GOVERNMENT and the Millers Association of Zambia (MAZ) have resolved to establish a national maize stock position of all stakeholders country-wide within 24 hours.

MAZ chairperson Allan Sakala said this in Lusaka yesterday during a consultative meeting with Government when the association presented its concerns on the high cost of maize and its effects on mealie-meal prices.

Mr Sakala said after the maize stock verification exercise is concluded, stakeholders in the maize value chain will come up with proposals for a feasible solution.

He commended Government for its open-door policy and continued dialogue in addressing the high price of mealie-meal.
The consultative meeting is as a result of the recent price increases in mealie-meal prices.

Meanwhile, Mealie meal prices in Mansa have risen three times in a fortnight despite assurances by millers that there would be no upward adjustments.

The town which has two milling companies, Jimbara and APG, has seen an increase of the staple food from K60 two weeks ago to K85 for breakfast meal.

In some retail outlets, Jimbara maize meal was selling for K70 while the APG brand was retailing between K70and K85.

Other brands like Milile were going at K81 in Shoprite supermarket while National Milling breakfast meal was being sold at K83.

PRESIDENT Lungu says he wants to be the best President that Zambia has ever had by doing his best for the country.

He is Zambia’s sixth President and he says he has an opportunity to show his potential given the time and conditions.

“I can’t compete with those that are gone but I think, given my time and conditions, I would like to be the best President that Zambia has ever seen,” President Lungu said.

The President was speaking at State House yesterday when he met recipients of the Mandela Fellowship for the Young African Leaders Initiative (YALI) from across the country.

Mr Lungu said as a person who loves taking up challenges, he would do his best to ensure that he makes a difference in his tenure.

“I will take up the challenge and do my best to ensure that I make a difference. I am a listening person and I find answers by listening and others find answers by question,” President Lungu said.

He said one thing he refuses is to die with unexploited potential adding that Zambia’s transformation is dependent on everyone’s potential and abilities.

“A good number of people in my generation have been buried with the potential in them. I don’t think the potential should just pass our generation, we need to ensure that we take advantage of the opportunities we have and be the change we want to see,” the President said.

Mr Lungu told the Mandela Fellows to take advantage of the fellowship in order to bring change in their various communities.

“With this opportunity of being identified by the fellowship, use it to bring out the potential and let the potential blossom and transform your lives and the communities you come from,” President Lungu said.

He said he is happy with the fellowship, which has identified the potential in Zambia’s young people.

“I didn’t know I would be a lawyer. I didn’t know I would be a politician but I knew I could do something to contribute to my community, so as recipients of the fellowship exploit your potential and whatever you are doing you can always do it better. With this opportunity you have, do the best and exploit your potential,” he said.

Earlier, United States (US) Ambassador to Zambia Eric Shultz said 42 young Zambians had benefitted from the fellowship.
Mr Shultz said applications received showed that Zambian youths are smart and have the potential to excel.

Auditor General Anna Chifungula sues Patrick Katyoka over land

AUDITOR-GENERAL Anna Chifungula has sued a resident of Lusaka for allegedly swindling her of K100,000 over a piece of land in Lusaka’s Kabulonga residential area.

Dr Chifungula said on August 12, 2015, she entered into an agreement with Patrick Katyoka to buy a piece of land situated at stand number 40 Kabulonga valued at K1.4 million and gave him K100,000 as deposit.

She argues that Mr Katyoka, however, switched off his phone after signing a contract of sale and collecting the deposit, thereby making it virtually impossible for her to communicate with him.

Dr Chifungula’s claims are contained in a writ of summons filed in the Lusaka High Court registry last Friday.

“A week after signing the contract of sale, the plaintiff [Dr Chifungula] saw the same property she had purchased from the defendant [Mr Katyoka] re-advertised in the newspaper,” reads part of the court documents.

She contends that the parties agreed in clause eight of the special conditions of the contract of sale that she would pay him K100,000 as deposit upon signing the contract.

Dr Chifungula said she paid the money, from which Mr Katyoka said he would use K50,000 to pay off the loan he was owing to Brafus Limited.

She said upon contacting Mr Katyoka with some difficulty, as his phone remained switched off for most of the time, he denied having sold the property to her.

Dr Chifungula contends that Mr Katyoka, in denying the agreement, challenged her to produce evidence of the written contract of sale, a reaction she said shocked her.

She argues that when she showed Mr Katyoka a written contract of sale, he U-turned and promised to refund the deposit on or before the end of August this year but to date, he has not paid.

