Whilst an “ingenious” plan to further siphon nearly 2 million kwacha monthly in salaries and allowances for the 5 new Ministries the woes of the average citizen seem to deepen daily. Commodity prices of basic commodities have nearly doubled in the last two weeks and still rising. How then would an average Zambian make ends meet? In any country when the ruling class oppress a population into a state where they can not afford basic commodities whilst they blatantly spend on luxurious lifestyles-chartering large jets, carrying a stadium of unnecessary individuals for conferences where they are of no use, they increase their emoluments (MPs), and now create new ministries, All out of OUR taxes. This is a very dangerous way to run a country experiencing an economic debacle as it opens up the country to violent uprisings.

We would like to continue with the peace we have enjoyed for the last 50 years. But the anger and hunger levels in this country only grow by the day. This rife emotion amongst the General citizenry is a very highly flammable atmosphere in any setting. The arab spring started with a youth setting himself ablaze because even after graduating from university, he could only help himself to a tomato business that could still not sustain him and his siblings.

All of us distaste chaos, but the irresponsibility in government’s handling of issues of importance is pushing citizens in the corner. Zambians are generally very peaceful but if you push even a rabbit in a corner it will bite you. Whilst the rest of us struggle with the most basic life needs,the government decides to mock us with basically flushing money down individuals toilets than putting money in issues of national importance like setting up systems for diversification of our economy into agriculture.

By year end we would have spent about 15 million kwacha on these individuals. Money that would have gone along way in improving our agriculture sector, a sustainable source of employment and a key contributor to stabilizing our economy.But instead the government figures that efficiency of how MINISTRY’S are run is a bigger problem than the millions of Zambians sleeping hungry.

Stop driving this country into chaos and actually listen to the peoples cries. In case you are not aware, I would like to inform you that We are suffering in this country. And your irresponsibility in the decisions made as a government only stirs anger amongst the majority of Zambians. You are driving this country to a destructive end.

Music Union of Zambia on course

FORMATION of a Music Union of Zambia, an organisation that will represent the interests of musicians, DJs and managers is progressing well with the drafting of its constitution completed.
Music Union of Zambia interim secretary general Machi Muchindu, aka, Prodigal Son, said the formation of the union is necessary because it will help protect musicians from exploitation.
“We’ve finalised with the constitution for the Music Union of Zambia…we are just doing final consultations, the union should be registered by next week,” Muchindu told the Weekend Mail in an interview yesterday.
The musician and radio presenter said the formation of a union for musicians has been long overdue adding: “most countries in sub-Saharan Africa have unions representing musicians except us in Zambia”.
Muchindu said a team spearheading the formation of the union has been in close contact with veteran musicians for advice.
“We have not left out anyone during meetings concerning the formation of the union, we have been consulting the big guns in the music world like James Chamanyazi and Brian Shakorongo…even during the final consultations concerning the constitution and the union, the old timers in the music industry will be involved,” he said.
And asked why meetings for the formation of the union were only advertised through a WhatsApp page, Muchindu said “We just did that for starters, we needed a road map”.
Commenting on WhatsApp postings suggesting a rivalry between musician CQ and the people in charge of the formulation of the union, Machindu said “it’s not really rivalry” but “an exchange of views among artists debating clauses in the union’s constitution”.
“You expect people to argue on contentious issues when discussing the constitution…it’s not really a rivalry because the way we argue on WhatsApp can be different from the level of debate when we go in an actual meeting,” he said.
Zambia Association of Musicians ZAM chairperson Njoya Tee recently said he would support the formation of a union to represent the interests of musicians because it has records of musicians being poorly paid after providing services.

Five Zambian MPs to Attend Pan-African Parliament in South Africa

THE First Ordinary Session of the Fourth Pan-African Parliament (PAP) has opened in South Africa with five members of Parliament representing the Zambian House.
The session which will run until 17th October, 2015 was officially opened by South Africa’s President, Jacob Zuma, represented by his Minister of International Relations and Cooperation, Ms. Maite Nkoana-Mashabane.

