Remove people encroaching the Solwezi airport, CAA tells Deputy PS

The Civil Aviation Authority (CAA) has called on the local authority in North-Western province to remove people encroaching the Solwezi airport to avoid possible accidents.

CAA Acting Board Chairperson, Patrick Nswana implored on the council to engage people who have settled in the airport premises as any accident with an aircraft may attract international attention and create problems for the regulators.

“I’m appealing to the council to give superiority to the title holder of the land but as they do that let them engage them peacefully so that they understand that it is good for them,” he said.

“Any mishap that involves an aircraft attracts international reaction,having them there, we might be sitting on a time bomb because you know airport places are very dangerous,” he added

Mr Nwansa expressed concern over a church which is sitting at the threshold of a run way, making it dangerous in case any aircraft overshoot.

Mr Nwansa said this when he and his entourage paid a courtesy call on North-Western Provincial administration in Solwezi yesterday.

Meanwhile, CAA Director General, Gabriel Lesa noted that moving the airport may cost even more than relocating the communities as building the runway is very expensive.

“In deciding the relocation of the airport, a lot of time should be given, to do a runway would cost too much money because the construction of a runway is one of the biggest costs of the airport… but for a few individuals and churches it should be easier to compensate them if need be to at least preserve the current asset that we have”, he said.

And North-Western Province Deputy Permanent Secretary, Emmanuel Chihili has commended the Civil Aviation Authority for ensuring safety and security at the airports.

“Previously, you could do anything at the airport, others could even play football but it is not there anymore, which is a good thing”, Mr Chihili said.

Kampyongo and Kanganja are Encouraging Lawlessness and the Rule of the Jungle in Zambia

I am greatly alarmed at reports of government selectively issuing out NRCS under the cover of darkness in Muchinga Province particularly in Mansa Milenge, Mwense, Nchelenge, Chienge and other Districts of Luapula Province. What is disturbing is that these cards are being issued to minors at a time when the process of issuing the national identities was halted in Southern Province and other parts of the country on flimsy grounds.

This flagrant, lawlessness, impunity and the utter disregard for our constitution by those vested with institutional power to lead, is watering away our values and pride as a decent nation. It’s deeply troubling that the custodians of law and order, Home Affairs Minister Stephen Kampyongo, and Inspector General of Police Kakoma Kanganja are silent and seemingly tolerating and encouraging lawlessness and the rule of the jungle, in this country. This is totally unacceptable.

If people lose faith in law enforcement, there will be a natural riposte that will precipitate a parallel framework that people may resort to using, in order to protect themselves and their way of life. The likelihood that these two systems will clash and subsequently create anarchy in the country is now becoming more evident, unless Minister Stephen Kampyongo and Inspector General Kakoma Kanganja hold fast to the profound tenets of the rule of law today, and not tomorrow.

The shocking video footage of minors being issued with NRCS in the dead of the night in Luapula Province while denying other citizens the same right elsewhere in the country, undermines the electoral process and is recipe for a deeply disputed election in 2021, that will further divide and weaken the nation.

As a citizen and a traditional leader, it’s within the realm of my rights to demand for an immediate explanation from Hon. Stephen Kampyongo MP, to explain how his officers are issuing out NRCs to minors and why this should be carried out under the cover of darkness. I also demand an explanation from Inspector General of Police Kakoma Kanganja if there are no laws being broken due to such activities, and why the perpetrators of such lawlessness are not being brought to book.

Zesco United Are The “Christmas Champions”

Zesco United are the 2020/2021 “Christmas Champions” after results on Saturday ensured they will lead the table into the New Year.

Zesco, who return to action on January 9 after the Christmas break, took the symbolic title after second placed Buildcon failed to reclaim the number one spot on Saturday from them.

This is after Zesco took the overnight lead on Friday following a 0-0 away draw at Green Eagles in Choma.

