Africa Confidential reports that Construction of Kafue Gorge Lower hydropower station in limbo as China halts funding

The Construction of the $2bn Kafue Gorge Lower hydropower station, which was expected to start generating power this year, is stalled after Zesco failed to secure further financing.

According to Africa Confidential in its latest edition, Zesco had created a special purpose vehicle through which to borrow for the project, with more than $1.2bn already disbursed but that

Chinese insurer Sinosure has refused to underwrite a further loan, leaving the project in limbo.

The contractor, Sino Hydro, is also Chinese.

Sources dealing closely with the Chinese companies say that Zambia’s financial predicament is causing tension between them and their insurers and lenders.

Such is the quantity of Chinese debt that financial analysts say it should be the priority for restructuring, but apart from vague talk within the ministry, no progress has been made in this direction.

Finance Minister Bwalya Ng’andu wrote to several lenders in November to cancel the disbursement of funds in an effort to honour a pledge to stop the debt ballooning further, Africa Confidential has been told.

But the high-interest rates secured by the lenders because of Zambia’s poor credit rating means their appetite for lending continues.

After complaints to State House from lenders, Dr. Ng’andu has been forced to allow the disbursements to go ahead.

Political pressure on the bank for disbursements to continue regardless of the bank’s advice is a historical problem that is likely to persist.

While disbursements on new projects continue, others, such as Chinese-built roads and airports, have stalled because of delayed payments to contractors and shortages of financing.

However, Eurobond holders expect this to be done before Zambia attempts to restructure its $3bn debt to them.

The ruling Patriotic Front’s continued state of denial about the country’s dire debt situation sees the year begin with loan defaults, dwindling state revenues, disintegrating public services and unpaid civil service salaries.

The government’s failure to make a €6 million loan repayment on its military transport aircraft – one of a raft of delayed loan payments, including to Chinese lenders – signals immense pressure on the state coffers. Debt is expected to worsen this year and approach 100% of GDP.

The government has withheld all other payments, including public salaries, rather than miss a debt repayment.

But the government now has to foot the bill for millions of dollars of unplanned payments after becoming embroiled in expensive litigation and trying to alleviate politically dangerous power shortages.

The ostensibly stable state of the country’s foreign reserves, though extremely low, paint a misleading picture.

They remained at between US$1.3 and $1.4 billion last year, despite another year of heavy debt service payments.

The International Monetary Fund expects growth to have slowed to just 2% in 2019 and for the slump to continue owing to ‘absent policy adjustments.’

The current economic outlook leaves little hope that Zambia will be able to pay the $750m due in September 2022 for its first of three Eurobonds, so a restructure is imperative although it could come at heavy cost.

An IMF programme remains unlikely given the government’s determination to continue borrowing.

Screen Chinese nationals in Zambia for the “mysterious” New Corona virus, UPND demands

The opposition UPND says it is concerned about the outbreak of a virus in China and its possible spread to Zambia.

“We would like to appeal to the Government of the Republic of Zambia and the general populous to take keen interest in the outbreak of the ‘mysterious’ and deadly new corona-virus in the Chinese City of Wuhan fast spreading to other cities like Beijing,” UPND Spokesman Charles Kakoma has said.

“With the United States of America (USA) screening for the Wuhan virus outbreak at 3 major airports, we urge the Zambian government to urgently look into this matter and commence screening points across all our major or high risk borders,”Mr Kakoma said.

“We are of the view that seeking quick remedial interventions by the Ministry of Health in collaborations with the Centre for Infectious Diseases Research in Zambia (CIDRZ) would help prevent the new corona-virus from being transmitted by those travelling from Wuhan City to Zambia.”

Mr Kakoma said the UPND believes that Government should take keen interest in this important issue as failure to do so would result in loss of lives in Zambia as the “Wuhan virus is very deadly.

“And owing to the rapidity at which the disease is said to be spreading, we believe that it would be prudent for the Government to engage major stakeholders and look into this matter and furnish our people with the symptoms of the deadly new corona virus and the possible primary prevention steps.”

