President Lungu said that President Museveni’s victory shows the confidence and trust that the Ugandan people have in him.

“President Yoweri Kaguta Museveni’s victory has once again shown the hope, confidence, and trust that the people of Uganda have in him to continue steering the country to prosperity.”

President Lungu said that he shared President Museveni’s belief that poverty can only be wiped out of Africa if the grassroots are empowered to produce food for home consumption and the surplus for sale so that they earn capital.

President Lungu added that it is agriculture that shall end hunger in Africa as President Museveni always says.

“I am confident that Zambia and Uganda shall continue enjoying cordial relations under Mr Museveni’s leadership,” President Lungu says.

Bus operators not considering a reduction on the number of passengers on public vehicles

11

The Bus and Taxi Owners Association of Zambia has revealed that they are not considering a reduction on the number of passengers on public vehicles.

Bus and Taxi Owners Association of Zambia Spokesperson Ammiss Daudi says reducing the number of people will require an increase in bus fares and this may not be attained as the running cost may not be met.

Mr Daudi explains that the association has also engaged the government in a number of discussions and a conclusion has been met.

“The association will ensure that they heighten COVID-19 measures among members, in line with ensuring that everyone adheres to the guidelines given by the Ministry of Health,” he said.

Mr Daudi has disclosed that the challenge the sector is facing is that most passengers, including some drivers and conductors have relaxed and refuse to adhere to the laid down COVID-19 health guidelines.

Meanwhile the Bus and Taxi Drivers Association of Zambia Chief Executive Officer Sydney Mbewe says the non-contact sitting of passengers on public vehicles is an option that has been considered but it has been difficult to implement.

Mr Mbewe explained that this would have been implemented by now but it meant that this will affect bus drivers, who will not be able to meet their daily targets.

“Bus owners have refused to reduce the cashing levels and have maintained that drivers should hand the same amount as it was before the pandemic and this puts the drivers under pressure,” he stated.

Mr Mbewe says the association’s aim is to ensure that the health of the passengers is safeguarded.

Zulu beat keeper Ian Ottieno from the spot in the 57th minute after referee Michael Lyalabi awarded Nkwazi a penalty when Simon Silwimba hackled Kenneth Kasanga in the box.

Nkwazi missed a chance to double the lead two minutes later when Kenneth Kasanga sent his shoot just over after beating advancing Ottieno.

Zesco had missed several chances prior to conceding.

The first clear chance fell on Thabani Kamusoko whose shot was stopped on the line by Nkwazi keeper Davy Kaumbwa after 12 minutes.

It was a well deserved victory for the Police side that moves from 15th to 8th place with 16 points from 12 matches played.

Meanwhile, Zesco who have missed a chance to reclaim to spot remain second on 22 points after playing 13 matches.[pullquote]

Bauleni mini hospital set as COVID-19 isolation centre

6

The Lusaka District Health Office has reactivated Bauleni Mini Hospital as a COVID-19 centre for patients with mild symptoms who cannot self-isolate.

Speaking during the COVID-19 Multi-Sectoral Response virtual meeting, Lusaka District Health Officer Rhoda Mkandawire said that Bauleni Mini Hospital has been set up to isolate patients with mild symptoms who are not able to quarantine themselves.

Dr. Mkandawire said a community model has been set up where majority of the positive patients are being handled from home with frequent follow ups on how patients are managing to be in self-isolation.

She said that the district health office is working in collaboration with the Lusaka City Council (LCC) in community testing which is being conducted in various government departments, private facilities and inspection of shopping malls to monitor compliance and adherence to the COVID-19 health guidelines.

“Sensitisation programs have been conducted at town centre market and am glad to mention that the compliance by both traders and customers is very good, and there’s also good compliance at Lusaka’s Central Police where we used to see a lot of people unmasked,” she said.

Dr Mkandawire explained that there is an ongoing sampling of travelers coming into the country through the international airport and referral services to Levy Mwanawasa Hospital and Maina Soko is being done through an ambulance.

Dr Mkandawire noted with concern at the various difficulties such as lack of transport, fuel and talk time that health workers have continued to face to effectively manage the COVID-19 situation in the district.

Energy Minister Matthew Nkhuwa announces the removal of excise duty on diesel

22

Energy minister Matthew Nkhuwa has announced the removal of excise duty on diesel while excise duty on petrol has been reduced to K0, 64 per liter from K2.07 to maintain the fuel pump prices.

Mr. Nkhuwa has disclosed that some oil marketing companies had threatened to increase fuel pump prices following the continued depreciation of the Kwacha which resulted in expensive fuel importation.

