Racheal Kundananji has voiced her full support for the recent statement by Muzala Samukonga, the 2024 Olympic bronze medalist, regarding the ongoing issue of unpaid allowances to Zambian sportsmen and women. Kundananji echoed Samukonga’s concerns, highlighting broader issues within the management of sports in Zambia.

In a detailed statement, Kundananji pointed out discrepancies in the Ministry of Sports’ recent announcement that all sportsmen and women had received their allowances, with only the winning bonuses still pending. She refuted these claims, stating that, contrary to the ministry’s assertions, she and many of her fellow athletes have not received any payments. These allowances, she stressed, are critical for covering training expenses, transport costs, and daily living expenses.

“This situation is deeply concerning,” Kundananji said. “Many athletes have families to support, and the lack of financial support from the Ministry significantly hinders our ability to train effectively and represent Zambia with the dedication and honor it deserves on the global stage.”

Kundananji also expressed frustration with the Ministry of Sports for misleading the public with false information. She emphasized that no allowances have been paid to the athletes who participated in the Paris 2024 Olympic Games, despite the ministry’s claims on August 23, 2024. “If the Ministry maintains that payments have been made, then we would not need to raise these issues on social media. The promises without action are not enough to feed our families,” she said.

Kundananji further highlighted that the Women’s National Football Team has also not been paid for their participation in various international competitions, including those in Angola, Ghana, Morocco, and the Olympics.

Addressing the broader issues within sports management in Zambia, Kundananji called for urgent reforms, including the appointment of individuals with a strong background in sports to lead the country’s sports administration. She argued that the current lack of expertise has led to inefficient resource allocation, inadequate support for athletes, and a lack of strategic vision for the future of sports in Zambia.

“Effective sports management should be led by individuals who possess firsthand experience and a profound understanding of the unique challenges faced by athletes,” she said. “Regrettably, the current administration seems to lack this crucial expertise, resulting in decisions that fail to meet the needs of athletes or contribute to the growth and development of sports in Zambia.”

Kundananji concluded by urging the Ministry of Sports to address these issues urgently and to ensure that athletes are adequately supported. “We challenge the Ministry to involve professionals with genuine sports knowledge and to pay what is due to all sportsmen and women. By doing so, we can ensure that Zambia achieves greater success in sports,” she said.

Echoing Samukonga’s sentiments, Kundananji reaffirmed her commitment to representing Zambia to the best of her abilities and expressed hope that the necessary steps will be taken to improve the management and support of sports in the country.

CLARIFICATION FOLLOW UP WITH THE STATEMENT BY MUZALA SAMUKONGA

I am writing to express my full support for the statement made by Muzala Samukonga the 2024 400m Olympics Bronze medalist regarding the unpaid allowances to the Zambian sports men and women and the broader issues facing the management of sports in our country.

As Muzala Samukonga rightly pointed out, the Ministry of Sports recently announced that all sports men and women have received their allowances, with only the winning bonuses still pending. This announcement has also been echoed by some self proclaimed social media influencers and bloggers. However, contrary to these claims, I must clarify that, like many of my fellow athletes, I have not received any such payment from the Ministry of Sports to be specific as they said that they’ve paid us. This situation is deeply concerning as these allowances are vital for covering most of these sports men and women training expenses, transport costs, and day-to-day living expenses. Many athletes have families to support and the lack of financial support from the Ministry significantly hinders the ability to train effectively and represent Zambia with the dedication and honor it deserves on the global stage but with such behavior from the leaders is disheartening,it is unfortunate that athletes will stop accepting national duties as they do not get treated as they are supposed to be treated and on top of it they are not paid allowance and winning bonuses the Sports Minister Mr Elvis claims to give them.

The statement from the Ministry of Sports is, therefore, misleading the general public and giving them false information.

