George Kunda advises HH to leave the PF-UPND pact

VICE-PRESIDENT George Kunda says the claim by Mr Sata and Mr Hichilema that they are both presidential candidates for the 2011 elections shows that there is confusion in the PF-UPND pact.

Speaking on a Radio Phoenix programme ‘Government and You’ in Lusaka yesterday, Mr Kunda has challenged the PF-UPND pact to tell Zambians who the candidate is between them. He also alleged that The Post newspaper is promoting Mr Sata while Mr Hichilema is considered a thug.

“I am just wondering why an intelligent man like HH should make an alliance with Mr Sata, whose conduct we all know is not very good. The earlier you (Mr Hichilema) come out of it the better because Mr Sata is just using you.

“If he can dismiss 22 members of Parliament without even blinking, how do you trust such a man? UPND, please leave that sinking ship because there is confusion where you are,” he said.

Mr Kunda wondered whether Mr Hichilema has given up his ambitions of being republican President.[quote]
“Are people of Southern Province happy? Please leave this confusion; you are a learned man,” he said.
Mr Kunda said Mr Sata expelled late UPND president Anderson Mazoka from MMD.

He said Mr Hichilema’s alliance with Mr Sata is betraying Mr Mazoka’s legacy.

He said the MMD will continue talking about the PF-UPND pact because people talk about the MMD as well.
“We have seen a weakness in the pact. Southern Province is cracked. Even chiefs in that province are saying Mr Hichilema has made a blunder. We must also gain mileage out of the mistakes of our competitors. So, even tomorrow (today), I will sharpen my tools to fight the pact. This pact is only between Mr Sata and Mr Hichilema,” he said.

Mr Kunda said Government has information that some UPND members of Parliament will not be adopted.
He alleged that Mr Sata is a die-hard dictator because his party has made it clear that some jobs will be reserved for PF members only.

Apologise or resign, Namulambe told

SCIENCE and Technology Minister, Gabriel Namulambe has been told to publicly apologise to President Rupiah Banda or resign on moral grounds.

Copperbelt provincial MMD publicity and information secretary in charge of youth affairs Morgan Ntankula, said in Kitwe yesterday Mr Namulambe should apologise for raising what he called false alarm which had created unnecessary tension between the Lamba people and other tribes.

Mr Ntankula who was speaking in his capacity as a concerned Lamba person, said in a statement it was unfortunate that Mr Namulambe who recently said that Lambas were hurt and frustrated, did not even consult the Lambas.

He said Mr Namulambe should have handled his grievance with maturity than implicating the innocent Lamba tribe.

When contacted, Mr Namulambe who is Mpongwe Member of Parliament (MP) said, he would not apologise because his statement was not targetted at President Banda but at those that had continued to attack the late Levy Mwanawasa’s legacy.

“Let the people read my statement and they will find out that at no time did I direct that statement at President Banda,” he said.

He said Mr Ntankula was not one of the people he represented as Mpongwe MP and he should just concentrate on organising the party.

“It is sad that people have decided to take the smoke out of my statement leaving out the fire,” Mr Namulambe said.

Mr Ntankula, however, said it was shameful of Mr Namulambe to even boast that he was strong politically and could not be pushed, instead of humbling himself.

“I strongly feel Mr Namulambe should apologise publicly or resign if he has any morals. What we have noticed in his attitude is that he is exhibiting the worst levels of indiscipline and disrepect to the authority, something very unfamiliar to our tribe.

Failure to publicly apologise to the president and the nation at large, will compel us the concerned Lamba speaking people, to earnestly request the president to fire him and consider other people that are eager to work with the president,” Mr Ntankula said.

He said Mr Namulambe had dented the image of the Lamba speaking tribe.

Mr Ntankula said it was sad that Mr Namulambe should create an impression that President Banda had become unpopular in Lamba land when the president was enjoying massive support in the area.

