Nkana, Power Battle For Kitwe Honour

0

Nkana and Power Dynamos this Saturday clash in the first leg of the 2020/2021FAZ Super Division seasons Kitwe derby at Nkana Stadium.

The delayed Week 12 fixture was earlier scheduled for January 9 but was postponed because Power had five players away on Chipolopolo duty at 2021 CHAN in Cameroon.

Saturday’s match will also mark ex-Power coach Kelvin Kaindu’s debut derby with Nkana.

Kaindu was unbeaten in the league derby against Nkana while at Power with two wins and a draw but lost in them in the 2018 Barclays Cup semifinals.

But both sides come into the derby struggling and sitting side by side in mid-table.

Power are 11th on 22 points, Nkana are 12th and two points behind their guests after 17 and 15 games played respectively.

While Nkana have managed three victories and three defeats from their last six league games, it is not the same for Power.

Power limp to Wusakile on the back of a six-game winless run in which period they have collected four draws and two losses.

Power trace their last league victory to their last match of 2020 on December 27 when they beat Zanaco 2-1 at home in Kitwe.

And so the pressure is on Power coach Perry Mutapa who is feeling the heat for the first time since his appointment in November 2019.

The State will not allow anyone to harass the media-President Lungu

49

President Edgar Lungu has assured journalists that the State will not allow anyone to harass the media during the course of their duty.

President Lungu says he will not countenance violence on journalists adding that those who are in a habit of attacking journalists, whether Patriotic Front or opposition risk being prosecuted.

The President said this in a press statement issued by his Special Assistant for Press and Public Relations Isaac Chipampe.

The Head of State made the assurance this morning at State House when he held a virtual meeting with members of the Zambia Union of Journalist (ZUJ).

“ I must state that the space is not shrinking for journalists, it is not true. There are always bad eggs in society but it is the duty of the Police to ensure a safe environment for journalists. Violence against journalists is not part of the PF policy and anyone engaging in violence, whether PF or opposition will be arrested,” President Lungu warned.

The ZUJ members had requested to meet the President to discuss various matters affecting their members.

And President Lungu has allayed fears among journalists that there would be mass redundancies as result of the merger of Times Printpak Zambia Limited and the Zambia Daily Mail Limited.

According to ZUJ president Samuel Lukhanda, there is anxiety at Times Printpak Zambia Limited arising from the rumored merger of the two companies.

But President Lungu explained that the two companies will continue running separately despite having one Chief Executive. The two companies are under the Industrial Development Corporation (IDC) whose chairman is President Lungu.

The Head of State disclosed that the two companies are in the process of restructuring and in the event that some redundancies happen, the affected employees will be paid their dues.

“Even if you are laid off, you will be paid and there is life after formal employment,” the President said, “I have heard of journalists who are now successful farmers of businessmen.

Meanwhile President Lungu has said the media plays a critical role in the democratic dispensation and this is why the government advocates for self-regulation of the media so that journalists operate freely.

He added that the government allows journalists to express themselves without hindrance.

At the same meeting, Mr Lukhanda informed the President that Journalists would like to be considered among the first people to be vaccinated against covid19 since they are also frontline workers to which the President agreed.

The ZUJ leader also informed the President that their salaries need to be improved and that they are in dire need of support from the government to cover the forthcoming elections.

In response to the request, President Lungu promised to help the journalists so that coverage of elections is not affected by logistical problems.

“Journalists need transport and other logistics, otherwise they will be susceptible to “blalizo”(Zambian journalists, term for corruption),” the President remarked.

Kambwili put an impossible demand on UPND Alliance; Sharing Parliamentary Seats and Being a Running Mate

58

By Col Hamwiinde Munamunungu

CHISHIMBA KAMBWILI formed the Patriotic Front(PF) in the company of Michael Sata and was considered his right-hand man. Chishimba Kambwili understood Michael Sata and Michael Sata understood Chishimba Kambwili.

