Patriotic Front Nchanga Member of Parliament Wylbur Simuusa says the ruling party’s chances of winning the 2016 elections will depend on how it deals with the current economic challenges facing the country.

In an interview with Qfm News, Mr. Simuusa has cited the power deficit and the volatility of the Kwacha as some of the issues which the PF must deal with.

Mr. Simuusa notes that the PF government is in control as far as infrastructure development is concerned, but that it also needs to start listening to the people.

He says this means that the government has to adopt a less-talk-and-more-action approach to dealing with challenges that the country is currently going through.

Mr Simuusa has also noted the need for the PF to transform itself from being a draconian government to one with a human face which explains issues to the people.

He thinks that in this way the PF government will be showing to people that it understands what they are going through and is doing something to improve the situation.

He states that the foundation upon which PF was founded gives the party a higher chance of bouncing back to power in 2016.

Mr. Simuusa adds that the PF already has an advantage to win the 2016 general election because it is the party in government.

But Political Analyst Alex Ng’oma believes the current prevailing economic challenges in the country will not have a bearing on next year’s general election.

Dr. Ng’oma also notes that it is too early to determine which political party will win the 2016 elections.

He says while people will be concerned and apprehensive especially that cost of living has gone up, they will be cautious when it comes to voting in the 2016 elections.

But Works and Supply Minister Yamfwa Mukanga says the ruling party has better chances of winning the 2016 general election despite the current economic challenges the country is facing.

Mr. Mukanga says Zambians have confidence in the ruling party owing to the massive infrastructure development taking place around the country.

Special Assistant to the President for Press and Public Relations Amos Chanda says there is no need for President Edgar Lungu to hold a press conference on how he is addressing current challenges facing the country.

There have been calls from various stakeholders for President Lungu to hold a press conference to indicate how he will bring back the country’s economy on track.

But Mr. Chanda says the Head of State in his speech to Parliament highlighted how his government is handling the current situation in the country.

Mr. Chanda has told QFM News in an interview that the measures President Lungu highlighted in his speech are the measures government is putting in place and will be supported by the budget speech to be presented to Parliament today by Finance Minister Alexander Chikwanda.

He says there is nothing more President Lungu can say at a press conference that was not included in his parliamentary speech.

The Presidential press Aide has however, indicated that should need arise; State House will not hesitate to call for a press conference.

Mufulira Wanderers inspirational skipper Taonga Bwembya says Mighty won’t underrate relegation-threatened Nakambala Leopards when the teams clash in Friday’s FAZ Super Division match at Shinde Stadium.

Ahead of this round 27 match, sixth placed Mighty have 41 points while Nakambala are second from the foot of the 16-team table with 23 points after 26 matches played.

Mighty are targeting a top four finish.

Go ahead and increase mealie meal prices-Millers Association instructs members

The Millers Association of Zambia has issued fresh instructions to its members to go ahead and increase prices of mealie meal saying there is no further room for dialogue with Government.

Millers Association of Zambia President Allan Sakala said in an interview that the Millers are not pleased that Agriculture Minister Given Lubinda addressed Parliament on mealie meal prices without giving the Association an audience first.

Mr Sakala said the statement from Mr Lubinda that there is no justification for increases in mealie meal prices are unjustified is insincere.

He said the Millers should be free to cost their products independently since Mr Lubinda has confirmed that Government has no hand in setting prices of commodities.

He said members of the public are free to go and audit the cost input for Millers.

Mr Sakala said the overall cost of production for the Millers has gone up significantly.

And some mealie meal traders in Lusaka have gone ahead and increased the price of the commodity by between K10.00 to K15.00 despite the Millers Association of Zambia putting on hold its planned increase in prices to allow for consultations with government.

A check by Qfm at Kabwata, Chilenje, Kalingalinga and Mutendere Markets revealed that a 25kg bag of breakfast mealie meal is now selling at between K78.00 and K80.00 from K65 and K64 respectively.

A 25 kg bag of roller mealie meal is now selling at K58 from the previous K48 representing an increase of K10.

Meanwhile the Competition and Consumer Protection Commission (CCPC) has noted with concern the Millers Association of Zambia’s continued behavior of agreeing and subsequently announcing the increase in mealie meal prices.

CCPC public relations officer Hanford Chaaba says the conduct violates Section 8 of the Competition and Consumer Protection Act no. 24 of 2010 which is clearly against the idea of concerted practices or decision by players.

