Lwandamina Speaks As Zesco United Prepares For Restart

Zesco United coach George Lwandamina believes every team is heading into uncharted waters when the league restarts this weekend after they recently trooped back to full training following the four-month Covid-19 lockdown.

Team’s returned to full training on July 1 ahead of the July 18 behind-closed-doors league restart after being restricted to individual training since March.

The defending champions Zesco will resume their quest to retain the FAZ Super Division title on July 19 when they host Kansanshi Dynamos at Levy Mwanawasa Stadium in Ndola.

“It is the same everywhere when you stay out of business for four months and then you are told to start, and with the little time of preparations, it becomes a challenge,” Lwandamina said.
Lwandamina said there is no substitute for the intimacy of full team training.

“Yes, I understand that players have been training individually but a player can only do better with the coach behind him,” Lwandamina said.

“Even you yourself, if you say you are going for road-run and you plan to run for 10 Kilometers, just halfway through that distance your body will tell you to stop and if you are not strong enough, you will stop and start walking.

“And that is what actually happens to the players, they need someone to push them to go beyond the pain barrier, the body mechanism has it that not until you go beyond the pain barrier, that is when the body will be even able to compensate, and that is the fitness that is even required in our game of football.

“But it is not the case, that is how challenging it is. We are just hoping that whatever we are doing will be beneficial.

“No one knows, not even our friends in Europe, it is all experimental, they are lucky they have a lot of facilities so maybe they will eventually be able to come up with something that is tangible.”

And Lwandamina added that the provisional FIFA law of an additional two substitutes, from the standard three, during this restart period will help all teams.

“Definitely it is beneficial for all the teams. Let me just put it this way; the entire World will benefit because looking at the magnitude of the games that we will play, three substitutes will not suffice. So with the increase of two it will help, it will be better than the usual three,” Lwandamina said.

The last nine games of the 2019/2020 season have been squeezed from August 1-30 excluding the seven rescheduled matches over the coming last two weeks of July involving Zanaco, Zesco and Buildcon.

The Fate of the 23 Teachers Dismissed on Account of Alleged Fake Qualifications to be determined

9

The Teaching Service Commission says it will look into the fate of the 23 teachers who were dismissed on account of alleged fake qualifications.

The respective teachers were dismissed in 2018, during the national teachers’ registration exercise.

Teaching Service Commission Chairperson, Stanley M’hango announced this in Kabompo, North-Western province, when he called on District Commissioner, Patrick Kasoka.

Mr. M’hango said the reconsideration follows the teacher unions’ appeal on behalf of the dismissed teachers.

He noted that some of the teachers, who were dismissed, had served for over 20 years, while others were due for retirement at the time and had upgraded their qualifications.

Zambia Congress of Trade Unions (ZCTU) Vice President, Newman Bubala has thanked the Teaching Service Commission for considering their appeal.

Meanwhile, The Civil Service Commission has assured civil servants in North-Western province who have not been confirmed that the commission will work to ensure they are confirmed as long as they have the necessary qualifications.

Commission Vice-Chairperson, Hillary Chipango has praised the civil servants in the region for implementing government policies.

Mr. Chipango was speaking when he held a meeting with Heads of Government Departments in Solwezi, North-Western province.

Teaching Service Commission Chairperson, Stanley Mhango said all the developments, that have been scored in the province, are as a result of a loyal and committed civil service.

Zambia To Present Progress On SDG Implementation To UN Member States

2

Zambia will tomorrow (Thursday) join 46 other countries in making presentations about its progress on the implementation of the Sustainable Development Goals (SDGs) at the Annual High-Level Political Forum (HLPF) at the United Nations. Zambia has integrated the SDGs in the Seventh National Development Plan (7NDP).

The High-Level Political Forum, being held under the auspices of the United Nations Economic and Social Council (ECOSOC) from 7-16 July 2020, is themed: “Accelerated action and transformative pathways: realizing the decade of action and delivery for sustainable development.”

The HLPF is a multi-stakeholder platform through which UN member states are sharing experiences in implementation of the SDGs, identifying gaps and lessons learnt. It is also a forum for rallying further action and solutions by all stakeholders.

