UPND discredits Nawakwi’s statement

The Untied Party for National Development UPND has discredited forum for democracy and development FDD leader, Edith Nawakwi for demeaning its impact in national politics.

This is in response to Ms. Nawakwi’s advice that the UPND calmly accept their status as a junior partner in the PF/UPND pact.

Nawakwi has also question the possibility of an alliance between the two parties working because of the deceit, dishonesty and selfishness.

But UPND Lusaka Youth Chairman, Brian Hapunda says that it is disappointing that to see ms Nawakwi focusing on the pact problems at the expense of her own party.

Mr. Hapunda describes Ms Nawakwi as a failure in the political arena and advises her to focus on rebuilding her party.

He says that Ms. Nawakwi is not qualified to advise the opposition UPND/PF pact.

The pact leadership has failed to clarify which way forward the pact is going, amid serious differences within.

Meanwhile, the United Party for National Development (UPND) in Livingstone has declared that unless its president Hakainde Hichilema is adopted as PF-UPND pact presidential candidate, the alliance risks crumbling and will not be able to win the tripartite elections next year.

UPND treasurer Winason Ng’uni said if Mr Hichilema will not be adopted to lead the PF-UPND pact in next year’s general elections, then there is no hope of the alliance forming government.

He charged that Mr Sata’s popularity in 2006 was largely dependent on the support he received from former President Frederick Chiluba.

Mr Ng’uni, who was with UPND Livingstone publicity secretary Neto Halwabala, said Mr Sata could not have enjoyed the popularity in 2006 had it not been for Dr Chiluba’s support.

He said the MMD is regaining its popularity in Northern and Luapula provinces where Mr Sata claims he has support.

Mr Ng’uni said Mr Sata has realised his diminishing popularity in the two provinces and this is the reason he is trying to use Mr Hichilema to allegedly get votes in Southern Province.

“If the PF-UPND pact has to work, Mr Hichilema should be adopted presidential candidate for the alliance for the 2011 elections.

Mr Sata has lost ground in what used to be his stronghold and in fact Mr Sata enjoyed that popularity because of Dr Chiluba. We all know that Mr Sata cannot win presidential elections and he is panicking because he has realised that he is politically fading,” he said.

Mr Ng’uni said the self-proclamation by the PF that it is more popular than the UPND is only a dream that will never come true.

Updated: Renard Quits As Angola Coach

Ex-Zambia coach Herve Renard has quit as Angola coach just half a year into his lucrative two year deal with the Palancas Nergas.

Renard steps down just days before Angola host Guinea Bissau next weekend in their second 2012 Africa Cup Group J qualifier in Luanda.

Angolan news agency Angop quoting Angola Football Federation boss Justino Fernandes confirmed Renard’s departure on Friday but did not cite the reasons.

However, other news sources have claimed that Renard quit due to delays in receiving his wages valued close US$ 100,000 and that he had been working without an Angolan work permit.

Renard has been replaced by former caretaker coach Zeca Amaral who was in temporal charge of the team in February after Manuel Jose of Portugal resigned from his post at the end of this year’s Africa Cup.

The Frenchman quits just a month after Angola lost their opening Group j match away to Uganda on September 4 where they went down 3-0 in Kampala.

Prior to that, Renard helped Angola secure passage to next year’s debut appearance in the 2011 CAF African Nations Championship finals in Sudan.
Meanwhile, Renard helped Zambia reach the Africa Cup quarterfinals in Angola.

MMD to win 2011 elections because of PACT bickery

Institute for Human Rights and Democratic Governance IHRDG) Director Franco Kapijimpanga has charged that the opposition UPND/PF pact bickery has just led the Movement for Multi Democracy (MMD) party into victory ahead of next year’s 2019s tripartite elections.

Mr Kapijimpanga said the showcase of immaturity by the two parties through the failure to resolve their differences has proven the fact that they should not have been trusted from the very beginning.

He said that the pact was built on a wrong premise and it is high time that the pact crumbled because for a long time, it had given a false hope to the Zambians.

The Director indicated that the merger of the two camps was just one of convenience meeting and not a marriage to be trusted.

Mr Kapijimpanga said the two leaders have taken advantage of each other at the expense of serving the people.

He said that this is why the pact could not last as anticipated by most Zambians and people should not pay attention to their differences but concentrate on other constructive and visionary options.