Dr Chifungula said Mr Katyoka keeps making promises to refund her but he has not done so, leaving her with no option but to believe that he has no defence to her claim.

“The defendant has clearly breached the terms and conditions of the written contract of sale, which provides for completion within seven days from the date of grant to vendor of the tax clearance certificate by Zambia Revenue Authority,” she said.

Dr Chifungula is claiming a refund of the K100,000 deposit paid to Mr Katyoka for failure of consideration.

She also wants the court to award her damages for breach of contract and interest from the date of payment of the funds and costs.

King Mswati III to grace Independence day celebrations

KING Mswati III of Swaziland will grace this year’s Independence Day celebrations on October 24, Minister of Foreign Affairs Harry Kalaba has said.

Mr Kalaba said in an interview in Lusaka on Tuesday that King Mswati will arrive in the country on October 23 to officiate at Zambia’s 51st Independence Day celebrations.

“I want to confirm that His Excellency King Mswati of Swaziland will come and officiate at this year’s Independence Day celebrations.

“His Excellency will arrive in the country on October 23, together with his delegation,” he said.

The minister said King Mswati’s visit will strengthen the existing warm and cordial relations between Zambia and Swaziland.

The minister called on Zambians to thank God for “His infinite wisdom, love and mercy for guiding the nation peacefully from the time the country attained independence in 1964”.

This year’s Independence Day will be commemorated under the theme: ‘Laying the foundation for a smart Zambia, finding forgiveness.’

Mr Kalaba said the theme urges all the Zambians to unite and leave the past behind and embrace positive attitudes in all endeavours in building “a Zambia we want”.

Movement for Multi Party Democracy (MMD) President Nevers Mumba has said that any President in office qualifies to call for a day of prayer. In a statement made available to the media, the MMD president said that a President or a King has a Godly mandate to call a nation to prayer when need arises.

Dr Mumba however, said that Zambians are not being called upon pray to the PF or President Lungu but to pray to God and added that if the President and the PF have evil intentions of using God and prayer for political benefits, God cannot be mocked and he shall severely deal with such perpetrators.

Below is the full statement

As a Pastor and leader in politics, I have received several queries from Christians and citizens across the country on the meaning of the President’s call to prayer and fasting and whether the event has been called in good faith. I wish to respond as follows:

I am aware that many Zambians are probably angry with President Lungu and the Patriotic Front for the hardships that have engulfed the nation. Zambians are angry that the cost of living has gone up. Mealie meal prices have gone up. Jobs are being lost especially on the Copperbelt and the Kwacha has lost its value by over 100% since the PF took over government. Load shedding has paralyzed families and business alike.

In view of all this, Zambians are asking if President Lungu intends to use God and prayer as a scapegoat for the many problems the country is facing. I wish to encourage all Zambians to use this opportunity for prayer to take our anger and disappointments to God in prayer on the 18th of October 2015. We are not praying to the PF or President Lungu but to God. If the President and the PF have evil intentions of using God and prayer for political benefits, God cannot be mocked and he shall severely deal with such perpetrators.

A President or a King has a Godly mandate to call a nation to prayer when need arises. Zambia being a Christian nation has a tradition of calling on God whenever we have a national crisis. When we lost our national team, we all gathered in Independence Stadium and cried to God for mercy. When we lost our Presidents both in office and outside office, we have all stopped as a nation to call on God for comfort. Any President in office qualifies to call for a day of prayer. The Bible says, “The King’s heart is in the hand of the Lord, as the rivers of water: he turneth it whithersoever he will.” (Proverbs 21:1)

Secondly, there is a concern going around that the choice of the 18th of October could be connected to the beast of Revelation who is identified by the number 666. The word going round is that the addition of the three numbers equals 18, the date chosen for Prayer. First of all, God is Lord on all days. Secondly, even if there was any evil intention by those who have chosen the day, when we worship God in Spirit and in truth on that day, God shall subdue any evil power because He is Lord of all.

Revelation 13:11-18 explains the signs which shall characterize the emergence of the beast. It also says that the first beast shall FORCE everyone to get a mark of the beast and worship the beast. No one is forcing Zambians to get any mark and no one is forcing any one to attend the event.

There is no biblical support for the fear going around the country. The only fear Zambians should have is what God is about to do if this event has been called with bad or political motives meant to deceive the Church.

The University Teaching Hospital has recorded another case of Siamese twins.

They were born this morning joined at the point where their sexual organs are supposed to be.