As athletes we are rightfully claiming that which is ours, NO allowances have been paid to the athletes who participated in the Paris 2024 Olympic Games, as claimed on August 23, 2024. If the Ministry maintains that payments have been made,if dues were compensated in our accounts,we won’t have time to come on social media and talk about this but since the Ministry is giving the general public false news we are left with no option but to clarify the issue, going forward the habit of making statements to the general public from the Ministry of sports that they give athletes winning bonuses amounting from $2500-$5000 winning bonuses should come to an end,as it has never happened and families together with friends think that we do pocket the money to ourselves, the Ministry should be taking action and not only saying things. We have been listening to the same stories for a long time and it all ends in promises without action. Are we going to be feeding our families the promises from the ministry? The Women’s National team players haven’t been paid from the Angola,Ghana, Morocco and Olympics competitions respectively.

If the people in the offices are not getting paid, to be specific everyone under the Ministry of Sports, will they continue to work? The ministry of Sports is there because of us sports Men and Women which means they have to meet our needs and give us what is rightfully ours and we will also do our job.
Furthermore, I want to echo the concerns raised about the current state of sports management in Zambia. It has become increasingly apparent that there is a significant lack of individuals with a strong background in sports within the country’s sports administration. This deficiency has led to numerous challenges, including inefficient resource allocation, inadequate support for sportsmen and women, and a lack of strategic vision for the future of sports in our nation.

Effective sports management should be led by individuals who possess firsthand experience and a profound understanding of the unique challenges faced by athletes. Regrettably, the current administration seems to lack this crucial expertise, resulting in decisions that fail to meet the needs of athletes or contribute to the growth and development of sports in Zambia. Such mismanagement is not only detrimental to the athletes but also undermines the country’s potential to excel in international competitions and achieve the results that our citizens rightfully expect as the country has a lot of individual of the potential to stand out at the glabol stage. A strong sport administration should have individuals who have a strong background in sports as this will help the country to grow because those individuals with a strong background of sport do know the challenges faced by sportsmen and women.

We challenge the Ministry to address these issues urgently. It is imperative to involve professionals with genuine sports knowledge. Pay due to all sportsmen and women and put experienced individuals who are committed to creating an environment that supports and enhances the performance of athletes. By doing so, we can ensure that athletes are adequately supported and that Zambia can achieve greater success in sports. If these concerns are ignored, we risk stifling the dreams of young aspiring athletes who wish to make their mark on the world stage.

Just as Samukonga said “As athletes, we remain steadfast in our commitment to representing Zambia to the best of our abilities and hope that the necessary steps will be taken to improve the management and support of sports in our country”.

SUN Pharmaceuticals Saga Continues

SUN PHARMACEUTICALS SAGA, continues, a detailed Article alleging serious misconduct by various individuals and accusing them of abuse of authority with the involvement of the Attorney General’s Chambers. The allegations stem from a lengthy legal battle that began with litigation initiated by the Development Bank of Zambia, later joined by the Government of Zambia, spanning from 1995 to 2007. SUN Pharmaceuticals ultimately prevailed in court, with a judgment in their favor. In September 2022, the Ministry of Justice confirmed the amount owed to the company under the High Court ruling as CHF 117,323,378.45.

Sun Pharmaceuticals was engaged in litigation – initially brought by the Development Bank of Zambia and later joined by the Government of Zambia – from 1995 to 2007. In June 2007, after a public trial in the Ndola High Court, two appeals to the Supreme Court and a final determination by the Lusaka High Court (under the supervision of the Supreme Court), the matter was finally conclusively decided in Sun Pharmaceuticals’ favour.

On 27th September 2022, the Ministry of Justice wrote to Sun Pharmaceuticals Ltd, after an independent revalidation of the Judgment Debt outstanding balances, confirming the total sum due under the High Court Judgment as CHF 117,323,378.45 as of 31st August 2022.

Within 48 hours of receiving the letter, the company’s directors and their liaison have alleged in court documents that they were abducted in Lusaka and placed under duress in an attempt to make them sign documents relinquishing their interest in Sun Pharmaceutical Limited. The incident was reported to the police, who apprehended some of the abductors the following day but subsequently released them. In a letter dated February 27, 2023, addressed to the Inspector General of Police, the Sadhus’ legal representatives stated:

“Our clients instruct that it is evident from the interrogations they were subjected to while in captivity and the attempt to get them to sign a document under duress that the interrogators were acting on instructions from the Kalenga family who appear to have employed the State machinery for their own purposes vis to achieve what they failed to achieve in the civil actions against our clients before the High Court and Supreme Court.”