Due to the COVID-19 pandemic and expected limitations on in-person meetings and international travel, participating countries will this year make presentations virtually.

The Minister of National Development Planning Honourable Alexander Chiteme, M.P., will present Zambia’s first progress report on SDGs implementation since their adoption in 2015. The presentation will be in form of a Voluntary National Review (VNR) which is part of the three-day Ministerial segment of that runs from 14-16 July 2020. Zambia’s VNR presentation will be held on 16th July 2020 from 17:00hrs Zambian Time, which will be live on UN Webcast at http://webtv.un.org/.

Voluntary National Reviews are country-led and country-driven regular and inclusive reviews of progress at national and sub-national levels on progress towards the 2030 Agenda for Sustainable Development.

In the 2020 HLPF, participants are also discussing the impact of the COVID-19 pandemic on the SDGs. They will reflect on how the international community can respond to the pandemic in a way that puts countries back on track to achieve the SDGs and accelerate progress during the decade of action and delivery for sustainable development.
In preparation for the country’s VNR, the Government of the Republic of Zambia has through the Ministry of National Development Planning collaborated with the United Nations in Zambia, and engaged stakeholders from state and non-state actors including civil society, academia, the youths, and persons with disabilities among others.

The Government of the Republic of Zambia is strongly committed to the implementation of the transformative 2030 Agenda for Sustainable Development. The country’s first Voluntary National Review (VNR) underscores this commitment. Integrating the SDGs into the National Planning Framework and putting in place strong coordination and reporting mechanisms, further demonstrate the country’s resolve to anchoring its development trajectory on the 2030 Agenda. Zambia’s 2020 VNR is an outcome of participatory and inclusive consultations based on a whole-of-government and whole-of-society approaches.

IMF non-committal on Zambia’s request for Covid-19 after latest round of talks

31

The International Monetary Fund (IMF) has remained non-committal over Zambia’s request for emergency Covid-19 financing after it concluded the latest round of talks with the Zambian government.

In a statement, the IMF said discussions centered on the Government of Zambia’s request for emergency support under the Rapid Credit Facility to support the government’s efforts to address the social and macroeconomic impact of the COVID-19 pandemic.

It said the COVID-19 shock has significantly impacted economic prospects—growth this year will be negative, poverty has likely increased, and fiscal pressures have increased further with lower revenues, higher expenditure needs, and an already high debt service burden.

The IMF says discussions also focused on the economic policies needed to respond to the fallout from the COVID-19 pandemic.

It further says discussions will continue on the fiscal stance and policies in order to move forward with the request for Fund support.

The IMF staff team which was led by Dhaneshwar Ghura held virtual meetings during June 22–July 10 to discuss the Government of Zambia’s request for emergency support under the Rapid Credit Facility.

At the conclusion of the virtual discussions, Mr. Ghura issued the following statement:

“The social and macroeconomic impact of the COVID-19 shock, on top of a severe drought last year, will be heavy. Growth is forecast at around ?5 percent in 2020, substantially lower than envisaged at the beginning of the year, and the number of people living in extreme poverty is expected to increase. Fiscal pressures in 2020 have increased due to significantly lower revenue collections and higher spending needs. Zambia has requested support under the G20 Debt Service Standstill Initiative, which would provide temporary fiscal space this year.”

“Discussions covered both near- and medium-term policies to address these challenges and the underlying macroeconomic vulnerabilities, including the main elements of the revised 2020 Budget with a focus on spending for the COVID-19 health, social and economic response.

Discussions will continue as the authorities determine their policies and priorities in the formulation of the revised 2020 Budget, as well as the medium-term fiscal stance needed to restore debt sustainability, revive growth and lower poverty.

“IMF staff held meetings with Finance Minister Bwalya Ng’andu, Bank of Zambia Governor Denny Kalyalya, senior Government and Bank of Zambia officials; and the private sector.

“Staff express their gratitude to the Zambian authorities for the constructive discussions that were held and look forward to continuing discussions.”

Kambwili condemns people behind the story alleging that President Edgar Lungu is financing Rwandese Rebels

Opposition National Democratic Congress (NDC) Leader Chishimba Kambwili has condemned people behind the story alleging that President Edgar Lungu is financing a named Rwandese organisation to launch attacks in that country.