ZSIC remits over K8bn taxes to treasury

Government has disclosed that the Zambia State Insurance Corporation (ZCIS) paid a total of K8. 121 billion to the Treasury in form of taxes during the financial year ended 31 December 2009.

Finance and National Planning Deputy Minister Chileshe Kapwepwe said according to the draft financial statement for the year ended 31 December 2009 which was yet to be approved by the board and the Annual General Meeting, the gross premiums written was K240.9 billion.

Ms Kapwepwe told Parliament today that the company also recorded a net profit of K1.1 billion for the year ended 31 December last year.

ZANIS reports that this was in response to a question raised by opposition Patriotic Front (PF) Roan Member of Parliament (MP) Chishimba Kambwili who wanted to know how much ZCIS recorded in the 2009 financial year as turnover.

The Deputy Minister also disclosed that the corporation also incurred claims and benefits to various clients amounting to K 85.27 billion.

Meanwhile, Ms. Kapwepwe has disclosed that over 2, 8 million and 600 British Pounds was channeled to Non Governmental Organisations (NGOs) by the United Kingdom to be used towards poverty reduction in Zambia in the year 2008 and 2009.

She was responding to a question by Pambashe PF MP Bernard Chisha who wanted to know how much money was channelled through NGOs by the UK and Netherlands for poverty reduction in the year 2008 and 2009.

He explained that Zambia National Aids Network received over 8 million pounds for the Zambia HIV/AIDS programme, Civil Society for Poverty Reduction got 66 pounds for its programmes, Foundation for Democratic Process (FODEP) received 8 million pounds to monitor the 2008 Presidential Elections.

Others that benefited from the funding were the Zambia Centre for Inter-Party Dialogue, Press Freedom Committee and the Programme Against Malnutrition among others.

The Deputy Minister further added that according to the UK all the poverty reduction projects were done satisfactory and that all funds issued were properly accounted for in accordance with agreements surrounding their allowances.

And Finance and National Planning Minister Situmbeko Musokotwane urged all NGOs to be accountable for all funds that they received whether from Government or donors.

Dr. Musokotwane said there was need for NGOs to be prudent in the utilisation of the resources they got, if projects of helping the vulnerable groups in society were to successfully be implemented.

He noted that Government had developed a mechanism to summon NGOs after receiving reports on how they utilised money received for their projects.

The Minister was answering a question raised by Bahati MP Besa Chimbaka who wanted to find out if Government does look at books of accounts of NGOs.

ZAPD hails Catholic Church

Zambia Agency for Persons with Disabilities (ZAPD) Director-General Charles Mwape has commended the Catholic Church for complementing Government in the education sector.

Dr. Mwape said the church had demonstrated to be a true partner of Government in addressing challenges faced by learning institutions in the country.

ZANIS reports that he said this in Choma district today when he toured St. Mulumba School for Special Education to familiarise himself with the operations of the institution. The School is run by the Catholic Church and it was founded in 1985 by a Catholic nun, Sister Philippa O’Sullivan.

He implored other churches to emulate the Catholic Church in uplifting the welfare of the vulnerable people in society.

St. Mulumba School for Special Education caters for the physically handicapped and visually impaired school going children.

And St. Mulumba School for Special Education Head-Teacher Chrispin Sikate called for assistance from ZAPD as well as other donors.

Mr. Sikate disclosed that the school has a total enrolment of 210 pupils and that looking after them was not an easy task.

Senior Citizens lobby govt for social security policies

The Senior Citizen Association of Zambia (SCAZ) is lobbying Government to implement the Social Security Policy and the Aging policy.

SCAZ National Coordinator Rosemary Sishimba said the organisation was advocating for social pensions as these were critical to reducing extreme poverty and achieving the right to social security for older persons.

ZANIS reports that Ms. Sishimba explained that the organisation had since written to the Vice President George Kunda to arrange for a meeting to discuss the implementation of the Social Security and Aging Policies.

She said this during the commemoration of the International Day of Older Persons under the global theme “Older Persons and achievement of the Millennium Development Goals” in Lusaka today (Friday).

Ms. Sishimba stated that in the past the organisation had been holding talks with the Ministry of Community Development but up to date the policies have not yet been enacted.

She however thanked the ministry for helping in other projects pertaining to the elderly.

She said with the enactment of the Social Security Policy, social pensions would form part of the comprehensive social protection strategies to tackle extreme poverty thoughtout the remaining life of older persons and would benefit those under their care usually orphaned children.

