Stay above Strife

Too often, people fall into the trap of strife. Someone may say something that rubs you the wrong way, and before you know it, there is tension, quarreling and division. The Bible tells us that strife opens the door to every evil work. It’s the enemy’s greatest trap to keep people from living in victory. But you don’t have to fall into the trap of strife, you can rise above it. Like today’s verse says, you can simply drop the matter before it turns into something bigger than it needs to be. You don’t have to sink down to somebody’s level and argue with them and try to prove that you’re right. You weren’t put on this earth to correct everybody around you.

If you are going to be all that God’s called you to be, you have to learn to stay above strife. Instead of letting disagreements pull your relationships apart, look for common ground to draw you closer together. Look for peace. Look for ways to be a blessing. Stay above strife so you can enjoy your relationships and experience the blessing He has for you!

Zambia Police offer K50,000 for information leading to the arrest of Ritual Killers

INSPECTOR General of Police Kakoma Kanganja has offered a K50,000 reward for information leading to the arrest of the culprits involved in the ritual killings that have recently rocked Matero Township in Lusaka.

Mr Kanganja said police had declared war against the ritual killers and promised confidentiality of sources that would bring information leading to the arrest of the criminals.

The police chief has, meanwhile, urged residents of George, Mwembeshi, Chunga and Matero townships to be vigilant since the killers were within their townships.

Kanganja said this when he toured all police stations in Matero Constituency, including the recently-burned down Mwembeshi police post where some rehabilitation works have commenced with funding from business persons in the locality.

Members of the public mobbed the police chief and shouted “baza gwiliwa, boma ni boma” (they will be arrested, the State is powerful).

Mr Kanganja urged the residents not to attack police officers who were working in the area and asked them to cooperate and furnish them with necessary information since security had been beefed up in the area.

Mwembeshi Ward 10 councillor Chrispin Kabole thanked the police for intensifying security in his area, saying the killers would be caught soon.

Christian Council castigates clergymen prophesying confusion and bloodshed in August

COUNCIL of Churches in Zambia (CCZ) has castigated clergymen prophesying confusion and bloodshed in Zambia ahead of the August 11 General Elections.

CCZ general secretary Susanne Matale said some people who were calling themselves prophets were actually alarmists who should not be entertained.

And Reverand Matale has appealed to political leaders not to listen to such alarmists but uphold peace and not to use violence in an effort to win elections.

Rev Matale said Zambia was a Christian Nation with credible men and women of God through which God could speak and that it could not take foreign pastors to predict doom in a praying nation.

She was reacting to a ‘prophecy’ by a Nigerian Prophet Isaac Amata currently circulating on social media in which the clergyman was quoted as saying that he saw stockpile of weapons ammunition and plans to shed blood ahead of the August 11 election and that this could only be avoided by a 21-day prayer and fasting.

“We have too many of these prophets and most of them just enjoy alarming, confusing, and influencing people usually in the wrong direction. I think Zambians should be given an opportunity for God to speak to them. We should be allowed room to make a decision through the ballot,” she said

Rev Matale warned people against believing false prophecies but instead ask God to give them wisdom of assessing different manifestoes to make their own choices.

“ We will not be paying attention to the so called prophesies but continue praying so that God gives us Grace since we don’t need outsiders to tell us what we should do and who they think has been chosen for us already,” she said.

Rev Matale said it was not right for some Nigerian clergy to interfere with the smooth way Zambia had been conducting its politics and elections, stating that Zambia was a prayerful country where God would speak in His own way.

“Who said God does not speak to Zambians? In fact God has already spoken and He has already intervened against bloodshed,” she said.

19 private universities registered in Zambia under the 2013 Higher Education Act

THE Higher Education Authority (HEA) has registered 19 private universities in Zambia under the 2013 Higher Education Act, which replaced the 1999 University Act.

