It’s in PF Government ‘s best interest to fully Fund Electoral Commission of Zambia

1. As Patriots for Economic Progress (PeP), we have noted with happiness the high appetite among Zambians to actively participate in the selection of national leaders next year, as evidenced by the continued long queues at voter registration centers. It has now become apparent that the Electoral Commission of Zambia (ECZ) is unlikely to register all Zambians that wish to register as voters, by the expiry of the voter registration period in 7 days time.

2. As Patriots for Economic Progress, we wish to call upon the Electoral Commission of Zambia to consider extending the voter registration period by an additional 30 days so as to afford every eligible citizen the opportunity to register as a voter. It must be noted that no Zambian deserves to be disenfranchised on account of administrative or legal encumbrances. Therefore, even if it means amending the Republican Constitution to adjourn the general elections by one month, it shall be done. There shall be no excuse for preventing eligible Zambian citizens who wish to register and vote from doing so.

3. As Patriots for Economic Progress, we wish to take this opportunity to appeal to fellow opposition leaders especially from the UPND and NDC who are in the habit of seeking to micro-manage ECZ to desist from doing so. Like any other institution, the Electoral Commission of Zambia must be given space and fresh air to operate. ECZ should not waste its time fending off insults and innuendo from unscrupulous political leaders whose sole objective is to create a false narrative to help explain their potential electoral loss next year. The duty of any political stakeholder with regard to the electoral process is to provide feedback and advice to the Commission in a sober and mature manner, and not to seek to discredit and belittle the Commission at every available opportunity.

4. As Patriots for Economic Progress, we wish to further advise the PF Government to ensure that ECZ is allocated its full budget to allow it to properly discharge its mandate with regard to the voter registration exercise. It is hypocritical for the PF and its Government to condemn ECZ for the slow voter registration process when they know that they have only released about 60 percent of the approved budgeted funds. ECZ is not in the magic business for it to be able to register voters without financial resources. It requires money to do its job.

Additionally, the PF should be informed that it is in their political interests that ECZ is fully funded and Zambians do not have to line up the whole night to get a voters card. That is because if the voter registration process is made difficult, as it has been so far, the only people who would be willing to spend the whole night on a queue to register as a voter are those who want to kick out the current Government and not those who want to keep it.

Those who want to keep the current Government would not have sufficient zeal to struggle with a cumbersome voter registration process.

Government to attach ZAF pilots and aircraft technicians to Zambia Airways once launched

The government will soon start attaching the Zambia Air force (ZAF) pilots and aircraft technicians to Zambia Airways once the national airline is launched in order to help the officers to enhance their skills.

Speaking during the commemoration parade to mark 10 000 accident-free flying hours from January to December 2020 in Lusaka Defense Minister Davies Chama said that this will be done through a program that ZAF has embarked on to empower its personnel.

The Minister said attaining the 10 000 accident-free flying hours is an indicator of increased operational efficiency and increased flight safety adherence by ZAF officers.

Mr. Chama has since assured ZAF and other defense wings of government support in ensuring that they have the necessary equipment to defend the country.

Speaking at the same event, ZAF commander Lieutenant General David Muma said the air force will continue to defend the country’s airspace against all domestic and foreign elements through various air operations.

“The increased flying effort is as a result of command’s objective to carry out the Air Force mandate in full; conduct of military operations, aid to civil authorities and training of aircrew, conveyance of WIPs/VIPs with particular emphasis on good management and best aviation safety practices,” Lt Gen David Muma said.

He said the 10, 000 accident-free flying hours milestone has only been achieved owing to the concerted effort made by both the aircrew, ground support crew, and all ZAF personnel in ensuring maximum aviation safety.

Meanwhile, ZAF chief operations Brigadier General Willam Lungu said the expansion and growth strategy for the air force has helped to achieve the 10 thousand accident-free flying hours.

Zambian Breweries calls for stakeholder engagement in addressing the shortage of alcohol

Zambian Breweries PLC has called for stakeholder engagement in addressing the shortage of alcohol in some parts of the country.

Zambian Breweries Country Director Jose Moran says the company has maintained the same production and the shortage is not as a result of less production.

Mr. Moran was speaking when he met the Bars and Night Clubs Owners Association of Zambia Executive committee.

Meanwhile, Breweries Operations Director Franz Shepping said the company is targeting to increase production next year.

Mr. Shepping said Zambian Breweries will need the support of stakeholders to make this a reality.

And Bars and Night Clubs Owners Association of Zambia President Peter Mwale appealed to Zambian Breweries to engage distributors.

