President Lungu launches US$17m water project

President Edgar Lungu has launched Lot 2 of the integrated small towns water supply and sanitation project which he said will ease the sufferings of the people in Mpika and Nakonde districts in Muchinga province when completed.

The President said his administration was aware that good water supply was essential in alleviating poverty and fighting diseases such as dysentery and cholera in Zambia.

President Lungu noted that water plays a critical role in the country’s socio-economic development hence his government decided to facilitate citizens’ easy access to clean and safe water and adequate sanitation services.

“You, the residents of Muchinga province, in particular, Mpika and Nakonde districts have cried to successive governments for help without success. Well, now your prayers have been answered. This project will end the perennial water blues you have suffered from,” he said during the launch of the project in Mpika yesterday.

He reiterated that the supply of clean water to the people of Zambia and good sanitary facilities remained top on the Patriotic Front (PF) government’s development agenda in accordance to the seventh National Development Plan (7NDP).

“In this regard, our target is that all citizens must have access to clean and safe water supply by the year 2030. And also our target is that 90 percent of our population must access sanitation services by the year 2030,” he emphasised.

The President explained that the Lot 2 of the integrated small towns water supply and sanitation project was one of the many projects which his government has embarked on to address challenges of water supply and good sanitation in Zambia.

The Lot 2 integrated small towns water supply and sanitation project, which is jointly financed by the African Development Bank (AfDB) and the Zambian government, will gobble US$17 million at its completion.

The project will involve the construction and rehabilitation of water and sanitation infrastructure comprising building water intakes and a water treatment plant at Malashi and the construction of water storage tanks in Chitulika and Kamwanya areas in Mpika district.

Other facilities that will be constructed under the same project include water distribution networks, sewage ponds and sewer networks while existing water infrastructure will undergo rehabilitation.

President Lungu said these installations will result in more residents of Mpika district accessing clean and safe water supply and sanitation services.

“Once the project is completed, it will enable Chambeshi water supply and sanitation company to increase water supply hours from 11 hours to 22 hours to the residents of Mpika district.

The company is also expected to increase water supply coverage to the residents of Mpika district from 45 percent to 95 percent and sanitation services from 25 percent to 40 percent respectively,” he explained.

The Head of State further said the project will also directly employ 650 skilled and unskilled people adding that more jobs will be created in other sectors that will benefit from the improved water supply and sanitation services when the project is completed.

“With this project, I am convinced that there will be improved business opportunities for local contractors and other Zambian contractors and suppliers of goods and services. Local contractors and suppliers will benefit from the 20 percent subcontracting policy, translating into US$3.72 million from the main contract sum of US$17 million,” he said.

And President Lungu said his government has resolved to embark on an aggressive programme to alleviate challenges of water supply through expanding, constructing and developing water infrastructure such as dams, boreholes, and building water schemes.

He said this programme is aimed at countering the threats posed by climate change which he said has caused poor rainfall and reduced water levels in Zambia’s water bodies, a situation that has negatively affected the people.

“My government will continue to provide necessary support to the water sector as we now focus on achieving Sustainable Development Goals and ensure all our people access both water and sanitation. This is not an easy undertaking, but we believe that with support from various stakeholders and cooperating partners, we will achieve this target,” he said.

He has since thanked the African Development Bank for co-financing the Lot 2 integrated small towns water supply and sanitation project saying he was looking forward for more cooperation with and support from the bank in similar projects in future.

President Lungu further thanked other cooperating partners for supporting other various water supply and sanitation projects in the country.

The President has since returned to Lusaka after ending his four-days working visit to Muchinga province.

Zambia Eye To End Winless Drought Against Guinea

Zambia hunt for an elusive first win over Guinea in 50 years in Saturday’s Cameroon 2021 CHAN penultimate Group D match in Limbe.

Guinea lead Group D on 3 points after a 3-0  win over Namibia on January 19 in Limbe while Zambia are second only on goal difference following a 2-0 victory against Tanzania on the same date.

But Zambia trace their last win over the 1976 AFCON runners-up to July 1971 in a friendly they won 2-1 at home.

