Kalumbila Minerals Ltd awards a 6.5 percent salary increment across the board for 2020 to its employees

4

By DERRICK SILIMINA

THE labour movement has commended Kalumbila Minerals Ltd (KML) management and employees for successfully concluding salary negotiations leading to a pay rise.
And KML General Manager Morris Rowe has pledged to “always honour the documents that are signed with mineworkers’ unions.”

KML has awarded a 6.5 percent salary increment across the board for 2020 to its employees, a year after work stoppage disrupted operations in January last year.
This follows the successful conclusion of salary negotiations with three mine unions namely NUMAW, Mineworkers Union of Zambia (MUZ) and United Mine Workers Union of Zambia (UMUZ).

The negotiations were held from January 14-17 and February 10-12 this year.

Speaking during the signing ceremony marking the Collective Bargaining Agreement (CBA) with the mine unions, at the Southern Sun Hotel in Lusaka on Thursday, Mr Rowe said with the help of the unions, and Government through the Ministry of Labour, all the aggrieved parties that were on work stoppage in January, 2019 had since gone back to work.

“I can tell you that from Kalumbila, First Quantum Minerals will always honour the documents that we sign. I have seen over the last few years that I have been leader at Kalumbila Minerals that our relationship between management and workers have improved substantially by means of dialogue and by means of tabling issues in order to resolve them,” Mr Rowe said.

He commended union leaders for their commitment to settle all issues tabled at all meetings during the bargaining process.

“It took us a while to recover from the events of January 2019, but we have recovered as a team. I think the team is way stronger now than the way it used to be.”
Mr Rowe saluted mine site management and unionists that calmed the situation among workers, stating they did a commendable job.

NUMAW President James Chansa has paid glowing tribute to KML management for exhibiting maturity at the negotiating table and for spearheading the entire bargaining process to its successful completion.

Mr Chansa also commended Kalumbila Mine employees and their union representatives for showing maturity and exemplary behaviour during their spirited fight for better conditions of service as elsewhere the bargaining processes had failed.

“We are very hopeful that management being the custodians of what has been signed will implement to the fullest what has been agreed. We will remain watchdogs and ensure that everything is done correctly.”

Mr Chansa stressed that the spirit of dialogue during collective bargaining was different from days past where negotiators banged tables in an atmosphere of fights and conflicts.

“Even as we talk about dialogue, no one should take advantage of this process because much as we may run away from the spirit of fighting, but we have teeth to bite in case someone oversteps the boundary,” he said.

And speaking on the sidelines of the signing ceremony, NUMAW Branch Chairman Teddy Mwasha hailed all stakeholders as whatever had been agreed would be applied accordingly. The process was important for the union members and Kalumbila Sentinel mine.

“After agreeing, we went back to inform and update our members, and I am confident that 90 percent of all the mine workers have received this agreement with open hands and are happy with whatever was agreed,” Mr Mwasha confirmed. – Story courtesy of SUMA SYSTEMS.

3 million farmers in Zambia expected to benefit from its climate-smart Agriculture programs

6

African Union Development Agency (AUDA) formally known as New Partnership for Africa’s Development(NEPAD), Chief Executive Officer Dr. Ibrahim Mayaki says over three million farmers in Zambia are expected to benefit from its climate-smart agriculture programs.

Dr. Mayaki says Zambian farmers will benefit from the program during its first phase of implementation through the application of seventeen different climate-smart technologies and practices.

He said this when Zambia’s High Commissioner to South Africa Major General Miti paid a courtesy visit on him at the AUDA-NEPAD offices in Midrand, South Africa.
Dr. Mayaki said the climate-smart agriculture program will be done through the mainstreaming of climate change into Zambia’s Agricultural and Food Security Investment Plan.

He said a recent study that was undertaken in six African countries including Zambia showed that Zambia was one of the countries that needed to identify the most appropriate agriculture best practices towards adaptation to climate change.

