The KCM pension scheme is no longer in Saturnia

United Party for National Development (UPND) Nchanga Constituency Aspiring Parliamentary Candidate Derrick Chilundika has said that it is not the Saturnia pension scheme that is holding on to ex-miners’ money but the current law that governs pension schemes and called for its immediate amendment.

Reacting to reports of ex-miners threatening to march on UPND Leader Hakainde Hichilema to demand their dues, Mr. Chilundika said that miners should blame the current government who have failed to amend the law.

Mr. Chilundika dispelled insinuations that UPND President Hakainde Hichilema has failed to pay former miners their dues.

“The current KCM pension scheme is no longer in Regina Saturnia as alleged by some propagandists who want to serve face. People and particularly ex-miners should know that their private scheme is under an organization called BENCON financial services and not Saturnia.

“The truth of the matter is that under Regina Saturnia scheme, miners used to get their full (100%) retirement package, unlike the current situation. The Copperbelt has 22 MPs out of which 20 are for the ruling PF. Are they telling us that they are not aware of this law,” Mr. Chilundika asked.

Mr. Chilundika said the UPND is demanding for the immediate amendment of the current pensioner’s scheme law and income Tax Act and avoid pointing fingers at innocent private individuals while knowing very well that the hold is a statutory and not institutional problem.

“Why is it that in November 2019 the Miner’s union went to parliament to meet the mines and finance ministers if this issue does not concern the Government. As the UPND, we are not going to relax until miners start getting their benefits in full. The pf government should stop telling lies and pointing fingers at an innocent individual because what is holding the ex-miners is a statutory instrument which was introduced by the same PF government. Am now urging all serving miners, ex-miners and their families to become UPND campaign managers, he added.

In a letter dated 3rd July 2020 addressed to the Executive Committee of ex-miners, Secretary to the Treasury Fredson Yamba said the ex-miners request to waive statutory provisions in order to allow their members access the remainder of the 50 percent of the pension through a lump sum as opposed to monthly annuities is not legally tenable.
Mr. Yamba advised the association to subscribe to the monthly annuities as provided for in the KCM pension scheme rules and in line with the provisions of the income tax Act and pension scheme regulations.

Ex KCM miners through their Chairman Ilunga Kasompe threatened to march against President Hichilema on Friday this week unless Regina Saturnia provides a roadmap on how it intends to dismantle their remaining pension dues.

PF warns UPND against Booing President Lungu when he Visits Monze this Friday

The Patriotic Front (PF) in Monze has warned the opposition United Party for National Development (UPND) against booing President Edgar Lungu when he visits on the district this Friday, September 25 2020.

PF Monze District Youth Chairperson Titus Chiluba says the ruling party will not tolerant any barbaric behavior aimed at booing President Lungu this time around.

Mr. Chiluba tells Radio Chikuni that just like every citizen the UPND is expected to give respect to the Head of the state as he comes to meet Chiefs East of Monze on their call to have a new district.

Mr. Chiluba however says the UPND has already started provoking the situation in Monze ahead of President’s visit by hoisting party flags around town.

Meanwhile, UPND Monze District Chairperson Michelo Kasauta has assured a peaceful reception to President Lungu and the PF and that no one will boo the President this time.
Mr. Kasauta says he is engaging UPND supporters to refrain from any activities which may undermine the Head of State.

And Mr. Kasauta has advised PF in the district not to start threatening opposition as President Lungu is coming for national duties and not for a party function.

Government Launches domestic tourism campaign

Minister of Tourism and Arts Ronald Chitotela has launched the domestic tourism campaign to mark the commencement of World Tourism Week celebrations.

Mr. Chitotela has called on the Zambia Tourism Agency (ZTA) to market the local tourism charges for the citizens to appreciate the affordability of tourism in the country.

Speaking during the campaign launch in Lusaka yesterday, Mr. Chitotela stated that ZTA working together with the tourism private sector has released local rates that are reasonable to the local people.

In the statement made available to media in Lusaka yesterday by the Ministry of Tourism Public Relations Officer Sakabilo Kalembwe, the Tourism and Arts Minister emphasized the need for the tourism agency to explore other means of enhancing local tourism.