Guinea also lead Zambia on the head-to-head count with three wins and two defeats and are unbeaten in their last two meetings.

Their last meeting was also in the CHAN at Rwanda 2016 where Guinea eliminated Zambia at the quarterfinal stage 5-4 on post-match penalties following a 0-0 full-time result.

“We have a second match, and after you have won, it is always a test of character and measurement of value whether the first match was an indication of pure reflection of quality or accident for both of us,” said Zambia coach Milutin Sredojevic said.

“We know that the match will be very tough. We will play a very good team with great individual’s great morale especially after winning that first match.

“But in the same moment  they are two aspects; we want to give them the absolute respect when they have  the ball, same like if they are playing Bayern Munich or Manchester United because we have a very good history of clashes against each other.

“In that regard for both of us, it will be a test of character and in the measurement of value believing in the players we have, believing in the work we are doing, believing we shall prepare very well and the small details will decide  the  game.”

Meanwhile, Micho welcomes back defender and captain Adrian Chama who missed the Tanzania victory through suspension after accruing two  yellow cards in  the 2021 CHAN qualifiers.

“It is a relief he is back but it was a shock the last time when we got to the dressing room and we were told the captain is not there (on the list) and yet we have prepared for everything,” Micho said.

“However, him coming back is like having your trusted general back and with such an extended hand of our coaching staff, we expect, with the respect to the opponent, but more of self-respect of ourselves, a much improved performance in all the aspects in the way we defend, the way we play and the way we attack.”

Limping Champions Nkana Visit Lusaka Dynamos

Nkana are out to avoid dropping into the bottom four as they face Lusaka Dynamos on Saturday in the Week 14 match of the FAZ Super Division set for Sunset Stadium in Lusaka.

14th placed Kalampa are one point above the relegation zone going into the clash against Dynamos in the capital City.

Coach Kelvin Kaindu’s side sits on 14 points after playing 11 matches while Dynamos are seventh on 17 points from 12 matches played.

Nkana have a mixed record from their last four matches that has seen them pick two wins and two losses.

Dynamos had enjoyed a two match winning run before they were stopped by Nkwazi via a goalless draw last week.

Meanwhile, Sunset Stadium is also hosting the lunchtime match between Napsa Stars and Indeni.

Elsewhere on Saturday, Prison Leopards have a chance to reclaim top spot as they face Lumwana Radiants away in Solwezi.

Prison were dislodged from the top on Friday by Zanaco who defeated Green Buffaloes 3-0 to open a one point lead at the top.

Second placed Prison have 23 points while Zanaco sits on 24 points.

President Lungu mourns Catholic Priests

President Edgar Lungu is deeply saddened by the death of Catholic Priests Charles Chilinda and Patrick Muyenga who died in Lusaka’s Maina Soko Military Hospital yesterday.

The President said Fr. Chilinda and Fr. Muyenga were renowned priests who supported the government’s efforts in uplifting the lives of the Zambian people especially the vulnerable.

“In Fr. Chilinda we have lost a selfless and dedicated Man of God. The passing on of Fr. Chilinda is indeed a big blow not only to the Catholic community and the Society of Jesus Community in Zambia but to the entire country. On behalf of the government of the Republic of Zambia, the people, and indeed on my own behalf, I wish to extend my heartfelt condolences to the Society of Jesus Provincial of Zambia – Malawi Province, Father Leonard Chiti. May the Almighty God comfort the bereaved family and the Catholic community and may the Soul of Fr. Chilinda rest in eternal peace,” the President said.

The President added that “Fr. Chilinda was a Charismatic Priest who advocated for civility in politics and through Loyola Production in Zambia, did many video productions that promoted Christian values.

And the President has regretted the death of Fr. Muyenga of the Capuchin Franciscan Order in Zambia.

“Fr. Muyenga was a man for the people and all those seeking solace in the house of God looked to Fr. Muyenga for help and counsel,” President Lungu noted.

President Lungu said the demise of Fr. Muyenga is yet another setback to the Catholic community in Zambia and the Capuchin Franciscan Order.