Meanwhile, Kafulafuta Constituency leadership in Ndola, is against the expulsion of area Member of Parliament, George Mpombo from the party because the move is not a solution to the current stand off with the MMD.

Constituency chairperson, Abraham Mwape said the party in the area was still hopeful that the issue concerning Mr Mpombo could still be resolved amicably.

Mr Mwape said in an interview in Masaiti at the weekend that calls for the expulsion of the former Defence minister would not solve the problem but compound it.

“Calls for Mr mpombo’s resignation is not a solution to the problem but he should instead be called for a meeting so that all outstanding issues can be resolved,” he said.

He said the party in the district still wanted Mr Mpombo to avail himself at the forthcoming constituency conference scheduled for January 8, 2010 in Ndola, where he was expected to explain in detail his position following his unwarranted attacks on President Banda and the MMD leadership.

Mr Mwape said Mr Mpombo had not responded to calls by the constituency to go and explain his position on the matter since he resigned from Cabinet in September.

But provincial party chairperson, Joseph Chilambwe maintained the earlier position taken by the party in the province to recommend to the National Executive Committee (NEC) to expel Mr Mpombo from the MMD.

Government plans extensive national projects

GOVERNMENT plans to construct a dam and an electricity power plant of 750 Megawatts (MW) capacity below the existing plant on Kafue River under Public-Private Partnership (PPP) projects.

Toll roads, health centres, new prison facilities and schools have also been planned under the PPP projects in a major construction programme that will change the face of Zambia when implemented.

Director of the newly established PPP Unit at the Ministry of Finance and National Planning David Ndopu told the Sunday Mail in an interview that the objective of the Kafue Gorge Lower is to increase electricity generation capacity and enhance security of supply.

He said Government will sponsor the project through the Ministry of Energy and Water Development at an estimated cost of between US$1.5 million and US$1.8 million.

The private sector will construct and operate the dam and the electricity power station on a PPP known as Build Own Operate Transfer (BOOT) for a period of about five to six years.

Mr Ndopu urged Zambians to participate actively in the provision of goods and services under PPP. He said the project ideas will not come from Government alone, but from the private sector, too.

Mr Ndopu encouraged local investors to come up with brilliant sellable ideas and to form consortiums with other developers to enhance their credit-worthiness.
He said foreign investors will only be granted PPP projects on condition that they engage local people in the execution of the projects.

“If a foreign investor comes, we want to see how much he is involving local people. If he does not want to work with local people we will say no,” Mr Ndopu said.[quote]

According to the PPP master plan, Government is also seeking private sector partnerships in the construction of toll roads between Ndola and Lusaka, Chirundu-Lusaka, Livingstone-Lusaka and the Pedicle road that connects the Copperbelt to Luapula Province through the Democratic Republic of Congo.

Government is also considering a toll road that will connect the Lusaka International Airport to the lower Zambezi.

The road is expected to ease travel and transportation logistics of tourists arriving at the Lusaka International Airport and wishing to go to the lower Zambezi. This is expected to boost tourism.
Lower Zambezi will be developed into a satellite town of Lusaka at a cost of about US$2 billion.

The town will be tailored to cater for a population of about 500,000 people. Among the major developments earmarked for the satellite town are a 100,000 square metre shopping mall, three hotels (one of which will be five star) and three office parks.

Other auxiliaries of this project include a conference centre, high-density residential units and about 8,000 high-cost houses around the shopping mall.

The Government and the National Pension Scheme Authority are expected to sponsor this project.

We have not yet agreed on the PACT’s presidential candidate-UPND

THE United Party for National Development (UPND) and the Patriotic Front (PF) have not yet agreed on who will be their joint presidential candidate in the 2011 elections. This is contrary to assertions by PF president Michael Sata that he will contest the republican presidency.

UPND spokesman Charles Kakoma said in an interview yesterday that the presidential candidate for the UPND/PF pact will be chosen by a national governing council of the alliance.

He said no-one has been chosen as presidential candidate for the UPND/PF alliance because the two parties are still working on selling the alliance.