Dr. Mayaki mentioned that his organization has engaged government together with other key stakeholders in the development of fundable proposals for climate-smart agriculture-related interventions.

He said Zambia has so far received towards mainstreaming of climate change and climate-smart agriculture into its National Agriculture Investment Plan.

And Major General Jackson Miti expressed confidence in the new structure of AUDA-NEPAD and the leadership of Dr. Ibrahim Mayaki.

He said Zambia was pleased with the works of AUDA-NEPAD in the country’s agriculture and climate change sectors.

Major General Miti indicated that Zambia was determined to achieve its vision of 2030 through enhanced regional integration.

Your days are numbered, Lusambo warns gassers

46

Lusaka Province Minister Bowman Lusambo says government is taking measures to bring to book culprits behind gassing incidents in the country.

Speaking when he addressed students at NIPA and Evelyn Hone College in Lusaka Friday afternoon, Mr Lusambo urged students and the general citizenry to desist from mob injustice.

He added that killing suspects would shield investigative wings from cornering the masterminds.

Mr. Lusambo said President Lungu is committed to ensuring that perpetrators are brought to book.

“The President will not tolerate this type of lawlessness to continue, we will not tolerate it.” Mr. Lusambo charged.

He said Government had already arrested a couple of individuals and was closing in on the master minds.

He added that Government would not look at the political affiliation or their stature in society when dealing with them.

Mr. Lusambo said the fact that the gassings are politically motivated should not be ruled out.

He maintained that the gassing incidents are politically motivated but was quick to mention that citizens should not take the law in their hands.

Catholic Bishops saddened by nationwide disrespect for human life

15

The Zambia Conference of Catholic Bishops is saddened with what now appears to be a nationwide disrespect for human life manifested in gassing of the people as well as incidences of mob killing of individuals suspected to be behind the rampant gassing of homes and institutions.

The ZCCB say what Zambia now have are criminal and subversive activities which seem to be well planned, coordinated and seemingly sponsored aimed at inducing fear and disturbing peace among the citizenry to a point that people cannot sleep peacefully or go about their business.

George Lungu, the Bishop of Chipata and ZCCB President said these are typical acts of “terrorism”.

Bishop Lungu regretted that Zambia has reached such alarming levels of disrespect for human life and the destruction of property both private and public.

He said at a media briefing that Institutions of security and order such as the police and police stations have been attacked in the process with suspects subjected to mob justice in full view and participation of children and young people in committing such atrocities.

“Irresponsible recording, posting and sharing of such atrocities on social media to the unsuspecting public has further worsened the situation. Furthermore, the scarcity of timely, adequate and credible information on the matter from relevant authorities has fuelled further speculations and rumour mongering”, he said.

Bishop Lungu says it appears that Zambia has found itself in this current scenario due to a number of factors, including but not limited to the erosion of traditional, religious and moral values of society, polarisation of the nation on the political front which is evident in such areas as intolerance of divergent views, hate speech, tribal overtones, and selective application of Public Order Act.

He added that Zambia’s current economic downturn with the result of unemployment, hunger, general high cost of living, mistrust and declining confidence of the community in the
Police Service have also contributed to the current situation.

Bishop Lungu has since called for an immediate end to the shedding of blood and urged members of the public not to take the law into their hands as everyone is innocent until proven guilty by the courts of law.

He said for the sake of posterity, youths and children can no longer be subjected to witnessing and/or participating in the murder of suspects in cold blood nor used as tools of violence saying doing such is tantamount to breeding a generation of citizens that are not going to respect the sanctity of human life.

Bishop Lungu said those behind the said crime of gassing people should stop forthwith and repent and has called on the political leadership across all political divide to denounce all forms of criminality and subversive activities in order to guarantee peace, tranquillity and harmony.

He has asked for objectivity and responsibility when commenting on matters of public interest saying careless and irresponsible comments are bound to bring further anarchy and confusion.

Bishop Lungu said the security wings should be proactive in detecting and apprehending perpetrators of crime and ensuring the due process of the law is carried out and as a way of deterring criminal activities in society.

