Is HH destined to a Political Museum in 2021? Kaya!

The recent Trump-like HH tweet about the donated fire-trucks left me wondering if he has politic strategists or not. African opposition politicians lose elections due to lack of strategic responses to national issues. The late Movement for Democratic Change leader in Zimbabwe, Morgan Tvangirai is an excellent example. Despite many opportunities to take power from Mugabe, Morgan blew up every chance that came his way. Even when it was evident that ZANUPF was highly divided, Morgan backed the military takeover–calling on Mugabe to resign. What did MDC gain out of the ZANUPF saga–nada.

I fear this is the route HH is taking. HH followed comedian Trevor Noah’s negative characterization of those donated engines. Unlike Noah, however, HH is a politician. “Which museums are they destined to in Zambia? Would like to view them at close range”?, HH sarcastically wrote. He added, “With the amount of money spent to collect this scrap, we could have provided financial aid to over a hundred students at UNZA.” I applaud his attempt to attract the UNZA vote, but Zambia needs fire engines. It is sad that the fire department is arguably the most underfunded. Our fire departments exist, but they are museums–they lack basic fire-fighting engines. Those who do have older engines than the donated ones.

Scrap? U.S. fire engines rarely travel long distances; are regularly serviced, and have lower mileage than hundreds of thousands of cars, mini-buses and trucks on our roads. What happened to the saying, “Don’t judge the book by its cover”? Millions will praise God for owning one of those scraps. And many are very proud owners of second or fifth-hand scraps with “19th century technology.” The only difference is that they are not solicited by the First Lady, but we buy and ship them from Japan.

As for the museums those engines are destined, it is the entire Lusaka. Is HH blind to know that people use buckets to put out fires in most parts of Lusaka? Is he blind to fire-related deaths in the nation? How about the markets? It is not long ago that HH donated bags of 25kg mealie meal. Those who can afford can demean the gesture, but it meant something to a starving mother or child. I will not be surprised if his 2021 opponents cast him as out of touch with reality or simply too blind to people’s daily needs.

With little strategic tact, HH could have used those engines to speak to the need to increase first responders in the nation. No Zambian should watch his or her property go into frame–we need more engines. Rather than sending the First Lady to beg, Parliament should increase funding to the fire department.

He also had an opportunity to tie these engines to his recent trip to the US. To maintain those GMC fire engines, he would have argued, there is need for US investment.Or perhaps he could have acknowledged the donation, and then argue that Zambia should aspire to be a donor nation by increasing production and investment in the motor industry. To reach this goal, investor confidence and good governance are critical–something the PF has failed to deliver. His government, HH could have insisted, will do that. Unfortunately, he missed opportunities to fight PF on policy–his attack went personal.

Millions may dislike Lungu, but to think that the poor economy alone will sink the boat in 2021 is mere speculation. Telling by by-election results, the PF still has a big following in the nation. So HH needs to bring neutral voters into his caucus–but without a sustained message, like those trucks, his 2021 bid is headed to political museums. The good news is, he has money to try again in 2026. Or he is destined to Zambian political museum in 2021.

Critical shortage of medical supplies in government hospitals and clinics on the Copperbelt distressing- Sinkamba

Green Party President Peter Sinkamba says the critical shortage of medical supplies in Government hospitals and clinics is distressing. He has called upon the Minister of Health Dr. Chitalu Chilufya to urgently restock supplies in order to curb unwarranted deaths and pain and suffering.

And Mr. Sinkamba says the National Health Insurance Scheme is a total disaster considering that its implementation has worsened the state of medical supplies in the country instead of improving the situation.

He since called for the repeal of the Act as it is serving no purpose at all.

“For some obvious reason, key Government hospitals and clinics on the Copperbelt have run out of critical medical supplies. This is very distressing. Most deaths we are witnessing in Government hospitals and clinics on the Copperbelt is due to critical shortages of medical supplies. Some of these deaths are clearly unwarranted. It is wrong and distressing to lose precious lives in this manner. And it is uncalled for to subject our people to unwarranted pain and suffering in this manner. We need medical supplies to be restocked immediately.