Mr. Kambwili says such kind of politicking is not only childish and irresponsible but can bring misunderstanding between the two countries if the media continues publishing such stories.

He has advised politicians to learn to have boundaries and not politic to an extent of involving the President in fabricated stories in an effort to gain political mileage.

Mr. Kambwili who is also former Foreign Affairs Minister, says in as much as he disagrees with President Lungu on certain issues, the President cannot sink so low to fund an organisation in a foreign country.

He told ZNBC News in Lusaka that even the amount of money mentioned in the story can not even be enough to match the allegations.

Mr. Kambwili has further challenged the media to be responsible in their reporting and avoid running fake stories.

FRA will find it hard to meet the 1 Million Maize Purchase Target

2

The Center for Trade Policy and Development says the Food Reserve Agency will have a serious challenge in meeting the targeted One Million Metric tons of grain in the 2019/2020 Marketing Season.

In May this year, Agriculture Minister Michael Katambo announced the crop forecast survey results in which the country recorded a bumper harvest of 3,387,469 metric tons in the 2019/2020 agriculture season.

This was an increase from the 2,004,389 million metric tons produced last season representing an increase of 69 percent.

Despite recording a bumper harvest, CTPD Executive Director Isaac Mwaipopo says a recent spot check done by researchers from his Organisation in Kaoma and parts of Chongwe districts has revealed that several sheds are still empty weeks after the FRA commenced the procurement exercise.

Mr Mwaipopo said in trying to identify the challenges, his organisation learnt that several farmers were unhappy with the K110 per 50KG bag price offer from the Food Reserve Agency.

He said despite the Food Reserve Agency promising to buy maize on cash basis, several farmers are still hesitant to deliver grain to the FRA sheds due to lack of trust which could be emanating from the agency’s historical delays in paying farmers.

Mr Mwaipopo has noted that several farmers are now opting to either sale their maize to private buyers who are offering much higher prices or keep the grain until they see improvements on the prices.

He said it is CTPD’s observation that farmers are doubting Government’s pronouncement that it will be procuring grain on a cash basis this marketing season as they appear to think that the Government merely wants to trick them into delivering grain and there after subject them to the usual long delays in payments which causes frustration.

Mr Mwaipopo has therefore recommended that Government should consider relooking at its participation price and seriously consider raising it up to a much competitive price.

He said in the event that FRA is afraid of the cost implications of revising upwards the price, Government can consider the 2020 grain target from one million metric tons to the prescribed five hundred thousand metric tons.

He said there is need to carry out more sensitization on the recent policy directive to pay farmers on the spot in the 2020 marketing season, most of the farmers doubt this
reality.

Mr Kambwili said with regards to COVID-19, there is need for more sensitization to be done, several small-scale farmers are not adhering to prescribed guidelines, especially with regards to wearing of face masks.

Meet the Farmers Virtual Summit presents a good opportunity for Zambia to forge partnerships with Saudi Arabia

8

Zambia’s Ambassador to the Kingdom of Saudi Arabia Ibrahim Mumba has said the forthcoming Meet the Farmers Virtual Summit presents a good opportunity for Zambia to forge partnerships and enhance further the agriculture sector.

Ambassador Mumba said Saudi Arabia presents a great avenue for players in the agriculture sector to draw lessons from best practices and create synergies to ensure development.

He made the remarks during a virtual meeting between the Embassy and the organisers of the Meet the Farmers Virtual Summit, which is scheduled for 25th to 27th August, 2020.

The virtual summit will be held under the theme Innovation, Agriculture, Future and it is aimed at linking farmers to the suppliers, markets, industry professionals and regulators.

Ambassador Mumba highlighted the opportunities that could be explored in Saudi Arabia and hoped that the summit would contribute towards creating synergies in the agriculture sector.

The meeting discussed potential sector markets for the farmers, viable options and the need to ensure the participation of key players in the sector Zambia and Saudi Arabia.

It also resolved to have a segment during the summit to discuss the available market and financing options in Saudi Arabia as well as the possibility of twinning farmers.

The platform will link farmers and various input suppliers in Zambia and the region, while giving farmers an opportunity to gain information on current trends and technologies that are practiced in the agriculture sector.

