Suspend Honeybee Licences For Professional Misconduct-Mucheleka

The UPND has called on Health Professionals Council of Zambia (HPCZ) and the Anti-Corruption Commission (ACC) to institute investigations Honeybee Pharmaceuticals and Honeybee Pharmacy saga and subsequently suspend the licences of the two sister entities for professional misconduct.

In a separate letters addressed to the two institutions, UPND Deputy Secretary General for Politics, Patrick Mucheleka argues that the indictment on the health of Zambian citizens that has been caused by the supply of sub-standard condoms, surgical gloves and other medical supplies cannot be ignored.

He warns that failure by the HPCZ to take punitive measures against Honeybee would lead to the party to wage a legal battle against the health standards monitor.

“We note with seriousness indictment on the health of citizens the aforesaid act may have, and hereby demand for the cancellation of the licence for Honeybee Pharmaceuticals and Honeybee Pharmacy because it is our considered view that a trained pharmacist ought to check and verify the medicine before supplying it to the institutions for public consumption,” read the letter in part.
And in another letter to the Anti-Corruption Commission (ACC), Mr Mucheleka has called on the investigative wing to carry out thorough investigations of entities and individuals involved in the supply chain of the drugs in question.

“We note with concern the serious indictment this may have on the right to life and health of citizens, and hereby report the following institutions and persons for investigations: 1. Hon. Chitalu Chilufya-Minister of Health; 2. Permanent Secretary-Administration, Ministry of Health; 3. Board Chairman, Zambia Medicine Regulatory Authority (ZAMRA); and Board Chairperson, Medical Stores Board. In our view, the conduct by the aforementioned persons is contrary to Section 34 (2)(a) of the Anti-Corruption Act No. 3 of 2012,” the letter further reads.

The Honeybee saga, involves the authorization of the supply of sub-standard latex condoms and defective surgical gloves for distribution by the then Minister of Health, Dr Chitalu Chilufya, who has since been fired over the scandal.

And different schools of thought including the academia, the legal fraternity and the general populous, feel that this might lead to the mass murder of unsuspecting citizens who have utilized the items and have since called for stern action against those involved in what can rightly be termed as the medical “saga” of the decade in Zambia.

George compound thugs apprehended

Police in Lusaka have arrested five male suspects aged between 21 and 25 for terrorizing residents of George compound.

The suspects are alleged to have damaged window panes for some houses in George Compound.

Police Spokesperson Esther Katongo confirmed in a press statement to the media yesterday that suspects identified as Kennedy Mbao, John Phiri, Cosmas Bwanda, Joseph Phiri, and Mwila Banda all of George Compound have been charged with malicious damage of property.

Ms Katongo said they have all been detained in police custody awaiting court appearance.

She disclosed that one of the accused persons was found with a sharp knife and it has been kept as an exhibit.

The Police Spokesperson revealed that there has been an increased number of complaints from members of the public in George compound concerning the unruly youths terrorizing members of the public for unknown reasons.

She said Police have embarked on an operation aimed at getting rid of such criminal acts and all members of the public with information that could be helpful in this operation are advised to report to the police.

Fichite Not A Prison Leopard Coach Says Zambia Correctional Services

The Zambia Correctional Service has stated that convicted child defiler and former footballer Dudley Fichite is not an appointed member of the coaching bench at their sponsored club Prison Leopards.

On January 7, FAZ officially wrote to Prison Leopards to withdraw Fichite from his technical role on the teams’ bench.

Fichite has since 2018 been serving a life sentence at Mukobeko Maximum Correctional Facility in Kabwe where the club is based.

Zambia Correctional Services Commissioner General Dr Chisela Chileshe said Fichite was undergoing rehabilitation in accordance with the law and was passing on his football knowledge as any other craftsman inmate would do with other vocational skill like bricklaying and carpentry.

“We are a correctional service under Cap 97 that is constitutionally instituted to carry out correctional programs, rehabilitation programs,”Dr Chileshe said.