“Further, we wish to appeal to the Zambian Embassy in China to furnish the Zambian people both in that country and here on whether there are any modalities that have been put in place to ensure that Chinese nationals intending to travel to Zambia or Zambians traveling back home are thoroughly screened to ensure that the disease is contained,” he said.

“Lastly, we pray that the Zambian government shall immediately put the nation on an immediate health alert in relation to the “Wuhan” new corona virus or risk exposing the nation to a health hazard. Prevention is better than cure.”

Lusaka Province Permanent Secretary Elias Kamanga sent packing

Lusaka Province Permanent Secretary Elias Kamanga has been placed on a 30 day forced leave.

He was forced to vacate his office for incompetency and showing insolence to his superiors.

Mr Kamanga has been at the centre of a number of reports of mal administration and issuing transfers to key staff without following laid down procedure.

Impeccable sources at the Public Service Management Division have revealed that during the period of his leave, Mr Kamanga will be expected to attend some refresher courses in public administration.

The sources revealed that Secretary to the Cabinet Simon Miti and his team met Mr Kamanga last Friday and handed him the letter requesting that he proceeds on leave.

“It was at this meeting where it was resolved that Kamanga goes for 30-day refresher leave. We followed it up on Monday and we can confirm that he is here at PSMD and not at the Provincial Administration anymore,” the sources said.

The sources added that Deputy Provincial Permanent Secretary Frazier Musonda has been appointed to act.

They said the suspension of Mr Kamanga could be indicative of some changes that PSMD intends to make at the Lusaka Provincial Administration.

“If the Acting P.S proves that he is capable of uniting all the officers and works very well with Heads of Government Departments in the province, we don’t see Kamanga coming back because he would be rendered useless,” the sources said.

The source further revealed that Mr Kamanga has been scoring poorly in quarterly performance appraisals.

“The truth is that Kamanga is incompetent and a non-performer. He has brought a lot of confusion to the province and he is not a team player.”

They stated that the recent warning by President Edgar Lungu in Mongu and in Luapula that he will not hesitate to fire non-performing Permanent Secretaries could be a warning to senior government officials like Mr Kamanga.

“What the President is saying is that he will not have people like Kamanga in his team. As PSMD we will continue monitoring the situation to see how the case of Kamanga will be handled but we know that bringing him back to the Province will be a bad idea because he is full of confusion.”

Zambia and Angola need to implement the signed agreements, not much has been done-President Lungu

President Edgar Lungu has said that there is a need for Zambia and Angola to actualize the signed agreements in an effort to cement relations, adding that the two countries must implement the signed agreements, saying that not much has so far been implemented.

Speaking when he met Angola’s Ambassador to Zambia Azevedo Xavier Francisco who paid a courtesy call on him at State House on Monday, President Lungu said Zambia will continue to work towards boosting the cooperation that it shares with Angola and assured the Angolan government of Zambia’s utmost cooperation.

“Over the years Zambia has interacted with Angola with the two leaders of the two countries having cross-pollinated ideas at political party level and Government to Government on how to enhance this cooperation,” said the President.

President Lungu expressed concern at the slow implementation of signed cooperation agreements in various social and economic sectors between Zambia and Angola adding that there was need to expedite implementation.

“Some agreements have been signed and ceremonies have been held and it is time we moved to the next stage which is implementation. Of course, we have done some implementation but not much. With the road from Shangombo district in Western Province into Angola, we have not done enough. With your coming, l think that we will implement as much as possible,” adds the President.

The President adds that the people of Zambia were craving for the cementing of cooperation between Zambia and Angola and noted that the border between the two countries is expansive.

“But we also share a common culture and l do not see why we cannot collaborate. Hence, we need to provide a good road network to facilitate trade between Zambia and Angola. We also need the railway line coming from Angola into Zambia, and from Zambia into the Democratic Republic of Congo for us to have triangle trade,” added the President.

Earlier, Angola’s Ambassador to Zambia Mr. Azevedo Xavier Francisco informed the President that the Government of the Republic of Angola would like to boost the cooperation that exists between Zambia and Angola.

