Nkana ,Forest, Eagles and Napsa Kickoff Continental Race

0

Nkana headline the start of Zambia’s 2020/2021 continental campaigns this weekend when they play Bantu FC away in Lesotho.

CAF Champions League representatives Nkana and Forest Rangers are in action Sunday and Saturday respectively.

Green Eagles and Napsa Stars are representing Zambia in the CAF Confederation Cup.

On Sunday in Maseru, Nkana return to continental action for the first time since reaching the 2018/2019 CAF Confederation Cup quarterfinals for the first time ever.

However, Nkana return a shadow of that that team two seasons ago following a raft of departures that include the Kenya duo of midfielder Duncan Otieno and defender Musa Mohammed.

Midfielder Kelvin Mubanga too has left the defending FAZ Super Division champions to join their predecessors Zesco United.

But strikers Idris Mbombo and Ronald Kampamba will lead the team out in Maseru together with midfielder Misheck Chaila who recently moved to Nkana on a free transfer from Zesco United.

Meanwhile, Forest will be home at Levy Mwanawasa Stadium in Ndola where they will host Bouenguidi Sport of Gabon.

Forest, who are the only Zambian club at home this weekend, will be making their continental debut.

“The team is ready; we do not know much about the team we will be playing from Gabon. Looking at the way we have prepared, we are very focused, we want to finish the business here in Ndola,” Forest coach Tennant Chilumba said.
Meanwhile, in the CAF Confederation Cup, Green Eagles are in Burundi to face Musongati Bujumbura on Saturday.

On Sunday, Napsa Stars will kick off their debut CAF Confederation Cup campaign away in Comoros against Ngazi FC.

This will also be a first continental meeting between Zambia and Comoros clubs.

However, Napsa return with a familiar face in Moroni in the shape of veteran 2012 AFCON winning striker Emmanuel Mayuka.

Mayuka scored the winning goal there in Zambia’s 2-1 away victory over Comoros in September, 2011 during a 2012 AFCON qualifier.

“I have been here before, I came here with the national team nine years ago, so I know this place a little bit more than the guys,” Mayuka said.

“We will take it as it comes really and try our best to win it.”

The first round, last legs games will be played during the weekend of December 4-6.

Winners over both legs will advance to the second round where the first legs are set for December 22-23 and the return legs scheduled for January 5-6.

Registered Voters Hit 2.7 million as ECZ says it has no Intention of Extending the Ongoing Exercise

29

The Electoral Commission of Zambia (ECZ) says it has recorded 1, 598,426 voters in the just ended phase two of the ongoing voter registration exercise bringing the total number of registered voters to 2, 704,426.

ECZ Chief Electoral Officer, Kryticous Nshindano said the increase represents a 44 percent rise due to the measures the electoral body has put in place.

Mr. Nshindano said the Commission expects to see an exponential increase in the number of registered voters that will be captured in the remaining two phases.

He attributed the expected high numbers to the increased staffing levels and registration kits at the various registration centers across the country.

Addressing journalists at a media briefing at ECZ in Lusaka today, Mr. Nshindano cautioned the general public not to pay attention to figures being circulated on social media as they are misleading.

He pointed out that currently, it is not possible to accurately give voter registration figures according to regions because people are registering from anywhere in the country but with their preferred voting localities.

Mr. Nshindano maintained that ECZ is the only recognized authority to give credible statistics and data relating to voter registration and other electoral activities.

He apologized to the general public for the registration kits that had shut down all over the country affecting the ongoing voter registration process as some ECZ registration officers failed to log in.

“Allow me to also apologise for the inconvenience experienced yesterday in selected centers across the country due to the automatic log out feature on the kits. Some of our officers were unable to log into the system hence delaying the commencement time,” explained Mr Nshindano.

He said the registration kits logged out on November 26 as they were preset to do that on that date as the end date of the voter registration before the postponement and could not be overridden until the expiry.

Mr Nshindano stressed that the shutdown of the registration kits is a security measure to stop anyone from manipulating the kits once the registration of voters ends.

He stated that the registration kits will shut down on December 12, 2020 to signal the end of the voter registration exercise and that no one will be able to log in and temper with the kits in as far as trying to register more voters after the stipulated end date of December 12.

Mr Nshindano stated that the electoral body has no plans to extend the ongoing voter registration exercise and remained hopeful that the projected voters will be captured.

