Digitalisation of logistics sector in Zambia to unlock growth

The UNITED Nations Economic Commission for Africa (UNECA) executive secretary, Vera Songwe, has said that Africa has all the pre-requisites for rapid economic transformation in the next decade. “But the importance of digitalisation and the digital economy in driving growth and structural transformation, as well as optimising fiscal performance in Africa, cannot be overstated,” she said.

This optimism is reflected in the massive potential of the Zambian logistics sector. The industry is primed to increase revenue from opportunities that arise out of digital transformation.

Says Mupota Muchelemba, Managing Director of Seidor Zambia, “Zambia is a land-locked country, rich in natural resources, with good road infrastructure, so it is not surprising that the number of freight management and transportation businesses is growing. Now it’s time for companies to optimise their supply chains by investing in their business processes through the leveraging of digitalised information.”

Most local distribution businesses primarily transport goods for mining companies, agricultural products or general freight. In addition, there is a need for the transport of imported or exported goods for use locally or in neighbouring countries.

This leads to a lot of moving parts that have to be optimised. Companies, for example, need to have a healthy fleet, which has to be close enough to where goods need to be collected and delivered and to beat the competition in terms of rates.

“Many businesses still manage these complexities using multiple small systems,” explains Muchelemba. “For example, one system may look after contracts while another logs and tracks goods. Some companies are known to just have a billing system in place and use, for example, a GPS tracking system.

This means that the vast majority of the local transport and logistics companies in Zambia are still relying on paper-based and/or manual systems. Just by their nature, this is open to inefficiencies. Three or four disconnected systems with different people using different spreadsheets leads to things falling through the cracks. This has the knock-on effect of a loss of trust by clients and potential financial losses.”

At a recent event hosted at the Seidor Zambia office in Lusaka, Jason Kazilimani, the CEO of KPMG and President of the Zambia Institute of Chartered Accountants (ZICA), spoke about how important it is that Zambian industry transforms in order for it to move with the times and remain sustainable.

The growing opportunity (or threat) of globalisation also needs to be considered, with many international businesses wanting to expand into Africa. These competitors will enter the Zambia marketplace with effective digital systems in place already, making them a more competitive option than local suppliers.

It also then becomes essential for local businesses to control costs, to keep their prices down and offer market-related fees. It therefore becomes a priority to know where costs are coming from and whether saving is possible.

To ensure growth, the local industry needs to remain competitive by embracing digital transformation.

Says Muchelemba, “There are very few systems that can effectively track and manage all the parts of a distribution business. Not many ERP systems can effectively combine all of the financial and operational aspects of logistics businesses into one system. SAP Business One, combined with the specially developed logistics functionality of the Transport One add-on, has solid local case studies behind it.”

Zambian logistics businesses that use SAP Business One such as Juba Transport and AM Motors, have clearly shown how profitable it can be to move to the right integrated system. Both have been able to automate workflows, increase efficiency and get an accurate real-time overview as well as valuable insights into their businesses.

Explains Muchelemba, “Previously, Juba Transport used three different systems to manage the finance, transport operations and maintenance parts of their business. This involved a lot of paperwork and expense. Now they have access to real-time information. They know when permits need to be renewed, they can schedule maintenance of vehicles and can track all expenses, the progress of deliveries and more.”

As logistics is a very specialised industry, it is important to choose the right partner to help you invest in digitalising your business.

The right partner is one who has experience in your industry and already understands the challenges of your type of business. It is not enough for a service provider to know the software system; they need to understand your industry in order to properly hold your hand and help you make the most of your investment. It is a big investment and you risk the success of your project if you don’t have the right partner.

Chief Chikanta offers land for investment

Chief Chikankata of the Tonga people of Dundumwezi area in Kalomo District, Southern Province, has offered some land in his Chiefdom for possible investment in the agriculture sector.

Chief Chikanta said both foreign and local investors attending the ongoing Southern Province Tourism and Investment Exposition, are welcome to come and view the land, for possible investment in the agricultural sector.

In an interview with ZANIS today, the traditional leader revealed that the region has the potential to contribute immensely to the country’s economy, with the setting up of milk, oil and beef industries, in order to boost value addition.