She added that the Aging Policy would also ensure that the elderly have access to good health, shelter and food security.

And Senior Citizen Silvia Sakala complained that the current pension, the elderly received was inadequate to sustain their basic needs.

Ms Sakala said she was looking after four orphans and the 100 thousand Kwacha she receive monthly could not help pay for school fees.

She advised Government to seriously look into their plight.

Zambia, Paraguay diplomatic ties on cards

Zambia has signed a Joint communiqué with Paraguay to formally establish diplomatic relations.
And Zambia has also signed a Memorandum of Understanding (MoU) with the Commonwealth Secretariat on behalf of Commonwealth Youth Programme Africa Centre.

Foreign Affairs Minister Kabinga Pande, signed the Joint Communiqué with Paraguay on behalf of Zambia while his counterpart Paraguay Minister of Foreign Affairs, Hector Lacognata signed on behalf of his country.

Mr. Pande also signed the MoU with the Commonwealth on behalf of the Commonwealth Youth Programme Africa Centre while Commonwealth Secretary-General Karmalesh Sharma signed on behalf of the world body.

This is according to a statement released to ZANIS in Lusaka today (Friday) by First Secretary for Press at the Zambian Permanent mission to UN, Moses Walubita.

And speaking at the signing of the Zambia – Paraguay joint communiqué Mr. Pande said Zambia attached great importance to relations with Paraguay and applauded the support the two countries have continued to give each other at the international fora such as the UN.

Mr. Pande stated that Zambia and Paraguay have shared cordial relations since the former’s independence in 1964 and also thanked his counterpart for showing commitment to formally establish diplomatic relations between the two countries.

He highlighted the importance Zambia attached to South-South cooperation adding that the signing of the communiqué would also be the beginning of enhanced cooperation between the two countries.

The Minister has since called for the establishment of the Zambia – Paraguay framework of general cooperation in the economic and social sectors.

And Mr. Lacognata said his country had embarked on establishing diplomatic relations with African countries where they have so far established ties with 15 countries on the continent.

Mr Lacognata added that he believed that the two countries would cooperate in many areas and had since invited Mr. Pande to the 200th independence anniversary celebrations in May next year.

And during the signing of the MoU with the Commonwealth, Mr. Pande commended the role the Commonwealth regional Youth Centre for Africa based in Lusaka, was playing in developing, running and coordinating youth programmes and activities for the continent.

Mr. Pande emphasised the importance that Zambia attached to relations with the Commonwealth in general and to Commonwealth Youth programmes Africa Centre in particular.

He also told to Mr. Sharma that Zambia was satisfied with the friendly cooperation and support that the Commonwealth continued to offer the country, adding that Zambia was willing to work with the world body to boost ties to better prospects

The Minister also acknowledged the assistance the organisation had continued to render to the Zambian Government over the years in many areas such as trade, finance, agriculture, small and medium enterprises development, information and communication technologies (ICTs), media, youth and gender matters

Mr. Sharma also hailed the relationship, Zambia and his organisation had continued to enjoy.

The Commonwealth Secretary-General Karmalesh Sharma had visited Zambia last month where he held talks with President Rupiah Banda and also other meetings with ministers and the youths

Mr. Pande is in US where he is attending the 65th session of the United Nations General Assembly.

Zambia signs UN treaties against torture

Zambia has signed two treaties at the annual United Nations (UN) Treaty event held at the United Nations headquarters in United States of America.

The treaties are the optional protocol to the convention against torture, the cruel inhuman or degrading treatments or punishments.

And the other is the international convention for the protection of all persons from enforced disappearance.

According to a statement released to ZANIS Friday by First Secretary for Press at the UN Mission Moses Walubita, Foreign Affairs Minister Kabinga Pande who is currently attending the 65th session of the UN General Assembly signed the treaties.

The optional protocol to the convention against torture and the cruel inhuman or degrading treatments or punishments establishes an international monitoring mechanism to enable effective implementation of the convention.

The convention would ensure worldwide protection of persons deprived of liberty from torture and other cruel and degrading treatments or punishments.

The convention against torture and other cruel inhuman degrading treatment or punishments would strengthen Zambian’s position on advocating against torture as Zambia has already signed the convention.

‘Insincere’ mobile tariffs adjustments worry ZICTA

The Zambia Information and Communications Technology Authority (ZICTA) has bemoaned the recent proliferation of various advertisements in the media purporting to introduce new mobile tariffs by mobile operators in the country.