“We have no intentions on our part as the Commission to extend the period for registration of voters. That decision will be reviewed when the voter registration is done,” said Mr Nshindano.

He said extending the registration period may affect other electoral processes such as publication, verification, certification of the voters register which needs to be used during the nominations for the various elective positions set for the 2021 general elections.

Mr Nshindano admitted that the turnout for voter registration has been overwhelming and commended the general public for their patience and cooperation.

He urged people to continue going to various voter registration centers across the country and get registered in order to participate in the 2021 general elections.

Mr Nshindano cautioned the general public against double registration stating that the electoral body has put in place mechanisms that detect multiple registration.

He disclosed that all civic centers across the country have been designated as 24 hour voter registration centers, with Lusaka having nine of such centers.

Mr Nshindano assured the general public of adequate security at voter registration centers and that the police were on standby to quell any violent occurrences.

Mr Nshindano said ECZ is aware of various political parties especially the ruling PF and opposition UPND ferrying cadres and people to register as voters.

He said the electoral body has engaged both parties to ensure that the transporting cadres and other people to register does not affect people who are already queued up at the various registration centers.

Mr Nshindano disclosed that government has to date released about K470 million towards the Commission’s budget of K672 million for the ongoing voter registration exercise.

He assured the general public and stakeholders that the voter registration card being issued has higher security features compared to the 2016 voter’s card.

Mr Nshindano announced that voter registration for inmates across the country will be conducted in the fourth phase during the week ending December 12, 2020.

He urged the general public to ensure that they observe Ministry of Health guidelines on the COVID-19 pandemic so as not to spread the pandemic.

Sate-Sate: Nkana Seek Positive Result in Lesotho

1

Nkana striker Ronald Kampamba is upbeat ahead of Sunday’s CAF Champions League preliminary match against Lesotho’s Bantu FC to be played in Maseru.

Kalampa are already in Maseru settling down after arriving there on Thursday evening.

In a phone interview from Lesotho on Friday, “Sate Sate” said Nkana are seeking a positive result against Bantu in the first leg encounter.

Kampamba emphasised that Nkana’s unconvincing form in the domestic league will not have any bearing on the Champions League match.

“We moved well by God’s grace. Coming to the game, we are just looking at getting a positive result,” said Kampamba.

“They don’t know us and we don’t know them. Each game is different from the other. So league and CAF games are totally different. Every player in Africa including myself looks forward to playing CAF games,” he said.

The overall winner between Nkana and Bantu FC, who were placed among the least ranked teams, will face either Akonangui of Equatorial Guinea or Angola’s Athletico Petroleos in the next round.

Kampamba added:” To the supporters, be positive and pray for us and everyone playing CAF games like Green Eagles, Forest Rangers and Napsa Stars. This is not only about Nkana but the entire nation.”

Government is committed to reducing poverty among citizens-Kampamba Mulenga

16

Government has pledged to continue making commitments to reducing poverty and vulnerabilities among its citizens.

Minister of Community Development and Social Services, Kampamba Mulenga outlined some of the commitments as ensuring equal rights to economic resources, access to basic social services, ownership and control of land as enshrined in the Seventh National Development Plan.

Ms Mulenga said this today at a media engagement workshop held at Mulungushi International Conference Centre organized by her ministry with support from cooperating partners.

She noted that her ministry has put in place mechanisms that enhance coordination in the provision of social protection programmes such as the single window system of the service delivery where beneficiaries are able to access services without having to go through difficulties.

The Minister added that in an effort to accelerate the impact of social protection programmes on beneficiaries, the ministry, working with other line ministries and partners is pioneering the cash plus concept which is a method of giving additional support to beneficiaries spelt out in the integrated framework of basic social protection programmes.

Speaking Earlier, United Nations (UN) Resident Coordinator, Coumba Gadio who was represented by World Food Programme (WFP) Country Director, Jennifer Bitonde said the COVID -19 Emergency Cash Transfer sets out to ensure that the poor and vulnerable are not left behind as UN combat the pandemic.

Dr. Gadio made projections that COVID -19 pandemic is estimated to push an additional 88 million to 115 million people into extreme poverty this year, with the total rising to as 150 million by 2021.

He implored the media to ensure that the public are provided with accurate information and educate people the best practices of how to prevent the pandemic.

And UK-AID Donor Representative for Social Development Advisor, Leah Gaffney noted that the donor community believes strongly, and wants to see well-managed, transparent, and well-targeted, social protection mechanisms.

