The Zambia United Local Authorities Workers Union (ZULAWU) in Mazabuka has demanded that immediate disciplinary action be taken against a ward councillor who beat up an accounts officer, in full view of stunnned clients, for delaying in issuing him a cheque.
ZULAWU Chairperson, Crinco Mushiba says failure to meet the demands of the union would compel the workers to take appropriate action to seek justice.
In a letter addressed to Mazabuka Mayor, Shadreck Mwiinga, Mr. Mushiba said the physical harassment and verbal abuse of the young man by the 54 year old councillor was embarrassing to the local authority, especially that he continued beating up the officer despite council police restraining him from doing so.
Mr. Mushiba said tension had been rising among unionised workers following the physical assault on Christopher Tembo by Mazabuka Central councillor, Lloyd Buumba last Friday.
He said this happened in full view of some residents who had gone to the council offices to pay for services.
He also complained that the disregard for the law with impunity by the council had instilled fear in unionised staff especially those from the accounts department.
Mr Mushiba said there was need for the Mayor to call for a special council meeting to deal with the problem to save the council from being plunged into strike action which would be difficult to stop.
And the victim of the beatings, Christopher Tembo said the uncompromising councillor unleashed blows on him after he informed him that his cheque was ready but could not be issued because there was one signatory that still had to sign it.
According to Tembo, it was at this point that the civic leader verbally insulted him and before he could realise, the councillor unleashed punches on him.
He said council police officers were at pains to rescue him from Mr Buumba who continued hurling insults as he beat him.
‘’ The payment was made but needed a signature from Director of Finance who was attending a meeting and when the councillor arrived I informed him but instead of seeing the Director he demanded that I give him cash. I explained that there was no cash since the cheque was not cashed because the banks had closed,’’ said Tembo
He added that , “After I told him that my counterpart Simukombo had gone to present the issue to the Director, he said to me bull s***, and other venarcular insults referring to my mother and started beating me,’’ explained Tembo.
When contacted for a comment, Buumba just laughed and said it was a long story.
Mazabuka Mayor, Shadreck Mwiinga confirmed receiving the complaint but said investigations have since been launched to establish the truth.
He however said should the councillor be found wanting, appropriate action would be taken against him.
Mr Mwiinga said he would not allow councillors to dent the good image of the local authority.