And Chief Chikanta has further announced that the exposition has attracted participation from all sectors of the economy, adding that it is encouraging that so many people are willing to invest in the province.

The Southern Province Tourism and Investment exposition opened its doors to members of the public on Saturday, September 14, 2019 and will run-up to Saturday, September 21, 2019, in the tourist capital, Livingstone.

President Edgar Lungu is expected to officially grace the exposition on Friday, September 20, 2019.

19 year old girl convicted for smoking marijuana and sentenced to 10 years in Jail

The Ndola High Court has sentenced a 19-year-old girl to 10 years imprisonment with hard labour, for smoking marijuana.

High Court Judge Yvonne Chembe sentenced Mutika Mungwila to a ten-year jail term as part of her reformation.

Mungwila was convicted by the Ndola Magistrate Court for trafficking in psychotropic substances and committed to the High Court for sentencing.

When the matter came up for sentencing, the Prosecutor from Legal Aid Board representing Mungwila, Kateule Chitupila told the court that her client was mentally unwell which resulted in smoking marijuana, adding that she needed to be examined by a medical doctor before being sentenced.

However, Judge Chembe did not entertain the application but instead dismissed it and described it as irregular, noting that the issue of Mungwila being insane did not arise during the trial at the lower court.

The court stressed that Mungwila was able to prosecute her defense during trial, and the mother who was the main witness did not bring out the issue.

Judge Chembe sentenced Mungwila to 10-years imprisonment with hard labour because she is a second offender.

She said Mungwila was convicted and sentenced to a month jail term in January this year, but upon release from prison, she was re-convicted with the same offence.

“It is sad that a girl like you cannot give up on marijuana, the law will help you reform. By the time you leave the correctional facility you will change. “Judge Chembe said.

Zambians must ensure climate change takes centre stage-Sunday Chanda

The Patriotic Front has called on all stakeholders to heed President Edgar Lungu’s call on the nation to prepare and respond to Climate Change by way of mitigation and adaptation.

PF Media Director Sunday Chanda says Zambians must ensure climate change takes centre stage of dialogue as a nation.

Mr Chanda has reiterated that Climate change is a reality that now affects every region of the world and Zambia is no exception as confirmed by international organizations such as the United Nations.

He said it is important to note that Climate change is a threat that cuts across the different spheres of life to include human rights, dignity of persons, sustainable development, economic progression, food security, human development and the list is endless.

“United Nations Human Rights Chief Michelle Bachelet at opening of Human Rights Council warned that “The world has never seen a threat to human rights of this scope of climate change”, he added.

Mr Chanda has since called on climate change denialists such as the leader of the United Party for National Development Hakainde Hichilema to come back to their senses and realize that the threat Zambia is faced with goes beyond partisan politics or selfish ambitions.

He said President Lungu in his SONA referred to among others, nuclear energy, solar energy and wind energy as part of the energy mix being pursued by his administration.

“Let there be no doubt – Climate Change is real hence the need to diversify the energy sector in boosting Zambia’s economy. In this regard, we are calling on Members of Parliament to debate the State of the Nation Address (SONA) by taking off any partisan lenses and do what is best for Zambia”, he added.

Mr Chanda has also called on Members of Parliament to proactively consider facilitating the passing of the Comprehensive Nuclear Bill in Parliament in order to position Zambia as an energy hub to meet its domestic, industrial and export obligations.

He noted that Climate change put a threat the attainment of Zambia’s development goals such as the Seventh National Development Plan (7NDP) and Vision 2030.

“For example, in 2015/16 Zambia experienced low power production due to prolonged drought. This caused a reduction of approximately 40% of the economic growth rate. In order to address the above challenge, His Excellency President Lungu announced on 18th September 2015, and 16th September 2016 that his administration during its term in office would pursue nuclear energy as part of the diversified sustainable energy mix to power Zambia’s economy. There is no doubt that the 2018/19 looks to be a repeat of 2015/16”, he said.

He reminded Zambians that a nuclear power plant generating an average of 1,000 megawatt (MW) generates approximately US$470 million in electricity sales and revenue for the nation.

