New Sweden-UNICEF partnership to support essential health services in Zambia during the COVID-19 response

2

The Swedish International Development Agency in partnership with the Government of Zambia through the Ministry of Health and UNICEF have announced a new agreement in Zambia worth US$5.2 million (94.6 million ZMW) to boost essential health services to mitigate the impact of COVID-19 on the sector, including through the provision of essential medicines.

In close collaboration with the Ministry of Health, the partnership will support existing health services in Zambia by providing essential commodities for reproductive, maternal, neonatal, child and adolescent health (RMNCAH), by procuring oxygen concentrators for hospitals in four provinces (Southern, Eastern, Luapula, Muchinga) and by rehabilitating the oxygen plants at three hospitals including at the University Teaching Hospital (Children’s Hospital) in Lusaka.

“This support comes at a crucial time for Zambia in the COVID-19 response and will go a long way to supporting essential health services,” said Permanent Secretary at the Ministry of Health, Dr. Kennedy Malama.

“We thank the Government of Sweden for their generous support to the people of Zambia, especially our children.”

In addition, 5,000 health workers in 983 primary health care facilities and 48 hospitals will receive Personal Protective Equipment (PPE) to help essential health services continue even during the COVID-19 pandemic.

The Swedish Ambassador to Zambia, Ms Anna Maj Hultgård, states that “Sweden is happy to be able to make this important contribution to Zambia. We place great importance to supporting the health system in Zambia and essential health workers not only to empower them to safely respond to the Covid-19 Pandemic but also to ensure that essential services such as maternal, new-born, child and adolescent health and nutrition can continue with minimal disruption”

An estimated one million people in Zambia are expected to benefit from essential health services and commodities supplied under the programme, in addition to 380,000 pregnant women who will receive lifesaving services during pregnancy and delivery and 375,000 infants will receive life-saving immunisation services to prevent diseases like measles, rubella, tuberculosis, tetanus and polio.

“Sweden has consistently been one of the strongest supporters of the rights and well-being of children in Zambia and this new partnership could not be more timely,” said Ms Noala Skinner, UNICEF Representative in Zambia.

“This major programme will not only support the COVID-19 response by protecting health workers and boosting oxygen supplies, but also ensure the continuation of vital and essential health services.”

The rehabilitation of the oxygen plants at UTH in Lusaka and two other hospitals will allow them to support the life-saving treatment of patients with respiratory diseases, including those with COVID-19.

UPND’s Chisamba MP denies benefiting from Forest 27 plots

20

UPND Chisamba Member of Parliament Chushi Kasanda says she has never benefitted from the allocation of plots in the controversial Forest 27.

Mrs. Kasanda was reacting to claims by PF Deputy Secretary General Mumbi Phiri who alleged that the Chisamba law marker is one of those who benefited from the allocation of plots even those party President Hakainde Hichilema keeps criticizing the PF government over dezagetting of Forest 27.

“I am very disappointed to learn that the PF deputy SG Hon Mumbi Phir took time to implicate me yesterday the 7th of August 2020 on a radio programme. This was by asking my president Hakainde Hichilema empty questions in one of their (PF) scandals and the reap off of the Zambian people.“

“Surely i expect the deputy SG to have facts at the tip of her fingers. Like my President said, she has a lot of talk time but not knowledgeable,” Mrs Kasanda said.

“I Chushi Kasanda – MP for Chisamba stands as one of the very few MP’S that did not benefit from the said Forest 27. In fact, some time last year I stood on the floor of the House to ask the Minister of Lands to give us a comprehensive list of all that benefited from the scandal of Forest 27 from both the PF and the UPND but the Speaker said:” I will not allow the Minister to respond to that question.” If there is nothing sinister about the allocation of the said land, can the Zambians be availed with that list so that those of us who did not benefit from this scandal can be cleared,” she suggested.

President Lungu receives reports from the Economic Diversification and Job Creation Cluster

13

President Edgar Lungu, President of the Republic of Zambia this week received the quarterly progress report from the Economic Diversification and Job Creation Cluster.