“We are a bit disappointed that even when Dudley isn’t even nowhere near or attached to the team, that we can be written a letter that we should withdraw him.

“On what basis should we withdraw somebody who is not appointed to a team?

“But rather he is just engaged to ensure that he gives his skills because FAZ has names of those on the technical bench of those that are appointed and given that mandate.

“So, when this particular person, who is an inmate, is attached to do his rehabilitation programs, it becomes a problem.

“I should emphasize we don’t condone the criminality but we want to help to ensure that Zambia is secured through the rehabilitation programs so that the 3000 or 4000 inmates that see themselves out through amnesty, through pardons, through finishing their sentences, are better citizens that will not re-offend.”

Fred M’membe calls on President Lungu to Immediately Fire all Corrupt Ministers and Permanent Secretaries

Socialist Party President Fred M’membe has said that if President Edgar Lungu really wants to prove he is serious about tackling corruption, he must fire all ministers, permanent secretaries, and other public officials involved in corruption and financial malfeasance, and fast track their prosecutions.

In a statement released to the Media, Dr. M’membe said that Cabinet Ministers and all public representatives whose departments are implicated in acts of corruption and wasteful expenditure must be fired.

If President Edgar Lungu really wants to prove he is serious about tackling corruption, he must fire all ministers, permanent secretaries and other public officials involved in corruption and financial malfeasance, and fast track their prosecutions.

Dr. M’membe said that President Lungu must show decisive leadership and genuine commitment to addressing the corruption, maladministration, and incompetence that is stifling the performance of his government by firing ministers who are in breach of their oath of office.

Dr M’membe further said that dismissing Dr. Chitalu Chilufya from his post as Minister of Health was a positive thing, but it was not enough, adding that the president must now turn his attention to other corrupt ministers and other public officials who have betrayed their mandate to serve Zambians.

Dr M’membe accused the president that throughout his presidency he has always, shielded his appointees by turning a blind eye to their infractions, noting that money looted from the government has cost individuals, families, and communities dearly and has affected service delivery in some of Zambia’s poorest areas.

Dr M’embe said that the mass anarchy that has come to characterise President Lungu’s government must end as millions of Zambians’s lives and jobs depend upon it and that there is need for expeditious criminal prosecution of all the culprits

Dr M’membe concluded by saying that if President Lungu was serious about fighting corruption he must act now by closing the loopholes in the state tender system.

Lusaka City Council Says that the City’s graveyards are Full

The Lusaka City Council(LCC) has called on members of the public to cooperate with the people managing burial sites whenever they are allocated places to bury their loved ones.

Mr Sichimba says the local authority is doing everything possible to help bereaved families bury their loved ones according to the burial spaces that can be found at the two operational graveyards which are also full.

He told ZANIS in an exclusive interview that the Chunga graveyard has been completely closed while Chingwere and Leopards Hill cemeteries which are being used only has infuse spaces between old graves.

“The Local Authority’s jurisdiction in looking for land ends at district level and currently a ministerial committee involving the ministries of Land, Home affairs and Local government has been formed to look into the matter,“ said Mr Sichimba.

He has however, expressed optimism that the committee would help Lusaka City Council to find land from nearby districts that would be used for members of the public to bury their loved ones.

“You know our powers in looking for land ends within the district, but we are hoping that the formation of this ministerial group will help us find land as soon as possible, “Mr Sichimba explained.

There has been concerns from members of the public over the shortage of burial spaces in Lusaka where bereaved families are using small spaces between old graves to bury their loved ones while others are allegedly burying on top of old graves.

YWCA worry over increased GBV cases in 2020

Young Women Christian Association YWCA in the northern region has revealed that 1,128 cases of gender based violence (GBV) in the northern region were recorded in the year 2020.

YMCA Northern Region Coordinator, Sharon Chisanga in an interview said the highest cases of GBV recorded in 2020 were as a result of marital disputes which was followed by child neglect.