“I am a member of the national governing council where decisions are made. The national governing council has not chosen anyone to represent the pact in the presidential elections,” Mr Kakoma said.

On remarks attributed to Mr Sata on one of the private radio stations that he (Sata) is the presidential candidate, Mr Kakoma said the PF leader must have been misquoted.

And UPND Namwala member of Parliament Robby Chizyuka Chizyuka said Mr Sata does not qualify to be the UPND-PF pact presidential candidate because people in the UPND strongholds do not recognise him.

Major Chizyuka said that in several parts of the country, people only know UPND president Hakainde Hichilema as their candidate, and not Mr Sata. “I was in Kaoma, Nangoma and other places where UPND is leading. Mr Sata is not even known by these people and, to be frank, the people in these areas only know Hakainde Hichilema as president,” he said in an interview.

On Chinese Investment

In another development the UPND says that it is not opposed to Chinese investments in Zambia as long as the investors uphold Zambia’s industrial and labour laws. Mr Kakoma said Chinese investment should only be allowed on condition that they uphold the labour laws and respect workers’ rights.He said that there is nothing wrong with Chinese investment if they adhere to the laws of the land.

He said the Chinese have invested all over the world, in Europe, America and South Africa and there is no problem if they uphold the labour laws.

And Evangelical Youth Alliance International president Moses Lungu and Major Chizyuka have wondered why Mr Sata is so opposed to Chinese investors in Zambia when it is evident that they are helping to improve Zambia’s economy for the benefit of all Zambians.

Mr Lingu said that Chinese investments are key to the improvement of Zambians’ standards of living. “Chinese investments in Zambia cannot be ignored; it would be at our own peril. So many countries the world over have welcomed it because they have seen that it is genuine,” he said.

Reverend Lungu has challenged Zambians to work hard and learn from the Chinese on how they have managed to bring massive investments in their country.
Rev Lungu called on politicians to stop attacking the Chinese who are creating jobs for Zambians.

Major Chizyuka also wondered why Mr Sata is strongly opposed to Chinese investors. He said Chinese investments and projects in his constituency are impressive and effective. Maj Chizyuka said these include investments in mining and infrastructure development such as road rehabilitation.

He said Chinese investments are real and consistent. Some of the investments, he said, go back to the early years of independence when Mr Sata was in Government. Maj Chizyuka said Mr Sata seems to have forgotten about the great things the Chinese government did for Zambia during first President Kenneth Kaunda’s reign.

“Mr Sata is forgetting that most of the investment in this country was in the 1970s and was brought by the Chinese whom he is condemning today,” he said.

Maj Chizyuka said it is high time the Zambians appreciated the work the Chinese are doing. He wondered what investment Mr Sata would bring to Zambia if he came to power.

Maj Chizyuka also condemned Mr Sata for reportedly cutting short an interview with the Voice of America. He said such an opportunity (interview) should be used to market the country.

“How do you bring wealth to the country if you cannot sell your country through such interviews with international journalists?” Maj Chizyuka said.

Mazabuka council demolishes 272 houses

Mazabuka Town Clerk, Ekan Chingangu says the local authority has demolished 272 houses in Ndeke township in a bid to decongest the cholera prone township.

Mr Chingangu also revealed that 13 roads have been opened up to ease up the movement of people, goods and services in the same.

He told ZANIS in Mazabuka today that the demolishing exercise which has been conducted in consultation with the residents is among the measures put in place by the Mazabuka District Disaster Management Committee to ensure Cholera does not break out in the township.

Mr Chingangu said all the 272 families affected have equally been relocated to the Airstrip which has been degazzetted by the government to provide plots to the affected families.

He said he is happy with the cooperation the local authority was receiving from the affected residents.

Meanwhile, Mr Chingangu has called for calm among illegal squatters at the Mazabuka Show grounds.

Mr Chingangu said the council was doing everything possible to relocate the residents to an approved township where the residents will be issued with title deeds and proper sanitary facilities installed.

