Zambia facing one of its worst droughts in decades-Caritas

Caritas has warned that Zambia is facing one of its first droughts in decades and 2.3 million people urgently need help.

Caritas is appealing for E745,000 to support communities as they cope with the impact of the drought and help them build resilience against future climate crises.

“Caritas Zambia has been responding to the devastating effects of the drought by providing food to the affected communities,” says Musamba Mubanga, Livelihoods and Climate Change Adaptation programme specialist from Caritas Zambia.

“We have also focused on providing solutions to water shortages in some areas. Furthermore, through the current emergency programme Caritas Zambia will help affected communities address food insecurity and also focus on building their resilience to further droughts.”

Not enough rain in the 2018-2019 period means that wells have dried up; families’ maize stores are empty and livestock have died in the south of the country.

Many families can’t even afford to eat one meal a day, crime has increased in affected areas and prices have also increased.

Children are deeply affected as they either drop out of school to go and sell food for their families or they have poor concentration at school due to hunger.

The lack of water has a triple effect on agriculture, health and nutrition.

Through its emergency programme, Caritas will provide cash transfers so vulnerable people can buy the food they need.

It will help establish village loan and savings groups so people can still afford food as prices rise. It will also help create activities where people can earn money.

Part of the year-long programme will be dedicated to boosting the nutrition of underweight children and ensuring communities understand the importance of good nutrition, especially in the young.

Nine thousand households will benefit from gardening activities, receiving training in making their crops more resilient, and they will receive drought-resilient and early-maturing seeds.

Making agricultural practices more robust in the face of climate threats is essential as 60 percent of the Zambian population rely on agriculture for their livelihood.

Livestock has been diminished not just because of the lack of pasture and water because of the drought but also because of foot and mouth disease, East Coast Fever and Anthrax.

ZICTA hints at fifth telecom operator

The Zambia Information and Communications Technology Authority (ZICTA) says it could soon issue a fifth mobile licence in a bid to increase competition.

ZICTA Director General Patrick Mutimushi said a fifth operator could compete with MTZ Zambia, Airtel Zambia, Zamtel and Uzi Zambia, which is yet to begin operations.

“There is still the possibility of us accommodating a fifth operator that can still be able to make profit because at the end of the day, the operations must be sustainable,” Mr Mutimushi said.

Mr Mutimushi noted that the regulator’s priority was to ensure competition in the market, saying: “The new licensing regime that we have has opened up the market for anyone to come in the country and invest.”

He said government has conducted an analysis of the market which concluded that a fifth operator would not impact profitability in the wireless sector.

With rates for voice and data services currently high, the Zambian government is keen to push down prices by introducing greater competition.

While Mr. Mutimushi did not provide detail of the immediate future of Uzi Zambia, he said the authority did not get the results it wanted from the fourth operator.

According to the Minister of Communications and Transport Mutotwe Kafwaya, Uzi has assured authorities of its readiness to launch operations in May following a six-month extension granted in November 2019.

Mr. Kafwaya said he is confident the operator will launch this time because “it still has over three months to complete the remaining work.”

President Edgar Lungu has said the State will not discriminate on the clamp down of suspects in the current wave of criminal acts.

The President is dismayed by the growing number of unguarded statements in the media from both the ruling and opposition parties, as well individuals, and yet everyone knows where to report acts of crime.

President Lungu says he expects the law enforcement agencies to visit individuals that seem to know more about the current crimes than the State so that the State can unlock the mystery surrounding these crimes.

The President says it is warped thinking to imagine that the Government can turn against its own people, just because of an effort to incarcerate one Zambian.

He said at the end of day the people being attacked are Zambians and they may belong to any political party, so of what benefit would it be for Government to attack its own people.

To the people behind the current crimes, President Lungu has said, “We are coming for you whether from ruling or opposition party, Church, or NGO. We are coming for you regardless of who you are or what you are. No red herring, will distract the current investigations. ‘

President Lungu says he expects maturity from political players, and that in an event that the country is faced with serious crime, citizens including the opposition are expected fo be patriotic and not to use the opportunity to score points.

He has equally cautioned professional media not to be used by politicians that thrive on grim events happening in the country.

The President also warned citizens that are taking the law into their own hands that they are equally culpable because destruction of property and taking people’s lives is heinous crime.

He says the Police and the courts are there for suspects to undergo the due process of the law.