The five Zambian parliamentarians are Ms. Dora Siliya for Petauke Central, Professor Geoffrey Lungwangwa for Nalikwanda, Ms. Sarah Sayifwanda for Zambezi East, Mrs. Christine Mazoka for Pemba and Mr. Levy Chabala for Kankoyo constituency.

The current session has so far tabled and debated the Activity Report of the PAP which was presented to the house by PAP president Mr. Roger Nkodo Dang. The session has also debated the project Electricity for All Africa which was presented by former Minister of State for France, Mr. Jean Louis Borloo.

The session has also debated the state of the African Union (AU), which was presented by AU Commission Chairperson Dr. Nkosazana Dlamini Zuma, and the African Peer Review Mechanism country reports.

Other topics expected to be tabled include debate on peace and security in Africa, debate on climate change in Africa, debate on urging the PAP to play an active role in spearheading the implementation of the Beyond 2015 Strategic Development Goals, debate on the xenophobic attacks in South Africa and debate on the establishment of the continental Free Trade Area – The role of parliamentarians.

The session is, on 12 and 13th October, 2015 expected to hold the 2015 Women Conference under the theme: “2015 Year of Women’s Empowerment and Development towards Africa Agenda 2063: From Dialogue to Action – the Role of PAP Women in Parliament.”

The MPs have also been attending separate specialised committee meetings established within the structures of the PAP.

Stakeholders in Lusaka Call for Tanker Relocation after Fuel Tanker catches Fire

Concern is mounting over the growing danger posed by fuel tankers parked along the roadside in Lusaka’s industrial area.

Life and property are at risk should one of the vehicles overheat, warned nearby businesses appealing to the authorities to take action before a major disaster happens.

The hazard of fuel tankers parked on the side of roads – in many cases overnight – was highlighted recently when a truck loaded with petrol caught fire outside the Zambian Breweries premises on Mungwi Road.

“The possible consequences of allowing fuel tankers to park in the industrial areas are unfathomable. This is why we are appealing to the relevant authorities to take concerted action and put an end to the practice. We will avail ourselves to work with the authorities in whatever capacity,” said Ezekiel Sekele, Corporate Affairs Director at Zambian Breweries Plc.

Quick action by a combined team of Zambian Breweries safety personnel and the Lusaka Fire Brigade averted what could have been a national catastrophe and a high-profile accident that would have tarnished Zambia’s reputation on industrial safety standards.

The rescue teams followed emergency procedures and responded in a timely and professional manner to the incident, and in so doing they averted what could have been a tragedy, said Mr Sekele.

He praised the teams who put out the fire and thanked the Lusaka Fire Brigade and other organisations for their prompt action.

Zambian Breweries management along with other businesses are currently engaging the Ministry of Transport, Works, Supply and Communications, Ministry of Energy, the Police Service, and the local authorities to highlight the danger of these tankers.

There is an urgent need to relocate fuel depots away from high-density industrial areas and ensure strict enforcement of the existing regulations governing the bulk storage and transportation of fuel, said Mr Sekele.

Hundreds of Luapula Province Teachers illegally claimed for double allowances

HUNDREDS of teachers in Luapula Province have been drawing illegal allowances from the Government in excess of K3 million, a senior Ministry of Education official has said.

The Government has since announced its intention to recover the funds through deductions from salaries.

Luapula Province Provincial Education Officer Smith Bweupe said the illegally paid out funds had been in form of double class allowances while some teachers had been drawing rural hardship allowances while stationed in urban schools.

This came to light during a gathering to commemorate World Teachers Day in Mansa.

And Deputy Minister of Health Chitalu Chilufya has commended teacher for their commitment, dedication and passion to the profession under difficult economic and social conditions.

Dr Chilufya reiterated the Patriotic Front (PF) Government’s commitment to address staffing challenges being faced by teachers by deploying five thousand new teachers to mitigate the shortage in schools this year.

Government was also constructing several schools and upgrading many primary schools into secondary schools while the establishment of the Teaching council would bring professionalism to the teaching profession.

Mr Bweupe commended Government for facilitating the establishment of universities throughout the country which had enabled teachers and other professionals to upgrade and be empowered academically.

