PRESIDENT Edgar Lungu has publicly denounced political violence and warned that any member of the Patriotic Front (PF) who perpetrates the vice excommunicates himself or herself from the ruling party.

The Head of State said he was not a violent person and expected his flock in the ruling party to follow suit.

“I wish to denounce violence publicly and assure the nation that I am a peaceful person.

“Anyone who perpetrates violence in the name of PF excommunicates himself or herself from PF,” he said.

He was speaking in Zimba District yesterday when he addressed the public after commissioning four newly-constructed buildings at Zimba Mission Hospital.

Mr Lungu said the ruling party won last year’s election peacefully and that the trend would repeat itself this year.

He urged his fellow political party leaders to ensure that known perpetrators of violence in their parties were restrained.

“As the shepherd of my party, my sheep know my voice and they hear me. Other political leaders are also known by their followers and the leaders know the mischievous people in their parties who should be restrained,” Mr Lungu said.

Recently, 18 political party leaders resolved to eliminate all forms of violence in their parties and public activities.

This was during an indaba with the three Church mother bodies in Lusaka.

The Head of State has since vowed to ‘walk the talk’ in implementing the resolutions of the dialogue.

Meanwhile, Mr Lungu has praised the traditional leadership in Southern Province for helping the Government preach peace to the people in the area.

He said he was elated that with the aid of the traditional leaders, people in the region in particular and the country as a whole were promoting co-existence with one another.

“Thank you for helping us in maintaining peace. Your messages to our people seem to be sinking in now as we are having less incidences of violence,” President Lungu said.

The Head of State was speaking in Zimba yesterday when he met with four chiefs and a senior chief from Southern Province.

The traditional leaders were Senior Chief Mukuni and chiefs Chikanta, Simwatachela, Sipatunyana and Siyachitema.

Mr Lungu was optimistic that Zambians would continue upholding the right for one to choose a political grouping of one’s choice.

He said just like supporters of different football teams co-existed, leaders and disciples of separate political entities could also live in unity.

“Going forward, I think that people will accept that democracy simply means people having the right to choose which party you want to belong to.

“Just like football, you can support this team or that team without fighting. So even the political players, the tendency should be to accept one’s right to choose a political party, not killing one another,” he said.

The President was confident that bad societal elements would be dealt with, while assuring the chiefs that political parties would apply the resolutions of the recent inter-party dialogue between political leaders and the church.

Mr Lungu refuted allegations that he was instigating the arrest and prosecution of prominent opposition political figures in the country.

The President said he had faith in the law enforcement agencies as well as the judiciary, hence the institutions operated independently.

Mr Lungu said law breakers would always be pursued by law enforcement agencies which make their own judgements.

“Whether it’s PF, UPND, MMD, NAREP or any political party, no one is above the law. We just hope that justice will be done at the end of the day.

“Those who will be found guilty will be found guilty and those who will be found innocent will be innocent, I have confidence in our judicial system,” he said.

Speaking on behalf of the traditional leaders, Chief Siyachitema said southerners regarded the Head of State as the President for all Zambians.

“There could be one or two people who feel otherwise but we all need to work together,” he said.

The Electoral Commission of Zambia has revealed that the voter registration exercise, which took place from 14th September 2015 to 29th February 2016 recorded 1,695,580 new registrations.

The Commission says a further 1,634,288 updates which means voter transfers, card replacements and amendments were conducted and 51,998 notifications of deceased voters were recorded.

Lusaka is leading the number of new registrations with 306, 265 new registrations closely followed by Southern Province with 244,999 new voters.

The Copperbelt Province is third with 208,023 while Eastern recorded 196,010 new voters with Western Province recording 124,243 closely followed by Luapula with 124, 337 new voters.

Central Province had 164, 612 and Northern recorded 146, 308 with North western Province coming out last with 86, 388 new voters.

In a statement, ECZ Spokesman Chris Akufuna said cautioned that the figures are still provisional as the cleaning up of the voters register is still ongoing.

And Mr Akufuna has revealed that preparations for the holding of the Referendum are ongoing and that the Referendum will be held on the same day as the general elections.

“The public is further informed that the Commission will in the next two weeks commence the distribution of non-security election materials which will include ballot boxes and wire trays to all districts in Zambia in readiness for the August 11th 2016 general elections. This is to ensure that all election materials are delivered on time, given the large volume of materials that need to be delivered before to all the 106 districts,” he said.

The case in which Rainbow Party Leader Wynter Kabimba, the Post Newspaper and its Editor in Chief Fred M’membe are facing charges of criminal libel and contempt of court in relation to a published article concerning former President Rupiah Banda failed to take off this morning.