Mr. Chaaba says such announcements by the Millers Association signals and creates anticipation which often is unnecessary and contrary to public interest.

He says the Commission will not sit idle but will investigate the matter and where a case is found, punitive measures will be mated out on the Association and its members.

A 27 year –old Mongu District resident has been dragged to court for allegedly attempting sodomise his taxi driver contrary to the laws of Zambia.

This is the case in which male Hatsh Bril, 27, of St. Johns residential area, who on the date unknown but between 23 and September 2015 whilst in Mongu District, did disguise himself as a female when in fact not.

The ‘ female ‘ allegedly enticed Abraham Chilemu 19 of Sambaka village in Chief Mwetele of Imwiko residential area stage one (1) a driver to have unnatural sex with him.

Testifying before Mongu Magistrate Derrick Chingumbe, Chilemu disclosed that whilst operating with his taxi in Mongu main town Centre around 02:00hours he saw the “ female “Bril dressed in women clothes and instantly fell in love.

The plaintiff told the court that he took the alleged female to his home for sex in Imwiko Compound after a few beers at a nearby night club.

Upon reaching home , the so called woman was asked to undress but ‘ she ‘ hesitated but later asked him to switch off the lights before ‘ she ‘ could take off the clothes.

He revealed to the court that whilst in the act he discovered that his lover was not a woman after noticed some mannish features on ‘ her” body.

The complainant has further disclosed that upon seeing that he towed Bril to his Aunt for reinforcement and later reported the case to Police.

And the court has ordered Bril to remain in the lawful custody until he meets bail requirements application condition.

Meanwhile the case has been adjourned to the 14th September October 2015 for continued trials.

NGOCC asks Government to introduce production based Mineral Royalty Taxes

The Non Governmental Organisations Coordinating Council (NGOCC) has asked Government to introduce production based Mineral Royalty Taxes that are commensurate with what the mining companies are making out of the minerals if Zambians, especially the poor are to benefit adequately. In its Tax and Non-Tax proposals to the Ministry of Finance, NGOCC observed that the current Mine Tax obligations were far below the expected contributions to the economy for them to substantially contribute to economic growth and job creation

“A Mineral Royalty Tax is charged on production and this means that the mines will pay the royalties as long as they produce regardless of the copper price. Therefore, a mineral royalty is a better way of taxing the mines. This will result in increased government revenue for poverty reduction programmes, investment and national development, reads the submission in part.

NGOCC has further urged the Government to intensify and broaden withholding tax collection by coming up with effective collection measures to ensure that service providers pay the taxes in full, e.g., collection of rental tax on high value properties. In this regard, the process of operationalising the Integrated Land Management System needs adequate capacitating and resources in order to enable Ministry of Lands to capture all land owners. The organisation observed that there was a marked increase of property being rented out yet not all tax is remitted to ZRA.

“There is also an increased number of consultants who should be captured in the tax net. In addition there is need for ZRA to work out mechanisms of identifying and capturing all tax obligations from consultancy jobs through working out mechanisms with PACRA or other registration mechanisms on various consultancy work,” reads the submission in part.

Meanwhile NGOCC has proposed an increment in the tax-free threshold from K3, 000 to K4, 000. NGOCC observes that the high cost of living – the food basket for a family of 6 has increased to K3,831.24 (JCTR August 2015). The submission further reads “the situation is expected to continue in 2016 due to among other factors the increased prices of fuel. In addition government should consider Zero Rating sanitary wear and essential food items as outlined in the JCTR basic needs basket. NGOCC has also proposed increased allocation of resources to the Ministry of Gender being the spearheading ministry.Focus should also be on other gender implementing institutions to effectively mainstream gender in development policies, plans and programmes and facilitate attainment of the national vision on gender through the National Gender Policy

NGOCC has also proposed the need for sufficient mobilization of resources for the National Referendum on the adoption of the constitution through a wider forum as proposed by Zambians in all the successive Constitutional Review Commissions. This should be prioritised outside the Tripartite Elections of 2016.

And the Civil Society for Scaling Up Nutrition (CSO-SUN), has expressed fear that the budget may not entirely address the immediate economic challenges the country was facing if it would not give attention to matters relating to nutrition.