“I call upon the Minister of Health Dr. Chitalu Chilufya to urgently dispatch medical supplies to Copperbelt.

“It is certainly no coincidence that critical shortage of medical supplies on the Copperbelt has come about at the time the National Health Insurance Scheme has been introduced. Certainly, this coincidence is a harbinger of worse things to come as a consequence of the scheme.

“When a new scheme is introduced, there must be immediate visibility of benefits or some semblance of benefits. This is totally amiss with introduction of the National Health Insurance Scheme. Our view is that it must be scrapped. It is total failure. Critical shortage of medical supplies on the Copperbelt in Government hospitals and clinics in the last three months following introduction of the scheme is a very good example. This scheme is not serving an purpose at all,” he said

First Lady, Esther Lungu has challenged men to discuss infertility openly because it is a shared responsibility.

Mrs. Lungu says it is sad that women are solely blamed for infertility although fifty percent of infertility is due to men.

The First Lady said this during a high level First Ladies Panel during the 6th Edition Merck Africa Asia Luminary in Accra Ghana.

She added that there is need to empower infertile women, not only through creating a cultural shift but also raising awareness about infertility prevention.

The First Lady further said Zambia will ensure that the goodwill of Merck Foundation in the area of intellectual capital for cancer prevention and infertility programs is supported.

Meanwhile, Mrs. Lungu has disclosed that Zambian women with infertility challenges have constituted a committee to drive dialogue on infertility.

The First Lady said she had a round table meeting with the women and they are now working on a roadmap for creating awareness and education on infertility.

The First Lady has also been honored with a recognition award by Merck Foundation Chief Executive Officer Rasha Kelej and Merck Foundation Chairperson of the Executive Board Frank Stangenberg for her works in Zambia.

Earlier During the official Opening of the Conference, Ghana President, Nana Akufo-Addo encouraged the African First ladies to fight stigma against infertile women.

And Ghana’s First Lady Rabbecca Akufo-Addo thanked Merck Foundation for considering Ghana as host of the sixth Africa Asia Luminary Conference.

New Congress Party President Peter Chanda has sued opposition National Democratic Congress -NDC- leader Chishimba Kambwili for allegedly defaming President Edgar Lungu.

Mr. Chanda has sued Mr. Kambwili following media reports attributed to him alleging that President Lungu’s Presidential Plane allegedly couriers’ illegal drugs.

He has filed the complaint and the Affidavit in support of the complaint before the Lusaka Magistrate.

And addressing the media Mr. Chanda said he commenced the defamation action to uphold the respect for the Presidency as an institution.

He told journalists that the Republican President deserves respect from not only the general citizenry but also opposition leaders.

President Edgar Lungu is concerned with the high cost of housing units which he says are beyond the reach of many Zambians.

President Lungu says there is need to provide low cost housing units to civil servants and the vulnerable.

He says the housing initiatives which have resulted in houses being built for military personnel and the police should equally be extended to civil servants.

And President Lungu says building of chiefs’ palaces should be a shared responsibility between Government and the subjects.

He has since directed Chiefs and Traditional Affairs Minister Lawrence Sichalwe to engage traditional leaders on the matter.

The Head of State was speaking during the 2019 Cluster Quarterly progress reporting on reducing development inequalities at state house in Lusaka today.

President Lungu said reducing development inequalities is key in ensuring that all citizens have equal opportunities regardless of where they are located.

He said the PF government remains resolute to take development to all corners of the country and give citizens equal opportunities and access to services for improved socio-economic welfare.

And Local Government Minister Charles Banda, who is chairperson of the Cluster, said the meeting looked at issues such as women in rural areas benefiting from the country’s developmental agenda and taking infrastructure development to remote parts of the co
ntry.

Dr. Banda said Government wants to ensure that development is not concentrated in urban areas but also in rural areas where the major population is located.

Chitotela to engage Mines Minister over Lower Zambezi saga

Tourism and Arts Minister Ronald Chitotela says he will engage his counterpart at the Ministry of Mines Richard Musukwa over the impasse surrounding the Lower Zambezi mining license.