Mr Francisco said the Angolan government would like to expedite the implementation of all the agreements of cooperation which were signed between the two countries to actualise them.

The Ambassador acknowledged that Zambia and Angola were neighbouring countries whose people shared the same language and culture hence the need for the two countries to cooperate.

“We have specific areas of cooperation such as petroleum and oil, mineral resources, road and railway transport, salt and fish including the health sector among others,” said Mr Francisco through an interpreter Jose Luis.

The Ambassador added that the private sector in Angola was willing to fund the road and railway projects and only required the political will of the two leaders of Angola and Zambia.

The meeting was attended by Foreign Affairs Minister Joseph Malanji, Presidential Affairs Minister Freedom Sikazwe, Special Assistant to the President for Press and Public Relations Isaac Chipampe, Special Assistant to the Presidents for Economic and Development Affairs, and Political Hibeene Mwiinga and Chris Zumani Zimba respectively.
Angolan officials who attended the meeting were Alexander Lucas Tchilumbu and Joao Sergio de Andre Silva.

President Lungu calls upon the international community to help address the current effects of floods

President Edgar Lungu has called upon the international community to help address the current effects of floods being experienced in some parts of the country.

President Lungu made the call when Japanese Ambassador Ryuta Mizuuchi called on him at State House yesterday.

During the meeting with the Japanese Ambassador Ryuta Mizuuchi, President Lungu expressed concern at the heavy rains which had wreaked havoc in some parts of the country adding that the heavy rains being experienced in the country has both the negative and the positive effects on the Zambian people.

The President said Government is seeking to engage cooperating partners to partner with them in addressing the effects of floods in the country.

The President noted that he is hopeful that the Japanese Ambassador will be able to share his expertise in addressing the effects of floods owing to the experience he has had from his country.

“The heavy rains will have a great impact on food production as well as the energy sector, it is also regrettably destroying infrastructure and crops in some parts of the country hence the need for government’s intervention in the situation,” said the President.

The President said this when Japanese Ambassador to Zambia, Ryuta Mizuuchi paid a courtesy call on him at State House on Monday.

In the same meeting, the Japanese Ambassador expressed sympathy to the people in flood affected areas and hoped for the situation to be reversed soon.

Mr Mizuuchi said he is hopeful that he will collaborate well with President Lungu and the Zambian government to strengthen the already existing Zambia- Japan relations.

A change of Presidential Candidate by PF would still , should Never be Enough

As the country approaches the home stretch towards a defining general election in 2021, there is an awful lot of calculation that the various political parties will put into deciding who their presidential candidate and running mate will be. And for the ruling Patriotic Front (PF), this question is as potent and palpable as ever, given the extensive breaches of trust and credibility that has occurred under the watch of the incumbent since 2015.

In public leadership, much more political leadership; credibility and trust are the basic tenets that define the quality and standard of leadership a nation gets. And these Two (2) fabrics of political leadership are defined and analysed both at organizational and individual level, in order to ascertain that both the organization and the individuals serving therein command the required sort of credibility, while inspiring trust.

For purposes of ease, credibility and trust in political leadeship simply means leaders and the organizations they lead have to be accountable, transparent, honest, lead by example and deliver on their promises.

Now, a cursory glance at the PF and the manner they have provided national political leadership over the past Eight (8), both as an organization and as a group, they have dismally breached all boundaries of credibility and trust through a combination of party and state sponsored corruption, as well as broken campaign promises.

The individuals currently peddling the failed PF agenda are just as guilty as the political organization itself, sacrificing the hopes of a whole nation in order to keep alive the organization because the organization has become a conduit and platform of favor, opportunity and privilege rather than service.

The Financial Intelligence Center report of 2018 revealed that a named political party received K10 million in kickbacks for the award of public contracts. I would challenge the PF and it’s leadership to deny that it is not they who were in receipt of this money, and while if it be the case, can they demonstrate to the public what services they provided in order for them to have received K10 million from contractors.

Today, we are talking about over $1.5bn stolen in Mukula revenue and the beneficiaries have been PF government officials, and subsequently the party itself. The party and the individuals serving it cannot and must never be held in isolation. The party is, has been and continues to benefit, both directly and indirectly, from the criminal and improper conduct of it’s members.