And on nuclear energy. Mr Chanda said on the environmental impact, unlike oil, coal or natural gas, nuclear energy is one of the lowest carbon foot print technologies across the world. Nuclear power has very low lifetime greenhouse gas (GHG) emissions which makes the technology a potent climate change mitigation option.

“There is clarion call to Members of Parliament across the board to support Government in meeting of International Atomic Energy Agency (IAEA) standards through ratifications of relevant treaties, conventions, protocols and agreements. Members of Parliament are also called upon to support Government in domesticating of the same IAEA standards through amendments of existing laws such as ZEMA Act, NCC Act and EIZ Act) with emphasis on safety and security”, Mr Chanda has said.

He said in a statement that mitigation and adaptation in light of climate change calls for the nation to pull together in finding lasting solutions, both in the short, medium and long term.

“Least we forget the impact and effect of the El-Nino on the 2015/2016 fiscal performance, an un budgeted US$39, 286, 245. 70 was spent on emergency power imports by the Treasury in 2015. This caused adverse effects on the Fiscal performance in 2015 as the El-Nino effect was not anticipated when drawing the 2015 budget”, he said.

Mr Chanda said while the PF appreciate that its very difficult for Zambia’s body politic to engage in substantive issues, for once everyone must join hands with Government in addressing a common threat – climate change.

Kambwili refuses to give DEC any information on drug trafficking allegation

National Democratic Congress President Chishimba Kambwili has refused to give any information to the Drug Enforcement commission regarding accusations of Drug trafficking involving President Edgar Lungu and businessman Valden Findlay.

Mr Kambwili who this morning appeared before the DEC for questioning said he no longer takes the Commission serious due to their failure to investigate serious matters in the past.

He told Journalists that his summoning was a sheer waste of time as they cannot investigate the matter.

Mr Kambwili lamented that the DEC has despite him reporting failed to investigate the K30 million disbursed by the Presidential Empowerment Initiative Fund and the vehicles procured by the PF distributed to their women and youth league’s.

The NDC Leader who has been sued by Mr Findlay accused DEC of wanting to use any information they will collect against him.

Mr Kambwili said even in his confused state of mind, he cannot give any information to the DEC.

And DEC Assistant Public Relations Officer Kamufinsa Manchishi said the Commission will continue investigating the matter.

He said Mr Kanbwili was summoned to provide any further information he may have regarding the accusations he made and not to harass him.

Mr Manchishi said Mr Kambwili is protected like any other whistleblower and information collected from him was for investigation purposes.

SA Police recover the 4 Zambian trucks that were hijacked

Pretoria- Sunday 15th September, 2019—— Four Zambian trucks belonging to different companies in Zambia have been hijacked in Johannesburg, South Africa by unknown people.

South African Police in Gauteng Province have recovered the four Zambian trucks that were hijacked in that country in the early hours of Sunday.

Three of the trucks were found abandoned in the industrial area of Steeledale, about 15 kilometers from the hijacking scene in Wadeville, Germiston.

The other truck was also found abandoned around Dragon City area within Johannesburg.

According to the information made available to the Zambian Mission in Pretoria, the four trucks were recovered by South African Police in conjunction with a private vehicle tracking firm that the companies had engaged to provide tracking system for their trucks.

First Secretary for Press and Public Relations Naomi Nyawali says the locations of the abandoned trucks were discovered by following signals that were transmitted by trackers that were installed on the trucks.

Mrs Nyawali said the the trucks have since been parked at the South African Police FNB impounding yard in Soweto awaiting further investigations.

She said authorities indicated that no arrests have been made so far in connection with the matter but that all the vehicle engines they were carrying destined for reconditioning at some garages were missing.

Mrs Nyawali said the Mission was further informed that the trucks were found in good condition.

She said in a statement that all the four Zambian drivers that were victims of the hijacking are still in South Africa awaiting for further instructions.

National Democratic Congress President Chishimba Kambwili will this morning appear for questioning at the Drug Enforcement Commission in connection with allegations of drug trafficking involving President Edgar Lungu and Businessman Valden Findlay.

According to the NDC Media Team, Mr Kambwili will appear before the Drug Enforcement Commission at 09 00 hours at their Ridgeway Lusaka offices.

