Zambia Railways Limited suspends train operations between Livingstone and Victoria Falls Town after vandalism

Zambia Railways Limited says it has in the last 24 hours, suspended train operations between Livingstone and Victoria Falls Town on the Zimbabwean side following a theft of 647 Pandrol Clips by unknown people.

Zambia Railways Manager Southern Region Joel Chilufya who confirmed the incidence says the running of trains between Zambia and Zimbabwe was temporarily suspended as the track had been rendered risky for train operations.

Mr Chilufya said the theft was discovered around 10 hours on Thursday by one of the Zambia Railways workers on patrol and immediately reported to both Zambia Railways and State Police

Among the goods affected by the temporal closure of the line were 35 wagons of copper concentrates destined for South Africa as well as 26 wagons of wheat destined for Lusaka.

“I must mention that this is the first time we have experienced theft of such magnitude on this particular line. It has largely been quite and secure compared to other sections of the main line. We treat theft of vital rail components as sabotage and culprits have to face the full force of the law” said Mr Chilufya.

Statistics from the ZRL Police Unit indicate that the company records cases of theft or vandalism of key railway components on a weekly basis, thereby hampering the smooth operations of the company.

Zambia Railways infrastructure is treated as a national asset and is protected by the Amended Railway Act of 1984. Those convicted of rail crimes such as theft of Pandrol clips and fish plates are considered saboteurs and face up to 21 years in prison, under the law.

Meanwhile Zambia Railways has assured its customers as well as members of the general public that its Emergency Response Team is already on the ground and normal operations were expected to be restored within 24 hours.

Zambia Railways wishes to make a strong and passionate appeal to members of the public to help protect vital railway infrastructure by reporting suspects to the nearest Zambia Railways offices or any security enforcement wings.

In the meantime, ZRL will continue to engage members of the community spread along the length and breadth of its railway network (that stretches from Mulobezi in Western Province to Chililabombwe on the Copperbelt) through meetings, Public Address announcements, radio programmes and other information dissemination platforms, in order to find a common and lasting solution to rail crimes.

Zambezi River Authority has increased water allocation for power generation operations at Kariba

The Zambezi River Authority has increased water allocation for power generation operations at Kariba by 4 billion Cubic Meters.

This follows a review of the hydrological outlook at Kariba undertaken at the end of the second quarter of 2020.

Zambezi River Authority Chief Executive Munyaradzi Munodawafa says the additional water allocation will be shared equally between ZESCO Limited and Zimbabwe Power Company for their respective power generation operations at Kariba.

Mr Munodawafa says this is an upward revision of the combined water allocation for the year 2020 from 23 Billion Cubic Meters to 27 Billion Cubic Meters.

He said in a statement that the Authority will continue to monitor the hydrological outlook for the Kariba Catchment and water levels at Kariba Dam and keep the public informed accordingly.

The Golden Party says Zambia needs a new economic order to respond and adapt to the new normal beyond short term economic stimulus packages recently prescribed.

Party President Jackson Silavwe says many countries in Africa, Zambia inclusive are experiencing economic shocks despite having recorded fewer clinical cases of Corona virus also known as Covid-19.

He said Zambia has registered multiple job losses, depreciation of kwacha against major convertibles such as the USD there by making businesses and the general cost of living a nightmare. Poverty levels have equally rocketed.

Mr Silavee said the assessments by the World Bank and the International Monetary Fund show that the global economy has slowed down in growth in the year 2020 compared to the year 2019.

He said Global trade has slowed down as a result of the closure of borders and the lockdowns in major economies like the European Union (EU), China and the United States of America (USA).

“According to the Economic Commission for Africa(ECA), Corona virus blow to economic growth expected to drop from 3.2% to 1.8%. The secretary for ECA Miss Vera Songwe, further stated that the continents interconnectedness to affected economies of the EU, China and USA was causing ripple effects”, he added.

