UPND Closes Nominations for Upcoming Party Elections, HH Goes Through Unopposed

The United Party for National Development (UPND) has closed nominations for its forthcoming General Assembly recording 168 nominations with President Hakainde Hichilema going through unopposed for the 100 NMC positions.

Announcing the closure of the nominations which opened on January 28th,2021, Commissioner Pamela Chisanga said the Southern Province recorded 30 applicants while the Copperbelt and Lusaka had 22 each with the Western province having 28 applicants having successfully filed in by the deadline.

Ms. Chisanga added that Muchinga recorded 11, Central 9, Eastern,11, Luapula 13, Northern 10, and North-western has 13.

She assured the party and delegates to the February 14th,2021 Assembly on behalf of other Commissioners which include CiSCA’s Judith Mulenga, MacDonald Chipenzi’s of GEARS and Nalucha Ziba’s of Action Aid of a fair and transparent process devoid of any malpractice.

“When we were invited to observe this election, we deliberated and realized that we have a duty to help Zambia nature and grow her democracy. We want to see to it that political parties seeking to lead the people of Zambia have structures as that reflects what would become of them when they form a government. We are not being paid for this job and we are open to all political parties to work with us during their intraparty elections. We do this on a nonpartisan basis and standing here is not an approval or endorsement of any political party coming into 2021,” she clarified.

The elective virtual Assembly will be held in each province under strict COVID-19 health guidelines and in line with Article 60 of the Constitution of Zambia amendment number 2 of 2016.

Meanwhile, Former Chongwe Member of Parliament, Sylvia Masebo has said that time for Hakainde Hichilema to go to State House has finally come.

Ms Masebo said that President Hichilema is the best candidate going into the 2021 general elections, urging Zambians to ensure that they do not repeat the past mistakes of electing bad leaders.

She was speaking at the UPND secretariat shortly after filing in her nomination papers for the party Convention slated for the 14th of this month.

“The best candidate in Zambia this time around and going into the August 2021 elections is HH and no one else,” said Ms. Masebo.

She said her support for HH’s Presidency and candidature is due to the good and quality leadership that he has brought to both the UPND and the nation.

“I am here in UPND supporting HH because he’s a firm, strong, and outright leader who will ensure economic turnaround. I am very hopeful that HH will provide the much-needed jobs; provide the needed medical care and ensure that food is put on the table for the majority of Zambians.

And speaking earlier, Lusaka Province Chairman, Obvious Mwaliteta stressed that UPND has resolved to take HH to State House and will not allow anything to stand in the way.

“Our purpose starting from today is to take HH to State House. This time he has to go to State House and that can only be done if we stand together and stop fighting amongst ourselves,” he said.

The General Conference is a requirement by both Article 51 and 60 of the UPND Constitution and Article 60 of the Zambian Constitution.

Forum for Democracy and Development(FDD) President Edith Nawakwi has charged that United Party for National Development Party (UPND) leader Hakainde Hichilema is corrupt and wants to get power by all means so that he can mask his fraudulent dealings.

Speaking at a media briefing yesterday morning, Ms. Nawakwi, the former finance minister, has insisted that Mr. Hichilema’s land deals in places like Kalomo were mostly fraudulent as he does not deal with administrators, leaving many people deprived.

An administrator to the estate of Mr. Samson Siatembo, Ms. Pheluna Hatembo, sued Mr. Hichilema in the Lusaka High Court, pointing out a fraudulent manner in which Farm No 1924 of Kalomo was purchased. However, the High Court dismissed the case and the applicants appealed.

During the briefing on the matter, Ms. Nawakwi maintained that Mr. Hichilema is corrupt and told him that he should never speak to condemn corruption.

“Hakainde should zip his mouth on corruption. He is corrupt. He is depriving poor people. This is really sad and unacceptable. When leaders use power to benefit themselves, it’s corruption,” Ms Nawakwi said.

She has requested Mr Hichilema to hand over the Kalomo farm to the Siatembos on moral grounds since the High Court could not continue the case because of time-lapse.

Ms. Nawakwi, however, reminded Mr Hichilema that despite the fact that the High Court dismissed the case on grounds of limitation, it did not rule that there was no trespass or criminality on his part.

She said Mr. Hichilema should not celebrate the outcome of the High Court because he knows well enough that he trespassed and committed a criminal case.