The Government of Zambia launched the Meet the Farmers Virtual Summit, an online conference designed to bring agricultural players on one virtual platform.

During the launch, Minister of Agriculture Michael Katambo said the summit is vital in boosting understanding of modern agriculture practices and technologies to improve productivity.

Considering that this year’s agriculture and commercial show has been cancelled due to the corona virus pandemic, Hon. Katambo said the summit will compliment Government policy in facilitating access to markets for farmers.

This is according to a statement issued by Huzaifa Jada, the Deputy Ambassador At the Embassy of Zambia in Riyadh Kingdom of Saudi Arabia.

Mweene, Shonga & Co Back in SA PSL Action in August

Chipolopolo’s South African-based contingent will have to wait until August 1 to taste some competitive action following a pushback on the July 18 restart date.

The South Africa Premier Soccer League announced last week that government had given them the all-clear to restart the season behind closed doors after a four-month lockdown due to the Covid 19 pandemic.

However, SAFA has told the SA PSL that the restart will have to wait another fortnight due to administrative reasons.

“The PSL had complied with the requirements and [was] ready to resume with the 2019/20 season on 18 July 2020, but are unable to do so due to unavailability of match officials,” SAFA said in a statement.

Some high-profile Chipolopolo SA PSL stars include Lazarus Kambole at Kaiser Chiefs, Augustine Mulenga and Justin Shonga at Orlando Pirates, Musonda Mwape at Black Leopards, Salulani Phiri at Polokwane City and goalkeeper Kennedy Mweene of Mamelodi Sundowns.

Their domestic-based colleagues resume the season this weekend while European-based regulars are two months into the restart or concluded their campaigns as Patson Daka and Enock Mwepu have done so in Austria.

PF hooliganism and thuggery in the country keeps breaking news records

26

The UPND says PF hooliganism and thuggery in the country keeps breaking news records with the recent incident being where their thugs beat up police officers right at one of the biggest police stations in the country.

Party Deputy Secretary General Patrick Mucheleka says not even the once powerful UNIP vigilantes that terrorised citizens during the one party state reached this level of violence and thuggery of beating law enforcement agencies right at their premises.

Mr Mucheleka says the UPND have been at the receiving end of this PF thuggery resulting in some of their members even killed in cold blood by PF thugs, yet law enforcement agencies have done nothing up to now.

“And we have repeatedly warned that violence has no end once it starts and encouraged by those in authority because one day they will equally be victims of the same”, he said.

Mr Mucheleka said UPND knew it was just a matter of time before this PF thuggery degenerates to such levels because it has been tolerated for a very long time now.

He said there are numerous incidents with video and photo evidence of PF thugs invading premises and beating up innocent citizens, such as what happened during the live TV Bill 10 debate at Intercontinental Hotel, yet nothing has been done to date.

“We are also reminded of an incident during the Sesheke bye election when PF thugs invaded a police station and attacked police officers. But instead of promoting the police officers who repelled the PF thugs, the officers were themselves hounded out of the police service”, he added.

Mr Mucheleka said with all the powers that have been given to these PF hooligans where they have placed themselves above law enforcement agencies, it is not clear what could stop them from raiding a police station and clobbering police officers.

“It is now clear Zambia is finally a failed state because if law enforcement agencies cannot deal with perpetrators of such heinous crimes, where will ordinary citizens run to for security since police stations are equally not safe”, Mr Mucheleka added.

He has questioned where is the security of this nation and that of ordinary Zambians if police officers can be clobbered at the police station and then the assailants manage to evade arrest.

“Can you imagine if these were UPND members who did such a thing”, he added.

President Lungu: An Alleged Terrorist President

61

By: Anthony Bwalya – UPND Member

For the avoidance of any doubt, I had to contact a news source in Rwanda to confirm the existence of a testimony before a Rwandan court, linking President Edgar Lungu to terrorism financing activities in that country – and the testament does exist.

Whether or not the testimony is actually true remains a story for another day.

But let us be clear, this is not just an Edgar Lungu problem. This is a Patriotic Front (PF) political establishment issue. The man is the leader of the PF, and we will assume the PF knew something of this; otherwise let them deny they had no knowledge of the President’s alleged activities in Rwanda.