Out of the 19 registered private universities, 10 are new while nine are old and were part of the 33 private higher learning institutions registered under the Repealed University Act No. 11 of 1999 as at December, last year.

HEA director general Stephen Simukanga, who confirmed the development to the Sunday Times said applications from the other private universities were being verified.

Professor Simukanga said the HEA’s directive for all private universities to re-apply in accordance with the Higher Education Act No. 4 of 2013 provisions was to guarantee quality tertiary education in Zambia.

“Yes, we have had this influx (of universities), but we have started the process of ensuring quality in the delivery of our learning programmes,” he said.

Prof Simukanga said in June, this year, the Authority would have all registered private universities gazetted and published in the press for the public to know the higher learning institutions which had met the minimum requirements in accordance with the Higher Education Act.

He said the Authority would not allow private higher learning institutions to operate if they were not registered under the Higher Education Act and it would dispatch inspectors to the registered universities to verify the given information in their applications.
Prof Simukanga, the former University of Zambia vice chancellor, said the other way the Authority was promoting quality higher education was by harmonising the universities’ learning programmes which it was accrediting and sending to the Zambia Qualifications Authority.

“If another university comes to say they want to accredit a similar programme (as that of another university), we will tell them ‘No, this programme has already been accredited, you have to use that programme that was accredited, you have to use that content of that programme.’

“The idea of doing that is if 10 universities are giving the same programme, it will be the same content instead of having different variations, at least the basic curricula will be the same, you can add one or two things, but you have to give the basic curriculum that has been accredited,” he said.

He said accreditation of university programmes, including those offered by public universities, was expected to start in June, this year, as the Authority was currently creating a data base for committees of experts in various fields.

The Authority was established to, among others, set standards for higher education, quality assurance as well as to register and accredit private higher education institutions.

GOVERNMENT has accused foreign diplomats accredited to Zambia of meddling in the country’s affairs and conducting themselves unprofessionally.

Home Affairs Deputy Minister Gerry Chanda said Government was concerned about some diplomats who were interfering in Zambia’s affairs by commenting on national issues.

Colonel Chanda said it was Government’s expectation that diplomats accredited to Zambia should respect the country’s laws by desisting from commenting on national issues such as partisan politics.

“The Government is very concerned over some of those comments since they are not good. You don’t go into somebody’s house and start dictating terms or commenting on how that person is running the house. It’s very unethical and we hope there will be an end to it,” he said.

Col Chanda charged that the foreign envoys commenting on Zambia’s governance were overstepping their bounds and taking the country’s kindness and hospitality for granted.

He said the unprecedented meddling in national affairs by foreign diplomats was ‘irritating’ reiterating his call for all emissaries to exercise maximum restraint.

He observed that political issues were very sensitive especially during the current period when the country was headed for elections.

However, he said Government welcomed foreign diplomats and thus challenged them to reciprocate by behaving accordingly.

THE Electoral Commission of Zambia (ECZ) has described as erroneous online media reports suggesting that inspection of the voters’ register will be conducted from April 17 to 24, 2016 and that the total number of voters is 3.3 million.

ECZ public relations manager Crispin Akufuna said in a statement in Lusaka yesterday that the correct position was that inspection of the voters’ register would be conducted from May 15 to 21, 2016 in all the 7,700 registration centres (polling stations) countrywide.

Mr Akufuna said contrary to assertions by Zambia Reports, the number of newly-registered voters captured during the voter registration exercise from September 14, 2015 to February 29, 2016 was 1,695,580.

Mr Akufuna, however, said that number was provisional and might change after the ongoing cleaning-up and inspection of the provisional register of voters from May 15 to 21, 2016.

He also said that registered voters would be allowed to inspect the register during that period and ensure that their particulars were correct.

Mr Akufuna further said the Commission recorded 1,634,288 voters who were transferred from one polling station to another or replaced their voters cards or made changes to their particulars in the register.