The matter which was scheduled for ruling before Magistrate Kenneth Mulife has been adjourned to 22nd April 2016 as the ruling is not ready.

Magistrate Mulife was supposed to rule on an application made by defence lawyers to dismiss the matter in which former president Rupiah Banda has sued the trio for libel and contempt of court.

The defence has contended that the case should be quashed because Mr. Banda’s immunity has been restored and he cannot appear before any court of law as a witness.

The latest US funded Famine Early Warning Systems Network (FEWS NET) reports shows that acute food insecurity outcomes are likely to continue in most areas of Zambia from March to September.

The report notes that stressed outcomes are expected in the extreme southern parts of the country which were affected by prolonged dry spells and poorly distributed rains due to the El Niño conditions during the first half of the cropping season.

FEWS NET projects that some localized areas of Zambia will be in crisis for the remainder of the outlook period.

It says factors contributing to acute food insecurity include delayed and reduced access to the green harvest due to the delayed start of season, the extension of the lean period by at least a month, and a typically high market demand for maize.

“With increased market demand for staple food, maize and meal prices have remained very high though relatively stable in most areas in the January to February period with the exception of border towns,” it says.

The report observes that prices are at least 50 percent above the recent five-year average, which is negatively impacting poorer household purchasing power.

“While maize exports have declined due to reduced market supply, informal exports of maize meal have atypically increased to almost all neighbouring countries such as Malawi, DRC, Zimbabwe, Mozambique, Angola and Namibia due to increased regional demand,’ it says.

“This higher than normal demand is expected to keep local prices above average. Malawi and the DRC remain the highest importers of informal maize meal. Rainfall over the past few months has increased. However, the improved moisture is likely too late to improve crops that were permanently damaged by the dryness and high temperatures in the southern parts of the country.”

It added, “The late planted crops in the southern region that are in the early to mid-reproductive stage will greatly benefit from these rains Livestock conditions will improve as well because of increased pastures and water availability.”

“Areas expected to experience significant reductions in production output include Western Province, most of Southern and Lusaka Provinces, as well as southern parts of Eastern Province. Based on the water requirement index (WRSI) and field reports, crops conditions in these areas are mediocre.”

The report says local maize stocks are estimated at 848,000 MT, with 216,000 MT committed to exports.

“These supplies are adequate to meet Zambian demand up to August 2016.

The next harvest expected in May should improve stocks in order to meet national needs through the end of the 2016/17 marketing season,” it says.

Zambian judiciary should learn from Zuma’s Nkandla case-Chipenzi

Electoral expert McDonald Chipenzi says the Zambian judiciary, especially the newly established Constitutional Court of Zambia, can draw valuable lessons from the South African Constitutional Court’s ruling over President Jacob Zuma’s Nkandla case.

In a statement, Mr Chipenzi said the judgement has demonstrated the highest degree of the South African Judiciary’s independence and autonomy from the executive in that country.

He said this is rare in an African set up to have men and women of valour who can agree to preside over a case and make such a classic judgement against a sitting head of state like what the Constitutional Court Judges in South Africa have demonstrated.

Mr Chipenzi said it is good precedence the South African Constitutional Court has set out on the African continent by openly pointing out that President Jacob Zuma violated the constitution which he swore to uphold and protect and should serve as a challenge to other judiciaries and judges on the African continent.

“The Nkandla case judgement is a classic and landmark judgement which any judiciary worth of its salt can emulate,” he said.

“Further, Zambians should also get valuable lessons on how the law in that country has been crafted not to protect sitting presidents and elected leaders but that it has created and promoted an enabling environment for accountability and transparency in the management of national affairs by elected leaders.”

He said unlike Zambian laws which promote insulation of those in leadership while they still hold office and pursue them later after office, the President Zuma case is a clear reference point that presidents can be held responsible for their hideous actions while still serving.

Mr Chipenzi said Zambians are yet to see how the newly created constitutional court of Zambia will dispense justice especially against the powerful and the rich.

It is wrong for Rainbow Party leader Wynter Kabimba to allege that nothing will improve if Zambians voted UPND into power ‘‘because we have clear policies that spell out what we shall do to improve the situation in the country’’, says United Party for National Development spokesperson Charles Kakoma.

He said UPND would bring in a new breed of fresh-thinking leaders when it formed Government because the country could not progress was because of recycled leadership.

Mr Kakoma was reacting to Mr. Kabimba’s statement that Zambians had always made a mistake of changing governments since 1991.

Mr Kabimba said the changes that Zambians have desired have not met their expectations and that even if they were to vote for UPND this year, nothing would change because it had the same policies with the PF.

