President Edgar Lungu has today left for Japan to attend the Seventh Tokyo International Conference on African Development (TICAD 7) scheduled for 28th to 30th August, 2019.

The President was seen off by Vice President, Inonge Wina, Lusaka Province Minister, Bowman Lusambo, Minister of Agriculture, Michael Katambo, Minister of Justice, Given Lubinda, among other cabinet ministers.

Others were Service Chiefs and other senior government and party officials.

The Tokyo International Conference on African Development was launched in 1993 by Japan, to create a forum for high-level policy dialogue, between African leaders and development partners.

The forum, TICAD, was thus created to further empower the continent and its people by promoting African ownership and partnerships between the international community and African countries.

The presence of the Zambian Head of State at the 7th TICAD will be cardinal as there will be a variety of events for leaders from regions and partner countries.

The TICAD 7 is the first that President Lungu will attend since he assumed office of the Presidency.

Meanwhile, Japanese Ambassador to Zambia Hidenobu Sobashima has observed that Zambia’s presence at the three day Tokyo International Conference on African Development (TICAD) 7 summit will attract more Japanese investors to Zambia.

Ambassador Sobashima says Japanese investment in Zambia has continued to increase, adding that with the TICAD summit more investors will be interested to further explore other areas of investment for enhanced cooperation.

Speaking at a media briefing held in Lusaka today, Ambassador Sobashima noted that the forthcoming, TICAD summit slated for August 28th-30th, had already started showing positive outcomes, following the signing of Memorandum of Understanding between Japan and Zambia, for support to the country’s health sector.

Ambassador Sobashima explained that the MoUs signed this morning by the Japanese Ambassador and the Ministry of Health will also enhance the support towards attaining universal health coverage.

He also added that all the 54 African Heads of State have been invited to attend the summit that is expected to lead international discussions on African development with the aim of materializing the outcomes of the major international conferences such as the G20 and the G7 among others.

He said the summit which is being co organized by Japan, United Nations, World Bank and the African Union Commission has also attracted participation from the private sector, international partners and civil society organizations.

The Japanese Envoy further disclosed that the summit will focus on business and investment as a center of TICAD, and is expected to push forward African development through quality infrastructure and human resource development.

The last TICAD was held in Nairobi Kenya in 2016 and was attended by 53 African countries and more than 11,000 participants.

President Edgar Lungu has left the country for Japan and will join other Heads of State and government for the TICAD 7 which will run from 28 -30, August 2019, under the theme “Advancing Africa’s Development through people, Technology and Innovation”.

Government has NOT introduced Maize Price Controls-Katambo

Minister of Agriculture, Michael Katambo, has refuted claims that the government has reintroduced price controls on maize.

Mr Katambo has noted that where grain is concerned, Zambia has a liberalized economy and market hence farmers have the right to sell as they wish in situations where they find a better market.

The Minister has however stated that the government has had to engage millers and other stakeholders on the escalating prices of maize, adding that it is a matter of great concern knowing that maize is the country’s staple food.

He told journalists in Lusaka today that government did not dictate to the millers, manufacturers or the Grain Traders Association of Zambia, with regards to the price of maize, but that it was a measure of engaging each other in trying to find a solution to stabilize the purchase of the country’s staple food.

Mr Katambo added that the meeting therefore overwhelmingly decided that a bag of maize was to be bought at K130 which should see the price of roller meal ranging between K80 and K90 and breakfast ranging from K100 to less than K115 which is affordable to all Zambians.

He observed that people have been complaining about the escalating prices of mealie meal, and it was the mandate of government to engage players in the maize sub-sector, in order to put a stoppage to the situation and bring about an amicable solution.

The Minister commended the stakeholders that were engaged in a meeting, stating that the development was done in a spirit of patriotism, and urged many other citizens to come on board and support the noble cause.