When Michael Sata formed his Cabinet, he made Chishimba Kambwili minister for Foreign Affairs implying one of his senior ministers.

Chishimba Kambwili didn’t last long there because he caused diplomatic mayhem. He was literally driving the diplomats mad because he didn’t treat them as special heads of States in Zambia (hence Presidents of their own countries).

Michael Sata moved him to Labor ministry where again he was now acting like a newly appointed Labor Commissioner trying to find his feet. Later he was moved to Youth and Sports to go and fight with the youths.

When Michael Sata died, Edgar Lungu still tolerated him and gave him Minister of Information and Propaganda. Here he messed it full time. He was now full time minister for anti Tonga as a tribe, and anti Hakainde Hichilema as a person and in his capacity as head of the UPND.

His height of hatred was epitomized in the saying “ even if you put Jesus Christ as your candidate against Hakainde Hichilema in the South , the Tongas would reject Christ “.

When he was dropped as Cabinet member by Edgar Lungu ,the President, Chishimba Kambwili refused to leave the Party despite the strong armed struggle mounted by the PF for him to leave. He stuck to PF for a long time.

To prepare his heavenly mansion Chishimba Kambwili appointed himself as National Democratic Congress (NDC) consultant, whatever it meant, and kept his PF membership card intact.

However an opportunity offered itself up and Mr Speaker received an appropriate opportunity to pounce on Chishimba Kambwili for his expulsion from Parliament. Chishimba Kambwili ranted at this expulsion and went to the courts. Had he vigorously persuaded his court issue he was going to win it.

Fast forward.

When he realized that he was becoming a political leper God reminded him that as Minister of Information then, he had broken many hearts of “cuundans” ( southerners) with “his Jesus Christ comparison “ and quickly and cleverly zoomed to “CUUNDU” senior Honorable Chiefs begging for their forgiveness and that of their subjects. All the Chiefs found favor with him but many known Tonga individual hearts forgave him but have not forgotten.

To sound that he was really born again he took on a tirade of personal attacks on President Edgar Chagwa Lungu and went on undressing him at each and every occasion that came his way. Edgar Lungu became his daily manifesto. To some extent this brought him support and popularity in the eyes of the public, especially in Luanshya on the Copperbelt.

This popularity appears was not enough to win him votes for himself or the party , NDC , he hijacked as Leader. When Roan constituency became vacant ( after his expulsion) he tiptoed to Hakainde Hichilema asking him not to field a candidate “ but support me, so that these PF chaps know that I Chishimba Kambwili is a power house.” Hakainde Hichilema unwillingly accepted to lend the United Party for National Development (UPND) support, but he, Hakainde Hichilema , too was castigated by his colleagues in the UPND leadership. Someone told Hakainde Hichilema ,” you don’t know Kambwili “. I am sure that now Hakainde Hichilema knows Chishimba Kambwili better than that day of his cautioning.

What has changed Dr Chishimba Kambwili to mellow down and become a pawn for the PF?

When he was a full time member of the PF serving under Michael Sata Chishimba Kambwili had gotten many government contracts with the mines and other quasi government institutions. This started building the economic status of the man and gaining a strong voice because he had the money, he had the public eye, he was a political heavyweight, he was a confidant of the President, he was a prominent founder member of the party and at one time, he felt being the alpha and omega of that political institution.

He grew up his image because his payments from government were regular and prompt and nobody could block them even when government coffers were running dry. If one followed it properly one would smell his contract payments were processed quickly or paid in advance of supplies.

When he thought he had arrived Edgar Lungu became annoyed and decided to plug off Chishimba Kambwili’s drain plug. Overnight Chishimba Kambwili was broke and became a weak soldier. In addition Edgar Lungu went on a fishing expedition and found a loophole in the records of his company profile of many years ago. Took him to the courts and found him guilty. Now Edgar Lungu was on firm ground to turn Chishimba Kambwili as his agent to penetrate through the bedroom of Hakainde Hichilema , Edgar Lungu’s erstwhile enemy.