Medical experts at UTH told Journalists that the manner in which the twins are conjoined makes it difficult to tell their gender.

The woman who gave birth to the twins is from Batoka in Southern Province.

The Tanzania-Zambia Railway Authority (TAZARA) is a viable venture that still has an important role to play in the future development of Zambia and Tanzania, the Chinese Ambassador to Zambia, Yang Youming has said.

Ambassador Yang observed that there was a bigger role for TAZARA to play in future, not only in social economic development, but also in terms of the relationships amongst the states of China, Tanzania and Zambia as well as in the relationship between China and Africa as a whole.

The Ambassador was speaking at New Kapiri-Mposhi last Friday, 9 October 2015, when he accompanied retired Professor Yang Jiemian from the Shanghai Institute for International Studies on a tour of TAZARA. The delegation took a ceremonial 20km test-ride from New Kapiri-Mposhi to Luanshimba.

Ambassador Yang revealed that the Chinese government was still discussing with the Tanzanian and Zambian governments on how best to revive TAZARA and make it operate profitably.

“The three governments China, Tanzania and Zambia are still discussing together on how best to bring the railway line to life and make it run profitably, although it may take sometime to arrive at lasting solutions to the challenges facing the railway,” Ambassador Yang stated.

Ambassador Yang said he was optimistic that a lasting solution to the many operational challenges the railway firm was facing would soon be found.

And speaking later, Prof. Yang Jiemian, who is an expert in International Relations and Global Development, said the Chinese government attached great value to the symbolic importance of TAZARA.

Prof. Yang who led a five-man team of experts from the Shanghai Institute for International Studies, said TAZARA was a symbol for the realization of the China, Zambia and Tanzania co-operation.

The professor disclosed that the team of International Relations experts was visiting Kapiri-Mposhi to have a feel of the line and get acquainted with operational challenges.

Prof. Yang said should the Zambian and Tanzanian governments wish to have trains with the same speed or faster than those trains in China, the Chinese people and government would be ready to do whatever the two nations ask them to do for TAZARA.

Patriotic Front member Frank Bwalya says the unnecessary criticism President Edgar Lungu is receiving from some opposition political leaders is a sign of how desperate they are to get into State House.

Father Bwalya says this is why such political leaders are rubbishing everything President Lungu and his government do even when such undertakings are in the interest of the Zambian people.

He says what is however encouraging, is the fact that the people of Zambia are aware of the desperation of such political leaders.

Father Bwalya states that people are also aware that some of the problems the country is going through have come about because of other factors other than the alleged incapacity of the PF government.

He says the ruling PF is therefore neither unsettled nor troubled by the desperate criticism it is getting from some political leaders.

President Edgar Lungu says he is ready to work with the youth in the various sectors of the economy to quicken national development.

Speaking when he met youths who benefited from the Nelson Mandela Washington fellowship at State House this afternoon, President Lungu challenged youths to make themselves available for national duty.

He has encouraged youths in the country to challenge the future and take advantage of opportunity that come their way.

On the question by one of the youths whether the PF will consider adopting young for the 2016 elections, President Lungu said the PF is ready to adopt youth as candidates as long as they make themselves available.

And speaking at the same function, US Ambassador to Zambia Eric Schultz said Africa’s future belongs to its young people.

He says young leaders are gaining the skills and connections needed to accelerate their own careers and contribute to strengthening democratic institutions, spurring economic growth, and enhancing peace and security in Africa.

Meanwhile a disabled participant Mundia Temba called on government to include youths in the development of the nation especially the disabled.

And the youths have since thanked president Lungu for been inclusive in his quest to develop the nation.

98 lose jobs at ZAMPOST, Job cuts inevitable-Transport Minister

State run Zambia Postal Services has fired 98 workers as at 8th October 2015. An additional 30 have left the corporation this year through normal retirement.

Communications Deputy Minister James Kapyanga told Parliament on Tuesday that the job cuts at ZAMPOST were inevitable.

Mr Kapyanga announced that all those retrenched and retired have been given their retirement packages in half whilst their balances are been paid out on a monthly basis.

He said ZAMPOST failed to respond to market competition following the emergency of strong competition.

Mr Kapyanga revealed that ZAMPOST lost its K1.8 million swift cash monthly revenue due to stiff competition from Shoprite, Zoona and Mobile Money transfers which he said are competing on low charges resulting in ZAMPOST loss of market share.

Mr Kapyanga said staff lay off became inevitable at the corporation after threat of collapse due to litigations and bailiff seizures.

