UPND President Hakainde Hichilema’s independence message to Zambians

Fellow Zambians, it is a great privilege to share my thoughts with you on the occasion of our beloved country’s 49th Independence anniversary.

I speak to you not only as a political leader but also as a proud citizen of what is one of the most gifted countries in the world.

Independence Day is a time that we as country must celebrate who we are and what we have achieved. However it is also a day when we must take time for deep reflection. It is a time to take stock of where we find ourselves on this anniversary of the day when Zambia earned the right to determine her own fate.

Zambia has many blessings to count. We have great mineral wealth, expanses of land, rivers crisscrossing that land with fresh water and above all a hardworking, peaceful and peace loving people. For 49 years Zambia has stood united. Today I call on our people to never take these blessings for granted. Let us always celebrate our natural wealth and our great people.

As we enter our 50th year we as a country, we should also ask ourselves a few tough questions. The most important of those questions is whether the citizens of Zambia are enjoying a standard of living that reflects the potential of the country and the gifts God gave it.

Do our mothers in far flung parts of the country access health services for themselves when pregnant and for the children they raise? When a child is born today in Chadiza, Mwense or Kalabo can they hope to access a minimum standard of education that reflects the fact that the country they were born into produces 10% of the world’s copper? Will their nutrition levels show that Zambia has 40% of the water available to SADC region and vast virgin arable land?

Do ordinary citizens in townships and villages all over the country enjoy a standard of living that reflects the fact that Zambia has never been to war but is rather populated by the most peaceable people on the continent? Do our children in every province have a chance to reach their full potential in well-resourced schools that broaden their minds? Do our schools have a minimum standard of education that ensures that Zambia’s brightest children will take their place in the global world?

Fellow Zambians it is my firm belief that as we reflect on 49 years of independence, these are the questions that must be somberly answered.

I call on every citizen to ask themselves if the Zambia they live in is the Zambia they want. If the Zambia we now live in, politically, economically and socially well reflects the blessings God bestowed on this beautiful land and the potential of its great people.

This week, in what has become a wonderful culture; many of our pre-school children will wear outfits made out of the colours of our proud flag. Their teachers will help them paint little flags to take home to their parents. As we look into their trusting eyes and listen to them proudly sing the national anthem thy have learnt, let us all ask ourselves -what Zambia are we bequeathing these little ones? 49 years after Independence what lives are promised the children of Zambia no matter the circumstances of their birth, or which corner of Zambia they happen to live in?

I will end by promising every citizen of this country from Livingstone to Nakonde, Chipata to Mongu that we in the UPND believe that Zambia can be a paradise of peace progress and fulfilled potential. We have the gifts and we have the people.

I would also like to remember all the citizens who sacrificed their lives to attain our freedom and to honor the freedom fighters that are still with us. It is my duty too, to salute the men and women who have contributed to leading and developing Zambia since 1964. Above all I once again congratulate all Zambians on the 49th anniversary of our independence.

God bless this great land.

President Michael Sata’s independence message to Zambians

PRESIDENT Michael Sata has urged Zambians to reflect on the values and principles of the brave and spirited men and women that fought for the country’s independence.

President Sata urged Zambians to take time to observe and celebrate Independence with remembrance and deep gratitude to those who made it possible to be liberated.

“In the same vein, we must also reflect on values and principles of the brave and spirited men and women who relentlessly and selflessly fought and sacrificed for our independence.

“Their sacrifice would be in vain if we betrayed their patriotism with narrow and selfish interests and their vision of a free, united and prosperous Zambia must not be betrayed today, or at any one time in the future,” he said.

In his address to the nation on the eve of the 49 th Independence anniversary, President Sata thanked God for his grace and mercy that the country would celebrate another milestone of the journey as a nation.

He said the road to independence was not an easy one, but the gallant men and women remained resolute and persevered till they liberated the country and the nation would eternally be indebted to them.

The Head of State said, reflecting on the sacrifices and the vision of the founding fathers, this year’s independence day would be celebrated under the theme: “commemorating God’s favour of Zambia’s 50 years of independence for continued peace, unity, democracy, patriotism and prosperity.”

He said the theme would not only guide in preparations for the jubilee celebrations next year but this also becomes the proclamation and vision for Zambia for the next 50 years.

Mr Sata said this year’s anniversary was a momentous occasion as the country commemorated the golden jubilee and that historically the 50th year was a year of restoration.]

He said the golden jubilee should be celebrated with thanks-giving, reconciliation, works of kindness and a renewed sense of God’s given destiny and purpose as a country.