Mr Silavwe says the Zambian economy was projected to grow at 3.2%, it has now been revised be lower at around 2% as a direct consequence of the challenges facing the economy, chiefly due to the effects of the corona virus.

“Our major economic backbones such as the tourism and mining sector(s) have partially closed down. Hotels and lodges have recorded significant reduction in book rates. From 50% to less than 20% for the same period last year resulting in more job losses”, added Mr Silavwe.

He said Mining is one of the major contributo to the Zambian economy and a hub for employment for the Zambian youth.

Mr Silavwe said unemployment is already a major concern in zambia with both the private and public sectors hardly produces adquate jobs to cover the majority population especially new graduates.

He has called on the government of Zambia to initiate a solid long term economic plan in the COVID ERA beyond the recently announced short interventions.

Mr Silavwe said Zambia needs a grand economic RESET urgently to curb the adverse economic effects on our people.

“Further, we call upon the Economic Association of Zambia( EAZ) to hold an economic indaba that would look into the economy of Zambia critically during the Covid-19 economics. An economic Indaba held in good faith can provide solutions for a more resilient local economy for a prosperous Zambia”, he said.

Speaker of the National Assembly urged to close Parliament in light of the reported Covid 19 cases

Opposition New Hope Movement for Multiparty Democracy (MMD) Deputy National Secretary Mr. Gregory Mofu has called upon the Speaker of the National Assembly to close Parliament in light of the reported COVID 19 cases.

The Clerk of the National Assembly, Ms. Cecilia Mbewe on Wednesday the 15th of July, 2020 announced that three (3) Members of Parliament and ten (10) National Assembly staff had tested positive for COVID 19.

In a statement circulated to the media this morning, New Hope Youthful MMD Deputy National Secretary said that the COVID 19 threat had become real in Zambia.

“The New Hope MMD has noted with sadness on how the general public have neglected in keeping themselves protected from the COVID 19. The COVID 19 threat is very much alive and the general public should continue protecting themselves as per Ministry of Health guidelines”, Mr. Mofu said.

Mr. Mofu then urged the Speaker to close down the National Assembly in a bid to prevent the further spread of the COVID 19.

“Lastly but not the least, we have noted with sadness the news that is coming in from Parliament that 3 Member of Parliament and 10 National Assembly Staff have tested Positive for the COVID 19. We wish them a quick recovery and the best of Health”, Mr. Mofu said.

“As a Party with our Members in Parliament, We would also like to call upon the Speaker of the National Assembly Hon. Patrick Matibini to immediately suspend the current sitting of Parliament before more MPs and Staff contract the virus”, Mr. Mofu further said.

Foreign Affairs Minister Joseph Malanji back from Rwanda, Kagame affirms bilateral ties with Zambia

Foreign Affairs Minister Joe Malanji says Zambia and Rwanda bilateral relationships have not been strained by allegations that President Edgar a Lungu funded insurgents to topple President Paul Kagame’s government.

Mr. Malanji who yesterday made a one day emergency trip to Kigali as a special envoy of President Lungu said the two countries continue to enjoy sound bilateral relations.

He also said both President Edgar Lungu and President Paul Kagame also enjoy a cordial and sound friendship.

Addressing a media briefing in Lusaka, Mr. Malanji said his travel was meant to understand allegations made against Zambia and the reports that were made by a rebel leader appearing in the High Court in Kigali.

Callixte ‘Sankara’ Nsabimana appeared in the Nyanza High Court on Monday where he pleaded guilty to all charges but said that he was misled by some individuals and claimed that he was financially helped by President Edgar Lungu of Zambia.

But Mr. Malanji said he was informed by President Kagame that the allegations are not credible as prior to his arrest, Nsabimana had travelled to five countries that do NOT include Zambia.

He said the Zambian government will continue to investigate why Nsabimana chose to falsely mention President Edgar Lungu in his court testimony.

Mr. Malanji said the warm bilateral relations enjoyed between Zambia and Rwanda have not been shaken by the lies told by Nsabimana in court.