Buildcon lost 1-0 away at Presidents Stadium in Kabwe to in-form promoted side Prison Leopards to sustain their second successive league defeat.

David Obashi’s 9th minute goal sent Prison to 3rd from 4th on 17 points, one behind Buildcon and two adrift of Zesco.

This was Prison’s third successive league win.

Lusaka Dynamos replace Prison at number four following a 1-0 away win over promoted Indeni in Ndola.

Chipolopolo striker Collins Sikombe scored the lone goal there in the 35th minute.

Dynamos have 16 points while Indeni are 8th on 12 points following a second straight league loss for Dabid Chilufya’s side.

At Nkoloma Stadium in Lusaka, Forest Rangers drew 1-1 with hosts Green Buffaloes.

Forest rallied through a Quadri Kola 28th minute equalizer after veteran Chipili Mungule put Buffaloes ahead in the 16th minute.

Seventh placed Forest have 13 points from seven games with four matches in hand but have been denied the prospect of usurping Zesco with just one rescheduled  game to come for them on December 30, again in Lusaka  this time to Napsa Stars.

Buffaloes are 14th with 10 points after eleven games played.

Meanwhile, Red Arrows snapped out of a five-match winless run with a 2-0 home victory against newcomers Young Green Eagles.

Paul Katema in the 3rd minute, and Felix Bulaya in the 82nd minute, were 9th positioned Arrows’ corners to hand The Airmen their first league win since November 7 when they beat Prison 1-0 away in Kabwe.

On Sunday, 5th placed Zanaco have an opportunity to go second on 18 points should they beat visiting Lumwana Radiants at Nkoloma Stadium.

Sixth placed Power Dynamos will go 4th on 17 points if they beat 12th positioned Kabwe Warriors at Arthur Davies Stadium in Kitwe.

ZNS to supply country with local made shoes

Copperbelt Province Permanent Secretary, Bright Nundwe has hailed the Zambia National Service (ZNS) for taking up the initiative of running a shoemaking factory in Ndola.

Mr Nundwe was impressed with quality of shoes being manufactured when he toured the factory in the city’s industrial area.

Mr Nundwe commended ZNS for always being exceptional in their works throughout the country citing the areas of agriculture, security, and road works among others.

“ZNS is always smarter in the manner they deal with things. They have ventured into several economic activities in the country and Copperbelt in particular,” Mr. Nundwe said.

He added such initiatives have a blessing from government because they can help government to save a lot of money the country has been spending on the importation of footwear among other products.

Mr Nundwe noted that the products also have potential to increase foreign exchange in the country and help to strengthen the local currency when exported.

And ZNS Officer Commanding for the shoe manufacturing factory, Bright Chanda said the concept was birthed in the early 1990s but only got actualized six months ago when the government bought the shoe factory from MALAR industries at a cost of K3.3 million.

Major Chanda said the factory is able to produce 80-100 shoes per day with 8 working hours but has the potential to produce up to 1500 – 2000 shoes per day.

He disclosed plans of purchasing modern equipment and machines to enhance productivity and further improve skills development for the workers.

Major Chanda said the factory endeavours to become the major supplier of military, safety and school footwear in the country and possibly the region.

Men’s association concerned with surging cases of GBV

The Zambia National Men’s Network for Gender and Development (ZNMNGD) has bemoaned the increasing number of Gender-Based Violence (GBV) cases involving assault and murder despite recently commemorating the 16 days of gender activism.

ZNMNGD National Coordinator Nelson Banda said the recent case involving the Chitambo College of Nursing students calls for people’s input to curb such cases.

Speaking in an interview with ZANIS, Mr. Banda said the growing number of GBV cases is fast evolving into a national crisis that must be quickly addressed.

“Just when we were coming from the commemoration of the 16 days of gender activism then such a case happens. This is an indication that we need to take the fight against GBV seriously by putting more effort in sensitizing the public,” he said.

He added that the right to life, freedom of thought, expression and equality before the law are being compromised by acts of GBV.