Yesterday the UPND Media team reported that the complainants in the case of criminal trespass against UPND leader, Hakainde Hichilema have confessed they had no interest taking him (HH) to court.

Pheluna and Milton Hatembo have also fired their lawyer and are asking the Law Association of Zambia, (LAZ) to discipline him for acting on their behalf without their permission to appeal the recent High Court ruling.

In an interview, Friday morning, Pheluna disclosed that she initiated court processes to prove to her brothers that she had nothing to do with the sale of the property.
Asked whether she knew the farm was lawfully bought, Pheluna, who is the administrator of the property of the late Samson Siatembo, admits the farm was bought and adds that each family member sold their own portion even without her consent.

She has also categorically dismissed claims of being forced and threatened to withdraw the matter from court.

The Hatembo family recently lost the case in the High Court in which they accused Hichilema of trespassing on farm 1924 in Kalomo.

Meanwhile, Milton and his sister have denied challenging the ruling of Livingstone High Court Justice, C. Lombe Phiri that their case was statute barred in the Court of Appeal.

They have since withdrawn the appeal, while accusing their lawyer, L. Mumba of Messrs Fred Jere and Company of acting on their own interests.

Their letter addressed to the Law Association of Zambia, (LAZ) and also made available to the Media the Hatembo family wants Mumba disciplined for advancing his own interests or those of people unknown but using the Hatembos’ names.

“We would like to categorically state that we have not given Mr. Mumba instructions to appeal and we believe that the lawyer is advancing his own interests or those of people whom we do not know in lodging the appeal in our names, ” Pheluna and Milton’s letter stated.

Milton further says he does not want anything to do with the case and anyone wishing to advance it must leave the Hatembo family out of it.

Recently the Zambian courts ruled in favour of the UPND President Hakainde Hichilema that he is the rightful owner of farm 1924 in Kalomo.

ZESCO’s first Zambian General Manager dies

First Zambian General Manager of the former Zambia Electricity Supply Corporation (ZESCO) has died, Mr. Abel Mkandawire has died.

Mr. Mkandawire, who was appointed to a ZESCO position in 1974, was also a former member of Parliament for Matero Constituency (1988) and was Chairman & Chief Executive Officer of Behrens Company. He joined the Behrens Group in 1980, subsequently becoming its Executive Chairman.

He has served on several boards in different capacities, including as chairman and was a non executive board member of CEC.

He was a chartered engineer, a fellow of the Institute of Engineering and of the Engineering Institution of Zambia, which he had presided over in the 1980s.
He was a fellow of the World Bank British Institute of Management and was elected Member of Parliament for Lusaka’s Matero constituency in 1988.

He continued to play an active role in various sectors of the Zambian economy.

He served as Chairperson of the Remuneration and Employee Development Committee and sat on the Risk and Health, Safety, Environment, and Social committees.

Zambia’s Albert Muchanga re-elected as AU Commissioner for Economic Development, Trade, Industry and Mining

The African Union Executive Council has re-elected Zambia’s Amb. Albert Mudenda Muchanga as new Commissioner for Economic Development, Trade, Industry and Mining.
He polled 44 votes from 53 member states that voted.

Mr. Muchanga was elected at the on-going 34th Ordinary Session of the Assembly of Heads of State and Government.

Mr. Muchanga is currently African Union Commissioner for Trade and Industry.

He previously Zambia’ Ambassador to Ethiopia and Permanent Representative to the African Union.

He was also Zambia’s Ambassador to Brazil.

He also served as Permanent Secretary, and as Deputy Executive Secretary of the Southern African Development Community (SADC).

Mr. Muchanga has provided strategic leadership in facilitating negotiation, conclusion and ratification of the Agreement Establishing the African Continental Free Trade Area (AfCFTA), which entered into force on 30th May 2019 and whose operation phase was launched on 7th July, 2019.

In addition, Ambassador Muchanga has provided similar leadership on matters of trade, industrialisation, mining and customs cooperation.

He works with ease at technical, professional, management, leadership and political levels.

CSAWUZ hails President Lungu for appointing Seasoned Civil Servants to Permanent Secretaries positions

The Civil Servants and Allied Workers Union of Zambia (CSAWUZ) has hailed President Edgar Lungu for appointing five seasoned civil servants to positions of Permanent Secretaries.