He also praised the revised school curriculum to make education be responsive to societal needs. He further warned teachers who were involved in examination malpractices to desist as the law would visit them.

Zambia National Union of Teachers (ZNUT) representative Samuel Nyirenda lauded Government’s decision to split the Ministry of Education into two, so as to improve efficient delivery of education to the country.

He further pledged to work closely with Government to improve teachers working conditions of service to realise Government’s long term goals of education to the majority of our population.

Government sources K53 million to complete Livingstone Market and Bus Terminus

THE Government has sourced K53 million to complete the long awaited construction of the ultramodern Town Centre Market and International Bus Terminus in Livingstone.

Speaking in an interview, Local Government and Housing Permanent Secretary Misheck Lungu said the funding would be adequate to complete the two projects by the end of this year.

“We are now on course as Government has sourced K53 million for the two projects. We are now paying the contractors and very soon, you will see contractors getting on site to resume construction activities,” he said.

He said the two projects would be handed over and opened for use by the first quarter of 2016.

The ultramodern town centre market and an international terminus were some of the legacy projects initiated in 2013 ahead of the global tourism event.

In February 2013, Ndilila Associates and Architects project managers signed the contract with the Southern Province administration through former Southern Province Permanent Secretary Mulenga Chileshe to construct the bus terminus at a cost of K41.5 million.

Further, GES Architects was given a contract to construct an ultramodern market at the Town Centre at a cost of K28.5 million. However, the construction of the two projects slowed down due to lack of funds but the securing of the finances is set to expedite the construction exercise.

In a related development, Livingstoine District Commissioner Omar Munsanje has assured that the ongoing construction of Mulala Bridge across the Maramba River will be completed before the end of this year.

More than 700 households in Livingstone’s Mulala Village in Libuyu Ward were cut off from the rest of the tourists’ capital after bridge collapsed due to heavy rains in January this year.

However, the Zambia Army is currently leading a team of engineers working on the Bridge while the Zambia National Service (ZNS) and the Rural Roads Unit (RRU) are providing equipment under the supervision of the Disaster Management and Mitigation Unit (DMMU).

Mr Munsanje said in an interview that the bridge would be re-constructed soon to protect the people that had been risking their lives in crossing the crocodile infested river.

“The preparatory works are currently going on smoothly before the actual re-construction of the 10 metres high Bridge can start. The actual Bridge won’t take long to construct. The main works are the ones that are being done currently,” Mr Munsanje said.

“The people of Mulala should continue being patient as we will deliver the infrastructure to them before the end of this year,” he said.

SOUTHERN Province chiefs have praised President Edgar Lungu for demonstrating his commitment to unite the country through equal representation following the appointment of Greyford Monde as Fisheries and Livestock Minister.

The traditional leaders have assured Mr Lungu of their support to ensure that he succeeded in his development efforts.

Mr Lungu appointed Mr Monde to the full cabinet role as Fisheries and Livestock Minister.

The UPND lawmaker was until his appointment Agriculture and Livestock Deputy Minister before the ministry was split into two.

Chief Mukobela of the Ila people in Namwala district, said the appointment of Mr Monde was crucial in boosting livestock production in the country because he was well conversant with animals.

The Ila people are heavily dependent on livestock and fishing as well as agriculture and the appointment of Mr Monde who hails from the region comes with great hope and expectations.

“We are very happy that our own child has been appointed Minister, and I would like to thank the President for this gesture and assure him that we will pray for him that he succeeds.

“This has demonstrated that President Lungu is inclusive and would like to see equal representation and equal share of national resources so that every Zambian is happy,” he said.

Chief Mukobela appealed to Mr Monde to prioritise the fishing regulation following unprecedented dwindling of fish stocks in rivers because of the poor fishing method by fishermen.

Chief Chipepo, of Gwembe District, said Mr Lungu had made a wise decision to split the Ministry of Agriculture and Livestock because livestock and fisheries needed a special focus in order to contribute to the socio-economic development of the country.

He also commended Mr Lungu for appointing Vice President Inonge Wina as National Planning Minister saying national planning activities should be done at a higher level of government.