Mr. Banda noted that the reports of women experiencing some forms of physical or sexual violence is a hindrance to the country’s development which should come to an end.

He added that such acts are hindering the attainment of gender equality and the realization of the social and economic goals of Zambia.

“That’s why we are calling for men and boys to seek counseling services when pressed with serious emotional challenges which are not good for their health.

And a Ndola resident Mwenya Mwamba has called on youths in the county to always seek counseling, guidance whenever they feel depressed.

Mr. Mwamba noted that cases to do with GBV and suicides amongst young people were on the rise citing depression as one of the reasons.

He has called on parents to get involved in their children’s lives to prevent them from committing such bad acts.

“These young children think that they are grown-ups and seem to make their own decisions which should not be the case. Parents should be involved in these young people’s lives so that lives are not lost or crimes are not committed,” he said.

Early this week, a young man identified as Kaluwayo Mwika committed suicide after allegedly murdering his girlfriend Mapalo Masiku aged 21 who were both students at Chitambo School of Nursing.

Workers, ZNBS ink housing deal

Workers Compensation Fund Control Board (WCFB) has signed a Memorandum of Understanding with the Zambia National Building Society (ZNBS) to facilitate building of affordable housing units for its employees.

This follows Finance Minister Bwalya Ngándu challenging ZNBS to help the country with the provision of affordable decent housing units.

And WCFC Acting Commissioner and Chief Executive Officer, Kingsley Kangwa said during the signing ceremony that the deal will give employees a sense of settlement and stress-free on expenses they spend on rentals.

Mr. Kangwa expressed optimism that all the 236 employees of the board will be able to access the mortgages from ZNBS that are currently being offered at 14 percent.

He said the board has extended the relationship with ZNBS to expedite mortgages for employees in the area of improving conditions of service through the MOU.

“It is for this reason that the board has decided to extend the relationship with ZNBS to facilitate mortgages for employees in the spirit of improving conditions of service through a memorandum of understanding, “Mr. Kangwa said.

Mr. Kangwa said the MOU will enable the board become compliant with section 92 of the employment code which seeks to empower employees with accommodation.

And ZNBS Managing Director, Mildred Mutesa said Workers Compensation Fund Control Board has contributed towards the reduction of housing deficit in Zambia with schemes such as the Kalumbila housing project where over 50 houses were successfully developed.

Ms.Mutesa said ZNBS has funded construction of several buildings in the country which they intend to leverage for the benefit of clients using a wide branch network adding it is also aimed at expanding with new digital capabilities.

“With this agreement we will empower members of staff at Workers Compensation to indeed turn their dreams into reality by owning their own homes through affordable housing finance with extremely compensative interest rates,” Ms Mutesa said.

Ms. Mutesa said the MOU commits the two institutions to work together more diligently towards the pursuit of significant activities

Meanwhile Zambia union of financial institutions and allied workers ZUFIAW Chairperson Chisha Mulenga expressed happiness over the initiative of the MOU.

“This initiative made is a plus for us because a motived employee can perform better’’. Mr Mulenga said.

According Habitat for Humanity Zambia report, Zambia has a housing deficit of over 2.6 million houses.

President Lungu launches the cashew planting season in Mongu

President Edgar Lungu has directed the Department of Agriculture in Mongu District of Western Province to advice farmers on the best crops that can be intercropped with cashew nuts.

President Lungu said it is important to bring out the value of intercropping when sensitizing the cashew farmers to avoid having scenarios where fields are intercropped with products that take long to grow.

The President was speaking today in Sefula, Mongu District when he launched the cashew nut seedlings distribution and planting for the 2020/2021 planting season.

President Lungu said since cashew nuts takes about three to four years to grow, there was need to intercrop it with crops such as groundnuts and beans that are able to cover up for the labour force by producing food within a short period of time.