“Agree to be his running mate and study Hakainde Hichilema’s weaknesses so that you ditch him especially after you become his running mate. Go on and pretend you’re 99.9% with him on his road to Damascus.” So he was couched by Edgar Lungu middle men.

By the way Chishimba Kambwili was sacked by Edgar Lungu because Chishimba Kambwili talked to his colleagues that he would challenge Edgar Lungu at the convention. He didn’t sack him because of corruption.

Now the whole picture of his betrayal has come out in the open. The main body of the NDC has expelled Chishimba Kambwili and given reasons to believe that Kambwili is “ a very difficult person to work with.“ He didn’t work well with PF, not well with Mwenya Musenge, not well with the Alliance, and not well with NDC executives.

Chishimba Kambwili put an impossible demand on the UPND Alliance of sharing parliamentary seats and of him being a running mate. He says it pains him to hear that Hakainde Hichilema was given the power to choose his running mate from either the UPND or from the Alliance members or from the outside. This pained him because he felt entitled to becoming such a one because “ after all, I have one MP.”
The NDC executives have said it all on social media with audios and I can’t add more.

I am really at a loss what Chishimba Kambwili would now say as a new member of the Edgar Lungu Patriotic Party after all that rubbish poured on their carpet and on the red carpet of Edgar Lungu.

What is next for Dr Chishimba Kambwili and who goes back with him to Edgar Lungu and PF ?

Let us wait and see

Government suspends operations of Alistair Logistics Group of companies for violating Labour laws

11

Government has with immediate effect suspended the operations of Alistair Logistics Group of companies in Solwezi district for contravening the labour laws.

Provincial Assistant Labour Commissioner, Harrison Mwale says the move follows the company’s variation of its employees contract, on a permanent and pensionable basis before expiration thereby forcing them to forfeit their gratuity.

Mr Mwale said this in Solwezi today when he served the company with a notice of suspension of further operation due to violation of labour laws.

“I refer to my conversation I had with your Group Human Resource Manager, Mr. Anthon Eppel late last year regarding your decision to force your workers to forfeit their gratuity when you decided to vary contract and place them on permanent and pensionable basis about a month before expiration.

“ This Ministry therefore, has suspended works for this company pursuant to section 10 (a) and (b) of the employment Code, Act No.3 of 2019 until further notice,” the letter read in part.

Despite several advice to the company to first let the contracts expire and pay workers gratuity before putting them on permanent and pensionable contract, it was discovered that workers were being intimidated and threatened to lose their jobs if they never consented to the proposal, Mr Mwale is quoted in the same statement.

The Labour Commissioner said any agreement made and based on the forfeiture of gratuity must be declared null and void.

Mr Mwale said the notice is with immediate effect and will remain so until all the workers are paid their gratuity, adding that during this period all workers will stay home and on full pay until remedial measures are complied with.

“Further pursuant to section 133 (1) (f) of the employee Code, Act no.3 of 2019, we hereby, impose on your company a financial penalty of 200,000 penalty units equivalent to K60,000 and note that you may wish to appeal to the high court against this administrative sanction within 30 days of receipt of this sanction,” he said.

A company employee who sought anonymity said everything has been left in the hands of management to associate with the ministry of labour and social security over the matter.

And the employees’ representative, Kelvin Chashele, , a boiler maker, thanked the department of labour and social security for the move.

“This move has come at a right time, we were being forced to do things which we were not supposed to by the company, so we are really grateful to government for coming to our aid,” he said.

The Department was acting on complaints received from the workers by the company’s decision to vary the contract, backdate it to 2020 and place them on permanent and pensionable basis about a month before expiration and forcing them to forfeit their gratuity.

Government begins the Process of formulating the 8th National Development plan

9

The government has commenced the process of formulating the 8th National Development plan.

Secretary to the Cabinet Simon Miti said the 7NDP is coming to an end in December 2021 hence the formulation of the 8th National Development plan, which is set to focus on reform and recovery.