The Zambia National Farmers Union (ZNFU) President, Jervis Zimba, in a statement issued in Lusaka yesterday, accused the Minister of Agriculture of reintroducing price controls on maize.

Mr Zimba further claimed that Mr Katambo met with Stockfeed Producers, Millers, and Traders and threatened or coerced them to impose the price of K130 per 50kilogram bag of maize with full support from the Food Reserve Agency (FRA), done on the basis of price controls.

Wedson maintains unbeaten start in South Africa

Government deregisters Kambwili’s NDC

The National Democratic Congress (NDC) has been de-registered.

Registrar of Societies canceled the registration certificate following a High Court ruling of 16th July 2019, in a matter where some members of the NDC took each other to court.

Home Affairs Public Relations Officer Nephas Chifuta disclosed said this in a statement today.

Mr Chifuta said in view of the court ruling the office of the Registrar of Societies has invoked section 13 (2) (a) of the societies Act Cap 19 of the laws of Zambia and canceled the registration certificate of the NDC.

Mr Chifuta said the NDC ceased to exist on August 21st, 2019.

He said that all members of the defunct NDC are advised to desist from conducting any activities.

Mr Chifuta said that anyone that will disregard the cancellation will be dealt with by the law.

WEEKEND SCORECARD: Juselic favourite for Chipolopolo job

The Football Association of Zambia has reportedly settled on Veselin Jelusic as new Chipolopolo coach.

According to The Times of Zambia, the Serbian is set to be unveiled this week as permanent replacement for Belgian Sven Vandenbroeck whose contract was not renewed in March.

The much-travelled Jelusic’s last appointment was at Bloemfontein Celtic whom he dumped in June,2018 .

He also enjoyed a long spell as Botswana coach.

Jelusic’s first competitive test, should his appointment be ratified, will be against his compatriot Kosta Papic, who is eSwatini coach, on September 20 in a 2019 CHAN second round qualifier away in Manzini.

Zambian High Commission in South Africa issues travel warning for Zambian truck drivers

The Zambia High Commission in South Africa has observed with concern reports of some Zambian Truck Drivers being threatened with violence following a planed National wide work stoppage by the South African Truck Drivers.

According to the information made available to the Zambian Mission, some Zambian Truck Drivers have faced physical attacks and threats from their South African counterparts who are fighting for better conditions of services from their employers.

So far, a notice from unidentified Association alleging to represent South Africa Truck Drivers has been issued calling for nationwide work stoppage among South Africa drivers from 2nd September.

It is with this background that the Mission would like to advise all Zambian Truck Drivers who are scheduled to travel to South Africa on the mentioned date not to do so until security is guaranteed.

The Mission has also advised Zambian Truck Drivers who will enter or would be working in South Africa on the 2nd September 2019 to park their trucks in safe and secure designated places in order avoid loss of life and property.

The Mission has in the past engaged the Department of International Relations DIRCO on the safety of Zambian Truck drivers and assured the Mission of tight security measures that the South African Government was putting in place.

New Nurses still not on Payroll, despite President Lungu’s directive to hire them 4 months ago

There is growing frustration among newly recruited nurses in the country due to delays by the government to put them on the payroll.

On President Edgar Lungu’s directive, the Ministry of Health four months ago employed 3,000 nurses who have been deployed countrywide.

However, four months since their deployment, the nurses have not been put on the payroll resulting in some of the leaving their work stations.

Information gathered has also revealed that some nurses have been advised by their supervisors to go back home and report back for work when they are put on the payroll.

And some nurses talked to have lamented that life has been difficult the last four months as they cannot but themselves food.

“We are now depending on our parents and Guardians for survival despite being employed, this is unfair. We are now employed and we should be the ones taking care of our parents”, the lamented.

But Ministry of Health Permanent Secretary Administration Dr Kennedy Malama has assured that the nurses will soon be put on the payroll.

Dr Malama said negotiations have advanced between the Ministry of Health and the Ministry of Finance over the matter.