And a cashew farmer Si’galamba Kandiyana has thanked government for the initiative of providing free seedling which has enabled her to improve her livelihood.

Ms. Kandiyana said government should aim at reducing the poverty levels in the province by spearheading income generating projects such as the cashew that will benefit many vulnerable people.

And a lead farmer from Sinamunyambi Women Cooperative Namakau Sitali said the group is grateful with the cashew farming project aimed at reducing poverty especially for women and youths.

Ms. Sitali said the cooperative has benefited a lot of skills from the project such as the acquisition and management of planting materials, management of free seeds, crop storage and exposure of exchange visits to other countries such as Tanzania.

She however mentioned that climate change has greatly affected the growth of the crops as most of them have dried up in the past due to drought.

Ms. Sitali appealed to government to assist them with boreholes on their farms to enable them expand their fields.

Disabled not neglected during exams-ZNYS

The Zambian Network of Youths living with Disabilities (ZNYS) has strongly dispelled assertions that the ministry of education and the Examining Council of Zambia has neglected learners with special education needs sitting for examinations.

This follows allegations by a named federation that the Zambia education sector and the examining body were mishandling students with special needs by not giving them special attention in handling their examination answer scripts.

ZNYS Secretary General Cornelius Chitukwa who is also Luanshya District Education Standards Officer for Special Education said government had in the recent past effected numerous strides to better the handling of examinations for learners with special needs.

“On the contrary, the ministry of general education and the ECZ through circular No. ECZ/101/1/9 had come up with innovations to better the management and administration of examinations for the special education learners” Mr. Chitukwa said.

He indicated that other strides included coming up with different color codes of Temper Evident envelopes and specialized markers for various categories of disabilities.

He explained that scripts for visually impaired are packed in dark blue envelopes, while those for hearing impaired are Orange while scripts for physically impaired students are packed in brown envelopes”.

Mr. Chitukwa said the different Tempered color codes for examination scripts were further accompanied by separate registers indicating the names of the special needs students.

He noted that the examination scripts were also marked by trained and qualified special markers at the marking centers.

Meanwhile, Mr. Chitukwa disclosed that Luanshya district has enrolled a total of 40 special needs students sitting for examinations this year.

He stated that the 49 students were drawn from Dagama School for the physically challenged and Mpelembe secondary school special education unit.

Mr. Chitukwa indicated that the 36 students were physically challenged who included 9 students sitting for grade 12, 12 candidates sitting for grade 9, and 15 students sitting for grade 7 examinations respectively.

He said the other four candidates were hearing impaired students from Morlemve Secondary school all sitting for their grade 12 examinations.

Police in Lusaka summon HH over reasons yet to be established

Police in Lusaka have summoned Leader of the opposition UPND Hakainde Hichilema for questioning over reasons yet to be established.

Mr Hichilema has been asked to appear at the police Headquarters on Monday 21st December 2020, according to UPND spokesperson Charles Kakoma.

Confirming the development, Mr Kakoma has explained that Mr Hichilema was summoned through his lawyers after attempts by the Police to leave the callout at the party secretariat failed.

But Police Spokesperson Esther Katongo says Hichilema’s lawyers have asked the police to postpone the date for appearing from Monday 21st December to a later date.

“Police had summoned the President for the United Party for National Development (UPND) Mr Hakainde Hichilema to Police Headquarters and was expected to appear on Monday, 21st December 2020. We however recieved correspondence from his Lawyers requesting for the rescheduling of the date,” Mrs Katongo said.

She said police are still in discussion with the Lawyers on a new date on which the opposition leader should be availed to police.

Lungu President Lungu holds closed door meeting with the Litunga

President Edgar Lungu has yesterday afternoon paid a courtesy call on the Litunga of Western Province at his palace.

President Lungu was received by the Barotse Royal Establishment (BRE) Prime Minister Ngambela Manyando Mukela and senior Indunas at the Limulunga palace, where he held a closed door meeting with the Litunga.