Mrs. Chisanga said that it was unfortunate that the northern region has continued to record high number of GBV and YWCA also recorded high numbers of women reporting that their children are being neglected by their fathers who are failing to support them.

“It is sad to note that whenever couples separate or have a dispute, children are the ones who are suffering by being neglected,” she said.

She said there is need to intensify more laws to protect the welfare of the children.

“let us work together to ensure that we safeguard the lives of children,” she said

The northern region coordinator has called for more sensitization amongst key stakeholders in a bid to reduce GBV cases being recorded in the region.

She said that cases of GBV will not be put to halt if key stakeholders do not work together in reducing the vice.

“We need concerted efforts from various stakeholders to ensure GBV cases are reduced by encouraging victims to be reporting the perpetrators,” she said.

Ms Chisanga has indicated that for national development to be achieved, women and children must be appreciated as a weaker partners that needs to be protected.

Zambia’s Ambassador to Germany Anthony Mukwita lauds Amatheon Agri-Company

Zambia’s Ambassador to Germany Anthony Mukwita has commended Amatheon Agri Holding N.V, a private Agro investor from Germany for creating 2000 jobs in Zambia and introducing new Agro products for export.

Ambassador Mukwita said he is pleased that, the company founder and Chief Executive Officer (CEO) Carl Bruhn, has continued to grow his business in Zambia and creating new jobs for the season 2020/2021 as it introduces new Agro products on its food chain.

He said Carl Bruhn told him in a written statement that Amatheon is introducing a new crop portfolio that would include organic Chilli known as Long Cayene Chilli, which takes only 15 days to germinate and 85 days to harvest.

Ambassador Mukwita added that because of this product, the company would now guarantee the creation of about 2000 out growers this year which must double gradually at the end of 2022 to about 4000 jobs.

“This is good news for us because it encourages other companies in Germany to come and exploit or partner in the Zambian agro sector and create jobs for Zambians and earn foreign currency for themselves once they see Amatheon continues to grow, “Ambassador Mukwita said.

The Zambian Envoy urged Zambians to be proactive by acquiring land and partnering with German business so that they can grow crops such as organic Chilli and quinoa for European export markets priced in US dollars.

He said Zambia is already enjoying unfettered peace, which is a huge ingredient for investors.

Ambassador Mukwita said Mr Bruhn ought to be encouraged for continuing to grow even under the cloud of COVID-19 that has shut down many conventional businesses and slashed government revenue collection.

“As part of our economic diplomacy we shall woo as many Amatheon types as possible to help grow the economy as we are blessed with 365 days or sunshine, peace and arable land,” said Ambassador Mukwita.

The diplomat said his aim is to bring as many German agro investors to Zambia as possible because agriculture is not only a labor-intensive sector but also has huge potential to earn forex.

Recently Amatheon one of the largest privately owned Agro companies that employs about 2,500 Zambians introduced on its export food chain, a Quinoa, a high value crop which is now being stocked on European shelves after being grown from its Mumbwa farms.

ECZ sets dates for Vubwi and Miputu by elections

The Electoral Commission of Zambia has set Monday, 4th February, 2021 as the date on which to hold by-elections for Vubwi Town Council Chairperson and a Local Government by – election in Miputu Ward of Masaiti District.

The polls will take place from 06:00 hours to 18:00 hours.

In a statement issued to ZANIS by ECZ Corporate Affairs Manager Patricia Luhanga, aspiring candidates in the by-elections should lodge completed nomination papers and attested statutory declaration forms on the 14th of January 2021 between 09:00 hours and 15:00 hours.

Ms Luhanga stated that the completed nomination papers should be submitted to a Magistrate, Local Court Magistrate, Commissioner for Oaths, Election Officer or Returning Officer and other relevant offices.