CSAWUZ president Davy Chiyobe said in statement to the media that the appointment of five civil servants, out of the seven newly appointed Permanent Secretaries, is a recognition of the hard work of the officers.

Mr. Chiyobe said the union is confident that the officers will carry out their assignments well because they have risen through the ranks and understand the civil service well.

He said the union looks forward to the permanent secretaries, who are the administrative heads of ministries and provinces, to be permanent as their careers as civil servants have tenured beyond the life of any particular government.

“As a union, we greatly appreciate the decision by the Republican President Dr Edgar Chagwa Lungu to appoint seasoned civil servants as Permanent Secretaries,” Mr Chiyobe said.

He said a system in which public service workers ascend to the topmost levels of public administration is one of the defining characteristics of a democratic government.

AU Summit to discuss solutions towards COVID-19 pandemic

Minister of Foreign Affairs Joseph Malanji this morning represented President Edgar Lungu at the 34th Ordinary Session of the Assembly of Heads of State and Government of the African Union which was held via videoconferencing due to the restrictions imposed by the COVID-19 Pandemic.

The two-day Assembly is expected to among other things address various issues affecting the African continent as well as witness the change of leadership of the AU Assembly Chairperson from South Africa’s President Cyril Ramaphosa to President Felix Tshisekedi of the Democratic Republic of Congo, who takes the mantle for the year 2021.

The Summit will further discuss progress made on Africa’s response towards the COVID-19 pandemic as well as receive a Progress Report on the ongoing Institutional Reforms of the African Union.

Outgoing AU Chairperson President Cyril Ramaphosa noted that the AU is committed to developing African solutions to African problems.

President Ramaphosa said the Continent’s response to COVID-19 has been driven, coordinated and capacitated by African scientists and medical experts mainly located within the Africa Centres for Disease Control Prevention.

He stated that there is no time to waste if the African continent is to overcome the COVID-19 pandemic adding that there is need to intensify partnerships and greater cooperation.

President Ramaphosa said more efforts by the AU is required in the next frontier of the pandemic to acquire vaccines for the people around the continent.

And in- coming AU Chairperson Felix Tshisekedi urged the AU member states to continue putting efforts together in fighting the pandemic by consolidating the initiatives of the Union.

President Tshisekedi noted that the AU states must also put efforts together to address issues of peace and security, promote culture and African heritage as well as address issues of climate change.

Trucks and bus drivers to start getting new minimum wage

Labour Commissioner Givens Muntengwa has urged employers of Truck and Bus drivers to implement the provisions of the new minimum wages and conditions of employment as contained in Statutory No.106 of 2020.

Mr. Muntengwa said the Ministry of labour has continued to receive complaints from drivers that employers in the Transport Sector have refused, failed or neglected to implement the provisions of the new Minimum Wages and Conditions of Employment.

Speaking in a press statement issued to the media in Lusaka yesterday, the labour Commissioner has reminded employers that prior to the issuance of the Minimum Wages and Conditions of Employment (Truck and Bus Drivers) Order, 2020, the Labour Advisory Committee held consultations with employers and trade unions including key stakeholders in the transport sector as required by the Employment Code Act, No. 3 of 2019.

He explained that the Minimum Wages and Conditions of Employment (Truck and Bus Drivers) Order, 2020 was issued on December 18, 2020 and there was no grace period which was given for the implementation of the Statutory Instrument as it came into effect on the same date.

Mr. Muntengwa stated that employers were expected to implement the minimum wages without seeking self-help remedies which were not permitted by law.

He has since warned employers that failure to comply with the provisions of the law as such will attract appropriate sanctions, including payment of arrears to employees from the date the Statutory Instrument came into force.

Mr. Muntengwa explained that the same employers were not receptive to embracing union activities which resulted in making drivers vulnerable, thereby compelling government to engage social partners and come up with minimum wages and other conditions of service.

The Labour Commissioner has reminded drivers that the Minimum Wages and Conditions of Employment (Truck and Bus Drivers) Order, 2020 does not apply to unionized drivers as unionized employees do not fall within the vulnerable class of employees envisaged under the law.

He added that employees who are represented by unions are not protected workers and therefore do not fall within the protected workers contemplated or envisaged under the Statutory Instrument.