He was accompanied by Ministers of Agriculture Michael Katambo, Western Province Minister Richard Kapita, Patriotic Front (PF) Deputy Secretary General Mumbi Phiri, PF Southern and Western Province Chairpersons and other senior dignitaries.

The President is today morning expected to inspect the Cashew Infrastructure Development Project (CIDP) and fish ponds in Sefula area of Mongu and will later attend the Western Province PF Party Convention.

Earlier, President Edgar Lungu called for restoration of discipline in the Ruling Patriotic Front (PF) in Western Province. The Head of State noted with concern that the disorderliness being exhibited by PF members especially in western province, may negatively damage the image of the party.

President Lungu expressed his apprehension when he addressed Mongu residents who received him to a thunderous welcome at Mongu Airport yesterday afternoon.

President Lungu however, said as Head of State and the ruling party, will concentrate on delivering development to all parts of the country to improve the living standards of the Zambian people.

“My government is delivering on the much needed development in the country and we will concentrate on initiating more developmental projects as promised,” President Lungu stated.

And Western Province Chairperson, Kufuka Kufuka said the developmental agenda of the ruling party has spread to all parts of the country and Mongu has not been left behind.

The President is on a two day working visit to Western Province.

Nevers Mumba Details his Restrictions and Release while in the Democratic Republic of Congo

THE RELEASE:

On Monday 14th December 2020 at 18:15 hrs, I was released from the restriction I had been placed under for 5 days by the Congolese Security Services.

ACKNOWLEDGEMENTS:

I wish to sincerely thank all those who played a role in my release. Special mention goes to the two governments of DRC and Zambia. My wife Florence and my entire family. The Church for the unceasing prayer support, The Leadership of the MMD, International human rights organizations.

I also wish to acknowledge the Zambian media for showing solidarity with me. I am also aware of two presidents one from SADC region and the other from East Africa who put in their word to have me released. More so, to the countless Zambians who prayed for me and made their own attempts to help me during my time of distress.

I say THANK YOU from the bottom of my heart. As you can see, this was a cocktail of interventions, and only heaven will tell just how many stood with us.

PURPOSE OF TRIP:

I arrived in Lubumbashi on December 1st 2020 on a business mission. To submit to the Government of Katanga Province(Lubumbashi) three letters of intent to supply various commodities. On Saturday 5th December 2020, My business delegation left for Lualaba Province(Kolwezi) for a similar exercise.

APPREHENDED:

It was in Kolwezi on 10th December that I was picked up by a huge contingent of soldiers and driven in the night to Lubumbashi where I was placed under restriction.

THE INTERVIEW:

On 11th December I was interviewed for five hours. Several allegations were raised against me and was given the opportunity to respond. None of the allegations contained any truth. I answered each one of their questions.

THE INTEREST:

It became clear to me that the allegations were fed to the DRC investigative wings by powerful people who had planned that I be charged with treason and possibly face death. It is for this reason that I declared a fast on Friday December 11th 2020. I was not to eat until I was rescued. We are determined to ensure that people responsible for lying to the DRC government about me are tracked down, and this process has now began. These are killers and evil men.

GOVERNMENT’S INTERVENTION:

It is important that I clear what seems to be contradictory messages in the past few days. I have no doubt that my government played a strategic role in this matter and I have expressed gratitude for that.

My statement on the Consulate officials in Lubumbashi is what is being used to conclude that government as a whole did not do anything.

Being a diplomat myself, I did look forward to seeing officials from the consulate as they are the ones who bring the President’s message. They check on the subject’s welfare and report back to Lusaka. I didn’t see them the whole five days of my restriction. I however have received unconfirmed reports that the officials came to the hotel where I was restricted and were denied entry.
None of these matters are really that important except that I have been freed and back home with my family. This is no time to point fingers as to who we think helped or not. I owe this release to God, all Zambians and the government of Zambia.