Ms. Gaffney indicated that social cash transfer funds have impacted positively on the lives of recipients citing beneficiaries who bought goats and seeds to send their children to school, finding access to healthcare, and helped them to build resilience to shocks.

She pledged that that the UK, and other donors, remain committed to supporting the Government to strengthen the overall, social cash transfer system and ensures that it delivers effectively and consistently for the very poorest in Zambia

Patrick Phiri Staying Calm After Lumwana Suspend Him

1

Veteran coach Patrick Phiri has remained calm despite being suspended by FAZ Super Division side Lumwana Radiants.

Lumwana announced in a statement on Friday that it had suspended Phiri together with his entire coaching bench over poor results.

Lumwana have recorded four draws and one loss in the first five matches of the 2020/21 campaign.

The club has since appointed captain Christopher Munthali as interim coach ahead of Sunday’s match against Buildcon in Ndola.

“The decision has been necessitated by poor performance of the club since the opening of the season against the set target,” read part of the media statement.

Phiri joined Lumwana in October 2019.

Meanwhile, Phiri has revealed that Lumwana will review his suspension after 30 days and decide the way forward.

“I just want to thank Lumwana for giving me a chance to work with them from last year. We worked well with Lumwana,” said the former Chipolopolo coach.

“I have been given 30 days. After 30 days we will sit down and discuss.”

“We have just played five games and 29 games are remaining. The boys played well despite failing to score the needed goals. We allowed two goals and scored two goals. This is the early stage of the season so we had hope of winning the coming games,” said Phiri in a phone interview

Jean Kapata launches Campaign to curb deforestation

13

Government has partnered with Worldwide Fund for Nature Zambia (WWF) to halt the extinction of plant and animal species in the country.

Minister of Lands and Natural Resources, Jean Kapata says her ministry will incorporate the campaign with existing policies to enhance protection of natural resources.

Ms Kapata was speaking during the launch of the New Deal for Nature and People campaign in Lusaka today.

Ms Kapata explains that she will soon seek cabinet approval of about 2.5 to three million hectares of land in the country to be put under restoration.

“It is sad that we are losing vital plants and animals. For example the country has 20,000 Kafue black Lechwe compared to 250,000 Lechwe the country had in the 1930s and we need to protect our nature together for posterity to benefit,” she stressed.

She stated that the country has lost plant and animal species that are key to the country’s social and economic growth.

Ms Kapata disclosed that her ministry will soon develop a policy that will swiftly bring the forest restoration activities to fruition.

And WWF Zambia Country Director, Nachilala Nkombo expressed satisfaction that the campaign will help address the rising levels of deforestation and land degradation in the country.

“We should all draw lessons from the drought that hit Southern Province the other year by stopping tree cutting and seriously embark on restoration activities countrywide that was real signal to climate change,” she stressed.

She reaffirmed her organization’s commitment to working with government in the preservation of plant and animal species.

Meanwhile, Chief Musungwa of Itezhi Tezhi district and Chieftainess Muwezwa of Namwala district pledged their commitment to the protection of nature in their respective chiefdoms.

The duo said they have initiated deliberate programmes to sensitize subjects about animal and plant preservation.

The New Deal for Nature and People campaign that is part of the global efforts to curtail deforestation and land degradation, will be rolled out countrywide to enhance protection of nature.

President Lungu orders Zambia Police to Arrest PF cadres who attacked Bahati MP

60

President Edgar Lungu has directed the police command in Luapula Province to arrest cadres who attacked Bahati Member of Parliament Charles Chalwe.

Speaking this morning when he arrived at Mansa airport, President Lungu said violence has no place in the Patriotic Front. He has condemned the behaviour of the PF cadres who attacked the Bahati Member of Parliament and called for the immediate arrest of the culprits.

The Head of State added that all those who were involved should face the law, adding that people should learn to settle differences through dialogue and not violence.

The President further instructed the PF leadership in Luapula Province take disciplinary action on all those promoting violence in the party.

Bahati Member of Parliament Charles Chalwe was on Sunday night attacked at a Lodge in Mansa by cadres who accused him of being stingy.

President Lungu is in Luapula Province for a three-day working visit and the plane carrying the Head of State touched down at Mansa airport at 10:00 hours, where he was received by Luapula Province Minister, Nickson Chilangwa, Minister of Tourism and Arts, Ronald Chitotela, Minister of Health Chitalu Chilufya, Senior government and party officials.