The traditional leader noted that Mr Monde was a qualified and competent person who understood the challenges in both fisheries and livestock development.

“I want to congratulate the President because he is doing a great job; this is a wise decision and I’m sure the livestock industry will contribute to our economy significantly with a ministry of its own.

“You may wish to know that the livestock industry is sustainable than other industries like mines and some countries like Botswana have done well, so we will support the new Minister and President Lungu for this gesture,” he said.

Chief Chikanta, of Kalomo District, said the appointment of Mr Monde was another demonstration of equal representation which should supported by every Zambian.

The Chief said the people in the area had been crying for effective representation at cabinet level and the appointment the Itezhi-tezhi lawmaker had come as a great relief.

THE Bible Gospel Church in Africa (BIGOCA) says no politician must encourage citizens to shun the October 18 National Day of prayer and fasting because wisdom on how to govern the nation comes from God.

Bishop Peter Ndhlovu said politicians should always seek the face of God on how best to govern the nation saying some challenges could only be changed by God ‘ s power.

“Politicians must never joke with the word of God, if they are doing so because they hate the one who made the declaration, then they are jokers who should not be allowed to rule the country,” he said.

He said no one politician should expect to be a leader when he or she did not want to pray and fast for the same country he or she hoped to govern.

Bishop Ndhlovu said in an interview in Lusaka yesterday that said most politicians had failed to progress in their political life as a result of not seeking God for wisdom and guidance.

” This is one of the greatest proclamation President Edgar Lungu has made for the nation, the country is faced with a number of challenges, politicians, Professors, Doctors and experts have failed to find solutions, in this case the country needs national prayers,” he said.

The Bishop said those denying joining citizens in prayer and fasting were denying themselves blessings and the right to live because God was the giver of life and wisdom.

He said it was sad that the declaration of the National Day of Pray and Fasting had been politicised by others at the expense of Gods divine intervention of the many challenges facing the country and the entire globe.

“To you politicians take out your pride and seek the word of God on this day, why do you only want to attend church during campaigns only, let all churches wherever they maybe join in praying for the nation,” Bishop Ndhlovu said.

He said praying for the nation should be a constant phenomenon.

Pros call-ups swell Zambia camp

Zambia’s foreign call-up list has swelled with just two players missing ahead of Saturdays away friendly against Egypt.

Midfielder Chisamba Lungu of Russian club FC Ural was the first of the foreign-based players to arrive on Tuesday.

He was joined on Wednesday by Nathan Sinkala of TP Mazembe including the South African based duo of Mamelodi Sundowns goalkeeper Kennedy Mweene and Mpumalanga Black Aces striker Collins Mbesuma in Lusaka where 18 domestic players gathered for training camp on Monday.

Defender Stopilla Sunzu of French Lille 1 club Lille has also arrived in camp.

Captain Rainford Kalaba was being awaited while midfielder Lubambo Muosnda will fly directly to Dubai from his Armenian base.

Meanwhile, the Power Dynamos quartet of Kennedy Mweene, Larry Bwalya, Christopher Munthali and Kennedy Mudenda have been dropped for the Egypt friendly following a club-versus-country standoff.

Power declined to release the players before Wednesdays game against Zesco United that they subsequently lost 3-0 to see the latter successfully defend their league title.

Agriculture Minister Given Lubinda says there is no justification for millers to increase the price of mealie meal because there is no shortage of maize in the country.

Mr Lubinda has told Parliament in a ministerial statement that while government is aware that prices of maize in Lusaka are as high as K1,950 per metric ton, farmers are still selling maize to the FRA in all other parts of the country at K1,500 per metric ton or K75.00 per 50kg bag.

He says there private sector is therefore encouraged to purchase maize from outlaying areas where it is selling at prices up to K75.00 per 50kg bag.

Mr Lubinda adds that the National Stocks Committee which comprises among other stakeholders the Millers Association of Zambia and is chaired by his ministry meets every months to deliberate on agricultural commodities, and that disappointingly, the Miller Association of Zambia did not attend the committee’s last meeting despite several requests for them to do so.