He says some oil marketing companies had also resorted to hoarding fuel thereby creating artificial shortages on the market.

Mr. Nkhuwa has assured the nation that the removal exercise duty and the zero-rating of VAT will cushion the shortage of fuel within a week.

The US has shown us that people who abuse Social Media can be stopped-President Lungu

54

President Edgar Lungu has said that there is a need to deal with people who abuse social media to insult and abuse others.

President Lungu said that the United States of America has shown that those who abuse social media can be stopped from accessing it. The Head of state was responding to the clergy in Mafinga District who requested the government to regulate the usage of social media.

And speaking on behalf of the Clergy Reverend LEONARD KALUBA called on government to regulate social media as it is affecting people’s morals in the district.

Reverend KALUBA said social media is eroding morals of young people.

He also called on government to quickly enhance the security in the area as alleged ritual killings cases by a group calling itself JAMBAZI have increased.

Acquisition of the 100 % stake in Mopani Copper Mine by Government wins praise

25

The Economic Association of Zambia (EAZ) has commended government for acquiring a 100-percent stake in Mopani Copper Mine.

Yesterday Government through ZCCM-IH acquired 90-percent shareholding in Mopani in addition to its 10-percent stake in a 1.5-billion-dollar deal.

EAZ President Lubinda Habaazoka said that the association is ready to work with the government to ensure that the mine is a success and urged those in charge of running the mine to be patriotic and ensure that set objectives are met.

Dr. Habaazoka was speaking to ZNBC News in Lusaka today.

Meanwhile, opposition Patriots for Economic Progress (PEP) President Sean Tembo has supported the government’s decision saying the move is progressive. Mr. Tembo has told ZNBC News that government’s participation in mining is critical as it helps mitigate challenges experienced in the mining sector.

Mr Tembo said this move will also help secure jobs and ensure tax compliance.

And The Industrial Development Corporation (IDC) has welcomed ZCCM -HI’s acquisition of Mopani Copper Mine saying the move will benefit Zambians. IDC Chief Executive Officer Mateyo Kaluba said that ZCCM-HI has the capacity to run the mines because of having experts in the industry.

Mr. Kaluba has urged Zambians to embrace the move and to have full confidence in ZCCM-HI. Mr. Kaluba said that it is high time that Zambians have a stake in the running of key mines in the country, adding that the IDC Group’s mandate is to see to it that companies under it continue to make profits for the benefits of all Zambians.

Mr. Kaluba was speaking in an interview with ZNBC News in Lusaka.

Fred M’membe has lost a defamation suit against Rainbow Party President Wynter Kabimba

22

Socialist Party Leader Fred M’membe has lost a defamation suit against Rainbow Party President Wynter Kabimba in the Lusaka High Court. Lausaka High Court Judge Sharon Newa has ruled that the alleged defamatory words that Mr. M’membe complained about have been interpreted by the court as fair comment.

Judge Newa has also quashed the claim for damage of defamation of character by Mr. M’membe against Mr. Kabimba.

Socialist Party General Secretary Cosmas Musumali was the second plaintiff in the matter while Millennium Radio Station Manager Patricia Chibiliti was the second defendant.

Both Fred M’membe and Cosmas Musumali had sued Wynter Kabimba in the Lusaka High Court for defamation of character and were seeking an injunction to restrain him from issuing homosexual remarks against them.

Dr M’membe, the Socialist Party’s 2021 presidential candidate and Dr Musumali also cited Daily Nation Newspaper Limited and Millennium Radio station manager Patricia Chibiliti.

According to a statement of claim filed in court, Dr M’membe and Dr Musumali were seeking damages for defamation of character following homosexual remarks the defendants issued and published against them.

The plaintiffs stated that on or about April 3, 2018, the defendants jointly and severally published or caused to be published during a radio interview and live Facebook false and malicious words concerning the plaintiffs.

It was stated that Kabimba while laughing and giggling the false and malicious words of or concerning the plaintiffs, before the volume was cut off of the live feed stated that; “You want me to be a homosexual in order to run a political party? With so many women in Lusaka, Why?”

Kabimba had also alleged that the financiers of the Socialist Party had objectionable sexual orientation.

The defendants jointly and severally published an article headlined, “Kabimba Spills Beans”, where he said the Socialist Party leaders broke away from Rainbow Party because they disagreed with their views on sexual orientation and radical approach against prayers.

It is alleged that Kabimba repeated the defamatory contents with intent to damage the reputation of the plaintiffs as persons aspiring to form government in Zambia.