The same infrastructure narrative the PF are now peddling has been a cataclysmic propellent of illegality through illegal award of public contracts to friends of the party and party officials, exaggeration of the cost of public contracts, contracts being awarded to political party CADRES who get rewarded for delivering substandard works. It is no wonder, that only less than $8bn of the $19bn total debt stock has actually been spent on projects, the the rest stolen thanks to the party and it’s officials.

Zambians, therefore, need to be weary and alert. The PF will be desperate and they are desperate, to dust themselves up in readiness for next year, when they have spent the last 8 years destroying this country. Another 5 years of this kind of political leadership madness will ensure that we all forfeit for good nearly 60 years of trying to build a country we could all proudly call home

FSD Zambia welcomes £21.95 m 5-year commitment from UK Aid to initiate new phase of financial sector development

FSD Zambia has welcomed a £21.95m 5-year commitment from UK Aid, part of a £320m package that will initiate an ambitious new phase of financial sector development across Africa.

The funding was announced in a statement released by FSD Zambia Communications Manager Eneyah Phiri ahead of the UK-Africa Investment Summit in London.

The £320m commitment provides funding for ambitious programmes that create financing solutions for the opportunities and challenges faced across Africa’s economies, from individual households and micro-enterprises to business and infrastructure investment.

UK International Development Secretary Alok Sharma said: “Africa’s substantial investment potential is clear, with many African countries outstripping global economic growth in recent decades. The UK is already the top financial exchange for Africa’s businesses, and we want investors to seize the exciting opportunities that Africa offers. These new initiatives, announced ahead of the UK-Africa Investment Summit, will make it easier, greener and more secure to invest in Africa, mobilising billions of pounds of sustainable investment to help end poverty.”

FSD Zambia will channel this commitment to, among other efforts to deepen financial inclusion in Zambia, build on the success of our work with Savings Groups that so far has contributed to the establishment of 7,900 groups with savings totalling almost ZMW100 million.

Evidence shows that Savings Groups enable both learning and economic empowerment for low-income households and individuals, especially in rural areas.

Furthermore, FSD Zambia will utilise these resources to expand support to the extension of appropriate Agriculture insurance to smallholder farmers in Zambia, particularly in light of climate change.

With these funds, FSD Zambia will also deepen work with the Ministry of General Education on introducing the Financial Education curriculum from grade 1 to 12. We believe this is a significant step towards growing a generation of financially capable Zambians.

Chambishi Metals shuts down, over 200 miners jobless

About 229 workers are expected to lose their jobs following the decision by Chambeshi Metals decision to place the nine on care maintenance beginning January month end.

Mines Workers Union of Zambia President Joseph Chewe has told a media briefing that the union has been having prolonged meetings with the company which is under Eurasian Resource Group (ECG) not to shut the operations but to no avail.

Mr. Chewe said that 229 miners will be retrenched stressing that only about 29 will be retained as care and maintenance employees.

He said that the situation is unfortunate and regrettable for Chambeshi and the local business community.

He said the union had a conclusive engagement with the mine over their proposal but that the mine insisted on its plan with the reasoning that they are have a challenge in sourcing for funds to sustain operations.

He said affected workers will be paid their packages as per agreement between the union and the mine.

Mr Chewe has further demanded that all affected workers must be paid their dues for four months.

He stated that the closing of the mining company is a loss to Zambia as it is a major producer of cobalt.

Mr. Chewe revealed that the mine will be placed under maintenance for not less than two years.

Mr. Chewe also called on government to consider revoking the mine licence for Eurasian Resource Group adding that the proposed period of 2 years of placing the mine under care and maintenance is too long.

Zambia teacher reaches final stage of ‘world’s most dedicated teacher’ award

Tiffany Cavanagh has been named a finalist in Cambridge University Press’s annual search for the world’s most dedicated teacher in recognition of the difference she makes to her students and the wider community. A public vote is now open to decide who wins, closing 26 January. The Press will announce the overall winner on 3 February.