CSO-SUN executive director William Chilufya said in a statement yesterday that Zambia was currently grappling with a double burden of malnutrition.

Mr Chilufya appealed to Finance Minister Alexander Chikwanda to ensure that he drew people’s attention to the importance of good nutrition through the budget speech.

“A simple statement by the Ministry of Finance on nutrition during the annual budget speech will help keep it on the table as an issue of national importance demanding the required attention and response to it by respective line ministries in the execution of the budget for the financial year,” he said.

UNRULY residents in Kitwe yesterday ran amok, razing a church building for Faith Deeper Understanding Church and Ministries before setting it ablaze after news went round that its pastor had turned into a snake.

The pastor at the centre of controversy, Apostle Anthony Musuku, commands a big following with the population of his congregation which is situated in Buchi-Kamitondo believed to be well over 1, 000 people and is known to posses healing powers.

But a mob of unruly residents yesterday in the morning around 10:00 hours stormed the church building with the view to lynching the pastor who they said had turned into a snake.

Confusion reigned as Police who moved in a bid to prevent the residents from razing the church building structure encountered opposition from the residents with the two sides engaging in running battles.

A Times reporter that rushed to the scene around 11:00 found the situations around Kamitondo tense with anti-riot Police firing teargas canisters while the residents reiterated with stones.

The residents placed stones and burning logs on the main road blocking flow of traffic from Buchi-Kamitondo to other areas.

Police reinforcement from stations around the district was called in to help quell the riots which had since escalated covering the whole Kamitondo even extending to the nearby Bulangililo Township.

The residents finally managed to raze the building and to set it ablaze around 14:00 hours after a long struggle with the police.

The church building structure, which was constructed using plunks and iron sheets was completely gutted by the inferno that also spread to the nearby auto garage belong to Everisto Kalenga where four vehicles parked there for repair, were burnt to ashes.

Copperbelt Commissioner of Police Joyce Kasosa who confirmed the razing and burning of the church building structure dismissed the basis of the residents’ action as mere fabrication.

Ms Kasosa said the residents acted out of superstition and condemned their action.

She said the Police managed to apprehend three people in connection with the fracas and were charged with riotous behaviour.

Janet Chitumbo, an eye witness who was at the church when the fracas erupted said she was with her daughter in one of the rooms at the church for prayers when a mob stormed the premises around 10:00 hours and started throwing stones and other missiles claiming that Apostle Musuku had turned into a snake inside the church while praying for patients.

Ms Chitumbo whose daughter was critically ill and unable to walk, said she struggled but managed to flee using a wheelchair fortransportation of the patient to the nearby shop where she sought refuge.

Some elders from the church told the Times that the story of their pastor turning into a snake was fabricated by people who were jealous of the success made by the congregation.

Elder Samule Mvula who was flanked by pastor Judix Nkandu said the people behind the fabrication of the story hired a mob which went and burnt the church building.

“The story of pastor Apostle Musuku having turned into a snake is fabrication because the pastor in the first place was not even at church when this mob came to cause havoc,” Mr Mvula said.

Kasempa residents receive free eye screening services

Hundreds of Kasempa residents yesterday turned up to have their eyes screened for free as a way of commemorating World Sight Day.

Among the services that were provided were free eye care services, such as giving of free spectacles, drug treatment, screening and surgery.

Officiating at the occasion, Health Minister, Joseph Kasonde, reaffirmed government’s vision to eliminate avoidable blindness through a global campaign.

Speaking through North-western Province Deputy Permanent Secretary, Alfred Chiingi, Dr Kasonde noted that government’s commitment follows an increase in the number of blind people which is estimated to be 150,000 the whole country.

Dr Kasonde cited Kasempa district as having 10.1 per cent prevalence rate of trachoma and that phase one of mass drug administration has already been concluded.

He further commended standard Charted Bank, Vision Aid overseas and ORBIS Africa for the support they have rendered in eliminating blindness and for facilitating the celebrations.

And ORBIS Africa Director for Communications, Hellen White, encouraged people to seek appropriate medical attention after noticing changes in the vision and reduce on unnecessary blindness.

Ms White promised to strengthen on educational, screening and referral roles in North- western Province in the next two years in order to ensure early detection of eye problems.

Meanwhile, Standard Charted Bank Head of Corporate Affairs, Christine Matambo, promised to continue working with government and the private sector in reducing eye problems under a program called ‘seeing is believing’ which is being implemented in over 20 countries including Africa.