But Mr. Kakoma said his party did not have policies similar to those of any other party in Zambia. He said the UPND had the remedy to the suffering the Zambians were going through because it had properly spelt out measures to mitigate the challenges that affected various sectors of the economy.

He said once his party formed government; it would make a number of adjustments in various sectors in line with its policies in order to ensure that the problems that were facing the country were addressed.

“The UPND and the PF do not have the same policies. Actually, the UPND’s policies cannot be compared to any other political party in Zambia because we have a different way we want to address the challenges that are facing the country.

‘‘How can Mr. Kabimba say that we have the same policies when we have constantly condemned the way they (PF) have been doing things in the education sector, agriculture and many others where we feel much needed to be done?

“Right now we have two of our universities which have been closed with meal allowances for students scrapped off but for us, we have promised Zambians that we shall give them free education and so, the welfare of students will be looked at differently from what is happening now under the PF and so, it is wrong for Mr. Kabimba to allege that we have same policies because that is not true,” Mr. Kakoma said.

He said the UPND will pay particular attention to the agriculture sector by subsiding production because channelling resources to reduce prices for commodities was proving to be an impossibility going by the current situation where the harder Government tried to bring down the price of goods, the more the situation got complicated.

He said the reason why Zambia had not seen the change they had been anticipating since 1991 was because there was only change of political parties in power but the same individuals who had failed the people in previous regimes were brought back in government, thereby making the situation remain the same.

“Zambians are suffering because the current policies are working against them. When we form government, we will ensure that we subsidise the production in the agriculture sector as opposed to subsidising cost so that our farmers can produce at a cheaper rate. This will not only increase production, but will also reduce prices for commodities. We will also provide sound economic management by cutting unnecessary expenditure.

“The reason why there has been no meaningful change despite parties being voted in and out is that the same people have continued to govern. We want to bring a breed of fresh leadership,” he said.

The Ministry of Gender is working on a stringent law that will ensure that all men take responsibility of their wives and children as a way of bring a sense of responsibility in society.

Gender minister Professor Nkandu Luo said the new law, which she will ensure is passed before parliament is dissolved, will also deal with men who are married but continue fathering children outside wedlock and neglect to take responsibility.

Prof Luo said that it was disheartening that in most cases when divorce occurs it is not only the women that suffer but the children also endure and they end up not going to school despite them being intelligent.

She was speaking in Nkeyema district in Western Province yesterday during the handover of equipment under the Agricultural Development and Value Chain Enhancement (ADVANCE) project which was also witnessed by regional permanent secretary Mwangala Liomba, area district commissioner Albertina Mwanamwalye and other government officials.

Prof Luo, who is also the Munali lawmaker, said that the tractor, plough and ripper which have been allocated to Nkeyema Cooperative Society in chief Kahare’s area is a government initiative aimed at decentralizing to the lowest level unit.

She said that though the equipment has been handed over at a time when the rainy season is coming to an end, agriculture should not be only when there are rains as there are many wetlands in Nkeyema district that can be harnessed for the purpose.

Prof Luo said that the farming equipment is being given to chiefdoms and not districts and it will be under the supervision of chiefs who should ensure that whichever group uses it takes responsibility unlike taking it as government property.

She said that the Ministry of Gender will work closely with other line ministries in a bid to achieve high productivity and scale down poverty among the poor who are the majority of voters at about 80 per cent as they are the ones that ushered the PF into government.

Prof Luo said her ministry will work with the Ministry of Agriculture to ensure that District Agricultural Coordinators oversee agricultural activities in the project areas while the Ministry of Livestock and Fisheries will supervise the correct way of looking after livestock and fisheries as alternative forming modes.

She said the Ministry of Commerce, Trade and Industry will on the other hand help to identify areas of high production and it will also help in setting up processing activities in the chiefdoms so as to add value to their produce.

Prof Luo said that government has resolved as a policy to improve the lives of the poor who did not have the capacity to access resources meant for poverty reduction because they could write project proposals.

Prof Luo said that government has redesigned the empowerment programmes in the Ministry of Gender because it has realized that women were unable to pay back loans because they were not empowered with knowledge.

And speaking at the same function, Western Province Permanent Secretary Mwangala Liomba said that any misuse of equipment under the ADVANCE project will be disappointing as it will retard development.

Mr Liomba said that he was hopeful that another set of agricultural equipment will soon be delivered to the province as Prof Luo is known to have a heart for the people of that region.

Bishop John Mambo has called on Zambians to pray unceasingly for the peace and unity of this country and also for their prayers to be turned into actual actions amongst Zambia’s leadership.