Tiffany Cavanagh teaches Geography and Travel & Tourism, as well as leading the Duke of Edinburgh and Outdoors Education programmes at Trident College Solwezi, Zambia. She organises a broad range of community work and empowers her students to make a difference to others. Recently, she led her students in cooking for over 400 refugees and helping build much-needed accommodation.

Other finalists include Patricia Abril, New Cambridge School, Colombia; Stanley Manaay, Salvacion National High School, Philippines; John Nicko Coyoca, University of San Jose-Recoletos, Philippines; Helen Comerford, Lumen Christi Catholic College, Australia and Meera Rangarajan, RBK Academy, India. This year, over 6,000 award nominations from 97 different countries poured into the Press, each detailing an inspiring story about an extraordinary teacher. A panel of expert judges have selected their six finalists from the shortlist released in December based on whether nominations met the awards criteria. Among the criteria, the judges looked at whether a teacher demonstrated innovative practices, provided fantastic pastoral care and prepared students for their futures beyond school.

The six finalists have won a host of prizes, including class sets of books or digital resources. They will also feature on a thank you page at the front of every new Cambridge University Press Education textbook from May 2020 and receive an invitation to the Cambridge Panel, an online community of specialists that help to shape the Press’s education publishing.

Last year, the 2019 Dedicated Teacher Awards saw maths and accounting teacher Ahmed Saya from Cordoba School for A-Level in Karachi, announced the winner from just under 4,000 nominations from 75 countries around the world.

Ministry of Health asked to Investigate the Abuse of ARVs by HIV Negative Drug Addicts

The Treatment Advocacy and Literacy Campaign is disturbed and saddened with the news that ARVs are being abused by HIV negative drug addicts as reported by a psychiatric doctor at the Chainama Hospital in Lusaka.

TALC National Director Felix Mwanza has since asked the Ministry of Health to further investigate this issue.

Mr Mwanza however said ARVs abuse in the manner reported by the psychiatric doctor is not uncommon especially here in Southern Africa.

He said one of Zambia’s neighboring Countries ‘Drug Addicts’ ambush Recipients of Care and snatch their medication upon them receiving it from the pharmacies in different health facilities and abuse it in all manner and forms.

Mr Mwanza also noted that there are over a million people currently on ART in Zambia and news of abuse of the ARV drugs by some sectors of the community risks reversing the gains that have been made by the government and its partners in putting people living with HIV on ART.

He also noted with displeasure that this trend does not only rob people living with HIV of the much needed life-saving drugs however, it also puts those abusing these drugs at risk of developing drug resistance in an event that the abusers become HIV positive during the period of abusing the said drugs.

Mr Mwanza said TALC is also concerned with the impact that this development will have on other HIV interventions such as Pre Exposure Prophylaxis (PrEP) which is supposed to be accessed by HIV negative people.

He said the entire issue poses negative connotations especially on people to be initiated and those already on ART as a society might start seeing them to be incongruent with the rest of others due to the perception that ARVs make them high.

He has appealed to all Recipients of Care to secure their ARV drugs upon receipt from their health care providers.

Mr. Mwanza also appealed to the Ministry of Health and all stakeholders to streamline and strengthen the ARV due diligence monitoring mechanisms in order to prevent such occurrences at
all client management levels.

He said furthermore, all stakeholders administering ARVs should ensure that only those that are HIV reactive are given such medication and in case of a buddy picking up drugs for someone, contact with the actual owner of drugs should first be established.

Mr. Mwanza has called on all stakeholders to intensify community sensitization on the dangers of taking ARVs when one is not HIV positive saying if left unchecked, this trend will lead to severe health complications.

He said ARVs should only be taken by those that are HIV reactive and for Pre-exposure Prophylaxis (PrEP) which is a prevention intervention by negative people at most risk of infection upon advice from health providers.

Elias Chipimo Jr’s son Chito Sentenced to 9 months imprisonment with hard labour

The Lusaka Magistrate Court has sentenced former National Restoration Party President Elias Chipimo Jr’s son Chito to nine months imprisonment with hard labour.

Chito, 23, was facing three counts of trafficking in Narcotic Drugs.

