take note the biggest and most successful drug dealers don’t get high on their own supply…..they leave it for the fools!!

    I agree with you. Dobo should be legalised for export purposes to western countries were it can’t be grown naturally. Zed would earn a lot of forex and we would be saving lives in western countries for those that need the herbs for medical reasons while we provide much needed jobs through out Zambia.
    Recently Canada was found to be among the biggest users of weed behind Zambia and Ghana of course and a few other countries.
    Cannabis was labelled illegal by western merchants and governments because the wanted to protect the tobacco industry were the got most of their revenue to operate as governments and businesses. Otherwise there is no medical proof to this day which suggests that if the stuff is used moderately, it damages your brain cells. If anything the stuff is actually good for one’s health when used in a controlled manner through moderate use.

  12. DEC is funded by these same western governments this time just to stop our small scale farmers from growing their businesses. DEC together with the police must instead focus on arresting those dealing in hard drugs, armed robbers, paedophiles, murderers and corrupt politicians.
    We need to increase the export of cannabis just like the Chinese now control the export of almost all manufactured goods in the world. China today is big because they are getting forex and we can be getting the same from Cannabis.

  14. This Gentleman Mr Jethro Mumbuwa is innocent.
    He registered a company in around 2000 with him and his second wife Margarate Mwale as Directors.It was with an intention of becoming a food supplier after retirement which was due at the time.Mr Mumbuwa was recalled from retirement and appointed as commissioner of prisons.The registration documents remained with Ms Margaret Mwale after the devorce with Mr Mumbuwa. The documents found there way from Ms Mwale to Ms Benadette Kaimba who used the company name to defraud the prisons service through claiming payments for non existent food supplies.

    Mr Mumbuwa did not receive any of the proceeds. His only crime was to hve not retrieved the documents from his former wife.

    As for Benadette Kaimba, her and the late Lindon Mfungwe were facing more than five counts of fictious supplies of food stuffs to government.

    Columbia drug barons deal in cocaine, which is not right; these are the hard drugs Weed Farmer was talking about that DEC should focus on. Cocaine is bad, but cannabis good for export. Look at the list all those arrested, they are from all over Zambia, in the rural areas. It means that these people will not stop growing the herb and the outnumber DEC officers and police together with the military. Mr. Mumbuwa should have used the free labour he had at his disposal to make the prisoners grow fields of cannabis for export. He would have had a far better retirement package than spending time casing each other with DEC. Don’t wait for the white man to endorse something before we adopt. Young people are using glue because DEC locks them up for nothing. Empower these young people and crime will go down.

If I were mumbuwa, I wouldn’t even lose any sleep over this case, well, maybe a bit for forgery & false pretences, as for laundering, sounds a bit nuff, becoz as the story outlines, sounds more like FRAUD, thus the arresting authorities seem to be fishing rather than really knowing what they are dealing with. This is bad becoz they will end up wasting taxpayers money if the laundering aspect were to be thrown out. Pipo in these positions tend to treat such serious cases with a very carefree manner, hence the reason cases drag on for ages – there is a serious lack of professionalism, its a malaise that needs to be accorded the same attention as that to Corruption!

  23. Mr. Chileshe was just careless; all he needed to do was use ZEGA to petition Gov’t to start a Gov’t to Gov’t (G2G) negotiation process to allow for a legal passage of exporting cannabis to the EU for medical reasons, this time he wouldn’t be doing time for exporting herbal medicine.
    The issue about Chainama is a myth Kuku, if dobo was that bad our grandfathers in the rural areas would all be mad across not just Zambia but Africa. But the opposite is actually true, people in the rural areas live longer than those is the urban areas because, the people in the rural areas first smoke some good weed before the go farming the land the whole day. What gives them inspiration is weed and at the same time it keeps them fit thus making them live longer, healthy and wise.

  24. #23 Dont confuse the terms, Laundering means-make(illegally obtained money)seem legal by passing it through the banks both foreign or local or through some legitimate business,so the assertion here is correct, its a pure laundering issue whereas Fraud is mainly deception,swindle, a person who acts in a deceiptful way.
    When this man was first retired there was mention of scandals involving food supplies which died out then he was recalled,again this thing has resurface let the courts vindicate him than making assumptions.