“Every Zambian must uphold our traditional, religious and moral values with regard to the sacredness of human life and inviolability of human rights.Irresponsible recording, posting and sharing of graphic materials on social media to the unsuspecting public should come to an end forthwith”, he added.

Zambia Army has not declared a curfew – Defence Minister

16

Defence Minister Davies Chama has refuted social media reports suggesting that the Zambia Army has declared a curfew that restricts the movement of people after 21 hours.

Mr Chama said the misleading information is being peddled by people that want to cause anarchy in the country.

Mr Chama was speaking when he and his Home Affairs counterpart Stephen Kampyongo patrolled selected townships in Lusaka.

He clarified that only President Edgar Lungu has a constitutional mandate to declare a State of Emergency and not any other person including the Zambia Army.

Mr Chama urged the Community Crime Prevention Unit to stop collecting money from members of the public in the name of providing security to them.

ZNBC reports that Mr Chama said security has been tightened in Lusaka and the neighbourhood watch should leave the mandate of providing security to the Security wings.

He said the security wings are making a followup on the message that has been circulated on social media indicating that the Zambia Army has declared a State of Emergency.

And Home Affairs Minister Stephen Kampyongo said the cases of gassing are being investigated case by case after they are reported to the police.

He urged Zambians to stop taking the law on their own hands by killing suspects saying that is robbing the police of their mandate.

Chiyangi Backs Eagles to Get Positive Result at Power

0

Green Eagles coach Aggrey Chiyangi is expecting a tough FAZ Super Division match against Power Dynamos set for Arthur Davies Stadium in Kitwe on Saturday.

Eagles thumped Power 3-1 in the first round encounter played in Choma last October.

Chiyangi says Power have improved of late but insists Eagles do not want to drop points at Arthur Davies.

‘It will be a very tough game. We know that Power have been playing so well of late and playing at their home ground we know that they are going to push us so hard,’ he said in a pre-match interview.

Eagles are second on the table with 41 points while eighth placed Power sits on 32 points after playing 21 matches.

‘But again this is a competition and we are also on course. We want to make sure that we don’t drop any points. We have prepared the players, everyone is ready and the morale looks very good in camp,’ Chiyangi said.

Elsewhere on Saturday, Kansanshi Dynamos coach Beston Chambeshi comes up against his old club Nkana when the two teams clash at Independence Stadium in Solwezi.

Chambeshi joined Kansanshi after resigning as Nkana coach last December.

Meanwhile, league leaders Forest Rangers are visiting Godfrey Chitalu Stadium to tackle Kabwe Warriors.

Forest have 42 points, one above second placed Eagles.

Harry Kalaba insists Zambia’s Ambassador designate was asked to leave the US

29

Democratic Party President Harry Kalaba has insisted that Zambia’s Ambassador designate to the USA Lazarous Kapambwe was asked to come back from Washington by that country on a reciprocity of mishandling of Ambassador Foote’s issue by the President and Foreign affairs Minister and team.

Mr Kalaba has questioned why Ambassador Kapambwe was told to come back after spending a month in Washington and after being told to prepare for presentation of his letters of credence to President Donald Trump on 7th February 2020.

He has further challenged Foreign Affairs Minister Joseph Malanji to explain to the nation how long it takes to process a visa for anyone going to the US, let alone a diplomatic visa.

Mr Kalaba has expressed reservation of the current state of Zambia’s international standing and has called on President Edgar Lungu and his regime to approach governance, diplomacy and international relations with the deserved seriousness.

He urged the government to use Zambia Institute of Diplomacy and International Relations Studies to guide when unsure, since ministry of foreign affairs technocrats can no longer advise them.

Addressing the media on the state of the nation, Mr Kalaba said Zambia has had a vintage position in diplomacy and international relations which President Lungu and his team are bent on destroying with impunity.