Minister of Works and Supply tells Civil servants told not depend on salaries

Mpika Central Member of Parliament Sylvia Chalikosa has urged Civil Servants to overcome the dependency on monthly salary and engage in income generating activities that will help improve their livelihoods.

Ms. Chalikosa who is also Minister of Works and Supply said this during a meeting with Heads of government departments held at the District Town Council Chamber yesterday.

The Minister said this in reaction to the announcement by the District Education Board Secretary ( DEBS) for Mpika that her district has received advance salary funds amounting to sixty Thousands (60 000) Kwacha for the teachers.

Ms.Chalikosa said that Civil Servants have a tendency of depending entirely on their monthly salaries to sort out financial issues.

“As much as Salary advances are very important in helping workers solve certain emergencies, it is vital for workers to be innovative and engage in some income generating activities,” said Ms. Chalikosa.

Speaking earlier at the same event Mpika DEBS Annie Bwalya said that her office will select deserving workers by next week to benefit from the K60, 000 funds.

“Salary advance will significantly help civil servants to reduce getting money from illegal money lenders who charge exorbitant interests on them,” said Ms. Bwalya

Ms. Bwalya has since thanked Government for the salary advance funds allocated to the district.

World Vision gives K3.6 m worth of infrastructure to Government

World Vision Zambia in Mbala district has handed over a maternity annex, 10 ablution blocks, 32 boreholes and 10 water mechanizations schemes to government in Kamuzwazi area which were done at a cost of K3.6 million.

And speaking at the handover of the facilities, Mbala District Commissioner Maybin Chibalange hailed World Vision for partnering government in making a difference in the lives of people in communities.

Mr. Chibalange said the handover of the maternity annex is a welcome development as it is in line with government’s vision of reducing maternal mortality.

“As government we believe that no woman should die while giving birth. And this starts with our women delivering from health facilities,” he said.

He has since encouraged women in the area to ensure that they deliver from the health facility and not at home.

And World Vision Zambia National Director John Hasse who was represented by World Vision Kasama Manager Charles Phiri has reiterated its commitment to partnering with government to improve the lives of people.

Mr. Hasse said his organization will ensure that children and communities have access to clean drinking water, proper hygiene and sanitation.

“As a partner of government, we will ensure that every child and their families have access to safe clean water, proper sanitation and hygiene at household level and institutions such as health centers and schools.” Mr. Hasse said.

Meanwhile, Mbala District of Health Director, Dr. Daniel Sinkala has commended World Vision for the gesture and for being instrumental in enhancing public health security.

Domestic tourism essential for the growth of the tourism economy-Chitotela

Government says domestic tourism is an essential contributor to the growth of the tourism economy in the country.

In a Speech read on his behalf by Zambia Tourism Agency ZTA Chief Executive Officer, Felix Chaila at the Try Zambia Lifestyle Travel Agency interactive cocktail in Lusaka, Tourism and Arts Minister Hon. Ronald Chitotela said local tourism provides a foundation for sustainable development, more especially in times of global uncertainties such as Covid 19.

Hon.Chitotela hailed Try Zambia Lifestyle Travel Agency for promoting local tourism by using camping services, overlander trucks making tourism services even more affordable to the locals.

“As Ministry of Tourism and Arts through the Zambia Tourism Agency, we shall endeavor to support you in our quest to promote domestic tourism. The Ministry is making every effort to support new entrants into the tourism sector by providing enabling environment for them to operate, ” Hon. Chitotela said.

“I would like to emphasize the commitment of the Government to ensure that tourism industry continues to thrive. Despite challenges that the sector has experienced, I am confident that the sector is slowly bouncing back,” he said.

And Try Zambia Lifestyle Travel Agency chief executive officer Nickson Chibawe said the ranking of Zambia as the fourth safest destination in the world is good for the promotion of tourism.

Mr.Chibawe hailed President Edgar Lungu and government for putting in measures to prevent the escalation of Covid 19.

President Lungu to attend AU virtual summit

President Edgar Lungu is this weekend expected to attend an African Union (AU) Heads of State and Government virtual summit on Africa Continental Free Trade Area and Silencing guns in Africa.

The 13th and 14th Extraordinary Sessions of the Assembly of the Heads of State meeting will be held on Saturday 5th and Sunday 6th December 2020.

According to a press statement issued to the media in Lusaka on Friday by Ministry of Foreign Affairs Public Relations Officer Chansa Kabwela, President Lungu is expected to be accompanied by Minister of Foreign Affairs, Joseph Malanji and his counterpart at Commerce, Trade and Industry, Christopher Yaluma.