Yesterday, Show Grounds Vice Chairman, Enerst Mukelabai urged the Ministry of Lands to suspend the council for allegedly mismanaging the issuance of plots to residents.

Mr Mukelabai alleged that the council management collected K 25 million from the poor families but has to date failed to relocate them to a new township.

He alleged that the township where they were promised to be relocated to was given to other developers.

Mr Mukelabai accused the council of not telling the squatters the truth as they have been given promissory notes since 2005.

But Mr Chingangu explained that the area where the Show grounds residents were earmarked for relocation is under contention in the courts of law.

According to Mr Chingangu only 76 families will be moved to the new township.

Munkombwe warns of church infiltrators

Government has warned the Church to beware of infiltrators that use the pulpit to insult the government of the day.

Southern Province Minister, Daniel Munkombwe said government will not tolerate arrogant criticism or be controlled by unreasonable arrogance.

He was speaking yesterday during a Council f Churches in Zambia (CCZ) Livingstone Chapter fellowship dinner at David Livingstone College of Education (DALICE).

Mr. Munkombwe observed that unreasonable politicians are inciting Church leaders to insult President Rupiah Banda and his government.

He said the church should not be seen to gamble with leadership by entertaining some political leaders whom he said have nothing to offer.

“Why should the church gamble with leadership? We are trying to learn to suffer by entertaining some political leaders,” he warned.

The Minister said the Church is a partner in development and that it should help instill confidence in the government of the day.

Mr. Munkombwe called for unity, love and brotherliness if higher developmental heights are to be attained.

And speaking earlier, CCZ Local Chapter Rev. Juden Siachitema has commended government for improving infrastructure development in the district.

He however expressed worry at the unregulated opening and closing time for bars and taverns in the city and further appealed for intensified security for the safety of human life and property.

Meanwhile, Livingstone Anglican Church Father John Katete has implored Christians to utilize the festive season to strengthen relations and marriage bonds.

“Let the festive season strengthen marriage bonds. When everyone is busy eating and drinking and merry-making, Christians should use the period to work on their relationships,” he advised.

The Relief Items Donated by USAID to Zambia

I wish to comment on the donation of various relief items worth US$100,000 to the Disaster Management and Mitigation Unit (DMMU) by the United States Agency for International Development (USAID). USAID should be commended for making the donation, which includes blankets, tents, shovels, wheelbarrows, water containers, sanitary towels, and other essential items.

However, there is a need for donor countries and humanitarian organizations to be politically sensitive when making donations designed to assist needy members of Zambian society. They need to be aware of the potential for selective distribution of relief supplies to affected communities by the ruling political party with the intention of gaining political leverage in elections.

In this regard, donor countries and humanitarian organizations need to advocate for the creation, by the Zambian government, of a statutory and autonomous government agency that would perform its duties without any political meddling or manipulation by government officials designed to achieve partisan objectives.

The agency should also be responsible for providing assistance to the needy and, therefore, should incorporate the functions of the Public Welfare Assistance Scheme currently administered through the Ministry of Community Development and Social Services, and which includes the Social Cash Transfer Scheme.

Suggestively, the agency could be referred to as the “Welfare and Emergency Management Bureau,” and should be accountable to the Parliamentary Committee on Health, Community Development and Social Welfare. DMMU, which is currently vested in the Office of the Vice-President, is very likely to be abused by the MMD or future ruling political parties for partisan purposes.

Lwandamina Takes Over At Warriors

George Lwandamina has been appointed as the new Kabwe Warriors coach.

Lwandamina takes over at railway grounds from Levy Chabala who was fired at the end of the season.

The Zambia and former Green Buffaloes coach has been handed a one-year deal to coach Warriors starting on January 1, 2010.

Lwandamina has been without a club since August this year when Buffaloes fired him after eight years at the helm of the army side.

He previously coach Mufulira Wanderers and later had a brief stint at Nchanga Rangers before heading to Buffaloes.

