President Lungu meets with EU delegation at State House

President Edgar Lungu yesterday met with the European Union delegation at State House.

The President discussed with the European Union Head of Mission to Zambia and Common Market for Eastern and Southern Africa, His Excellency Mr Jacek Jankowski and his delegation a wide-range of issues affecting the country and of mutual interest to Zambia and the EU.

Welcoming the European Union Head of Mission and the EU delegation to State House, President Lungu outlined the issues for discussion as climate change and Government’s response to areas hit by floods, Human rights in relation to loss of innocent lives in the light of a spate of gassing across the country, emergency response to drought prone areas affected by hunger, including, corona virus among others.

During the meeting, the President assured the EU delegation that Government was in charge and was doing everything possible to ensure that in light of the gassing incidences, those who were breaking the law by killing innocent people through mob justice were dealt with.

The President explained that the Government had embarked on a sensitization campaign to educate people to refrain from taking the law in their hands by upholding the rule of law.

And the President called for continued dialogue between Zambia and the European Union and thanked the European community for its unwavering support to the country’s health sector and other areas of national development.

The meeting was called within the framework of the bilateral relations that Zambia and the European Union share premised on support for global efforts aimed at fighting poverty, combating climate change, promoting peace, sustainable development, good governance and human rights.

Speaking during the same meeting, EU Head of Mission in Zambia Mr Jankowski hailed the longstanding close collaboration between Zambia and the EU in sectors such as political and economic cooperation, defence and security among others.

Mr Jankowski informed the President that this year the European Union will commemorate 45 years of its presence in Zambia, and paid tribute to the partnership that exist between the two.

Other members of the EU delegation who attended the meeting comprised the Deputy EU Ambassador Mr Robert De Raeve, French Ambassador Mr Sylvain Berger, German Ambassador Mr Achim Burkhart, Irish Ambassador Mr Séamus O’Grady, Czech Ambassador Mr Radek Rubes, Finnish Ambassador Ms Pirjo Suomela-Chowdhury and Swedish Ambassador Ms Anna-Maj Hultgard.

The Zambian side comprised Foreign Affairs Minister Mr Joseph Malanji, Home Affairs Minister Mr Stephen Kampyongo, Health Minister Mr Chitalu Chilufya, Youth, Sport and Child development Minister Mr Emmanuel Mulenga. Others included the Secretary to the Cabinet Dr Simon Miti, Special Assistants to the President and senior government officials.

Information emerging that President Lungu has allegdly ordered the security forces to shoot to kill

Intelligence information is emerging that President Edgar Lungu ordered the security forces to aim to kill the rioters at the height of the gassing incidents that rocked Zambia.

Highly ranked government officials have revealed that President Lungu ordered the military and police officers patrolling the streets to shoot at people in an effort to quell the violence.

It is believed that President Lungu met the Service Chiefs at State House over two weeks ago where the instruction was issued.

The sources said President Lungu has assured the security forces that his government will protect officers and that one would be indicted for murder.

President Lungu’s position has been backed by Information and Broadcasting Minister Dora Siliya who justified the killing of people by security forces.

During a news briefing this week, Mrs Siliya said Zambians should be comfortable when the police shoot in order to maintain peace during riots.

Ms. Siliya said police have every right to shot at protestor’s as a way of quilling unrests.

But opposition NDC President Chishimba Kambwili has condemned the justification by Ms. Siliya on extra judicial killings.

Dr. Kambwili is shocked that Ms. Siliya is seemingly encouraging the police to be killing innocent citizens.

Dr. Kambwili has since demanded for an apology from Ms. Siliya for justifying the henious killings of innocent persons by police.

He has since urged President Edgar Lungu to fire the Chief Government spokesperson saying her reasoning is questionable especially on important fundamental principles such as the right to life.

Kitwe Mayor Kang’ombe suspended for refusing to line up and greet the First Lady

The Patriotic Front on the Copperbelt has suspended Kitwe Mayor Christopher Kang’ombe from all party activities for gross indiscipline over his refusal to line up and greet First Lady Esther Lungu during her recent visit to the district.

PF Copperbelt Provincial Chairman Nathan Chanda announced this at a media briefing in Kitwe today saying Mr. Kang’ombe who is also PF Copperbelt vice Provincial Chairman refused to be officially recognized during the meeting despite being called three times.