The 13th and 14th Extra-ordinary Sessions will discuss the implementation of the Africa Continental Free Trade Area (AfCFTA) and the mechanism developed to implement the Silencing of the Guns in Africa.

The AfCFTA and Silencing the Guns are two of the fifteen Agenda 2063 flagship projects aimed at promoting social and economic transformation of the continent.

The 13th Extra-Ordinary Session is expected to ratify the operationalization of the Africa Continental Free Trade Area (AfCFTA) with trading under this arrangement scheduled to start on 1st January 2021.

The Summit under the 14th Extra-Ordinary Session is also expected to consider the agenda on activities and efforts made to achieve the 2020 Theme of the Year: “Silencing the Guns”.

The Extraordinary Assembly of Heads of State will be held virtually due to the outbreak of COVID-19 pandemic that has created conditions of restricted movements and meetings across Africa and the globe in order to curb its spread.

10 Community Schools Receive COVID-19 Materials

Future Preneurs Zambia has donated assorted COVID-19 prevention items to 10 Community Schools in Mufulira District on the Copperbelt.

Speaking during the event, Future Preneurs Zambia Head of Programme, Shadrick Mofia said the donation was necessitated after observing the challenges faced by community schools and decided to lend a hand.

He noted that phase one of the project targeted 12 secondary schools but later extended a hand to 10 community schools.

Mr Mofia stated that community schools are the most vulnerable because they do not receive any grants from the government.

He said most of the pupils at community schools go through hardship and even fail to pay school fees.

Mr. Mofia stated that during this period of the COVID-19 pandemic most pupils fail to buy face masks.

Mr. Mofia said the community schools benefiting are Kansuswa, Kawama West, Gasto, Chandamali and Emmus community schools.

He said other schools are Chibolya, Enfy’s, Kapolo, Luansobe, and kasombo community schools.

And District Education Board (DEDS) Education Standard Officer Samuel Bwalya said community schools in the district have witnessed a rare gesture.

Mr. Bwalya thanked FZP for the effort to donate to the education sector.

Lwandamina Back in Tanzania As Azam Coach

George Lwandamina has been hired as coach of Tanzanian club Azam FC.

The Dar es Salaam club confirmed Lwandamina‘s appointment on Thursday and he replaces Aristica Cioaba of Romania who was at the helm since November 2019.

“We are pleased to introduce the Zambian, George Lwandamina, as our new head coach on a one-year contract,” Azam said in a statement.

Lwandamina joins Azam barely a fortnight after taking up the technical director job at
promoted FAZ Super Division club Prison Leopards where he signed an open-ended twelve month deal.

He joined Prison after parting ways with Zesco in September after two years on the job.

The ex-Zesco United coach returns to Tanzania where he coached Young Africans from 2017 to 2018.

Azam are currently second on the table on 26 points, five behind Young African and three ahead of defending champions Simba who are in third position.

Nkana Looking to Finish Bantu Job And Advance to CAF CL 2nd Round

Nkana look set to advance to the next round of the CAF Champions League as they host Bantu FC of Lesotho on Saturday at home in Kitwe in the return leg of the preliminary round.

Kalampa have a 1-0 advantage from the first leg tie played in Maseru last Sunday thanks to Captain Idris Mbombo’s away goal.

Bantu have settled on the Copperbelt following their arrival on Thursday afternoon.

On arrival Bantu coach Bob Mafaso hinted his side will attack at Nkana Stadium in Wusakile.

‘We feel it will be an open game because we need to play as a team that will be looking to reduce the deficit,’ Mafaso said.

Nkana defender Richard Ocran is sure of Nkana’s qualification to the first round.

‘We have to qualify from home. I can assure you that we will qualify from this stage,’ Ghanaian Ocran said.

The overall winners between Nkana and Bantu will face either Akonangui of Equatorial Guinea or Angola’s Athletico Petroleos in the next round.

DIV 1 WRAP: Chambishi Go Top of FAZ National 1st Division

Chambishi shot to the top of the FAZ National Division 1 table after beating Kashikishi Warriors 1-0 on Friday morning in a round seven match played over two days in Nchelenge District.

Heavy rains on Thursday forced match officials to stop the match in the 55th minute when Chambishi were leading 1-0 at Mwaimwena Stadium.

The last 35 minutes was completed on Friday morning with Chambishi holding on to yesterday’s 1-0 lead to edge the home side.

Chambishi have gone on top with 16 points on better goal difference ahead of City of Lusaka who have settled for second position after Thursday’s 1-0 loss at Gomes in Ndola.

Kafue Celtic are third on the table with 15 points from seven matches played.