“We join the Capuchin Franciscan Order in Zambia, the bereaved family, and the Catholic community in mourning Fr. Muyenga who celebrated 40 years of Priesthood last year in October. On behalf of the government of the Republic of Zambia, the people, and indeed on my own behalf, I wish to extend deepest sympathies to the Provincial Custodian of the Capuchin Franciscan Order in Zambia, Father Augustine Mwape, the Muyenga family, and the entire Catholic community in Zambia,” he said.

The President has since urged the Catholic community and all the bereaved families to look up to the Almighty God for strength and peace during this difficult time.

Zambia’s High Commissioner to Australia and New Zealand Frank Bwalya has observed that strong associations of the Zambian Diaspora will be essential to the sustainable implementation of the Diaspora Policy.

Mr Bwalya says Government under President Edgar Lungu appreciates the role played by Zambians in the Diaspora to ensure that the country reaps maximum benefits from the implementation of the Diaspora Policy.

Mr. Bwalya says government looks at Diaspora associations as vehicles for promoting trade, investment, tourism, foreign exchange earnings through remittances, knowledge and skills transfer.

He has since urged the Zambian Diaspora associations in Australia and New Zealand to uphold good governance practices and set up strong leadership structures through democratic elections.

High Commissioner Bwalya said this during a virtual meeting with the Zambian Diaspora in New Zealand.

Meanwhile, interim Chairperson of the Association of Zambians in New Zealand, Mwananga Mwandila says his organization would continue collaborating with the Mission in actualizing the vision of the Diaspora Policy.

And, a member of the Interim Executive of the Diaspora association in New Zealand Stephen Mulonda has appealed to the government to consider allowing some Missions to start printing national documents such as passports.

The meeting with the Diaspora in New Zealand was part of the strategy by the Zambian Mission in Australia to step up engagement with the Diaspora in Australia and New Zealand and accelerate the implementation of the Diaspora Policy.

FODEP calls for peace ahead of 2021 polls

The Foundation for Democratic Process (FODEP) has asked political party leaders to inculcate a non-violence culture in their members.

FODEP vice president Mike Mushanga said there was also need for political parties to make youths adopt a peaceful behaviour during this year’s general elections.

Mr. Mushanga said political parties should not manipulate people especially youths by using them as tools of violence.

He told ZANIS that youths are susceptible to manipulation by politicians especially during elections.

He said Zambian citizens should also at individual level ensure that they do not involve themselves in violent activities during the forthcoming elections slated for August 12, 2021.

“There is need for all political parties to be peaceful as we should not allow what happened in 2006 and 2016 to repeat itself as the country went through so much violence,” he said.

Mr. Mushanga added that there is need to campaign peacefully and political parties should conduct their gatherings in a peaceful manner for sanity to prevail.

He has since urged all stakeholders to continue preaching peace and unity in the forthcoming elections as this is the only way violence can be prevented.

“Let us continue preaching peace and unity in our country and people need to realise that elections come and go but peace is inevitable in our country,” he said.

Mr. Mushanga further said Zambians must be sensitised about the importance of peaceful elections so that people can refrain from any violent acts.

“It is high time that we started reminding our people about the need to hold peaceful elections especially our youths.

Our youths are vulnerable as they tend to be used as tools of political violence that’s why we need to end this and this should start with our politicians. Let us work together to attain peaceful elections, Zambia is for all,” Mr. Mushanga said.

Oil Marketing Companies begins importation of petroleum products after Zero rating VAT and Excise duty

Oil Marketing Companies (OMCs) have resumed the importation of petroleum products after effecting of the recently zero-rated value-added tax on petroleum products by government, through the issuance of Statutory Instrument number 125 of 2020 with the effective date of 1st January 2021.

The development is also to effect the removal of excise duty on diesel and effecting the excise duty for petrol which was reduced from K2.07 per litre to K0.64 per litre.

In a statement issued to the media in Lusaka this afternoon, the Ministry of Energy has stated that the zero-rating of value-added tax and excise duty on petroleum products was in response to Oil Marketing Companies (OMCs) who had informed the government that the importation of fuel was not profitable and commercially not viable.