“These were voters who are on the register of voters but needed to update the register. The total number of registered voters on the provisional register of voters will be confirmed before the commencement of the inspection of the voters’ register.

“The current register of voters has 5,166,088 persons and the Commission had targeted to increase this figure to 6,866,088 voters,” he said.

Mr Akufuna also challenged the United Party for National Development (UPND) to provide evidence indicating that the Commission would disenfranchise some of the opposition party’s prospective voters during the inspection period.

THE Copperbelt Museum has said the bill of quantities for use in the periodic valuation of a multi-billion Kwacha science and technology museum will be submitted by the ministry of Transport, Works, Supply and Communications in the next two weeks.

Copperbelt Museum director Charity Salasini told the Sunday Times during the week that this was as a result of the successful compilation of a conceptual framework which would generate and institutionalise a comprehensive design plan of the modern museum.

Ms Salasini said the team of experts from the ministry of Transport, Works, Supply and Communications were engaged by the Copperbelt Museum to conduct the feasibility study and survey of the museum of science and technology to be constructed near the Mufulira round about close to the Levy Mwanawasa stadium in Ndola

The museum and related infrastructure shall be designed with the ‘homestead’ concept in consideration.

The first part would present the practical definitions, passion, motif and concept regarding the museum of science and technology while the second measure would constitute galleries and museum interactive spaces with the associated collections and operational spaces.

The third segment would be the community interactive forums and corresponding infrastructure while, the fourth fragment would be the complimentary services to the museum establishment which would include the hotel, conference hall, restaurant and auditorium.

“The concept is derived from the traditional technique of arranging family homes in most villages in Zambia which depicts an assemblage of structures each with its own function independently united with the whole,” she said.

Ms Salasini said the financing of the development of the museum and associated infrastructure would be achieved through the Private Public Partnership.

“Furthermore, different partners would be able to fund areas of their interest independent of the other,” she said.

Many stakeholders’ and tourists have complained over the size of the Coppperbelt Museum and how inhibiting it had been to the institution to conduct its operations.

They have since called on Government to accelerate the development of the Museum of Science and Technology.

THE Bank of Zambia (BOZ) has called for the rolling out of banking and other financial services to rural areas to capture to the untapped market.

BOZ Director for Bank Supervision Gladys Mposha said Zambia was a geographically extensive country with sparsely populated areas and hence the need to bring financial services closer to the rural parts the country could not be overemphasised.

Ms Mposha said financial services played an important role in improving income-generating opportunities and overall living conditions among households.

She was speaking during the official launch of National Savings and Credit Bank (NATSAVE) Branch Kazungula Branch on Wednesday.

“One of the key barriers to consumption of financial services is distance to financial institutions.

“Since Zambia is a geographically extensive country with sparsely populated areas, the need to bring financial services closer to the rural parts the country cannot be overemphasised,” Ms Mphosa said.

She said BOZ attached great importance to all initiatives that seek to enhance the provision of financial services to the underserved sectors of the economy.

Ms Mposha said the central bank was delighted to note that NATSAVE had continued to extend its footprint across the country.

“The challenge to NATSAVE is to follow up the opening of this Branch with development of products and services that meet both the general and peculiar needs and requirements of Kazungula economy.

“On our part as BOZ, we will continue to support market development by providing an enabling environment for growth in the financial sector as a whole,” Ms Mposha said.

Finance Minister Alexander Chikwand launched a K4 million newly constructed NATSAVE Branch and staff houses in Kazungula District with a call for the business community to take advantage of the financial institution to access funds and create jobs for the locals.

In the few days NATSAVE Kazungula Branch has been operational, a total of K211, 000 has already been mobilised as deposits through the opening of 200 accounts while K70, 000 has been given out as loans.

Mr Chikwanda said he was certain that Kazungula Small to Medium Enterprises (SMEs) would take advantage of the presence of NATSAVE in Kazungula District to access funds and grow their businesses so that they were able to create jobs through the employment of local people.