Dr Miti said all Ministries and Provinces are part of the important process of formulating the 8th NDP.

He said this in a speech during the First 2021 Senior Public Service Management Virtual Meeting held in Lusaka today.

Dr Miti urged all Senior Government Officials to continue playing an active role to ensure that the plan addresses national development needs, now and beyond.

“Further, you will recall that President Edgar Lungu launched the economic recovery programme 2020-2023 on 17th December 2020,” he said.

Dr Miti stated that the economic recovery programme launched by the President is aimed at restoring growth and safeguarding livelihoods through Macroeconomic stability, Economic diversification, as well as debt sustainability.

ZANIS reports that Dr Miti has since directed the Ministries of National Development Planning and Finance to ensure that there is synergy in the implementation of both plans.

And The Secretary to Cabinet added that President Lungu directed his office to accelerate the decentralization of functions to the local authorities.

“The President during his address to Parliament on National values and Principles also informed the nation that government would expedite the implementation of the decentralization programme,” he said.

The Secretary to the Cabinet further urged Permanent Secretaries who have not started the process of delegating functions to local authorities to do so with urgency.

Dr Miti said decentralization will enhance the rationalization of government operations and institutions.

He however disclosed that Zambia fully acceded to the African Continental Free Trade Area Agreement of the 5th of February 2021, meaning the country will be able to trade under the rules of the Continental free trade area.

He urged the Ministry of Commerce, Trade and Industry to expedite the development and implementation of measures that will enhance government’s capacity to favorably compete both in the domestic and export markets.

The Secretary to Cabinet further disclosed that in 2017, his office rolled out performance-based contracts for Permanent Secretaries, commending the PS’s for participating in the recent review of their performance in 2020 and signing of their 2021 contracts.

He urged the PS’s to be committed to achieving the agreed upon targets saying they can only achieve their targets if they are aligned to their departmental work plans and working teams with their subordinates.

The Secretary to the Cabinet further called on Permanent Secretaries to fully support the electoral process in a non-partisan manner.

“As we prepare for elections, let us not lose sight of our core responsibility of facilitating National Development through the provision of public services,” he said.

Meanwhile, Dr Miti reminded the PS’s that support should be given to the electoral process, including Law and Order for a smooth election in August this year.

Government gives Chinese company ultimatum to improve working conditions for Zambian workers

11

Government has given Huan-cheng Mining Limited a two weeks ultimatum to improve working conditions for Zambian workers at its Manganese Refinery Plant in Kapiri Mposhi district.

Central Province Minister, Sidney Mushanga gave out the ultimatum when he made an impromptu fact finding visit to the company following reports of poor working conditions and mistreatment of Zambian workers at the Chinese owned company.

During the visit Mr Mushanga discovered that the workers had no proper protective clothing and were subjected to wages as low as K25 per day which is below the minimum wage.

Mr Mushanga also discovered that the employees work without signed contracts and were compelled to work without off days.

“What I have gathered is that there is no job security here and no job description because workers can be fired anytime and can be forced to do any job. We have also received reports of the bad abusive language you are using against the workers. I want to warn you to stop and follow Zambian labour laws,” Mr Mushanga said.

Mr Mushanga has since ordered management at the company to hire a human resource practitioner within a month’s time to manage working conditions related issues at the company.

“All these issues are as a result of lack of a formidable human resource personnel to help you strictly follow Zambian labour laws, so I’m giving you one month to engage one,” Mr Mushanga said.

He said government will endeavor to protect Zambian workers by ensuring that investors abide by the country’s labour laws.

” We want these investments to continue but we want these investors to do the right thing and follow labour laws,” Mr Mushanga said.

And Huan-Cheng Mining Director, Zhau Zongliang assured Mr Mushanga that management will attend to all the issues raised.

Huan-cheng Mining employs over 100 Zambian workers at its manganese refinery company producing Ferro Alloy.

