The 2011 budget is a carbon copy – PF

Patrotic Front cadres

Patriotic Front (PF) has described the budget presentation by Finance and national planning Minister, Situmbeko Musokotwane as a duplicate the previous budget.

PF National youth Secretary Erick Chanda says that they is nothing new in the 2011 national budget.

He said that the budget has failed to touch on the issues that are affecting Zambians.

Mr Chanda has expressed sadness that the budget has again this time around failed to address unemployment levels facing the youth.

He said that the young people in Zambia have continued to face challenges, and that it is disheartening to note that government has kept a deaf ear on them.

Mr Chanda noted that this clearly shows that ruling Movement for Multi-party Democracy (MMD) government does not care about the plight of the young people in Zambia.

Finance Minister Situmbeko Musokotwane unveiled a K20.5 trillion 2010 proposed national budget last Friday.

Presenting the budget Dubbed:”A People’s Budget, from a People’s Government” in parliament, Dr Musokotwane said 82.7 percent of the total budget will be financed domestically, while the remaining 17.3 percent will come from external resources.

Political violence a sign of immaturity,IHRDG

Institute for Human Rights and Democratic Governance (IHRDG) Director Franco Kapijimpanga says the violence that marred the Chilanga nominations proves that Zambian politics are still immature and full of intolerance.

And Mr Kapijimpanaga has challenged the Electoral Commission of Zambia (ECZ) to take responsibility of the violence that occurred in Chilanga last week on Thursday.

Mr Kapijimpanga said the (ECZ) failed to enforce the electoral code of conduct by allowing those who perpetrated violence go unpunished.

He said it is important that institutions that have been given the power to bring sanity to the politics of this country take their occupation seriously and ensure that people respect the law.

Mr Kapijimpanga noted that ECZ could not end at blaming the political parties involved in the violence but also take responsibility for having failed to take action despite the power that has been vested in the commission to deal with whoever abrogates the law in the electoral process.

Mr Kapijimpanga also said that it is reckless for Caritas Zambia Executive Director, Sam Mulafulafu to claim that the Chilanga by-elections might be bloodier than the Mufumbwe by-elections.

Mulanda ditches PF

PF cadres

Patriotic Front (PF) central committee member Mathew Mulanda has defected to the MMD. Mr Mulanda announced his defection at Fatmols Lodge in Ndola yesterday.

Mr Mulanda said he had decided to leave the PF because the party did not have a working culture of prosperity and that of embracing other people like the MMD.

He said he had observed that he had failed to conform to the PF ways of doing things and his heart was with the MMD.

“I realised that my heart was still with the MMD as I had failed to remain in the PF. I decided to come back and I am back for good,” Mr Mulanda said.

He said he wanted to help the MMD on the Copperbelt to strengthen the organising of the party so that the MMD could win the 2011 elections.

Mr Mulanda said he was impressed with the development that was taking place in Zambia owing to President Rupiah Banda’s leadership.

He said if President Banda was given another five-year mandate, Zambia was sure to become a middle-income country.

Mr Mulanda said Mr Banda had incredible leadership skills and he had embraced the former Republican presidents, Kenneth Kaunda and Frederick Chiluba.

He said a leader should be like Mr Banda and work with other people and not the spirit that PF leader Michael Sata had towards other leaders like his United Party for National Development (UPND) Pact counterpart Hakainde Hichilema.

Mr Mulanda said the reason Mr Sata and the PF joined the pact was to get Mr Sata into State House by all means.

“It was even agreed that if by any mistake, Mr Hichilema takes the position of pact presidency, PF members should vote for President Banda,” he said.

Mr Mulanda alleged that the PF had acknowledged that President Banda was steering Zambia into the right direction but they just wanted Mr Sata to rule the country as well.

He said the pact had never been strong because of the PF attitude towards the PF-UPND Pact.

Mr Mulanda urged the MMD to continue ruling with confidence because the Government was running the country well.

And MMD Copperbelt chairperson Joseph Chilambwe said Mr Mulanda’s defection should make other PF members scrutinise their party.

Mr Chilambwe said the PF had recently seen a number of highly positioned members in the party leave because it was not a party that Zambians should rely on.

He said he had recently received phone calls from PF members that wanted to leave the party, saying that all those people were welcome.

Mr Chilambwe said he was happy Mr Mulanda, who was a member of Parliament for Chifubu and Bwana Mkubwa constituencies and a founding member of the party, had re-joined the MMD.

Meanwhile, Ndola MMD District chairperson, Cephas Katongo said it was time all members of the MMD that left to join the PF returned to the MMD.

Mr Katongo said he was happy that Mr Mulanda had returned to the MMD especially that he was a former Ndola MMD chairperson.