“Additionally, the wages and other benefits which were already enjoyed by the drivers before the issuance of the Statutory Instrument must not be reduced as such a reduction is an adverse variation which amounts to the declaration of an employee redundant”, he said.

The labor commissioner has further reminded all employers to steer away from any collision with the law as any contravention of the law may potentially injure their businesses.

He has since encouraged employers to utilize the available avenues to air their concerns other than unlawfully and intentionally engaging in conducts which defeat the good intentions of the government.

German plans more agro business in Zambia

Consul of the Southern African Country to the State of Lower Saxony Victor Khune says Germany should escalate agro business relations with Zambia in order to create jobs and reduce poverty.

Dr. Khune was speaking during a web meeting held between the Ambassador of Zambia to Germany Anthony Mukwita and the top Advisor for Africa to Chancellor Angela Merkel Dr Gunter Nooke this week.

“We have received a number of requests from German business that want to invest in the agriculture sector to grow and export products to Germany, especially in the medical sector,” Dr Khune said.

The honorary consul who is also a businessman said he was also duly aware that a number of Zambians in possession of arable land were on standby to partner with German business if the federal office could assist in anyway.

Dr Nooke, the highest-ranking official on Africa in Chancellor Merkel’s chancellery said Zambia was a good destination for agro investment as he gave an example of Amatheon Agri business run by Carl Bruhn that has invested millions of euros in the sector in Zambia.

He referred Dr Khune to a section in his office that seeks to grow business between the private sector and federal government for further assessment.

This was the first high level meeting Ambassador Mukwita, Dr. Khune and the Chancellors top advisor for Africa were holding on investment post COVID-19 outbreak this year as Zambia escalates economic diplomacy.

“We are glad that the meeting with Dr. Nooke went well and we hope to have similar engagements in future in order to help grow our economy and fight poverty,” Ambassador Mukwita said.

The Zambian envoy also thanked the German partners for the COVID-19 financial assistance amounting to a total of EUR 28.7 million that was granted last year when then pandemic broke.

“This is something we do not take for granted given the scarcity of resources as a result of the pandemic that is making many people ill and even die, Germany is indeed a true friend of Zambia and we are grateful,” Ambassador Mukwita said.

Dr. Nooke also took time to commend Zambia´s democratic and peaceful credentials which he said remained commendable in Africa and pledged continued support for the southern African country as a partner.

The virtual meeting touched on issues such as vaccines for the southern African country which Ambassador Mukwita said was a topic being handled by the Zambian cabinet as and when a safe vaccine is available.

The coronavirus has claimed about 57, 000 fatalities in Germany and forced the country to impose a second a lockdown while it inoculates its citizens starting with the elderly in society.

Zambia remains a preferred investment destination for investment even under the COVID-19 cloud according to ambassador Mukwita as Europe seeks new investment frontiers.

Ten-man Zanaco have stayed top of the FAZ Super Division after a hard-fought 3-2 win over Prison Leopards at home in Lusaka on Saturday.

The Bankers rallied from 2-0 down to overcome Prison in this round 16 match at Sunset Stadium.

Prison led 2-0 in the opening 17 minutes thanks to Landu Miete’s double registered in the 14th and 17th minutes to surprise the home side.

The two teams went to the half break with a 2-1 score-line after Zanaco captain Rodger Kola pulled one back in the 42nd minute.

Kola completed his brace when equalizing from the penalty after Junior Zulu handled in the box eight minutes after the break.

Employ teachers on permanent basis-PROTUZ

The Professional Teachers Union of Zambia (PROTUZ) has appealed to the government to ensure that the 15 000 teachers earmarked for recruitment on a part-time basis, are employed permanently.

PROTUZ Director of Public Relations and International Affairs Brian Mwila told ZANIS in a telephone interview that the recruitment of 15 000 teachers is timely, especially that we are facing a number of challenges due to the COVID-19 pandemic.

“We want to commend the government for the decision to recruit 15 000 teachers at a time when the country is currently grappling with challenges related to the COVID-19 pandemic,” Mr Mwila said.

He added that the union is aware that about 45 000 trained teachers will still remain unemployed, even after the 15 000 teachers are employed.

He noted that there is a need for the government to come up with a long-term programme of employing a certain number of teachers each year, in order to have all the trained teachers in the system.