“Zambians are not known for inflicting harm on fellow citizens and destroying institutions that are meant to serve them like hospitals and Police Stations, so where has this culture come from?” Asks the President.

And President Lungu has welcomed plans to have a day of National Prayers this coming Saturday.

President Lungu has since thanked the clergy for coming up with the initiative aimed at praying for the nation and its people amidst the criminal acts.

He called on citizens countrywide to pray for peace and support the Church so that evil can be exorcised from the nation

Frank Mugala,the grade 8 pupil who shot and killed by the police on the 13th February at the school gate as he was knocking off for lunch, was today laid to rest.

Frank Mugala, happened to be the nephew of Deputy Speaker of House- Catherine Namugala. The Deputy Speaker has demanded to know why a child carrying school books was gunned down by the police.”How safe are communities now?” she asked.She said the police who are supposed to be protecting the community are making communities insecure.The police were said to be dispersing a riot when a stray bullet killed the grade 8 school boy.

Chief calls for calm as Census officials are beaten by villagers on suspicion of being gassing suspects

Chief Chanje of the Chewa speaking people of Chipangali District in Eastern Province has called an urgent meeting of all Headmen in Chikuwe and his Chiefdom over the increased cases of gassing in the two chiefdoms.

The traditional Leader who is a caretaker Chief in Chikuwe Chiefdom says the cases of gassing have in the last two weeks been on the increase in the two chiefdoms causing panic among villagers.

Chief Chanje said he is worried with the trend which has affected mostly school going children and people who are conducting the census mapping exercise.

He said the people conducting the Census mapping exercise are being beaten and their equipment stolen by villagers who are suspecting them of being behind the gassing of homes.

Chief Chanje said the meeting will help headmen to protect the people conducting the census mapping, an exercise he said is very important and should not be disturbed.

He lamented that failure to address the situation will affect the process as villagers are also removing the materials put on their doors by the people conducting the exercise.

Chief Chanje has urged President Edgar Lungu to use his constitutional powers to bring the gassing of people and their homes to an end.

We are asking Mr Edgar Lungu to please face the citizens on national radio and television and address the nation on the current situation in the country. Citizens are now killing each other on rumours.

To our citizens, please let’s stop this mob psychology of killing each other based on falsehoods. And please let’s stop the ongoing damage to public property, especially police stations. If you are suspicious, just effect a citizens arrest and handover the suspect to police to do their job.

Mr Hichilema has wondered how a normal person with a leadership responsibility like President Edgar Lungu can be partying at this time when citizens are being butchered daily.

The UPND Leader said one death is one death too many and should raise alarm in any right minded person including those in Authority.

“That is too much blood being spilled. They expected us to be jogging or enjoying a beer while citizens are living in fear, while citizens are being killed, while school children are being gassed in GOVERNMENT schools”, he said.

Mr Hichilema said the UPND have a responsibility to the citizens to ensure that PF sits up to protect them.

Mr Hichilema said he is touched to see men and women spending sleepness nights providing security to their beloved families because they like everyone else should be protected by the state.

“Call us what you want as long as our people are not secure, we shall forever remain restless because we love them. Stop the killings! Stop the gassing of citizens. Find the culprits and bring them to book”, he added.

North Western Province PF Chairperson Jackson Kungo yesterday accused Mr Hichilema of being jittery like a guilty person in the matter of gassing.

Mr Kungo said it was shameful that UPND has perpetually ignored the voice of reason from among its sober members all because they want to profit from any catastrophe whether natural or incited.

“Why is HH panicking? His MPs allegedly reported GBM to the Police yesterday over his remarks and 24hrs later, HH has acquitted GBM by stating that his former Vice President is blowing hot air. In essence HH is telling Zambians that his MPs went and reported Hot air. Why is HH panicking, Zambians must ask?”, he added.

Video circulating of animals being uplifted not Zambian – Kalembwe

The Ministry of Tourism and Arts says a video that was recently circulated on some online media platforms suggesting that animals are being airlifted from the South Luangwa National Park was not captured in Zambia.

Ministry spokesperson Sakabilo Kalembwe says the Zambian Government knows all the airstrips in the national parks and the surroundings in which they are.

“In the video, there are no animals shown being loaded in the plane, the language being spoken is not English or any of the languages known around here, the vegetation is not of South Luangwa but appears to be in the equatorial regions”, says Mr Kalembwe.