Mr Chitotela said he will also be engaging his colleagues at the Ministries responsible for Water Affairs and Environment as well as Ministry of Justice over the issue.

He said although the Zambia Wildlife Act under section 16 permits any person to exercise with a license, their rights under certain terms and conditions as prescribed by the Minister, this has to be done in consultation with all major stakeholders.

Mr Chitotela said an amicable solution must obviously be found which must look at the effects this will have on tourism in the Lower Zambezi valley and the interests of the local people and the nation at large.

He was speaking during a preliminary engagement meeting with the stakeholders opposed to the decision by Lusaka High Court to throw out a petition by concerned citizens.

Mr Chitotela said the Zambia Wildlife Act No 14 of 2015 gives specific instructions to the Minister of Tourism to make sure that before mining activities take place in a national park, the Minister has to give certain operational conditions to be met by the mining operator.

He appealed to the appellant to take judicial notice and appeal to the court considering that there are various interest groups of the matter.

Mr Chitotela said the court might reconsider its decision and considering that the State has every confidence in the judicial system hence there is no need to ridicule the court.

And Zambia Community Based Natural Resources Management (CBNRM) Forum National Coordinator Noah Chongo said the Civil Society respects the Rule of Law and cherishes the dialogue has had with Government.

Mr. Chongo said his organization is requesting the Minister to hear the public outcry based on real issues and the challenges that will be caused by the Mining projected if undertaken.

He said Minister has powers vested in him to talk to other Minister and push for the revocation of the Mining license so that National parks can accrue it’s maxing benefits.

The Conservationist said other stakeholders like chiefs and communities have cried out and need to be head if need the Minister should escalate to matter to the Republican President.

And a representative of IMPI, a Non-Government Organization working with communities in the Lower Zambezi, Stephen Mulembeta said villagers in the area are likely to experience the worst cases of Human-Animal Conflicts due to the animals that will be pushed the mining activities.

Struggling Nkana battle unbeaten Red Arrows

Struggling giants Nkana insist they are not intimidated in Wednesday’s date against unbeaten guests Red Arrows.

Second placed Arrows are in Kitwe to play fifth placed Nkana in a scheduled 2019/20 FAZ Super Division Week Nine fixture.

The record 12-time league champions head into the match barely five days after ending their four-match winless run when they beat Lusaka Dynamos 1-0 to also collect their first home victory since their Week One 2-0 win over Green Buffaloes on September 1.

Arrows on the other hand have made a very healthy start to their campaign under coach Chisi Mbewe with six wins and two draws.

Arrows’ unbeaten run is only eclipsed by leaders and defending champions Zesco United who have won all their opening seven games and have a match in hand.

“In football, anything can happen,” Nkana assistant coach Manfred Chabinga said, who is standing in for Beston Chambeshi who is away on 2019 U23 AFCON tournament duty.

“We can break their unbeaten record. They can come with that in mind that Nkana is not doing well. We can beat them, chances are there to beat them, and we have a good side, no doubt.”

Chambeshi names big guns for U23 AFCON

Beston Chambeshi has named eight foreign-based players in his final 21-member 2019 U23 AFCON team.

Striker Patson Daka and midfielder Enock Mwepu of Austrian champions RB Salzburg headline the team for the 2020 Olympic qualifying tournament Egypt is hosting from November 8-22 in Cairo.

Midfielder Emmanuel Banda and striker Fashion Sakala of KV Oostende in Belgium including forward Edward Chilufya from Swedish side Djurgardens complete the five overseas based members of the 2017 U20 AFCON winning team named by Chambeshi.

South African-based goalkeeper Bradley Mweene, midfielders Lameck Banda and Kings Kangwa from Arsenal Tula in Russia who succeeded them in the U20 class of 2018 have been drafted into the team.

Six home-based survivors from the 2017 winning team who notably include goalkeeper Mangani Banda, defenders Solomon Sakala, Shemmy Mayembe and Moses Nyondo have made the cut as Zambia heads to Egypt to try and finish in the top three and qualify for the Olympics for the first time since 1988.