“The rates should be made available to the public especially as the festive season approaches. This was the sure way that Zambians can begin to travel to the various destinations across the country and enjoy the amazing country. ZTA should ensure that this promotion of local rates is conducted through the various social media platforms,” the statement read in part.

Notwithstanding the infrastructure development constraint, Mr. Chitotela called for the boosting of mechanisms that will increase domestic tourist arrivals to the sites.

And Zambia Tourism Agency Board Chairperson Techla Ngwenya stated that the agency would go round the country to actualize the domestic rates.

Dr Ngwenya pointed out that in the wake of COVID-19, domestic tourism would be the new way to revitalize the sector.

“The Northern circuit especially remains a jewel that had been under-marketed and we will do more. Creation of digital campaign on ZTA social media platform with a specific focus on the Northern Circuit should be enhanced,” she said.

The ZTA Board Chairperson emphasized that reviving and re-launching the ZTA television series dubbed ‘Let’s Explore’ will be more interactive and integrating it with school debates to increase tourism knowledge and education among young people.

ECZ Has Become Arrogant And Is A Threat To Zambia’s Peace

Opposition New Hope Movement for Multi-party Democracy (MMD) President Dr. Nevers Sekwila Mumba has said that the Electoral Commission of Zambia (ECZ) has become arrogant and it is a threat to Zambia’s Peace.

Dr. Mumba who is also former Republican Vice President was today’s guest on Hot FM’s Morning Breakfast show.

Dr. Mumba who yesterday revealed that the ruling Patriotic Front (PF) rigged the recently held Lukashya Constituency By-Elections, reinforced his Position.

“The ruling Patriotic Front rigged unfairly and unsquarely in Lukashya. The results that were announced by the ECZ were not a reflection of the votes there”, Dr. Mumba said.

Dr. Mumba then said that a Senior Member of the PF Campaign team warned him on how the PF would rig.

“Apart from the information and evidence we had that they were planning of rigging, a senior member of the PF Campaign team visited me at midnight at the Lodge where I was camped and reconfirmed our fears that the PF was planning to rig and further informed us on the extent that they would do it. The following morning, we had a paid-for Program at Radio Mano where we revealed this rigging scheme and did our best to stop it”, Dr. Mumba said.

Dr. Mumba then said that his Party forensic team is in Lukashya preparing all the evidence which will then be presented to relevant stakeholders to prove that these elections were rigged.

Dr. Mumba then called for the current ECZ Board to be dissolved as it has become arrogant and a threat to Zambia’s Peace.

“This rigging was made possible because the ECZ was part and parcel. The current ECZ Board become a very arrogant one. They firstly announced big sums of money as Nomination fees and they further announced that a new voter register will be made within one month where they are targeting 9 million voters. To us that is impossible and we have repeatedly asked them to reschedule their position but they have declined. Their conduct is a threat to Zambia’s Peace and we call upon them to immediately resign”, Dr. Mumba said.

Kitwe Councilors and Council Officers named in illegal land allocation

A number of senior Council Officers and Counsellors have been named in a cases of illegal land allocation in Kitwe on the Copperbelt.

During the Adhoc Committee investigating cases of illegal allocation of land in Kitwe which commenced sittings yesterday, names of the Officers and Councilors at the City Council came out prominently as perpetrators of illegal land allocation.

Several members of the public who appeared before the committee, claimed to have acquired land through named council staff members and Councilors who work with private land agents.

The complainant submitted that they have paid money for the land to the Councilors and Council officers but have not been given documents to support their land acquisition.

Making a submission before the committee, one of the Leaders of the Luyando Community, Howard Mwema explained that his members are in need of offer letters for their plots.

Mr Mwema said the Luyando Community Association had identified a piece of land in Mindolo-North, which is believed to be idle and applied to the Ministry of Lands for the same portion of land.

Mr Mwema said the Association paid money amounting to K30, 000 for surveying, which the Ministry of Land asked for and expect land to be made available for them.

The failure by the Ministry of Land to give them plots after paying led to the association going on the ground to demarcate the plots to its members.

“We followed all the procedures when acquiring the land, we went to the Ministry of Lands and we have been here at the council,” he said.

The association leaders have been allocating land illegally to its members in Mindolo-North, which led to the demolition of structures by the council and Mopani, the owners of the land in question.

