Health Minister Dr. Chitalu Chilufya says Lukasha constituency Independent Member of Parliament Mwenya Munkonge did not die of COVID-19.

Dr. Chilufya told journalists in Lusaka that the Member of Parliament tested negative twice prior to his death.

“On a sad note yes, we have lost Honorable Munkonge Independent member of parliament for Lukasha constituency. Honorable Munkonge 57 died at 04;36 AM on Saturday at levy Mwanawasa hospital. Hon. Munkonge was tested twice for COVID-19, he came in as a referral from Hilltop hospital and both tests were negative.” Said Dr. Chilufya.

He said contrary to online media reports Hon. Munkonge presented complications of high blood pressure and heart failure.

Dear President Lungu

I must first apologise for contacting you in this way, but I know no other way. The times are desperate.

I do not in anyway doubt that you are committed to leading the fight against Covid 19. So far, you have done whatever one can could do under the circumstances and I would like to commend you for that. From around 18 March to the end of June, the number of people who contracted Covid 19 was very small compared to most parts of the world and nearby South Africa. What is clear is that this disease does not respect persons. Two of our own ministers who were at the forefront telling the public to adhere to the guidelines the government had set out got infected. This should have sent a signal to all that the disease is subtle and one careless move by anyone can mean infection.

We now know that in up to 85% of people who are infected with the SARS-Cov-2 virus, only experience few or no symptoms at all. The remaining 15% are the ones who are most likely to seek medical attention. In the best healthcare systems and most well resourced countries in the world, up to 5% of those infected will be seriously ill needing intensive care support and at least 1% die. Under normal circumstances this would not be a big deal. What is a big deal concerning Covid is that it is highly infectious and less dangerous. What this means is that if left alone, it would infect the whole country in a matter of days. This is the danger. If 5% of the 17 million Zambians were to be seriously ill within a period of one month, they would need more than 800,000 hospital beds! Even as mild as the disease is, there would still be about 1 million people seeking medical attention over a very short period of time. There is no capacity in the Zambian healthcare system to cope with such numbers. There are not enough resources, including human resources to deal with such a tragedy. One should bear in mind that even healthcare personnel would also be ill, and even more than the general population as has been seen in many parts of the world.

I have painted a grim picture because the tide can change if we act now.

First and foremost, Your Excellency, you need to marshal your troops. This war needs people who are 100% committed and not distracted. I as a medical doctor, knows that there is so much we do not know about this disease, but there is also a lot that is being known every hour. The publications are mounting and no one can single handed keep track. In my opinion, I submit to you sir that the minister of Health must be moved to another less demanding ministry at this time when he is facing criminal charges in court. The minister cannot afford to be distracted at this crucial hour. It is actually for his own sake too that he be moved since you have refused to suspend or fire him. The Ministry of Health needs a leader who is fully committed. Furthermore, we need external financial help more than ever before in the ministry of health. Donors must have confidence that the money they give will reach the desired targets and not end up in someone’s pocket. When it comes to corruption perception is the name of the game. The ministry of health has not fared well when it comes to corruption over the last few years and having its minister in court on graft charges just strengthens suspicion and donors my count the cents they give.

Lastly, we must get help for more test kits. Testing must be made more widely available to every person who wants to be tested. We have now passed the phase where we test contacts only. We must roll out testing in every place where measures have been eased. What was done in Kafue should now be repeated country wide. I understand the need to keep the economy moving as much as possible. In order to do this, we may have to carry out local lockdowns like we did for Nakonde. People must be banned from leaving or entering hotspots for 14 days.

It is time to enforce the ban of mass gatherings. In this, I would suggest that you sir, lead by example. When it comes to political gatherings, it looks as though nothing has changed except for the face coverings by some. Let us bear in mind that the virus can also enter through the eyes from the hands so that in crowded places we may not wash our hands before touching our eyes even if we have a face covering. The WHO advises to avoid crowded places, especially in doors.

I believe that we still have a chance to beat Covid. No one has the monopoly of knowledge concerning how to deal with this pandemic, but we must all put our heads together and cast emotions aside but face the cold facts before us.

Mwansabombwe MP Rodgers Mwewa dies

He becomes the second MP in less than 24 Hours to die after Lukashya MP Mwenya Munkonge died early on Saturday.

Mr Mwewa had difficulties in breathing from Friday night and was admitted to CFB Medical Centre in Lusaka.

His condition deteriorated on Saturday morning and he required Oxygen support.

Mr Mwewa was around mid day evacuated to Levy Mwanawasa Teaching Hospital but the ventilators there were not working forcing the medical team to move him to UTH where he died upon arrival evening.