They also state, “We further understand from our clients that Rashid Munali threatened one of our clients – Vinod Sadhu in full view of the officer in charge at Chelstone Police station that he would “liquidate” him.”

In a separate letter to Chelstone Police Station, their lawyers stated:

“We further understand that the next morning as they were waiting at the reception area after being released from incarceration, Bernard Phiri who we understand was an off-duty police officer from Sesheke Police was brought back to the station to pressure our clients to settle the matter with the Kalenga family. We understand that Bernard Phiri was later joined by Munali Rashid, Malambo and another officer.”

“Our instructions are in the premises to inquire from you the status of the matter which resulted in Rashid and Malambo being detained in police custody. Note that our clients are complainants in the said matter arising from their abduction.”

Subsequently, after various follow-ups with the authorities, Sadhus and their liaison participated in extensive interviews and recorded their statements at Police Service Headquarters in Lusaka on 27th March and 4th April 2023. The trial in their civil claim for their abduction commences in October 2024.

Despite the decisions of the High Court, Court of Appeal, and Supreme Court upholding the Sadhus as the rightful owners of the Company, the Kalengas and their associates continue to run a campaign to defame Sun Pharmaceuticals and its owners, the Sadhus. This campaign serves as a tool to obscure the intense and unlawful pressure placed on the Company, such as through the abuse of illegal restriction notices and the improper use of the courts, to force it to give up the benefits of the judgment. These actions are being carried out by people with close connections to the state machinery, who have no rightful claim to the judgment.

After the abduction did not succeed, Sun Pharmaceuticals Ltd was the target of another instance of misuse of state machinery to unlawfully change the company’s shareholder records at PACRA, Zambia’s corporate registry, in an attempt to undermine the Judicial Rulings. PACRA, the custodian of company records, at the instigation of the Kalengas proxies, would demand that the company produce documents extending back 61 years before independence, which was deemed unlawful by the company lawyers. Officers allegedly involved in the abduction were equally involved in misusing their authority in this instance, though they failed to alter the share register as sought by the Kalengas.

Meanwhile, the Company had written to the Ministry of Justice on 25th January 2023, demanding payment of the Judgment Debt, to which the Permanent Secretary of the Ministry of Justice replied on 7th February 2023:

“Please note that we received guidance from the Anti-Corruption Commission to remit all scheduled payments in this matter to an Escrow Account pending the conclusion of their investigations. Accordingly, we await further guidance from the Anti-Corruption Commission.”

In response, Mr. Vinod Sadhu, writing for Sun Pharmaceuticals, addressed the Attorney General of Zambia on February 22, 2023, stating:

“We have consulted our legal counsel in this matter and have been advised that since the debt herein arises from a Judgment of the High Court, the Anti-Corruption Commission has no power to stop payment of the Judgment debt as only the High Court itself can stay execution of its Judgment.

The directive from the Anti-Corruption Commission to the Ministry of Justice to remit all scheduled payments in this matter to an Escrow Account is therefore illegal and as the Anti-Corruption Commission has no such powers under the Anti-Corruption Commission Act.
We therefore shall be grateful for your intervention in this matter as clearly the Anti-Corruption Commission is engaging in lawlessness which your office as Chief Legal Advisor of the Government should not condone if you are to uphold the Rule of Law in Zambia.

We shall be grateful for your urgent attention to this matter”

Thereafter, Simeza Sangwa and Associates continued to pursue the Attorney General’s Chambers and the Anti-Corruption Commission to ensure compliance with the court judgment. Following numerous follow-ups and correspondence, the Anti-Corruption ommission rescinded its illegal directive to the Ministry of Justice on 24th November 2023.

Lewis Mosho is not always successful, and the flame of justice still burns in some Zambian courts.

More recently, Kalenga’s recruited the infamous Lewis Mosho, who, in his usual fashion, employed the tact of obtaining ex-parte orders appointing Provisional Liquidators to take over the company. This he did, along with Bwalya Sampa Legal practitioners, by an action at Ndola in which Tresphord Kabanga was appointed Provisional Liquidator, followed by a consent order, with no knowledge to the Company directors or shareholders. The Company only came to learn about the ex parte orders through their own sources and after discovering a letter from Keith Mweemba Advocates, purporting to represent Sun Pharmaceuticals Ltd, addressed to Attorney General Chambers demanding that payment of the Judgment debt due to Sun Pharmaceuticals be paid to Keith Mweemba’s account held with First National Bank, Manda Hill Branch.