Mr Mulanda is one of the founding members of the MMD and served the party as Ndola District party chairperson from 1993 to 2007 when he voluntarily left the MMD.

He was an MP in Bwana Mkubwa and Chifubu constituencies in Ndola and served as Copperbelt minister.

Journalists to petition Speaker over Phiri’s remarks

MEDIA bodies have resolved to protest before the Speaker of National Assembly Amusaa Mwanamwambwa over sentiments by Patriotic Front (PF) Member of Parliament Mumbi Phiri referring to practitioners in the public media as dogs.

And the MMD has joined the media fraternity in condemning Ms Phiri for referring to the media workers as dogs of Information and Broadcasting Services Minister Lt-Gen Ronnie Shikapwasha.

The media bodies that include the Press Association of Zambia, the Press Freedom Committee of The Post newspapers, Zambia Media Women Association (ZAMWA), the Zambia Union of Journalists and the Zambia Union of Broadcasters and Other Information Disseminators (ZUBID) said they will protest tomorrow over Ms Phiri’s remarks.

MMD spokesperson Dora Siliya said Ms Phiri should do more to improve her education levels to understand how to conduct herself as an honourable person.

In a joint statement released to the Times of Zambia signed by the five media houses, the associations have stated that they will tomorrow petition the Speaker to take action against Ms Phiri’s refusal to withdraw her statement against the public media personnel.
[pullquote]“We feel that Mumbi Phiri’s behaviour puts the name of the speaker into disrepute and puts the reputation of Parliament into question.”

“Her apparent denial to apologise shows how deep rooted her arrogance is. We think she is fighting wrong people who have nothing to do with the land and other problems in Munali Constituency,” the statement further reads.[/pullquote]
“As the media associations we have decided to march to the National Assembly building to petition the Speaker to either reprimand her or take any corrective measures against her,’’ the statement reads in parts.

The associations have since called on all media practitioners, sympathisers and associates to assemble at BP Arcades Shopping Mall at 13:00 hours in time for the protest march to Parliament.

“We feel that Mumbi Phiri’s behaviour puts the name of the speaker into disrepute and puts the reputation of Parliament into question.”

“Her apparent denial to apologise shows how deep rooted her arrogance is. We think she is fighting wrong people who have nothing to do with the land and other problems in Munali Constituency,” the statement further reads.

The association noted that Ms Phiri does not understand her role as MP and the dignity that goes with the position and her public conduct.

Ms Phiri was quoted as having called media practitioners working for the Times of Zambia, Zambia Daily Mail and Zambia National Broadcasting Corporation as Gen Shikapwasha’s dogs.

Zambia Slip To Third In Group C

37

Zambia slipped from top to third in their Africa Cup of nations Group C qualifiers after losing 1-0 away to Libya this evening in Tripoli.

A 35th minute scissors kick settle the game after a swiping move with a ball delivered from the right wing.

This is after a good spell by Zambia that saw Rainford Kalaba breakthrough run saved and Noah Chivuta hit the right post.

Zambia returned from the break strongly but against the cutting edge with the best chance coming in the 74th minute that saw James Chamanga’s header saved from a Kalaba delivery on the right wing.

Libya who apart from the goal scorer looked average benefitted from some questionable 50-50 challenges that went their way in the latter part of the game.

Meanwhile, Libya and Mozambique share top spot on four points after the latter beat Comoros 1-0 in Moroni on Saturday.

Zambia’s next match will be at the end of March next year when they travel to Maputo to face Mozambique.

Max Sichula Hands In Faz Crisis Report

11

The Max Sichula sub-committee setup to get views on the Faz constitutional crisis following four executive committee resignations today presented its finding to the National Sports Council of Zambia (NSCZ).

However, it was not what the general public was expecting and the occasion at National Sports Development Centre turned from sheer anticipation to anti-climax.

NCSZ chief Chifumu Banda said after receiving the 118 page document from Sichula that the report was still confidential until the board had perused through it.

“As it is now the contents of this report will remain confidential until the same is deliberated upon by the board of the sports council on whose behalf this committee was working,” Banda said.

The sub-committee led by Sichula comprised of NSCZ executive committee members Smart Mwitwa and Elliot Mhende including lawyer Bupe Mwansa.

‘SDA’s have been discriminated’ – SACCORD

The Southern African Center for Constructive Resolution of Disputes (SACCORD) has accused the Electoral Commission of Zambia (ECZ) of discriminating against the Seventh Adventist Day SDA worshipers.

The ECZ has recently come under fire after announcing that the Chilanga and Mpulungu by elections will be held on the 30th October, a Saturday.

SACCORD Executive director, Lee Habasonda has challenged ECZ not to disregard calls by the SDA headquarters and reschedule the Chilanga by-election date.