He added that the soils are not of the South Luangwa national park hence the video was certainly not taken in Zambia.

Mr Kalembwe said there appears some malice in linking the video to the South Luangwa.

He clarified that there are three airstrips in South Luangwa, Kakumbi that is all weather; Bi-Carbon Partners, Conservation South Luangwa, Zambia Carnivore Programme, and Department of National Parks and Wildlife itself are using it while Luamfwa and Kapamba are only used in the dry season.

Mr Kalembwe said the vegetation and soils at these airstrips is totally different from what is shown in the video clip.

He added that the conservation NGOs are always in the company of Wildlife Police officers hence the shoplifting of animals is a fictitious malicious story.

Mr Kalembwe said in a statement that there are no planes flying around except for choppers that are bringing relief food to local communities.

“Gassing” : A well calculated act of terror – YALI

The Young African Leaders Initiative says the gassing of homes Zambians have endured in the last two months which started in Chingola on the Copperbelt Province is a well calculated act of terror meant to instill fear and cause panic in the communities.

YALI President Andrew Ntewewe has commended President Edgar Lungu for directing the Zambia Army to re-enforce the work of the Zambia Police Service aimed at bringing the sponsors to book.

Mr Ntewewe has urged the Law Enforcement Agencies to ensure that in their investigations they do not overlook political motivation behind the acts of terrorism which may be meant to justify calls for early elections by portraying a picture that the Patriotic Front regime has failed.

He was speaking at a media briefing where he also urged Zambians to desist from killing suspects saying doing so is helping the culprits to escape justice.

MEDIA BRIEFING BY THE YOUNG AFRICAN LEADERS INITIATIVE (YALI) ON INCIDENCES OF CHEMICAL GASSING AROUND THE COUNTRY DELIVERED BY YALI PRESIDENT, ANDREW NTEWEWE AT MIKA LODGE.

Over the last two months, our fellow countrymen, women, children and families have been subjected to some indescribable fear as a result of malicious administration of poison with intent to harm to our people. The fear which our communities have been subjected to, as a result of gassing, has resulted into riotous behaviour among residents, in some cases arrests of suspects who, in a good number of cases, been beaten to death by mobs of citizens.

Although the media and a number of other stakeholders have described these incidences as chemical gassing, ritual killing, and so forth and so on, our discernment convinces us, and many other citizens, that these criminal acts are well-calculated to cause terror, instil fear and induce panic in our families and communities. What is happening, colleagues, is sponsored terrorism. Sponsors and perpetrators of these monstrous crimes are terrorists and must be treated as such.

We therefore call upon our Law Enforcement Agencies and security wings, under the guidance and command of His Excellency the President of the Republic of Zambia who is also the Commander in Chief of Armed Forces to round up both sponsors and agents of these terrorist acts and bring to book. They must be smoked out from wherever they are and subjected to wrath of law, once and for all.

We therefore join good citizens of Zambia in commending President Lungu for directing the Army to reinforce the work of the Zambia Police Service aimed at bringing sponsors and perpetrators to book. We ask law abiding and peace loving Zambians to cooperate with the Police and Government to identify and cage these terrorists and their sponsors.

Critical to ongoing investigations by law enforcement agencies, we urge men and women in uniform not to overlook the political motivation behind these acts of terrorism. The intention and motive behind these acts of terrorism would not be without any background. Terrorism – whether it happens in New York or George Compound – always has a discernible intention. It does not happen in a vacuum. It does not happen by coincidence.

Like us, many of our fellow Zambians are getting convinced these acts of sponsored terrorism are meant to justify calls for early elections by portraying that the country has become ungovernable and that the current leaders have failed. To determine which people are behind these acts of terrorism, Zambians must only ask on who would benefit from a situation where our Country is portrayed as having become ungovernable.

First and foremost, all Zambians must never forget that after 2016 elections, there has been a deliberate refusal by a clique of politicians, a group of hoodlums and a bunch of anarchists and their followers to recognise the legitimacy of the President. In so many ways, they are doing every act, including sponsoring some foreign prophets who have endorsed them but also speak against our country, as a way of proving that this Government is not legitimate, and cannot be trusted.

The question is, what benefit do these anarchists get when they engage in acts of terror? The sponsors of the ongoing terrorism – in which homes, villages, institutions of learning are being gassed – have an ultimate goal and gains. Their ultimate goal is to make a picture in the mind of Zambians and the outside that Zambia has become ungovernable.

