Meeting was a Total Sham, HH Denounces Summit held with the Electoral Commission of Zambia

United Party for National Development (UPND) President Hakainde Hichilema has slammed the Summit for Political parties Presidents held at the Mulungushi International Conference Centre in Lusaka today with the Electoral Commission of Zambia (ECZ) as a total sham that just underscored the long-held view that ECZ doesn’t have the people’s aspirations at heart.

Posting on his Facebook page the, UPND leader accused ECZ Chairperson, Esau Chulu, and what he termed as his cohorts, of bulldozing their way through the entire process while dictating only what benefits them, and not the majority suffering Zambians.

The UPND leader urged his supporters not to lose hope because help was on the way, and that, together they shall what transpired today.

At the meeting attended by President Edgar Lungu and other Opposition political Party leaders, where ECZ announced the road map leading up to the 2021 general elections, Mr. Hichilema called for more time to dialogue over a number of matters discussed during the summit.

The Presidential nomination dates have been set for May 17th, to 21st, 2021, while nomination dates for Members of Parliaments, Mayors and Council Chairpersons have been set for May 18th, to 19th,2021 and nominations dates for Councilors have been set for May 18th, 2021.

ECZ Chairperson, Esau Chulu said the meeting was intended to update the political leaders on the commission’s preparedness for the 2021 general elections scheduled for August 12th, 2021.

“ECZ has lined up a number of crucial activities in the run-up to the 2021 polls which include the voter registration, consolidation of the voter register, an inspection of the voter register, nominations and prevention and management of the electoral violence among others,” Justices Chulu said.

He said stakeholder engagement is key to the electoral process and ECZ had been consistent in doing so.

“ECZ stands ready to work with all political parties during all these processes leading to the Parliamentary and general elections in 2021,” Justice Chulu said.

ECZ Chief Electoral Officer, Patrick Nshindano said the commission targets to register about 8 million to 9 million eligible voters.

“The target is in reference to all Zambian who are eligible to vote according to data provided by the Zambia statistical agency,’’ Mr. Nshindano Said.

Meanwhile, the United National independence party President (UNIP) Tilyeni Kaunda commended the ECZ for convening the meeting early in the run-up to the 2012 general election.

Mr. Kaunda however, expressed concern on the nomination fees which he said are too high for the Zambians.

And National Democratic Congress (NDC) President Chisimba Kambwili said the 30 day period allocated for voter registration is not enough to capture the targeted 9million voters.

Meanwhile, Forum for Democracy (FDD) President Edith Nawakwi expressed concern over electoral violence and called for the enhancement of the electoral code of conduct to give powers to ECZ to disqualify the political parties engaged in violence.

Kenya Test Micho’s Unbeaten Run

Chipolopolo return to action on Friday just 48 hours after beating Malawi when they travel to Kenya in what coach Milutin ‘Micho’ Sredojevic has described as the biggest test of his rather early nine-month reign.

Two-wins-out -of-two for Micho since his appointment in March with back-to-back 1-0 score line friendly wins over Malawi, Micho heads for his third game in charge and debut away fixture.

Micho has been restricted to two matches since his appointment in February due to the Covid-19 lockdown that came into place just a week after his March 12 first meeting against Malawi at Nkoloma Stadium in Lusaka.

The Kenya game, on October 9 in Nairobi, will come two days after Micho’s home-based team beat a full-strength Malawi at National Heroes Stadium in Lusaka.

Friday’s friendly will also be the first time Micho will preside over his foreign legion.

Micho said at least three members from Wednesdays’ game will join the eight foreign-based call-ups in starting XI in Nairobi.

“What is good is we need to keep up and upgrade, and what is wrong we need to drastically correct, because against Victor Wanyama and Kenyans, we shall have a huge test of character and measurement of value and we need to drastically to improve our output on the field of play,” Micho said.

The match will be the penultimate friendly before facing South Africa in Rustenburg this Sunday while the local call-ups will later play Orlando Pirates and Mamelodi Sundowns in unofficial practice matches on Monday and Tuesday before returning home.

“There are four steps more to go, one step is behind us and we live under the philosophy that, when it is good and you win, do not fly to high because football can humble you but when it is bad, do not give up so we are looking forward to the match against Kenya,” Micho said.

UK based Zambian artist Hannah Uzor puts portrait of Queen Victoria’s goddaughter on show

A new painting of Sarah Forbes Bonetta, the daughter of an African ruler who became Queen Victoria’s goddaughter, is being unveiled at Osborne.

The painting, by artist Hannah Uzor, is on display at the English Heritage property on the Isle of Wight throughout October – for the duration of Black History Month.

It is based on a photograph in the National Portrait Gallery in London and shows Sarah in her wedding dress.

Hannah Uzor said: “Through my art, I’m interested in exploring those forgotten black people in British history, people such as Sarah. What I find interesting about Sarah is that she challenges our assumptions about the status of black women in Victorian Britain.”

Hannah went on to say, “I was also drawn to her because of the parallels with my own family and my children, who share Sarah’s Nigerian heritage.