“Aspiring candidates for the Council Chairperson By-election in Vubwi Town Council should take along with them fifteen (15) supporters who must be registered voters in the said Town. The supporters must have in their possession their Green National Registration Cards and Voters’ Cards,” she said.

Ms Luhanga advised that aspiring candidates for the Council Chairperson by-election will be required to pay Two Thousand Kwacha (K2, 000), non-refundable nomination fee.

She indicated that aspiring candidates in the Local Government Ward By-election should take along with them nine supporters who must be registered voters in the affected ward.

She further indicated that candidates will be required to pay Four Hundred Kwacha (K400.00) non-refundable nomination fee.

Ms Luhanga further advised all aspiring candidates to present certified copies of their Grade 12 Certificates, as a minimum academic qualification or its equivalent.

She said aspiring candidates wishing to contest in these by-elections must comply with the requirements failure to which may result in their nomination papers to be null and void.

“Accreditation for political party officials wishing to monitor elections in the District and Ward shall only be up to a maximum of 10 members per political party,” she said.

Ms Luhanga highlighted that only five senior officials of any participating political party with ECZ accreditation will be allowed to accompany aspiring candidates into the Nomination Centre during the filing of nominations.

She noted that the campaign period for the elections will commence at 15:00 hours on Thursday 14th January 2021 and end at 18:00 hours on Wednesday 3rd February, 2021.

She urged stakeholders and participating political parties to observe the Ministry of Health Guidelines on the prevention of COVID-19.

The by-election in Vubwi is as a result of the death of the Council Chairperson Joshua Daka and the vacancy in Miputu Ward was due to the resignation of the Area Councilor, Mabeti Hosini.

Judiciary urged to distance themselves from politics – Judge

Kitwe High Court Judge Abba Patel, State Counsel(SC), says the judiciary must be distanced from political activities as the country heads towards the 2021 general elections.

Speaking after the ceremonial opening of the criminal sessions at the Kitwe High Court today, Justice Patel said the Judiciary is a non-partisan institution and should be distanced from political activities.

“The judiciary is a non-partisan institution which is independent of government and is only subject to the Constitution of the country,” she said.

Justice Patel said that as the country heads towards campaigns, there is need to promote a culture of respect for each other’s opinions in line with good governance tenets.

And Justice Patel is concerned with the apparent increase in domestic cases including Gender Based Violence (GBV) against women and girls.

She said while there is a general reduction in the number of both civil and criminal cases before the courts, domestic disputes and GBV cases such as defilement and rape seem to be on the upswing.

“The rising cases of crime against women and young girls is a source of concern in a Christian nation. We need to protect the girl child from her brother, father, uncle and even grandfather,” Justice Patel said.

She said community leaders, church elders and local leaders must all join hands in helping to overcome the rising cases of crimes against women.

She said fighting crime should not be left to the judiciary and the police alone.

And Justice Patel said there is a need for timely law reforms that will give judges and magistrates discretionary sentencing powers other than depending on mandatory minimum sentences only.

She said in view of the current COVID-19 situation, appropriate reforms are needed in the law so that judges can mete out appropriate sentences for particular cases to avoid overcrowding correctional facilities.

And Kitwe High Court judge-in-charge Charles Chanda said judiciary workers are frontliners in the COVID-19 pandemic because justice has to be served regardless of the circumstances.

He said well-wishers and local leaders in Kitwe should therefore consider the judiciary whenever they are giving out chemicals and protective equipment necessary for preventing the spread of COVID-19.

He also said the high court in Kitwe faces challenges in its supervisory role of courts in far flung areas such as North Western Province because of perennial transport challenges.

Meanwhile, Law Association of Zambia (LAZ) representative Elijah Banda S.C has called for the increased use of technology in the administration of justice.

Mr Banda said platforms such as zoom and Skype should be used especially in the disposal of interlocutory applications.

He also urged lawyers to embrace the use of alternative dispute resolutions to avoid crowding courts and also help in clearing backlogs.

