Finance Minister Bwalya Ng’andu says Government has no plans to introduce mineral revenue sharing mechanisms with communities near mines.

Dr Ng’andu says the Mines Mineral Development Act 11 of 2015 does not provide for that.

Dr Ng’andu however says what government has put in place is mechanisms called the local government equalisation fund so that mineral royalty revenue are shared equally.

He said this in Parliament in response to Solwezi Member of Parliament Teddy Kasonso who wanted to know whether the Government has any plans to introduce mineral revenue sharing mechanisms.

Energy Minister Mathew Nkhuwa says there will be no increase in fuel pump prices before the procurement of the next consignment of crude.

Mr Nkhuwa has however, stated that the next consignment of crude oil the country will procure will be more expensive given the surge in global prices.

He says government has nevertheless been looking at making adjustments to the fuel pump prices owing to the depreciation of the Kwacha.

Speaking to journalists in Lusaka, Mr. Nkhuwa says given the persistent Middle East conflict, government is now considering alternative sources of fuel.

He says government is looking at introducing biodiesel, and that soon Indeni Oil Refinery will start accepting ethane for processing.

Mr Nkhuwa states that this is in order that the Country could have at least 10 percent of the fuel demand sourced locally.

Meanwhile Mr. Nkhuwa says Zambia now has an on-grid power deficit of over 700 Megawatts.

Opening a Swedish Embassy sponsored 3 days workshop on the design of the second round of the Beyond Grid Fund, Mr Nkhuwa has disclosed that the Energy Regulation Board (ERB) will soon start receiving submissions on electricity tariffs once Cabinet approves the proposed increment.

And Swedish Embassy Deputy Head of Mission, Karin Sverkén has disclosed that in the over 2 years that the Beyond Grid Fund has been in operation, more than 750 households have had access to electricity services in all the provinces of Zambia.

Ms. Sverkén says those that have accessed the electricity services include those in the wetlands such as Bangweulu where people now have solar power systems in their homes.

ZCTU rejects the constitution amendment bill number 10 of 2019 in its entirety

The Zambia Congress of Trade Unions (ZCTU) has rejected the constitution amendment bill number 10 of 2019 in its entirety on the basis that it does not inspire workers.

Addressing a media briefing after appearing before the parliamentary select committee where the union made its position known, ZCTU Secretary General, COSMAS Mukuka says none of the proposed amendments in the bill is progressive.

Mr Mukuka says the bill takes away the power of governance institutions such as the judicial service commission and the state Audit commission from recommending appointments of constitutional office bearers.

He says the bill at its best is an attempt to expand the executive powers of the Republican President while taking away the rights of citizens to democratic governance.

He states that the ZCTU is opposed to all the proposed amendments to the republican constitution as set out in the Constitution of Zambia bill No. 10 of 2019 on account that the process was not inclusive, lacked consensus, is retrogressive in intent and does not reflect the will of the people.

Mr. Mukuka has however, clarified that the ZCTU has nothing against the National Dialogue Forum, but has serious concerns regarding the process and contents of the NDF process which has failed to achieve national healing and reconciliation, but merely produced the constitution amendment bill number 10 of 2019.

Minister Chiteme highlights Govt climate change mitigation, adaptation projects in Southern Province

The Minister of National Development Planning, Honourable Alexander Chiteme, has toured Government-implemented projects that are aimed at reducing the impact of climate change on the people and their agricultural activities including domestic animals in Southern Province, which is experiencing drought.

Hon. Chiteme is in Southern Province to check on development projects that the Ministry of National Development Planning through the Pilot Programme for Climate Resilience (PPCR) is implementing in the region and other Government development projects that are uplifting the wellbeing of the people.

Hon. Chiteme said the projects are aimed at empowering people to be able to withstand the negative impact of climate change, by providing them with mitigation and adaptation mechanisms.
The Minister urged all stakeholders to heed the words of His Excellency Mr. Edgar Chagwa Lungu, President of the Republic of Zambia, when he addressed Parliament on the need to address climate change and its challenges.