The President laid out his expectations from the Cluster at the beginning of the the meeting, indicating that there is a more urgent need by the Government to deliver development to all Zambians.

He said the Cluster is the engine of Zambia’s development through economic diversification. The President said prosperity could only be anchored on reliable energy, transport, information and Communication Technology, water resources, and quality infrastructure.

And the President has said the future demands that focus is on investing in climate-smart agricultural practices, including the establishment of resilient irrigation systems while harnessing water-harvesting techniques.

The President expressed happiness that “hope has been restored through various youth and women schemes that have been operationalized to support fisheries and livestock activities in 2020.”

On tourism, the President directed that local and foreign investment be brought into the Northern Tourism circuit. He added that the Northern Tourism Circuit has great potential to attract visitors due to its many wonderful sites.

“The covid-19 pandemic has resulted in lockdowns in most of our partner countries and this has had some immediate effects such as reduced numbers of international tourist arrivals,” The President said.

He further said due to suspended flights and travel bans imposed by many countries, the global and domestic economies have seriously been impacted.

“This is likely to continue for the rema,n,ng part of this year and probably beyond,” the President said, and added, “hence the need to reposition our economic activities to suit the new normal, including finding innovative ways to still encourage tourists to visit our country.”

Other challenges due to covid-19 included disruptions in the supply chain for inputs required in production, construction, and provision of services, the President said.

Meanwhile, President Lungu has said there is need to re-scope some of the on-going infrastructure works to free resources needed to meet emergent demands.

“It is important to be strategic and put in place measures that will deliver quick wins and turnaround the economy to the path of positive growth as we move towards the end of the 7th National Development Plan in 2021 and as we prepare for the next development plan,” the President concluded.

ACC Suspends Investigations officer Over Testimony which exonerated Dr Chilufya’s

39

THE Mast Newspaper reports that the Anti-Corruption Commission has suspended investigations officer Chipampe Manda who exonerated Minister of Health Dr Chitalu Chilufya by testifying against the commission’s position in a matter where the latter is facing corruption-related charges.

According to ACC public relations manager Timothy Moono, who confirmed the development, Manda has been suspended from duty pending a disciplinary hearing by the Commission for bringing the institution’s name into ridicule.

“Yes, I can confirm that he’s been suspended on account that the evidence he gave in court was contrary to the commission’s position. He’s been suspended pending a disciplinary hearing,” said Moono.

The Anti-Corruption Commission received a backlash from the public who questioned its competence in fighting corruption following Manda’s testimony in court.

Manda told the court that according to his conclusion, as an investigations officer, the K5,542,500, being the total value of the property which was purchased by Dr. Chilufya’s company Henry Courtyard, which is alleged to have been acquired illegally was less than the income of his (Dr. Chilufya) legitimate sources of income.

Manda told chief resident magistrate that he assessed all the bank statements relating to Henry Courtyard limited and summed up the figures for the period December 2016 and April 2019, including cash withdrawals.

He said the analysis was to establish whether Dr Chilufya had the financial capacity to acquire the properties from his known legitimate sources of income.

“I established Dr. Chilufya being a Minister of Health and member of parliament for Mansa Central, the positions come with emoluments. I analyzed his earnings from December 2016 to April 2019 and the earnings in the stated portfolios were K7,760, 852. 25,” Manda explained.

“Dr. Chilufya was a director and shareholder in Henry Courtyard limited, so I decided to analyse the financial activities relating to the company by looking at the bank statements. I summed up the cash withdrawals on the accounts at Cavmont, ZANACO, INDO Zambia Bank and the total was K19,631,757.”

Manda said the total sum of the properties Dr Chilufya is alleged to have acquired through proceeds of crime was K5,542,500 for the purchase of shares in Samfya Marines, Spark guesthouse and a boat, which was way below the income from his genuine business and his salary.

“The K7 million related to his earnings as minister and MP which covers the period December 2016 to December 2019 and from PEMC more than K2 million. As a witness of facts, my conclusion relating to the allegations were that the total value of the assets the minister is accused of were less than his legitimate sources of income. His income was more than what he is alleged to have acquired through proceeds of crime,” said Manda.