Quick action by Sun Pharmaceuticals’ Lawyers, Messrs Simeza, Sangwa & Associates, saved the company as the order was stayed.

Lewis Mosho and group, unrelenting, moved to the Livingstone High Court alongside Bernard Kang’omge Associates, where he again obtained an ex-parte order appointing the Administrator General as Interim Business Rescue Administrator. This order, too, would not be served on directors or shareholders of Sun Pharmaceuticals Limited but was served on the Administrator General, Attorney General, Solicitor General, Permanent Secretary Ministry of Justice, Inspector General of Police, Commissioner CID Police and Accountant General, Ministry of Finance, to facilitate the diversion of the compensation fund payments away from the actual beneficiaries.

The intention was to have the same Tresphord Kabanga whose appointment as provisional liquidator had been stayed, now appointed Business Rescue Administrator via a default Judgment, but again, upon learning of the litigation through its sources, quick action by Simeza, Sangwa & Associates acting for Sun Pharmaceuticals rescued the company from Lewis Mosho days before default Judgment was to be entered.
Sadly, the Attorney General’s chambers appear to have been recruited in this saga, as they were at the centre of the appointment of the Administrator General, through whom the monies due to Sun Pharmaceuticals from the Ministry of Finance were to be channelled and then diverted elsewhere.

Earlier, on 15th March 2024, following one of the ex-parte orders obtained by Lewis Mosho, Keith Mweemba Advocates wrote to the Ministry of Justice and the Inspector General of Police, asking them to pay the Judgment debt due to Sun Pharmaceuticals to Keith Mweemba’s bank accounts at First National Bank, Manda Hill, and not Sun Pharmaceuticals.

At the time Keith Mweemba wrote the letter to the Ministry of Justice, the Zambia Police Service had unlawfully blocked any payments of the said Judgment sum on the grounds that they were still investigating the matter.

Shortly after Keith Mweemba Advocates demanded, the Ministry of Justice received a letter on 18th March 2024 (purportedly dated 11th March) in which the Police Commissioner Yuyi Mwale suddenly lifted the restriction on paying out the funds belonging to Sun Pharmaceuticals.

These orchestrated actions, with tight coordination and timing between police officers and the Ministry of Justice, have linked a senior officer in the Attorney General’s chambers with the Lewis Mosho and Kalenga group to divert the compensation fund payments due to Sun Pharmaceuticals to Keith Mweemba’s account.

Justice M.M Wina, in her ruling 2024/HL/29 dated 23rd July 2024, discharging the Exparte Order granted in April 2024, ruled:

“For the avoidance of doubt, having ruled that this matter is indeed statute-barred, the Ex Parte Order granted by the Court on 16th April 2024 appointing the Administrator General of the Republic of Zambia the Official Receiver as Interim Business Rescue Administrator is hereby discharged and this matter is therefore dismissed for being statute barred.”

Following the dismissal of the case by the High Court at Livingstone, Sun Pharmaceuticals Ltd have demanded a full account of all actions taken, monies received or paid out in the name of Sun Pharmaceuticals Limited during the period when Lewis Mosho’s ex parte order appointing the Administrator General as Interim Administrator was in place. The company has demanded that the Administrator General render an account to include all receipts and payments made and where funds have been disbursed, at whose instance.

Simeza Sangwa Associates further wrote to the Permanent Sectary, Ministry of Justice, on 22nd August 2024, asking for a detailed statement showing funds paid out to an escrow account and other payments made under the Judgment.

Minister of Water and Sanitation Orders Timely Completion of Water Projects Amid Dry Spell Crisis

The Minister of Water and Sanitation, Collins Nzovu, has issued a firm directive to contractors and water utilities across the country, demanding the timely completion of all ongoing water and sanitation projects. In light of the ongoing dry spell affecting various parts of Zambia, the minister emphasized that there would be no extensions granted for these critical projects, warning that non-compliance will result in serious consequences.