He acknowledged the difficulties nurses are facing and commended them for their commitment to work and patience despite delays to put them on the payroll.

Finance Minister Dr. Bwalya Ng’andu has said Zambia is making progress in the implementation of fiscal consolidation measures.

He has reiterated the Government’s steadfastness in implementing austerity measures; effectively managing debt; and, ensuring that the Economic Stabilisation and Growth Programme [ESGP] remains on course in line with the country’s stabilisation and growth aspirations.

Dr. Ng’andu has said results of the registered progress will continue to be shared with the public on a quarterly basis.

The Minister was sharing his reflections on some of the issues of critical importance that are on his table. He called for all players in the economic sector to pull in one direction and reiterated his resolve to tackle the tasks given to him by President Edgar Lungu such as returning the economy to fiscal health, achieving sustained fiscal consolidation and registering growth.

He said among the measures taken to register progress in the implementation of austerity measures is the stoppage of commercial loan contraction; re-scoping of existing non-critical projects by redesigning them in order to trim their estimated costs; and, the on-going identification and compilation of data on projects that will be stopped or postponed.

Dr. Ng’andu further said the recently approved supplementary budget by parliamentary in which figures were realigned within the total estimates for the current budget [approved by parliament in December, 2018] is a clear demonstration of the effort that the Government is making to realign expenditure and apply resources to priority programmes.

He stressed that the recent approval of the supplementary budget by Parliament gives the treasury authority to realign expenditure from non-priority to priority programmes, within the scope of the total budget approved for 2019.

“We did not request for additional resources from Parliament,” Dr. Ng’andu assured, and added that, “within the context of expenditure realignment, there are certain activities that we will sustain like those related to education, health, social welfare and other essential services.”

ZNFU opposes reintroduction of Maize price control

The Zambia National Farmers’ Union (ZNFU) says it is saddened by the reintroduction of price controls of maize by Minister of Agriculture Michael Katambo.

And the Farmers body has described Mr Katambo as the Minster of Millers.

The Union says it would like to disassociate itself from such acts as it has always believed in a free market environment.

“As such, the ZNFU would like to disassociate itself too from being party to the consultation process of the reintroduction of price controls of maize,” ZNFU President Jervis Zimba said.

“We are aware that the Minister met with Stockfeed Producers, Millers and Traders who were threatened or coerced to impose the price of K130 per 50kg bag of maize with the full support of the Food Reserve Agency (FRA), which was the basis of price controls.”

“In this vain, the Union has called for an urgent meeting of farmers this week to chart the way forward on the reintroduction of maize price controls by Government, and the nation shall be informed of the outcome of the meeting.”

HH is behind the Mealie Meal Crisis, he is conniving with milling companies to hike the prices -Katambo

Agriculture Minister Michael Katambo believes that opposition leader Hakainde Hichilema is conniving with milling companies to hike the price of mealie meal.

But Zambia National Farmers Union President Jervis Zimba says linking Mr Hichilema to the mealie-meal crisis will not help solve the problem.

According to people close to Mr Katambo, the Minister says he has evidence to link Mr Hichilema to the mealie meal price hikes.

“Minister Katambo is convinced that HH is the one behind this whole thing saying he wants to use the mealie meal situation to make the PF government unpopular. The Minister says HH is hoping the PF will go out of government because of mealie meal after a public revolt,” the sources revealed.

The sources who work with Mr Katambo at the Ministry of Agriculture Headquarters revealed that the Minister has been going around claiming that Mr Hichilema is one of the major investors in most of the big milling plants in the country.

They disclosed that Mr Katambo is also accusing Mr Hichilema of conspiring with rich commercial farmers to hold Maize and starve the milling plants in order to cause an artificial shortage.

“The Minister is telling everyone that HH is an investor in these milling plants such as Simba Milling and that he is now using his business muscle to trigger price hikes.”