Bishop Mambo, who is also Chikondi Foundation Director, says praying without acting towards set goals maybe likened to faith without works as it yields nothing.

Speaking during a Prayer Luncheon held at the UPND President Hakainde Hichilema’s residence in Lusaka yesterday afternoon, Bishop Mambo charged that nations perish due to leadership choices citizens make on their own.

And UPND President Hakainde Hichilema has assured the country of putting into reality and not mere rhetoric in the upholding of Zambia as a Christian nation.

The UPND leader, hosted the prayer luncheon of more than 150 clergy from various denominations as part of the prayers for peace and unity in the nation ahead of the upcoming general elections.

He said it was important for the church and government to work as partners in the development of the country.

The prayer session was also attended by UPND Vice-Presidents Mr. Geoffrey Bwalya Mwamba, Dr. Canisius Banda, National Chairperson Mutale Nalumango, and other senior party officials.

Mr. Hichilema reiterated on the need to strengthen the declaration of Zambia as a Christian nation both in word and deed.

He added, ‘Only that way would the country bring up a God fearing generation that would not tamper with public resources through corrupt and other ungodly acts.’

He called for strong linkages between the church and government going forward to serve the needs of the clergy and Christian community in the country.

He thanked the church for the role they played in the social sectors such as health and education as well as in the looking after the vulnerable in society in places such as orphanages.

Mr. Hichilema said he saw no need in imposing taxes on missionary work related equipment as that amounted to taxing God Himself.

The UPND leader said, as an economist, he considered it as a huge serving on the part of government if missionary work related equipment were exempted from taxes because the citizens that would be touched by the word of God would in turn fear to steal public resources thus create a prosperous country.

He called on the clergy in the country to rise and continue fostering peace and unity in the country by preaching against hatred so that there is forgiveness.

Several high ranking clergymen and women attended the prayer luncheon and took turns to pray for the nation and denounced violence that has characterised the political environment as it was ungodly and alien to Zambia.

And Mr Hichilema said that he did not know know any Mason and satanic stuff because he belongs to the Seventh-Day Adventist Church which is a Christian church.

Mr. Hichilema said he had initially decided not to respond to Orthodox Church Bishop Edward Chomba who last year alleged that he was a Satanist but decided to use yesterday’s event to explain to the church so that it could have facts about the issue.

The UPND leader charged that Bishop Chomba was a liar but because he was a Christian, he had decided to practice forgiveness.

Mr Hichilema said he and his wife were devout SDA Christians who believed in God, adding that there was no way he could be in the church yet practicing Satanism or Free Masonry.

“What I hear on radio stations and unfortunately what I hear in churches about this fellow called HH is something else. My church, the SDA, which is a Christian church; there is no Mason there, there is no Satanist. Last year, Bishop Chomba said I was a mason, but I don’t even know what a Mason is. I know the temple he worships in and I was surprised that the man of God can tell lies.

“Somehow we tend to discriminate against each other for whatever reason but being a Christian, the most important thing is to forgive. But I think it is also important to explain to men and women of God to give them facts so that they can go away with facts and bear facts,” Mr Hichilema said.

South African pastor takes pictures of heaven

There were strange happenings in South Africa during the Easter holiday when The Incredible Happenings Ministries founder and leader Prophet Mboro ascended to heaven.

The incident happened during the Easter service in Johannesburg where the Pastor was conducting the sermon. According to reports, Mboro was about to begin a sermon at his church in his hometown when a beam of light from the sky appeared and whisked him into Paradise while some feared he was taken by aliens.

Mr. Nkuna, a spokesperson of the church confirmed that the incident happened at around 10:30 am, and the entire church witnessed as the controversial Pastor ascended to heaven.

“The prophet did go to heaven during the service, and he came back later that day. While there, he took pictures using his Samsung Galaxy S5 so he can show them to the people on earth if they do not believe he was captured to heaven. The pictures will be made available to the public on his Facebook page later next week and can now only be accessed through a R5000 pledge. Those who need the pictures can contact the church and make the pledge using Money Market then we will send them the pictures on Whatsapp.” Said Mr. Nkuna.

Power brace for Zesco showdown, as Nkana face Blackpool

Power Dynamos defender Billy Mutale has warned that the Kitwe giants must be at their best if they are to beat champions Zesco United in Saturday’s FAZ Super Division Week 3 showdown at Arthur Davies Stadium.

Power face Zesco in the big Copperbelt derby just a week after losing 2-1 away at Nchanga Rangers – to drop from top spot to 7th on the log after two rounds of matches played.

This match will mark Zesco’s first game of the season having missed the opening two rounds of the new league season due to their 2016 Caf Champions League engagements in March.