“We therefore, have a duty to rise above the challenges of nation-building with resolve to serve this country with passion, selflessness and loyalty in our endeavour of national development because no one will develop it but ourselves,” he said.

He said as the country approached the golden jubilee, Zambians must thank God for his favour and abundant blessings of peace, unity and stability.

Mr Sata said reflecting on the 49 years of independence, Zambia has been a hub of peace in the region and continues to play its role in promoting global and regional peace and security.

He said in the spirit of promoting peace, Zambia has also played mediatory role in several conflict situations would continue to promote reconciliation among parties in conflicts.

Mr Sata said despite being a country of 73 tribes, Zambians continue to live together in harmony because of the sustained efforts of the founding fathers and mothers who were determined to create a unitary state of equal rights and obligations.

Mr Sata called on Zambians to develop its democracy with a sense of mutual respect and tolerance, so that in the process democratic foundations on which the country was built are we strengthened.

The Head of State said Government had put the interests of all Zambians at the top of its national development agenda and the aspiration of the Government was to transform and modernise the country’s economy in order to alleviate poverty and create jobs.

The President said the destiny of the country was in the youth who were the majority of the population and the torch bearers of the future of the country.

KCM terminates contracts of local Zambian companies

KONKOLA Copper Mines (KCM) has terminated contracts of Zambian companies at its Nchanga plant in Chingola.

Chingola District Commissioner George Sichula said almost all the local contracts involving Zambian companies have been terminated by KCM.

Mr Sichula said no reasons have been advanced by the mining company for terminating local contractors and suppliers contracts and that KCM had created a problem that needed to be addressed.

He said his office had been trying to engage KCM management into discussing the issue.

“Termination of contractors for Zambian companies is a serious issue which KCM should re- address because the company has created a problem and I thought we needed to call for a meeting and address the problem,” he said.

Mr Sichula said the number of contractors and suppliers operating in Chingola was huge and sending them on the streets was a big challenge to Zambians.

Some contractors affected had complained that KCM had offloaded them on the street s due to termination of their contracts.

They said some contractors were only given contracts for three months despite being the longest serving at Nchanga Underground mine.

They complained that it was difficult to get long term contracts from KCM while companies with Asian origin have better rates, better contracts and were paid on time.

KCM management could not be reached for a comment.

Kambwili warns youths planning to disrupt President Sata’s Kitwe rally

PATRIOTIC Front (PF) national youth Chairperson Chishimba Kambwili has warned youths against fanning confusions at this year’s Independence Day celebrations in Kitwe.

And Mr Kambwili has urged youths to pay their allegiance to the President and the party structures and not individuals.

He was speaking when he held a meeting with youths from constituencies at the Kitwe Little theatre yesterday where he was flanked by Copperbelt Minster Mwenya Musenge and Kitwe district PF chairperson Allan Mwewa.

Mr Kambwili, who is also Youth and Sports said President Michael Sata had received information that youths in Kitwe were intending to disrupt this year’s Independence Day celebrations.

He said reports indicated that there were two factions with one being in support of PF Secretary General Wynter Kabimba while the other being against the Head of State.

Mr Kambwili said the party had no factions and that all members belonged to the PF and that the Secretary General’s issue was being handled by the President.

He said the Independence Day celebrations were a national event and confusions should not be entertained.

“Let us be honest with what we do and avoid dark corner meetings. Anyone fanning confusions will be expelled from the party. Don’t pay allegiance to individuals you will destroy the party, in politics if you are not careful you will lose direction and if you want to belong to a political party, believe in the President and the party structures,” he said.

Mr Kambwili said confusions had the ability to break the party and therefore all members should safeguard the interest of the party and promote unity.

He said the strength of the party was in the youths who had the energy to organize the party.

Government had a programme of developing the country and that the two years the party had been in power it had constructed over 1,500 kilometers of new roads.

Mr Kambwili said the party had also embarked on creating power generation projects to end load shedding in the country.

President Sata is expected to grace the Independence Day celebrations at Kitwe Playing Field (KPF) today.

LAZ loses Public Order Act petition

THE Lusaka High Court has dismissed a petition in which the Law Association of Zambia (LAZ) asked the court to determine the constitutionality of the Public Order Act.

High Court judge Evans Hamaundu said in a judgement delivered in Lusaka yesterday that the petition lacked merit and was wrongly taken to court.

This is a case in which LAZ is challenging the constitutionality of the Public Order Act, alleging that it is discriminatory to opposition political parties.

The association stated in its petition that Sections 5, 6 and 7 of the Public Order Act are in contravention of Articles 20 and 21 of the Constitution.