They added, “ The Minister believes the commercial farmers who are very influential are in the pocket of HH, he tells them what to do and they listen. So as far as the Minister is concerned, this whole mealie meal crisis is HH’s making.”

The sources added that the Minister is convinced that Mr Hichilema has a hand in the crisis following reports of Mealie meal shortages in Monze.

“The Minister has come out very strongly against that video that emerged from Monze with people fighting to buy bags of mealie meal in a supermarket, he believes all that is the work of HH and the UPND.”

But who asked for a comment, ZNFU President Jervis Zimba said linking Mr Hichilema to the mealie meal crisis is not the solution.

“For me i don’t care what they said about HH, what is important is the Farmer should get the right price of the crop. The Ministry should stabilize the market by removing price controls on the Maize,” Mr Zimba said.

The panic buying of mealie meal in Monze District was stage-managed-Kabwe

Disaster Management and Mitigation Unit (DMMU) National Coordinator, in the Office of the Vice President, Chanda Kabwe, says the panic buying of mealie meal in Monze District, Southern Province, is stage-managed.

Mr. Kabwe says Government will not tolerate political players that incite people with a view of showing the rest of the world that things in Zambia are out of control.

The DMMU National Coordinator says Government is aware of the scheme to create a bad impression of the country adding that architects will face the wrath of the law.

Mr. Kabwe says Government is distributing 100 metric tonnes of mealie meal every month in all affected provinces including Monze.

He says mealie meal was on Saturday, August 24, 2019, distributed in Nega Nega, in Monze District.

The DMMU National Coordinator says a week ago, himself and the Minister in the Office of the Vice President, Hon Olipah Phiri, oversaw feeding of livestock in the same district.

Mr. Kabwe says a story recently emerged from Monze that Government was giving maize bran or stockfeed for human consumption when infact it was meant for livestock as grazing land has dried up in Southern Province.

He has since called on all well meaning Zambians not to panic as Government is responding to their plight effectively.

This is contained in a statement released by First Secretary Press and Tourism at the Zambian Mission in India Bangwe Naviley.

The Constitution cannot be amended based on mere public or social media suggestions-Lubinda

Justice Minister Given Lubinda has said that the Constitution cannot be amended based on mere public or social media suggestions. Mr. Lubinda has asked Zambians who wish to air their views and opinions on the Constitution amendment process to direct them to Parliament.

Mr Lubinda said that Parliament has given the longest period for considerations and people must take the opportunity.

Mr. Lubinda said that the government is also constructing more prisons to address congestion in Correctional facilities adding that President Lungu will soon commission Correctional facilities in Mwembeshi.

Mr Lubinda was during the commemorations of International prayer day for inmates at Good Shepard Catholic Church in Lusaka.

And Good Shepard Parish Priest Mark Mawere called on Zambians to be United and accept each other’s differences.

Fr Mawere said inmates saving a sentence must use the period to reflect because any citizen who breaks the law must face consequences.

Meanwhile, the Government Parliamentary Chief Whip Brian Mundubile has said that government will not allow minority grouping to derail the submissions on the Constitution of Zambia (Amendment) Bill Number 10.

Mr. Mundubile,who is also Patriotic Front chairperson for legal, said that the amendment of Bill number 10 requires objectivity and constructive deliberations.

He observed that there is need for people to look beyond politics and contribute positively towards the amendment process.

Mr Mundubile said this during a press briefing held in Mporokoso District. Mr Mundubile, who is also Mporokoso Member of Parliament, explained the need for people to come together to dialogue further on possible constitutional amendments through the Parliamentary Select committee.

And, He said the National Dialogue Forum (NDF) was widely consultative and represented the majority Zambians.

Meanwhile, New Congress Party President Peter Chanda praised President Edgar Lungu for spearheading a people-driven constitution.

Mr. Chanda noted that the amendment of Bill Number 10 of the constitution will enhance the growth of the country’s political atmosphere.