22, 000 teenage girls fell pregnant in Lusaka province in 2020

8

More than 22, 000 girls fell pregnant in Lusaka Province, with Lusaka district recording the highest at 16, 000 in the year 2020.

Health Specialist at the Provincial Health Office Bushimbwa Tambatamba says that 22,824 teen pregnancies out of a total of 111,294 antenatal visits were recorded last year.

Dr Tambatamba however states in an interview that this represents a reduction of average of 21 percent in teen pregnancies in three consecutive years. She stated that 25,270 adolescent pregnancies were recorded in 2019.

“This was out of a total of 115,536. We recorded 25,511 teen pregnancies out of 106,902 in 2018,” she said.

The public health specialist explained that Lusaka has been recording the highest adolescent pregnancies in the Province.

“Last year, 15,928 cases were recorded in Lusaka while Chongwe recorded the second highest with 2,197 adolescent pregnancies.” said Dr Tambatamba.

She stated that Kafue and Chilanga had 1,491 and 1,299 respectively while 850 teen pregnancies in Chirundu were reported at various health facilities.

674 teen pregnancies were recorded in Chirundu while Luangwa recorded the lowest in the province with 385.

Some teen expectant mothers used to shy away from seeking antenatal care services because they felt that they were too young to access the services together with the elderly expectant mothers, noted Dr Tambatamba.

She said, “But since the introduction of youth friendly services where the younger ones are attended to by their fellow young caregivers and in an isolated area, we have seen a change as they feel comfortable in such an environment.”

Dr Tambatamba noted that each district provides youth friendly services under a focal point person.

Over K50 million needed for National House of Prayer project

29

President Edgar Lungu says K56 million is needed to complete the construction of the core structure of the National House of Prayer.

The works needed to complete the core structure of the National House of Prayer include the slab, terraces, roofing and building.

ZANIS reports that the Head of State has since appealed to the Christian community and Zambians in general to assist with the construction, by donating finances and materials.

President Lungu said this when he toured the construction site of the 10,000 seater capacity National House of Prayer in Woodlands area in Lusaka today.

“We need money, we need support, we need prayers, without money, support, prayers, we cannot do this project” said President Lungu.

The President said it is imperative that Zambians come on board to assist with the construction project.

He said delaying the project can spike the construction cost as prices of materials can go up.

The Head of State said he was impressed with the works done so far by the Zambia Army and Zambia National Service, including the 200 workers from the neighbouring communities.

“This is the work of God, it should not be left to the Army, National Service, the President, it is for all of us”, said President Lungu.

“So far, it is a job well done, let us keep the pace of the construction,” the President said.

Construction of the National House of Prayer began in early 2020, but later faced work interruptions due to heavy rains and the impact of the COVID-19 pandemic.

Over K22 million has been spent by government and donors on clearing the site, and excavating and re-enforcing the foundation with steel structures among other tasks.

The core structure is expected to be complete by May this year, before finishing touches can be made.

Increased Financial Irregularities revealed by Auditor General’s Report Irk Government

23

The government has raised concern with the increased financial irregularities reported annually in the Auditor General’s Report. Secretary to the Cabinet Simon Miti says his office will not tolerate any more misuse of public resources, adding that this should come to a halt.

Dr Miti implored all senior government officials to ensure that high levels of integrity, morality, ethical and professional conduct, become an integral part of their operations, procurement and financial management processes.

In a speech read during the First 2021 Senior Public Service Management Virtual Meeting held today, Dr Miti said his office expects zero audit queries from all ministries, provinces and spending agencies, going forward.

“For the first time, the office has taken action against officers cited for financial irregularities in the Auditor General’s Report for 2019, in order to demonstrate our resolve to this cause,” he said.

ZANIS reports that Dr Miti has since directed all Permanent Secretaries to ensure that appropriate corrective and disciplinary action is taken immediately an offence is committed.

He added that Senior Government Officials are expected to follow procedure, guidelines and regulations provided in various legislations, in the discharge of duties.