According to programme availed by Luapula Province Minister to ZANIS, President Lungu is expected to launch the groundbreaking of the construction of Samfya International Convention Centre today, Friday, November 27, 2020.

Mr Chilangwa revealed to the media in an interview that President Lungu will proceed to Samfya for the groundbreaking ceremony upon his arrival in Mansa the provincial capital of Luapula.

The International Convention Centre will house among other things a shopping mall and three-star hotel at Samfya beach frontage.

The project is being undertaken by Workers Compensation Fund Control Board.

The President will on Saturday, grace the second Bangweulu Summerfest in Samfya before visiting the Liens farm to commission the Green 2000, project by Israelis in Pambashe’s Chibote area.

Mr Chilangwa said the President will attend a Church service in Pambashe before heading back to Lusaka on Sunday, November 29, 2020.

UPND media team says HH did not insult in Pemba

56

United Party for National Development (UPND) Media Director, Ms Ruth Dante says it is shameful that Minister of Information and Broadcasting Services Minister, Dora Siliya has directed her energies at attacking UPND leader, Hakainde Hichilema on ‘Pamunyoko’ which is not an insult just like ‘Kunyenga alimi’ is not.

According to a statement by the UPN Media team, Ms Siliya went full throttle on ZNBC, desperaging UPND President Hakainde Hichilema for what she termed as “insult” following the remarks he used which included the word ‘Pamunyoko’ which clears refers to sister or brother.

“This time PF will not divert our attention from real issues, such as defaulting of loans, renewed long hours of loadshedding, water shortages, hunger, corruption, high levels of poverty and stealing of COVID funds in the Ministry of Health, these are issues Madam Siliya and PF should be addressing because they affect people’s lives not Pamunyoko.” said Ms Dante.

She argued that as a Chief Government Spokesperson, Ms Siliya was expected to be well-versed in the dynamics of language, terms and dialects used in different parts of the country.

Ms Dante insisted that though the PF hierarchy had styled themselves as champions of linguistics following the “Pa Munyoko” terminology by President Hichilema in Pemba recently, she found it laughable that Ms Siliya could fail to understand the dynamics of variety in expressions used by different tribal groupings in the country.

“I believe Dora Siliya is familiar with terms such as ‘anyoko’, or the famous term by Rupiah Banda: ‘ikamunyokola njala aweleko’! RB was referring to his son Andrew Banda who had just rejoined UPND,but because the word was used by an easterner where Dora Siliya comes from, it is not taken to be an insult. If I tell Ms Siliya that ‘mwa anyenga alimi (you’ve cheated farmers)’ am I insulting? But because “pa munyoko” came from Mr Hichilema, it is taken to be a very big insult,” lamented Ms Dante.

She has since called on Ms Siliya to deal with issues affecting media houses and safety of journalists unlike wasting time discussing ‘pamunyoko’ which deep down she knows is not an insult

As a government spokesperson she should inform Zambians on the way forward on issues affecting the country as they have few months remaining before change of government.
She stated that instead of concentrating on sorting the mess of the huge debt mountain and the failure to convince the IMF give the country the much-needed US$1.3 billion bailout package, the PF has taken to propaganga and lies.

Ms Dante urged Zambians to register and vote in order to bring in a government that will look at issues affecting them and not discussing words.

Government happy with Kalumbila Mines support to community

3

Government is happy with the collaboration between Kalumbila Town Council and Kalumbila Minerals Limited’s Trident Foundation (TFL) to rehabilitate broken and damaged metal frame desks in 27 schools in the district.

North Western Province Minister, Nathaniel Mubukwanu said the collaborative effort between the local authority and the mining firm has brought people together to share in the same aspirations and vision that will ultimately improve the welfare of the people.

Mr Mubukwanu was speaking during the handover of desks at Nkulumazhiba School in Kalumbila district, recently.

“One of the biggest challenges that we have faced over the years has been these arrears of not meeting the required desks for our children to use in our respective schools, the more reason we are very happy and delighted…and the different players coming together, in this case, the local authority which is Kalumbila council, the Trident foundation as well as the district education board secretaries office,” he said.

Mr Mubukwanu stated that the collaborative effort between the local authority and the mining firm has brought people together to share in the same aspirations and vision that will ultimately improve the welfare of the people.

“On behalf of government, I would like to commend the local leadership in Kalumbila for rising to the occasion and delivering this initiative to our people,” Mr Mubukwanu said.