There is apathy in Voter Registration, Wina tells Parliament

VICE President Inonge Wina has bemoaned the low turnout of people obtaining voters’ cards in the ongoing mobile voter registration exercise by the Electoral Commission of Zambia (ECZ).

Ms Wina said the number of people that obtained voters cards between September 14 and 27 this year, indicate a lower than expected turnout.

Based on projections of would be 18 year olds’ next year by the Central Statistical Office (CSO), ECZ has targeted to register 1.7 million new voters and as at September 27, only 301,103 people countrywide had obtained voters cards.

Ms Wina said, after presenting a ministerial statement to Parliament on the status of the exercise, that she was particularly worried with the low turnout of the female folk in the process.

She was responding to Nchanga Member of Parliament (MP) Wylbur Simuusa who had asked a follow-up question on Government’s position regarding the worrisome figures.

“There is apparent apathy from the community and this could be attributed to the reason that maybe our people are losing interest in politicians.

“But let me state that it is the duty of MPs to sensitise the people, particularly youths, on the need to possess a national registration and voters card,” she said.

Ms Wina disclosed that K124 million had so far been disbursed for the exercise which is expected to gobble up K475 million.

She said K315 million would be spent the current exercise ending next month while K160 would be used on the exercise which will last a fortnight in March next year.

Meanwhile, the House heard that some people masquerading as patriotic front (PF) cadres were illegally grabbling land from innocent citizens to tarnish the image of the ruling Party.

Chief Government spokesperson Chishimba Kambwili said it had been established that these were the same people illegally demarcating land under the guise of being PF cadres.

Mr Kambwili was responding to Mafinga MP Catherine Namugala who alleged that PF cadres were behind the rampant cases of illegal land allocation in Lusaka.

Ms Namugala had asked a follow up question to the Ministry of Lands after Mazabuka Central MP Garry Nkombo queried if the Government was aware of a citizen who lost their life while battling for his land from suspected party cadres in Lusaka West.

In another development, Health deputy minister Chitalu Chilufya said the Government was investigating the presence of an insect that is allegedly terrorising human and animal life along the Great East road.

Dr Chilufya was responding to Chipata Central MP Reuben Mtolo who asked whether Government was aware of the deadly insect which transmits a disease.

“We have a team of experts including etymologists assessing the severity of this situation and once available, the outcome of the investigations will be made public,” Dr Chilufya said.

The midfielder of DR Congo club TP Mazembe will miss the away friendly to be played in Dubai due to a family bereavement.

“Rainford came to camp to say he wouldn’t make it because he has a family bereavement and so he has been excused from the game,” Zambia coach George Lwandamina said after Thursday afternoon training in Lusaka.

His absence means Zambia will only have six foreign-based call-ups to face Egypt this weekend.

SECRETARY to Cabinet Rowland Msiska has directed that all bars and other public places of entertainment should remain closed between 06:00 hours and 18:00 hours during the Day of prayer and fasting on October 18.

Dr Msiska said clergymen should lead their congregations in prayer for the nation and called on all citizens to spend time in prayer and fasting at their places of worship and churches.

“All forms of entertainment nature shall be suspended during the period when Zambians dedicate the day as a solemn fast in response to the social and economic challenges,” he said.

Dr Msiska said in a statement in Lusaka yesterday that President Edgar Lungu had stated that as a Christian Nation, Zambians were reminded of what God had promised in His words.

“On this basis, the President has called upon all Zambians to, with a deep sense of shame, repentant sorrow, and deep reverence; unite in humbling ourselves before the most high God, in confessing our individual and national sins.

“Ask Him to remove from our hearts that pride of opinion which would compel us to continue in the wrong for the sake of consistency and desire to be applauded by men rather than God,” he said.

The Head of State has also called on Zambians to restore the friendship and goodwill which prevailed in former days among the people of all provinces and tribes in the country.

“Let our fervent prayers rise to His throne that He would remember us in this hour, as he did our fathers in time past and preserve our peace, freedom and unity, and bless the works of ours hands for generations to come,” Dr Msiska said.

THE High Commission of Zambia to South Africa wishes to advise Zambians travelling between Zambia and South Africa to take note of the new South African immigration laws which came into effect following the recent amendment of South Africa’s Immigration Act.