Mr. Chanda said Mr. Kang’ombe actions were disrespectful not only to the first lady but the republican President as well and is tantamount to gross misconduct.

He added that the entire PF Copperbelt executive has unanimously decided to uphold the recommendations of the disciplinary committee, requesting the central committee to consider invoking Article 74, clause 30 (VII) as recommended by the Provincial Disciplinary Committee to exclude Mr. Kang’ombe from his position of Provincial vice Chairman.

Mr. Kang’ombe has since been given 14 days in which to appeal against the Provincial Executive Committee’s decision to the Secretary General through the office of the PF Copperbelt Provincial Chairman.

2020 ABSA Cup Line-up Unveiled

The Football Association of Zambia have announced the lineup for the 2020 ABSA Cup.

Three former champions, including holders and record winners Zesco United, will go into the quarterfinal draws to be made in March.

2012 champions Napsa Stars and 2018 winners Nkana have both made the cut.

The rest are Kabwe Warriors, Green Eagles including Forest Rangers who make their first return to the competition since 2008.

But the tournaments record campaigners and 2017 champions Zanaco failed to make the cut and will miss out for the first-time since 2007.

The National Division One entrants are Young Green Eagles and Kitwe United.

“Dates for the draw will be advised, although tentatively the quarterfinals are set for early next month,” Acting FAZ spokesperson Sydney Mungala said.

Zambia’s annual inflation continues powering upwards

The year on year inflation for February 2020 increased to 13.9 percent from 12.5 percent in January 2020.

This means that on average, prices of goods and services increased by 13.9 percent between February 2019 and February 2020.

Zambia Statistics Agency Interim Statistician-General Mulenga Musepa told Journalists in Lusaka on Thursday that the increase in the annual rate in inflation was mainly attributed to price increase in both food and non – food items.

“The year-on-year food inflation rate for February 2020 was recorded at 15.9 percent compared to 15.4 percent recorded in January 2020. This development was mainly attributed to price movements of food items such as maize grain and meats (chicken, beef and pork sausage, t-bone and mixed cut),” he said.

“At provincial level, Lusaka Province made the highest contribution of 4.6 percentage points to the overall annual inflation rate of 13.9 percent recorded in February 2020. This implies that the price movements in Lusaka Province had the highest influence to the overall annual rate of inflation. Copperbelt Province had the second highest contribution of 2.6 percentage points while North Western and Western Provinces had the lowest contribution of 0.4 percentage points.”

On international merchandise trade, Zambia’s trade surplus increased by 248.8 percent from K674.3 million in December 2019 to K1,351.8 million in January 2020.

Mr. Musepa said both imports and exports recorded decreases, though the decrease in imports outweighed that of exports resulting into rise in the surplus.

“Exports which mainly comprise of domestically produced goods decreased by 3.2 percent from K8,656.1 million in December 2019 to K8,375.0 million in January 2020. This decrease was mainly attributed to decreases in export earnings from intermediate goods and capital goods category at 4.4 percent and 10.8 percent respectively,” he disclosed.

“Imports decreased by 24.5 percent from K7,981.8 million in December 2019 to K6,023.3 million in January 2020. This decrease in imports was mainly attributed to decreases in the import bill for the consumer goods and capital goods category at 28.4 percent and 26.5 percent, respectively.”

Help embed national values in constitution, Sumaili implores the Church

Minister of National Guidance and Religious Affairs Godfridah Sumaili has called on the church to align itself with the national values and principles embedded in the republican Constitution.

Reverend Sumaili notes that the tribalism, hate speech, and violence being experienced in the nation should have no room in a Christian nation like Zambia.

Rev. Sumaili says the church should stand up, speak with one voice and protect the nation from falling prey with bad vices.

She said the church must be a shining light where people have faith and trust the institution by promoting peace and unity in the nation.

She added that the church is mandated to act as a unifying tool for people in the country through preaching the gospel and evangelising the word of God, hence the need to take a leading role in embedding national values and principles among the Zambian people.

The Minister was speaking at a Fellowship Breakfast meeting held at Pamodzi hotel in Lusaka today.