At this point, we appeal to Zambians to wake up and realise that the real intention of those who are sponsoring chemical gassing in your homes is to raise discontent or excite disaffection among the people of Zambia but also bring Government into hatred or contempt. We ask Zambians not to be surprised when those who have sponsored the chemical gassing of your homes are back telling you that “chemical gassing is sponsored by the State” or blaming the State and law enforcement agencies for the riots.
That is their real intention.

As early as 2017, some opposition leaders have been calling for early elections. The question is, why people would someone be calling for early elections when the atmosphere in the country has always been peaceful until when those who want early elections sponsored chemical gassing? The answer lies in the history of what happened around 1990 to 1991 when the country had become ungovernable and there was no option but for Dr Kaunda to cut his term short.

This is exactly what the people sponsoring chemical gassing are trying to achieve. Since they have failed to justify the call for early elections, they now want to create discontent and discomfort among our people, make the people rise against their own Government. They want people to believe the current leadership, the police and other security wings has failed to protect them and begin to look for an alternative.

The sponsors of these terror attacks want to project themselves as an alternative leadership. They want Zambians to begin championing calls for change. They will promise you that they will end the chemical gassing of homes and institutions if you vote for them. The question is how? They are saying so because they themselves are the ones who have sponsored those gassing your homes. They know the people they have sponsored to gas you.

For us – and we know for many of you Zambians – you must begin to worry why people who, one day, seek to govern this beautiful country can are now stoop so low to make your lives difficult and yet make seditious claims intended to incite resistance and disobedience to the laws of this country or the current administration. But the effects of their intention can now be seen by anybody. Some members of the public are now disobeying the law by killing suspects or rioting. This is because sponsors of the chemical gassing have managed to convince a few of our citizens that the law must be disobeyed or that communities must resist this administration.

These sponsors of chemical gassing, which amounts to terrorism, have been peddling a narrative that the country is ungovernable, an idea that there is no law and order. They have championed this idea at the international plane and on our own local scene.
What saddens us is that despite all the failed attempts to paint this country black, they have now reached a point where they want to cause turbulence and terror to justify their bogus narrative.

We therefore call upon law enforcement agencies to discern the seditious intent of some of the public statements being made by some of our politicians whose intent is to incite public disobedience, resistance, discomfort and discontent among our people. Our country is under attack, families are living in fear, those who have sponsored these acts of terrorism all in the quest of becoming popular, at the expense of sending fear and induce panic into our people ahead of 2021, are becoming danger to this country. They must be brought to book.

By now it should be clear to the people of Zambia that beneficiaries of the ongoing chemical gassing are those who want to justify their claims that the country is ungovernable, that there is breakdown in the rule of law, and that only them can end the terrorism, maybe rightly so because they are sponsors of the same terrorist acts.

CONCLUSION

We want to conclude by making an earnest appeal to all Zambians. We not savages. We are a beacon of peace on the African Continent. By killing suspects, you are simply helping those who have sponsored persons gassing your homes to run away from being caught. These people who have sponsored gassing of your homes wants you to riot. By engaging in riots, you are encouraging them to gas you even more. We appeal to pupils, students, children, mothers, marketeers, out there to stand up and peacefully defend your country and your Government. Show sponsors of those gassing you that you are not cowards but will stand for peace against these terrorists. We remind those who have been recruited to gas people’s homes and cause terror that the very people who are sponsoring you today have earmarked you for elimination by killing. That is how terrorists operate. They don’t want to leave any trail or footprints along the way. Their aim is to justify their call for early elections and a narrative they have been peddling that there is no law and order.

Blue coloration of water in Garden Park area due to illegal activities by residents – WARMA

The Water Resorces Management Authority says it is highly suspected that the blue colouration of water from shallow wells in Garden House area could be coming from illegal activities residents could be doing in their homes.

WARMA says after over two months of in-depth follow-up investigation of suspected contamination of water in shallow wells of some parts of Garden House area in Lusaka West, water samples were collected from 15 shallow wells within the earmarked investigation zone, seven of which were confirmed to be affected by the blue colouration.

WARMA Public Relations Officer Joshua Kapila says technical investigations using field measurements and application software revealed that the groundwater flow direction within the affected area in Garden Park Area was from East to West.