He said it was also gratifying to learn that the bank had moved into the district with a microfinance programme targeted at micro entrepreneurs with a focus of boosting and empowering businesses which mainly cover trading, fishing and farming.

“Kazungula is a very unique district both economically and socially, as it borders three countries namely Botswana, Namibia and Zimbabwe.

“The centrality of Kazungula among all these countries brings forth various economic opportunities for the district. Therefore, NATSAVE’s opening of the first full-fledged bank in this area is a timely business decision carrying the first mover advantage which will benefit the bank and the people of Kazungula,” Mr Chikwanda said.

Mr Chikwanda said the Government had recognised the economic potential of Kazungula and that was why many developmental projects were currently under construction.

Some of the developmental projects under construction are Kazungula Bridge, District Hospital, 30 housing units, police station, office block for the council, District Commissioner’s office and Post Office.

Mr Chikwanda said the Patriotic Front (PF) was asking for another mandate and overwhelming support for President Edgar Lungu to be at the helm of the nation because the man was epitome of human
fellowship.

NATSAVE managing director Cephas Chabu said his bank had been well received in the area to provide affordable, appropriate and competitive financial products to boost the domestic economy of kazungula.

NATSAVE Board Vice chairperson Fred Siame said the opening of Kazungula Branch fulfilled the mandate that the Government had given the Bank to promote financial inclusion by taking banking services to all parts of the country especially in rural areas.

Zesco smell Champions League group stage

Zesco United are 90 minutes away from ending their seven-year CAF Champions League group stage draught after a resounding away win in Mali on Saturday night.

An Idris Mbombo brace and one goal from midfielder Mwape Mwelwa handed Zesco their second away in in this years Champions League and their biggest to date in the same competition since 2009 when they beat El Merriekh of Sudan 3-2 in Khartoum.

Meanwhile, Stade Malien took a 17th minute lead through Moussakoye Diallo but midfielder Mwelwa equalised on the stroke of half time to see the two sides go 1-1 into the break.

President Lungu expresses considerable regret at the loss of 25 lives in a single accident

President Edgar Lungu has said it is with considerable regret that he learnt of the death of 25 people in a road traffic accident which happened today at Luanshimba between Kabwe and Kapiri Mposhi districts in Central Province.

In a statement released to the media by his Special Assistant for Press and Public Relations, Amos Chanda, the President sent his heartfelt condolences to the families of the people who perished in this tragic accident.

The President has since directed that Government will take over all expenses for the funerals of the deceased and assist as much as possible to alleviate the suffering of the mourners during this trying moment.

“The magnitude of the tragedy is shocking. That 25 people can at a go be killed in one act of recklessness is a sad reminder to all over us of the duty of care, we owe one another. It saddens me that despite the great work that RTSA is doing to create awareness on road safety, we still face tragedies like this due to carelessness of some people.”

The Head of State has also assured the nation that he will thoroughly examine the tender proceedings regarding the procurement of contracts to build dual carriage ways on such busy highways such as, between Lusaka and Copperbelt Provinces.

The President has directed that all Government agencies tasked with the responsibility to build dual carriage ways and safer public roads must expeditiously conclude the assignment to help reduce incidents of road carnage such as the ones experienced in recent months.

The Disaster Management and Mitigation Unit (DMMU) has since been dispatched to Kabwe to assess the requirements of the bereaved families and immediately commence to provide essential services needed to cushion off the sufferings of the affected families.

The President has further directed Central Province Minister Honourable Davies Chisopa to lead the Provincial Administration in working with the DMMU to lessen the burden of the families as much as possible.

The accident is said to have happened when the Wada Chovu Bus attempted to avoid a stationed truck but ended up being in another lane in which it collided with an oncoming Mercedes Benz.

