When we do things for show: The case of Lusaka’s City Manager

33

By Aristide Bance

In an age of social media exploitation, show-off, self-assurance and assurance plus acceptance from friends and total strangers, many people can not resist the temptation to post or do something that will be captured by others and might even go viral. Many people have and continue to use social media as a platform to showcase, talents, or lack of talents, scandals, funny stuff as well as sad and not so appropriate stuff to the public to consume.

As I write this article, I am not sure what motivated our Lusaka Mayor to start piggy-backing people in the ‘SEASONAL LUSAKA FLOODS.’I have deliberately bolded and capitalised ‘SEASONAL LUSAKA FLOODS’ to convey a strong message. I can only assume a couple of things as to what motivated the Mayor.

Firstly, it may have been a poorly calculated strategy to appear as a humble mayor. This is why I think this is wrong. It is a shame for the Mayor to be doing what he is doing because he should be seeking a long lasting solution to the ‘SEASONAL LUSAKA FLOODS.’ The Mayor’s Public Relations team here miscalculated and should have advised the Mayor against this so called act of humility.

Secondly, the Mayor may have been doing this as a stunt to appear humble. Well, this may have worked with the people he assisted and the small crowd that may have appeared to witness the ‘act. ‘ For all we know, the Mayor may have gone there with his own team to record the act. Again, this is very wrong and as I mentioned earlier, he should be seeking permanent solutions to the ‘SEASONAL LUSAKA FLOODS’.

Thirdly, which I strongly suspect may also have been a motivation for this act was the insatiable nature and characteristic that has now consumed a lot of people…… assurance plus acceptance from friends and total strangers. The mayor may have thrived on the fact that his social media platforms will be abuzz with his ‘act of humility.’ This insatiable thirst for acceptance and assurance through social media has consumed the modern world. While many people have used social media for good and upliftment of their lives for example, John Legend who works alongside Teach for America, Teach for All, Harlem Village Academies, and New Profit. Legend also addresses issues in the criminal justice system that affect the poor and disadvantaged through media platforms like podcasts and social media. Another person of note, Alicia Keys who works with her organisation, Keep a Child Alive and her support for HIV/AIDS programmes. ON her social media, not only does she shed light on the organizations, but she’s also known to Instagram motivational quotes and promote work she believes in. I can go on and on but that is not within the scope of this article. Our Lusaka Mayor on the other hand decided to do what he did. What a shame. Lastly, I also suspect the mayor decided to do what he did for political mileage and public popularity. Here is the thing in life, to quote Abraham Lincoln, the 16th president of the United States of America, “You can fool all the people some of the time and some of the people all the time, but you cannot fool all the people all the time.”

The age of populist electioneering that is, to appeal to ordinary people who feel that their concerns are disregarded by established elite groups is what politicians should avoid. When you do that as a politician, it is easy for people to point out the populist ideas you thrived on to be in power. People are awake and in the wake of the 4th Industrial Revolution, the information highway is beyond many people’s control and that is why it is futile for those in power to seek to control that (Note to the Communications Minister who sees it as a need to respond to what every one says about her Government).

Miles Sampa should re-position himself more strategically and not use the populist approach he used, that is my advice. In fact he should be ashamed of being part of a city that always has floods year in and year out. We are crying about lack of rainfall but as soon as it rains we have other issues such as floods and water-borne diseases like cholera and for your information cholera is medieval disease with early texts from India by Sushruta Samhita in the 5th century B.C. documenting it. It is a shame that in the 21st century we are still battling cholera. Mr. Mayor, instead of piggy-backing people, my advise to you is, if you want to seek another term in office, try to work and find solutions otherwise, most of us are not fooled by your antics.

Chambeshi :We Were Unlucky

8

We were unlucky is how Zambia U23 coach Beston Chambeshi has summerized his sides flopped 2019 U23 AFCON campaign in Egypt.
On Friday Zambia exited the 2020 Olympics qualifying tournament after finishing bottom of Group B with 1 point following a 1-0 loss to Cote d’Ivoire.
It was Zambia’s second successive Group B defeat after Nigeria crushed them 3-1 on November 12 just four days after kicking off their tournament outing with a 0-0 draw against South Africa.

“We played a tough game playing Ivory Coast it wasn’t an easy game but we had a good game. Unfortunately it is only that again we conceded a goal through another set-piece,” Chambeshi said.

“But otherwise I am happy with the way the boys have come out, they have fought from the start of the tournament, they have been fighting.