He said sixteen different water quality parameters were analyzed.

Mr Kapila said all other 15 parameters were within the allowable maximum thresholds set for drinking water quality as stipulated by the Zambia Bureau of Standards and the World Health Organization drinking water guidelines.

He said results from the analysis revealed that the status of water quality failed to comply with stipulated drinking water quality standards only on the basis of color (sky-blue color) since water ought to be clear or colorless.

“Further Laboratory tests indicated that the elution pattern and characteristics of the blue coloration were like those of a food dye called “Patent Blue V.”, he added.

Mr Kapila said from the information gathered, residents held a firm belief that there could be a mineral (Copper or Emeralds) which were responsible for the colouration however, laboratory results showed low levels of Copper, Zinc and Sulphates in the blue coloured water.

He said WARMA will continue to undertake water quality investigations especially in wells that showed contamination and update the public on the progress.

Rwandan gospel singer and critic of President Kagame dies in police cell

One of Rwanda’s most famous musicians, Kizito Mihigo was found dead on Monday, 17 February. Kizito Mihigo, a popular gospel singer and genocide survivor who helped compose Rwanda’s national anthem, was found dead Monday in a police cell in the capital, Kigali.

He was arrested last week for allegedly trying to cross the border illegally into Burundi and was accused of trying to bribe the police and seeking to join “terrorist groups” there.

Rwandan police, in a statement quoted by semi-official Rwandan media, said the 38-year-old musician “used bedsheets to strangle himself to death.”

But on social media, many opponents of the Rwandan government voiced skepticism about the official version, saying the musician was killed by the police.

Human-rights activists are calling for a full investigation. There are growing concerns about human-rights abuses in Rwanda as it prepares to host the Commonwealth Heads of Government Meeting in June, which is expected to be attended by Prime Minister Justin Trudeau and dozens of other world leaders.

Mr. Mihigo had been a cultural icon in Rwanda – a hugely popular celebrity and peace activist who often sang the national anthem at state functions. But he ran into trouble with the authorities in 2014 when he released a song that questioned the official version of the country’s 1994 genocide, in which an estimated 800,000 Rwandans died.

The song called for Rwandans to remember all the victims, including those who were “slaughtered in revenge” – an implicit reference to the victims of Mr. Kagame’s army, which killed thousands of people in the mid-1990s as he seized control of the country after the genocide.

The song was immediately banned, and Mr. Mihigo was arrested a few days later. He was sentenced to 10 years in prison for treason and conspiring to “murder or harm” Rwandan government leaders. He was released from prison in 2018 when Mr. Kagame gave clemency to more than 2,000 prisoners.
A police statement Monday said Mr. Mihigo had been in a police cell for three days when he was found dead.

“Kizito Mihigo’s death in custody raises serious questions that need a prompt and thorough investigation by the authorities,” said Lewis Mudge, Central Africa director at Human Rights Watch, in a statement Monday.
“Too often, sensitive cases in Rwanda result in mysterious deaths or disappearances,” he said. “The investigation should examine the possibility that Mihigo could have been ill-treated or killed in custody.”

Amnesty International said it was “shocked and deeply saddened” by the news of Mr. Mihigo’s death. The Rwandan authorities “must immediately launch an independent, impartial and thorough investigation to determine the cause of death – including whether it was natural or accidental, or a case of suicide or homicide,” Amnesty said in a statement Monday evening.

Filip Reyntjens, a Belgian scholar and leading expert on Rwanda, said the diplomatic community in Kigali “must request an independent inquiry and post-mortem” into Mr. Mihigo’s death.

The Commonwealth summit is scheduled to be held in Kigali on June 26-27, with all 53 Commonwealth countries expected to be represented. Democracy and the rule of law are among the summit’s official themes.
Mr. Trudeau has often met with Mr. Kagame, most recently on Feb. 8 at the African Union summit in Addis Ababa, where they “exchanged views on priorities for the upcoming Commonwealth Heads of Government Meeting,” according to a statement from Mr. Trudeau’s office.

Last September, a senior official of a Rwandan opposition party, the FDU-Inkingi party, was stabbed to death by unidentified attackers. At least six of the party’s members have died or disappeared without a trace over the past three years, while nine others have been jailed on terrorism allegations. Amnesty International said the killings and disappearances are alarming and suspicious.