In cross-examination by defense lawyers Tutwa Ngulube and Jonas Zimba, Manda confirmed that Dr Chilufya’s earnings were more than what he was accused of obtaining corruptly.

Manda affirmed that after establishing that Dr Chilufya’s earnings were more than what he was alleged to have criminally possessed, he could not conclude that the minister had committed a crime.

When asked if he had established that Dr Chilufya had obtained a loan worth K2 million before he was indicted for corruption related charges, Manda responded in the affirmative.

Criminal PF continues to sacrifice Zambians for political capital

19

By Anthony Bwalya

From her makeshift store, Mercy Chalwe used to make an honest not more than K150 per day from selling tomatoes. This is what used to put food on the table for her family, send children to school and provide healthcare.

Dr. Chitalu Chitalu Chilufya earned K6,000 PER DAY on public sector payroll for Six (6) years since 2013 doing a job none of us can quantify and even in court, he continues to enjoy the protection of the state and state institutions.

Many of you reading this come from a background of honest hardwork represented by Mercy Chalwe – a mother whose livelihood and the welfare of her household have mercilessly been sacrificed by the brutal, dictatorial, corrupt Patriotic Front (PF) regime of Edgar Lungu.

Dr. Chitalu Chitalu Chilufya earned K6,000 PER DAY on public sector payroll for Six (6) years since 2013 doing a job none of us can quantify and even in court

Like Mercy Chalwe, many of us were raised by mothers who toiled the streets of our country for a paltry but honest living so that we could eat and attain an education.

The culture of blatant criminality and a sordid appetite for fast money has the PF senselessly trampling and farting in the face of honest hardwork. The culture of leadership brought, and now being forcefully propagated by the PF and Edgar Lungu, is a culture of DEALS, HANDOUTS, CORRUPTION and pure THEFT; a decimation of all our collective systems of values and Christian identity.

By twice running down Mercy Chalwe’s makeshift store, the PF just confirmed one thing: they are here to protect big criminals at the expense of all of us and help big criminals make an easy killing while we all get sacrificed.

Zambians have not forgotten how the PF regime, using a calculated scheme of institutional thuggery and criminality, abruptly cancelled the timber harvesting and processing licenses for Zambians, only to allow known government criminal elements to take over the Mukula value chain to earn themselves and the PF money exceeding $2bn over 8 years.

This is exactly what they have done by systematically bypassing Zambians and handing over a known $1bn gold value chain to entities and individuals with known links to corruption and mass murder on a monumental scale.

Zambians have also not forgotten how the PF regime, against all common sense and logical thinking, executed a $20bn debt funded corruption scheme framed as infrastructure development program, with 63% of this money literally stolen while condemning several generations of Zambians to a life of poverty and destitution.

This is the same PF regime that facilitated and oversaw the systematic diversion of $3.5m of social cash transfer goodwill money to fund their dirty political activities of instigating and heavily funding by-elections in opposition strongholds to create a mirage of popularity for themselves – foolish thinking.

And while our colleagues in South Africa have launched investigations into COVID19 related personal protective equipment fraud involving politicians, the PF has been at the front and center of siphoning COVID19 donations for private benefit while our frontline workers continue to go without crucial PPE.

Is it not this same PF regime, that have turned the Ministry of Health into an axis of grand corruption, with the fraudulent procurement of ambulances at $11m, ambulances which never arrived; and the issuance of a $17m contract to a non-existent company, against public procurement guidelines.

In 2021, Zambians must never forget.

2021 is the year we remember our shared suffering and affirm our collective desire and commitment to building a Zambia that works for all of us, not just the PF and those affiliated and addicted to its culture of corruption and unexplained money.

2021 is the year we take our country back.

GRANDSTAND: ZPL Clubs Must Walk The Talk

0

The World will be a very different place, the same applies with football, once, or if ever, Covid-19 blows over.

Change is inevitable in these unprecedented times after nature has tested our limits and resilience during the last four months.