Mr Mwila said the union is confident that the 15 000 teachers who will be employed on a part-time basis will eventually be put on a permanent and pensionable basis.

He has since urged those who will be recruited to work hard and prove themselves in order for the government to employ them on a permanent basis.

Chitimukulu implore fellow chiefs to be innovative in advancing economic development

Paramount Chief Chitimukulu of the Bemba Speaking people in Northern Province has called on his fellow traditional leaders in the country to supplement government efforts in advancing economic development in the wake of COVID-19.

The Paramount Chief said government alone cannot manage to solve all the problems in the country in addition to outbreak of COVID-19 which has caused economic hardship.

He urged Traditional Leaders to initiate programmes that will to supplement on government efforts and thus reduce poverty levels in the country.

He noted that days have passed when traditional leaders used to remain idol without any innovation.

“If we traditional leaders initiate programs that supplement on what government is doing we will also inculcate the spirit of hard work among our subjects,” he said.

He said this when newly appointed Northern Province Permanent Secretary Royd Chakaba paid a courtesy call on him at his palace in Mungwi District.

Meanwhile newly appointed Northern Province Permanently Secretary Royd Chakaba has called for unity and hard work among both public and private workers in the province.

Mr. Chakaba pledged to work hard to deliver the developable plans set in the Seventh National Development Plans.

President Edgar Lungu Congratulates Felix Tshisekedi as new African Union Chair

President Edgar Lungu has congratulated Felix Tshisekedi, President of the Democratic Republic of Congo (DRC) on his election as African Union Chair for the year 2021 and further commended Cyril Matamela Ramaphosa, President of the Republic of South Africa the past Chairperson.

In contributing to the deliberations on Africa’s response to the Covid-19 Pandemic, the President stated that Zambia is undertaking internal consultations on the possibility of availing safe and effective COVID-19 vaccines to the Zambian people to successfully control the pandemic.
The President stated that a task force of local experts and scientists had been set up to advise on the whole process and ensure due diligence is followed in the deployment and administration of the vaccines to the general population.

The President regretted that the pandemic, which is currently in its second wave and intensified by a new strain of the virus, had put pressure and strain on the health service delivery system.

The Head of State emphasized the need for expansion of infrastructure for diagnosis of cases and patient management; the capacity to produce enough oxygen; and the strengthening of supply chain, as well as the ability to produce certain essential commodities locally.
“We are, indeed, living in extremely difficult times where, amongst many other challenges, most of our health systems are under pressure due to the unfortunate increase of COVID-19 patients and deaths.

However, through the Africa CDC, the Commission has been able to provide technical and material support which has been instrumental in strengthening our capacity to respond to the pandemic with adequate skills and knowledge,” the President said.
The Head of State acknowledged Zambia’s receipt of the COVID-19 assistance package of the Jack Ma Foundation, which greatly assisted in the prevention and control of the outbreak of the disease during the first wave.

The President further applauded the Commission and the Africa Centres for Disease Control (CDC), for the continued leadership and guidance including the implementation of the Africa Joint Continental Strategy for COVID-19 and the establishment of the African Union COVID-19 Response Fund.

President Lumgu was represented bu Minister of Foreign Affairs Hon. Joseph Malanji, M.P wjo read the remarks on his behalf.

Hon. Malanji is representing His Excellency Dr. Edgar Chagwa Lungu, President of the Republic of Zambia at the 34th Ordinary Session of the Assembly of Heads of State and Government of the African Union.

Ndola Teaching hospital refutes claims of running out of mortuary space

Ndola Teaching hospital Senior Medical superintendent Joseph Musowoya has assured the general public that the hospital is managing to keep bodies in the mortuary even though it is slightly overwhelmed amid the increasing numbers of COVID-19 deaths.

Dr. Musowoya said the hospital has a mortuary capacity of over 50 accommodating space for dead bodies and cannot get easily full because the mortuary gets decongested on a daily basis.

Dr Musowoya was reacting to speculations going round that Ndola Teaching hospital mortuary has run out of space amid increasing number of deaths from COVID-19 pandemic.

“We have a capacity of over 50 space for dead bodies and that cannot be filled up any time from now by yesterday we only had 42 bodies lying in the mortuary,” he said.

Dr Musowoya added that the mortuary gets decongested on a daily basis as 7 to 10 bodies are usually buried within a day.