“The allegations are not coming from the government of Rwanda, these allegations are coming from a Convict. I had a lengthy merging with President Kagame as a special envoy of Government of the Republic of Zambia and the Government of Rwanda and President Kagame was very categorical that this convict has been five countries prior to his arrest and Zambia was not one of them and they were very categorical about this and President Kagame said to me that he doesn’t want to give credence to these allegations made by the convict,” Mr Malanji said.

He added, “President Kagame indicated that he has very sound relationship with President Lungu as a person and he did not see how President Lungu can start hiring these mercenaries and time start with Zambia is not sharing any border with Rwanda whose conflict might lead to someone being aggrieved to start sponsoring mercenaries.”

“So you can look at these allegations against President Lungu with the contempt they deserve. It has got nothing to do with President Lungu. And to start with, we are doing to dig, diplomatically and engage Rwanda to make sure we find out the reason and who could have enticed this convict to bring the name of the President of Zambia and the country into disrepute. We are following up this and soon our officers will be going to Rwanda to make sure that we dig and find out why he had to bring the name of Zambia and the name of President Lungu.”

Coronavirus deaths in Zambia have risen to 108-Health Minister

Health Minister Dr Chitalu Chilufya has announced that Coronavirus deaths in Zambia have risen to 108.

Dr Chilufya has said that the cumulative number of cases now stand at 2,620.

Presenting a Ministerial statement to Parliament today, Dr Chilufya said in the last 24 hours, 190 new COVID-19 cases were confirmed out 848 tests conducted.

The Minister said recoveries now stand at 1,434 while active Cases are at 1,078.

Dr Chilufya also announced that 22 people are currently on oxygen.

He said the cases were being picked through from the routine community screening, health care facility based screening, contacts to those who are already positive, few health workers and those who were brought in dead.

Mbewe: Zanaco FC Must Send Statement Against Forest

Winger Ernest Mbewe says Zanaco must beat hosts Forest Rangers this Saturday in Ndola to send a statement that they are back in business.

Unbeaten in the league since Chris Kaunda took over in early January with seven wins and a draw, the seven- time champions headline the restart of the FAZ Super Division on July 18 with a big test.

Zanaco visit Levy Mwanaawasa Stadium to play Forest who headed into the four-month coronavirus lockdown in pole position of the FAZ Super Division log and habouring dreams of a debut league title and maiden continental qualification.

Forest enjoys a one point lead ahead of Napsa Stars on 46 points.

Zanaco on the other hand are down in tenth place and trail Forest by eleven points.

“We are looking at getting a positive result against Forest but it is a must-win game, we are not looking at a draw because this game is a crucial game,” Mbewe said.

“If we win, we will send a message that Zanaco are back in business, ok in football you draw, you lose but our objective is to collect the 3 points.

“A draw will hit our morale but a victory will give us a big boost especially after this long break due to the lockdown.”

The game is Zanaco’s first of four herculean rescheduled dates over the next fortnight with fourth placed Nkana next Wednesday in Kitwe, a tricky Lusaka home derby against Kaunda’s ex-charges Nkwazi on July 26, before wrapping up their backlog away against third placed and last season’s runners-up Green Eagles on July 29.

Spike in COVID-19 cases due to PF leaders not following the Guidelines

UPND Leader Hakainde Hichilema says he has noted a sudden spike in the number of Coronavirus cases and fatalities recorded in last few days.

Mr Hichilema says this sharp rise is not by accident but because citizens have completely relaxed the health guidelines on putting on face masks and social distancing.

He has wondered how citizens can take health guidelines seriously when they are seeing those in leadership, including President Edgar Lungu himself, going about addressing large gatherings around the country with crowds that are not wearing masks and observing social distancing.

Mr Hichilema said President Lungu’s Minister of Health Dr. Chitalu Chilufya last week disrupted court proceedings with a huge raucous and chanting mob at the Magistrate Court, completely ignoring his own health guidelines of wearing masks and maintaining social distancing.