“To see Sarah return to Osborne, her godmother’s home, is very satisfying and I hope my portrait will mean more people discover her story.”

The painting will return to the house in East Cowes permanently from next spring, as part of a wider series of portraits.

The daughter of a West African ruler, Sarah – who was originally named Aina – was orphaned and sold into slavery at the age of five.

In 1850 she was presented as a ‘diplomatic gift’ to Captain Frederick Forbes of the H.M.S. Bonetta and was brought to England.

Aged 7, she was introduced to Queen Victoria, who described her as “sharp and intelligent”.

The Queen met Sarah several times over the next two years, including at Osborne. She was so taken with the young child that she paid for her education and became her godmother.

In 1862, Sarah married a Brighton-based Sierra Leone-born merchant called James Davies, the son of liberated slaves.

The couple named her first daughter after the Queen, who also became the child’s godmother.

Anna Eavis, English Heritage’s Curatorial Director, said: “There are a number of black figures from the past who have played significant roles at some of the historic sites in our care but their stories are not very well known. “Starting with Sarah, our portraits project is one way we’re bringing these stories to life and sharing them with our visitors.”

Political Parties Voice their Concerns to ECZ at the Parties Summit

LEADERS of various political parties have spoken out on national matters affecting the 2021 general election at the Electoral Commission of Zambia (ECZ) Presidential Summit taking place at Mulungushi International Conference Centre in Lusaka.

Those in attendance includes Republican and PF President Dr. Edgar Chagwa Lungu, PF Secretary General Hon Davies Mwila, EEP President Chilufya Tayali, ULP President Sakwiba Sikota, Rainbow Party President Wynter Kabimba, NDC President Chishimba Kambwili, UNIP President Tilyenji Kaunda, NRP President Rev. Dr. Cozmo Mumba, GPZ President Jackson Silavwe, ZDDM President Charles Kafumbo and UPND President Hakainde Hichilema.

ULP President Sakwiba Sikota says it is the opposition that went to Court in 2016 to call for the discarding of the register and has urged all political parties to standby by what they wanted.

Mr. Sikota says ECZ can listen but must be allowed to make decisions calling on stakeholders to present meaningful suggestions.

Meanwhile, FDD President Ms. Edith Nawakwi says those complaining about time should explain where the kind of time they are asking for will fit in on issues planned by ECZ between now and August 2021. Ms. Nawakwi has urged ECZ to have powers to disqualify serial violent political parties. The FDD President says the issue of the Public Order Act is not a matter for ECZ but parliament to repeal the Act.

And Rainbow party President Wynter Kabimba says all leaders must commit themselves to render support to ECZ in order to have a free and fair election.
Mr. Kabimba says ECZ is not a political party but an autonomous body which should not be dragged into politics calling for a law to give ECZ power to summon those who accuse it wrecklessly.

UPPZ President Charles Chanda says the country cannot be losing lives just because an individual wants to rule Zambia one day.

UNIP President Tilyenji Kaunda says nomination fees remain too high for majority of those interested in taking part in national elections calling for consideration.

Meanwhile, NDC President Chishimba Kambwili has urged the Electoral Commission of Zambia to consider adjusting the time frame for capturing voters as 30 days appears inadequate.

NRP President Rev. Dr. Cozmo Mumba called on NDC President Chishimba Kambwili to desist from issuing alarming statements, such as, ‘Zambia will burn down if ECZ fails to listen to him’ during important meetings such as the one called by ECZ.

And EEP President Chilufya Tayali says matters that are before courts of law would not have been there if all leaders were attending consultative meetings because ECZ has been consultative.

MMD Vice President Reuben Sambo, GPZ President Jackson Silavwe and UPND President Hakainde Hichilema also voiced out their concerns in the Summit.

In response, ECZ Vice Chairperson Emily Sikazwe says the issue of inmates voting from prisons is a court order adding that some political parties walked away when ECZ recently called for a meeting.

ECZ Commissioner Ali Simwinga says nomination fees in Zambia remain fair in the Southern African region.

Mr. Simwinga says it is possible to register 9 million voters in 30 days especially that ECZ manages to facilitate millions of people to vote in one day.

And ECZ Chief Electoral Officer Kryticious Nshindano says the new voters register will be better because of biometrics unique features.

He says the risk of having more than a million deceased people on the voter’s register would bring issues during elections which ECZ is addressing through the new voter’s register.

Casting of a Demon lands a 15 year old Girl in Hospital, fighting for her life

An exorcism gone wrong has landed a 15 year old girl of Itezhi Tezhi in the hospital after she reportedly fainted during steam bathing.

Itezhi Tezhi District Commissioner, Isaac Nabuzoka who visited the victim at Itezhi Tezhi Hospital confirmed the bizarre incidence which happened on Sunday and was only reported to Itezhi Tezhi Police yesterday.

The victim, Trinah Moono of Chitaza Village in Mutenda area in Chief Kaingu‘s Chiefdom in Central Province is now fighting for her life in Itezhi Tezhi District hospital after the horrific ordeal, which was orchestrated because her mother believed she was possessed by the devil.