National Guidance and Religious Affairs Minister noted that government will continue supporting the church in ensuring that peace, love and unity prevails in the country, regardless of challenges inflicting people of Zambia.

Meanwhile, the Minister has disclosed that the self-regulatory framework in which the church should regulate itself has been completed.

Rev. Sumaili said the framework was initiated by the three church mother bodies but is being spearheaded by her ministry, with regards to coming up with the piece of legislation.

And Pentecostal Assemblies of God Representative Harrison Sakala said the church must not be compromised because it has a mandate to speak the truth.

Bishop Sakala urged the clergy in the country to be strong and remain steadfast in the wake of the challenges being experienced in the country such as gassing and falsehoods bent on dividing people in the nation.

President Lungu warns law breakers taking advantage of the prevailing situation

President Edgar Lungu has warned that all those breaking the law by taking advantage of the prevailing situation in the country will be dealt with by the law.

The President says government is governing well in the matter, by providing leadership as regards to addressing the gassing and instant mob justice.

The head of state adds that the law will not spare anyone found wanting regardless of whether they are politicians, religious men or of any high standing in society.

President Lungu was speaking at State House in Lusaka when he met the European Union diplomats to discuss issues of common interest.

And President Lungu assured the EU delegation that he will address the nation concerning the gassing and the instant justice mob at an appropriate time.

He said he is aware that there are people that are eagerly waiting to hear from him despite the timely updates being made by the Minister of Home Affairs, Stephen Kampyongo.

And President has stated that there is transparency in the investigations and nothing is being hidden as the Minister of Home affairs has given sufficient information.

And European Union Head of Delegation to Zambia, Ambassador Jacek Jankowski, indicates that the EU will continue to strengthen its relations with member states such as Zambia through various collaborations.

Mr Jankowski said the EU and Zambia including other member states have continued to enjoy a long standing, and close collaboration in security trade investment, agriculture energy, social protection and good governance among others.

He further indicated that the Union will continue to maintain high levels of partnership with Zambia in achieving the 2030 agenda.

Mr Jankowski revealed that the EU’s total investment in Zambia is currently at 1.3 billion euros and that the Union will this year celebrate its 45 years presence in Zambia.

Zambia: 2021, Elect HH for Good Reasons

African politics, Zambia, included, have two political weaknesses; they attack people and neglect issues, and they are rooted in politics of tribe or clan or race or group synergy. This, however, has also been the weakest link to progress and real development. The result has been electing true dunderhead, riffraff and politically malnutritional idea minds. Each five years, Zambia put a “head” at the helm of the “state.” But this head is as brainless as the uncertain future it espouses. The outcomes have been obvious: More corruption, more poverty and more undemocratic tendencies. The cows become fat, and the rats rot!

In 2021, Zambia should do everything to elect HH. HH is not a saint, and I don’t believe that he is charismatic enough to move millions to elect him. But HH is critically better than Edgar Lungu. For one, Lungu is a president of convenience; you need people like Lungu in power when you run out of ideas or when an incumbent dies without properly naming or grooming a successor. Presidents like Lungu are maintainers; they keep what another has engineered, but they are bad maintainers, too. They tend to worsen the situation than they found it. Given five more years, Lungu will lead Zambia into hell – unspeakable poverty, uncontrollable corruption and blatant disregard for democratic institutions and traditions. He has no gravitas to be a dictator – but he has the wisdom to be a soft one. And that is where the problem lies; he cannot control the minions that galvanize his already confused policies, and he cannot discipline the sycophants. He is left to be a de facto figurehead and an indecisive ruler.

HH, on the other hand, will not be any different from any other presidents before him, but he will be better: He will do less damage in the first five years of his office – because in Zambia, like in Africa, first always wins. He will be fresh, and therefore, he will be more willing to help the people, at least, before he becomes corrupted like any presidents before him. Give him credit – he has endured all, failed many times but he has decided to hang in there. If not for anything, Zambia must not disregard a leader who has endurance. He is better placed to fight corruption, poverty and democratic failures – at least in comparison to President Lungu.