He said there was a news report of PF Deputy Secretary General Mumbi Phiri receiving more than 1000 people alleged to be UPND in some location somewhere in Zambia, without any Covid 19 concerns.

He said a lot of other PF leaders have been holding rallies and demonstrations almost on daily basis without masks and observing social distancing.

“How can citizens take health guidelines seriously with such reckless behaviour by the PF regime in addressing Coronavirus pandemic”, he said.

Mr Hichilema said Leaders in the PF have not led by example in this issue hence the rise in the number of Coronavirus cases.

He has reminded them that COVID 19 pandemic is a non partisan virus it strikes indiscriminately and will not choose one’s ethnicity, religion or political affiliation.

Mr Hichilema has challenged the PF government to stop treating this disease toyingly because it is lethal and must be checked.

State House advises Citizens and the media to allow due process of diplomacy to take its course on the Rwanda Case

State House has expressed concern that despite stating its position on allegations purported to have come out of a court trial in Rwanda, some citizens have continued to issue wild speculations and accusations on the matter.

The State house has maintained that the allegations are purported to have been submitted to a Rwandan are false.

Special Assistant to the President for Press and Public Relations Isaac Chipampe says the Zambian government is dealing with the matter through the diplomatic channels with Rwanda.

Mr Chipampe has since advised Citizens including the media to allow the due process of diplomacy to take its course without any speculation and further unwanted speculation.

On Tuesday, State House is concerned with reports in the media of alleged submission made to Rwanda’s High Court for International and Cross Boarder crimes that President Lungu allegedly provided financial resources to a named Rwandan Organisation to launch attacks in that country.

Presidential spokesperson Isaac Chipampe refuted the claims saying the allegations are false and must be treated with the contempt they deserve.

Mr Chipampe said in a statement that the Governments and the people of the two countries continue to enjoy strong and fraternal relations founded on mutual respect and a common purpose based on shared values and principles.

There is a well-hatched scheme to hound me out of Parliament-Mweetwa

United Party for National Development-UPND-Choma Central Member of Parliament (MP), Cornelius Mweetwa says he is aware of a well-hatched scheme to hound him out of Parliament.

Addressing the press at UPND secretariat , the outspoken and fearless Mr Mweetwa stated that he had intel from PF MPs that the persecution that he is currently undergoing was aimed at throwing him out of Parliament.

He stated that the PF’s hatred against him was so high that he could feel it the atmosphere of Parliament, yesterday.

“I am already aware from the fillers from the Patriotic Front (PF) the aim is to hound me out PARLIAMENT. And yesterday I could smell their aim to throw me out of Parliament, and am ready,” he stated.

He stated that he has written to the Clerk of National Assembly challenging Dr Patrick Matibini’s decision to make him apologize against his will.

Mr Mweetwa has however clarified that his decision to apologize for a lapsed question was borne out of his respect for laws of the House.

“I have written to the Clerk of National Assembly to challenge and petition the ruling of the Speaker for 14th July, 2020 where I was made to apologize against my will. But I apologized in respect of certain rules in the House even if I felt the gravity of the matter didn’t require me to apologize because I didn’t do anything wrong,”

He added that the rude interruption that engulfed the House when he was on the floor debating the Monze riot which led to the shooting of a teenager made him suffer a health hazard that prompted him to seek convenience relief.

“Because I was rudely interrupted by PF members when I was debating a question from Nakonde MP and the Speaker was trying to ask me to sit down as he took turns to admonish them. And because he took quite some time in trying to admonish them that they were Honourable Members, I suffered a health hazard and I was prompted to seek convenience,” stated Mr Mweetwa.

“Have you ever seen an MP being punished for lapsing an important question?” asked Mr Mweetwa.

Potential Zambia – Rwanda Conflict Needs Explanation-UPND

The recent allegations made against Zambia’s President Edgar Lungu in court by a Rwandese National Liberation Force ( NLF) rebel, Calixte Nsabimana, alias Sankara, are of a very serious nature, and have potential for far reaching consequences for Zambia’s peace and security and that of the entire Great Lakes and SADC Region.