“The mortuary cannot be completely filled because 7 to 10 bodies are buried on a daily basis”, he mentioned.

He has urged members of the public not to panic as the facility is managing.

Meanwhile Dr Musowoya has since urged members of the public who may have had missing relatives to pass through the hospital and claim three unidentified bodies lying in the mortuary.

Paramount chief Mpezeni cancels this year’s Ncwala ceremony

Paramount chief Mpezeni of the Ngoni Speaking People of Malawi, Mozambique, South Africa and Zambia has declared that there will be no hosting of the Ncwala ceremony in 2021 due to COVID-19.

The traditional ruler said he has made this decision after consultations with his chiefs and Government through the Ministry of Health (MOH).

Speaking during a briefing held at Mtenguleni today, Paramount chief Mpezeni said COVID-19 has claimed a lot of lives in Zambia and as a result he has decided not to host the ceremony this year in order to safeguard the lives of the people.

“This leadership I have is for the people and without you my people then the leadership will be meaningless. This disease has killed a lot of people, I have decided not to host the ceremony this year because I care about my people’s welfare and I don’t want to be blamed if ever there was any loss of lives as a result of COVID-19,”he said.

Paramount chief Mpezeni said the lives of his subject’s matter adding that not hosting the Ncwala ceremony this year does not mean the end of the Ngoni or their culture.

“We are going to have the ceremony in the future when life is back to normal. I put God first in all that I do and the lives of my people matters a lot. God will give us direction and one day when everything is back to normal, we may have the ceremony,” he said.

Paramount chief Mpezeni advised other traditional rulers in the country to follow the decision that he has made in order to avoid the further spread of the virus.

The traditional ruler commended President Edgar Lungu and other stakeholders for rendering material, financial and technical support in the preparations of this year’s Ncwala ceremony.

“As Ngoni Royal Establishment, we did all we could to prepare for the ceremony with guidance from MOH (national and provincial) offices. We have also taken note that going ahead with the ceremony would surely endanger the lives of many people including our own Ngonis.

“To all my tribesmen (Bakiti), please bear with us. It would not be right to rejoice for three days and mourn or put in danger our loved ones after. I have tried to see if the numbers of COVID-19 affected people would reduce but this is not the case, numbers have continued rising especially in Eastern Province,” he said.

And Chipata District Commissioner Kalunga Zulu has commended Paramount chief Mpezeni for making a bold decision of not hosting the Ncwala ceremony this year.

Mr Zulu said that the traditional ruler made the decision out of the best interest of all Ngonis from Malawi , Mozambique and Zambia; but also other people in the country.

“As government, we are happy with this bold decision by Paramount chief Mpezeni. This is good leadership, His Royal Highness cares very much for his people and does not want anyone to die from COVID-19,” he said.

Religious Minister bemoans the rise in divorce cases, with Lusaka, Eastern and Western Provinces topping the chart

Minister of Religious Affairs and National Guidance Godfridah Sumaili has bemoaned the increase in divorce cases after latest reports show that
over 20,000 marriages were dissolved countrywide last year with Lusaka, Eastern and Western provinces each recording the highest cases of over 4,000 divorces.

Reverend Sumaili has observed that there were a number of factors that have led to the surge in divorce cases in Zambia.

Reverend Sumaili said that divorces have a negative impact not only on the family level but also on the society at large, noting that divorce has a negative impact on children in homes as well as the public hence it should not be accepted.

“Well, it is unfortunate that we have an increase in divorce cases because it is not a good thing,” she said.

She noted that other factors that have contributed to increased divorce cases include lack of proper communication and consultation as well as misunderstandings among couples.

The minister said couples also need to undergo counselling which should involve parents and guardians of the consenting parties from the onset.

“In most cases, females are counselled while males undergo little or no counselling and are neglected which has contributed to the breaking of marriages,” she said.

Rev. Sumaili said lack of honesty, openness, money as well as social media and phones have led to divorce among couples.

She has since encouraged members of the public and stakeholders to ensure they play their role in order to curb the surging number in divorce cases.

The minister further advised couples to avoid issues of alcohol and drug abuse as well as gender-based violence which she said affect the growth of children in homes.

She has further urged the Church and chiefs to ensure that they engage married couples in programmes regarding how to manage homes so as to have healthy families.