Meanwhile Copperbelt Commissioner of Police Charity Katanga, who is part of the committee reminded Mr Mwema that this is the third time that structures are being demolished in the area because the piece of land belonged a private developer.

Mrs Katanga said the law enforcement officers demolished structures belonging to members of the association first in 2014 and then later this year.

She however, said there is need for the Ministry of Land to communicate to the associations or individuals that apply for land on the status of the particular piece of land.

But Copperbelt Region Chief Lands Commissioner Harry Shamende said communication was made to the association on the status of the land in Mindolo- North, where structures were recently demolished.

Mr Shamende said the members of the association had actually built houses on land belonging to Mopani Copper Mines.

Kitwe Town Clerk Seke Mbulo also confirmed that the association was informed about the status of the land but that they went ahead to build the houses.

And Adhoc Committee Chairperson Adam Jere warned the leaders of the association to stop collecting money from members on the pretext that they have land to offer.

Mr Jere said should the association leaders continue collecting money from members, the land administrators will ensure that they are punished.

He also asked the leaders to always inform their members whenever they receive communication from the local authority.

He further told the association that the Disaster Management and Mitigation Unit (DMMU), the council and the District Commissioner’s office have identified a piece land where the members of Luyando community will be relocated.

The Kitwe City Council was recently suspended due to suspected cases of illegal land allocation.

President Lungu congratulates Japanese PM

President Edgar Lungu says government remains resolute to closely working with the newly elected Prime Minister of Japan to cushion the global challenges such as the COVID-19.

President Lungu has congratulated Prime Minister Yoshihide Suga, stating that his election has come at the time when the world is grappling with social and economic challenges.

The Head of State expressed confidence that with Prime Minister Suga’s experience in leadership, Japan and Zambia will jointly fight social and economic challenges resulting from the COVID-19 pandemic.

The Republican President said this in a statement availed to ZANIS in Lusaka today by his Special Assistant for Press and Public Relations Isaac Chipampe.

“Your election comes at a time when the world is faced with a myriad of social and economic challenges as a result of the COVID-19 pandemic. I am, however, confident that, with your vast experience in leadership, the Government and people of Japan will overcome the effects of the pandemic,” The statement read in part.

President Lungu described Mr Suga’s election as a clear testimony of the trust and confidence that the Japanese Parliament has reposed in his ability to steer Japan to greater prosperity.

The President reaffirmed the Zambian Government’s appreciation of the development assistance received from Japan, including the help to alleviate COVID-19 related challenges.

“I look forward, Your Excellency, to work closely with you as we continue to further strengthen the bilateral relations shared by our two countries,” the President said.

Prime Minister Yoshihide Suga succeeds Shinzo Abe who announced his resignation last month citing ill health.

Mr Suga’s Conservative Liberal Democratic Party (LDP) received 314 out of 462 votes cast on 16th September 2020.

ECZ Will Not Be Allowed To Conduct Another Sham Election In 2021

 Case of Section 66 of Part VI of the Electoral Process Act, No. 35 of 2016.

Earlier today, Mubita C. Nawa and I took a detailed concern and proposal to the Electoral Commission of Zambia, highlighting what has been the non adherence, illegal and deliberate failure on the ECZ to fulfill a clear mandatory and obligatory requirement to RECONCILE ballot papers at a Polling Station even before an individual is declared winner.

Please note, that the current Declaration of the Result of the Poll form DOES NOT fulfill the legal requirement to conduct a ballot paper reconciliation at the end of an election before a winner is announced.

See example of Lukashya below.

We have previously had complaints of stuffed ballot papers and foreign ballot boxes being flown into remote polling stations via military aircraft.

In 2021, Zambians must not and will not allow the incumbent government or the ECZ to manipulate the vote of the people or they will be courting incalculable trouble.

The ECZ, therefore, as per legal requirement, will:

  1. Declare the total number of ballot papers, including any extras, assigned to any given polling station based on the total number of registered voters attributable to that particular polling station.
  2. Reconcile the total number of ballot papers at the END of an election count, to the total number of ballot papers assigned to any given polling station at the START of an election.

This exercise shall take place at the polling station even before a winner is announced, as is the legal requirement.