Meanwhile, Nkana are looking set to settle on Forest Rangers trainer Linos Makwaza as their coach for the 2010 season.

Makwaza is favorite to replace Fewdays Musonda who will not be renewing his contract with promoted Nkana after helping them bounce back to the Faz Super Division.

Should the two parties agree terms, Makwaza should expect a frosty reception when Nkana visit his former club Power Dynamos next season where the ex-midfielder was a cult hero at Arthur Davies.

Makwaza made his head coaching debut last year with Zamtel whose highlight was beating Power 2-0 in April in a Week 7 match in Ndola before moving to Forest whom he led to finishing in 8th place.

milingo 2Embattled former Catholic Archbishop, Emmanuel Milingo, says he does not accept the decision by the Vatican to strip him of all his titles.

Mr. Milingo says the letter addressed to him is not valid because it did not have the emblem and seal from the Pope.

He says he will always be an Archbishop because he is a Christian.

Mr. Milingo also says the catholic nuns, the daughters of redeemer will not be affected by the decision of the Vatican as they were founded under the Catholic Church.

The former Catholic Archbishop is the founder of the daughters of redeemer.

Vatican spokesperson, Ciro Benedettini, announced on Thursday that the charismatic African Archbishop had been stripped of his priestly duties.

He said the action has been taken because the archibishop defiantly continues to ordain bishops despite already being excommunicated.

Central province minister Ackimson Banda yesterday morning narrowly escaped death when an unknown person in Mkushi district stoned his official car.

Both Mkushi district police officer commanding Daniel Mseteka and Mr Banda confirmed the incident to ZANIS in Kabwe.

Mr. Banda who is also Serenje central Member of Parliament (MP) was on an official trip to Serenje when the incident happened at about 08:30hrs.

Mr Banda explained that as they approached Chalata area in Mkushi, a man sprang up from a bush and threw a stone onto the moving vehicle, a Mitsubishi registration number GRZ 773 BX smashing the windscreen on the side of the driver.

The minister said his driver, Enoch Phiri managed to control the vehicle avoiding what could possibly have been a fatal accident.

He said despite the incident he proceeded to Serenje because he was rushing to attend a special developmental meeting in his constituency.

And Mr Mseteka confirmed the incident and said the matter was reported to Serenje police and that police were
investigating the matter.

Meanwhile, a Kabwe businessman was last night shot in the leg at his home in Highridge by armed men.

Central Province Police Chief Simon Mpande said the armed men were trailing the man, Jean-Marie Mukopa in his 40s, when he was going back to his home at about 23hrs.

Mr. Mpande explained that as his vehicle entered the gate at his home, the armed men also drove in before the guard could close the gates.

He said they quickly got out and held the guard who screamed for help forcing Mukopa who had already entered the house, to come to see what was happening.

Mr. Mpande said it was at this moment that they opened fire and shot Mukopa, in the leg before they drove out and sped off.

Mr. Mpande who said Mukopa was rushed to Kabwe Mine Hospital for medical attention added that police have launched investigations into the matter.

And a check by ZANIS staff at the Mine hospital found that Mukopa had been evacuated to a hospital in Lusaka.

ZESCO owed K13 billion in Kafue

ZESCO in Kafue says residents in the district owe the utility company a staggering K13 billion in unsettled electricity bills.

ZESCO Area Manager Jacob Mukonka disclosed this today during a District Development Coordinating Committee (DDCC) meeting held at Kafue District Council chaired by Kafue District Commissioner Winford Ngoma.

Mr. Mukonka said the huge bill was mostly by domestic consumers who have accrued bills over time. He however said the company has no problems with the local industries as most of them were up to date.

Mr. Mukonka explained that this was why households in the district have from time to time experienced disconnections without prior notices. He said the company was in dire need of funds if it has to support and sustain its operations.

Mr. Mukonka appealed to the district commissioner and other stakeholders in the district to sensitize their workers and communities on the importance of paying for electricity. He said whilst the company realizes the problems the district was going through economically, it is important that they also know that ZESCO has to survive.