Fourth placed Kansanshi Dynamos sits on 13 points after playing seven matches.

More African countries are relying on an Israeli surveillance tool to snoop on private citizens

As African governments crack down on protestors and opposition leaders in countries such as Nigeria and Uganda, it is emerging that state security agencies in seven regional countries are among 25 around the world using an Israeli surveillance platform to snoop on private communications of citizens.

A new report names Nigeria, Kenya, Zimbabwe, Botswana, Equatorial Guinea, Morocco, and Zambia as the African countries that have been employing Circles’ surveillance platforms to exploit flaws in telecoms systems and to access telephone calls, SMS messages and location services.

The report by the University of Toronto’s Citizen Lab titled Running in Circles: Uncovering the Clients of Cyberespionage Firm Circles offers new perspectives detailing how the telecom surveillance company, Circles has deployed its platforms across Africa, helping state security departments to snoop on communications of opposition politicians, journalists, and protestors.

It’s worth noting Circles is said to be affiliated with Tel Aviv-based NSO Group, which became globally known last year for the Pegasus spyware scandal after it was reported to have been used to exploit a vulnerability in the popular WhatsApp app to spy opposition organizers in several countries.

One such example is Botswana, where Citizen Lab has detailed how the Directorate for Intelligence and Security’s domain was used to identify two snooping systems linked to Circles platforms. This was undertaken through cryptographic TLS certificates signed under “CN=sid.org.bw” which is a domain name linked to the country’s state security and defense department. The targets for this surveillance seemed to have been media houses, journalists, and their sources in cases involving corruption by politicians.

The outbreak of EndSARS protests in Nigeria, where young citizens demonstrated peacefully against the heavy-handed and violent nature of the now-disbanded SARS police unit, triggered a deadly state security crackdown on protestors features followed by various attempts by the government to infiltrate and undermine protest organizers. This is not new, Front Line Defenders had already concluded in a 2018 report that that the Nigerian government “has conducted mass surveillance of citizens’ telecommunications.”

But it’s not just the countries facing protests that are resorting to surveillance of private communications of citizens. In Zambia, for example, there is a entire cyber-surveillance unit in the office of the country’s telecommunications regulator. As in Uganda more recently, Zambia and several other African countries have relied on a mix of Chinese-bought facial recognition and digital surveillance tools from companies including Huawei and Cloudwalk.

As internet penetration and smartphone usage increases with young Africans, social media has become more influential for organizing civil society and opposition movements across Africa. This has led to several governments shutting down the internet or blocking social media apps especially around elections and protests. But given the economic cost of shutdowns and widespread criticism, covert surveillance of digital footprints may now be seen as a more effective option.

Hiding behind code names or completely operating behind anonymous domains is an emerging trend for African state departments undertaking covert surveillance of private citizens as there was an unidentified client using Circles’ platform in Zimbabwe, in addition to another client going by the code name “Zagato Zeus”. Another client, Zimbabwe Telcel has also been identified as having relied on Circles’ platform for surveillance of private telecommunications in the southern African country.

Equatorial Guinea, which has previously shut down the internet, also had an anonymous client using surveillance systems while Telco Kali Rainbow was identified as being behind usage of a surveillance system geo-located to Mauritius but traced back to IP addresses in Kenya.

As surveillance of private citizens’ communications increases across Africa, there are fresh worries that telecom companies are not yet adequately geared to deal with this trend.

“Abuse of the global telephone system for tracking and monitoring is believed to be widespread, however it is difficult to investigate,” notes Citizen Lab in its report. “Meanwhile, cellular carriers have many technical difficulties identifying and blocking abuses of their infrastructure.”

Finance Minister moves Motion for a K6.3 billion supplementary budget for the year 2020

Finance Minister Bwalya Ng’andu has today moved a motion in Parliament for the House to consider a supplementary budget for the year 2020 amounting to 6.31 billion kwacha.

Speaking when he presented the motion, Dr. Ng’andu said out of the proposed amount, 4.2 billion kwacha will be dedicated to centralized allocations under the ministry of finance.

He further said of the 4.2 billion kwacha, 3.7 billion is required as supplementary to cater for outstanding payments that were brought forward from last year and the cost of additional recruitment for medical personnel in 2020.

Dr. Ng’andu explained that 5 hundred million kwacha has been set aside to dismantle arrears across various ministries, provinces and spending agencies.

He said other notable allocations include 790.4 million kwacha to cater for arrears on fuel and electricity.

Dr. Ng’andu further said under the Ministry of Health, it is proposed that a supplementary of 547.7 million kwacha be set aside for the procurement of drugs and system strengthening project.