Lusaka Water refutes claims alleging that one of its major water sources has been poisoned

11

The Lusaka Water Supply and Sanitation Company has refuted claims alleging that one of its major water sources was suspected to have been poisoned.

This following the investigation which Lusaka Water Supply and Sanitation Company instituted after an alarming message which circulated on social media and so far, nothing has been established to confirm the rumour.

Company Public Relations Officer Nshamba Muzungu says the Company water surveillance and quality assurance team have intensified the routine water quality monitoring of all water sources and distribution centres and so far, nothing above the normal levels of the usual water quality parameters has been established to indicate any traces of poisoning of the water as alleged in the anonymous message.

However, Mr Muzungu said the Company will continue undertaking water quality surveillance on a daily basis.

He said Water quality control measures have also been intensified to ensure that the water supplied meets the quality standards as required by the regulators, National Water and Sanitation Council.

Mr Muzungu said in addition, key water installations such as water sources, treatment plants, distribution centres are always under 24 hour security guard.

He said the motive behind the circulation of such a message on social media therefore is to cause panic among members of the public.

Mr Muzungu said the Water Utility firm has since engaged the police and ZICTA to bring the perpetrators to book.

“As we deliver on the mandate to supply water and provide sanitation services, our first obligation is to ensure that the water supplied is of the highest quality. Should there be anything which is ill-disposed to that, our first call to duty is to protect the interest of the consumers”, he added.

Monze District Officials Terminate Contracts For Failure To Deliver By Local Contractors

3

District Officials in Monze have bemoaned the lack of seriousness from some contractors who were engaged to build some of the infrastructures for the Strengthening Climate Resilience In Kafue Sub-Basin (SCRIKA) projects in the district.

Commenting on some named construction companies whose works have remained incomplete despite government meeting their obligations, Monze District Commissioner Cyprian Hamayanga said it was disheartening to note that Zambian contractors had chosen to abuse their opportunities to the disadvantage of fellow Zambians.

He said Government was doing everything in it’s powers to try and alleviate poverty in communities through sustainable empowerment programs but that efforts were being sabotaged by fellow country men who choose to misuse funds when they are given contracts.

“As a government we are alive to the suffering of our people hence the reason for coming up with empowerment programs which would help the vulnerable in our society. I am very disappointed with some contractors whom we gave contracts to build certain things to help with the empowerment projects. We are talking about contractors who live among us and see the challenges of our people but choose to abuse funds when they ask for down payment towards the projects. It’s so sad and shame on them for not having a heart for fellow Zambians,” he said.

He explained that some contracts have been terminated due to poor workmanship and that some of the contractors will be reported to National Construction Council and Zambia Public Procurement Authority so that punitive action can be taken against the companies.

He further said legal action will be taken against one company which was contracted to drill boreholes so that it refunds all the money it received before abandoning the sites with less than 20% of works done while the other company was able to drill the same number of boreholes within 2 weeks.

He added that the same can be said about the poultry houses as we’re a contractor was able to complete the works while the colleague is still struggling two years down the line.

“We are not sitting idle and letting people walk away with such crimes. I say crime because this is tantamount to stealing, its tantamount to getting money by false pretenses. For some, the contracts have been terminated and the contractor will forfeite the remaining balance which we will use working with clubs to complete the works so that they start the economic activities they are supposed to embark on.

“We will report some individual companies to NCC and ZPPA so that these people are punished. We can’t continue to act like its business as usual when people are disadvantaging others. We need to change our mind set as Zambian contractors. When you are given a contract you need to work on the project first then enjoy your profits not the trend we have become accustomed to were you get the money and forget about delivering on your obligations,” said the DC who was visibly angry.

And Monze Town Council District Planning Officer Coniva Muntengwa said assessments on the infrastructure have indicated that apart from one contractor who did less than 20% of his contractual obligations most of the works can be completed by the locals.

He explained that local clubs have agreed to take up the remainder of works which needs minor expertise and that works are likely to be completed by March month-end so that they can be handed over to the clubs.