Kitwe Mayor Christopher Kang’ombe who graced the event promised to pass on the concerns and observations raised by the judges to the necessary offices.

Young Nkana have beaten newly revived Mutondo Stars in a FAZ Division One Copperbelt “grudge” encounter played on Monday at Nkana Stadium in Wusakile, Kitwe.

This was the first competitive match for Mutondo – a team revived by three former Nkana executive committee members led by immediate-past president Everisto Kabila last year.

Striker Kondwani Mugala came off the bench to win this opening match of the provincial league pushed to Monday owing to bad weather.

Mugala, who replaced Musa Mulenga after the break, scored in the 75th minute goal as Young Kalampa inflicted defeat on the Zeddy Saileti coached Mutondo side.

All the top three teams in FAZ National Division 1 dropped points at the weekend as Nchanga Rangers moved closer to the top.

Leaders Kansanshi Dynamos were held to a goalless draw by City of Lusaka in the capital city with Kafue Celtic losing 2-1 to Nchanga away in Chingola.

Kansanshi have 24 points after playing 12 matches while City moves into second place just a point behind the leaders.

Nchanga jumped one place up into third place following a 2-1 win over visitors Celtic at Nchanga Stadium on Sunday.

Forwards Irvin Mulenga and Kunda Nkandu scored a goal each as Nchanga moved to 22 points, just two behind Kansanshi, after 12 matches played.

Mulenga put Nchanga in the driving seat after seven minutes before Nkandu doubled the lead three minutes later.

Striker James Chilimina came off the bench to slot in Celtic’s consolation late in the game.

Celtic drops from second into fourth position as they remain on 22 points.

Meanwhile, Konkola Blades recorded the biggest victory of the weekend when thumping Zesco Malaiti Rangers 3-1 at Konkola Stadium in Chililabombwe.

Sixth placed Konkola have 21 points, just one point behind fourth placed Chambishi.

Chipolopolo goalkeeper Toaster Nsabata is aware that he has to work hard to prove his worth at Zesco United.

Nsabata joined Zesco on a three year contract as a free agent on New Year’s Day after five seasons at Zanaco.

The goalkeeper is expected to be second-choice to Kenyan international Ian Otieno.

“When you play for a big club like ZESCO United, expect yourself to be in the spotlight,” Nsabata told Zescounitedfc.co.zm.

“Coming here gives me a great opportunity to return my position at the senior national team. However, I will need to work extra hard by performing very well here.”

Actionaid Welcomes the Firing of Health Minister – He Must Now Face The Law

ActionAid Zambia welcomes the much-anticipated firing of Dr. Chitalu Chilufya as the Health Minister. We note that even before the HoneyBee scandal, Dr. Chitalu Chilufya had been at the center stage of various corrupt allegations in the Ministry of Health such as the theft of medication. ActionAid Zambia is of the considered view that Dr Chilufya must be held accountable for his actions in endangering the lives of Zambians and must face the law.

We demand that all those involved in this case be equally be relieved of their duties such as Zambia Medical Regulatory Authority (ZAMRA) Management and Board together with the Medical Stores and the two Permanent Secretaries at the Ministry of Health. We also expect the Doctor’s Association of Zambia to take keen interest at the issue as it borders on medical ethics as they uphold professional ethical standards in the medical profession.

We note with concern and dismay the continued lack of remorse and disregard for human life by the medical institutions involved in this case as it has left the country in suspense in terms of supplied products as the Ministry of Health spokesperson indicated that the products where not distributed. However, ZAMRA issued a statement of recalling the supplied products.

More importantly, Dr. Chitalu Chilufya and his co-accused must now face the law for not only stealing from the Zambian people but also risking their lives. It is our sincere hope that an adequate and vigorous investigation will be undertaken to map out all those that were involved in the scandal and be prosecuted accordingly. We want to emphasize that prosecution is a major tool in the fight against corruption as it ensures that corrupt offenders are severely punished to deter would-be offenders.