The horrific ritual allegedly ordered by Killian Matimba, a Zionist Spirit Church Prophet, happened in Masasabi Resettlement Scheme, in Kaanzwa ward in Chief Shimbizhi’s Chiefdom in Central Province.

And Itezhi Tezhi District Hospital Senior Resident Medical Officer, Jean Kapenga also confirmed that the hospital was treating a girl who sustained steam burns.

Dr Kapenga said the victim had suffered several injuries associated with steam burns that have caused blisters on her face, neck, chest and stomach.

The girl has also sustained swollen tongue and left thigh, then her eyes were also affected in the brutal exorcism ritual that has raised eye brows from several stakeholders in Itezhi Tezhi district.

“We are treating a girl who was allegedly taken to a witchdoctor where he was covered with blankets and steam-bathed as a treatment for her psychiatric problem” Dr Kapenga said

Dr Kapenga further said that the girl’s condition was stable and that she was still being treated at the hospital.

According to information gathered , the 15-year-old girl was allegedly possessed by demons which have been causing her to hallucinate occasionally, and this did not sit well with her mother Emery Munsanje , 52, of the same village who sought for spiritual help from a Zionist Spirit Church Prophet to help rid her daughter of what she thought were demons.

Killian Matimba, 23, a Zionist Prophet of Masasabi Resettlement Scheme in Chief Shimbizhi’s Chiefdom in Itezhi Tezhi allegedly ordered exorcism as a prescription to permanently rid the girl of the demons.

Prophet Killian Matimba fondly known as Sibbuku (Headman) then prayed over two red hot stones which he later placed in a metal pot containing boiling water.

After the prayer, the teenager was pinned down and then covered with mounds of thick blankets and was tightly secured inside so she could not escape until the ritual was over.

As the girl was under distress and crying, the prophet reportedly said that it was not her that was speaking but the bad demons that had possessed her and that they were going to get out of her forever.

The girl then fainted as she could not withstand the hot steam and concerned residents helped to rescue her by forcibly stopping the ritual.

After uncovering the blankets, they discovered that the steam had seriously burned her face, her eyes were in bad condition and the skin had been sloughed and she was rushed to Itezhi Tezhi District Hospital.

The Itezhi Tezhi Police interviewed Mrs Moono but Matimba the Zionist Prophet, a former security guard with a named Security Company is still at large.

Delay to complete water reticulation irks Minister

Minister of Water Development and Sanitation Jonnas Chanda is disappointed with the contractor working on the Chongwe water reticulation system for delaying the completion of the project despite government making a full payment.

Mr. Chanda said the Zambezi drilling company has delayed the completion of the testing phase of the project thereby denying the people of Chongwe access to water.

He said official documentation on the progress of the project indicates that it is 100 percent complete hence the need for the contractor to ensure that testing of the project is expedited.

Mr. Chanda said this when he inspected some project sites of the Chongwe water reticulation project in Chongwe.

“We will not tolerate contractors who delay developmental projects,” he said.

Mr. Chanda summoned the contractor and officials from Lusaka water Supply and Sanitation Company to accelerate the remaining works on the project.

Meanwhile, Chongwe Member of Parliament Japhen Mwakalombe expressed disappointment on the continued delay by Zambezi Drilling Company to complete the testing phase of the project.

Mr. Mwakalombe said the project has been long overdue and people of Chongwe are eager to have full supply of water in their households as they have been promised by various government officials that the project will be complete.

He said it is not fair for people in his constituency to continue facing water challenges when the government has made efforts to ensure that the project is completed by paying the contractor the full interim amount for the project.

“I am not happy because people in Chongwe are waking up as early as 04:00 hours to draw water. We have been receiving one story after another from the contractor as to why the project is not being completed and commissioned,” he charged.

Mr. Mwakalombe stated that the delayed completion of works on the project is de-campaigning the government in the area because residents are tired of hearing different reasons as to why they are not receiving water despite the government fulfilling its contractual obligations for the project.

He urged the company to ensure that the project is completed within the shortest possible period to enable people to access water.

Meanwhile, Chongwe District commissioner Robster Mwanza commended Lusaka water supply and Sanitation Company for drilling 10 boreholes in Chalimbana ward to supply clean water to people in the area.

Mr. Mwanza stated that the boreholes have helped people in the area to easily access water.

Both Opposition and Ruling Party Must support Motion to Suspend Comprehensive Sexuality Education-EFZ

STATEMENT BY THE BOARD CHAIR OF THE EVANGELICAL FELLOWSHIP OF ZAMBIA (EFZ) – BISHOP PAUL E. MUSUSU WELCOMING PARLIAMENTARY MOTION ON COMPREHENSIVE SEXUALITY EDUCATION (CSE)
7 TH OCTOBER, 2010 (FOR IMMEDIATE RELEASE)

“Both Isles of the House must support the suspension of CSE to allow for review and attainment of broader consensus”

We wish to welcome the positive initiative by the National Assembly to discuss the possibility of suspending the Comprehensive Sexuality Education (CSE) until enough consultation and broad consensus is achieved on this matter.