During a tour of water and sanitation projects in Chililabombwe, Minister Nzovu expressed the urgency of the situation, describing the country as being under a state of emergency due to the severe water crisis. He instructed water companies and contractors to operate around the clock to alleviate the challenges caused by the prolonged dry spell.

“The government expects water companies and contractors to work 24/7 to resolve the water crisis facing some parts of the country,” said Mr. Nzovu. He also appealed to the public to refrain from disposing of waste in sewer lines, as this practice could trigger cholera outbreaks, further complicating the already dire situation.

The minister’s visit included an inspection of the rehabilitation works at the Kafue Raw Water Intake, managed by Mulonga Water and Sanitation Company. The project, which involves the restoration of a water facility with a capacity of over thirty thousand cubic liters, is being handled by China Henan International Cooperation Group (CHICO).

ZHOU Xiaozhan, a representative of CHICO, assured the minister that the company would collaborate closely with Mulonga Water and Sanitation Company to expedite the rehabilitation efforts.

Local leaders, including Chililabombwe District Commissioner Precious Njekwa and Mayor Lucky Sichone, expressed optimism that the minister’s familiarization tour would lead to tangible improvements in addressing the water challenges faced by the district.

As the government intensifies its response to the water crisis, Minister Nzovu’s directive highlights the critical need for efficient and timely execution of water and sanitation projects to safeguard public health and ensure access to clean water during this challenging period.

President Hichilema Engages Xinjiang Uyghur Regional Leaders

President Hakainde Hichilema concluded a productive day of engagements with a key meeting alongside the Xinjiang Uyghur regional leaders of the Communist Party of China (CPC). ERB Maintains Petroleum Products For September

The Energy Regulation Board (ERB) has announced that the pump prices for petroleum products will remain unchanged for the month of September. ERB Board Chairperson, James Banda, confirmed that the prices of petrol, diesel, kerosene, and Jet A-1 fuel will stay at their current levels until further notice.

According to the ERB’s statement, petrol will continue to be sold at K33.47 per liter, diesel at K30.05 per liter, kerosene at K27.52 per liter, and Jet A-1 at K30.53 per liter.

Mr. Banda explained that the decision to maintain the current pump prices is due to minimal changes in the wholesale prices of petroleum products during August. The variations were less than the 2.5% threshold required to trigger a price adjustment.

During the review period, global oil prices saw a decline, while the Zambian Kwacha depreciated against the United States Dollar. The reduction in international oil prices was largely driven by production uncertainties within the Organization of the Petroleum Exporting Countries (OPEC+), unclear global economic conditions, and fluctuating demand forecasts from major oil-consuming nations.

However, Mr. Banda highlighted that the gains from lower international oil prices were offset by the depreciation of the Kwacha against the Dollar. The local currency weakened by 1.88% in August, falling from K26.01/USD to K26.50/USD. This depreciation, coupled with increased import cash premiums for petroleum products, contributed to the decision to maintain pump prices.

“The gains from the fall in international prices were negated by the depreciation in the exchange rate between the Kwacha and the United States Dollar and also the increase in import cash premiums of petroleum products,” Mr. Banda stated.

The ERB emphasized that the current pump prices will remain in effect until any further revisions are made.

A certified paralegal practitioner, Emmanuel Hazemba has urged Zambians to clearly understand the distinctive roles that Members of Parliament (MPs), District Commissioners (DCs), Civic leaders and other public office bearers play in the broader governance system.

Mr Hazemba explained that these mentioned public office bearers play different but complementary roles in ensuring that development is delivered in their respective areas.

He has since expressed great concern with the seemingly lack of genuine desire by some members of the public to understand the distinctive roles and the jurisdiction of public office bearers and the now established Sub-District in the development of their respective areas.

ZANIS reports that Mr Hazemba observed that despite the remarkable strides made in the implementation of the Decentralisation Policy by the government, some communities seem not to understand the ‘Bottom –UP’ approach in the development processes of their areas.

The certified paralegal practitioner has since implored local authorities across the country to effectively use their Public Relations Units at their disposal in the dissemination of information on the existence of the Sub-District structures.