He said the number of workers had to be downsized in order to restore performance viability.

And Communications Minister Kapembwa Simbao announced in Parliament that ZAMPOST will soon be transforming into a bank.

Mr Simbao noted that the fall in the demand for postage stamps has forced ZAMPOST to enter into the provision of banking services especially in the rural areas.

Sunzu: We have picked lessons from Egypt loss

Zambia defender Stopilla Sunzu says they had picked up valuable lessons from Sundays bashing in a friendly at the hands of Egypt.

Chipolopolo lost 3-0 to The record seven-time African champions in Abu Dhabi as they prepare for their forthcoming 2016 CHAN and 2018 World Cup[ qualifiers against Mozambique on October 24 and Sudan next month respectively.

“It was a good friendly because it exposed our weaknesses and we have learnt from the loss,” Sunzu, of French Ligue club Lille, said.

“The game was very important to us as we prepare for Sudan.

“We just have to remain confident and focused.”

Zambia and Sudan will clash in a second round doubleheader with the first leg set for Khartoum on November 9 while the return leg will follow a week later on November 17 in Ndola.

Livingstone man jailed for drug trafficking

A 44-YEAR-OLD man of Livingstone who earns a living through illicit drug business has gone in again for trafficking in 30.6 grammes of marijuana.
Patrick Moongwa, who confessed to the court that he was once jailed for a similar offence, was sentenced to nine months imprisonment with hard labour  by magistrate Benjamin Mwelwa.
This is in a case in which Moongwa was charged with trafficking in marijuana, contrary to the Laws of Zambia.
Particulars are that on September 2, this year, in Livingstone, Moongwa trafficked in marijuana without lawful authority.
“The marijuana that was found in my possession was for sale, and I was with my friend, but he ran away,” he said in his plea.
Drug Enforcement Commission (DEC) prosecutor Andrew Pikiti told the court that his officers received information that there was a male person in Mbita compound who was dealing in psychotropic substances.
Mr Pikiti said the officers rushed to the area and found the suspect with 10 balls of marijuana.
In mitigation Mr Pikiti told the court that Moongwa was a first offender, but the  accused testified to the contrary.
Moongwa told the court that he was once convicted on a similar offence and handed a nine months jail sentence but he only served six months.
He, however, failed to tell the court the name of the prison where he was incarcerated.
Magistrate Mwelwa wondered why the prosecution did not have the information that the accused was an ex-convict.
Mr Pikiti insisted that there was no record to prove that Moongwa was a second offender.
And in mitigation, Moongwa said he was at the mercy of the court and that it was up to the adjudicator to decide his fate.
He, however, asked the court to forgive him for the offence that he had committed.
In his judgment, Mr Mwelwa said he would consider Moongwa’s mitigation and treat him as a first offender.
“I will send you to prison for nine months imprisonment with hard labour so that you can reflect on your actions. I will grant you leave to appeal to the High Court within 14 days if you are not satisfied with my sentence,” he said.

Chief Government Spokesman Chishimba Kambwili has lashed out at opposition UPND President Hakainde Hichilema for criticising the PF government describing him as a good for nothing tribalist.

Mr Kambwili said Mr Hichilema’s incessant appetite for criticising most of Government programs has exposed him as an arrogant and pompous person.

He was speaking Tuesday morning when he featured on a live Radio Phoenix’s ‘Let the People Talk’ program.

Mr Kambwili said Mr Hichilema’s recent radio interview on the same program was used to attack Government unjustifiably.

‘It is unreasonable and unjustifiable for anyone to attack the PF that we have failed to develop this country over the last four year and this is what Mr Hichilema was doing on this same program,’ Mr Kambwili said.

‘All the problems facing Zambia today cannot be attributed to the PF. Even in MMD, Zambia had the same challenges including in the UNIP days. That is why i am saying that no normal person can say the PF has failed,’ he said.

He said Mr Hichilema left many Zambians questioning his Economics Degree after he allegedly failed to articulate economic issues on the radio program.

‘Even non Economists know that what Zambia is going through is as a result of external shocks but you have Economic pundits here cheating the Zambia people that the depreciation of the Kwacha is due to PF’s poor policies. These pundits like Mr Hichilema are lying with open teeth.’

He appealed to Zambians to disregard Mr Hichilema’s opinions about the performance of the Zambian economy.