The opposition Leader was last week summoned by the Commission to provide any further information he may have in connection with the allegations he made that Valden Findlay was a wanted drug trafficker in the USA.

Last week, Mr Kambwili’s Lawyers advised the officers that their client was unwell, hence asked to reschedule the appointment.

Mr Kambwili is expected to appear for interrogation following his press briefing held last which in which he questioned Valden Vindlays trips accompanying the head of state.

The NDC has since asked its members and supporters to be at Ridgeway DEC offices by 08 00 hours and offer solidarity to the NDC leader.

Those who grabbed plots in Forest 27 to face foreign travel bans as matter goes to The Hague

Campaigners for the protection of Forest 27 have started the process of petitioning the International Criminal Court in the Hague and The Global Environmental Crimes Tribunal seeking sanctions against individuals that have obtained plots in the Forest Reserve.

It is believed that some influential figures such a Vice President Inonge Wina, Speaker Patrick Matibini, Lands Minister Jean Kapata and several others have shared plots in the Forest Reserve.

If the petition is successful, the perpetrators could face sanctions such as travel bans, seizure of ill gotten wealth and cash stashed away in foreign banks as is applicable under EU, UK, US Laws and Statutes in such cases.

According to the campaigners, the “Impunity, frenzy and massive Destruction, Degradation and Deforestation going on in Protected Lusaka East Local Forest Reserve No. 27, the source of the Chalimbana River, coupled with the discharge of raw sewage into the River itself by the illegal ZAF TwinPalm Housing Project, which is now negatively affecting the health and livelihoods in the Busoli Local Communities in the Lower Chalimbana River Basin-is an Inter-generational injustice that has now reached intolerable proportions.”

“The Destruction of Forest Reserve no 27 is now an Environmental and Human Rights Crime and qualifies to be reported as such to The Global Environmental Crimes Tribunal and International Criminal Court in the Hague for punitive action against the perpetrators.”

“We are now calling on all concerned Parties like Transparency International (TI), and Cooperating Partners to help us save this critical forest reserve. “Environmental Crime committed anywhere is an Environmental crime committed Everywhere. All things are Connected,” they said in a petition.

They said they will conduct and audit and compile a list of all individual and corporate beneficiaries who have illegally shared Plots in the Forest Reserve.

They said the list will be passed on to The ICC and some Cooperating Countries, so that sanctions are imposed on these “Miscreants.”

The campaigners have also demanded that The Commander of the Zambia National Service (ZNS) immediately Order the Withdrawal of ALL ZNS road construction equipment and Personnel now deployed in Forest Reserve 27 illegally being used in the destruction of the Reserve through building and road construction now under way there.

“ZNS is big doing “National Service” but serving private and not national interstate of the Forest Reserve.”

Free Trade in Africa to begin by June 2020

African Union Commissioner for Trade Albert Mudenda Muchanga says free trade across Africa’s borders will begin by June 2020.

He said following the ratification of the instrument by member states, the African Union was targeting June 2020 to begin the free trade.

He said the there were immense opportunities that the African Continental Free Trade Area(AfCFTA) brings.

He said African countries have an opportunity to industrialize and develop their manufacturing sector.

He said Africa should trade increasingly with itself and add value to its products.

He was speaking at the World Economic Forum (WRF)in Capetown, South Africa.

The debate was covered by CNN program, the Market Place.

Mr. Muchanga said the AfCFTA is now operational and the first free trade should begin in June 2020.

This is according to a statement issued by First Secretary for Press and Tourism at the Zambian Mission in Addis Ababa Mrs. Inutu Mupango Mwanza.

President Lungu running out of options over China debts-Africa Confidential

President Edgar Lungu is reportedly panicking and running out of options when it comes to dealing with the swelling level of Chinese debt, the latest Africa Confidential says.

It observed that President Lungu’s government has racked up much bigger debts to Chinese companies than it has previously admitted.

According to the report, sources in the Finance Ministry in Lusaka say that the Chinese creditors are losing patience over debt arrears.

Chinese companies are not keen on debt rescheduling and would prefer to get some collateral, perhaps in the form of other mining assets.