And In another related incident a Mazhandu bus has been involved in an accident in Kapiri Mposhi district. Police Spokesperson Charity Munganga says the accident involved a Mazhandu bus and a Toyata canter.

Ms Munganga says no one has been injured in the Mazhandu bus but that one person has been seriously injured in the Toyata canter.

Meanwhile, The Road Transport and Safety Agency RTSA has given Mazhandu Family bus services a Seven Day ultimatum to show cause why its operating licence should not be suspended or revoked.

Earlier, RTSA Senior Manager for Public Relations Fredrick Mubanga says investigations have reviewed that Mazhandu Family Buses Services abrogated the condition given under the Road Service Licence.

The ultimatum followed another accident on Monday involving a Lusaka-bound Mazhandu bus, registration number ALP 5119, in which six people died after the bus overturned on the Great North Road in Kapiri Mposhi.

Mr Mubanga explained that Mazhandu has not been adhering to the set speed limits.

He said RTSA Chief Executive Officer Zindabo Soko has since written to the operator asking them to exculpate themselves.

Mr Mubanga said Mazandu services has now up to Seven days to show cause why its licence should not be revoked or suspended.

Zanaco squander valuable home lead

Zanaco have bee handed a mountain to climb in the 2016 Confederation Cup after they squandered a lead to draw at home against Stade Gabesien on Tunisia on Saturday.

Gabesien came from behind to finish 1-1 in a second round, first leg match played at Nkoloma Stadium in Lusaka.

Roderick Kabwe put Zanaco ahead in the 26th minute but Ahmed Hosin equalised into the 66th minute.

The two sides meet in midweek during the dates of April 19-20 to decide who goes through to the pre-group stage of the competition.

Power hand Chilumba stay of excution

Power Dynamos returned to winning ways on Saturday after a 1-0 home win over Red Arrows at Arthur Davies Stadium in Kitwe.

The victory came under a dark cloud for coach Tennant Chilumba that threatened to end his three year stay at Power after losing two successive games from three round of matches played into the 2016 FAZ Super Division season.

Chilumba came into the game handed with a five-match ultimatum to turn around Power’s fortunes or be fired.

His players responded in kind but poor finishing almost cost them the win.

Govender Simwala hit the post in the 10th minute before Billy Mutale failed to tap in from close range in the 23 minute.

However, the miss of the day came in the 43rd minute when Luka Lungu fired high and over on the goal-line off a rebound after Arrows goalkeeper parried Kelvin Mubanga’s free kick into his path.

Power snatched their precious win in the 78th minute through Martin Phiri who pounced on Daniel Munyao’s parry of Fwayo Tembo’s free kick.

Fwayo, who came on for Luka Lungu to make his debut in the 60th minute after signing with Power on a two-year deal last week as a free agent, did not disappoint and brought a kiss of life to Power’s otherwise uninspiring strike force this season.

Ndola man jailed for 25 years for killing his lover after she allegedly infected him with an STI

A 32 YEAR old man of Nkwazi township in Ndola has been sentenced to 25 years imprisonment with hard labour for beating his lover to death after he suspected her of having infected him with syphilis.

Before Ndola High court Judge Yvonne Chembe, was Kennedy Mwengwe, who was charged with murder but he was convicted of a lesser charge of manslaughter as there was no evidence on recorded on whether Mwengwe acted with malice aforethought in causing the death of his lover.

Particulars of the of offence were that Mwengwe,on November 19,2015,murdered Doreen Kangwa.

Ms Justice Chembe however,noted that Mwengwe kept on giving conflicting statements in his defence as he also stated that he beat his lover after she delayed in coming home and that he got upset after he saw her her with her former lover.

“After analyzing the evidence before me,i have noticed that the reason why Mwengwe killed his lover is because he suspected her of having infected him with Syphilis although he gave conflicting statements.”