STATEMENTS FROM FOREIGN AFFAIRS:

It is true that statements from Foreign Affairs have been very concerning to many Zambians. The first statement was to announce that I had been arrested. The second one claimed that I was moved to Kinshasa. The truth is, I was never arrested but restricted. That is why on release, I did not need to pay bail or bond to be let go. Secondly, I wish to further state that contrary to the Ministry’s assertion, I was never moved to Kinshasa.

GRATEFUL TO THE CHURCH:

To the Church, I wish to thank you for such an amazing wave of prayer support. This ordeal was structured intelligently by the enemies, to not only damage my name but to do me harm. It was prayer that broke the back of the enemy. My battles are always spiritual battles. Our victory is in Ephesians 6:12
“For we wrestle not against flesh and blood…..”

If you had not prayed, I would not be here today. The story in

Acts 12:5-11 demonstrates what happened to me. Peter released from prison.

THANKS TO BOTH PRESIDENTS:

I am indebted to President Felix Tshisekedi who gave instructions that I be treated with respect and honor of my former office. I also thank him for authorizing my release. I am grateful for the strategic efforts made by President Edgar Lungu and for opening the border long after hours to allow my free passage back home.

POLITICAL CROSSFIRE:

It is clear that, I was caught up in a political crossfire when the Alliance of President Tshisekedi and former President Kabila was broken. This heightened the political atmosphere in the nation. Some people have accused me of being reckless for going to DRC at a time of political turmoil. There was none when I traveled. The turmoil began when I was already in the DRC.

I appeal to all believers both in DRC and Zambia to pray for the Congo. The peace of DRC is Zambia’s peace.

ZAMBIA- DRC RELATIONS:

The bilateral relations between Zambia and the DRC have been sound for years. The Congolese people are not only our neighbors, they are family. We are one people. There are probably more Mumba’s in Katanga than there are on the Copperbelt. I call on the government to strengthen these ties so that we lessen suspicion and encourage brotherhood between the two sister nations.

THE CHURCH HAS A RIGHT TO PROVIDE POLITICAL LEADERSHIP:

I wish to state that those who continue to insinuate that politics only belong to those outside Church must understand that Zambia has changed. It’s a Christian nation and ripe for Christian leadership. A Pastor leading Zambia in 2021 will be the most appropriate. I call on the Church to use our numbers to realize this God given dream. The statement targeted towards me by some weak soldiers, “Go back to the pulpit” is not inspired by God, but by a desire to keep Zambia bound to Godlessness and no Christian should fall for this deception ever again. Time for Zambia to be SAVED is now.

A CALL TO ALL MMD MEMBERS:

It is time to re assemble the team which made Zambia’s economy one of the world’s 10 fastest growing economies. I call on MMD members both at home and in other parties to come back home. You are not what they are calling you. You went there because your party was going through a night season. The morning has now come and the night is passed. Let us re assemble and make Zambia proud again. Those intending to contest for parliamentary seats need to join the movement now. We shall give you all the tools you need to win your election.

ECZ and VOTER’S REGISTRATION:

MMD remains deeply concerned at the reckless speed ECZ is at towards creating unnecessary conflict in the nation. Again, the success of ECZ can only be by consensus. Involvement of stakeholders in coming up with an electoral process acceptable to all.

ECZ has extended the voters’ registration by four days. Again, we are not sure who they have been talking to. ECZ must understand that the process they are trying to put in place is not for them but stake holders.

We call for a thorough audit of the electoral process by all stakeholders to sign on it. Both the referee, the making of the rules and the rules themselves must be agreed upon now and not later.

Here in lies a peaceful transition into 2021 and beyond. May God bless our great Country.

Government Releases K 4.1 million for Airlifting of Examination Papers

The government through the Disaster Management and Mitigation Unit-DMMU has releases K4.1 million for the air-lifting of examination papers for all schools that are located in hard-to-reach areas.