Furthermore, the firing of Dr. Chitalu Chilufya should not be left to perish like the cases of other prominent figures such as the social cash transfer who were relieved of their positions over corruption allegations but still undergoing perpetual prosecution while others have not even undergone any form of investigation and prosecution. The law has to be enforced to set as an example and break the cycle of impunity or freedom from punishment or loss.

Capitalize on high copper prices-Dodia

An Economic Analyst Yusuf Dodia says a rise in copper prices is good news for a commodity-driven country like Zambia as there will be more foreign currency.

Mr Dodia said more foreign exchange will translate into an appreciation of the Kwacha when it makes imports cheaper, thereby, translating into lower overall prices.

Mr Dodia told ZANIS in an interview that the increase in copper prices will also generate resources that will help to service the debt crisis the country is facing and replicate in capital infrastructure development.

“Copper prices have now reached high levels of around US$8000 a ton ,that means the mining industry in 2021 is likely to export million tons of copper representing US$ 8 billion of export earnings,” Mr Dodia explained.

Mr Dodia stressed that export earnings will be a mechanism for the Government to collect enough taxes from tax payers that will help to finance the 2021 budget.

And Lubinda Habazooka said the increase of copper prices on the London Metal exchange is sweat for Zambia.

“Mines are going to scale up productions that can translate into further jobs being created,” Mr Habazooka.

Copper which is Zambia’s main source of export revenue rose to US$8, 169 a ton on the LME hitting its highest level last recorded in February 2013.

Covid-19 causes mental health challenges-Psychiatrist

University Teaching Hospital (UTH) Psychiatrist Registrar Naeem Dalal has revealed that there is a direct and indirect impact of the coronavirus pandemic (COVID-19) outbreak on people’s mental health wellbeing.

Dr. Dalal explained that both the adults and young ones are overwhelmed by the changes in their daily life styles because of the factors that have come with COVID-19.

He said many adults have been affected by economic stress because many people have lost their jobs hence are restless about how they are going to provide for their families.

Dr. Dalal added that even the very preventive measures imposed on the general public to ensure that they adhere to the five golden rules are stressful because some households cannot afford to buy hygiene products, while some have little or no access to clean water.

He further stated that the pandemic has also had an effect on children as COVID-19 has affected the school calendar.

He noted that children, just like any other human being, are expected to observe the public health guidelines hence distressing their mental health.

And Dr. Dalal has indicated that the COVID-19 mental wellbeing becomes worse for those that contract the virus as they become restless and can also develop panic attacks because of the fear of how deadly the disease has been proclaimed.

He disclosed that every one out of five people with COVID-19 end up developing mental health challenges while others suffer from post-traumatic disorder between four to five months after suffering from the virus.

The Psychiatrist Registrar stated that some COVID-19 victims who end up as patients in health facilities do develop anxiety or clinical depression because of what they witness when admitted.

“The preventive measures that have been put in place are causing a lot of challenges within the economic community. A lot of people are losing jobs because of COVID-19 hence creating challenges in homes, including gender based violence and interpersonal violence within communities,” Dr. Dalal explained.

He noted that all these issues are correlated to the impact of the coronavirus outbreak and its severity as it evolves.

And Dr. Dalal has stressed the need for people to look out for one another in an effort to protect themselves saying the virus has brought in irritable life changes on everyone’s lifestyle.

He reiterated the importance of concerted efforts and adherence towards the health guidelines as advised by the Ministry of Health in the fight against COVID-19.

Dr. Dalal was speaking on ZNBC TV during the ‘Doctor On Air’ live programme under the topic ‘mental health and COVID-19’.

Zambia has recorded 1,161 new COVID-19 cases out of 11,700 tests carried out. A total of five deaths have been recorded in the last 24 hours.

Among the new 1,161 COVID-19 cases, 191 patients are receiving treatment in health care facilities with 112 on oxygen support while only 86 people have been discharged.