Hon. Chiteme, who is accompanied by Permanent Secretary for Development Cooperation, Monitoring and Evaluation Mr. Danies Chisenda, Director for Monitoring and Evaluation Mr. Charles Mweshi, Pilot Programme for Climate Resilience National Coordinator Ms. Chitembo Kawimbe-Chunga, Kazungula District Commissioner Kazungula District Commissioner Musokotwane and other officials, inspected the Mabole Borehole Water Project in Kazungula District.

The solar-powered borehole is equipped with the solar panels, 5000L water tank on five meters tank stand, submersible pump, and water two taps. The water project is used for household consumption, gardening and provide water drinking for over 1,500 cattle and 500 goats.

The Minister and his delegation inspected Sibandwa Dam Reconstruction Project.

The Minister expressed disappointment that nothing much had been done on the dam and demanded that the Government officials that certified the works at the dam, which is yet to be completed must be pursued.

He expressed concerned that public funds were being lost due to shoddy works and that all Government workers that certified the works for payment before they could be satisfactorily completed must be pursued and made to answer for not adhering to the specified standards.

The Minister also visited the catchment areas for the Sikaunzwe Rice Production and Processing Project, where the community members are supposed to use the re-directed water flowing from the Ngwezi River to grow rice. Hon. Chiteme urged PPCR and Kazungula District leadership to work together and provide resources for the project to benefit the people in the catchment area.

Zambia gets K2.5 million HIV Epidemic Control

The United States (U.S) government, through the President’s Emergency Plan for AIDS Relief (PEPFAR) Small Grants Program, has this year awarded over K2.5 million to 13 community and faith-based non-governmental organizations, representing eight provinces in Zambia.

The organizations were selected from more than 250 applicants after a rigorous and competitive process.

Over the next year, PEPFAR small grant recipients will promote prevention of mother-to-child transmission of HIV, support the education of orphans and vulnerable children including teenage mothers, and the use of performing arts to educate adolescents about HIV testing and counselling services.

During, a September 12, 2019 awards ceremony at the U.S. Embassy, PEPFAR Country Coordinator, Bethany Baxter and Tina Chisenga, who represented the Ministry of Health, congratulated 26 representatives from the selected organisations.

In a statement released to ZANIS in Lusaka by Public Affairs Unit at the U.S Embassy in Lusaka today, both Ms. Baxter and Dr. Chisenga highlighted the significant role community and faith-based organizations play, in achieving Zambia’s goal of reaching the HIV epidemic control by 2020.

And Ms. Baxter added that her organisation takes pride in the U.S. government’s support to grassroots, community-based organizations adding that the awarded civil society organisations are selected because they recognised the unmet needs and offered creative solutions to bring the necessary services to communities.

In 2010, PEPFAR Zambia Small Grants Program begun funding the work of local partners by providing one-time grants of up to K250, 000 to support community-led, sustainable programs in the field of HIV prevention, to help orphans and vulnerable children and their households, and to promote democracy and governance in the context of Zambia’s national HIV response.

The next open call for applications for the PEPFAR Small Grants program will take place in January 2020.

President Edgar Lungu has paid glowing tribute to the outgoing Japanese Ambassador to Zambia Hidenobu Sobashima

President Lungu said He was proud with Ambassador Hidenobu dedication and commitment in scaring up Zambia’s bilateral relations with Japan.

The Head of State hoped that his predecessor will continue from were Ambassador Hidenobu has left.

“Am proud that you scared up our cooperations to a higher level and we hope that your predecessor will continue were you are leaving from.” President said.

The Head of State pointed out that Zambia and Japan have signed a number of agreements which his successor should build on for the benefit of the two countries.

“I believe that all the agreements between Zambia and Japan will be built on, by your successor.” He said.