“The nation may wish to note that a quick check at our various border points has confirmed that the trucks carrying the petroleum products are now crossing the border into the country. The government of Zambia, using a one government approach zero-rated the value-added tax and removed excise duty on diesel and reduced on petrol as a measure to prevent a price increment on the products,” reads the statement in part.

The Ministry of Energy further indicated that savings due to the removal of the taxes was then redistributed to OMCs and dealers in line with the price build-up for petroleum products.

The statement further reads, “The public, therefore, should not expect any pump price adjustment as the prices have been maintained as they are. The Ministry of Energy will continue to work closely with the OMCs to ensure the stable supply of fuel into the country”.

And the Ministry of Energy has announced that Indeni petroleum refinery will soon resume its operations as government is finalising the financing arrangements with the supplier.

Those involved in the supply of defective condoms and substandard drugs will be prosecuted- Health Minister

Health Minister Dr. Jonas Chanda has said that Government will engage its legal team to investigate and prosecute those who were involved in the supply of defective condoms and substandard drugs.

Dr. Chanda has also given a one-week ultimatum to Medical Stores Limited and the Zambia Medicines Regulated Authority (ZAMRA) to submit a report indicating how many substandard medical supplies have been recalled.

Dr. Chanda said that he will not tolerate anything that will harm the people and that punitive measures need to be imposed on all those involved in the supply of such medical products.

Dr. Jonas Chanda directed the Zambia Medicines Regulatory Authority (ZAMRA) and the Medical Stores Limited (MSL) to issue a report on all the recalled medical products.

Dr. Chanda said that the move is meant to ensure there is a good inventory of all the counterfeit products in the last 12 months in order to protect lives and pave a way forward in terms of restoring public confidence in the country’s health sector.

And Dr. Chanda has called for strict border security that will bring a stop to the entry of counterfeit medical supplies for the safety of Zambians.

He made the remarks when he toured the two facilities and called for total transparency and accountability in the management of public health issues.

He said tightening border security will be a good preventive measure to ensure entry of medical products is restricted at points of entry to avoid recalls or exposure of defective products to the general public.

“Our duty is to protect the lives of the general public from sub-standard products and we need to emphasize regulation, prevention, and then protection,” he said.

Meanwhile, Dr. Chanda disclosed that he will soon sign the commencement order that will actualize the transformation of the Medical Stores Limited to Zambia Medicines and Medical Supply Agency (ZAMMSA) that will see the procurement process be moved from the Ministry of Health to the Medical Stores Limited in order to enhance efficiency.

He says the move will also promote transparency and accountability and also address issues in the medical supply chain such as the shortage of essential medicines among others.
He further says with the signed document, will also help to promote local manufacturing of drugs in order to be medically self-reliant as a country to avoid being victims of counterfeit medical supplies being imported into the country through illegal means by illegal suppliers.

“Statistics indicating that 30% of medicines are counterfeit is a call for action to ensure all loopholes are sealed by setting good standards to avoid unscrupulous suppliers taking advantage of people through black markets,” Dr. Chanda said and called for immediate cancellation and termination of contracts and licenses for unscrupulous suppliers.

Meanwhile, when he toured Levy Mwanawasa University Teaching Hospital, Dr. Chanda called for the review of the procurement process to ensure essential machinery such as the CT scan at the facility which has not been fully functional due to procurement challenges is restored to operational status.

He took advantage of the same tour to update the nation on the COVID-19 pandemic and disclosed that 1,120 new cases were recorded out of 9,809 tests conducted in the last 24 hours, while 13 deaths were recorded with discharges standing at 1,145.

Zanaco have thumped Green Buffaloes 3-0 in the Lusaka derby at Sunset Stadium to go top of the FAZ Super Division table.

The Bankers, who sits on 24 points after playing 14 matches, have a one point lead against second placed Prison Leopards who will be in action on Saturday.

Buffaloes remain fourth from the bottom with 13 points from 14 matches played.

Zanaco benefited from defender Gideon Sichone’s own goal before Captain Roger Kola and Abraham Siankombo scored the other goals.

Sichone put Zanaco in front just after four minutes with Kola doubling the scores a minute away from the break and Siankombo registered his name on the score-sheet 12 minutes before full time.