President Lungu receives Russia’s Federation council chairperson

President Edgar Chagwa Lungu, has held discussions of mutual interest with Russia’s Federation Council Chairperson Her Excellency Mrs Valentina Matviyenko at State House.

During the meeting, the President said the high level visits between Zambia and the Russian Federation such as the visit to Zambia by Mrs Matviyenko is a demonstration of the warm relations that exist between the two countries.

The President said the visit was a build up from bilateral talks with his Russian counterpart President Vladimir Putin which were held on the margins of the 10th BRICS Summit in Johannesburg, in July, 2018, when the two leaders committed to scaling up diplomatic ties between Zambia and Russia in order to strengthen economic cooperation.

And Mrs Matviyenko who paid a courtesy call on the President underscored the need for enhanced cooperation in various sectors between the two countries.

Mrs Matviyenko noted that the two countries have potential to boost trade and cooperation in health, heavy duty industry, agriculture and defence and security sectors.

The Chairperson of the Federation Council of the Federal Assembly of the Russian Federation Mrs Valentina Matviyenko is in Zambia on a reciprocal visit, following Speaker of the National Assembly, Dr. Patrick Matibini’s visit to Moscow in April, 2018. She is accompanied by senators from the Federation Council and other Government officials.

Sunbird Bioenergy Africa recruits 1 700 local farmers in Kawambwa, but needs more farmers to reach target of 20 000

About 1700 out of the targeted 20,000 cassava out-grower farmers for the 2019/20 farming season have been captured by Sunbird Bioenergy Africa in Kawambwa District.

Company Chief Executive Officer Richard Bennett has confirmed, following the launch of the out-grower scheme by President Edgar Lungu last month, adding that his company has been on a recruitment drive to capture local farmers.

Mr. Bennett who was impressed with the pace at which the registration of farmers was moving said his firm would meet the required mass of cassava stockpile meant for the production of ethanol.

He explained that the out-grower scheme would register 20,000 farmers once fully rolled out to the entire Luapula Province.

And Mr. Bennett has disclosed that the construction of the bioenergy refinery plant which would start this year was expected to be completed next year.

Meanwhile, Sunbird Bioenergy Project Manager Mark Muchinga said the registered out-grower farmers would be entitled to cassava planting materials, fertiliser, pesticides, agriculture extension services sale of the produce to the company among others as part of the Sunbird package.

Mr. Muchinga also noted that a total of 700 hectares had been inspected and actualised from the 348 farms as part of the out-grower scheme within a radius of 30 Kilometers in Kawambwa.

He said a good number of farmers who had signed up for the out-grower scheme had prepared their fields in readiness for planting this year.

He noted that the company had enough cassava planting materials to meet demand.

Great East Road to be closed on Wednesday to Facilitate Emergency Repairs

The Disaster Management and Mitigation Unit (DMMU) has announced that construction works on the damaged part of the great east road at Kacholola area in Nyimba may be completed on Friday.

This follows the arrival of new bailey bridges from Mongu on Tuesday.

DMMU National coordinator Mr. Chanda Kabwe has however stated that the road will be closed to pave way for the commencement of construction works Wednesday noon .

Mr. Kabwe indicated that this implies that even small cars will not be allowed to move to and from the province until works are completed.

“By tomorrow we are closing completely when we start working so that we are able to finish this project within two days . Latest Friday we should be able to handover the Bridge to the Provincial administration together with the road users .

What is important is the commitment from government that His Excellency the President wants to ensure that trade and Commerce continues to flow . This is a very economical road which is important to the nation including you truck drivers play a very important role to the economic development .” He stated.

Mr. Kabwe has since delivered tents and other logistics to be used by those working site .

“Government through DMMU we’ve provided some tents that you are going to use . Water has already come we should be able to give you to use for the next three days so what is important is to encourage your friends not to come here those who are coming from Lusaka let them be in Luangwa those who are coming from Chipata let them be in Nyimba until Friday then we can open the road “ He added.

Meanwhile Nyimba Council Chairperson Macson Kapanta has since appreciated government for the quick intervention.

“As a mayor for Nyimba I just want to appreciate Government for the quick response . I know our colleagues have a lot of challenges here but at lease with your response finally you have brought the Bridges , I think as a local authority we appreciate and our appeal to our drivers is to exercise a lot of patience because Government is a listening Government .” Mr. Kapanta stated .