“I have carefully considered the evidence from both the prosecution and the defence.It is not in dispute that Mwengwe and Ms Kangwa were in a relationship and that there were cohabiting. It is also not in dispute that Mwengwe assaulted the deceased as he did not deny it in his defence by stating that they fought over Ms Kangwa’s former lover and that she was the one who infected Mwengwe with an STI.But what is not clear was whether he used anything to kill the deceased as no one saw him do.Therefore,i find that the prosecution failed to prove the ingredient of malice aforethought. I therefore,find Mwengwe guilty of a lesser offence of manslaughter and i accordingly convict him.I hereby sentence you to 25years imprisonment with hard labour effective the date off your arrests,” Ms Justice Chembe said.

Ms Justice Chembe granted Mwengwe leave to appeal to the Supreme court within 14 days.

Defence counsel pleaded with the court to exercise leniency on Mwengwe as he was a first offender who was remorseful for having caused the death of his lover.

During trial,the court heard that Mwengwe and Ms Kangwa were lovers and that they stayed together,although during their stay,Ms Kangwa’s former lover only identified as Rodgers would visit her and this infuriated Mwengwe who resorted to beating her especially after he discovered that he was suffering from an STI which be blamed on Ms Kangwa as he thought she was the promiscuous one.

MMD National Treasurer Elizabeth Chitika has issued a stern warning against expelled Lunte Member of Parliament Felix Mutati to desist from his desperate acts of lawlessness which he is engaging in by going round the country, calling for an MMD Convention because he and two others, who campaigned for the UPND in 2015 and which they have now formally joined, have taken the matter to court and should now be patient to wait for the courts to rule.

She said Mutati now risked being cited for contempt and being locked up since the matter is now before a competent court.

In a press statement released to the media, Mrs Chitika said that Mr. Mutati cannot be championing a sudden zeal to mobilize MMD structures which he personally destroyed when he took the same structures to the UPND in January 2015 when he decided to campaign for the UPND abandoning his own party the MMD.

She wondered why Mr. Mutati had never offered himself to help mobilize and rebuild the party ever since he lost MMD elections to Dr. Nevers Sekwila Mumba in 2012, but instead was now pretending to be mobilizing the same party, just four months before the elections.

She challenged Mr. Mutati to stop fooling himself and openly campaign for the UPND since it is common knowledge that he is a member of that party.

Mrs Chitika said Mr. Mutati had deceived the nation by threatening to sue the UPND for using his picture on the UPND 2016 Campaign calendar without his permission, but as was suspected, it was merely one of his usual gimmicks as that issue has now died a natural death.

State House has revealed that six local and foreign companies have expressed interest in constructing a dual carriage way between Lusaka and the Copperbelt.

State House Permanent Secretary Emmanuel Chilubanama said which is expected to commence soon will be undertaken under the Public Private Partnership (PPP) arrangement.

Mr Chilubanama said in an interview with Journalists in Lusaka that out of the six firms, two are Zambian owned but that they would wish to partner with their foreign counterparts in executing the project.

Mr Chilubanama who is also Head of Head of the Public Private Partnership construction of the dual carriageway would reduce road traffic accidents on the road and facilitate efficient movement of goods and services between Lusaka and the Copperbelt Province.

“After we evaluate these that have expressed interest then we will allow them to go and do due diligence after which a bid document will be prepared and a successful bidder will be picked to carry out the works on a PPP arrangement,” he said.

In 2012, the Road Development Agency announced that plans to upgrade the Great North Road to dual carriage way from Lusaka
to the Copperbelt had reached an advanced stage.

In a notice published in the media, the RDA said that it would by February 28, 2013 be awarding the contract to the preferred bidder to undertake the project.

In October 2012, the RDA had invited companies to provide consulting services for the techno-economic study, detailed engineering design and tender documents in preparation for the upgrading to dual carriage way of 210km from Lusaka to Kapiri Mposhi.

The tendering documents that were closed in November 2012 had since been evaluated and the contract was to be awarded by February 28 2013.