But on the home front, football has especially endured a very bruising moment over the last fortnight.

Reputations have been left dented and clubs left counting the cost following the chaotic episodes that have run since the restart on July 18 heading into Sunday’s controversial grand finale of the shortened 2019/2020 league season.

FAZ, who have been under the cosh since the restart, and took a severe hammering last Thursday with the embarrassing abandonment of Nkana’s coronation that never was, are calling for a postmortem meeting this Tuesday, August 11 in Lusaka.

An opportunity has presented itself for the 18 FAZ Super Division club bosses invited, after all their talk and flurry of elaborately written correspondence to Football House, to push for devolution as the main agenda item at the postmortem meeting called according to FAZ to plan for the best practices of the 2020/2021season.

However, devolution with the mandate to finally get the Zambia Premier League (ZPL) running should not be used as an opportunity to draw battle lines with FAZ who will remain with national teams, CAF inter-club competition and refereeing matters plus watchdog of the game.

Cardinal for the clubs must be the medical management of their Covid-19 crisis after inconsistencies exposed the capacity limitations of the system.

They must walk the talk, it is time for the child to take responsibility over his life at this juncture after being a lifetime armchair critic and what better scenario than a crisis to start from.

One must not forget that The United Nations did not just pop-up on the glamorous East Side of Manhattan but was born of modest means from the rubbles of the Second World War and the onus of the clubs is to take the wheel and steer the ship out of these choppy and uncharted waters of Covid-19.

But the 18 plus their second tier counterparts in their push for the ZPL devolution must guard against dreamland urges of superpower status and flamboyance.

This should not been an opportunity to drive down the sweet avenue to Keep Up With The Jones just south of the Limpopo and must not be hijacked by those habouring overflowing dreams of the glitz of media and marketing.

It is luxury those who are advocating for devolution can forego until they put their mouth where the money is with a responsible health management structure that will be ready to face the challenges of the projected October 17 kickoff of the 2020/2021 season.

And to the club bosses heading into Tuesday’s meeting, here are some wise words from the USA Governments’ senior official on the Covid-19 Taskforce Doctor Anthony Fauci: “Don’t start leapfrogging over the recommendations of some of the guidelines because that’s really tempting fate and asking for trouble.”

COVID-19 Cases Continue to Rise as 416 new cases are recorded

10

Zambia has in the last 24 hours recorded 416 new Covid-19 positive cases, 3 facility deaths and 6 discharges.

Health Minister Chitalu Chilufya has also announced that 79 COVID-19 patients are in admission with 26 on oxygen while 6 are in a critical condition.

Dr. Chilufya says there is a need for all to execute the multi-sectoral action to stop the spread of COVID-19 through adherence to the public health guidelines.

Speaking during the daily COVID -19 update today, Dr. Chilufya said if all adhere to the guidelines the country will defeat the COVID-19.

He has also encouraged the public to access health facilities when they observe symptoms of Covid-19 stating that this will help in treating the disease.

Meanwhile, Health Minister Chitalu Chilufya has said that the government will soon start paying incentives to frontline staff involved in the COVID-19 fight.

Dr. Chilufya says modalities for the package have been concluded and the ministry will soon roll out the payment arrangement to all frontline staff in the health sector.

Dr. Chilufya said this when he addressed frontline staff at Levy Mwanawasa University Teaching Hospital where he went to encourage and render support for their continued response in the COVID-19 fight.

He said the over 92 thousand tests that have been conducted since the country recorded its COVID-19 cases are a testimony of the hard work by health workers.

Dr Chilufya said President Edgar Lungu appreciates the efforts by frontline staff in halting the spread of the virus.

He further said that his ministry will ensure that all frontline workers in the health sector have personnel protective equipment and will further build capacity for them to use their Personal Protective Equipment -PPE -correctly.