If Zambia gives the PF another five years (it does not make me happy to state the obvious), I will be writing again at this forum of the rampant corruption, poverty and disregard for rule of law that will follow. Lungu and the PF will be emboldened to go full throttle to damage anything and everything in their way. They will get richer (at least PF worshippers) and the people of Zambia will feed on more and more lies, while reaping more poverty and more disillusionment.

To President HH, you must win this next election – if you don’t, you will be responsible for the misery that Zambians will face post-election. Your party, has the necessary structures and peoples to win a substantive election. All you need is a strategy (remember “Don’t Kubeba” for the PF), you can defeat PF at their own game of rigging and corruption. If you fail to win, you will force people like me to leave my comfortable life in Canada and return to Zambia and lead a movement towards zero poverty, zero corruption and zero “undemocracies.”

SACCORD commends the Zambia’s Elections Body for being proactive

The Southern African Centre for the Constructive Resolution of Disputes (SACCORD) has commended the Country’s Elections Body for being proactive in it’s quest to address issues related to elections.

SACCORD Executive Director Boniface Cheembe observes that the open door policy and willingness to engage stakeholders on critical matters as regards the holding of elections was key to building consensus and demystifying some of the political players in the elections system.

“SACCORD is happy that the reported key electoral issues such as the delimitation exercise, printing of ballot papers, results management, prisoners’ voting and the enforcement of the Electoral Code of Conduct, and voters’ registration were covered.

“The open-door policy of the ECZ and the willingness to engage with political parties on critical matters of the electoral process is key in helping build consensus and demystify some of the issues to political players.

“Some of this consensus is reflected in the outcome of the meeting where it is reported that the ECZ will consider appeals by political parties not come up with a new voters but simply update the current register and the decision to stop funding political parties to observe the printing of ballot papers,” he said.

Mr Cheembe further commended the who attended the recent ECZ stakeholders meeting saying the spirit exhibited is what is expected from ECZ and political parties.

“We commend all the political parties that attended and participated in providing input on the key electoral issues that were discussed. This is the spirit that we expect the ECZ and political parties to exhibit as we continue to build the momentum to 2021.

“Zambians want to see and have a peaceful electoral environment that allows all stakeholders to peacefully participate and platforms such as the political party liaison meeting assist in attaining such a desirable outcome,” he said.

UPND disheartened about Governments failure to pay higher learning institution salaries

UPND president Hakainde Hichilema has said he is disheartened by the inability of the PF government to pay salaries of the gallant men and women of institutions of higher education. He said PF perform miracles when it comes to funding by-elections and other wasteful expenditure.”Our people deserve better,” Mr.Hichilema said

The Ministry of higher Education released a press statement earlier in the week announcing delayed grants to Universities,TEVET colleges and Science Statutory boards. The Ministry said the delay in receiving funding is as a result of the fact that resources had been required urgently to meet the life and death circumstances in various parts of the country. Through the Disaster Management and Mitigation Unit and the Zambia Police, resources had to be mobilised to address the unfortunate and unforeseen circumstances that are being addressed currently in various parts of the country.

Minister of Higher Education,Brian Mushimba called for all members of staff in the institutions,including those at the University of Zambia and the Copperbelt University to remain calm and bear with Government as they resolve the matter. He said the Ministry of Education was in discussion with the Ministry of Finance on how to urgently address the situation.

All People’s Congress Leader Nason Msoni said that this government has miserably failed to manage and ran state affairs looking at the catalogue of failures.He said this when he was responding to the reported failure by the Zambian government to pay allowances to envoys representing the country.

4 Village fishermen fined a total of K 1. 4 million for unlawful fishing

The Itezhi Tezhi Magistrate Court has convicted four fishermen and fined them a total of K1, 440,000 for unlawful hunting.

This is a matter were Patrick Matakala (50) and Simushi Simenda (19) of Kaunga village in Chief Kaingu’s chiefdom have been jointly charged for unlawful hunting, while Arnold Kambole (30) of Ikonkaile and Stanley Mizhi (24) of the same chiefdom, were separately charged for unlawful hunting, with three counts each.

In count one, the four were charged with unlawful entry into the National Park contrary to section 18(1) (a) as read together with section 136(a) of the Wildlife Act no. 14 of 2015, where it is alleged that the duo Matakala, jointly and while acting together did enter the Kafue South National Park without a permit while Kambole and Mizhi, also separately did enter the park unlawfully.