Dr M’membe and Dr Musumali said the words complained of in their natural and ordinary meaning meant and were understood to mean that the plaintiffs were dishonest and lacked integrity thus not fit to hold public office as leaders of a political party.

The plaintiffs further stated that the accusations also meant that the Socialist Party was founded on immoral principles and values and that they got funding from immoral people and thus did not meet the ethical and integrity standards of a political party.

Dr M’membe and Dr Musumali contended that on April 4, 2018 the defendants and each of them refused to correct, retract and or tender an apology notwithstanding the written demand to do so and also did not bother to verify the truth of the wild and false statements before publishing them.

“The first defendant published the words complained of with intent to damage the reputation of the defendants as persons aspiring to form government in Zambia,” the plaintiffs stated.

They added that unless restrained by the court, the defendants and each of them would continue to publish or cause to be published the said or similar words defamatory to the plaintiffs.

The plaintiffs were therefore, claiming damages for defamation, exemplary damages and an injunction to restrain the defendants, their agents or servants from further publication of any defamatory articles about the plaintiffs.

Zambia beat Tanzania 2-0 in the other Group D match played earlier on Tuesday

Guinea and Zambia are joint top of the group on three points apiece although the West Africans have a superior goal difference.

Tanzania and Namibia have zero points after losing their respective opening matches.

Zambia will face Guinea in their next group match on Saturday while Tanzania plays Namibia on the same day.

Micho Calm After Chipolopolo Victory

5

Coach Milutin ‘Micho’ Sredojevic has chosen to remain calm despite engineering Chipolopolo’s 2-0 win over Tanzania in the opening Group D match of the Cameroon 2021 CHAN in Limbe on Tuesday.

Zambia and Guinea are joint top of Group D with three points each following their respective wins on Tuesday.

In a post-match media briefing, Micho said Zambia must improve as the CHAN progresses.

“No team wins the trophy after just winning the first game in the tournament,” said Micho.

“Winning the opening match is a good step, but we are still far from playing our best,” said the Serb.

Chipolopolo is now preparing to clash against Guinea on January 23 before facing Namibia on 27 January.

Tanzania coach Etienne Ndairagije said he regretted the loss to Zambia.

“The game was basically a 50/50 and our opponents Zambia managed to capitalize and take their chances,” said Ndairagije.

Mopani deal in simple terms

22

Glencore has agreed to sell 90% of its shareholding in Mopani Copper Mines to the Government of Zambia(ZCCM-IH). At the completion of the transaction Mopani will be wholly owned(100%) by ZCCM-IH.

Terms of the Transaction:
ZCCM-IH will pay of US$1 for the assets and liabilities. The liabilities include the debt of US$1.5bn Mopani owes Glencore group. This will be a transaction debt on completion.
Glenmore will retain the off take rights of Mopani Copper production until the debt is fully settled.

The debt will be paid as follows;

  1. Interest of transaction debt will be capitalized for the first 3 months (simply meaning it will report to the balance sheet and not the income and expenditure statement) and thereafter paid quarterly at LIBOR+3%
  2. Principal outstanding payment(dual mechanism):
    (i) 3% of gross revenue of Mopani(2021-23) and 10-17.5% of gross revenue thereafter and (ii) 33.3% of EBITDA minus (tax +changes in working capital+royalty payments+interest+payment in first mechanism).

Is it a good deal?

The sponsor and shareholders on Glencore’s side love it, and they did not waste time to confirm it in writing. Glencore has a net debt of about US$15bn and if this deal goes through they would have managed to slice off their net debt by 10% by a stroke of a pen. This is killing two birds with one stone, getting rid of underperforming assets and improving the credit score in the process.

What exactly is GRZ buying in Mopani?

  1. Measured Mineral Resources at 207Mt @ 2.08%Cu and 0.08%Co(4.3MtCu and 165ktCo). NPV of US$1.9bn at metal production rate of 100kt over LOM of 43yrs at copper price of US$6800/t, discount rate of 5% and unit cost of US$3400.
  2. Proved Ore Reserves at 110Mt @ 1.98%Cu(2.2MtCu). NPV of US$2.6bn at metal production rate of 100kt over LOM of 22yrs at copper price of US$6800/t, discount rate of 5% and unit cost of US$3400. Take away the debt the NPV goes down to only US$1.1bn

Current Performance of Mopani

Mopani has produced 153.2kt of copper from its own sources in the last 45 months, that is an average of 3400tpm of copper. At the price of US$6800/t that is a revenue of only US$278m per year.