We also wish to express profound gratitude for Her Honour the Vice President, Hon. Inonge Wina, who has called for a review of CSE programme and has since referred the matter to a multi-sectoral technical working group to be overseen by the Minister of National Guidance and Religious Affairs. However, this move can only be more assured if the motion under current discussion is successful.

We, therefore, urge Parliamentarians from both sides of the Isle, to support the motion moved by the Chembe Member of Parliament, Hon. Dr Sebastian Kopulande and seconded by Honourable Given Katuta, MP for Chiengi.

This is to ensure that the national roll-out of CSE earmarked for 2020 in all schools is halted until stakeholders agree on the CSE framework, standards, curriculum and teaching guidelines of the programme.

As a Church body, we wish to urge the government to lead in this matter in the House, to demonstrate a true listening disposition, as Zambia is a Christian Nation and upholds Christian principles. We should recognise that the implementation of any programme that undermines the integrity of that status must be reviewed, but not while its still actively implemented in the very format that is under question.

It ought not to be taken lightly that Comprehensive Sexuality Education as implemented elsewhere or as modified in Zambia, has a standard framework whose outcome threatens the moral, cultural, religious and legal environment of Zambia.

Observing that numerous claims have been made in recent public discourse regarding claimed wide consultation on CSE at inception, here is a list of those consulted, as documented in the Ministry of General Education Comprehensive Sexuality Education Framework Grades 5-12, on page V under Acknowledgments:

  1. Ministry of Community Development Mother and Child.
  2. Ministry of Health
  3. Civil Society Organizations (SAFAIDS, Restless Development, Youth Vision Zambia, Youth Alive Zambia, Children in Need, YWCA, YMCA.
  4. Faith Based Organizations (ZINGO, CHAZ)
  5.  and other key individuals.

Firstly, it should be emphasized that the UNIVERSAL DECLARATION OF HUMAN RIGHTS, Article 26, Item #3, as a binding policy on ALL UN Member States, says, “Parents have a prior right to choose the kind of education that shall be given to their children.”

We raise the following questions for honourable members as they debate the Motion:

1. Is there empirical or even detailed evidence that Zambian parents, at the grassroots, in the broader sphere of Zambian constituencies, were extensively consulted across our nation?

2. If the extensive consultations carried out by proponents of CSE, and claiming it to be the basis upon which they rolled out and implemented CSE among pupils in Grades 5-12, and communities of Zambian parents at the grassroots, and not only those parents who may be technocrats rolling out CSE, were not evidentially consulted, as the List of those consulted here above shows, was this a blatant breach of the binding UN UNIVERSAL DECLARATION OF HUMAN RIGHTS Article 26, item#3?

3. If the above #2, is true, which from the list of those documented as having been consulted is shows, then the touted so called wide consultation process was flawed, and cannot be the credible basis upon which an Education Curriculum on Comprehensive Sexuality Education for children in primary and secondary schools, who are legally minors, was rolled out in Zambia. Why insist on propagating a program, which has violated the fundamental right of parents? This move indirectly invalidates the current CSE curriculum framework. And is a curriculum fails the validity and authenticity test, it needs to be withdrawn and taken back to the drawing board.

4. On what UN Member States ’binding Policy is CSE promulgated around the world, and Zambia in particular?

5. On Page xii of the CSE Framework a statement is made “The school has an obligation to compensate for the losses they may have experienced elsewhere by helping them to form an enlightened outlook on sexuality.” Is the School’s OBLIGATION to overlook the need for parental consent on teaching the children (minors) sexuality?

 

6. On Page 1 of the CSE Framework Grades 5-12, item 5.1.1.1.1 -Identifying different types of family structures: under CONTENT it states, “Nuclear, extended, single parent, child headed and non-traditional families/adoption.” You will notice that in the verbiage here, we are familiar, in the most part, with family structures indicated, except NON-TRADITIONAL, which they have subtly, with a forward slash, tacked on ADOPTION. What is a Non-Traditional Family being taught to our children?

Here is a description of a Non-Traditional Family, according to SOCIOLOGY 101: Intro to Sociology on “Study.com” Web Site:

“Family structures that may be considered non-traditional or alternative include single parenthood, cohabitation, same-sex families, and polygamy.” Therefore, it such nebulous and fluid verbiage, that is part of the Comprehensive Sexuality Education Framework for Grades 5-12 being disseminated in our Zambian schools and is unacceptable.

7. On Page 4 of the CSE Framework Grades 5-12, Item 5.4.3.2.1 – Explain Self-body exploration. What is being explained to a 5th Grader on how they can Self-Body Explore? These and many other questionable teachings, under Comprehensive Sexuality Education are being unleashed on these innocent minors, who may be aware of human body parts, but may have not thought of “Self-Body Exploration.” This needs clarification as to what this entails.