In count two, Matakala and Namushi and Kambole and, Mizhi were charged with unlawful hunting in the National Park contrary to section 19 (a) of the Zambia Wildlife Act no. 14 of 2015.

Particulars alleged that Namushi and Matakala on the same day in Itezhi Tezhi jointly and while acting together did hunt and kill about 23 kilograms of fish, while particulars also alleged that Arnold and Mizhi separately hunted 15 kilograms and 15 kilograms of fish respectively, without a hunting license issued to them by the Director General of the Department of National Parks and Wild Life.

In the third count the quartet, were charged with unlawful possession of weapons in the National Park contrary to section 18 (1) (2) as reading together with section 136(a) and (b) of wildlife Act number 14 of 2015.

Particulars in this offence alleged that Matakala and Namushi, jointly and while acting together had in their possession of fishing nets and a boat.

Particulars further stated that Kambole and Mizhi also had fishing nets in their possession.

When the matter came up for plea, all pleaded guilty and magistrates Keggan Litia convicted them separately upon their own confession.

Facts before court were that on January 3 and 6th February , 2020 around 8:00 hours , officers from the Department of National Parks and Wild Life were on duty patrolling the Kafue National Park of Itezhi Tezhi district when they came across the now accused persons at Kawelele area, where they were later apprehended.

In mitigation, all of them pleaded for leniency.

Matakala told the court that he had a large family that includes school going children and old parents and orphans, while Simushi also said he was the only child and was looking after grandmother as he lost both parents recently, while the rest gave similar mitigations.

In passing judgment, magistrates Litia said “I have paid attention to your mitigations but the offences you committed are serious. I have also noticed that these cases are very prevalent in this jurisdiction despite the court imposing fines and custodial sentences to offenders.” Mr. Litia said.

Magistrates Litia then imposed K120, 000 for each count translating to 360,000, to be paid by each offender forthwith, in default 90 days community service, with the sentence expected to run concurrently.

Government cautions media against being sensational on Gassing and Mob Justice

Government has cautioned the media against being sensational in reporting on issues relating to the ongoing gassing and mob justice activities that have terrorized the country for months now.

Speaking at a Joint media briefing with Ministers of information and General Education in Lusaka yesterday, Home Affairs Minister Hon Stephen Kampyongo said the media ought to be professional in the way they report.

The Minister who is Ruling Patriotic Front National Chairperson for Security said that it is dangerous for the media to continue to sensationalise their reports on the gassing and mob justice activities.

“Those Guns you see the police carrying are not toys for playing games with they are meant to be professionally used by the police to maintain law and order in the country by all means necessary” Hon Kampyongo emphasized.

Hon Kampyongo took turns to address the issues of sensational reporting when Chambwa Moonga a Mast Newspapers reporter asked if government does not feel the ‘Blood on its Hands’ as a result of the police shooting down some of the criminals who had been suspected of gassing innocent citizens and his News Diggers Newspaper Colleague Tenson Mkhala whose employee (News Diggers) ran a screaming headline accusing the Home Affairs Minister of having said that UPND’s life president Hakainde Hichilema was behind the gassing of innocent citizens.

“You see colleagues the problem we have now is that even you as Journalists want to be sensational in your reporting of these very serious matters that border on your personal security along with that of the entire nation by practicing sensationalism in the way that you report. These are very serious security issues which you as a fourth estate should play a part in bringing to an end using your various platforms of communication” Hon Kampyongo said.

And Minister of Information and Broadcasting Services Hon Dora Siliya said the media have an important role to play of sensitizing members of the community against taking the law into their own hands by mating mob justice on individuals suspected to be behind the gassing.

Hon Dora Siliya says that it is more worrying when police fail to bring to justice the criminals terrorising citizens than to worry about government having blood on its hands when police gun down criminals.

ECZ expresses concern at the behaviour of the political parties during the just ended By-Elections

The Electoral Commission of Zambia, ECZ, has expressed concern at the behaviour of the political parties during the just ended campaigns, where leaders and their members were promoting violence and perpetuating hate speech causing unnecessary misconduct.