He says during the National Stocks Committee held on 15th September 2015, stakeholders reported that the country had maize stocks in excess of one million, five hundred ninety four thousand ,seven hundred and ten metric tons.

Mr Lubinda states that of this amount the Food Reserve Agency had 957,930 metric tons while the rest was held by the private sector.

The Agriculture Minister says given this situation there is no justification for millers to claim there is a shortage of maize to necessitate the demand for banning the export of maize or increase in mealie meal prices.

He adds that at the national level is food secure, and that the country has sufficient stocks of maize to meet domestic requirements with a reasonable surplus for export.

Mr Lubinda says government will ensure that consumers are protected, adding that by so doing government is not imposing price controls.

Meanwhile Mr Lubinda says the Food Reserve Agency has at 1st October, 2015 purchased maize in excess 587,000 metric tons of maize worth K880,506,675.
He says the agency has thus far paid out K96,800,000 to farmers leaving a balance K783,706,675.

Mr Lubinda adds that the ministry of Finance has already to the Bank of Zambia for onward transmission to the ministry of Agriculture the full amount owed to farmers for payment of the outstanding arrears.

He has since assured farmers that they will be paid without any delay.

Government Ministers, Mining Companies and Unions meet over impeding job losses

Government has engaged the mining companies to ensure that the impending job losses in the mining sector are reduced to the barest minimal as the Mine Workers Union of Zambia (MUZ) rejects any retrenchment move, saying other positions can still be considered.

Chief Government Spokesperson, Chishimba Kambwili, told the media in Kitwe today that government and the mining companies have agreed to ensure that the pending job losses in the mining sector are kept at the barest minimal level to ensure the sustainability of the mining companies’ protection of jobs.

Mr Kambwili said the mining companies have also agreed that they will be negotiating with the unions before they could implement any retrenchment action.

And Mr Kambwili, who is also Information and Broadcasting Services Minister, has disclosed that government has released US$120 million towards Value Addition Tax refund owed to mining companies.

He said the process of disbursing the funds is already being processed by the Ministry of Finance.

Mr Kambwili was speaking in Kitwe today after a delegation of five government ministers held a closed door meeting with mining companies and later with the unions in the mining sector in an effort to abate the massive pending job losses in the mining sector.

The ministers that attended the meeting include Finance Minister, Alexander Chikwanda, Mines Minister, Christopher Yaluma, Labour Minister, Fackson Shamenda, Commerce and Trade Minister, Margret Mwanakatwe and Mr Kambwili together with their respective Permanent Secretaries and other senior officials.

And earlier, Labour Minister, Fackson Shamenda, said government realizes the seriousness of the challenges being faced by mining companies and the possible effects of the impending job losses in the sector.

Mr Shamenda said it is because of this realization that government attaches great importance to the need to dialogue with the mining houses in order to resolve the challenges to sustain the operations of the mines and preserve jobs in the sector.

And Mine Workers Union of Zambia (MUZ) president, Chishimba Nkole, said the union will not accept any move to retrench workers.

Speaking to journalists, Mr Nkole said the union cannot accept any retrenchment because of the impact that such a move would cause on the economy and the individual households in the mining towns.

Mining companies have threatened to retrench workers on account of the falling copper prices on the international market, power load shedding and non-payment of Value Added Tax refund government owes mining companies among other reasons.

Already, Luanshya Copper Mines has sent over 1000 workers on forced leave and Konkola Copper Mines have also retrenched several workers while Mopani Copper Mines have notified government about their intension to lay -off over 3000 workers.

Zesco disconnect Power Dynamos to retain title

Zesco United have retained their FAZ Super Division crown with three games to spare after a 3-0 home win over Power Dynamos on Wednesday at Levy Mwanawasa Stadium in Ndola.

Zesco have reached an unassailable 64 points that second placed Zanaco cannot breach after they drew 1-1 away at Nkwazi on Wednesday afternoon.

Goals from Cletus Chota in the 47th minute, John Chingandu in the 90th minute and Winston Kalengo three minutes later handed Zesco their fifth league title to mnove within one win of Power’s six crowns.