We have noticed that the ECZ, deliberately fails to account for UNUSED ballot papers, thereby making it impossible to determine the presence of foreign ballot papers at a polling station.

Section 66 of Part VI of the Electoral Process Act, No. 35 of 2016 clearly has enough safeguards in place to guard against the introduction of foreign ballot papers at a polling station, and yet this provision of the law is sidestepped on purpose by the ECZ.

This form of illiterate accounting will not and must not be tolerated at the 2021 general election, and we shall ensure that the law is followed to the latter.

Zesco United End Lwandamina Affair

George Lwandamina and Zesco United have parted company.

The relationship was ended on September 22 by mutual consent.

“ZESCO United Football Club management would like to thank coach George Lwandamina for his services in the last three seasons which resulted in the team winning two league titles and one Absa cup trophy,” Zesco CEO Richard Mulenga said in a statement.

And sources close the club say the new boss will be announce before Friday.

Lwandamina leaves Zesco where he won four out of the clubs’ eight league titles to become the Ndola sides’ most successful coach.

He won his first league trophy during his debut season when he joined them from Red Arrows in 2014 and retained it in 2015 but left before the close of the 2016 race when Zesco finished second to embark on a two-year stint in Tanzania at Young Africans.

Lwandamina returned in 2018 winning two more league titles but things did not quite go according to plan last term that was compounded by a four-month Covid-19 lockdown.

Zesco finished fifth, they worst placing since 2012, on 47 points, three points behind eventual champions Nkana.

Lwandamina also guided Zesco to their best-ever continental finish when they reached the semifinals of the 2016 CAF Champions League.

He later oversaw two group stage appearances in the CAF Champions League and one in the CAF Confederation Cup.

Broke: Zambia pushes to defer Eurobond interest payments for six months

Zambia has launched a vote with its Eurobond holders, proposing to defer interest payments on its three outstanding dollar-denominated bonds until April 14, 2021.

Zambia has $3 billion of Eurobonds outstanding and owes $2 billion to commercial banks, $2 billion to the International Monetary Fund and World Bank and another $3 billion to China.

The statement said Zambia had engaged with the IMF in recent months and was working in “close coordination” with the fund to establish strategies required to return its debt to a sustainable level.

“The proposal is intended as a first step to provide the issuer and its advisors the necessary breathing time to finalise the debt sustainability analysis and to define the parameters of a debt restructuring strategy aimed at putting the debt on a sustainable trajectory, which is a pre-condition to IMF lending,” the government said in a statement.

The country’s dollar bonds suffered sharp declines, with the 2022, 2024 and 2027 issues ZM082877959=, ZM105638671=, ZM126708157= all down nearly 3 cents in the dollar to trade around 53 cents in the dollar.

Zambia said it would conduct a call with investors on Sept. 29 to discuss the plan and set a deadline for the vote on its proposal set for October 16.

“The Ministry of Finance has announced a Consent Solicitation to holders of its (i) U.S.$750,000,000 5.375 per cent. Notes due 2022, (ii) U.S.$1,000,000,000 8.500 per cent. Notes due 2024 and (iii) U.S.$1,250,000,000 8.970 per cent. Notes due 2027 (the “Notes”) to request the suspension of debt service payments for a period of six months from 14 October 2020, effectively covering the upcoming three coupon payments due on 14 October 2020, 30 January 2021, and 20 March 2021 on the respective Notes.”

It added, “The Republic of Zambia is confronted with a very challenging macroeconomic and fiscal situation aggravated by the COVID-19 crisis that has severely affected the country’s public finances. A combination of declining revenues and increased unbudgeted costs caused by the COVID-19 pandemic have resulted in a material impact on the Government’s available resources to make timely payments on its indebtedness leading to increasing debt servicing difficulties.”

It said this is the reason why the Republic of Zambia has taken the decision to apply for the G20 Debt Service Suspension Initiative in August 2020 and is requesting similar debt service suspension from its commercial creditors, including its noteholders.

It said it continues to actively engage with the IMF to secure financial assistance within a programme of reforms that would help in stabilising the macroeconomic outlook of the country and restoring its fiscal balance.

“In this context, the Government is committed to finding a consensual and collaborative resolution to the debt sustainability issues it is currently facing.”