Dr Miti indicated that the Cabinet Office will not protect anyone flouting or operating outside the laid down guidelines and procedures.

He further urged Senior Officials to underscore the importance of National Values and Principles that President Edgar Lungu highlighted when he addressed parliament on February 12, 2021 as they discharge their duties.

“To be senior managers in the public service should be seen as an honour and privilege, which should not be taken for granted. It comes with responsibilities and accountability to the people of Zambia,” he said.

The Secretary to Cabinet also reminded the Senior Government Officials of the concerns raised with regards to the slow pace of implementation of cabinet decisions, which were announced during the 7th meeting held in February 2020.

“The Concerns I raised included, improvement of non-tax revenue generation, land titling, consolidation of investment and empowerment funds, telecommunication traffic monitoring system for mobile service providers, youth empowerment, cannabis cultivation for medicinal and economic purposes and opportunities for gold mining and trade in Zambia,” he highlighted.

He said he expects to receive updates from respective PS’s on the progress made in implementing the programmes.

Meanwhile, Dr Miti urged Permanent Secretaries to be proactive, using the best available tools to ensure that the country is secure at all times.

He added that PS’s are supposed to be alert to unforeseen disasters affecting the country as it is their duty and responsibility.

He reiterated the importance of innovation and creativity under the “New Normal” in the provision of public service, such as utilization of virtual platforms.

Skyrocketing Cost of Running for Public Office is making Easier for those with Money to Manipulate Election Outcomes

12

By Fred M’membe

As the August 12, 2021 elections are nearing, we seem to be increasingly witnessing an increase in donations from politicians in the governing party. Why? What are the consequences of these donations on our politics and elections?

There’s no doubt – and I can state it with absolute certainty – we will all pay the price for a political system and elections dominated by money and donations. In truth, these donations are nothing but bribes.

The increasingly skyrocketing cost of running for public office is making it far too easy for those with money to manipulate election outcomes. When a political system is twisted to serve those who can pay the most, the ripple effect is profound. It hurts our multiparty democracy and the political plurality of our nation on every level.

This problem is real and it calls for effective ways to fight the negative effects of money-based multiparty democracy and elections.

If we don’t tenaciously fight this practice the poor of this country will never be able to set themselves political goals and achieve them; the poor will not be able to be elected as councillors, members of parliament or even as presidents.

We need to return the control of our political system to the voters. This can only be achieved if the voters themselves own the elections.

I urge all citizens of good will and their organisations to help educate the public on the problem of money in our politics and elections and ways to take action. There’s need to expose corruption and other abuses of our political system and seek the necessary changes to the way things are done. There’s need for our people to be helped to use their power to counteract the power of money in our politics and elections.

There are real drawbacks to the current interplay between money and politics. Perhaps more than overt corruption, the current system breeds cynicism and apathy – two enemies of multiparty democracy. If Zambians feel like they don’t have a voice, then all sorts of people – potential voters and potential candidates alike – don’t get involved because they don’t think they can matter.

And important policy differences are obscured by the patina of money and donations. And candidates are forced into a never-ending cycle of money which greatly favours incumbents over even the most worthy challengers.

If the Zambians want to get money out of politics, it’s time to take our elections back. Voting is the most powerful form of expression that a single citizen has. When citizens vote, politicians have to listen. We must improve voter turnout and engage within our communities to combat the undue influence of money in our multiparty political dispensation.

There are many things each one of us can do to fight the impact of money in our politics and elections.

Nkana Now Know CAF Confed Cup Group D Match Day 3 Destination

1

Nkana now know where they are going on match-day-three of the 2020/2021 CAF Confederation Cup following the conclusion of the delayed Namungo versus 1 De Agosto tie on Thursday.

Tanzanian club Namungo lost 3-1 away to the Angolan side in Dar es Salaam.

But the Tanzanian side advanced to the group stage 7-5 on aggregate after winning the first leg 6-2 on February 21 at the same venue.

The controversial delayed two legged pre-group stage fixture was played in Dar es Salaam.