Speaking during the meeting held with political parties yesterday, Commission Chairperson Hon. Justice Esau E. Chulu however said political parties should instead take pole position in preaching peace and sending out positive messeges that promote unity in the nation as they carry out their Camapign activities.

He called on especially the political party leaders to curb hate speech and stop inciting violence among their party cadres.

He urged the parties to abide by the electoral code of conduct which provides guidelines to all stakeholders, in maintaining a peaceful and inclusive electoral environment, where all have equal space.

Justice Chulu also cautioned the Police to be professional as they carry out their duties during campaigns and elections and to ensure that all parties are accorded equal treatment as provided in the Electoral Code of Conduct.

And Justice Chulu has reiterated the Electoral Commissions commitment to ensuring that it manages elections in a credible, impartial and transparent manner.

He announced that the commison would also continue to address any challenges that political parties may be faced with.

“We remain open to all interested stakeholders to engage with the commison on issues that may concern them including clarification where need be,in a bid to be inclusive and enhance our electoral process,” he said.

He said the Commission would at no time relegate its constitutional mandate but would continue to strive towards becoming a model electoral management body and be fair in the execution of its mandate.

The main objective of the meeting was to provide an update to stakeholders on various electoral issues that the Commison was undertaking in preparation for the 2021 General Elections which included the delimitaion exercise, printing of Ballot papers, registration of voters, results management, prisoners voting and the enforcement of the Electoral code of conduct.

ONE issue which was extensively discussed was the proposal by the Commison to produce a new voters register targeting 9 million voters for the 2021 General Elections.

Stakeholders expressed concern over the issue of the register citing little time and huge cost of implementing such an exercise comprehensively. The Commison then proposed that stakeholders perhaps update existing voters registers instead of producing a new one.

Stakeholders appealed to the Commison to review its decision to stop sponsering political parties to observe the printing of Ballot papers, an exercise they insisted would promote transparency and creditbity of the process.

The Commission however stated that there are no funds for the said exercise and en outraged the stakeholders to perhaps look to their cooperating partners for support.

The meeting was well attended by party representatives who included Presidents in some cases and Secretary Generals among other representatives.

2 White Rhinos killed in Mosi Oa Tunya National Park in Livingstone

The Ministry of Tourism and Arts has announced the death of two rhinos that were hit by a truck along the Livingstone-Kazungula road in the Mosi Oa Tunya National Park on Wednesday night.

Ministry of Tourism and Arts Public Relations Officer Sakabilo Kalembwe revealed that Romeo, a male juvenile and Lubinda, an adult female were killed by a speeding truck of Nambian registration Number N 12311 WB whose driver totally disregarded road signage and speed limits set in the national park.

The driver of the truck has been identified as Ashes Gumbo aged 37, of Zanimuone in Lusaka.

He is currently in police custody and a docket has since been opened.

At the time the rhinos were hit, the mother Lubinda was dragged on the side of the tarmac while the calf, Romeo remained at the middle of the road injured sitting on its hind legs.

Efforts were made by park management staff to give treatment on sight and called reinforcement from the Victoria Falls Wildlife trust of Zimbabwe who crossed the border in the night in the quest to save the two members of the iconic species.

The two rhinos had severe injuries and despite the quick response by the veterinary team, they did not survive.

Lubinda died a few minutes later as her injuries were severe and little could be done to save her life.

Romeo suffered a suspected fractured spine and hind legs were paralyzed.

He died soon after being sedated for treatment.

Mr Kalembwe said the Department is in the process of drawing up legislation aimed at dealing with matters of road kills in national parks especially when high value species are involved.

He said this will be in consultation with the Road Transport and Safety Agency and the Ministry of Transport and Communications.

Mr Kalembwe said the Department of National Parks and Wildlife shall also continue engaging the road development agency on the possibility of having speed humps especially on known animal crossing points in the parks.

“We would like to appeal to members of the public to always adhere to the prescribed speed limits as they drive on the trunk roads passing through national parks. The rhino species were completely wiped out during the poaching scourge experienced in the late 80s and early 90s,” he said.

“It is deeply saddening to lose two members of the breeding herd in such a manner. Finally, we would like to thank the Livingstone community both government and members of the public and also the victoria falls veterinary trust of Zimbabwe who came to the aid of the park management team when they reached out for support.”