Load shedding to Disappear-Minister of Energy

The government has assured that load shedding will be a thing of the past once the construction of all the power plants is completed.

And Minister of Energy Matthew Nkhuwa has explained that the reason the power utility company Zesco is implementing 10-hour load management is that the country has a power deficit of 810 megawatts.

Mr. Nkhuwa said because of the low water levels, Zesco is only managing to generate about 1,846 megawatts of electricity leaving a deficit of 810 which will be addressed once the 750 megawatts Kafue Gorge Lower power station and other sources of power become fully operational.

ZANIS reports that the Minister was speaking during the joint Press Briefing at the Ministry of Information and Broadcasting Services in Lusaka.

The Minister said the government is working round the clock to ensure that the power plant project is fully completed by the year 2021.

He said the first phase of the project will see about 150 megawatts of power delivered by the end of October, while the other 150 megawatts will start to be generated by the end of December this year.

He said the remaining 450 megawatts of the project will be completed by the end of 2021 which he said will lead to the end of long hours of load shedding in the country.

“Government is working very hard to ensure that load shedding comes to an end. It takes many years to build a power station, I am sure you know that. At least a power station can be built in a period of 5 years. We started Kafue Gorge Lower power station in 2016 and we expect to fully complete the project by 2021,” Mr. Nkhuwa said.

He said the government is also working on a 15 megawatts project at Lusuwashi and another project at Batika which will add about 1,200 megawatts to the national grid while over 600 megawatts of electricity is expected to come from solar projects from private power suppliers.

He said beyond 2021, Zambia will not have a power deficit because the country will be able to generate enough power for local use.

ECZ Starts off with 16 000 Pre-Online Registrations

The Electoral Commission of Zambia (ECZ) says the pre-online registration has been successful so far receiving about 16, 000 applications after launching the process in Lusaka yesterday.

ECZ Chief Electoral Officer Patrick Nshindano says voters should not wait for an extension of the process but rather register now before November 6th, 2020.

The ECZ Chief Electoral Officer said this when he addressed journalists at the Minister of Information and Broadcasting Services’ office in Lusaka on Tuesday.

“So far, the pre-online registration has been successful for the few hours that we have observed. Just yesterday we had 16, 000 registrations/applications, we hope that this trend will continue,” he said.

Mr. Nshindano hoped that if this trend of applying online continues, the commission will be able to meet the set target.

He clarified that the current voters’ cards will not be used in the next elections hence the need to apply and be included in the new voter register.

He stated that the current register contains people who are deceased, and that is why the commission is coming up with the new voter register.

The ECZ Chief Electoral Officer said the commission means well during this process hence the need to be supported by all stakeholders.

Sensitise Patrons Against Irresponsible Drinking, Bar Owners Told

The Ndola City Council and Zambian Breweries have signed a Memorandum of Understanding (MOU) to curb irresponsible alcohol consumption among Ndola citizens.

Ndola Mayor, Amon Chisenga said during the ceremony that the combination of efforts by the two institutions will open up new avenues to save people’s lives.

ZANIS reports that Mr Chisenga observed that despite alcohol being a key component in the city’s commerce and trade, its abuse remains a source of social misery, moral degradation, and other bad social vices.

The Mayor has since stressed the need to increase efforts by all stakeholders to curb irresponsible alcohol consumption.

“I’m glad to see Zambian Breweries take the lead in developing initiatives that will save the younger generation from plunging into delinquency due to alcohol abuse,” Mr Chisenga said.

He stated that the MoU will undoubtedly enhance health education on responsible alcohol consumption.

“It is also vital for all bar and night club owners and their patrons to observe the laws and regulations that govern the operations of these establishments and the COVID 19 preventive measures,” he said.

He added that the local authority will with full force pounce on offenders of irresponsible alcohol consumption.

He further warned that the council will soon be clumping down on manufacturers of illicit beer commonly known as ‘tujilijili and kachasu’.

And Zambian Breweries Chief Executive Officer (CEO) Jose Maron said his company which is the country’s largest beer manufacturer has a big role to play in promoting smart drinking.

Mr Maron said the breweries has already been doing sensitisation campaigns on responsible drinking in Lusaka and hopes to reach all parts of the country.