This was Zanaco’s second straight win.

Parliament to hold virtual proceedings

The National Assembly of Zambia has advised Members of Parliament not to travel to Lusaka or check in at the National Assembly Motel for the fifth session of the twelfth National Assembly.

Clerk of the National Assembly Cecillia Mbewe says Members of Parliament will instead take part in the proceedings remotely using the zoom platform.

Ms Mbewe said the decision has been initiated in line with the COVID-19 health guidelines, to ensure that members remain safe and prevent any spread of the coronavirus, in the wake of the pandemic.

She has urged MPs to join the proceedings virtually from any suitable place and ensure that they have good internet connectivity.

Following the announcement of the resumption of the fifth session of the twelfth National Assembly, proceedings are expected to resume on Tuesday January 26, 2021 at 14:30 hours.

Tripartite Free Trade Agreement is Critical To Regional and Continental Integration-But is not Without Downsides

Intra Africa trade among African Union member countries has for a long time remained low about 18% of total exports from the continent. This is in comparison to 69% in Europe, 59% in Asia and 31% in North America. Manufactured goods make up a much greater proportion of intra-Africa trade than trade with the rest of the world which is mainly focused on raw materials. Key historic initiatives such as the Tripartite Free Trade Agreement (TFTA) and the Africa Continental Free Trade Area (AfCFTA) have been lauded as proving a fittingly relevant platform for driving a wide socio-economic transformation, but this is not without its downside.

Zambia’s decision to ratify the Tripartite Free Trade Area Agreement is a commendable step towards increased regional integration in Africa and ultimately continental integration.

As the Centre for Trade Policy and Development (CTPD) we urge Government to continue consultations with local industries, private sectors players, and civil society organizations to review and plan for the potential benefits and costs of the TFTA as well as AfCFTA-which is currently in force.

TFTA brings together twenty-eight countries with a population of over 700 million people and a combined Gross Domestic Product (GDP) of US$1.4 trillion while AfCFTA, connects 1.3 billion people across 55 countries with a combined gross domestic product (GDP) valued at US$3.4 trillion.

CTPD also thinks that the operationalization of the TFTA and AfCFTA will create opportunities for bigger export growth, value addition, sector-specific growth & diversification to take advantage of. Increase in trade that results from regional and continental economic integration. It will also give consumers and industrial buyers a wider selection of goods and services not available beforehand. Further, this is an opportunity for buyers to acquire goods and services more cheaply following the lowering of trade barriers such as tariffs. A group of nations can have significantly greater political weight than nations have individually. This also presents entrepreneurs with more options to cheaper sources of inputs and raw materials and consequently drive their costs down

Despite the envisaged benefits from the TFTA, as well as AfCFTA, Zambia is expected to face increased competition from other international products. This entails that in order to be competitive, the Zambian entrepreneurs and manufacturing sector will have to be positioned to be able to produce quality, competitive and affordable products. In-terms of exports, Zambia is currently a net exporter of semi-finished goods but a shift towards exporting high value-added products for instance can help the country gain more revenues from exchange within the TFTA and AfCFTA.

It is important for Government to continue addressing the current concerns about the low performance of Zambia’s industrial sector and the limited support towards supporting entrepreneur growth. As with any measure of this scale, TFTA including AfCFTA is not without downside risk for Zambian businesses and its economy. Perhaps the biggest problems rests on the fact that Zambian businesses are hobbled by inadequate financial, technology, skills and infrastructure support and may well suffer when exposed to the competition that a free-trade agreement such as TFTA & AfCFTA fosters.

President Edgar Lungu says it is a pure insult to claim that Zambians cannot run mines as they managed mines before privatization.

“Let me emphasize that we won’t allow those claiming that they will sell back the mines which we have bought off from investors,” he said.

President Lungu said the PF Government had worked hard in many spheres thereby encouraging Zambians that they did not need to change a winning team.

“Investors wanted to put mines on care and maintenance which would have affected many workers and we’re proud of our record as PF in terms of development and protecting the interests of workers,” he said.