There’s thus need to carry out a full investigation, so as to get to the bottom of this serious allegation. The Zambian people have the right to know whether indeed or not, Edgar Lungu did provide support to rebel leader Sankara as he alleged during his trial.

If indeed he did provide such support the Zambian people would also like to know why he took such a risk knowing very well the implications of such involvement to the security of the Zambian people. Rwandan President Paul Kagame is known for his belligerent and war mongering tendencies , would easily grab an opportunity such as this to draw Zambia into a conflict situation such as he has been doing in the Democratic Republic of Congo ( DRC) for decades.

This must be avoided at all costs. We are aware about the tense statement from State House Special Assistant to the President for Press and Public Relations Isaac Chipampe which simply distanced President Lungu from the allegation. Zambians need more information on the matter. Was Sankara or any member of the rebel group ever in Zambia? If he or his representative did, what was he doing in our country?

The Patriotic Front and Kagame’s party signed a Peace and Security Pact a few years ago. What necessitated the Pact? Can the Patriotic Front disclose the contents of this Pact?

Since the allegations were made in court in Rwanda, is the Zambian government going to testify in court to challenge the information?

We therefore call upon President Edgar Lungu to come out clean on these allegations without any further delays. He owes the Zambian people an explanation, hence he must speak to the nation directly about what he knows about the these rebels . He must address the nation through the press on this specific issue. Issuing mild statements will not do. He must talk to us directly.

We also call upon the SADC to urgently carry out investigations through it’s Organ on Defence and Security on these allegations given their serious security implications.

Germany contributes $10 million to support smallholder farmers affected by climate change in Zambia

Germany has contributed US$10 million to support smallholder farmers affected by climate change in Zambia

And the United Nations World Food Programme says it welcomes a donation from Germany to assist over 104,000 smallholder farmers impacted by drought.

Mr Achim Burkart, Germany’s Ambassador to Zambia says addressing multiple vulnerabilities driven by conflict, climate change and the current COVID-19 health crisis requires joined efforts.

Mr Burkat expressed hope that this funding can support WFP, the Government and its partners in building more resilient communities.

He said the funding, from the Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank KfW, will allow WFP to help smallholder farmers to recover from drought and enhance their ability to withstand future climate shocks.

And WFP Country Representative Jennifer Bitonde said this generous contribution comes at a time of increasing needs.

She said last year alone, 2.3 million people were affected by drought, and they are now trying to rebuild their livelihoods amidst the COVID-19 crisis.

Ms Bitonde said the funding will be used to promote the use of conservation agriculture practices that increase yields, enhance access to post-harvest management technologies to reduce food losses and scale up the use of drought-tolerant crops such as cowpeas and groundnuts.

She said the contribution will also support the nutrition of 33,000 school children’s through the provision of locally produced fresh food from smallholder farmers.

Germany is an important donor to WFP in Zambia. Following a US$320,000 contribution to WFP’s drought response in 2019, the German Federal Foreign Office contributed US$2.1 million in support of refugees residing in the country earlier this year.

The United Nations World Food Programme is the world’s largest humanitarian organization, saving lives in emergencies, building prosperity and supporting a sustainable future for people recovering from conflict, disasters and the impact of climate change.

Health Minister Dr. Chitalu Chilufya pleads NOT Guilty to four counts of corruption

Health Minister Hon. Dr. Chitalu Chilufya has pleaded not guilty to four counts of possession of property suspected to be proceeds of crime involving US$252,000 and K3,270,000 which he allegedly used to purchase shares and properties in Zambia and Dubai.

Dr. Chilufya appeared before Lusaka Chief Resident Magistrate, Lameck Mwale this morning where he is charged with four counts of possession of property suspected to be proceeds of crime was called.

In count one, it is alleged that Dr Chilufya on a date unknown but between December 1, 2016 and December 31, 2017 at Lusaka, possessed US$200,000 which was used to purchase 6,000 shares in Samfya Marines and Tourism Service Limited from Den Daas Investment Zambia Limited, property suspected yo be proceeds of crime.