CAF directed both games be played in Tanzania after the February 17 date in Luanda was aborted when Angolan authorities demanded Namungo quarantine for ten days before the game against Agosto.

Meanwhile, Nkana will travel to Tanzania for the match-day-three fixture on April 4 in a Group D doubleheader that will see Namungo make their Kitwe debut in a midweek date on April 10.

Nkana will start their Group D campaign on March 10 away to Pyramids in Egypt and host Raja Casablanca of Morocco on March 17.

Both will also be debut dates against the North African sides.

Vandalism of public infrastructure irks Wina

15

Vice President Inonge Wina says government is concerned with the rampant vandalism of installations and other public infrastructure by some unscrupulous people.

Mrs Wina says this development is unacceptable and retrogressive considering the progress Zambia has made in developing the telecommunications sector in Zambia.

The Vice President was speaking in Lusaka during the handover ceremony of Zamtel Call Centre functions to Client Care Solutions Zambia Limited.

Mrs Wina said damage to public infrastructure is a serious offence which attracts severe punishment and has warned that perpetrators will be dealt with accordingly.

She has since called on citizens to desist from engaging in the scourge as it retards national development.

And Mrs Wina said the handover of the Center is a demonstration of government’s desire to support the growth of local micro, small and medium enterprises.

She expressed happiness with the launch of the new call center company to be managed and operated by young Zambian entrepreneurs, who are former Zamtel employees.

Mrs. Wina has applauded Zamtel Board and Management on their bold decision to release their Call Centre and outsource the service commercially to a team of young entrepreneurs.

Mrs. Wina said Government celebrates the young entrepreneurs for choosing to embrace the call by Government to grow themselves and others through entrepreneurship.
The Vice President has since urged other business entities in Zambia to emulate Zamtel and support Clients Care Solutions.

And Zamtel Chief Executive Officer Sydney Mupeta said the decision by Zamtel to outsource a call center will enhance service delivery to Zamtel customers.

Mr Mupeta said the development will further help in empowering the youths adding that the Company has empowered its employees to participate in the management of customer services as entrepreneurs.

Mr. Mupeta said Zamtel thought it wise to empower Zambians as a way of contributing towards the growth of local entrepreneurship.

Nkombo questions Police find it easy to raid villages but fail to get rid of criminal elements at Bus Stations

Mazabuka Central Member of Parliament Gary Nkombo has questioned why the Zambia Police has failed to act decisively against criminal elements at Lusaka’s Intercity bus terminus and Kamugodi near Soweto Market.

During a question for oral answer session in Parliament today, Mr. Nkombo questioned Home Affairs Minister Stephen Kampyongo why the police found it easy to raid Mutinta Hichilema’s relatives in Shibuyunji when it has failed to get rid of the criminal elements at the two mentioned places who were harassing people for belonging to a different political party other than the PF.

“I will cite a few examples on why people might think that this was a targeted operation. The Deputy Secretary-General of the PF madam Mumbi Phiri in the period prior to the arrest of Mr Hichilema on a vexatious and fictitious charge of treason is quoted as having said that they will smoke him out like a rat. And a day later, police converged at his house, broke his house, took him like a common criminal, and eventually transported him from prison back and forth in a dog kennel. There was gassing in this country and a Mr Geoffrey Bwalya Mwamba indicated to the country that he knew the people behind the gassing. The police have not arrested anyone even in the volunteering of that information. When the market was gutted, the Vice President Her Honour Mrs Wina seemed to know who those people were”, he said.

He wondered why the same police cannot raid Intercity and Kamugodi and arrest the elements that were harassing people and normalise life at the two places.

Mr Nkombo’s question followed Mwembezhi independent member of Parliament Machila Jamba who asked the Minister of Home Affairs whether the Ministry is aware of the Shibuyunji police raid and that the affected villagers were left traumatised.

Speaker Patrick Matibini could however not allow Minister Kampyongo to respond to the question saying it was different from the subject on the order paper.