” But sometimes in football you need luck so all I can say is we are out but we have learnt one or two things playing at this high level tournament.

” As you have seen the team has shown character that yes they can play soccer but sometimes it is disappointing when you play such kind of football and you come out of the tournament.

” It is good for the boys that they have played at this level and I think they have learnt one or two things from this tournament.

” But we are going with our heads help up because of the way we have played here but we are out of the tournament. ”

Zambia finished four points behind outgoing champions Nigeria who finished third on 4 points.

South Africa finished second on 5 points, one behind Cote d’Ivoire who have both qualified to the semifinal on the final stretch to determine Africa’s top three representatives at the 2020 Olympic Games in Japan.

Minister of Justice Given Lubinda says the government is cognisant of the role that the Common Market for Eastern and Southern Africa(COMESA) plays towards achieving sustainable economic and social progress through increased co-operation and integration.

Mr. Lubinda cited fields of trade, agriculture, monetary affairs, transport, and communication and information technology as among the sectors COMESA is focusing on.

He said COMESA cannot be successful without proper legal and regulatory instruments to support implementation of programmes and activities that would facilitate the organization to attain the desired results.

Speaking during the launch of the COMESA court of justice arbitration rules (2018), Mr. Lubinda said absence of the required legal instruments and regulations makes it impossible for the 21 COMESA Member States to benefit from the organization.

He hailed the COMESA ministers of justice and Attorneys General for playing a significant role in the development of legal instruments that underpin programme implementation.

“It is in this light that I recognise the importance of your meeting towards ensuring that the appropriate legal frameworks are provided for COMESA and its institutions to support their functions. I, therefore, commend the COMESA Ministers of Justice and Attorneys General for playing a significant role in the development of legal instruments,” he said.

At the same event which coincided with preparations for COMESA’s 25th Anniversary, the Minister of Justice said the member states are delighted with the reduced tariffs launched and which saw the implementation of the COMESA Free Trade Area in 2001.

And COMESA Secretary General Chileshe Kapwepwe hailed the Ministers of Justice and Attorney Generals in all the 21 member states, for having come up with consolidated legal frameworks.

Ms Kapwepwe explained that the sound legal frameworks have enabled COMESA to move towards the attainment of the aims and objectives of the Common Market as well as fulfil the role as the building block of the African Economic Community.

Meanwhile, President of the COMESA court of Justice Lombe Chibesakunda disclosed that the rules launched yesterday were adopted at the last meeting of the COMESA Council of Ministers that was held in Lusaka on 25th November 2018.

Justice Chibesakunda explained that article 28 of the COMESA treat gives the court jurisdiction to hear arbitrator matters that may be brought to it, pursuant to an arbitration.

She further said the new arbitration rules will therefore ensure that the court remains competitive and a world-class arbitrator tribunal.

COMESA will on November 28th 2019 celebrate its 25th Anniversary as the successor to the Preferential Trade Area in 1994.

Government has urged drivers not to join the illegal work stoppage initiated by a selection of truck drivers.

Minister of Works and Supply Mutotwe Kafwaya said government through the Ministry of Labour and Social Security has already commenced meetings with sector unions, in order to put in place a joint council, to establish the specific conditions of service required.

In the Statement availed to ZANIS in Lusaka today, Mr Kafwaya said Petroleum Truckers Association of Zambia has already put in place measures that provide self-regulation for improved conditions of service for its members.

“I am aware that Petroleum Truckers Association of Zambia has put in place measures that provides self-regulation for improved conditions of service for drivers from its members. MMD Judgement Has Numerous Contradictions, Hence The Need To Appeal- Mutati MMD Faction

Members of the Movement for Multiparty Democracy have said that they have appealed to the Court of Appeal and applied for a STAY because of the contradictions that characterised the November 5th Ruling that installed Nevers Mumba as party president of the former ruling party.

And the members of the former ruling party have expressed sadness at the happenings in the once might party as a result of greedy individuals whom they said want to use the party for personal benefits.

Speaking during a media breakfast engagement at Melsim Lodge in Lusaka Friday, Chishala Chilufya who spoke on behalf of the members said the judge contradicted herself by saying that Dr Mumba engaged in a number of illegalities when he presided as leader of the party while in the same breath reinstated him as president even when he himself had argued that his term was ending in 2017.

He said the members are going to the higher court because not only do they want justice for their party but to ensure that the party Constitution is respected as their party is governed by the said document.

“I am very happy that the party membership conducted themselves very mature on that particular day because if it was in other countries or other political parties which are not matured it could have created a very big chaos there.