In count one; facts are that on December 27, 2019 in Lusaka, Chito trafficked in narcotics drugs namely 1.43 grams of cocaine without lawful authority.

In count two, on the same date Chito Chipimo had in his possession psychotropic substances namely 0.11 grams of amphetamine without lawful authority.

In the third count, details are that on December 28, 2019 in Lusaka, Chito used a motor vehicle namely, Toyota blade to carry, conceal and convey psychotropic substances without lawful authority.

Magistrate Albert Mwaba convicted Chito Chipimo on all the three charges and sentenced him to jail for nine months.

MISA pleased with Hosting of Debate on Bill No. 10, but concerned with the intolerance exhibited towards opposing views

The Media Institute of Southern Africa Zambia Chapter says it is pleased with the initiative taken by News Diggers to host a public debate on the Constitution Amendment Bill No. 10 of 2019 alongside Eden University, Open Society Initiative for Southern Africa, Chapter One Foundation and Prime TV.

MISA Zambia Chapter Chairperson Helen Mwale has commended the responsible institutions for creating a platform where members of the public as well as selected office bearers were able to exchange views and opinions on matters that could affect the general citizenry which in this case is Bill No. 10 of 2019.

Ms Mwale says for citizens to be engaged, they need information that allows them to exercise democratic choices and debating platforms such as these will go a long way in achieving that.

She has called on the Zambia National Broadcasting Corporation (ZNBC) emulate the move taken by News Diggers and its partners in creating debating platforms that seek to engage the citizens on issues of national interest.

Ms Mwale noted that citizens receive most of their information through the media and it shapes to a large extent what people think of the issues and institutions that affect them.

“Section 2 of the IBA Act, 2002, provides that “public broadcasting means a broadcasting service which serves the overall public interest and is accountable to the public as represented by an independent board, and defined by the Zambia National Broadcasting Corporation Act; The ZNBC (Amendment) Act, 2002 stated that the function of the corporation shall be to provide varied and balanced programming for all sections of the populations and to serve the public interest”, she said.

Ms Mwale however said that MISA notes with concern the levels of intolerance exhibited towards opposing and divergent views that were expressed during the discussions. Article 20 of the constitution of Zambia regards Freedom of Expression allows for every citizen to express his/her opinion without hindrance.

She said the effective citizen participation is essential for good governance and promotes transparency from office bearers when debating issues of national and public interest.

Ms Mwale has further called on all well meaning citizens to desist from acts of hooliganism that was exhibited during the recently held debate. Every Zambian has the right to express their opinion on an issue that concerns them and not to be suppressed by those in opposition.

2022 Qatar World Cup draw looms for Zambia

Chipolopolo Zambia’s route in the 2022 Qatar FIFA World Cup group stage qualifiers will be known on Tuesday when the Africa zone league round draws are made in Egypt.

CAF will conduct the draws on January 21 at 19h00 at the Nile Ritz-Carlton Hotel in Cairo where the forty teams will know their group stage fate.

Zambia are in Pot Two and will avoid a group draw against rivals South Africa plus Cote d’Ivoire, Congo-Brazzaville, Burkina Faso, Uganda, Benin and Gabon.

Their thorny AFCON adversary Cape Verde are also in Pot Two.

But their potential opponents from Pot One are Senegal, Egypt, Ghana, Tunisia, Mali, 2018 World Cup Group B qualifiers opponents Nigeria and Cameroon, including 2021 AFCON opponents Algeria.

Northern neighbours Congo DR complete the top seeds who will each head the respective ten groups at Tuesday’s draws.

From Pot Three, Zambia could get draw against Namibia, Madagascar, Mauritania, Niger, Guinea Bissau Central Africa Republic, Libya, Mozambique or 2021 AFCON Group H opponents Zimbabwe.

Kenya, which has a sizable number of expatriates in the FAZ Super Division, is also another prospective Pot Three opponent.

Pot Four comprises of two 2006 World Cup finalists, Togo and Angola, including Malawi, Sudan, Rwanda, Tanzania, Ethiopia and Equatorial Guinea.