Now, earlier this year, the Patriotic Front (PF) regime headed by President EDGAR Lungu, ignoring all public outcry and condemnation, went ahead and gave away a substantial portion of Zambia’s known gold deposits to Karma Mining and Array Metals in a bogus Joint Venture transaction for a paltry $2.5m initial capital injection, while allowing Array metals to sit on close to $500m worth of unprocessed gold and dominate the gold raw materials supply and processing chain to the JV in which Karma Mining holds majority stake.

On 27 May 2020, the United Party for National Development (UPND) delivered a detailed letter highlighting major due diligence lapses in the manner the JV with Karma and Array Metals was entered. We argued that President EDGAR Lungu failed in his duty to ensure that the Industrial Development Corporation (IDC) which owns ZCCM – IH, conducted basic due diligence checks on Karma and Array Metals before the JV was signed.

One of the key questions we raised was that Karma being a Sudanese entity, and Sudan being a country known for sponsoring state terrorism and continues to be under sanctions by the US, UK, EU and UN for its sponsoring of terrorism.

We also raised concerns around the fact that the Vice President of Array Metals has established links to a Sudanese army general under UN sanctions and that the two enjoyed irrefutable ties to the ruling elite in the Ugandan government.

In the 2018 Financial Intelligence Center (FIC) Report, Case 3 was a terrorism financing transaction on Zambian soil, where identified individuals of foreign origin used a foreign owned company hastily registered in Zambia to engage in sponsoring terrorism activities in a known and identified African nation. The report further indicated that this information had been passed on to competent authorities in Zambia for further investigation. We have never heard anything of this case since 2018.

In the absence of any formal investigation over Case 3 of the 2018 FIC report, there is good reason to believe that the terrorism linked transaction was in respect of either Rwanda or Sudan.

Fast forward to early 2020, Zambia witnessed terrorism on home soil as “unknown” people went round every corner of our country gassing citizens in a systematic, well coordinated manner. To date, nothing sensible has come out of this.

Now, the events around the narration to a Rwandan Court by Major Callisto Nsabimana “Sankara” in which the name Edgar Lungu is mentioned, allegedly wiring money to the National Liberation Front (FLN), an armed wing of the opposition the Rwandan Movement for Democratic Change (MRCD) takes place in late December 2017.

In 2012, the PF had sent “youths” to Sudan to “study” unknown courses at the African International University. To date, there is no record of any Zambian youth having formally graduated from this institution in any discipline. This continues to raise questions around what those PF “youths” had been doing in Sudan.

But what is also known, is that the party in power has established a highly organized, militarized and well equipped wing of its party establishment. This is the same wing that continues to terrorize Zambians through home grown violence, violent threats, intimidation, extortion and murder.

We also know from publicly available information, that Zambia hosts a number of wealthy Rwandese who are sworn enemies of President Paul Kagame. These have a motivation to not only sponsor a move on Kagame’s government using Zambia as a launch pad, but also to fund the ruling party in Zambia in exchange for a safe haven.

So while the Rwandan story sounds like something out a science fiction movie, it is in fact plausible.

The worry for Zambians, if this allegation has even an ounce of truth in it, should be that we have a President and a ruling party that are actively participating in terrorism abroad, and this has the potential to jeopardize not only Zambia’s diplomatic relations with other countries, but also expose our country to retaliatory terror attacks against a foreign state.

And while if this story is untrue, as State House claims, let the President or the Zambian government sue “Sankara” for making such a gross allegation against a sitting President of another country.

Anything less will raise doubts about the credibility of both this President and his ruling party to continue governing our country.

We all have been given enough reason to have to change government in 2021. If we do not, we will have ourselves to blame.

Electoral Commission of Zambia’s structuring of nomination fees is unfair and undermines inclusive participation

GEARS Initiative Zambia says the structuring of nomination fees in terms of ability, gender or age by the Electoral Commission of Zambia is unfair and undermines inclusive participation.

Organisation Executive Director McDonald Chipenzi says this will increase marginalization and stigmatization of these interest groups in society as they will be looked upon by others with contempt.

Mr Chipenzi said Youth, women and persons with disabilities don’t suffer marginalization but stigmatization and such overt acts of treating them as lower class citizens who need special favour is a potential stigmatization act against them.