He urged the community to look after the desks and not allow them to be borrow and used during community meetings.

And TFL Manager, Joseph Ngwira said his firm believes in working together as it is a sure way of achieving greater things.

Mr Ngwira said this in a speech read on his behalf by his representative Brian Sweta.

He said the co-funding of the rehabilitation of 1,320 desks by Kalumbila Town Council and TFL is an initiative that will add value to the education system in the district and the country at large.

Mr Ngwira thanked government for supporting the initiative that was started in the year 2014 by the foundation.

“We thank government for reaching out now by contributing to education support initiative that we started in 2014…To date we have contributed 4,784 desks to over 27 schools in and outside our catchment areas,” he said.

Meanwhile, Nkulumazhiba school representative, Stephen Chimwang’a appreciated the effort from both government and TFL.

Mr Chimwang’a however, seized the opportunity to make some appeals.

“We are facing a number of challenges here, we do not have enough teachers at the school, we lack accommodation for staff at the school, no access to electricity and the school has no toilets. We are kindly requesting to your offices to look into these issues,” he said.

Heavy Rains Continue destroying Property

18

Strong winds and heavy rains have blown off roofs at Jongola and Munyumbwe community primary schools in Gwembe district. Gwembe District Education Board Secretary Benson Zemba has confirmed the development to ZANIS. Mr. Zemba, who yesterday visited the school the roofs of the two schools have been damaged by the heavy rains.

“It’s a sad development and we will urgently need assistance,” Mr. Zemba said.

Mr. Zemba said that District Disaster Management Committee is yet to make an assessment to ascertain the extent of damage caused by the torrential rains.

Extremely strong winds crashed through Gwembe during early hours of yesterday, blowing off roofs at Jongola and Munyumbwe community schools disturbing normal learning of the pupils at the institutions.

The rains have also uprooted a substantial number of trees in the district and left gullies on Boma-Munyumbwe road.

Meanwhile, Gwembe district has received relief food from Government through the Disaster Management and Mitigation Unit (DMMU).

The food includes 1,000 x 10 kilogram bags of mealie-meal, 15 x 100kgs bags of beans as well as cooking oil.

This came to light in Gwembe yesterday during a District Disaster Management Committee meeting chaired by area District Commissioner, Timothy Siakaziba.

Mr. Siakaziba said the relief food would evenly be distributed to the 16 wards in the district.

The DC commended the Office of the Vice President for the food relief and appealed for more owing to the onset of the rains, the district is experiencing.

And Kapiri Mposhi, heavy rains have blown off a roof at Twanfwane Community School in Kapiri Mposhi district forcing over 450 learners out of classrooms, while 16 families have been left in the cold in Riverside compound .

Kapiri Mposhi District Commissioner, Smart Mwila who has visited the two areas to assess the extent of damage has confirmed both incidents to ZANIS.

Mr Mwila said learning materials and teaching aids worth thousands of Kwacha have been soaked at Twanfwane School in the process.

“Learning materials have been damaged, the incident happened on Sunday around 19:00 hours such that the community failed to respond quickly to salvage the materials so it’s quite a crisis,” Mr Mwila said.

And school Parents Teachers Association (PTA) Chairperson Highson Han’gandu disclosed that the school management was currently conducting lessons in open spaces which has proved difficulty due to persistent rains being experienced in the area.

Mr Han’gandu said over 450 pupils have been affected at the learning institution that runs from grade one to seven.

“It’s just impossible to have lessons because it has continued to rain so most of the pupils have just opted to stay home,” Mr Han’gandu said.

And about 16 families have been left in the cold after heavy rain blew off roofs from their houses in Riverside compound in Kapiri mposhi district.

Meanwhile, Mr Mwila has assured the affected school and households of government’s support.

“Government sympathizes with the community because the situation will result in learners abandoning schools the situation which will in turn lead to early marriages and pregnancies,” Mr Mwila said.

He has since engaged the Disaster Management and Mitigation Unit (DMMU) and other stakeholders for assistance in the two incidents.

ZCCM-IH to appeal court ruling backing Vedanta in KCM mine dispute

16

Zambia’s state mining arm ZCCM-IH plans to appeal a court ruling in favour of Vedanta, which has sought arbitration in a dispute over its jointly owned copper mine that is facing liquidation, the mining minister said.

India-based Vedanta has been locked in a protracted dispute with the Zambian government since May 2019, when Lusaka appointed a liquidator for the mine.