He cited the formation of the Ward Development Committees (WDCs), Community Welfare Assistance Committees (CWACs) and the recently reconstituted Zonal and Satellite Disaster Management Committees (SDMCs) as crucial in actualising the Decentralisation Policy.

Mr Hazemba pointed out that sub-district structures are key in spearheading development, enumeration of vulnerable households on various social protection programmes and addressing minor disasters in their localities.

He has since implored members of the public to take keen interest in the prudent utilization of the expanded Constituency Development Fund (CDF) especially the disbursement criteria of loans and grants to cooperatives.

Zambia to Establish Investment Company for 30% Stake in Critical Minerals Production

Zambia plans to create an investment company that will hold at least a 30% stake in the production of critical minerals from future mining projects, Mines Minister Paul Kabuswe announced on Thursday. This move is part of a broader strategy to ensure the country maximizes the benefits from its rich deposits of metals essential for the global energy transition.

As Africa’s second-largest copper producer, Zambia is aiming to more than quadruple its copper output by early in the next decade. The country also boasts significant deposits of cobalt, graphite, and lithium, all of which are vital for the production of batteries and other clean energy technologies.

Under the new plan, the government will establish a special purpose vehicle (SPV) to invest in critical minerals. This SPV will operate under a “production sharing mechanism” that guarantees a minimum 30% of the output from new mining projects is reserved for the state, according to the framework document unveiled by Kabuswe in Lusaka.

Major international mining companies, including Barrick Gold Corp., First Quantum Minerals Ltd., and China Nonferrous Mining Corp., are currently investing in their Zambian copper projects. The government is also relying on the Konkola and Mopani copper mines, controlled by Vedanta Resources Ltd. and Abu Dhabi’s International Resources Holding, respectively, to significantly ramp up production.

To meet its ambitious goal of producing 3 million tons of copper annually by 2031, Zambia’s existing mines will need to double their output to about 1.4 million tons, according to a separate report from the Ministry of Mines. The unexpected decision has raised concerns about the company’s future operations in Zambia.

The Zambian government, which also revealed plans on Thursday to establish a new state-controlled company to hold a 30% stake in all future mining projects, did not provide a reason for denying the license renewal. Midnight Sun Mining reported that the exploration rights for Kazhiba had been awarded to another company, though details on the recipient were not disclosed. As a result, the Canadian junior miner has suspended all work at Kazhiba but hinted at a possible appeal.

“While we are disappointed in the current situation, we do believe it will be rectified,” said Midnight Sun CEO Al Fabbro in a press release. “We are taking all possible steps to expedite a swift resolution so that we can resume our exploration at Kazhiba.”

The news sent Midnight Sun’s shares plummeting 11% on the Toronto Stock Exchange, closing at C$0.355 per share, bringing the company’s market capitalization to C$58.7 million ($43.5 million).

Kazhiba: A High-Potential Copper Target

One of the initial discovery holes intersected 11.3 meters of copper grading 5.71%, a promising result for the company.

Midnight Sun had planned to conduct further exploration at Kazhiba this year, aiming to define its copper oxide resources and assess potential feed sources for the nearby Kansanshi mine. The company had applied to renew the Kazhiba license for a final three-year extension, as allowed under Zambian mining law.

No Formal Notice from Zambian Authorities

Despite submitting its application, Midnight Sun stated that Zambia’s mining licensing committee rejected the renewal in June without issuing a formal notice. Instead, the decision was quietly posted on the committee’s website. Other Projects Unaffected

While the Kazhiba setback is significant, Midnight Sun assured investors that its other two Zambian licenses remain unaffected. ZESCO Limited has commenced the installation of diesel-powered generators at key markets across Lusaka, including Soweto Market, Nyumba Yanga, and Chilenje Market, as part of short-term measures to address the ongoing energy crisis and ensure uninterrupted power supply to essential services.

This follows the announcement made by Ministry of Energy Permanent Secretary, Peter Mumba, on Friday, August 30, 2024, confirming the arrival of nine out of twenty-three diesel generators procured by the government. These generators are intended to mitigate the power shortages currently affecting the country.