He said the ECZ must read the Persons with Disabilities Act No.6 of 2012 and the Convention on the Rights of Persons with disabilities which emphatically call for mainstreaming of Persons with disabilities in national affairs and not favoritism and classification.

Mr Chipenzi said the revised fees are unfair and must not be encouraged or entertained as they have detrimental effects of favoritism in the long run in the electoral process against Art 45.

He says this Art spells out the principles of an electoral system in Zambia and must be based on citizens’ free exercise of their political rights, universal adult suffrage based on the equality of the vote, fair representation of various interest groups in society and gender equity in Parliament and councils.

Mr Chipenzi said what is important is to make these fees, affordable, manageable and better still make electoral services accessible by all regardless of whether they are male, female or disabled which is key to achieving an electoral system outside favoritism.

He said the reasons being advanced by the ECZ on structuring fees according to age, gender and disability has no basis instead a realization and acknowledgement that these fees are high and beyond the reach of majority women, youth and persons with disabilities.

“Will ECZ also consider reducing fees for youth, women and persons with disabilities in rural and peri-urban areas who may be even more affected by these high fees due to limited source of income”, he said.

“Are these reduced and structured fees still for the able and wealth youth, women and persons with disabilities? For instance, the current parliament has Sebastian Kopulande and Nickson Chilangwa who are disabled and contested elections and won regardless of their abilities. Are they also catered for these reduced fees for the disabled?”, he added.

Mr Chipenzi has questioned whether the ECZ is also saying that the two MPs are marginalized and unable to raise the funds that able male aspirants would be required to raise for nominations.

“What of Chinsali Central MP, Muchinga MP Howard Kunda who are youth and the many women who are in Parliament occupying elective seats and able to pay these fees, is ECZ implying that they will not manage the fees allocated for able male candidates?”, he said.

Mr Chipenzi said his Organisation does not support stigmatization and unfair play in the electoral Process which are components of electoral injustice in the electoral process and against the spirit and intent of Art 45(2) that stresses the principles of the electoral process which among the many-that elections must be free and fair.

He said those who would be aspirants will be eyeing for the same positions with same incentives but when paying for nominations, ECZ wants to created an impression that looks like the youth, women and disabled will have and enjoy different conditions of service for those positions when elected than able male candidates. Where is fairness?

He said this is the beginning of an electoral system base on a caste system anchored on AGE, gender and abilities in the Zambian society likely to have deeper consequences in future and therefore revision of fees is inconsequential.

Mr Chipenzi said it is GEARS Initiative’s considered view that fees must be the same, manageable and user-friendly across the board regardless of one’s gender, age and ability.

He said what all candidates must be encouraged to devise is sellable manifestos that cut across gender, age and ability and not strata-ed fees.

Bowman Lusambo and Nathan Chanda are behind the attacks on Mafken Radio in Mufulira-Kambwili

President of the opposition NDC Chishimba Kambwili says Lusaka Province Minister Bowman Lusambo and Copperbelt PF Chairman Nathan Chanda are behind the attacks on Mafken Radio in Mufulira.

Mr Kambwili says it is a shame that despite being aware of the incident, Copperbelt Police Commissioner Charity Katanga has not done anything to bring the culprits to book.

He has questioned the silence by the International Community allowing Zambia to degenerate into a banana republic because of President Edgar Lungu.

Mr Kambwili said President Lungu must be ashamed to allow Mr Lusambo and Mr Chanda to ferry cadres to Mufulira openly carrying pangas threatening innocent citizens.

He has challenged the President to bring the violence to an end saying Presidential powers are not in perpetuity.

Mr Kambwili said the misbehavior of PF cadres disrupting radio programs must come to an end because the country does not belong to PF but every Zambian.

He said President Lungu must use the presidency to develop Zambia and not to intimidate Zambians.

Mr Kambwili has pleaded with Zambians to vote President Lungu out of office next year to allow him to go back to Chawama.

President Lungu is trying to use the church to cover the violence by his cadres across the country-Liswaniso

United Party for National Development (UPND) deputy National Youth Chairperson Gilbert Liswaniso says President Edgar Lungu is trying to use the church to cover the violence by his cadres across the country.