Rampant Mealie meal smuggling sign of failed leadership on the Copperbelt-Residents

Some residents of the Copperbelt have heaped the blame on the massive wave of smuggling of Mealie meal into the Congo DR to failure by the leadership in the province to control the situation.

In random interviews in selected towns of Ndola, Chingola, Mufulira and Chililabombwe, the residents feared that Copperbelt might face mealie meal shortages if smuggling is not curtailed.

Evaristo Mbewe, 51, a resident of Chingola said he has never experienced the scale of smuggling of mealie meal than what is currently happening.

Mr Mbewe, a small scale miner said the Provincial Administration led by Minister Japhen Mwakalombe and Permanent Secretary Bright Nundwe have lamentably failed to control smuggling.

“I have lived here for more than 42 years. Yes, even under Kaunda we had smuggling but what I am seeing today is something I have never seen before. Bags of mealie meal are leaving this Province in the night and in the day using illegal paths on bicycles, wheelbarrows and trucks. The situation is totally out of control,” Mr Mbewe said.

And Mary Nondo of Ndola wondered why it had to take Home Affairs Minister Stephen Kampyongo to come and summon Millers on the Copperbelt over the smuggling issue.

“This goes to show that the people we have here on the Copperbelt are sleeping. Why does it have to take Mr Kampyongo to take steps to arrest the situation? Where was the P.S all this time when mealie meal was flying out of the Province?” she questioned.

Ms. Nondo further claimed that some leaders in the Patriotic Front on the Copperbelt could be benefitting from the smuggling cartels.
“They are failing to act before they are benefiting but is not fair but it is us the ordinary people suffering. The prices have gone up too much because of this same smuggling.”

Meanwhile, a youth of Mufulira has suggested that the Zambian government and their DRC counterpart should enter into a formalized government to government deal over mealie meal exports.

“We saw this happen when Bowman Lusambo was Minister for Copperbelt, he negotiated with the Ministry of Agriculture and the regional government in Katanga and Zambian millers started exporting legally into the Congo and that brought down the level of smuggling, we even saw then Minister of Agriculture Dora Siliya touring Kasumbalesa in the company of Mr Lusambo to ensure that the exports were moving smoothly,” said Peter Chipulu.

Chipulu also blamed the Provincial leadership for failing to protect the interest of the people of the Copperbelt.

“They are in those office but they are clueless on what needs to be done. Both the Minister and the P.S have just been watching this situation escalate, they cannot even do night patrols the way Bowman Lusambo and P.S Sikwela used to do. I remember in their efforts to control smuggling, Bowman Lusambo and his P.S were caught up in gun fire around 01: Hours at the boarder, that is the commitment we are looking for on this issue and not just sitting in those comfortable offices drinking coffee.”

Zesco United coach George Lwandamina says stubborn Green Mamba did not give his team space to breathe in preliminary round of the 2019/2020 CAF Champions League despite eliminating the eSwatini champions from the competition.

Zesco beat Green Mamba 1-0 at home in Ndola on August 24 to advance 3-0 on aggregate to September’s pre-group stage of Africa’s premier club cup tournament.

Striker Jesse Were’s 14th minute goal at Levy Mwanawasa Stadium sealed Zesco passage but not before Green Mamba tested Zesco’s resilience that saw the post deny Mxolisi Mkhoto a goal in 44th minute and later Linda Kambule nodded the ball inches wide on the far post in the 83rd minute.

“We anticipated that this game was going to be tough. Even in the first leg Green Mamba put in a lot of effort but we managed to create chances and we converted them,” Lwandamina said.

“Equally in today’s game they threw in nearly everything at us but we resisted. But we managed to score-in fact from a half chance. So, all in all, it was an exciting game.”

Zesco advance to the pre-group stage where Lwandamina has a reunion against his former team Young Africans of Tanzania.

Lwandamina coached Yanga from 2016 to 2018 after leaving Zesco before returning to the Ndola giants in April last year.