And President Edgar Lungu says today Zambia has been robbed of two of her sons, legislators and representatives of the people.

“This is a painful blow. We have lost two gallant men who remained loyal to their electorates and the Patriotic Front despite Hon Munkonge being an Independent MP. My deepest condolences to the Munkonge and Mwewa families and the people of both Lukashya and Mwansabombwe Constituencies.”

Forest Rangers “Dodge” Zanaco: 28 Club Staff Test COVID-19 Positive

The first day of the 2019/2020 FAZ Super Division restart on July 18 ended in bizarre circumstances when league leaders Forest Rangers pulled-out of their home date against Zanaco at the eleventh hour allegedly over positive Covid-19 tests in their camp.

Forest issued a statement just hours before kickoff that they have 28 positive cases from the 58 taken last week by the Ndola club.

Zanaco had already travelled to Ndola and FAZ assigned match officials for the match at Levy Mwanawasa Stadium before Forest dropped the bombshell.

FAZ general secretary Adrian Kashala later on Saturday morning held an emergency meeting in Ndola with Ministry of Health officials, Director of Sports John Zulu, National Sports of Council of Zambia acting General Secretary Raphael Mulenga and FAZ vice-president Rix Mweemba.

“We have not received any official correspondence from the Ministry of Health on the 28 positive cases recorded by Forest,” Kashala said after the emergency stakeholders meeting.

“Other games will continue as scheduled while we look into the case of Forest Rangers and Zanaco FC.”

It was later resolved that the match kickoff as scheduled later this afternoon.

Zanaco players then took to the field to for pre-match warm-up but Forest stayed put in the dressing room.

“We had a meeting with FAZ, we have discussed the entire episode and all of us were looking forward to kicking the ball and playing competitive football but our opponents have reasons why they didn’t play,” Zanaco CEO Marlon Kananda told his players after trooping back to the dressing room.

“The reason they (Forest) have given is their team tested positive- 17 of their players-but they are issues around that and that is being sorted out by the relevant people.

“We have made it very clear to them that we travelled for this game. If they knew that the team was not ready, (but) our colleagues did their tests last week, and got their results on Thursday, so they knew.

“There is a lot of confusion and we have told FAZ we will not play Forest, and to us this is a win, and we should now start focusing on playing Nkana on Wednesday.”

Forest came into the restart with a narrow one point lead on 46 points from 24 games with a match in hand while Napsa Stars are second but restart their campaign on August 1 with no game in hand.

Zanaco are 10th on 35 points from 21 points with four games in hand including the Forest match.

On Sunday, defending champions Zesco United will host Kansanshi Dynamos at the same venue in Ndola needing a win that will lift them from fifth to second on goal difference and within a point of town-mates Forest.

Power Dynamos will visit Buildcon in the early kickoff in the Sunday doubleheader at Levy Stadium.

We will work towards delivering all 22 parliamentary seats on the Copperbelt-Lusambo

PF COPPERBELT Mobilisation Committee Chairman Bowman Lusambo says his committee will work towards delivering all 22 parliamentary seats on the Copperbelt to the ruling party.

Mr Lusambo says the mobilisation committee will work hand in hand with the party Provincial Committee to ensure that PF candidates win all Parliamentary seats in 2021.

Speaking when he appeared on a live phone-in programme on Radio Icengelo in Kitwe this morning, Hon Lusambo said he is working well with the Nathan Chanda-led Provincial Committee in mobilising the party on the Copperbelt.

He said for the party to win the 2021 general elections, there is need for party members to showcase all developmental projects to voters.

Hon Lusambo, who is also Lusaka Province Minister, has however denounced violence saying the ruling party believes in peace. He urged all PF members to practice civil politics and avoid violence at all cost.

And speaking when he addressed hundreds of marketeers from Chisokone Market who met him at the PF Kitwe District Office this morning, Hon Lusambo said the mobilisation committee will soon empower all marketeers in Kitwe.

He said the mobilisation committee will not be holding rallies but will be meeting people on the grassroots and empowering them according to their needs.

Meanwhile, PF Kitwe District Chairman Evaristo Chilufya has thanked President Edgar Lungu for appointing Hon Lusambo as Copperbelt Mobilisation Chairman.

Chairman Chilufya said his Executive will work with the Mobilisation Committee and ensure they mobilise the party in the district.

President Edgar Lungu is concerned with the surge in the number of COVID-19 cases-Health Minister

Health Minister Dr. Chitalu Chilufya says President Edgar Lungu is concerned with the surge in the number of COVID-19 cases triggered by cold weather and laxity in compliance to public health and social measures.