Mr. Mukonka also explained to the DDCC that the continued load shedding in the district was not only affecting Kafue district. He said the programme of load shedding was a national one.

ZAF officers warned against politicking

Zambia Air Force ( ZAF) Brig General Montah Chileshe has warned officers against involvement in political activities as the country builds up to the 2011 Presidential and general elections.

Brig General Chileshe said there is need for the military personnel to avoid politicking or getting involved in partisan politics at all costs.

Brig Gen Chileshe noted that the role of military personnel is to serve the government of the day hence the need to maintain a non partisan stance as demanded by the national constitution and oath of allegiance.

He was speaking at the ZAF Headquarters Officers’ annual Ball held at Chamber valley officers Mess last night.

Brig Gen Chileshe also called for discipline and integrity among military personnel in the prevailing global economic crisis.

Meanwhile Twin Palm ZAF Brig Gen Daniel Banda has urged officers to be alert and guard against vices of sabotage, pilferage, theft and damage of property.

Brig Gen Daniel Banda was speaking in Lusaka last night at the ZAF Twin Palm 2009 officer’s annual ball at Twine Palm Officers’ Mess.

Brig gen Banda further urged the officers to continue being disciplined noting that their commitment and hard work shown throughout the year should continue.

He said discipline and integrity among military personnel was cardinal and further urged them to desist from extravagance lives with the prevailing global economic crisis.

He also thanked the ZAF Ladies Club for their continued support in uplifting the welfare of ZAF personnel and communities through building of hospitals and schools in their bases.

RB urges Chinese team to quickly start working on the economic zone in Lusaka.

President Rupiah Banda has asked the Zambia-China Economic and Trade Cooperation Zone (ZCCZ) team to quickly start working on phase one of the economic zone in Lusaka.

Speaking at State House today when he met the ZCCZ team, President Banda said he would like to see tangible progress on the project by next year.

“We are happy to receive you here. To us this is an important occasion. I want to see progress on the ground by next year,” he said.

He expressed happiness that the ZCCZ team has not taken long to design the outlook of the economic zone.

And Minister of Finance and Economic Planning, Situmbeko Musokotwane, assured the ZCCZ team of government’s support for the Regulator Plan of the ZCCZ Lusaka Subzone.

Meanwhile, Chinese Ambassador to Zambia, Li Qiangmin, said Zambia would be one of the first countries where China would establish an economic zone following the China-Africa economic summit that was held a few years ago.

And ZCCZ President, Tao Xinghu, expressed gratitude that the Zambian government has fully supported the Lusaka-subzone development project.

Mr. Xinghu said his team has carefully studied the project, whose phase one of construction will commence next year.

The Lusaka subzone will have industries, residential areas, hospitals, schools, hotels and other social amenities.

The development of this zone is expected to step up efforts for Zambia to become a middle income country by 2030.

Immigration department issues 6, 605 employment permits

The Immigration Department says it has issued 6, 605 employment permits to foreign immigrants this year.

Chief Immigration Officer, Anderson Phiri disclosed in Lusaka today that the department has also issued 652 entry permits and 746 self employment permits as of October this year.

He said the figure is high compared to 3,052 employment permits, 874 entry permit and 512 self employment permit issued last year.

Mr. Phiri said the department has also collected K628.5 billion for government revenue from immigration and other related activities.

He said the department has continued to play a crucial role in the development of the country by promoting trade and tourism in the country.

He said the department is therefore prepared for effective operations owing to this development which will also help in easy the movement of people in the region and across international frontiers.

Mr. Phiri has since called for logistics that will allow them to effectively carry out their mandate adding that inadequate land and water transport has made it difficult for the department to conducts patrols along the borders which are poorly manned.

Mr. Phiri said the country has 42 land border posts along the 4,915.4 Kilometer border line with eight neighboring countries but has Skeleton staffs manning this stretch.