Under growing political pressure as economic problems mount, President Lungu is running out of options.

Chinese companies would seek to benefit from the liquidation of Vedanta’s Konkola Copper Mines (KCM) and are also watching First Quantum Minerals (FQM), the country’s largest producer, which operates Kanshansi and Sentinel mines.

The government-owned ZCCM Investment Holdings, which has a 20% stake in the country’s biggest mines, wants to liquidate KCM, claiming that Vedanta is lying about expansion plans and is paying too little tax.

However, Chinese companies are reluctant to buy disputed assets.

ZCCM-IH’s claims have to go through arbitration.

This is an important test and could open the way for a sale.

The companies also face some anti-Chinese sentiment on the ground among trade unionists and local communities.

This explains the secrecy as Jiangxi Mining has purchased about 9.9% of FQM, listed on the Toronto Stock Exchange.

The purchases have come through derivatives and direct stock purchases and have so far cost about $800 million.

It would take about $2bn to give Jiangxi a shot at majority control.

Meanwhile, there is a standstill agreement between FQM and Jiangxi in which the Chinese have agreed not to take over without the approval of FQM’s managers and shareholders.

Glencore’s Zambian mine Mopani may also be ready for the auction block. Some industry insiders say Glencore’s two majority-owned Congo-K companies, Mutanda and Toronto-listed Katanga Mining, which operates the Kamoto Copper Project, are also being prepared for sale.

Patriotic Front Deputy Chiefwip Tutwa Ngulube has accused some foreign governments to sponsoring activities aimed at stopping the Constitutional Amendment Bill.

Mr Ngulube said some foreign governments present in Zambia are working with some NGOs and some individuals up delays the constitutional amendments.

He said the foreign governments are doing so for selfish motives.

My Ngulube was speaking during Sunday’s PF Interactive Forum held at Longacres Lodge in Lusaka.

He said some donors are sponsoring people to denounce the process in order to make ordinary Zambians believe that the motive to have the constitution refined is ill conceived and meant to benefit the pf government.

Mr. Ngulube has called on those against or with reservations on certain clauses in the proposed bill No. 10 of 2019 to come forward and make submissions using the right channels that have been made available, rather than demonize the entire process which is meant to benefit Zambians.

Chishimba Kambwili accusations of the President and Lusaka businessman, Valden Findlay, are motivated by people with competing business interests against Mr. Findlay and meant to undermine the Presidency, Young African Leaders Initiative has charged.

In a press briefing held at Mika Hotel on Sunday, YALI President Andrew Ntewewe, said Mr. Kambwili should not show cowardice by making scathing accusation of drug trafficking against the Head of State while failing to provide details to law enforcement agencies.

Mr. Ntewewe alleged Mr. Kambwili appear to have been sponsored by persons with business interests to fight the Head of State by questioning Mr. Findlay’s association by suggesting the President is using the Presidential jet to traffic in drugs to other countries, remarks which he said border on national security.

“This is why today we want to call upon investigative wings to not only take keen interest in those allegations by issuance of call-outs but we need them to expedite the conclusion of this inquiry they are making,” said Mr. Ntewewe

Mr. Ntewewe has called on Mr. Kambwili to grow up and show maturity in politics by avoiding divisive temptation to use his freedom of expressions to make serious allegations against the Head of State and malign other citizens, all in the name of politics and the pursuit to get popularity among the people.

Mr. Ntewewe has also advised Kaweche Kaunda, son to Republican President Kenneth Kaunda, to avoid bringing his father’s legacy into question by joining political battles that undermine the Head of State.

“Kambwili and Kaweche can assist the Drug Enforcement Commission and other investigative wings with information rather than become a media front of those business entities who may be using them to malign the President and an ordinary citizen,” said Ntewewe.;

Mr. Ntewewe said Mr. Kaweche Kaunda should remember that his father rules during 27 years and thereafter was marred by injuring which Kaunda and other Zambians caused to each other during the process but they decided to forgive each other and move on. He said attempts by Mr. Kaweche Kaunda may sadly open the Pandora box which will not help the rule of Dr. Kaunda.