Speaking to the media in Lusaka, DMMU National Coordinator Chanda Kabwe disclosed that the money has been paid to the Zambia Airforce (ZAF) that has since commenced the exercise to deliver examination papers.

Mr Chanda Kabwe said the government will further release another K3.5 million next week to fully settle the amount required to airlift the papers for all schools that cannot be reached by road.

Mr Kabwe said the government is working hard to ensure that no pupil or student is disadvantaged by the hazards that have been caused by heavy rainfall.
He emphasized that President Edgar Lungu values education so much that he has made sure that the progression of pupils across the country is not disturbed either by the epidemic or floods.

The National Coordinator said the Zambia Airforce have so far delivered papers to Ngabwe and Luano Districts in Central Province, Mazabuka District in Southern Province, Chama District in Muchinga Province, Mitete District in Western Province as well as Chavuma District in Northwestern Province.

He further disclosed that his office working together with line Ministries and Departments is providing the necessary sanitary facilities to ensure pupils are protected from COVID-19 as they prepare and write examinations.

He reiterated that the whole exercise has been made possible because of the multi-sectoral approach of working which the government with the guidance of the Head of State has adopted.

DEC cautions citizens on the dangers of brewing ‘Kachasu’

The Drug Enforcement Commission (DEC) has warned the community in Chief Mkhanya’s Chiefdom in Mambwe district against drug abuse.

This follows complaints by the traditional leader to First Lady Esther Lungu when she last visited his chiefdom on the increased number of pupils indulging in the drinking of illicit beer commonly known as “kachasu”.

Speaking when he paid a courtesy call on the Chief, DEC Eastern Region

Commander Martin Chitamba said the province has continued to battle with the abuse of drugs and that the vice has continue to top the list of problems that the Commission deals with.

He said officials from the Commission were in the area to educate the community so that they are not caught napping when the law visits them.

“We will talk to the local people here so that they are fully aware of our operations. We do not just arrest but also educate the people so that they are fully aware of the consequences of their actions”, he added.

And the chief once again stressed the need to stiffen regulations surrounding the brewing and drinking of the illicit beer.

“I complained bitterly when the First Lady was here, and I am still worried to date. The law is strictly being enforced on drugs like marijuana but it is different with this beer despite the consequences being almost the same. This is why stakeholders need to act fast before our children completely ruin their future”, he lamented.

He said the future of young people is at stake because those brewing and drinking the local beer are not punished hence making the trend seem normal.

He however said that he was happy to see that DEC was following up on the matter.

“Your coming here today shows that you are concerned. Talk to the people, and see how we sort out this issue, together”, he explained.

And at the same meeting, Elizabeth Kabudula thanked the commission for alerting the community on the dangers of drug abuse as well as the operations of the commission.

She said the intervention might help some of the young people realize they are risking their lives, and start taking school seriously.

“These young people do not even respect us, we are hope they have taken one or two lessons from this meeting to mend their behavior”, she said.

Government Sets Minimum Wage for Truck and Bus Drivers at K3 000 and K2 200 Respectively

Minister of Labor and Social Security Joyce Simukoko says the government has concluded consultations on the minimum wages for truck and bus drivers.

She has since signed a statutory instrument entitled “the minimum wages and conditions of employment (truck and bus drivers) order, 2020.

In a statement issued to the media, Minister of Labor and Social Security Joyce Simukoko stated that the basic pay set out for truck drivers is K3 000 and K2 200 for bus drivers.

She further stated that the consultations with social Partners, namely the trade unions, employer’s federation, and government and key stakeholders on the matter were conducted through the labor advisory committee meetings from Wednesday, September 30 to Friday, October 2nd, 2020.

Mrs Simukoko noted that during the said meetings, the minimum wages and conditions of employment for truck and bus drivers were discussed and agreed upon by the committee.

She further noted that the other salient features of the statutory instrument are that the wages or any benefit enjoyed by a driver before the coming into question of this order shall not be reduced as a result of the application of this order.