“When you look on the judgement and I am inviting the Zambian people to look at the judgement, go on page 137 read through what the judge said, it was very clear that what Nevers Mumba was doing was totally illegal,” he said.

“We are appealing because we just want justice. We want our party Constitution to be respected.

“We have also made a very interesting observation, everytime we submit our papers before courts pastor Nevers Mumba comes out confident as if he already has the ruling. He says what we are doing is just a formality or an academic exercise, even when we were in the High Court he was busy boasting in churches everywhere that I know what will come out from the court.

And Chishala said founder members of the party were saddened with the happenings in the party.

He said the people who formed the party sacrificed a lot including braving the lethal UNIP leadership hence their discomfort with the continued wrangles in the party.

“We have people who are founder members who participated in forming the MMD, they are still alive, we have Akashabatwa, Teddy Mulonga, Mbita Chitala, Edith Nawakwi, to mention a few. Those people went to Garden House to come up with something that would help the Zambian people.

“It’s a very sad moment in the history of our political party today. It sad that a few individuals want to personalize the party. Individuals who were not even there when MMD was formed, they don’t even understand the party’s ideology yet they are trying to claim ownership of the party. People like Nevers Mumba were busy preaching the gospel but today he wants to start fighting for MMD and trying to kill all the ideologies.

“Some of the founder members are so saddened with the happenings in the party and I know at one time they will speak about the issues in the MMD because some of the people who sacrificed to form MMD are still living and it was not easy to challenge the one party participatory democracy,” he said.

End of the Road for Zambia’s Olympics Dreams

7

Class of 2017 project is over and the 2020 Olympic dream is shattered after the Zambia U23 exited the 2019 U23 AFCON in Egypt.

Zambia lost 1-0 to Cote d’Ivoire on Friday evening in Cairo to finish bottom of Group B with 1 point from three games.

Defender Kouadio Yves Dabila ended Zambia’s interest with a 61st minute goal for the Young Elephants to send them through to their debut semifinal appearance at the U23 AFCON.

It was a disappointing outing for the 2017 U20 AFCON champions who lost 3-1 to outgoing champions Nigeria on Tuesday before succumbing to Cote d’Ivoire on Friday night.

Cote d’Ivoire win Group B on 6 points, South Africa finished second on 5 points following a 0-0 draw against Nigeria who relinquished their crown on 4 points.

Chipolopolo’s 2021 AFCON Group H Match Day One Status Confirmed

7

Chipolopolo are officially bottom of Group H after match day one of the 2021 AFCON qualifiers.

This is after Zimbabwe drew 0-0 at home win Botswana in Harare on Friday evening.

Algeria , who beat Zambia 5-0 on Thursday night at home in Blida, lead Group H on 3 points heading into their November 18 away date against Botswana who have a point each with Zimbabwe.

Zambia host Zimbabwe on November 19 in Lusaka needing a win to get their qualifying run back on track.

Chiyangi Admits Chipolopolo Bunders

3

Chipolopolo coach Aggrey Chiyangi admits they made defensive blunders in Thursdays humiliating 5-0 away loss to Algeria in the two sides 2021 AFCON Group H qualifier in Blida.

The defeat is a major setback as Zambia begins its quest to avoid a third successive absence from the AFCON.

“Yes, we have lost but again before a game there is no way you can say we came here to lose a game because any team focuses to win a game so the results come after you have played,” Chiyangi said.

“So yes, we played a better side as well, it is football, and we accept it, only those that don’t understand football cannot understand this.

“When you make a few mistakes here and there you will be punished.

“I think what changed the game was the first two goals that were scored. We made mistakes.

“Like the first goal, instead of attacking ball, they didn’t attack the corner.

“And then we conceded the penalty, again we could have avoided that penalty and that gave the other team the energy to go on in the game.

“And I think from there, that is when things started to break down.”

Chipolopolo are now on their way back home where they host Zimbabwe on November 19 in Lusaka needing a win to redeem themselves from a public that is seeking retribution for the heavy defeat.

IBA shuts down Religious Lutanda Radio for airing a program deemed to promote tribalism and hate speech

36

The Independent Broadcasting Authority has with immediate effect suspended the broadcasting license for Lutanda Radio Station in Northern Province for 30 days after the station aired a story with the potential to promote hate speech.

IBA Director General Josephine Mapoma says the aired story had potential to put the peace and security of the nation at risk.

Ms Mapoma says the decision to suspend the license was arrived at today during the emergency IBA Board meeting.