President Lungu explained that the expectations from the people are high, judging from the frequent interactions held between the government of Zambia and Japan.

He said the two countries have enjoyed increased collaboration over the years.

He said government wants to bring on board the private sector, in order to encourage participation in growing the cooperation.

He said the future of Zambia and Japan lies in the holding of more cultural exchange programmes, joint investments and cooperation.

Meanwhile President Lungu further noted that the country will greatly miss Ambassador Hidenobu’s contributions he rendered in fostering bilateral cooperation between the two countries.

And speaking earlier, the Japanese envoy thanked President Lungu for the development the two countries are enjoying in various sectors of the economy.

He further thanked President Lungu for visiting Japan late last year and this year 2019.

Ambassador Hidenobu said the Government of Japan is immensely grateful for the visit adding that Japan remains committed towards growing and strengthening the existing relations between the two peoples.

A Zambia Airways 25-member cabin crew has left for Ethiopia to undergo an intensive three months training at the Ethiopian Aviation Academy.

Speaking at the send-off ceremony for the cabin crew at Kenneth Kaunda International Airport (KKIA), Zambia Airways Chief Executive Officer Mr Bruk Endeshaw said the trainees will be subjected to training in customer service, safety and other programmes to enable them offer quality standards of services.

Mr Endeshaw said Zambia Airways has recorded important milestones towards operationalisation of its services through application for required international and local certification and registration processes.

He said the company has since obtained certification from the Zambian Civil Aviation Authority and is waiting for codes’ registration with International Air Transport Association (IATA) and the International Civil Aviation Organisation (ICAO).

Meanwhile, Zambia Airways Board Chairman Mr Bonaventure Mutale encouraged the crew to acquire necessary skills since the Academy offers the highest professional training standards.

Mr Mutale also advised the trainees to continue making the institution proud by raising the Zambian flag through exhibiting good behaviour.

Zambia Airways is a partnership between IDC and Ethiopian Airlines.

Chiyangi Names Team for eSwatini CHAN Clash

Kabwe Warriors striker Akakulubelwa Mwachiyaba is set for his international debut after making the final cut for Chipolopolo’s 2020 CHAN qualifier away to eSwatini.

The ex-Zesco United striker takes the place of Zanaco attacker Chitiya Mususu.

Chitiya will miss the first leg date in Manzini on September 21 due to an injury he sustained on club duty in last Sunday ‘s CAF Confederation Cup 2-1 away win over Bolton City YC in Mauritius.

Also out is his Zanaco club mate and striker Roger Kola who has withdrawn due to an injury he also sustained on continental duty in Mauritius.

But Mwachiyaba will now have to battle for a place in the starting XI with preferred forwards Nkwazi’s Emmanuel Chabula and Green Eagles’ Tapson Kaseba.

And there is a recall for Red Arrows defender Benedict Chepeshi who returns to Chipolopolo for the first time since 2016.

Meanwhile, Zanaco goalkeeper Toaster Nsabata also returns to the Chipolopolo fold for the first time since November ,2018 in a 2019 AFCON qualifier away against Mozambique.

The team departs for eSwatini on Wednesday morning via Johannesburg.

Chipolopolo will host eSwatini in the final leg decider on October 19 that will see the winner over both legs qualifying for the Cameroon finals next January.

Government confirms Veep Wina is in India but not on a medical trip

Government has confirmed that Vice President Inonge Wina is in India.

This follows revelations by Lusaka Times quoting highly placed government sources that Mrs Wina left Zambia on Friday for a scheduled medical review in India.

But Zambian Mission in India says Mrs Wina is in that country to promote foreign investment into Zambia.

According to a statement issued by First Secretary Press and Tourism at the Zambian Mission in India Bangwe Naviley, Mrs Wina commended the Mission for working hard to reach out to potential investors in India and countries of extra accreditation.