“ZCCM-IH has already indicated that they are appealing because they are not happy with the court judgment,” Mining Minister Richard Musukwa told parliament on Thursday.
Last week, a Zambian court ordered a halt to liquidation proceedings for Konkola Copper Mines (KCM) to allow Vedanta and ZCCM-IH, which owns 20% of the operation, to proceed to arbitration.

Potential buyers of KCM were awaiting a resolution to the dispute, Musukwa said, adding that steps taken by the government should not be “considered as nationalism”.

“It is still the government’s wish to find a new equity investor with technical and financial capacity to recapitalise the mine and operate it effectively,” he said.

Vedanta was not immediately available for comment.

PF and its Government are engaging in a grand scheme of theft of public funds and money laundering

27

By Sean Tembo

1. As Patriots for Economic Progress (PeP) we are concerned with the high levels of conspicuous consumption among PF cabinet ministers which does not seem to match their incomes. Almost on a weekly basis, we see a cabinet minister purchasing a brand new bus costing not less than K4 million for their constituency.

2. As Patriots for Economic Progress, we know these ministers as they live among us. We know that their businesses are struggling because they are often in the media having been sued by lending institutions such as DBZ or CEEC for failing to repay loans. Some of them have recently been in the media having been sued by their landlords for failing to pay rent for their businesses. And yet, the following day we see them donating a K4 million bus to their constituencies.

3. It is on the basis of the above that we do not agree with the statement that was recently issued by the Vice President Inonge Wina that Ministers who donate huge amounts to their constituencies have businesses. Clearly, you cannot on one hand be struggling to pay rent for your business to the extent of being sued by your landlord and yet on the other hand you are making so much profit that you even have a spare K4 million to donate to your constituency.

4. As Patriots for Economic Progress, it is our considered view that the PF and its Government are engaging in a grand scheme of theft of public funds and money laundering. This is the only explanation as to why, despite running ailing businesses, their ministers are able to donate huge amounts of unexplained cash to their respective constituencies.

5. As Patriots for Economic Progress, we call upon the Republican President, Mr Edgar Chagwa Lungu to stop running his Government like a mafia organisation. Public funds collectively belong to the people of Zambia and not to a few select PF ministers. For those PF ministers who have become overnight millionaires as a result of theft of public funds, they can be rest assured that their day of reckoning is near. They shall surely be held to account for their pilferage of public funds.
Thank you and May God Bless the Good Citizens of the Republic of Zambia and Our Ailing Nation.

Garry Nkombo urges Speaker to stop procrastinating and immediately table the Impeachment Motion against President Lungu

43

United Party for National Development (UPND) Mazabuka Central MP, Garry Nkombo has challenged Speaker of the National Assembly, Dr Patrick Matibini to stop procrastinating and immediately table the Impeachment Motion against President Edgar Lungu before Parliament or dismiss it with an explanation to the House.

In 2018, Hon. Nkombo moved a motion in Parliament to impeach President Lungu for breaching the Zambian Constitution when he failed to handover the instruments of power to the speaker of National Assembly following a Presidential Petition by UPND leader, Hakainde Hichilema after the disputed 2016 general elections.

Addressing the press at the UPND secretariat in Lusaka this morning, Hon Nkombo wondered why it had taken Dr Matibini more than two years to study the motion despite confirming that it was properly tabled in 2018.

“So, am challenging him to table the motion immediately or dismiss it because there is nothing to study in the two-page document. My message to Dr Matibini is for him to dismiss the motion and give me an explanation or immediately table it before the house. This is because the Speaker confirmed that my motion was properly tabled without any problems,” he said.

In admitting receipt of a letter by Hon Nkombo challenging the Speaker’s failure to table the Motion before the house, the Clerk of National Assembly, Ms Cecilia Mbewe stated that the Speaker was still studying the matter.

He stated that he was however not surprised with the Speaker’s procrastination in tabling the motion as he is also in breach of the Constitution for his failure to receive the instruments of power from Mr Lungu.

Hon Nkombo also wondered why it had taken Dr Matibini two years to study the motion when First Speaker of National Assembly, Catherine Namugala had ruled that the Motion was properly before the House in 2018.

“By law, the supreme law of the land, which is the Constitution, both Mr Lungu and Dr Matibini are in breach of the same Constitution as one was supposed to hand over power while the other was supposed to receive the power, ” Hon Nkombo said.