Speaking during the COVID-19 routine update at his office on Saturday Dr. Chilufya said Government was concerned that there has been an exponential rise in the number of cases and deaths especially BIDs.

“Government under the stewardship of President Edgar Lungu notes with concern the surging in the numbers of COVID-19 affecting our country and world over. The COVID-19 epidemiology in Zambia is changing rapidly. We have seen an exponential rise in the number of cases and indeed in the number of deaths furthermore the patients who have covid-19 in our facilities are now severely ill.” Said Dr. Chilufya.

He disclosed that from the tests that were conducted in the last 24 hours, 19 patients are critically ill and hooked to oxygen.

“As we speak today, we have 19 patients who are hooked to oxygen, the cold weather compounded by laxity in COVID-19 compliance to the public health and social measures have been factors that have been fuelling the pandemic.” He added.

Dr. Chilufya appealed to members of the public to adhere to public health and social measures adding that they should seek help whenever they feel sick.

“Our I would like to make an appeal to the public, to adhere to public health and social measures and to ensure that whenever they feel ill, they seek help quickly. This is important for us to stop the big number of people who are being brought in either critically ill or already dead. I further appeal to private hospitals to work closely with public institutions. To ensure that diagnosis is done quickly and people are linked to management of COVID-19 quickly.” He said.

Meanwhile the Ministry of Health has in the last 24 hours recorded 170 COVID-19 cases out of 1352 tests conducted bringing the cumulative figure to 2980.

“In the last 24 hours we have confirmed 170 COVID cases out of 1352 tests done. This brings the cumulative number of tests to 2980, 35 are contacts to known cases 61 were picked through the routine screening in our health facilities 46 were picked through routine community screening and 17 were truck drivers 11 were brought in dead as in, they are community mortalities.” Disclosed Dr. Chilufya.

He said 12 patients have been discharged, bringing the number of recoveries to 1462. But the minister also announced that the number of deaths has increased to 120.

House of Chiefs Chairperson Senior Chief Kaputa wants Government resources to sensitize subjects on Bill 10

House of Chiefs Chairperson Senior Chief Kaputa has asked government to provide resources to traditional leaders so that they can sensitize their subjects on the Constitution amendment bill number ten of 2019.

Senior Chief Kaputa of the Tabwa people of Kaputa district in Northern Province says several Chiefs believe that the bill contains progressive clauses that can help the country to move forward.

He says there is need to give people information the same way they are being sensitised on Covid 19.

And, Senior Chief Kaputa said there is need to include values and ethics in the school curriculum.

The tradition leader said this when Religious Affairs Minister Godfridah Sumaili met some traditional leaders in Chirundu district.

And, Reverend Sumaili said government looks up to traditional leaders to help in keeping the country united.

And, Chief Chipepo of the Tonga people of Chirundu district said issues to do with national values should be taken seriously because they are the foundation on which the nation must be built.

Speaking at the same meeting, Chief Sikoongo of the Tonga speaking people of Chirundu thanked President Edgar Lungu for creating a ministry that is promoting national values.

Contractors working on various projects in Muchinga Province not yet paid

Special Assistant to the President for Projects, Implementation and Monitoring Andrew Chellah says contractors working on various projects in Muchinga Province will soon be paid their outstanding balances.

Mr. Chellah was speaking soon after inspecting the 30 medium cost government houses and the six -storey provincial administration building in Chinsali district.

He said the outstanding balances for both projects are minimal saying the two contractors will soon be moving on site to complete the works.

Mr Chellah said projects in Muchinga Province will be prioritized in terms of payments as most projects are above 80 percent complete.

Mr. Chellah who expressed happiness with the works that have been done by the contractors, has assured the people of Muchinga Province that all the projects that are under construction will be completed soon.

Meanwhile, Provincial Infrastructure Officer for Muchinga Province Andrew Njelesani said the visit by Mr. Chellah has given them hope that the projects going on in the Province will be completed soon.

He said once contractors are paid their pending balances, works will be expedited on the projects.

Lukashya Member of Parliament Mwenya Munkonge has died

Lukashya Member of Parliament Mwenya Munkonge has died. Mr Munkonge who was an Independent Member of parliament died at Levy Mwanawasa University Teaching Hospital in the early hours of today, Saturday.

Hon. Munkonge has been admitted to Levy Mwanawasa Hospital since Monday and died this morning.