As Zambia holds and observes the Day of National Prayer, Fasting, Repentance, Reconciliation and Healing, it is important to recognise that the moral and spiritual fibre of Zambia is under severe attack and the country as a nation is at a crossroad and tipping point, unless we do what is correct for the good of the country.

We pray that our Lord will speak through the representatives of the people on this matter. As it is said, Vox Populi, Vox Dei (Latin, ‘the voice of the people is the voice of God’).

George Kunda Toll Plaza set for commissioning

The George Kunda Toll Plaza on the Great North Road in Mkushi District of Central Province is set for commissioning.

Central Province Road Development Agency (RDA) Regional Manager, Main Chama disclosed this when Special Assistant to the President for Project Implementation and Monitoring, Andrew Chellah, toured the site yesterday.

Mr Chama said construction works are complete and what remains is the installation of the software.

He said the installation of the software will take about two weeks and will be followed by the test runs that will culminate into the commissioning of the project early next month.

And Mr Chellah said revenue collected from the toll fees is ploughed back to the road sector for maintenance of roads.

Mr Chellah said government has put up so many pieces of infrastructure across the country but noted that these require maintenance and that funds must be generated for that purpose.

He said the George Kunda Toll Plaza is very strategic because it is the gate-way to one of the biggest borders and will help government to harness resources for infrastructural maintenance works.

Meanwhile, Mr Chellah said government is considering re-engaging the contractor who was working on the Kapiri Mposhi Township roads.

He said it is regrettable that the contract for the rehabilitation of the township roads in the cosmopolitan town collapsed because of passage of time.

He, however, said the quality of work on roads that have been improved to bituminous standard is unquestionable and re-engaging the contractor is the best option because he is already familiar with the project.

Edgar Chagwa Lungu is attending a meeting at Mulungushi International Conference Centre in Lusaka by the Electoral Commission of Zambia (ECZ) for political party Presidents and Secretary Generals.
Electoral Commission of Zambia Chairperson Mr. Esau Chulu says ECZ will hold several consultative meetings ahead of the 2021 general elections.

Justice Chulu says some issues would not be discussed as it would be contemptuous because of those that have challenged some matters in the courts of law.

Others in attendance includes PF Secretary General Hon Davies Mwila, EEP President Mr. Chilufya Tayali, ULP President Mr. Sakwiba Sikota, Rainbow Party President Mr. Wynter Kabimba, NDC President Mr. Chishimba Kambwili, and UPND President Mr. Hakainde Hichilema.

And ECZ Chief Electoral Officer Kryticious Nshindano has been very consultative so far to get consensus from stakeholders regarding decision.

He says already registered voters will be returned on the voters register provided they present themselves in person to registration centres to get their biometrics.

Mr. Nshindano says ECZ has visited countries that allow people in lawful custody to vote to benchmark best practices as Zambia considers inmates to vote adding that the Commission will get back to stakeholders once consultations are concluded.

Police Reserve Officer involved in the shooting incident arrested and charged with murder

A Police Reserve Officer involved in the shooting incident in Lusaka’s Kamanga Compound has been arrested and charged with murder.

Home Affairs Minister Hon. Steven Kampyongo told Parliament today that the officers went to Flavour Night Club in Kamanga Compound to close it as it was working against the Presidential directive of closing bars at 23:00 hours over the weekend.

Hon. Kampyongo says bar patrons, however, responded by attacking the officers.

He says a Police Reserve Officer accidentally shot Timothy Zulu, 17, who was hit by a stray bullet as police tried to control the riot.
He says the rioters also aided for the release of detainees of which three have been rearrested

The Home Affairs Minister was speaking when he issued a Ministerial Statement during the Fifth Session of the Twelfth Assembly in Parliament today.

Hon. Kampyongo has described the riot in Mwinilunga in North Western Province on October 5, 2020 as unfortunate.

He says on 26th September 2020, a suspect stole from a local business premise in Mwinilunga and was arrested following day.

Hon. Kampyongo says days later a man identified as Felix Mangwato was found lying down lifeless of which one suspect has been arrested.

He says on October 5, 2020 a mob from Kabanda Compound in Mwinilunga picked the body from mortuary where post mortem was being conducted and took it to a local business man’s premises where they ransacked the premises.

He says police in a quest to restore order fired warning shots but the unruly rioters were armed with offensive weapons.

Hon. Kampyongo says a person identified as Davis Ifota Kuwemwa of Kabanda was caught by a bullet which was meant to maime him but ended up dying.

He says Government has since created Standby Units in all the 10 provinces to maintain public order.

And Hon. Kampyongo says Mufumbwe Deputy Council Chairman has been arrested and released on police bond awaiting court appearance for assaulting the Council Secretary.

United Party for National Development (UPND) youths and their counterparts from the National Democratic Congress (NDC) have vowed to proceed with the planned demonstration today despite police mulling over the notification.

Deputy Inspector General of Police in-charge of operations Bonny Kapeso told the youth leaders at a meeting on Monday that they would not be allowed to go ahead with the procession because the matter was before the courts.