Count two alleges that Dr Chilufya on a date unknown but between January 1, 2017 and December 31, 2017 at Lusaka possessed K270,000 cash which was used to purchase 2,000 shares in Samfya Marines and and Tourism Services Limited from Leo Jonas Ngosa Investment Limited, property suspected of being proceeds of crime.

It is alleged in count three that Dr Chilufya on an unknown date but between January 1, 2018 and December 30, 2019 possessed K3,000,000 which was used to purchase Lot No. 365/366 also known as Spark Guest House situate in the Mansa district of Luapula Property, property reasonably suspected to be proceeds of crime.

In the fourth and last count, allegations are that Dr Chilufya on a date unknown but between January 1, 2017 and December 32, 2017 at Lusaka possessed US$52,000 which was used to purchase a passenger boat also known as Transport 32 from Smart Own FZE of Dubai in the United Arab Emirates, property reasonably suspected to be proceeds of crime.

After Dr Chilufya pleaded not guilty, magistrate Mwale further told the minister to tell his sympathisers to stay home because of COVID-19. Commencement of trial has been set for August 4, 2020.

Earlier Dr Chilufya’s sympathisers, among them Luapula Province minister Nickson Chilangwa, his Muchinga Province counterpart Malozo Sichone and Lusaka Province PF secretary Kennedy Kamba today were forced to leave court after Chief resident magistrate Lameck Mwale ejected those who had no business at court.

Before he could begin to deliberate on the case, magistrate Mwale wondered what was happening because of the courtroom was packed with sympathisers for the minister, saying the Chief Justice and Ministry of Health have guided on who is allowed to be in court in view of the COVID-19 guidelines.

He then ordered those who were not supposed to be in the courtroom to leave before he starts pointing at them to go out.

It was at this point that a few of the sympathisers, among them Mr Sichone, Mr Chilangwa and Mr Kamba left the courtroom.

The 48-year-old Dr Chilufya was accompanied by his wife Mutinta.

Government has disbursed 19 million Kwacha to 35 Small Medium Enterprises-Yaluma

The government has disbursed 19 million Kwacha to 35 Small Medium Enterprises-SMEs, Producers’ Organisations and farmers.

Of the amount, SMEs have received 10-million Kwacha while producers’ organizations and farmers have been given nine million.

The funds under the auspices of the Zambia Agribusiness and Trade Project have been disbursed by the Ministry of Commerce.

Commerce, Trade, and Industry Minister Christopher Yaluma graced the handover of the funds in Lusaka.

Mr. Yaluma said Zambia’s economy will only record robust growth when indigenous entrepreneurs are empowered to scale up their businesses.

At the same function Information and Broadcasting Services Minister Dora Siliya urged Zambians to be proactive if they are to actualise their dreams in business and other facets crucial to life.

Ms. Siliya said prayers to invoke God’s blessings in various spheres must be accompanied by action.

And Zambia Development Agency -ZDA- Director -Enterprise Development Mukula Makasa said the agency has since 2015 integrated three thousand 250 Zambian producers, with the capacity to supply products to multinational chain stores.

Meanwhile, Commerce, Trade and Industry Minister Christopher Yaluma says Government is working towards facilitating private sector growth in line with the Seventh National Development Plan.

Mr. Yaluma says the Seventh National Development Plan will position Zambia as a middle-income country that offers decent employment opportunities for its citizens.

He was speaking in Lusaka today when he launched the upgraded E- Registry and the Notice and Comment portals as online tools for provision of information on regulatory frameworks.

Mr. Yaluma noted that all businesses need to have easy access to information on regulatory requirements when starting.

He explained that the E- registry is intended to bridge the information gap to make doing business easier.

And Business Regulatory Review Agency (BRRA) Director and Chief Executive Officer Sharon Sichilongo said the Agency is committed to deliver business services and regulations.