“DEC has made an appeal to the public for anyone, including Mr. Kaweche, with information to assist and under the whistle-blower protection, Mr. Kaweche would be very safe as he will not be exposed. So why has he chosen to expose himself by playing to the same public gallery as these politicians whose interest is to further their political careers? The question is why, would such senior citizens be so reckless?” questioned Ntewewe.

Mr. Ntewewe said Kambwili and Kaweche are becoming a danger to national security and the enjoyment of constitutional rights by other citizens in their free exercise of freedom of expression.

“Mr. Kambwili’s unsparing allegations against the Head of State as having a questionable association with another citizen for purposes of drug trafficking using the presidential jet is irresponsible, and a reckless act calculated to bring the Republican Presidency into disrepute, locally and internationally,” he said.

Leaders Napsa Stars and Nkana have ensured that the status quo on the 2019/20 FAZ Super Division table is maintained at the end of Week Two of the new campaign.

On Sunday, Napsa reclaimed top spot just 24 hours after Nkana took an overnight lead following their away win in Ndola.

At Woodlands Stadium in Lusaka, Napsa beat promoted Kansanshi Dynamos 1-0 to collect their second successive league win to stay in command on 6 points courtesy of a 79th minute Simon Nkhata goal.

Twenty four hour hours earlier at Levy Mwanawasa Stadium, Nkana stayed unbeaten this term following a 1-0 win over Buildcon.

Idris Mbombo scored the games’ lone goal in the 13th minute to also see him command the top scorers log on three goals from two games.

Red Arrows are third after they won 1-0 away at still winless Lumwana Radiants on Saturday.

Veteran striker James Chamanga was also on target in the 13th minute to see three team’s end Week Two on 6 points.

Meanwhile, Green Buffaloes and Power Dynamos recorded their first league wins of the season.

Buffaloes started their campaign with a 2-0 away defeat at Nkana while Power were 1-0 losers at Kansanshi a fortnight ago.

But on Sunday at Woodlands, Friday Samu’s 49th minute header gave Buffaloes a 1-0 home win over Mighty Mufulira Wanderers.

The result sent the nine-time champions to their second successive league defeat of the season.

On Saturday at Arthur Davies Stadium in Kitwe, a very convincing Power beat Lusaka Dynamos 2-0.

Midfielders Benson Sakala and Larry Bwalya scored in the 49th and 90th minutes respectively to see Power make a winning start at home and redeem themselves following that the shock defeat in Solwezi on August 31.

Zanaco win 2019/20 CAF Confederation Cup opener

Zanaco made a bright start to their 2019/20 CAF Confederation Cup campaign on Sunday after beating Bolton City YC away in Port Louis.

The Bankers beat the continental debutants 2-1 in their second round, first leg match.

Tafadzwa Ruskie converted a 27th minute penalty and the second goal came two minutes later from Roger Kola to seal Zanaco’s win.

Armand M’poue scored Bolton’s lone goal in the 51st minute.

This was Zanaco’s first game in this seasons CAF Confederation Cup after enjoying a bye in August’s preliminary round.

The two sides meet in the final leg on September 28 in Lusaka to decide who goes through to the pre-group stage where the winner will face loser from this month’s CAF Champions League pre-group round.

Zambia, Swedish research institute agree on funding, water project collaboration

Zambia and Sweden’s IVL Environmental Research Institute have agreed to work together to develop a series of water and environmental related projects which will be funded and implemented through the Water Resources Management Authority (WARMA).

And world-renowned water management body, Stockholm International Water Institute (SIWI), has pledged to collaborate with Zambia so that it can contribute to the country’s efforts in dealing with water challenges.

SIWI has also indicated that it would explore possibilities of collaborating with Zambia and the Global Water Partnership (GWP) to access funding for implementation of programmes in capacity building and other water resource management areas.