She indicated that the other feature is that a pay statement shall be given to the driver by the employer providing details of the work done by the driver, including wages before and after deductions, overtime where applicable, among others.

“Other items contained in this order include, annual leave and leave pay, funeral assistance, transport allowance, lunch allowance, and subsistence for local trips, tool allowance, protective clothing, and risk allowance where applicable and cross border allowance,” the Minister explained.

She emphasized that other general conditions of service such as housing allowance, gratuity, severance pay and many others are as outlined in the employment code act no. 3 of 2019.

She noted that she expects that the collective decision by the social partners will be respected.

The Minister added that her hope is that both the trade unions and the employer federation should take up their role in educating their constituencies on the implications of the truck and bus drivers order.

“You may wish to recall that his Excellency Mr Edgar Lungu, President of the Republic of Zambia in his address during the commemoration of the International Labor Day on 1st May 2018, directed the ministry of labor and social security to review the minimum wages and conditions of employment in the country,” reminded the Minister.

Mrs Simukoko said following this directive from the President, her ministry embarked on the process and subsequently revised the domestic workers order, the shop workers order and the general order which came into effect on September 10, 2018.

She explained that the new employment code act no. 3. Of 2019 provides for a very elaborate and consultative process for the review of the minimum wages and conditions of employment through the labor advisory committee established under the employment code act number 3 of 2019.

She further explained that it is government’s general responsibility to prescribe and enforce the minimum wages.

The Minister said this is done to ensure that the wages are in line with socially acceptable employment standards to ensure that vulnerable workers are not exploited.

“This order is one of the many achievements that the Patriotic Front government has achieved in the quest of enhancing the general welfare of workers in Zambia. This is the first time that track and bus drivers are provided for in terms of minimum wages,” said Mrs simukoko.

She appealed to all the stakeholders to adhere to the order and as any departure from it will attract the full wrath of the law.

Mrs Simukoko indicated that the Development of Sector Based Minimum wages will focus on the sectors where exploitation and low wages are rampant.

She further indicated that government is actively looking at all the sectors in a phased approach. The Minister highlighted that consultations have commenced with the agricultural sector.

She explained that other sectors like mining, private security guards, and Telecommunication sector, among others will follow.

She reiterated the reasons for the revision of the minimum wages was that there was no minimum wages and conditions of employment specific for the truck and bus drivers.

Mrs Simukoko added that the reason for no minimum wage was because the general order 2018 did not adequately cover such a category of employees due to the peculiar nature of work that they perform.

She further added that there has been numerous changes to economic and social fundamentals, including increases in the cost of food, goods and services thereby adversely affecting the general welfare of the truck and bus drivers.

The order seeks to provide guidance on the administration of wages and conditions of employment for non-unionized truck and bus drivers, as these categories of drivers are very vulnerable and have been facing serious challenges due to lack of adequate protection.

Zesco United Go Top After Stalemate at Eagles

Zesco United edged to the top of the FAZ Super Division table on Friday after collecting a draw at Green Eagles.

The match ended 0-0 at Independence Stadium in Choma to see Zesco crawl up to number one from second on 19 points from eleven games, exchanging places with Buildcon who are a point behind and only play this Saturday.

This was Zesco’s last game in 2020 and they return to action after the Christmas break on January 9 when they hosts Nkwazi at Levy Mwanawasa Stadium in Ndola.

Eagles on the other hand rebounded with the draw a week after they were beaten 3-1 away by struggling defending league champions Nkana in Kitwe.

Aggrey Chiyangi’s side jumps from 11th to 9th on 12 points from eight games with two matches in hand.

But there is not Christmas break for Eagles who return to action on December 23 when they host Cotonsport of Cameroon in a CAF Confederation Cup second round, first leg match in Lusaka.

Eagles will then close 2020 on December 30 with a rescheduled Week 7 league fixture away at promoted Indeni.