ZICTA acting director general Richard Mwanza has since advised the general public that it is illegal for any licensed operator to alter or vary tariffs without prior written approval by the authority.
This is according to in a press statement released to ZANIS in Lusaka.

Mr. Mwanza explained that section 59 of the ICT Act requires all licensed operators to seek approval of the authority prior to imposing or revising any tariff for provision of communication services.
He further disclosed that the authority shall within 14 days of receipt of the tariffs proposed by a licensee, approve or reject the tariffs.

He however said though the authority welcomed the development which has afforded a chance to subscribers to enjoy cheaper tariffs, the adjustments have no legal backing from the authority.
Mr Mwanza observed that failure by any operator to adhere to the requirements render any introduced tariff null and void.

RB leadership impresses Chief Chisunka

Chief Chisunka of the Ushi speaking people in Mansa District says he is quite impressed with the way President Rupiah Banda’s administration is partnering with traditional rulers to foster national development.

The chief told ZANIS in a telephone interview yesterday that government under the leadership of President Banda is doing more to consult and work with chiefs in fostering development.

He said government has also gone farther by including royal highnesses to join government officials on trips outside the country to woo investors to Zambia.

He said the trips outside the country are important as they expose traditional rulers to the way other countries are approaching development.

[pullquote]“Many of my fellow royal highnesses have been given an opportunity to travel outside the country. Chiefs have been to Libya, China and now there is a trip to Korea, I appreciate what this government is doing as it is giving us exposure,” chief Chisunka said.[/pullquote]

He said involving chiefs on trips abroad have also made the royal highnesses to adequately represent the concerns of their subjects in negotiating investment deals that involve foreign investors taking up land for mining and other uses.

“Many of my fellow royal highnesses have been given an opportunity to travel outside the country. Chiefs have been to Libya, China and now there is a trip to Korea, I appreciate what this government is doing as it is giving us exposure,” chief Chisunka said.

He said there cannot be a better way to involve chiefs in matters of national development than increased consultation and making them to speak on behalf of their subjects with prospecting investors.

However, chief Chisunka said government should come up with a law that will ensure that chiefs are made signatories to all investment agreements that involve land concessions as they are the owners of the land.

The traditional ruler said coming up with such a law will prevent selfish politicians who might come and rule the country in future from indiscriminate land concessions with their foreign friends at the expense of local people.

“You see one time in future we might have selfish leaders who may come and just grab our land for minerals and water to their business friends at the expense of a chief and his subjects. We need a law that will make chiefs to be signatories to investment agreements that involve use of land in form of minerals and water, we are the owners of these things,” he said.

There is enough fuel stocks during Indeni shut down-Konga

Government has assured the nation that there was enough fuel stocks to see the country through during the period when the Indeni Oil Refinery will be shut down.

Last week, Government announced that Refinery in Ndola, Copperbelt Province will be shut down from 1st October to 15th November to allow its annual route maintenance of the equipment at the plant. The refinery has since been shut down.

Presenting a ministerial statement in Parliament Today, Energy and Water Development Minister Kenneth Konga said Government has reserved adequate fuel stocks to last the country for over 55 days of national consumption.

Mr Konga noted that government was convinced that there would be sufficient fuel supply during the shut down.

He added that fuel imports would also continue during the same period and beyond the shut down.

The Minister assured that unlike problems that were faced last year with government having faced serious supply constraints including inadequate storage capacity, the situation this year would be different.

Mr Konga pointed out that using the available resources, Government had finished the construction of a 40 million- litre diesel storage tank in Ndola, and two tanks each with a 14 million- litre capacity have also been rehabilitated at the Ndola Fuel Terminal.

He also disclosed that currently, there was 75 million of diesel equivalent to 47 days of national consumption, 34 million litres of petrol equivalent to 55 days, 2.4 million litres of Kerosene to last for 49 days, 5 million litress of Jet A1 equivalent to 41 days and 29,000 tonnes of Heavy Fuel Oil (HFO) equivalent to 165 days of national consumption.

Mr Konga further added that as a way to continue securing fuel supplies, Government would continue with the programme of rehabilitating and building storage tanks.

He explained that in the next phase of this programme, the nation would see an expansion of storage facilities in Lusaka, Solwezi and Mongu.

He stated that a new storage facility would also be built in Mpika as the supply hub for Northern Province and facilities in other provinces would be rehabilitated or expanded adding that works were expected to be completed before the end of next year (2011).