LAZ was prompted to petition the High Court following the police’s alleged denial to allow the United Party for National Development to hold public rallies despite notifying the police.

“In my view, I do not find the Public Order Act to be in contravention of Articles 20 and 21 of the Constitution. Therefore, the petition fails and since the matter was in public interest, I order that each party bears its own costs,” Justice Hamaundu said.

He said LAZ was supposed to commence the legal actions not as a petition or judicial review but as an appeal.

Mr Justice Hamaundu said LAZ, as an aggrieved party, should have taken the matter to court as a grievance and not as a petition.

He said the association had the option of appealing to the Minister of Home Affairs if it was aggrieved with the way the police were applying the Public Order Act.

Mr Justice Hamaundu said the matter was supposed to be taken to court as an appeal if the association or the aggrieved party was not happy with the Minister of Home Affairs’ decision.

He said when such a matter is taken to court as a grievance, it gives the court enough jurisdiction to determine the case because the court will be part of the grievance.

In its petition, LAZ stated that certain provisions of the Public Order Act are unconstitutional as they are contrary to the provisions of Articles 20 and 21 of the Constitution.

The association stated further that the Public Order Act does not give the full measure of enjoyment of the freedom of association, assembly and speech.

KCM must bear costs of 5 years unpaid PAYE-Government

GOVERNMENT says the unremitted Pay as You Earn (PAYE) tax to the Zambia Revenue Authority (ZRA) by Konkola Copper Mines (KCM) should be paid by the mining company and should not be deducted from workers’ salaries.

Minister of Labour and Social Security Fackson Shamenda said at a media briefing in Lusaka yesterday that it is not the employees’ responsibility to ensure that correct tax is deducted from their salaries but it is KCM’s duty.

“A tax audit report has confirmed that KCM has underpaid ZRA PAYE from its workers for a number of years and intends to correct this anomaly by effecting deductions from its employees,” Mr Shamenda said.

The minister said KCM management should bear the responsibility and no employee should be adversely affected by management’s incompetence.

He said it is the responsibility and obligation of any company or investor to remit the correct tax to ZRA and urged KCM to do just that.

“My ministry directs that KCM management bears the liability to ZRA to offset the difference in taxes due,” he said.

Mr Shamenda said Government has the duty to ensure that workers are respected and provide a conducive environment for conducting business.

He said the stance taken by KCM to make deductions from employees’ salaries to raise funds to pay ZRA the outstanding PAYE, can create problems that can possibly result in industrial unrest.

Mr Shamenda urged investors to abide by the law and meet their legal obligations.

“Incorrect remittance of tax is a serious offence and this refund should be made to ZRA and management of KCM should bear the costs. Making deductions from employees can bring about industrial unrest,” he said.

Mr Shamenda has since asked KCM management and representatives of the Mine Workers Union of Zambia to discuss and resolve the matter.

On Monday, the Daily Mail revealed that a tax audit established that Konkola Copper Mines (KCM) underpaid Pay As You Earn (PAYE) tax for its workers to the Zambia Revenue Authority (ZRA) due to a payroll system error.

This covers the financial years 2006, 2007, 2010 and 2011.

According to an internal memorandum dated October 17, 2013 obtained by the Daily Mail, KCM vice-president for human capital management David Kaunda said the Vedanta Resources Plc-owned mining company will effect deductions from affected employees who were in employment during the period under review.

“Therefore, effective October 2013, KCM will effect deductions from affected employees who were in employment during the period under review,” Mr Kaunda said.

Earlier this year, KCM asked Government for time to pay back an overdue K136.8 million (US$25.8 million) debt it owes ZRA.

The US$25 million debt was first discovered after a standard routine ZRA probe which commenced in April.

Kitwe Utd star ‘Njonginjo’ targets coaching

Veteran Kitwe United forward Chisala “Njonginjo” Mwandama plans to take up coaching when he retires from active football.

Mwandama has been struggling with a recurring knee injury for over five years.

The United player-coach has hinted that he may retire soon.

Mwandama was made player-coach some months ago after the Buchi Boys fired head coach Knight Mpundu and his assistant Nelson Mwenge.

“I love football very much so even if I am done with playing I would do something to do with football,” he said.

“For the past seven years, I have been struggling with a knee injury,” Mwandama revealed.

And the Garden Park veteran believes Kitwe can win promotion back to the Super League.

The legendary club lie third on the FAZ Division One North table with 51 points.

“So far so good we are still in contention, you never know we could just surprise people by winning promotion.”

Kitwe are campaigning to end their eight-year absence from the Super League.