Transport and Communications Minister Hon Mutotwe Kafwaya has called on the Road Transport and Safety Agency (RTSA) to ensure that there is sanity on the roads.

The Minister made this call after visiting funeral houses for the ten people who died during the Buseko Market accident last week.

The accident happened on 25th October 2019 when a truck belonging to BHL driven by Elias Chikwenda lost control due to excessive speed as he was trying to avoid a truck that was reversing into Lumumba road at Puma filling near Buseko market.

The driver, later on, went to hit into a parked Corolla, Zesco Pole and finally into a Tavern where the deceased ware watching a football match which is about 30 meters away from the road.

Ten people died in the accident.

Hon Kafwaya said the onus is on the road users to ensure that they are cautious and avoid what he termed as ‘human-made accidents’.

“This government of His Excellency President Edgar Chagwa Lungu is committed to ensuring that there is sanity on the roads. We are always at pains to see the loss of life on our roads,” he said.

He also appealed to the passengers to always ensure that they report to RTSA drivers who are not observing the road traffic rules.

“This calls for sanity. We need to bring sanity on the roads. Let’s also think about other road users. The problem we are attending to today (helping the families) is man-made and the government has to use resources in order to help the families which can be used on other equally important matters,” he said.

“His Excellency called for sanity on the roads recently, he meant well. When we call for sanity, we know where we stand in terms of protecting the lives of our people.”

Hon Kafwaya said the people have appreciated the gesture by President Lungu to direct relevant institutions to ensure that they take over the funeral costs.

And the families visited thanked the government for coming to their aid saying they could not have afforded to take all the funeral costs.

Parents still reluctant to pay school fees even after the reduction

Kapiri Mposhi District Commissioner, Peter Mwiinde, said he is disappointed that some parents in the district were still reluctant to pay school fees even after government reduced the fees to manageable levels.

Mr Mwiinde has since implored parents and guardians to comply and pay school fees for their children especially that government reduced the fees early this year.

The DC observed that the non-payment of school fees by some parents and guardians has made it difficult for school managements to provide certain services due to lack of funds.

“My office is receiving a lot of reports from schools of failure to pay casual workers and to pay for utilities such as electricity and water due to lack of money because parents are not paying user fees for their children”, Mr Mwiinde said.

Mr Mwiinde urged parents who are engaged in subsistence farming to pay school fees for their children by contributing a bag of maize or livestock which schools can translate into cash.

“Parents are key partners in the provision of education through cost sharing and that’s why government reduced the fees to minimize the cost of education on the part of the parents towards the education of their children.” Mr Mwiinde said.

Early this year government announced the reduction in school fees paid in public and grant aided schools to K150 in schools in remote areas and K200 user fees in other schools per term.

And Mr Mwiinde has directed school managements not to send away children whose parents have not paid school fees.

North western province remains vulnerable to diseases like cholera, yellow fever and Ebola

North western province remains vulnerable to infectious diseases such as cholera, yellow fever and Ebola which are present in neighbouring countries sharing boarders with the region, provincial permanent secretary, Willies Mangimela has said.

Mr Mangimela said for this reason stakeholders in the region need to work together to share ideas on how infectious diseases in neighbouring countries can be prevented from spreading to the province.

He said this during an event based surveillance training which was organized by Zambia national public health institute (ZNPHI) in Solwezi yesterday that surveillance of diseases will help ministry of health to detect diseases early.

Mr Mangimela urged stakeholders to meet frequently to come up with measures for disease prevention and control in the province.

Speaking at the same event, North western provincial health director, Dr Charles Msiska disclosed that the province has recorded 50 cases of tuberculosis and five cases of typhoid from Congolese and Angolan nationals.

Dr Msiska called on stakeholders in the health sector to conduct cross boarder meetings with health personnel on issues related to disease control among the three countries.

Meanwhile, provincial veterinary officer,Peter Banda, said detecting infectious diseases in animals before they are passed on to human beings will go a long way in curbing the spread of diseases within the area.