The group stage qualifiers will run from October 2020 to October 2021.

The Centre for Trade Policy and Development has welcomed the decision by Given Lubinda, Jean Kapata and Tasila Lungu, to commence legal proceedings in the Lusaka High Court against the Environmental Investigation Agency and Funga Mukosha, editor of local publication News Diggers, for libel.

The lawsuit is in response to an expose published by the EIA and various other articles published by News Diggers in relation to the expose, which connects the Plaintiffs and other senior government officials to the plunder and illicit trade of the valuable and increasingly scarce, Mukula commonly known as rosewood trees.

The Statement of Claim which was filed in the High Court on January 13, 2020 avers that the Plaintiffs are seeking damages for being linked to the illegal sale of Mukula trees and that they had suffered ridicule, contempt and embarrassment in the eyes of ordinary members of the public.

The Plaintiffs allege that they were not contacted by News Diggers to verify the findings of the EIA report and deny their alleged involvement in the illegal Mukula trade. The Plaintiffs have also applied for an interim injunction restraining News Diggers and EIA from publishing similar articles and opinions until the determination of the case.

The illegal illegal trade appears to be flourishing in spite of bans on the harvest, transport, and export of Mukula to the detriment of fragile forests and rural communities whose livelihoods depend on sustainable Mukula trade.

CTPD Researcher Legal Gloria Mange said her Organisation is encouraged by the commencement of the legal proceedings as this will provide an opportunity for the Plaintiffs who are highly ranked public servants to exonerate themselves and restore public confidence.

Ms Mange said the matter being before the courts will, in addition, will allow a measure of public scrutiny and transparency as well as access to information in relation to the Mukula trade and issues raised in the report.

“Members of the media and public have inquired from CTPD in relation to the jurisdiction of the Zambian courts vis-à-vis the EIA which is an organization incorporated in the United States of America. CTPD can confirm that it is possible for the Plaintiffs to obtain a judgment against the EIA provided that due process is followed in accordance with Zambian law which outlines a procedure in relation to actions commenced against foreign persons”, she added.

“The issue is whether the Plaintiffs, if successful, can proceed to have the judgment enforced by a United States court against the EIA as Zambia does not have a reciprocity agreement with United States with respect to enforcement of judgments”, said Ms Mange.

She has called for more transparency in the trading of Mukula, which is a multi -million industry that can help lift many Zambians out of poverty if managed properly.

Ms Mange said the EIA report shows that despite public pledges by the Zambian government to end the illegal Mukula trade, there exists an influential multi-million Dollar timber trafficking network that bypasses existing national bans on Mukula harvest and export.

She said the illegal illegal trade appears to be flourishing in spite of bans on the harvest, transport, and export of Mukula to the detriment of fragile forests and rural communities whose livelihoods depend on sustainable Mukula trade.

Ms Mange said it is therefore imperative, especially in view of the EIA report that Government relooks at the current national ban so that the Mukula trade is conducted in a transparent manner and for the benefit of the surrounding communities and Zambian public at large.

President Lungu urges Church to generate income

President Edgar Lungu has urged the Church to venture in income generating activities that will help meet the needs of their people.

The President says it is imperative that the Church engages in income generating activities to fund their programmes especially that support from outside has been dwindling over the years.

The Head of State said such ventures will help in complimenting government efforts in meeting the needs of the people such as health and education.

He said while it is the responsibility of the government to provide for the people, resources are becoming scarce making it difficult for government to meet the needs of all people.

The President was speaking when he officiated at the 80 year (Oak Jubilee) celebration for the St. Charles Lwanga Catholic Church Regiment Parish in Woodlands held under the under the theme, “Baptised and Sent: The Church on the Mission, 80 Years of Evangelisation at Regiment Parish (1939 – 2019)”

President Lungu said he was happy that the Church was running the Mulele Mwana Skills Training Center and said government will support any church that has programmes aimed at helping to meet the needs of the people.

He advised the Church not to get engrossed in what government can do for them but see what they can do to help the government.

President Lungu reiterated that the church and government share the same constituency hence the need for close collaboration in serving the people well.