Uncle to the deceased Geoffrey Mwamba who is also PF Deputy Mobilization Chairman confirmed the death to ZNBC News. Mr. Mwamba said funeral arrangements will be communicated at a later stage.

And PF Secretary General Davies Mwila described Mr. Munkonge as hard working. He told ZNBC that Mr. Mukonge made meaningful contributions in Parliament. Mr. Mwila said the PF and the people on Zambia will miss Mr. Munkonge’s positive contributions to parliament.

In Northern Province, Provincial Minister Chungu Bwalya expressed sadness at the death of Lukashya Constituency Member of Parliament Mwenya Munkonge. Mr. Bwalya said the death of Mr. Munkonge is not only a loss to the people of Lukashya but to the province as a whole.

He described Mr. Munkonge as a gallant and dedicated lawmaker who put the welfare of his people first. Mr. Bwalya who is also Patriotic Front Northern Province Chairperson described Mr. Munkonge as a man who was committed to duty as evidenced by his exemplary works in the constituency.

Meanwhile, President Edgar Lungu has said that he is saddened with the death of Lukashya Member of Parliament Mwenya Mukonge. President Lungu said that Mr. Mukonge was a dedicated Member of Parliament who worked hard to improve the lives of the people in his constituency, adding that despite being an Independent Member of Parliament, Mr. Mukonge worked well with the ruling PF.

The Head of state said that his thoughts are with the family and the people of Lukashya.

No one should build houses within 200 metre radius of the President’s lodge in Kitwe-Chomba

Local Government Permanent Secretary Edward Chomba has threatened to revoke offer letters for people who have built houses closer to the Presidential Lodge in Kitwe.

Bishop Chomba says building houses within 2-hundred and 50-meters of the President’s lodge may compromise the security of the Head of State.

The Local Government Permanent Secretary has also directed the council not to allocate any plots within the range of 2-hundred and 50 meters in the presidential Lodge.

He said this today when he toured the presidential Lodge accompanied by Kitwe District Commissioner Chileshe Bweupe, Kitwe Mayor Christopher

Kang’ombe and other Senior Officials from Kitwe City Council.

Meanwhile, Bishop Chomba said there is a need to drill a borehole so that houses within the presidential Lodge can have clean running water.

The PS was informed that water supplied by Nkana Water and Sanitation Company is not Consistent.

He said Government does not want workers living within the presidential Lodge to have problems accessing water for consumption.

PF Attacks on the Police Threat to National Security-UPND

United Party for National Development(UPND) has condemned what it described as a movie-style attack on Lusaka Central Police Station by known, unruly Patriotic Front cadres.

According to the statement released to the media by the party, the incident came barely a month after the Inspector General of Police (IG), Kakoma Kanganja told the nation that the PF regime has made the work of the police easy as they are working with the PF very well.

The party said that it was a source of worry and concern to UPND that the PF, which has made the work of the police extremely unbearable through interfering in their operations and ordering them to effect arrests on opposition political figures could go a step further by invading police stations.

“As a security wing of Government, entrusted with the task of maintaining law and order; preserving and safeguarding property, we expected the ruling PF to not only make the work of the men in uniform easier, but to desist from any form of intimidation against them, ” the statement said.

The party assured men and women in uniform of a reformed Police in which the Executive will exert no undue political influence and pressure on the work of the Police once it assumed power, adding that, upon assumption to public office, the party will ensure the highest levels of professionalism and a return of order for the police to regain public confidence and respect.

“We will ensure individual police officers independence and improved access to social amenities such as education sponsorship for specialized training and quality health services; decent accommodation not the one made out of card boxes, ” the party said.

“We shall not allow police officers to be beaten by cadres. We shall also introduce more incentives for the police in order to motivate them, ” concluded the statement.

Reform Artisanal and Small Scale Gold Mining Taxation

Mining remains the backbone of Zambia’s economy accounting for 12% of gross domestic product, 28% of domestic revenue generation, and over 50,000 jobs both directly and indirectly. The proliferation of extracting maximal benefits from Zambia’s mining sector depends on the robust design of mining taxation. A robust mining taxation regime should raise sufficient revenue for the Government but at the same time provide fiscal space for mining companies to continue in operation. This involves determining a sweet fiscal spot that attains this balance. It is worth mentioning that achieving this is no easy task.

The current mining taxation system does not differentiate between large and small scale operators. This has led to overtaxing of the latter. It is important to be alive to the fact that artisanal and small-scale mining is increasingly being seen as a source of hope for many Zambians that cannot get jobs in the formal sector. To this extent, the Government needs to put systems in place that will ensure the maximum benefit of the Zambian people from artisanal and small-scale mining. These systems should include a taxation regime with a low fiscal burden to encourage growth.