Dr Banda urged stakeholders to lobby for funds to buy equipment for the provincial veterinary lab which is not yet operational despite being handed over to the ministry of agriculture, fisheries and livestock in 2017.

Four stalled Secondary Schools Projects in Muchinga Province set for partial commissioning

Four Secondary schools under construction in Mpika and Kanchibiya Districts of Muchinga Province whose works had stalled for over five years are set for partial commissioning in the second week of November this year.

The four-day schools, Kampamba, Kopa, Chewe Chifwamba and John Mubanga received a total of K7.9 million that has seen four targets being worked on successfully at the respective schools.

Speaking in an interview with the Zambia News and Information Services (ZANIS) shortly after an inspection tour of Kampamba Day Secondary School in Mpika, Muchinga Province Minister Malozo Sichone said he is happy that the community mode approach of constructing schools is proving to be effective.

Mr Sichone said he is happy to note that great progress has been made at all the four schools under construction in Senior Chief Kopa, Chief Luchembe, Chief Chikwanda and Chief Mpepo.

Mr Sichone also paid glowing tribute to Allan Kaoma, Director at the Ministry of Education in Lusaka for being a pioneer of community mode approach of constructing schools at the time he served as Head Teacher at Malambwa Secondary School in Mpika where he successfully completed 2 by 4 class blocks within six months.

The provincial minister said the successful execution of four targets in less than six months has proved that the community mode approach of implementing projects, is the best way to go.

He has since thanked President Edgar Lungu for ensuring that money was released for the four projects whose works had stalled for over five years.

And Provincial Education Officer (PEO), Ruth Zulu, said great progress has been made in all the four critical targets that were being implemented at the four projects.

Mrs Zulu said a water tank with 83,000 cubic liters of water has also been erected at each of the four schools under construction.

She mentioned the four targets as five staff houses, two ablution blocks, two classroom blocks and water reticulation system.

Mrs Zulu said once the four schools open in November this year as planned they will decongest nearby schools where pupils have been squatting.

The PEO has reaffirmed government’s commitment towards the provision of quality education through improved infrastructure and other learning and teaching tools.

Implement Decentralisation in human resource management effectively-Chipango

Public Service Commission, Vice-Chairperson Hillary Chipango has urged the Luapula Provincial Administration to ensure decentralization in human resource management is implemented effectively.

Mr. Chipango says Luapula province has been chosen to pilot the project of decentralized human resources in civil service.

ZANIS reports that Mr. Chipango said this when he and officials from the Decentralisation Secretariat paid a courtesy call on the Luapula Provincial Administration.

Mr. Chipango is hopeful that giving some powers to the Provincial Administration will improve efficiency and effectiveness in the civil service.

And Luapula Deputy Permanent Secretary Royd Chakaba has commended the partnership the Public Service Commission has with Luapula Provincial Administration, adding that it has enabled management to sort out human resource issues accordingly.

Mr. Chakaba notes that decentralization is key in attaining sustainable development hence it is important that human resource functions are decentralized too.

He observes that some civil servants are frustrated with the bureaucracy in the civil service adding that the coming of this project will promote speedy handling of their issues.

Mr Chakaba has assured the Public Service Commission that the provincial administration has the expertise to carry out the functions effectively.

Over 19, 000 households in Mumbwa District are to benefit from various malnutrition interventions in the next four years under the Scaling Up Nutrition (SUN 2) USAID funds.

And about 1,400 people will directly benefit from agriculture farming inputs to boost food security at household level, this farming season.

Mumbwa District Commissioner, Felix Ndopu, says those to benefit from inputs are households having teenage pregnant girls and babies below six months, who at the time of birth weighed less than 2.5 kilogramme.

Mr Ndopu explained that the other category to benefit from the farming inputs are pregnant women whose Middle Upper Arm Circumference (MUAC) is less than 21 cent metres and orphans whose mothers died of maternal deaths in the last six months.

The DC adds that the rest will benefit from health and other nutrition messages as well as water and sanitation.

Mr Ndopu said this will include repairing broken down boreholes in the 19 wards of the district.

He said the district is expected to register 28, 000 households to ensure that the fight against stunting among children is won.