U23 face U20 in Independence Day showdown

The Zambia Under-23 and Under-20 National Football Teams on Thursday square off in a practice match to mark the nation’s 49th Independence Anniversary in Lusaka.

The two junior teams clash in the 15:00 hours kick off match at Nkoloma Stadium as they prepare for their respective future assignments.

The Hector Chilombo coached Under-23 squad will early next year take part in the 2016 Rio Olympics qualifiers while the Under-20 will be defending the COSAFA Junior Championship in Lesotho this December.

The teams entered camp in Lusaka on Tuesday prior to the practice match on Independence Day.

Some of the players in the Under-23 squad are Nkana’s Reynold “Sate Sate” Kampamba, Felix Nyaende of Nchanga Rangers, Bruce Musakanya (Red Arrows), Lubambo Musonda (Power Dynamos) and Bernard Mapili (Zesco Utd).

Meanwhile, Under-20 coach Osward Mutapa has called the likes of Billy Mutale (Nchanga Rangers),Spencer Sautu (Forest Rangers), Boyd Musonda (Young Zanaco) and Peter Mwanalushi (Kafue Celtic).

Zifa Nkhoma backs Tennant Chilumba for 2014 success

Ex-Power Dynamos defender Zifa Nkhoma has backed Tennant Chilumba to have a better 2014 season at Arthur Davies.

Chilumba had a bad start in his first three months in charge since signing a one-year deal with Power in June.

However, Power have picked up steam since early September and are currently unbeaten in the last seven games.

“What went wrong was the coach arrived in the middle of the season and he didn’t know the players very well,” Zifa said.

“He is gradually getting there with the team but now his main task is to save the team from demotion and finish in a good position.

“Next season, after what I have seen, we shall see a different Power.”

Power trace their last defeat to August 18 when they lost 3-0 away to Kabwe Warriors.

Since then, Power have picked up three wins and four draws and are currently 11th on 32 points with two games in hand.

President Michael Sata is tomorrow expected to hold a public rally immediately after the 49th independence anniversary investiture ceremony at Kitwe playing field in the Copperbelt province.

This will be the first time the President will grace an independence anniversary commemoration out of Lusaka since independence in 1964.

Minister of youth and Sports Chishimba Kambwili said in an interview with ZANIS when he visited the venue of the function that the President will be in the Copperbelt province to commemorate the 49th independence celebration and address a public rally.

Mr. Kambwili has since called on the people of Copperbelt province to turn out in large numbers the President’s public rally.

He said the President was expected to explain government policies during his address to the people of the Copperbelt province.

Mr. Kambwili, who is also Roan Member of Parliament in Luanshya and Patriotic Front national youth chairperson said the President’s decision to shift independence anniversary commemoration to the Copperbelt was an indication that he regards all provinces and district as equally and important.

And Secretary to the Cabinet Roland Msiska, his Permanent Secretary Anne Mwewa, Deputy Inspector General of Police Solomon Jere, and many other officials this afternoon visited the venue to check on the preparations.

At the time of their visit, all the marquees that will accommodate invited guests had already been set up.

United Party for National Development (UPND) president Hakainde Hichilema says he will tomorrow stage a protest to coincide with the country’s independence against what he has termed as ‘rampart abuse of human rights’ under the ruling Patriotic Front administration.

Responding to a question during a media briefing in Lusaka today on why he is shunning tomorrow’s independence celebrations, Mr. Hichilema says he does not see any reason for celebrating when the PF is busy abusing the rights of the majority Zambians.

He says he is not inciting anyone to join him in shunning the celebrations, but is reminding the Zambian people to reflect on what kind of suffering they have been subjected to by the PF.

Mr. Hichilema has called on citizens to ask themselves if the Zambia they are living in is the Zambia they want as they celebrate 49 years of independence.

And Mr. Hichilema has named former Deputy Speaker of the National Assembly Mutale Nalumango as UPND National Chairperson.

The UPND leader has also announced that former PF Kamfinsa Member of Parliament Michael Nyirenda has joined the party after seeing that the UPND is the only party that can correct all the perceived mistakes of the PF during the time they have been in power so far.

2013 Exams nullification ruled out

Education Permanent Secretary Chishimba Mkosha says government has no intentions of nullifying the ongoing 2013 examinations.

Mr.Mkosha told journalists at a media briefing in Lusaka today that there aren’t any sufficient grounds to warrant the nullification of the examinations stating that preventive measures have been taken and candidates engaged in exam malpractices have been arrested.

Mr. Mkosha said the high number of arrests made by authorities and the increased number of candidates expelled from the entire examination process for carrying pre-written materials illustrates the stringent measures that government has effected to curb examination malpractices and enhance vigilance.