In a special interview with veteran broadcasters Simon Mwila and Francis Ndovi on Delight Radio in Chinsali District today, the Head of State said the PF Government had strengthened the winning formula while amending ideas that did not work.

“Government has in the last few years tremendously improved distribution of farming inputs,” he said.

The Head of State also said a lot of the underprivileged people were making a living out of the Social Cash Transfer adding that Government would ensure that more people benefit.

“The PF Government embarked on Link Zambia 8000 which is transforming lives and more time is needed to mobilize resources to complete all projects,” he said.

President Lungu urged traditional and church leaders to remain neutral as they are parents to all regardless of tribe or political affiliation.

“When my time comes to leave in 2026 the PF will lookout for another person but let me warn that no one will be allowed to cause violence in Zambia regardless of political affiliation,” he said.

President Lungu urged aspiring candidates for Parliamentary elections to avoid character assassination of incumbent Members of Parliament but market themselves well.

Milenge DEBS bemoans escalating cases of child labour

Education authorities in Milenge district have bemoaned the rampant cases of child labour in the area.

Milenge District Education Board Secretary Denis Mukunta noted that most pupils are forced to work for money especially during the holidays due to high levels of poverty.

Speaking in an interview with ZANIS, Mr. Mukunta said there was need for various stakeholders to work together to curb the scourge and promote the welfare of children.

He said it was dangerous for children below the age of 15 years to be fond of working to earn money.

He added that most of the work which the pupils do relates to farming activities.

“These children are getting used to handling money at a young age and in turn attach less importance to education. Even when schools open, most of them miss classes which leads to poor academic performance,” he said.

Mr. Mukunta has since called on parents and traditional leaders among other stakeholders to come on board to end the practice.

And Mikula Ward Councillor Justine Chembo has urged parents to protect their children from exploitation.

Mr. Chembo said it was important for every parent to engage in income generating activities so that they can provide for their children.

“Girls are the most vulnerable and it is not safe for them to go round people’s houses to do piece work. They might be attacked,” he said.

Meanwhile, Beauty Mwenya, a resident observed that some people are using the children for cheap labour.

Mrs. Mwenya said some people engage children so that they can take advantage of their vulnerability and underpay them.

Late Russian Ambassador mourned

President Edgar Lungu has expressed his deep regrets over the passing of Russia’s Ambassador to Zambia Alexander Boldyrev.

Mr Boldyrev died at Maina Soko Military Hospital in Lusaka on January 20th, 2021.

President Lungu has since extended his heartfelt condolences to his Russian counterpart Vladimir Putin, the family and the people of the Russian Federation for their great loss.

“On behalf of the government, the people of Zambia and on my own behalf, I extend my heartfelt condolences to you, the family and the people of the Russian Federation, on the untimely death of Mr Boldyrev, who until his death served in Zambia as Ambassador of the Russian Federation,” the President said.

The President noted that the people of Zambia will remember the Russian Envoy as a distinguished diplomat who was dedicated to the promotion of bilateral, cultural and economic ties between Zambia and Russia.

President Lungu also revealed that Mr Boldyrev will further be remembered for the pivotal role he played in the implementation of various bilateral agreements signed between Zambia and Russia on the peaceful use of nuclear energy, which resulted in the establishment of the Zambia Atomic Agency, in 2019.

And President Lungu has reaffirmed that the Zambian government stands with Ambassador Boldyrev’s family and the people of Russia during this difficult time.

The Head of State has since prayed for God’s peace and healing across the world, as the fight against the deadly coronavirus pandemic continues.

The United Party for National Development (UPND) has set February 14th, 2021 as the date on which it will hold its long delayed elective General Assembly.

Party Elections Chairman Gary Nkombo told Journalists that all positions at National Management level, including that of the President are open for contestation.

Mr Nkombo said the the holding of the convention is a fulfillment of Article 60 of the Republican Constitution.

He added that 1, 500 delegates that would form the Electoral College will include 6 constituency officials; 8 from the district; 34 from Province.

Other voters at the Convention include 30 students from higher institutions of learning, all UPND Members of Parliament (MPs) and 10 members from the Diaspora.