In a pre-match interview, Mutale predicted a tough match against George Lwandamina’s side.

“It’s not going to be an easy game Zesco has a good side. We have to work extra hard for us to carry maximum points,” the ex-Under-23 defender said.

Power beat Zesco this season in the 2016 Charity Shield semi-finals that they won 4-2 on post-match penalties after a 1-1 draw.

But Mutale said the Charity Shield victory won’t be a factor when Power and Zesco clash heads in Kitwe.

“That’s water under the bridge but I know we can do it. If I look at Power Dynamos we are the best,” he said.

Power endured a forgettable 2015 against Zesco after losing 3-1 in the Charity Shield final last season including a 2-0 home defeat and a 3-0 away loss in the league

Mighty Mufulira Wanderers are plotting to add more misery on struggling Green Eagles when the two teams clash in a FAZ Super Division round three match on Saturday in Choma.

Coach Justin Chinama’s Eagles are bottom of the 18-team-table after losing their opening two league matches to Green Buffaloes (1-0) and Nkana (3-1).

On the other hand, Wanderers are coming from a 2-1 home win over Nkwazi after starting the season with a goalless draw at Forest Rangers.

In a pre-match interview, Wanderers captain Taonga “Iniesta” Bwembya said the legendary club is targeting to beat Eagles in Choma.

“Our target is victory. We are prepared for victory only, nothing less than three points,” Bwembya said.

Eagles have conjured a rich history of rarely losing home matches.

“Yes, people say it is difficult to win in Choma but not this time because we have the experience and a formidable team to win even in Choma,” the defender said.

Bwembya added:”We want to go far this season so now is the time to start achieving.”

Last season, Eagles beat Wanderers 2-1 in Choma after the first leg finished goalless at Shinde Stadium in Mufulira.

Macky 2 called them a mockery and a publicity stunt aimed at marketing Zambian Breweries to partners hence it did not come as a surprise that he was not nominated in any category this year. Government has launched multi million Kwacha ‘X-Ray Fluorescence Analysers’ to monitor the mineral value chain in the mining sector.

Secretary to the Treasury, Fredson Yamba says the digital analyzers are worth 7.5 million Kwacha.

Mr. Yamba says the equipment will enhance transparency and accountability in the mineral value chain.

And Zambia Revenue Authority -ZRA- Commissioner General Berlin Msiska says the 18 analyzers have been procured and distributed to various stakeholders.

Mr. Msiska says ZRA will build capacity among its personal use the equipment effectively.

Meanwhile, Mines Permanent Secretary, Paul Chanda says the ministry is committed to improving accountability in the sector.

Mr. Chanda also disclosed that the European Union has reached an advanced stage in buying six more X-Ray fluorescent Mineral Analyzers.

He said this in a speech read on his behalf by the Acting Director of Mines Fred Banda.

UPND Vice President Evicted for Non Payment of Rent

UNITED Party for National Development (UPND) vice-president for political affairs Canisius Banda has been evicted from his home for allegedly defaulting payment of house rentals.

A check by the Zambia Daily Mail crew at Dr Banda’s house yesterday found four men loading household goods onto a Mitsubishi Canter light truck, which was later driven to an unknown destination.

Dr Banda said in an interview that he is not happy that a private matter has gone into the public domain.

Early last month, Dr Banda’s landlady, Chali Tumelo, said that she was going to evict the UPND VEEP after failing to settle his house rentals and that Dr Banda has been a difficult tenant in paying the rentals.

“He has been staying in my house for nine years and paying rent has been very difficult. Sometimes Dr Banda would pay rentals after a month or at times, it takes two months for him to pay. After so many defaults, we decided to give him seven days ultimatum in which to pay, but still he has continued defaulting,” she said.

Ms Tumelo said Dr Banda pays K5,500 per month, although the market rate in PHI is between K7,000 and K8,000.

“The money he is paying is very little. We have not increased rentals because he has been there for a long time. I had planned to evict him but he pleaded with us, and we gave him a chance because at the time, he had lost his wife,” she said.

Ms Tumelo said she entered into a new contract with Dr Banda, but he has continued defaulting, and that when she asked for the payment of rentals, he allegedly went to the extent of insulting her.

“I have all the text messages as proof of the insults he sent to my mobile phone. Dr Banda started treating me as though I was his tenant and he was the landlord. My lawyer and I have asked him to vacate the house on March 31st,” she said.

Ms Tumelo said she has asked Dr Banda to renovate her house before moving out.

But Dr Banda at the time said the allegation was not true and that he has hardly known Ms Tumelo. Dr Banda said some people are trying to taint his name because he is a politician.