Zesco are now in line for a double if they can also retain the Barclays Cup starting with this weekend’s semifinal date against Green Buffaloes at Nkoloma Stadium in Lusaka.

Zanaco and Power are 2nd and 3rd on 54 and 51 points respectively with the battle between them now solely for that number two spot that guarantees CAF Confederation Cup football in the 2016 season.

Mealie meal traders in Luanshya district have increased Mealie meal prices to K82 per 25 kg bag following the pronouncement by the Millers Association of Zambia (MAZ) that it was considering an upward adjustment of between K10 and K15 per bag.

A spot check by ZANIS in Mikomfwa and Mpatamatu markets revealed that a 25kg bag of Mpongwe Milling breakfast mealie meal was going at K82 with Antelope Milling fetching K81 per 25kg.

But super markets, such as Shoprite and Pick n Pay, have not adjusted the prices which are still between K65 and K70 respectively.

Antelope Milling Company Limited Executive Director, Emanuel Kaldhis, said his company has not increased mealie meal prices and they are expected to remain that way.

Mr Kaldhis, however, noted with regret that some traders were exploiting consumers using his brand when he has not adjust his prices, saying a 25 kg bag was going at K62 wholesale price and K66 retail price.

He added that prices are expected to remain stable if the electricity and fuel prices were not increased, adding that doing so would result in exaggerated mealie meal prices by unscrupulous dealers.

Mr Kaldhis further disclosed that his company had reduced its production levels due to the continued electricity load shedding and he feared that this was one of the major factors that would contribute to an increase in mealie meal prices if the company resorts to using diesel generated electricity.

He boasted that his company labour force stood at 400 permanent employees with 150 casual workers and that the company had no intentions of downsizing its number.

The Antelope Milling Company CEO, however, observed the need by government to control the mealie meal prices to avoid a repeat of riots that rocked the nation in 1986 due to a massive increase in mealie meal prices.

Mr Kaldhis also advised consumers to purchase mealie meal from registered depots to avoid being exploited.

Yesterday chief government spokesperson, Chishimba Kambwili, assured the nation that millers were not going to increase mealie meal prices as they were in discussion with government.

This followed pronouncements by the Millers Association of Zambia that it was intending to increase mealie meal prices by K10 and K15 if their needs were not met.

‘She’ll nurse me till I die’

A THIRTY-TWO-YEAR-OLD man of Lusaka’s Mtendere East township has vowed not to allow his wife to leave him because he wants her to nurse him to his death as punishment for willfully infecting him with HIV.
Christopher Ngoma told the Chelstone local court that his wife, fully aware of her HIV positive status consented to marrying him and should therefore bear the consequence of nursing him as his health continues deteriorating.
“I want the court to order her not to chase me from our home because she is responsible for my deteriorating health condition. I want her to nurse me until death,” Ngoma said.
Ngoma was narrating before Local court Senior Presiding magistrate Hope Mwila in a case in which he sued his wife Justina Phiri 36, of Kalikiliki township for marriage reconciliation.
Ngoma told the court that he married Justina in 2009 and found her with three children already.
He said that he tried on several occasions to formalise their marriage but that Phiri refused to allow him meet her family.
After a year, Ngoma said they failed to convince her and so he requested Phiri to allow him have a child with another woman.
“In 2011, Phiri said she had no problems with me marrying a second wife. I went ahead and married my second wife with whom I have a child with,” Ngoma said.
Ngoma said he later discovered Antiretroviral (ARV) drugs in one of Phiri’s jackets in their bedroom.
“When he confronted her, she told the drugs were pain killers and that the doctor only used an empty ARVs container to store her drugs. A few months later, I found a paper showing results for an HIV test and this time she had no answers for me,” he said.
He said the situation has complicated things for him as he has now failed to disclose his HIV positive status to his second wife who he fears he might have unknowingly infected.
But Phiri said Ngoma has neglected her ever since he married his second wife. She said she has nothing to do with Ngoma’s HIV positive status and as such should sort out his issues with his second wife.
The court adjourned the case for judgment pending the appearance of the second wife to court.