‘This man is just a pompous and good for nothing tribalist who thinks he is the only educated man in Zambia. Our current Bank of Zambia Governor is probably one of the best in Africa but he has failed to arrest the depreciation, so does it mean that Mr Hichilema is the only man who knows Economist by claiming that the Kwacha will appreciation the moment he is sworn? Is this magic? Abracadabra.’

Mr Kambwili itemised several infrastructural development that the PF has initiated since coming to power in four years ago.

‘We have done very well as a Government, we have constructed schools in all provinces, we have already constructed health posts and clinic in several parts of the country while our roads project is also on course.’

On load shedding, Mr Kambwili said Government has put in place measures that will accelerate the construction of ongoing power generation stations.

‘So when you hear these people say PF has failed the people because of load shedding, they are lying. Which power station gets constructed within four years? People need to be serious and realistic. Even my four year old niece Mubanga knows the load shedding is due to low water levels but Mr Hichilema does not seem to know that.’

ACC still interested in appealing the acquittal of RB

The Anti Corruption Commission (ACC) says it is still interested in appealing against the acquittal of Former president, Rupiah Banda.

ACC Spokesperson Timothy Moono says the Commission has already submitted their opinion on the matter to the National Prosecution Authority and is still awaiting the response.

He also says investigations into Football Association of Zambia -FAZ president, Kalusha Bwalya’s alleged 80 thousand US dollars bribery case has advanced.

Mr. Moono said the ACC is currently working with international organisations and investigating bodies on the matter.

He said other prominent cases that are still under investigations are for Mumbwa Member of Parliament, Brian Chituwo and former Zambia Railways boss, Muyenga Attanga.

Mr. Moono was speaking at the 2015 third quarterly briefing in Lusaka on Tuesday.

He noted that Zambia has made significant strides in the fight against corruption as can be seen in a number of indicators both local and abroad.

Mr. Moono said the World Bank, Moo Ibrahim Foundation and Transparency International Zambia are some of the institutions that have noted progress in the country’s graft fight.

Meanwhile, Mr. Moono said during the third quarter, 3 hundred and 87 suspected cases of corruption were reported of which 62 were investigated.

He reiterated the commission’s resolve to work professionally without fear or favour.

And Inspector General Stella Libongani says the police have advanced in its investigations on the leakage of information from state House and other public institutions.

Ms Libongani says the police will soon close in on the culprits that are responsible for leaking of confidential information.

She said progress has been made but however did not disclose much information to avoid jeopardising the ongoing investigations.

The IG said this in an interview with ZNBC news in Lusaka.

She also said that the service has already started investigating the leakage of the 2016 national budget.

Grand Coalition makes noise to just get funding from Donors-Kambwili

The Grand Coalition on a people-driven constitution is a bunch of individuals who are in the habit of making noise simply because they want funding from their donors, Chief Government spokesperson Chishimba Kambwili has charged.

But coalition spokesperson McDonald Chipenzi has advised Mr. Kambwili to be level-headed when discussing issues of national interests rather than making statements to demean Non-Governmental Organisations (NGOs) over their funding when Government also depended on donors.

Reacting to the coalition’s 90-day ultimatum to Government to start the process of enacting the draft Constitution through a referendum, Mr. Kambwili said the group was just dreaming because the State would never change its position as long as the coalition did not provide money for the exercise.

He said the country did not have money to undertake such an expensive exercise and that it was irresponsible for the Grand Coalition to demand for what was not possible when Government had already provided a roadmap on the enactment of a new constitution.

“They were quiet for some time but they have resurrected because their pockets are empty, they are broke and now they want to show their donors that they are working by reviving their demands but it will not work out.

“Tell Father Leonard Chiti and friends that they can continue dreaming because it is allowed to dream. We shall not prevent anyone from dreaming but whatever they are pushing for will never be achieved because we are not a reckless Government that will call for a referendum to please a few individuals,” Mr. Kambwili said.

But Mr. Chipenzi advised Mr. Kambwili to be sober because the coalition was speaking on behalf of Zambians in accordance with the constitution.

“We are speaking in accordance with the provisions of the constitution and according to the citizens’ call. So, Mr. Kambwili should not accuse us of dancing to donors because even Government has donors to which it is dancing to right now by flouting the provisions in our constitution. We have not changed and we will never change our position on this issue and we will not back down from this call,” Mr. Chipenzi said.

During a press briefing on Sunday, the coalition gave Government a 90-day ultimatum to start the process of enacting a people driven constitution through a referendum as opposed to a piecemeal amendment of the non-contentious clauses while subjecting the rest of the document to a referendum to run concurrently with the general election.