To be able to pay off the debt Mopani needs to go back to the production performance levels of 2011 when it produced 101.4kt of Cu and 0.6t of Cobalt and pray hard that the prices of these two commodities go up and match those prevailing at the time.

In 2011 Mopani grossed US$893.6m from copper and US$21.2m from Cobalt, making total revenue of US$914.8m(yes almost a billion dollars!!). The average copper price in that year was unprecedentedly high at US$8813/t and Cobalt at US$35242/t, almost everyone made money in that year.

Was it a fools paradise at Mopani? Are good times on the horizon?

Yes, good times are back but not as good as 2011, with Covid-19 you just don’t know.

I am not a fan of the government, any government, especially our GRZ running any business, especially serious businesses like mining where reputation with suppliers, financial institutions, and customers is a treasured commodity. I have every confidence in the technocrats at Mopani to pull it off, that is getting Mopani to above 9ktpm but the problem is, will they get the financial and governance support they need?

In the current state in which Mopani is right now, Glencore has scored, it is very good on their side because they know very well how much money is needed to get Mopani to a 100ktCu per year operation, its not a small change.

The government will need to spend serious money on development which might need some shafts and turn the measured mineral resources into proved reserves and increase the Mopani NPV to US$3bn.

26

Mine Workers Union of Zambia and the National Union of Mines and Allied Workers have Welcome Government’s 100% acquisition of Mopani Mine.

Mine Workers Union of Zambia president Joseph Chewe said the acquisition of 100 percent shares in Mopani by ZCCM – IH comes as a relief to the mineworkers. And National Union of Mines and Allied Workers President James Chansa said the mineworkers will support the candidature of President Lungu as he has listened to their plea.

Yesterday Glencore Plc has agreed to sell its stake in Mopani Copper Mines Plc to the Zambian government for $1.5 billion, but will get just $1 upfront. UPND Parliamentary whip and Liuwa Member of Parliament Situmbeko Musokotwane
UPND Liuwa Member of Parliament Situmbeko Musokotwane

However, United Party for National Development (UPND) Mp and Former Finance Minister Situmbeko Musokotwane has told the UK’s Financial Times that the terms of the Mopani takeover meant that “history is repeating itself” with a mine nationalisation that was a bad deal for Zambians.

Dr Musokotwane said that Mopani would be devoting a share of revenue to pay off the Glencore debt.

“Whether Mopani makes profit or not, the first call on revenue is to pay Glencore. It is therefore easy to see that there will be times when core business activities in the mines will not be funded so that Glencore gets paid.”

Funeral gatherings pose challenge in combating Covid-19

13

Overcrowding at funerals has continued to pose a challenge to efforts aimed at containing the spread of Covid-19 in Chipangali district.

And members of the District Epidemic Preparedness Committee have expressed concern with the practice that has continued despite the rising numbers of Covid-19 positive cases in the country.

Reformed Church in Zambia (RCZ) Reverend, Joseph Soko noted that the church was finding it difficult to tell people not to attend funerals in large numbers because of the tradition which was attached to those rites in the area.

Rev. Soko said there was so much tradition attached to funerals especially in rural areas, making it difficult to encourage people to gather in smaller numbers in order to protect themselves from contracting coronavirus.

Rev. Soko was speaking during the Covid-19 weekly update meeting held at Kasenga primary school in Chipangali district yesterday.

He observed that people did not even follow health guidelines of masking up, frequent washing of hands and observing social distancing.

“I wonder what can be done for one to lessen that. People have attached a lot of tradition to funerals and when you advise, you are told that you cannot prevent them from mourning their loved ones,” Rev Soko said.

And chairperson of the committee Peter Msimuko said according to health guidelines, only 50 people are supposed to attend a funeral but at village setup that is not being followed.

Mr. Msimuko, who is also Chipangali District Commissioner, has meanwhile appealed to churches to reduce preaching time at funeral services to allow people to disperse in good time.

“I am appealing to the church mother bodies to help share the message of reducing on preaching time so that people can go back to their homes in good time. This time around, funerals should not be avenues for showing how good you can preach where you spend a lot of time but should be brief so that you allow people to disperse,” he said.

He also challenged traditional leaders to help control the number of mourners at funerals if the district was to fight Covid-19 with consented effort.

Meanwhile, Chipangali Council Secretary John Mwanza said there was need for more sensitisation about Covid-19 in villages to make people understand and reduce the days of mourning.

Mr. Mwanza said some families mourn for more than five days as they waited for their relatives who could still be traveling long distances.

He observed that this puts those that are at the funeral house at risk of contracting coronavirus because of many people frequenting the place.