Mr Konga also assured fuel consumers that the available fuel would be enough to supply the country during the shut down of the refinery and that the continuation of fuel importation was meant to replenish storage facilities during the period, the refinery would be non operational.

He further said there was no need, therefore, for consumers to have any anxieties about fuel supply during the shut down.

Zambia marks 20th Senior Citizens Day

Zambia today joined the rest of the world in commemorating the International Day of Elderly Persons (IDOP) which falls on 1st October, annually.

And Government says older persons can provide valuable human resource and knowledge required in accelerating the attainment of the Millennium Development Goals (MDGs) and national development.

ZANIS reports that the Ministry of Community Development and Social Services Minister Michael Kaingu said government would continue seeking counsel from older persons on how to govern the country as they act as a reservoir of cultural heritage and national building.

Mr Kaingu said in a speech read for him by Lusaka Province Permanent Secretary Stephen Bwalya during this year’s International Day of Elderly Persons commemorations marked under the theme: ” Older persons and the achievement of the Millennium Development Goals”.

He described the current trend in society in which the older persons have been accused of practicing witchcraft because of their old age as alien and un-African.

Speaking at the same event, Retired former United Church of Zambia Copperbelt Presbyterian Bishop, Committee Njase urged government to quickly formulate the policy on Older persons.

Bishop Njase said once formulated, the policy will address some of the challenges that older persons face once they leave gainful employment such as destitution and general neglect by their families.

Earlier, scores of older persons braved the scorching sun to commemorate the day by taking part in the march-past from Nitrogen Chemicals of Zambia to the Civic Centre.

Other activities included reciting of poems, cultural dances and sketches depicting their daily challenges they grapple with.

Retired veteran Politician Dr Peter Matoka and Retired High Court Judge Samuel Chomba,were among several other elderly dignitaries who attended this year’ event.

This year is the 20th anniversary of the United Nations International Day of Older Persons focusing on the MDGs.

Court adjourns Kapoko’s wife’s case

LUSAKA senior resident magistrate David Simusamba has adjourned the forgery case involving former Health ministry human resources officer Henry Kapoko’s wife, Mary Mwamba.

The matter which was scheduled to come up for continued trial today has been adjourned to October 8, 2010 as the date for continued trial.

Mwamba and Christabel Kangwa Kalimi, 22, are facing two counts of forgery and altering a document contrary to the laws of Zambia.

Facts before the court are that Mwamba on dates unknown but between April 1, 2008 and January 13, 2009 in Lusaka with intent to deceive or defraud, jointly and whilst acting together with other persons unknown did forge a statement of result number 1408466, examination number 2491240147 in the names of Mary Mwamba for 2007 purporting to show that it was genuinely obtained from Examinations Council of Zambia (ECZ) and a school in Lusaka when in fact not.

In the second count Mwamba is alleged to have, on January 12, 2009 in Lusaka, knowing and fraudulently altered a false statement of result for 2007 contrary to the Laws of Zambia.
Mwamba and Kalimi pleaded not guilty to both charges.

UN applauds role by the aged towards MDGs targets

Efforts to reach the MDGs would be incomplete unless older persons who have taken the responsibility of looking after themselves and their orphaned grandchildren were included in the process, United Nations resident coordinator in Zambia Kanni Wignaraja has observed.

According to a message meant to commemorate the International Day of older persons under the theme “Older persons and the achievement of the Millennium Development Goals”, Wignaraja said efforts to reach the MDGs would be incomplete and its gains would be rolled back if order persons who had taken on the “dual responsibility” of looking after themselves and their orphaned grandchildren were excluded in the process.
She noted that a critical factor that magnified the concerns of the aged in Zambia was the spread of HIV and AIDS pandemic.

“This has caused a significant demographic dent in the population structure of Zambia, with the dependency ratio increasing as the percentage of young and old increases in relation to the number of those in their mid-adult years,’ she said.

Wignaraja said two-thirds of orphans were in the care of grandparents whose economic status was weak.”
She said in accordance with this year’s theme “Older persons and the achievement of the Millennium Development Goals”, progress should be made towards achieving the MDGs by empowering older persons, paying attention to participation in society.
“This day also acknowledges older persons as an increasingly major segment of society and opens an avenue for dialogue on the implementation of the Madrid International Plan of Action on Ageing and the United Nations Principles for Older Persons,” she stated.