He noted that for the first time in the history of the country, the teachers that were arrested were immediately suspended as earlier promised that government would institute stringent measures to deal with those suspected or found guilty of exam malpractices.

He said this is a plus and that the measure will deter would be offenders in perpetrators in future.

Mr Mkosha added that the number of pupils who may have benefited from the examination leakages this year is next to nothing compared to the past due to the measures taken to curb the vice.

Mr. Mkosha however, has expressed disappointment over the big number of teachers and pupils who have been arrested as a result of engaging themselves in malpractice.

And Examination Council of Zambia Director Michael Chilala says the examinations body is working with the ministry of Education to make sure that exam malpractices are prevented.

Mr. Chilala notes that ECZ has been following information given to them relating to exam malpractices and have realized that the opportunity benefit to those who intended to cheat has been almost zero.

Instant justice mob stone suspected wizard to death

A suspected wizard in Siavonga district has been stoned to death by an instant justice mob.

District Commissioner (DC) Brave Mweetwa and sources within the police confirmed the development in an interview with ZANIS.

The deceased has been identified as Leonard Halunyona 42 of Moonga village in Chief Sinadambwe’s area.

Sources said that Mr. Halunyona was murdered last Friday by a mob after he was accused of being a wizard.

Meanwhile Mr. Mweetwa has condemned the action taken by the mob of villagers.

“What I know is that the man was killed by a mob. The community rose against this man on suspicion that he was the one troubling the villagers on witchcraft activities.

Mr. Mweetwa said the villagers also wanted to burn his body, but the police arrived in time to stop the act and stabilised the situation.

He said government will not condone acts of people killing one another and will not allow people to take the law into their own hands.

‘’ I condemn the people for taking the law into their hands and as government we will not tolerate this. It’s not normal in a society to start killing each other.’’ he said.

And A 70-year- old Reverend of a named Church has been shoot dead in Nakonde District of Muchinga Province on suspicion of practicing witch craft.

William Chabateni of Kasichila Village in Mwenzo of Chieftainess Waitwika’s area was shot dead by unknown people last night outside his house.

Muchinga police Commissioner Remmy Kajoba confirmed the incident to the Zambia New and Information Services (ZANIS) in Chinsali today.

Mr. Kajoba said the deceased sustained gunshot wounds in the chest and the right eye and that a shot gun is suspected to have been used.

The Police Commissioner said the incident happened last night around 19:30hrs at his house in Kasichila Village.

He said a team of police officers visited the scene of crime while the body of the deceased is currently lying at Nakonde District Community Hospital awaiting postmortem.

Mr. Kajoba said police in Nakonde are investigating the matter.

Alliance for a Better Zambia (ABZ) president Frank Bwalya has charged that President Michael Sata’s reaction to calls by UPND leader Hakainde Hichilema for Zambians to shun this year’s independence commemoration has exposed his inconsistency and short memory.

ABZ president Frank Bwalya says memories of Zambians are still fresh how President Sata while in opposition shunned state functions which included independence celebrations.

Fr. Bwalya has challenged President Sata to tell the nation why it was right for him to shun independence celebrations and it is now wrong for Mr. Hichilema to shun the same commemorations.

Fr Bwalya has however stated that as long as his party is invited for state functions they will always attend.

He explains that national events such as independence celebrations are important because they provide an opportunity to show the country’s unity, love and to thank God as well show appreciation to the freedom fighters that fought for the country’s independence.

He has told Qfm that this does not however, mean that his party is happy about the alleged lack of medicine in the country’s Hospitals and the high cost of living under the Patriotic Front (PF) government.

Government advise KCM against deducting 5 years PAYE backlog from employees

Government has directed mining giant Konkola Copper Mines (KCM) management not to go ahead with their plan to deduct money from their employees’ salaries in a bid to correct the anomaly of under paying Pay As You Earn (PAYE) for its workers for many years to the Zambia Revenue Authority.

Addressing a media briefing in Lusaka today, Labour Minister Fackson Shamenda said that no employee will be adversely affected through back dated deductions of PAYE by KCM.

Mr. Shamenda added that if the company has already deducted from its employees, workers should be refunded immediately.

He noted that KCM has a legal obligation to deduct the appropriate and correct tax from employees’ emoluments and remit such tax to the tax authority.

Mr. Shamenda has since summoned KCM Management and Mine Unions to his office for a meeting to chat a way forward on the matter.

It has been reported that KCM has effective this month, started deducting different amounts of money from selected workers.

Zambia Revenue Authority (ZRA) undertook a tax audit on KCM Plc covering period 2006 to 2011 financial year.