Speaking at a joint media briefing at the UPND secretariat in Lusaka yesterday morning, the national and Lusaka youth leadership of the two political parties said they had resolved to proceed with the protests national wide whether the police like it or not.

The youths are demanding for the resignation of Electoral Commission of Zambia Chairperson Judge Essau Chulu, his deputy Emily Sikazwe and the Chief Electoral Officer Patrick Nshindano for making unilateral decisions that favour the ruling Patriotic Front without consulting stakeholders in the electoral process.

The youths from the two parties are angered at the decision to discard the voter’s register and replace it with a new one which is initially being done online.

The youths argued that they would not sit and watch while the country continued to tilt towards a situation similar to the 2016 elections which left the country reeling on the verge of civil strife as a result of incompetence from the ECZ Chairperson Judge Esau Chulu.

UPND Deputy National Youth Chairperson Gilbert Liswaniso said the demonstration will be a reminder to those in authority that the citizenry will this time not accept Judge Chulu imposing a leader on the people of Zambia.

He charged that if deputy Inspector General of Police in-charge of operations, Bonnie Kapeso, who has threatened to “break bones” of the youths wanted to flex his muscles and unleash the newly purchased armoured vehicles, they are ready for the challenge.

“We have a duty as UPND and NDC to remind those in authority that we don’t want Esau Chulu to give us a president like what happened in 2016. If exercising our constitutional right to protest demands that Mr Kapeso should test his newly acquired armoured vehicles, then we are ready to have our bones broken,” he said.

And NDC National Youth Chairperson Charles Kabwita said the country risked plunging into chaos if the current ECZ leadership was allowed to continue at the helm of the elections body.

“We will not allow this country to be put on fire by 2 people. This protest, with or without allowing it, we are going ahead because there is no provision in the Public Order Act (PoA) that stops people from protesting provided all the requirements for a protest are met,” he said.
UPND Lusaka Province Youth Chairperson Anderson Banda charged that “having satisfied the laid down requirements for conducting a peaceful protest,” the youths would proceed with the planned demonstration.

He stated that the youths would not allow the on-going online voter registration to continue and if the police want to murder and maim innocent citizens, they have been presented with an opportunity as the youths take to the streets tomorrow.

NDC Lusaka Province Chairperson Nachama Shimulunda called for the country’s youths to turn out in large numbers for tomorrow’s protest while his District Youth Chairperson Victor Mwansa warned PF Lusaka Province Youth Chairperson to abort his plan of disrupting the planned demonstration, warning of serious reprisals.

“Those who are planning to come and disrupt the protest, we will fight them. And for you Daniel Kalembe, go to Chisokone and ask them what we did to them,” he warned.

Private Member’s motion in Parliament to Suspend Comprehensive Sexuality Education in Schools

Mr Speaker, I am very grateful that you have granted me this opportunity to move a Private Member’s motion urging Government to suspend the teaching of Compressive Sexuality Education (CSE) in schools so as to allow for further consultation with all stakeholders in the country.
Sir, allow me to state on the outset that this is NOT my motion; it is a motion by the Zambian people who have suffered silently as a result of CSE’s intrusion into their Christian, cultural and moral values through the sexualisation of their children.

I am here, therefore, simply as the people’s mouthpiece to bring their silent suffering to the attention of this August House and the listening Government of the Patriotic Front.

Sir, CSE is defined by the United Nations Education, Scientific and Cultural Organisations (UNESCO) as an age-appropriate, culturally relevant approach to teaching about sex and relationships by providing scientifically accurate, realistic, non-judgmental education.

It seeks to equip young people with the knowledge, skills, attitudes and values they need to determine and enjoy their sexuality – physically and emotionally, individually and in relationships.

Mr Speaker,

The House may wish to note that, Zambia affirmed the Eastern and Southern Africa (ESA) Ministerial Commitment on CSE and Sexual Reproductive Health and Rights (SRHR) in December 2013 which was aimed at accelerating access to CSE and health services for young people in the region.

Following this commitment, the Ministry of General Education revised the curriculum to include integrated CSE in primary and secondary schools without engaging all stakeholder including Members of this August House.

Mr Speaker, The CSE curriculum worldwide including Zambia is replete with controversial topics including teaching young children about sexual pleasure, sexual orientation (or homosexuality), gender identity, access to, and use of contraceptives, abortion and other drugs as well as medical procedures for termination of pregnancies, among others.

For instance, the CSE syllabus for Grade 8 teaches girls to consistently use a condom to avoid HIV, STIs, and unintended pregnancy (Program 8.6.2.1 p.25)

The syllabus for Grade ten (10) contains a chapter that practically demonstrates to pupils steps involved in the use of a male condom.

At Grade 11, Sub Topic 11.3.3.1 teaches Sexual Orientation and Gender Identity focusing on describing sexual orientation, factors influencing sexual orientation and finding ways to eliminate stereotypes and violation of the so-called sexual orientation rights.

Sir, it is clear from the few examples that CSE is not about teaching our children healthy family formation, far from it! It is about sexualising our children at an early age.