He said the council will provide the materials using the forfeited funds on whose contracts have been terminated while other contractors have been recalled to ensure that they complete and hand over the projects within the specified period adding that Extention Officers will be engaged to ensure that works are monitored.

Asked to name the culprits the DC said the names will be revealed once the legal process commences and termination process was completed.

SCRIKA empowerment projects will see clubs benefit in Village Chicken rearing, Goat rearing and Fish farming. The project has 8 Goat houses each with a borehole and a deep tank, 9 Poultry Houses equipped with incubators and a borehole, 2 fish ponds each with solar powered boreholes as well as 2 Cattle Deep tanks all in Bweengwa Constituency.

Zambia Medical Association condemns gassing of innocent citizens

28

The Zambia Medical Association has condemned in the strongest possible terms the country’s current situation of gassing of innocent citizens and reported threats and attacks on health workers and health facilities.

Dr. Samson Chisele the President of the Zambia Medical Association says doctors and other health workers are there to save lives and are guided by the strict ethics of ‘first do no harm’.

Dr Chisele has called on all citizens to not attack health workers who are few and working under trying conditions to help the same citizens.

He said the citizens should be seen to be helping health workers in attending to country’s health needs which includes managing those that are affected and
are victims of the same gassing-including their full recovery, physically and mentally.

Dr Chisele has further called on the Ministry of Health to suspend implementation of the well-intended Zambia Population Based HIV Impact Assessment survey, ZAMPHIA, for at least three months in order to allow for calm in the affected communities.

He noted that Health workers involved in this survey are expected, among other things, to visit communities and collect HIV related information, including at the household level.

Dr Chisele has noted that continuing with this survey under the current circumstances seriously puts the lives of involved health care workers in harm’s way.

The Population based HIV assessment survey is harmless and meant to assess progress in HIV programs-Minister of Health

26

Health Minister Dr. Chitalu Chilufya says Zambia is among 13 nations where a population based HIV impact assessment survey is being conducted, findings of which will be announced at the United Nations General Assembly in September this year. This is in in order to assess if countries including Zambia have attained the UNAIDS 90/90/90 targets.

He announced that Zambia is one of the nation’s that was targeted for attainment of epidemic control of HIV/AIDS by 2020.

“Mr speaker, these targets means that 90% of People living with HIV will know their status, 90% of People with diagnosed HIV will receive sustained Anti retroviral treatment and 90% of all People receiving ART will have viral suppression,” he said.

Dr. Chilufya said this during the question for oral answer session at Parliament this morning.

He said the Zambian government under the leadership of His Excellency, Dr. Edgar Chagwa Lungu has 1. 1 million Zambians on Anti retroviral therapy of the 1.2 Million currently living with HIV in the nation.

He said this is a far cry from the paltry 3000 that were on the therapy in 2003.

He said the United States government has pumped in, in excess of US$4 billion dollars in programs to fight HIV in the nation, stating that a survey to assess if those programs are working is therefore an imperative.

Dr. Chilufya emphasised that a population based impact assessment survey is harmless and meant only to assess progress in HIV programming.

However, members of the public have received this study with mixed feeling due to the current civil unrest with people being killed on suspicion of being ritual killers or “gassers”. The safety of those officials collecting blood during this time is not guaranteed.

Nevers Mumba calls upon President Lungu to address the Nation

44

New Hope Movement for Multiparty Democracy (MMD) President Dr. Nevers Mumba has called upon Republican President Edgar Lungu to urgently address the Nation.

Dr. Mumba asked President Lungu to find it in his heart to face the Nation and address the Nation on a number of pertinent issues that have gripped the Nation.

Dr. Mumba highlighted the following 8 issues which President Lungu needed to address.