Reacting to President Lungu’s calls that the Church must also ask his political rival, UPND President Hakainde Hichilema, to denounce the violence in the country, Mr Liswaniso said President Lungu should be the last person to talk about peace because his actions against his political opponents, especially UPND spoke multitudes on his thirst for mayhem and chaos.

Liswaniso said that it was disturbing for Mr Lungu to allege that he had Intel that the opposition was behind a scheme to boo and humiliate him when he visited Mongu and Lukulu districts.

“Mr Lungu needs to reflect on his past brutality against Mr Hichilema, the killing of a UPND cadre Grayzer Matapa in cold blood, the killing of another UPND cadre Lawrence Banda, the shooting of an innocent girl Mapenzi Chibulo, by police for supporting UPND, for him to understand that he as a leader should be blamed for the widespread political violence in the country,” said Mr Liswaniso.

Mr Liswaniso said the gassing of homes and the recent storming of media houses by PF cadres was evidence enough that Mr Lungu was a violent man who didn’t care about the well-being of majority Zambians.

He stated that Mr Lungu’s attempt to implicate HH in a treason case following the Mongu road traffic incident of April, 2017 and the subsequent plans to eliminate him during his incarceration at Chimbokaila prison was a indicator of a violent leadership.

Mr Liswaniso has since appealed to Mr Lungu to refrain from using the police to cement his hold on power adding that Mr Lungu was free to stay at State House while the UPND continued in its pursuit to liberate the people of Zambia from the shackles of PF tyranny.

PF’s Desperation over Bill 10 is Sickening-Mwaliteta

United Party for National Development-UPND-Lusaka Province Chairperson, Obvious Mwaliteta has bemoaned the heightened desperation by the PF to have Amendment Bill Number 10 of 2019 passed into law at all costs.

Speaking in an exclusive interview this afternoon, Mwaliteta, who questioned the rationale behind the PF’s heightened campaign to have the Bill passed, stated that if Bill 10 was a good law, it would have advertised itself in Parliament.

He stated that it was sickening that the PF have gone on rampage erecting bill boards across the country with the aim to gain sympathy from Zambians on why Bill 10 should be supported when most health facilities in the country lacked medicines.

Mwaliteta said that the PF’s fear for President Hakainde Hichilema’s growing popularity has led the PF to start devising schemes aimed at ensuring that he doesn’t appear in the 2021 presidential ballot.

He, however, observed that it was not surprising that the PF’s heaving frustration to have Bill 10 was nothing new as the ruling party was in the habit of abrogating the law to perpetuate their stay in office.

Government rejects the request by Mopani Copper Mines to place its Mines on care and Maintenance.

8

Minister of Mines and Minerals Development Richard Musukwa says Government has rejected the request by Mopani Copper Mines to place its Mines on care and Maintenance.

According to Mr Musukwa, the mining firm in May 2020 issued a fresh notice to the Director of Mines in the Ministry of Mines and Minerals Development to declare its intention to place the mines in Kitwe and Mufulira on care and maintenance.

Mr Musukwa said the Director of Mines has however rejected the request because Mopani did not give convincing reasons for its decision.

He told Parliament that Mopani cited the unsustainable cost of production and reduced global mobility caused by the coronavirus pandemic as some of the issues that severely disrupted the supply chain making it difficult to access of essential equipment needed for production at the mines.

Mr Musukwa said the authorities rejected Mopani’s request based on the findings of the Inter-Ministerial Committee which found that the coronavirus pandemic had not affected operations of the mining sectors as most of the operations are mechanized.

He said Mopani Copper Mines did not provide evidence to show that it was facing challenges importing machinery saying the Ministry of Commerce Trade and Industry has been providing support to companies that intend to import equipment from other countries.

Mr Musukwa also refuted claims that Government owes Mopani more money in VAT Refunds saying documents from the Zambia Revenue Authority showed that the company owed government more money in other taxes.

He however said that negotiations regarding the matter are ongoing to ensure that operations at Mopani Copper Mines are sustained to avoid job losses.

Mr Musukwa was responding to Kantanshi Independent Member of Parliament Anthony Mumba who wanted to know what measures the government had employed to prevent job losses at the mine if it was put on care and maintenance.