Rather than educating about healthy behaviours, CSE indoctrinates the youth with the idea that sexual promiscuity is normal.

In addition, proponents of CSE argue that sex education provided to our children is age-appropriate. How can it be appropriate to teach children the use of condoms, contraceptives and abortions? How can it be age-appropriate when it condones homosexuality under the guise of human rights?

Sir, Children need and deserve guidance, not only information. Whatever we tell children, we are also teaching them. Consequently, what we teach our children will shape their personalities, attitudes and values throughout their lives.

Providing children indiscriminately with comprehensive information about sexuality without regard to the level of their physical and mental maturity is detrimental to their well being.

Sir, Unlike traditional sexual education, were sex is taught with regard to the age of the child, CSE is highly explicit and promotes radical sexual ideologies and behaviours that conflict with our religious and cultural values.

The ultimate goal of CSE is to change the sexual and gender norms of our society by making early sexual activity as normal and a Child’s right.
Mr. Speaker, while proponents of CSE and SRHR claim that it helps reduce teenage pregnancies, the transmission of Sexually Transmitted Diseases (STDs), and even violence against women and girls, there has been no empirical evidence to support these claims.

On the contrary, studies by the Institute For Research and Evaluation around the world concludes,

“Given the threat posed by STDs, HIV, and pregnancy to the health and well-being of young people worldwide, and the compelling evidence of ineffectiveness by school-based Comprehensive Sex Education after three decades of research, policymakers should abandon plans for its global dissemination and pursue alternative prevention paradigms to prevent the negative consequences of adolescent sexual activity.” (2019).

Here in Zambia, CSE has had opposite results from its intended purpose.

The 2018 Zambia Demographic and Health Survey indicated that teenage pregnancies are still on the rise despite this intervention.
According to the Report, 29 percent of girls aged between 15 and 19 have already begun childbearing with 24 percent having had a live birth, 5 percent had been pregnant with their first Child (Zambia Daily Mail July 3, 2019).

Sir, As people of Zambia, we pride ourselves as a Christian Nation as enshrined in our Republican Constitution.

In addition, we have entrenched cultural values and morals which have helped to shape our attitudes, beliefs and behaviours from generation to generation.

Therefore, the introduction of CSE in our schools without full consultation with key stakeholders is not only morally enslaving but is anathema to the very core values that have defined us as a people since time immemorial.

This is what has led to a cross-section of society to demand Zambia’s withdraw from the ESA Ministerial Commitment on CSE.
It is not a secret that CSE is promoted by powerful and respected international organisations, some of them fund major social-economic programmes in key sectors of our economy.

Further, the CSE agenda is promoted by multi-million dollar organisations whose motive is to profit from health care services they provide through Sexual Reproductive Health and Rights (SRHR) to young children and adults such as condoms, contraceptives and other family planning services, this is affirmed by a study commissioned by the UNESCO in 2016 which concluded that CSE significantly contributed to increased use of condoms and contraceptives, among others.

Are we, Mr Speaker, Honourable Members, prepared, with our full conscience, to negate our fundamental norms, principles and values for a piece of silver? The people of Zambia say, No!

CONCLUSION

As I conclude, Sir, let me emphasise the need for the Government to seriously consider suspending CSE from our schools to allow for consultation with all key stakeholders.

And as we make these consultations, let us ask ourselves, is sexuality education the top-most priority for our nation’s development?

Will it take us out of the poverty trap that confronts our people on a daily basis and threatens their very survival?

Why should we not be teaching our Children instead issues to do with our Christian values, Entrepreneurial and innovation ecosystems, Climate Change mitigation and resilience, Agriculture, etc instead of sexualising them at an early age?

This is a very serious matter, Mr Speaker, as it sits right at the core of our nationhood, at the very foundation of our future.

I, therefore, wish to ask all Honourable Members of this House to support this motion and request the Government to put a consultative mechanism in place at the very earliest.

Copperbelt Minister happy with the prevailing sanity at Kasumbalesa border facility

Copperbelt Minister Japhen Mwakalombe is delighted with the prevailing sanity at Kasumbalesa border facility which is cardinal in averting the spread of the corona virus (COVID-19).

Speaking during his tour of the border facility in the company of Transport and Communication Minister Mutotwe Kafwaya, Mr Mwakalombe said the enhanced efficiency at the facility would reduce the risk of frontline workers contracting the novel pandemic.

The frontline workers operating at the border facility include the Zambia Revenue Authority (ZRA), the Immigration Department, the Police, the Ministry of Health, the Drug Enforcement Commission (DEC) and the concessioner Zambia Border Crossing Company (ZIPBCC) staff.

Mr Mwakalombe said situations where long queues of tracks along the highway and traffic congestion in the facility were a thing of the past as measures have put in place to ensure efficiency.

He attributed the current situation to the commitment among stakeholders such as the Defense Joint Operations Committee (DJOC), the ZRA and the ZIPBCC which has fenced the facility besides creating walk ways for pedestrians.

“Kasumbalesa has seen sanity for the first time. We have engaged ZIPBCC to ensure the border operates under international standards. They have done the gates and fencing. Kasumbalesa is now one of the best borders in terms of decency,” he said.