  26. By the way, you can say diversity to grow tobacco, the plant causes cancer man, you should know that. Prez mwanawasa just opened a cancer hospital bcoz there are a lot of Zambians dying from cancer. I’m sure a lot of Zambians would appreciate having a cancer free population by banning tobbaco. In the UK they have banned smoking in public because UK Gov’t wants to reduce number of cancer patients on the NHS because there is too much tax payers’ money wasted on treating cancer. We I will write a paper on the possible legalisation of cannabis for the purpose of exporting, now that is a good idea you have come up with.

It is ironic to say, some one selling Class A drugs has indeed profitted from a transaction – legal in itself, what is illegal is what he is trading in – this makes it “dirty money;” Now transforming this money such that there are no traces of illegality, is what qualifies as “laundering,” it is a specific term. So fraud & obtaining money by false pretences do not fall under it.

    Customers have been given ashtrays in the Happy Scots Bar A landlord in Lancashire is thought to be the first to be summonsed to appear in court for flouting the ban on smoking in public places in England.
    Hamish Howitt is being prosecuted for allowing smokers to light up in his Happy Scots Bar pub in Blackpool. Council officers served seven separate summonses on Mr Howitt on Thursday for failing to prevent smoking in a smoke-free premise. Mr Howitt will appear before Blackpool Magistrates’ Court on 1 August. The publican has been against the ban since it came into effect on 1 July and said he was prepared to go to jail rather than pay any penalty and would take the matter to the Court of Human Rights.I’m not pro-smoking just pro-freedom

There could be positive energy in redirecting resources to fighting evils of society such as corruption, poverty, iliteracy and housing than arresting peasant farmers cultivating cannabis in small quantities. look at how much money is stolen everyday by civil servants and these chaps are out on bail while these poor farmers endure the punishment? Life should be fair and lets use this platform to educate the masses about the positive aspects of ganja.     Bernadette obtained the cheques ,discounted and commuted for cash and goods at an Indian’s shop in Kamwala. It does not make sense to simply arrest some one because he happens to be a director in a company that has be used in money laundering.
    If this was so why was’t Tom Mtine arrested together with his son Andre Mtine for the money landering done through the Company risk mate where both are directors.

    Recent results about marijuana use raised more than a few eyebrows in this nation: Canada is tops in the industrialized world in terms of marijuana use.

    We beat places such as The Netherlands, where pot smoking is legal. In fact, our pot smoking is more than four times the global rate, according to a United Nations report.

    The world drug-use study said that almost 17 per cent of Canadians aged 15 to 64 smoked marijuana or used other cannabis products in 2004, the most recent year for which statistics were cited.

    The study estimates global pot use at less than four per cent for people between the ages of 15 and 64.

    Canada placed fifth in the world, behind New Guinea and Micronesia (29 per cent), Ghana (21.5 per cent) and Zambia (17.7 per cent). The Netherlands was well back at 6.1 per cent, while Jamaica, stereotyped for its ganja, sat at below 11 per cent.

  35. So, we are tops among Western countries in terms of pot use. It could be worse.
    We could be the biggest cocaine snorters on the planet. That dubious honour goes to Spain. Iran wins out for heroin, Australia for ecstasy and the Philippines for amphetamines.
    These are much more dangerous drugs than dope. Marijuana is still considered among the “least addictive of all psycho-active substances,” according to a recent article in the Montreal Gazette. We are a progressive nation in many ways, yet not quite so bold as yet to follow The Netherlands in legalizing pot.
    Certainly pot can be harmful in large quantities and over long periods of use. So too can cigarettes and alcohol, legally distributed to anyone over the age of 19 in Canada. Some studies show both booze and tobacco are more harmful than dope.
    Yet marijuana is the illegal substance.
    Perhaps it is time to seriously consider decriminalizing a recreational drug that one-in-six Canadians from age 15 to 64 used in 2004.

  37. The African, at least Zambian, stats estimates themselves are of highly dubious validity. How did they collect the data?
    The Zambian Demographic and Health Survey which is based on scientific household sampling indicates that only 9% of Zambians of all ages smoke (ordinary cigarettes and local stuff). The marijuana figure lacks credibility in my view.
    Hence the misleading comparison with Canada and so on-and the potentially disastrous inference that decriminalizing will reduce it.