Mr Habasonda said that it is prudent that the ECZ respect the religious right of the SDA’s and not disfranchise them on the basis that they might be a minority group of voters.

Mr Habasonda said that it will be tramping on the religious rights of the Saturday worshipers if the commission does not considers making changes to the poll date and a lot of people will be disfranchised.

He noted that it is important that serious and due attention is given to the matter to ensure that everyone’s view is put into consideration.

He has ,however, challenged all Saturday worshipers to take time to petition the commission on the mater and to ensure that their right to vote is not violated.

Lusaka lawyer Kelvin Hang’andu and the All Peoples Congress (APC) leader Ken Ngondo are amongst some of those that have expressed displeasure at the ECZ decision on the by-election date.

2011 Budget is a campaign strategy- Kambwili

Roan Constituency PF Member of Parliament Chishimba Kambwili has accused the MMD government of using the budget as a campaign strategy ahead of the 2011 general elections.

Mr Kambwili who has described the budget as unpractical has questioned where government will source the over 80 percent of the budget requirement when the windfall taxes on mining have been scraped off.

He has further challenged the government to re-introduce the windfall taxes on mining adding that is meant to deceive Zambians.

Finance and National Planning Minister Situmbeko Musokotwane on Friday announced the over K 20 trillion of 2011 National Budget 82.7 percent of it will be financed domestically while the remaining 17.3 percent will come from external resources.

Don’t Be Surprised

TODAY’S SCRIPTURE

“Dear friends, do not be surprised at the painful trial you are suffering, as though something strange were happening to you. But rejoice that you participate in the sufferings of Christ, so that you may be overjoyed when His glory is revealed”
(1 Peter 4:12–13, NIV)

TODAY’S WORD from Joel and Victoria

It’s one thing to know that you’re going into a challenging season. You get prepared for it. You get mentally ready. But what about the difficulties that we don’t see coming? The unexpected crisis that catches us off-guard? Sometimes, it can seem so overwhelming that it almost knocks the wind right out of us.

The Scripture says that we shouldn’t be surprised by fiery trials. That’s because the forces of darkness would not be fighting against you if they didn’t know that God has something amazing in your future! Sometimes, those unexpected difficulties are just a sign that you’re on the right track. It’s always darkest just before the dawn appears. The enemy always fights the hardest when you are closest to your breakthrough. The key is to stay the course and keep fighting the good fight of faith. Keep your joy and keep declaring God’s Word over your future. God has promised that you will overcome every obstacle. You will defeat every enemy, and right now, I declare that you will fulfill your destiny in Jesus’ name!

A PRAYER FOR TODAY

Father God, thank You for walking with me in every season of life. Today, I cast all of my cares on You. I cast all of my difficulties, all of my questions, and all of my concerns. Thank You for working all things out for my good. In Jesus’ Name. Amen.

My critics have empty heads – Shakafuswa

Movement for multi party democracy MMD Katuba Member of Parliament Jonas Shakafuswa has charged that those who are telling him to stay away from the party convention are empty tins.

Shakafuswa was reacting to the threats that he will not be allowed to attend the MMD convention.

Lusaka Province MMD youths this week warned that former Republican vice-president Enoch Kavindele and Katuba MMD parliamentarian Jonas Shakafuswa will be physically barred from the party Convention because of their negative comments and insults against President Rupiah Banda.

MMD Lusaka Province youth chairman Chris Chalwe indicated that senior leaders who knew that they were in bad standing with the party wanted to cross the line by going to the party Convention, the choice was theirs.

Mr Shakafuswa said that he will not succumb to Mr Chalwe’s threats as he is too small to bar him from attending the convention.

He says that the way Mr. Chalwe is talking is clear confirmation that he has no brain.

MR Shakafuswa vowed to attend the convention and that nothing would stop him.

Zambia performs badly

The twenty two Zambian contingent may be heading back home without getting any medals from the on-going Commonwealth Games in New Delhi, India due to poor performance.

Zambia’s hope for a medal now lies in bowling in which the team beat Canada 2-1 in the competition played on a round-robin basis after losing to Cook Island by a similar margin.

And Zambia’s last two boxers have been knocked out of the Games at Talkatora Stadium.

Boxer, Godfrey Mumba, popularly known as commando lost in the welterweight fight against Botswana’s Moabi Mothiba, while light-welterweight boxer, Martin Chibela lost to Lomalito Moala of Tonga Island.

Mumba lost 7-1 to the three-time Commonwealth Games participant while Chibela lost 6-4 to Moala in a bout that left the Zambian dissatisfied with the judges.

And swimmers, Milimo Mweetwa and Mark Thompson were also not successful in their quest to reach the semi-finals.

This is contained in a statement issued to ZNBC Saturday by First Secretary for Press at the Zambian mission in India, Bwalya Nondo.