“Citizens may wish to note that the first consignment of nine diesel generators has now arrived in the country, while the remaining fourteen are expected to arrive next week,” Mr. Mumba stated during the National Energy Briefing held at the Energy Regulation Board Head Office in Lusaka.

The Permanent Secretary further explained that the installation process would begin immediately, with two generators each being set up at Chilenje and Nyumba Yanga markets, and another two at Soweto Market. The installation of all 23 generators is expected to be completed by September 30, 2024.

Water Crisis deepens in Luanshya

Former Luanshya Mayor Nathan Chanda has appealed to Kafubu Water and Sanitation Company (KWSC) to address the water crisis in Luanshya district on the copperbelt province of Zambia.

Mr Chanda said water blues have hit Luanshya for almost a week especially in the areas such
like Roan and Mpatamatu townships where there is also bad and poor quality of water in some cases.

“Am very much aware that the permanent solution to water challenges in Luanshya is the coming on board of Kafulafuta dam a project which we started and is near commissioning.

But in the intermediate we had Kafubu Sustainable Water and Sanitation Improvement Project / DANIDA funded project progresses in Luanshya.

The $104 million Danish International Development Agency (DANIDA)-funded Kafubu water project and was completed in Luanshya and Ndola,” Mr Chanda said.

Mr Chanda said load shedding could be one of the reasons for erratic supply of water but President Hakainde Hichilema guided ZESCO not to loadshed important institutions such us hospitals and water utilities.

“Water is Life and something must be done immediately to solve the Shortage of water to avoid putting the lives of the residents of Luanshya at risk,” he said.

Mr Chanda further appealed to Kafubu Water and Sanitation Company to explain the problem and assure the residents of Luanshya the way forward in addressing the water crisis that residents are currently experiencing instead of just receiving same water bills at the month end when water was not even supplied to the customers.

Government Disappointed with UNHRC Inaccurate Report

Government has expressed concern and disappointment regarding the inaccuracies and misrepresentations contained in the United Nations Special Rapporteurs of the Human Rights Council (UNHRC) report.

Minister of Information and Media, Cornelius Mweetwa said the assertion that members of the clergy have been arrested by government is false, misleading and also alarming, especially coming from a body such as the UNHRC.

Mr Mweetwa said government has no record of any such arrests and it is perplexed as to the source of the erroneous information.

He stated that Zambia has always upheld the freedom of religion and expression, and any claims to the contrary are baseless.

The Minister said the government is committed to ensuring that the rule of law is upheld, and any actions by the police are conducted within the bounds of legality and respect for human rights contrary to what the UNHRC states.

“It is also important to address the report’s suggestion that there is no democratic space left for the opposition in Zambia. The UPND Government has made significant strides in upholding and protecting the democratic values of our country. We have initiated a consultative process for the review and possible repeal of the Public Order Act, a move that underscores our commitment to enhancing democratic governance and expanding the democratic space for all Zambians,” he added.

And on the claims relating to journalists, Mweetwa also indicated that government is committed to ensuring that the media operate freely and without intimidation and journalists are free to criticize the Government without fear of retribution as they play a crucial role in the country’s democracy.

The government’s Spokesperson expressed disappointment that the UNHRC has not acknowledged the progress made by Government in removing draconian laws, such as the defamation of the President law, the death penalty, and the enactment of the Access to Information Law.

“Human rights cannot be fully enjoyed in a state of lawlessness. The very concept of rights inherently creates duties for rights holders to exercise those rights responsibly and within the boundaries of the law. In this regard, we have always encouraged the police and other law enforcement agencies to exercise careful judgement when cautioning citizens who commit offences in the exercise and enjoyment of their freedoms,” he explained.

Mr Mweetwa clarified that contrary to the claims made in the report, the UNHRC Special Rapporteurs have not been in touch with the Zambian Government regarding these concerns.

He added that open and constructive dialogue is essential in ensuring that accurate and fair assessments are made, adding that UNHRC has missed the opportunity.

The Minister said the Government will engage with the UNHRC to reaffirm its commitment in upholding and protecting human rights and ensuring that all citizens, regardless of political affiliation or social standing, enjoy their rights and freedoms in a safe and democratic environment.