And Chililabombwe District Commissioner Roy Ngosa said the district is fairing well in terms of the fight against COVID-19 as stakeholders have enhanced sensitization activities among truck drivers, the traders and the community to ensure adherence to stipulated preventive guidelines.

Meanwhile, ZIPBCC General Manager Samuel Sandi said the company has contributed US $ 14 million to the treasury as profit sharing with government since December 2015.

He indicated that the coordinated working relationship among stakeholders has resulted in efficiency in the movement of trucks in the facility that accommodates about 1500 trucks at a given time.

Mr Sandi intimated that the border facility clears an average of 500 trucks into the Democratic Republic of Congo (DRC) and about 300 from the DRC into Zambia on a daily basis.

He said the company has constructed a perimeter wall fence and gates which are manned by state Police and contracted security firms to regulate the movement of people to protect the frontline workers from contracting the novel corona virus.

The company has also erected booths for immigration, ZRA and health workers along the pedestrian walk ways and the gates to ensure all pedestrians and drivers have their temperatures checked before crossing in and out of the country.

Transporters Boycott Transportation of Farming Inputs, Government Still Owes Us Money

Local transporters in Chipangali District of Eastern Province have boycotted participation in the distributions of farming inputs under the Farmer Input Support Program (FISP) for the 2020/2021 farming season.

Transporters are alleging that government still owes them money for transporting seed and fertilizer during the 2019/2020 farming season.

Government has in the past engaged transporters move seed and fertilizer from the central sheds to cooperative centres.

However, transporters in the distributions of inputs from Mugubudu sheds to cooperatives centres are said to have shunned the exercise this year because they have not been paid for previous season’s exercise.

A check at the Mugubudu shed, revealed that farmers were organising their own transport to ferry inputs to their destinations.

One of the farmers James Nkhoma, from Chanje East Agricultural block, said Transporters complained that they had not been paid for the transportation of inputs last season saying that they are not willing to deliver inputs to farmers this year before they get paid what they are being owed.

Mr Nkhoma disclosed that leaders of cooperatives societies are now asking their members to contribute money to facilitate the transportation of inputs to their destinations.

”We have no option but to ask our members to contribute money so that we are able to deliver inputs closer to them,” he said.

Meanwhile Mr Nkhoma commended government for the timely distribution of inputs to farmers this year, despite the challenge of transport to ferry fertilizers and seed to farmers’ destination.

Early this year, a meeting was held in Chipangali where transporters complained that they had not been paid after Government engaged them to transport inputs from Mugubudu shed to different cooperatives.

Some of the transporters said they had to sell some of their assets to buy fuels in order to remain in business and sustain their operations because they had not being paid.

Strong, resilient health system key to achieving sustainable development-Dr Chilufya

Minister of Health Chitalu Chilufya says government has continued to strengthen health systems in Zambia to reposition the country in achieving universal health coverage.

Dr Chilufya further notes that government hence recognises the role of research in the health sector in providing evidence which is vital in decision making and application of governments political will within the sector.

Speaking at the official opening of the 9th Zambia Health Research Conference hosted by the National Health Research Authority, in Lusaka yesterday, the Minister noted that government will continue to support research in the health sector as it has contributed to the scope of knowledge in the health segment based on the evidence.

“The research agenda in the health sector has grown and it has contributed to our body of knowledge. Information based on evidence is critical to decision making. This is why government in 2017 operationalized the National Health Research Authority and this shows government’s political will with regards to research,” Dr. Chilufya said.

He added that in the Southern region, Zambia competes favourably and it is a leading SADC member state in the provision of health research.

The Minister said he is confident that the various research outcomes being undertaken in the health sector will highly contribute to the country’s accomplishment of the universal health coverage.

He however, called on all researchers to ensure compliance and prioritise the safety of Zambians by applying proper diligence as they conduct their research.

“Let me reiterate that safety of human subjects must come first. All researchers are supposed to ensure compliance in their work. It is important that researchers adhere to research ethics and standards,” he charged.

The Minister of Health further urged all academicians to strengthen training in research at undergraduate level in all training institutions to strengthen research systems in the country.

And Dr Chilufya further noted that research attracts a lot of resources to bring about the needed evidence that influence decision making.

“I therefore call upon all cooperating partners to invest in research as doing so is an important component in healthcare financing,” the Minister noted.

Meanwhile, the Zambia Health Research Conference Organising Chairperson Dr. Chipepo kankasa said there is need to include participation from health personnel at all levels including the community for them to appreciate the value of research to the country’s development.

Later at the event, Dr. Chilufya presented awards to researchers in various fields of health and journalists who continue to play a vital role in promoting the health sector.

Zambia News and Information Services (ZANIS) Reporter Ethel Chanda was awarded with the Outstanding Health Television Reporting Public Media Award while the Zambia National Broadcasting Services (ZNBC) Deputy Assignment’s Editor Ruth Kamwi won an award for best television documentary among others.