“I therefore urge Zambia Development Agency (ZDA) and other stakeholders to actively pursue all pending proposals,” Mrs. Wina said.

She said Zambia was a democratic country enjoying cordial relations with all the eight neighbouring countries and beyond.

“The country has a strong legal framework that protects private sector investment coupled with progressive banking systems,” the Republican Vice President said.

She was speaking when she held talks with Zambia’s High Commissioner to India Judith Kapijimpanga in Indore, in the Indian State of Madhya Pradesh.

And Zambia’s High Commissioner to India Judith Kapijimpanga said high level visits would complement the Mission’s efforts to attract investors to Zambia.

“President Edgar Lungu’s State Visit to India from August 20th to 22nd, 2019 followed by your visit as a Republican Vice President will undoubtedly attract credible investors,” Mrs. Kapijimpanga said.

According to a programme made available by Zambia High Commission in India, the Vice President would meet a company in Indore specialised in securing public infrastructure, address top businessmen in Indore and visit a factory.

Dear President Edgar Chagwa Lungu,

I woke up this morning with no running water, no electricity or enough Kwacha to afford my daily food needs. I threw on my bathroom robe (the white one) and went outside. After asking a few of my neighbors it was clear that all of us had no water, electricity or enough Kwacha for basic needs. This forced me to wash myself in the basin, wear unpressed clothes and get ready for work.

In this day and age this is not the type of pressure my life needs right now, but above it all I still have a smile on my face but someone somewhere in Zambia woke up this morning and did not even have a drop of water to begin with or had electricity the past 48 hours. So having said all of this I would like to conclude by saying… FIX IT!!!!!

Emission of harmful chemicals in Zambia detrimental to the enviroment

Eastern Province Deputy Permanent Secretary Josephat Lombe has raised concern over the use of chemicals that are harmful to the ozone layer.

Mr Lombe notes that the use of man-made chemicals such as hydro-Chloro-Floro-Carbon (HFCs) has been leading to a decline in the stratospheric ozone layer, and stressed the need to eliminate the use of ozone layer depleting and global warming substances.

He was speaking at a stakeholder’s meeting on the protection of the ozone layer in Chipata this morning.

Mr Lombe stressed the need to use safer environmentally sustainable alternatives and noted that Zambia is complying with the phase-out targets to reduce the consumption of all controlled substances.

He stated that government has undertaken comprehensive national phase out measures as a framework to control ozone layer depleting substances through the establishment of a national ozone unit, the development of regulation and the implementation of a number of refrigerant management plans, as well as community awareness among others.

Mr Lombe also noted that capacity building and the encouragement of the industrial sector, to switch to ozone and climate friendly equipment, energy efficient and alternative technologies, have also been prioritized by government.

Earlier, Zambia Environmental Management Agency (ZEMA) Director General John Msimuko said his organization is committed to assist the country in phasing out of ozone layer depleting substances and the reduction of their impact on global warming.

Mr Msimuko said ZEMA is determined to enforce the environmental management ACT No.12 OF 2011 (EMA) and subsidiary legislation such as the extended producer responsibility (EPR).

The stakeholders meeting is part of the commemoration of the World Ozone Day which falls tomorrow, September 17.

Zambian found dead in Durban guest house

A 50 year old Zambian national has died in Durban, South Africa after he was found unconscious in his room at a guest house.

The deceased has been identified as Boniface Mbewe, an employee of a named giant mining company in Zambia.

According to the information made available to the Zambian Mission in Pretoria, the late Mbewe, who was a chemical engineer by profession, was in South Africa on official duties when he died.

It is reported that Mr Mbewe was first discovered unconscious by employees of a guest house and called in paramedics who pronounced him dead.His body has since been deposited at a government mortuary in Durban awaiting further investigations, on the cause of death.

The remains of the deceased are expected to be repatriated to Zambia once Police investigations are concluded.

The Zambian Mission is saddened by the untimely death of Mr Mbewe and has since sent their heartfelt condolences to the bereaved family.