He said bar owners equally have a huge responsibility to sensitise consumers against irresponsible drinking.

“We as Zambian Breweries also will be donating safety kits to reduce the spread of the COVID 19 to bar and night club owners,” Mr. Maron said.

Chipolopolo U15 Arrive in Croatia

Chipolopolo U15 have arrived in Zagreb ahead of their participation in this week’s Vlatko Markovic Eight-Team Invitational Tournament.

Chisi Mbewe’s team arrived in Croatia today September 22 following a brief stop in Egypt.

While in Egypt for a 48 hour transit stop, Chipolopolo U15 were restricted to just team training after a planned friendly against Zamalak’s junior team fell through due to Covid-19 protocols.

Zambia plays North Macedonia in their first Group B game on Wednesday.

They will face Bosnia & Herzegovina on Match Day Two of the tournament on September 24 and wrap-up against Romania on September 25.

Group A has hosts Croatia, Qatar, Montenegro and Bulgaria.

Do not chase pupils who have not paid their school fees, teachers warned

Choma District Commissioner, Protacial Mulenga has appealed to school authorities in the area not to turn away pupils who have not paid their school fees.

Mr Mulenga explains that this will allow learners to swiftly catch up on lessons missed while schools were closed due to the COVID-19 pandemic.

ZANIS reports that Mulenga said this in Choma today, when he visited Macha central Basic school, where he also handed over a 1 x 2 classroom block.

“There will be disciplinary action against those who will not comply with the directive,” Mr Mulenga asserted.

And the District Commissioner has also announced that the government has released 25,000 Kwacha to the department of Social Welfare in Choma, for the payment of school fees to the vulnerable pupils on government bursary.

Meanwhile, Mr Mulenga has similarly warned of disciplinary action against teachers who receive housing allowance and yet they occupy government houses.

Mr Mulenga said it is not in order for teachers who receive housing allowance to put pressure on the government to also provide accommodation for them.

President Lungu confers with new Malawian President

President Edgar Lungu says it is a great honour to have the Malawian President ,Lazarous Chakwera visit Zambia on his first official engagement outside Malawi since his election as Head of State on June 28th,2020, this year.

President Lungu has noted that the visit by his Malawian counterpart is historical and a clear demonstration of the cordial relations that continue to exist between the two countries.

The Head of State said this at State House in Lusaka today when he conferred with Dr Chakwera who arrived in the country this morning for a one-day official visit.

“It is a great joy for me to receive you at State House and it is indeed a great honour that out of so many countries from North, South, East and West, you have chosen to first visit Zambia, we are greatly honoured,” President Lungu said.

The President indicated that apart from the visit of the Malawian President to Zambia being historical, it also emphasizes the strong friendship between the Zambian and Malawian people across the borders.

“And this is indeed historical but apart from it being historical, I think it emphasizes a lot of things about how close the Zambian and the Malawian people across the borders are, so I think that this is a clear demonstration of a strong relationship which exists between Zambia and Malawi and I feel excited,” he stated.

And Malawian President Lazarous Chakwera thanked the government and the Zambian people for the hospitality rendered to him and his delegation.

“Let me express my profound gratitude to the government and the people of the Republic of Zambia for their warm hospitality. We have been so well received, we are happy. We are home and I just want to thank you for the brotherly gesture,” Dr Chakwera said.

President Chakwera further gave emphasis on the continued co-existence between Zambia and Malawi as it is key for the prosperity of the people in the two countries.

“I want to underscore for a peaceful co-existence we have and continue to share because it is important for us to know how our peoples can also prosper knowing that we share similar aspirations. What troubles one troubles the other,” noted Dr Chakwera.

President Chakwera said he is looking forward to working with the Zambian government and the people despite the challenges the two countries are faced with to improve economic growth, industrialisation and to consequently change the lives of the people in the two countries.

“ I’m looking forward to working with you and the people of this nation despite the problems we face now, of course we have COVID- 19 , but Zambia has always been our friend even when we have had disasters in our country. In our region we want economic prosperity, we want industrialisation, we want our livelihoods changed,” he noted.

The Malawian President also congratulated President Lungu and his party for emerging victorious in the Mwansabombwe and Lukashya September 17th by elections.