1. The Gassing

2. The growing occurrence of Mob Injustice.

3. The Spiritual or Ritual Aspects of these crimes,

4. The growing careless accusations flying around from party to party as to who is behind (1) above,

5. The Proposed Round Table dialogue or meeting with all stakeholders to restore calm and confidence.

6. Please re-assure the nation that the government is firmly in control and that these things will soon be resolved,

7. Suspicions surrounding the proposed door to door blood testing and collecting exercise currently underway under the hand of the Ministry of Health,

8.Allow the nation to freely engange you in a Question and Answer session through the media so that at the end of the day, no one will be left behind and we can all move forward as a united country.

Dr. Mumba then said that if these issues were addressed then the nation would be healed.

“I believe that it is the uncertainty surrounding the above matters that are keeping the Nation in a perpetual state of anxiety and panic; and that once resolved, will allow us to move in to a more productive discourse”, Dr. Mumba said.

Katongo Kabungo Put to Rest

0

Scores of mourners were present as retired FIFA referee and FAZ League Manager Katongo Kabungo was interred at Leopards Hill Memorial Park in Lusaka on Thursday afternoon.

Kabungo, 75, died of suspected high blood pressure at his home in Lilayi, Lusaka on Monday.

The funeral procession started with Mass at the Anglican Cathedral of the Holy Cross before mourners moved to the cemetery.

Cosafa executive committee member Alberto Simango was among the mourners.

“We are here to mourn a great man. We mourn with the family and Zambians,” Simango said in a speech.

“Thanks for the life of Mr KK (Katongo Kabungo), he gave everything to the game. We are here to say thank you,” Simango added.

Kabungo was appointed CAF Referees instructor in 1997 just after retiring from active officiating.

The former Referees Association of Zambia President was promoted to the role of FAZ League Manager after serving as Referees Manager at Football House.

Kabungo leaves behind four children and seven grandchildren.

The Dialogue between President Lungu and HH was proposed by Home Affairs Minister-Charles Kakoma

47

The UPND says it has noted with dismay attempts by the Patriotic Front Media Team and Smart Eagles to twist facts relating to the proposed dialogue between President Edgar Lungu and its Leader Hakainde Hichilema.

Party spokesperson Charles Kakoma says the dialogue was proposed by Home Affairs Minister Stephen Kampyongo when he was giving a ministerial statement in Parliament on Wednesday 19th February 2020.

He said Mr Kampyongo called for dialogue between the PF and it’s government on one hand and the UPND on the other hand to resolve problems currently affecting the nation which the UPND and Mr Hichilema have agreed to.

Mr Kakoma emphasised that Mr Kampyongo asked the UPND to dialogue and does not see why the UPND should have rejected the dialogue.

He noted that for a long time, the UPND has been calling for dialogue through the Three Church Mother Bodies and if UPND did not respond positively to Mr Kampyongo’s call for dialogue, some people could have misconstrued that they are unwilling to seek some solutions through dialogue and that they may be hiding something.

Mr Kakoma said the UPND have nothing to hide as they are a civilised and responsible group of people who have always been open and available for genuine dialogue.

“In our understanding, a ministerial statement represents government position. Mr Kampyongo was the bearer of the message of dialogue from Mr Lungu. It is therefore surprising that the PF Media Director Sunday Chanda and the PF sponsored Smart Eagles can poor scorn on the proposal by the minister for dialogue and twist facts to insinuate that the UPND are begging for dialogue because of an imaginary offence”, he added.

Mr Kakoma noted with regret propaganda and facts are also being twisted to insinuate that the UPND is opting for dialogue instead of law enforcement.

He said in a statement that dialogue does not replace or take away the responsibility of the police and other law enforcement agencies from performing their duties to protect life and property from criminals such as those gassing people.

Mr Kakoma said Law and order as well as the rule of law should prevail and it is wrong for innocent people to be gunned down by the police or killed by instant justice mobs.

He said this injustice is causing people to lose confidence in the police and going forward both PF and UPND must focus on genuine dialogue to help resolve the current crisis.

“But it appears some people are against dialogue and are mockingly putting spanners in the proposed dialogue”, said Mr Kakoma.