This came to light last week during two separate meetings between then Permanent Secretary for Water Development, Sanitation and Environmental Protection Dr. Ed Chomba, and IVL Environmental Research Institute Assistant Director and Head of Team Water, Mr Mikael Olshammar, and SIWI Director for the Africa Regional Centre, Mr. Anton Earle.
The meetings took place on the side lines of the 2019 World Water Week which was held in Stockholm. The World Water Week, organised by SIWI, is a leading annual global event addressing water issues. The meetings were organised by the Embassy of Zambia in Stockholm.
At the meeting with SIWI, Dr. Chomba pointed out that the Zambian Government was keen to ensure that sanitation was given the attention it deserved as opposed to the neglect it suffered in the past. The first ever National Sanitation Summit in Lusaka which brought together delegates from across the world in November, 2018, is the culmination of the increased attention by government to the sector.

Dr. Chomba bemoaned the effects of climate change which he said have led to depletion of water resources in several parts of the world.
He pointed out that before the creation of WARMA in 2011, water in Zambia was viewed as a social good rather than an economic commodity. Zambia’s water sector was operating on the 1949 Act before the creation of the Authority.

The Permanent Secretary noted that the creation of WARMA was well intended as it was meant to ensure that there was not only management of the water resource but also equal distribution of the commodity to users.
He called on the world to look at water as an important natural resource just as oil was considered to be in the 20th Century.

In response, Mr. Earle noted that latest developments in Zambia were encouraging particularly with the Water Act of 2011 and the creation of WARMA which put the country in a strong position to effectively face various water challenges.

He advised that there was need for investment in water infrastructure especially with the below-average rainfall that was being experienced due to climate change.
He further advised Zambia to take advantage of SIWI and highlight strides that the country was making towards climate change through platforms such as the annual Stockholm World Water Week or the World Water Forum scheduled for Senegal in March, 2021.
The forum presents an opportunity for the country to expose its efforts in combating the effects of climate change in order to receive the necessary consideration from donors.

The parties agreed that at the invitation of the Permanent Secretary, Mr. Earle will travel to Zambia with a view to explore areas of collaboration with the MWDSEP, in order to establish partnership and support. SIWI will then involve the Swedish International Development Aid (SIDA) accordingly.
The Ministry will also invite SIWI to support in organising the 2nd National Sanitation Summit to be hosted by the MWDSEP in 2020.
And on the agreement to work with IVL Environmental Research Institute to develop water and environmental related projects, Dr. Chomba said it was important for WARMA and IVL to sign memoranda of understanding in order to enhance capacity in the Zambian institution.
The Permanent Secretary noted that necessary laws were in place in Zambia but that the country lacked capacity to adequately implement the existing pieces of legislation.

Dr. Chomba pointed out that Government would be happy to see IVL establish offices in Zambia and assured that he would ensure that office accommodation was provided for the institution.
He further requested for financing for WARMA, particularly that which could be channelled towards institutional support for capacity building.
And at the same meeting, IVL indicated that it wanted to make a positive impact in Africa especially were the issue of raising capacity was concerned.

Mr. Olshammar pointed out that there were various opportunities in research collaboration between the two countries and that IVL could also assist in waste water recycling in Zambia.

He said IVL has done some research into the control of invasive water species such as the Water Hyacinth, which has invaded a lot of water bodies in Zambia and that the institution was ready to work with the MWDSEP and share the knowledge.

The institution has discovered that the hyacinth also acted as a good feed for Tilapia fish which was one of the predominant fish in Zambia.

On the use of hyacinth as feed for Tilapia, the Permanent Secretary illustrated the possibility of creating a value chain, which could include setting up of cooperatives for women derived from WARMA’s Water Users Association (WUAs) to establish ventures in fish farming.
Dr. Chomba observed that this would, in turn, result in job creation and contribute to addressing Zambia’s 200, 000 tonne fish deficit.

Mr. Olshammar noted that it was possible for Zambia to access seed funding from SIDA through the suggested project of empowering women through fish farming activities. He said IVL will render its support so that Zambia could access the funding.
The two parties resolved that a letter of intent would be submitted to SIDA by MWDSEP through IVL for seed funding in respect of the fish farming project.
Zambia will also send a proposal for mitigation of the hyacinth and waste water recycling in order to access funding from the African Water facility of the African Development Bank (AfDB).
The IVL delegation also included Dr. Magnus Karlsson – Associate Partner, and Mr. Musbau Bello, who is Project Manager.