Recently, the Government has declared Gold as a strategic mineral. This means it must induce macro-economic stability by propping up the national reserves at the Bank of Zambia (BoZ) and reducing poverty through the vehicle of artisanal and small-scale mining.

ZCCM-IH plans to collect a target of 40,000 Kgs of gold from artisanal and small-scale miners as well as other sources. However, this objective cannot be attained if the artisanal and small-scale miners are highly taxed.

The Centre for Trade Policy and Development (CTPD) wishes to put it on record that the current high tax burden has the potential to reverse the formalization process. This is because artisanal and small-scale miners will shy away from stepping into the formalization space to prevent their hard-earned gold production being taxed away.

CTPD is currently undertaking a study on artisanal and small-scale gold mining taxation. The study this far reveals that the current fiscal instruments generate an Average Effective Tax Rate (AETR) and Marginal Effective Tax Rate (METR) of 71% and 113%, respectively. These statistics clearly show that the artisanal and small-scale gold mining sector is highly taxed. The government is in a process of reforming the Mines and Minerals Development Act No.11 of 2015. This provides an opportunity to craft sector-specific mineral royalty schemes for artisanal and small-scale mining. In specifically lowering the tax burden on gold, CTPD wishes to recommend the following to government:

  1. Scrap off the turnover/corporate income tax applicable to the artisanal and small-scale gold mining sector,
  2. Scrap off the current mineral royalty and introduce a production-based mineral royalty pegged at $1/gram; and
  3. Possibly revise other fiscal terms.

Once the artisanal and small-scale mining sector has attained an acceptable level of formalization and growth, the fiscal terms can be revised to increase the revenue stake of Government in the sector.

Electoral Commission of Zambia launches Testing Platform for Voter Pre-Registration

The Electoral Commission of Zambia has announced that it has embarked on the testing of its On-line Pre-registration Platform for Stakeholders and Members of the General Public to become familiar with the system before the actual pre-registration exercise is launched in September, 2020.

The Online Pre-registration Platform is an initiative by the Commission to enable eligible voters to initiate the registration process by submitting their details online, and later present their biometric data to a Registration Officer. Hence, the registration process shall only be completed once the actual Voter Registration Exercise starts on 19th October, 2020.

Eligible voters that pre-register online, are thus, expected to visit a Mobile Registration Centre to complete the process and to collect their voters’ cards.

The Commission, therefore, wishes to assure all stakeholders that the online exercise it is conducting is only for testing purposes meant to get feedback from Stakeholders, thereby improving the system before it is launched. Hence, the Commission wishes to encourage members of the public and eligible voters to participate in this testing exercise that will end on 25 th July, 2020.

The Pre-registration Online Platform is expected to enhance and quicken the registration process. The Commission is hopeful that this initiative will serve as an encouragement to the electorate.

As part of the orientation and consultative process on the online system and capturing of data, the Commission has had engagements with various stakeholders such as the Media, Political Parties, Civil Society Organisations and Faith Based Organisation.

Ex-Ministers to pay back K75,000 each for staying in office illegally

The Constitutional court has concluded that 63 Ministers and Deputy Ministers who illegally overstayed in office in 2016 after Parliament was dissolved will collectively pay over K4.7 million.

In this matter, United Party for National Development Secretary General Steven Katuka and the Law Association of Zambia sued the Attorney General, Ngosa Simbyakula and 64 others in the Constitutional for illegally overstaying in office.

In an affidavit in support of assessment of amount due pursuant to the judgement dated 8th August 2016, Ministry of Finance Director, policy Research and Standards Fides Muntenga says the Ministers will together pay back K4.7 million.

Ms. Muntenga says emoluments paid to the former cabinet ministers and former Deputy Ministers have been dully computed for the period of May to July 2016.

She says the computation was arrived at after looking at the pay slips of the former cabinet ministers and former Deputy Ministers.

The state says the money that will be recovered from Ngosa Simbyakula and 62 others is for the period of May to July 2016.

Attorney General Likando Kalaluka in November 2019 asked the cosntitutional court to direct the Registrar of the Constitutional Court to assesses the amount of money that the Patriotic Front Ministers are required to pay back as directed by the court.

This was after the Court declined to re-open its judgement of August 8, 2016 in which it directed the ministers to pay back the allowances and salaries that they illegally acquired when they remained in office.

Constitutional Court Judge Enock Mulembe on behalf of others maintained that the ministers pay back the money as no leave was sought in asking the court to review its decision.