South Africa recently amended its Immigration Act which was subsequently signed into law by President Jacob Zuma on 16th May, 2014.

The advisory follows an incident in which seven members of the Zambia Under 20 Women National Soccer team were prevented from proceeding beyond the immigration check point at Oliver Tambo International Airport in Johannesburg. The seven who had arrived with other team members on the 9:20 hours flight from Lusaka, were allowed to proceed six hours later after the High Commission had engaged the South African Home Affairs authorities.

The seven are Ngambo Musole, Melan Mulenga, Rodah Chileshe, Barbara Banda, Martha Tembo, Hellen Chanda and Penelope Mulumbwa. They could not be allowed to proceed after they were found to be below 18 years.

The 18 players and eight officials are in South Africa for a return leg of the 2016 FIFA U-20 Women’s World Cup.

Zambia’s High Commissioner – Designate to South Africa, His Excellency Mr. Emmanuel Mwamba advised that all those intending to travel should take time to consult extensively on the new immigration laws.

“Let’s devote a bit more time to learn what these laws require of us before we set off on our journey. People can even contact us at the Mission so that we can help translate the meaning of these laws,” Mr. Mwamba said.

As of 1st October, 2014, parents or any adult travelling with children under the age of 18 years are required to produce an unabridged birth certificate of the child reflecting the particulars of the parents of the child. Provision is also made for one parent travelling with a child and where one parent or both parents are deceased or the child is travelling with a relative or another person. Certified copies of unabridged birth certificates and parental consent, where applicable, will be acceptable when travelling with children.

South Africa’s Ministry of Home Affairs officially disclosed the new laws to the diplomatic corps at a briefing held on 9th July, 2014 in Pretoria. The Amended Immigration Amendment Acts of 2007 and 2011 came into effect on 26th May, 2014.

Under the new law, Zambia’s exemption from the Visa requirement list has continued and as such nationals travelling to South Africa would be granted a visitors permit at the port of entry for a maximum period of 90 days per annum as has been the case in the past.

Further, under the new law, Visa status application period was changed from 30 to 60 days before the expiry of the current visa. One cannot change from a visitor’s Visa to a different type of Visa or Permit without first exiting South Africa. Applications for change of conditions or long stay Permits other than visitors’ are now made at a South African Mission abroad – i.e. South African High Commission or Consulate.

Previously, nationals could apply for a Temporary Residence Permit whilst using a Visitor’s Visa but the amended law now prohibits foreigners from applying for a Temporary Residence Permit while still in South Africa.

As for Business Visa requirements, applicants are now required to get a letter of recommendation from the Department of Trade and Industry, confirmation from a Chartered Accountant on either capacity to pay pledged capital or actual contribution of capital into a business.

The new law also requires that a foreign applicant makes an undertaking to employ 60 percent of South African nationals in the business once in operation. The Business Visas will only be granted for a renewable three-year period.

The Quota and Exceptional Skills Work Permits have been replaced with the Critical Skills Permit which were expected to provide a more rigorous process of proving that only critical skills qualify for work permits in South Africa. Organisations have to provide proof that all necessary measures were taken in recruitment including evidence of a published national media advert seeking the required skills among the South African nationals. This would be used as part of the proof in showing that all necessary effort was applied in justifying the use of foreign skills.

This change in the Skills Visa requirement would, however, not apply to Diplomats and foreign missions in their employment of personal servants from their countries as their applications will be expressly processed through the Department of International Relations and Cooperation.

The employee applying for an Inter-Company Visa, that is working for a company with branches abroad, needs to be employed with the foreign office for not less than six months before being eligible for transfer to South Africa. The Visa is now available for four years after which the foreign national will have to exit the country.

The new law also came with steep increases in administrative fines that are imposed on those who overstay and any other persons in contravention of the new Immigration Act.
When one’s Visa has expired, they are labelled “Undesirable Persons” before facing a limited ban from re-entering South Africa for periods of one, two or five years. Immigration officers at ports of entry or exit have now been empowered to ban foreigners on grounds of over-staying even for a mere two days.

Those found to have over-stayed by two to five days will be declared “Undesirable Persons” for one year. Those over-staying up to 30 days will be banned for 24 months.
The South African Government has justified the new measures as being informed by the need for the country’s laws to be in line with international immigration standards, improve national security and to curb the high incidences of abuse of the previous Immigration Act.