PF cadres accused of destroying a makeshift stand of a Woman displaying UPND Regalia

20

Suspected ruling Patriotic Front(PF) cadres have been accused of ransacking and destroying a makeshift stand of Mercy Chalwe, the woman famed for publicly displaying United Party for National Development (UPND) chitenge material on her Woodlands Makeshift stand

According to UPND, the incident happened yesterday afternoon when allegedly 8 Rosa buses laden with ruling PF cadres wielding machetes and other offensive weapons invaded and ransacked her makeshift stand, making it the second time PF cadres have destroyed her merchandise and erased her makeshift stand.

According to reports, Ms Chalwe accused PF Area Member of Parliament(MP) Margaret Mwanakatwe for ordering the demolishing of her stand, which is located in Lubwa ward of Woodlands Constituency after various earlier attempts to demolish her stand failed to make her stop displaying UPND regalia on her stand.

Ms Chalwe, who said that she learnt about her attack by the PF from the posts shared on social media, alleged that Ms Mwanakatwe ordered the PF Lubwa ward youth chairperson to sort her out after UPND leader, Hakainde Hichilema paid her a visit, the previous day, adding that she is living in constant fear of her life, saying that there has been numerous death threats from known senior PF officials.

And asked on why the PF has continually been threatening to kill her, Ms Chalwe stated that the ruling party are not happy that she continues to display UPND regalia on her makeshift stand especially the one bearing the portrait of Mr Hichilema.

“They are wearing ECL 2021,regalia but want us to stop wearing our party regalia with a portrait of our leader HH a man we are all proud of because of his dignity

UPND President Hakainde Hichilema yesterday paid a courtesy call at her stand where she is selling vegetables to feed her family.

Jacob Banda Laments Zesco’s CAF Qualification Flop

0

Captain Jacob Banda is lamenting Zesco United’s failure to qualify for CAF club competitions after finishing fifth in the 2019/20 FAZ Super Division campaign.

Defending champions Zesco on Thursday made their worst-ever finish since 2012 at number five on 47 points and missed out on continental football for the first time since 2013.

Zesco needed a win against Red Arrows at home on Thursday to qualify for continental football but only managed to force a 1-1 draw after coming from behind.

“It is a very very disappointment thing as a team and as an individual. It is my second time not to play CAF since I joined Zesco United,” said goalkeeper Banda.

“But that is how football is; we have to look forward to next season and fight harder to play continental football. We have disappointed the fans for not bringing continental football at Levy Mwanawasa this season. I promise the fans that that we will do better next season,” he said.

Banda also commented on the impact of Covid-19 on the league campaign.

“We have been disturbed by this decision but this issue of Covid-19 is beyond FAZ’s control,” he said.

The 18-team league is ending prematurely at Week 27.

No Retirement Decision Yet From Chamanga

0

Ex-Chipolopolo striker James Chamanga is uncertain about his future on the pitch after playing for Red Arrows in the 2019/20 FAZ Super Division season.

Prior to the delayed conclusion of the chaotic season on Sunday, Chamanga, 40, is leading the league scorers’ chart with 16 goals.

In an interview in Ndola after Arrows’ 1-1 draw at Zesco United on Thursday, Chamanga said he is consulting his family before deciding whether to continue playing next season.

“First of all, I thank God for everything. Coming back to the league after a long time and having such a wonderful gift for me it is a blessing,” he said.

“I thank Red Arrows for supporting me and for welcoming me well to the club. People had a lot of doubts about me coming back to the league and looking at my age they talked a lot,” said Chamanga, the 2012 Africa Cup winner.

“My future is not yet decided, I need to discuss with my family and see the way forward whether they will support me again. It is very important for me to know what my family feels and how they think,” Chamanga said.

“I can’t predict the years I can play. Of course I have got the strength to go on for a long time but like have been repeating I don’t want to be celebrated alone. I want to impact on the young ones,” he said.

Chamanga also repeated that he doesn’t have ambitions to play for Zambia again.

“I have kept my stance on that one. Like I said we need to build the young ones. You know that if I play this CHAN (African Nations Championship) I will block opportunities for the young ones. I have done my part already, I didn’t go to the World Cup is unfortunate but I have won the Africa Cup so I have nothing to prove anymore in terms of national team football,” he said.