Briefing the media this afternoon, Ms Mapoma says IBA found Radio Lutanda to have breached the airing of a programme deemed to promote tribalism and hate speech, failure to moderate a programme and failure to follow guidelines provided for a Religious Broadcasting Stations.

On 12th November, 2019 the Authority followed a breaking story that alleged that Lutanda radio in Kasama was promoting tribalism on air.

This prompted the Authority to investigate the matter further and obtained soundbites of the programme.

“After conducting its investigations and analysing the recordings, the Authority found the following breaches: I. Airing a program deemed to promote tribalism and hate speech. The guests together with the presenter of the program were mentioning individual names (Hakainde Hichilema) and a particular ethnic group (Tongas) by passing derogatory, demeaning and tribal remarks likely to result into disorder and disrupt the peace of the public,” Ms. Mapoma said.

“This was in breach of Section 33 of the Principal IBA Act of 2002 which stipulates that …… ‘’every licensed broadcasting service, shall develop a code of professional standards which shall have respect for human dignity and rights and freedoms, and contribution to the tolerance of different opinions and belief.”

Ms. Mapoma said, “In addition, the station was deemed to have breached the provision of the IBA Act which discourages programming that can threaten the public safety, security, peace, welfare or good order.”

“The Authority also found that the Station had violated Regulation No. 3.2.1 of the Standard Operating Procedure (SOP) which states: material likely to encourage or incite the commission of crime or to lead to disorder must not be included in broadcasting services.”

“Furthermore, the Station could not adhere to its own developed code of Practice/Ethical guidelines which state that ‘’every person is created in the image of God and as such, has value in his/her own right. In addition, the station discourages hate speech and encourages the promotion of the One Zambia One Nation motto. It also has a guideline on callers which prohibits any caller from using hate speech or bad language’’.

“II. Failure to the moderate a programme
The Authority found that the moderator appeared to be perpetuating the discussion based on tribe instead of curtailing the debate. III. Failure to follow guidelines provided for a Religious Broadcasting Station. The Station aired a political program which is not in line with the License category which is a violation of the provision of the IBA Act. The IBA ACT has stipulated the type of content expected to be broadcast by a Religious Radio Station.”

She said the suspension has been done under Section 29 (1) (J) of the IBA Amendment Act of 2010 which prescribes that the ‘’Board may cancel a broadcasting licence if the cancelation is necessary in the interest of peace and security, welfare or good order’’.

“In addition, it has also been done under Section 29 (1) (k) of the IBA Amendment Act of 2010 which provides that, ‘The Board may suspend a broadcasting licence if it considers it appropriate in the circumstances of the case to do so.”

She said Lutanda Radio may appeal against the decision of the IBA Board to the Minister of Information and Broadcasting Services within 30 days pursuant to section 31(1) of the IBA Amendment Act of 2010 which provides that ‘’a person who is aggrieved with the decision of the Board under this part may appeal to the Minister within 30 days’’.

“During the suspension, the Station is expected to engage qualified and professional staff, conduct in -house training on basic journalism ethics, programme moderation skills, script writing and ethical broadcasting.”

“The Authority wishes to appeal to all broadcast stations to be careful in the way they handle programmes. Broadcast stations must operate in accordance with the existing broadcasting regulations and guidelines. Further, the Authority also wishes to appeal to members of the public and guests of stations to be mindful of their speech on air, as not doing so may have serious consequences for broadcast stations.”

Chris Katongo slams Chipolopolo After Algeria Loss

13

Ex-Zambia captain Christopher Katongo says the game against Algeria was too big for some Chipolopolo players.

African champions Algeria humbled Zambia 5-0 away in their opening 2021 AFCON Group H qualifier in Blida on Thursday night.

‘Everybody is not happy over what happened. It is football but I have always said there should be a transition of players. Don’t leave out the senior players. I am always saying leave the senior players to guide the other players,’ Katongo said in a video posted on his Facebook page on Friday.

‘That game was so big for some other players. We have very good players but are not yet ready to tackle those huge games. So we need senior players to be there. I am going to repeat again, we need very good transition of taking out players, transition from one player to the other,’ the 2012 Africa Cup winning captain said.

Zambia missed out on qualifying for the last two AFCONS.

‘There should be a good transition. From 2012, 2013 there has never been a good transition when it comes to players. Whichever coach come, takes out senior players and start rebuilding. So Zambia is rebuilding and rebuilding,’ Katongo said.

Zambia’s second Group H qualifier is against Zimbabwe on November 19 in Lusaka.