The Mission has also wished the family God’s strength during this difficult moment.

This is contained in a statement made available to the media in Lusaka by First Secretary for Press and Public Relations at the Zambian High Commission in South Africa, Naomi Nyawali.

The Zambian government has approved 156 dual citizenship applications as a move to support and encourage Zambians living in the diaspora.

Government says the diaspora are a great partner in economic development whose relocation from Zambia should cease to be seen as a brain drain or loss.

Zambia’s ambassador to the USA, Dr Ngosa Simbyakula was speaking in Dallas Texas at the 10 th anniversary of the USA based Zambia Blog Talk Radio(ZBTR).

Dr Simbyakula said Zambians living abroad can still contribute effectively to the Zambian economy without having to leave their foreign adopted countries

“The focus now is to work and develop modalities on how this engagement can be actualized” he added.

Dr Simbyakula pointed out that government’s shifted it’s thinking after realizing that Zambians abroad can help Zambia immensely while living abroad.

He appealed to all Zambians who lost their citizenship before dual citizenship was introduced to apply for reinstatement.

He said countries such as China, India, Israel and Japan have strong bonds with their diaspora citizens who contribute a lot to their economic development.

Reiterating ZBTR’s message, Dallas based pastor, Nathan Nkhama pledged to continue on the path to disseminate balanced news to listeners.

He said his team will push hard to find the news and disseminate it.

Pastor Nathan, a founding member of ZBTR established 10 years ago, stressed that getting news from the right source demands hard work.

The well attended event was graced by, among others, Zambian diaspora association heads in America, Zambian clergy in the diaspora, Zambians and friends of Zambia.

The delegates travelled from many different states of America , Canada and the United Kingdom.

Former First Lady Vera Chiluba has been admitted to UTH fast track unit after suffering a stroke.

MMD National Secretary Raphael Nakacinda has confirmed this in a brief statement.

He says the former ruling party has received the news of the illness of Ms Chiluba with sadness.

Mr Nakacinda says the former first lady is currently admitted to the University Teaching Hospital, Fast Track Unit.

He has asked MMD members to put Ms Chiluba in their prayers for her quick recovery.

“We have received an unfortunate report as regards our former first lady Vera Tembo Chiluba’s illness with sadness. Yesterday in the Evening former First Lady, Mama Vera Tembo Chiluba, suffered what is feared to be a stroke “ Mr Nakachinda said.

“She is currently admitted to the University Teaching Hospital, Fast Track Unit. Our members are requested to put our mother in their prayers, let us pray for her quick recovery.”

Zesco Eye Sweet Spot at Nakambala

Zesco United eye top spot on the FAZ Super Division log on Wednesday when they visit Nakambala Leopards in Mazabuka.

The defending champions are back in league action just three days after returning home on Sunday following their 1-1 away draw against Young Africans of Tanzania in a 2019/2020CAF Champions League pre-group stage , first leg match in Dar-es -Salaam.

Zesco are currently seventh on 3 points after one game played, three points behind leaders Napsa Stars, Nkana and Red Arrows who all won in Week Two over the weekend.

Despite perennial grumblings by visiting teams about the dimensions and pitch conditions at Nakambala Stadium, Mazabuka has been a good hunting ground for Zesco.

Zesco have won in all their last five visits and trace their last defeat there to the 2014 season when they lost 2-0.

Last season, Zesco won 2-1 away and 2-0 at home with the highlight seeing Nigerian winger Quadri Kola scoring a goal each over both legs.

Meanwhile, Nakambala head into the match seeking their first points of the season after starting the campaign with another tough game following a 1-0 away defeat at Arrows on August 31 in Lusaka.

A point in midweek for Zeddy Saileti’s side is critical because they have a third successive big game coming up this Saturday when they take the short drive to Choma to face 2019 runners-up Green Eagles in their Southern Province derby.