Meanwhile, Chamanga is waiting until Sunday to know if he will be the golden boot winner on the day Rodger Kola, who is three goals behind him, will lead Zanaco against Forest Rangers in the delayed match in Ndola.

Protect your votes from UPND power hungry hyenas

44

By Sikaile C Sikaile

The year 2021 will be a do or die for Zambia. This is a year that will determine what type of a nation Zambia will be in the next fifty years to come.

We all have a huge responsibility as citizens of this country. It is either we let go of our country and all its resources by allowing the UPND government of thieves and oppressors come in with destruction.

It is in black and white that should the people of Zambia allow HH and UPND government or anyone affiliated to UPND to lead this country in 2021 by any means, then, that will mark the end of Zambia.

Next years elections are not only about voting but vote protection as well. Everyone should remain alert, and protect their votes from UPND power hungry hyenas.

To all the youths, I have seen a lot of youth movements in the last few months emerging. However, I have a concern about these youth movements stance of none partisan.

My dear fellow disgruntled youths, you can’t claim to be neutral, No! Be open and support PF.

So, what I want to encourage youth movements is that you know what is good for Zambia therefore, it is not a crime if you stand up and support President Edgar Lungu and not the opposition leaders like Hakainde Hichilema, Nevers Mumba, Chishimba Kambwili, Saviour Chishimba, Charles Milupi and many others. This also applies to various stakeholders such as civil society organizations, NGO’s, the church and many others.

My message to HH, Kambwili, Nevers Mumba, Mmembe, Milupi, Kasanda, Saviour Chishimba, Sean Tembo and many other opposition leaders is that just give up, you will not make it. All PF needs is the support of all of us the majority Zambians, who this wicked UPND regime will be mistreating if we make a mistake. Work as a team as ruling party leaders, put your personal interest aside and think about the nation first by supporting one candidate in Edgar Lungu so that we voters can rightly prepare our minds for a landslide victory against the opposition.

We can’t afford even for a day for that other one, HH can be a disgrace to Presidency who can kill and sit on our constitution without shame just to come and prolong his stay in office in case this HH wins.

Youths should not be scared to be affiliated to those who mean well like Edgar Lungu. Even in church, the pastor will tell you to choose either God or the devil, there is nothing like the pastor, I’m going to be neutral with my Christian life, half God and half devil, never at all. Choose Lungu today.

Every citizen should pick their battle rightly and stop hiding in none partisan cowardice approach.

Issuance of National Registration Cards is not a political undertaking, Kampyongo warns Stakeholders

HOME Affairs Minister Hon Stephen Kampyongo has insisted that the Mobile Issuance of National Registration Cards (NRCs) is not a political undertaking.

Speaking at a media briefing held in Lusaka yesterday, Hon Kampyongo said that the process is a legal requirement according to the National Registration Act Cap 126 of the laws of Zambia that mandates the Ministry of Home Affairs through the Department of National Registration, Passports and Citizenship to Register and issue NRCs to all eligible persons.

Hon Kampyongo says the Opposition UPND and all those who are self appointed Monitors of the NRC exercise are doing so at their own peril as the police will not hesitate to effect arrests on anyone disturbilising the process.

He says it is very unfortunate that some thugs stormed one of the Centres where officers are conducting the exercise to cause unnecessary commotion.

“With regards to those who want to break the law in the name of monitoring an exercise they are not mandated to, I can only promise them one thing and that is to say that the police will not hesitate to deal with them accordingly”Hon Kampyongo said.

Hon Kampyongo says contrary to some assertions, the Ministry is not working in Isolation during this exercise but is collaborating with provincial and district administrations in the five provinces who in turn are monitoring the process.

“I wish to emphasize that, in as much as citizens have every right to ensure accountability in the delivery of Government services, including the issuance of National Registration Cards, the law does not allow disruption of government services “ Hon Kampyongo says.

And Hon Kampyongo has since implored the Police Officers on the ground to ensure law and order is maintained and no person regardless of political affiliation should be allowed to disrupt the registration process.
