THE Government has challenged opposition United Party for National Development leader, Hakainde Hichilema to provide evidence that President Rupiah Banda wanted a cut from the US$53 million mobile hospital deal with Chinese investors.

Chief Government spokesperson, Ronnie Shikapwasha said Mr Hichilema should provide evidence, as it was not proper for a political leader of his standing to issue unsubstantiated claims.

Lieutenant-General Shikapwasha said in an interview in Lusaka yesterday that apart from the Government demanding that Mr Hichilema should provide evidence, it would not arrest the opposition leader as doing so would be making him unnecessarily popular.

“Mr Hichilema should provide evidence that the president wanted a cut as failure to do so would prove him to be a liar. As a leader, he should not speak on things that he does not have evidence and he should know that this country is not going to thrive on lies,” Gen Shikapwasha said.

Mr Hichilema was quoted in The Post’s Saturday edition as having insisted that the president had a cut in the deal to provide mobile medical facilities from China and dared the Government to arrest him.

Gen Shikapwasha said the Government would not be arresting politicians and wondered why Mr Hichilema challenged it to do so.

Gen Shikapwasha, who is Information and Broadcasting Services minister, also said the Government was taken aback by sentiments from Roan member of Parliament, Chishimba Kambwili that Chinese investors were not appropriate to run the Luanshya Copper Mines.

He said he was not sure of what really Mr Kambwili was looking for as at some point he was asking the Government to quickly find investors for the mine and now that had been done, he is against the idea.
He said the world over, governments were pleading for Chinese investment.

“The US government is borrowing from Chinese investors because even in the wake of the economic crisis, their economy is picking up and why should Zambia not pick on the Chinese when the whole world is doing so?” Gen Shikapwasha asked.

The National Initiative for Citizens Awareness (NICA) president, Kelvin Sampa, has challenged PF Roan Member of Parliament Chishimba Kambwili to substantiate claims that President Rupiah Banda and his government were corrupt over the awarding of Luanshya Copper Mine (LCM) to a Chinese firm, Non Ferous Metal Mining Company Limited (NFCA).

Mr Sampa said when the people of Luanshya voted for Mr Kambwili they expected him to work hard and to speak facts on the ground.

He said the MP has been cheating the people of Luanshya because of fears that his political career will be exterminated by the progressive development and intervention by the government over LCM.

Mr Sampa charged that the minister does not realize that most Zambians are enlightened with what is going on globally and most of them are very much aware of the capacity of the Chinese.

He said China right now is the most feared emerging power and it has the capacity to help Africa and even America.

Mr Sampa has advised Hon Kambwili to tell the nation if he had provided tangible solutions for the people of Luanshya when the mine went under care and maintenance.

He added that the MP must be ashamed of himself for trying to deny the people of Luanshya development and better living conditions when he is able to earn a living through parliament.

Mr Sampa advised the civil society to provide checks and balances between the government and the opposition leaders and not to criticize every matter.

Donors disburse US$174.1 million support

Zambia’s Cooperating Partners have disbursed US$ 96.2 million as budget support and a further US$ 77.9 Million in project grants in the first quarter of 2009, representing over 55 per cent disbursement out of the US$312.88 Million 2009 projected budget support and project grants scheduled to be channelled through the Treasury.

According to a statement released today, by Ministry of Finance Public Relations Officer, Chileshe Kandeta, information on support channelled directly to Non-Governmental Organisations [NGOs] and other Public and Private Sector Organisations has not been included in this media release.

The Cooperating Partners have disbursed direct budget support totaling US$96.2 million from the projected US$120.28 million for 2009. Of the disbursed resources, the UK Department for International Development has contributed US$29.9 million, Norway US$25.5 million, Sweden US$18.3 million, The Netherlands US$12.9 million and World Bank US$9.6 million.

Of the US$77.9 million project grants received in accordance with the cooperating partners division of labour agreed in the Joint Assistance Strategy for Zambia [JASZ], Canada has disbursed US$ 0.8 million out of US$4.3 million projected grant support to health and governance, Department for International Cooperation [UK] US$11.6 million out of the projected US$25.2 million grant support to health, HIV & AIDS, governance and humanitarian causes and Norway US$8.3 million out of US$12.6 million projected grant support to environmental causes, HIV & AIDS, roads development, governance, gender affairs and culture.

Sweden has disbursed US$13.2 million out of US$27.9 million projected grant support to energy, governance, health and agriculture, Ireland US$ US$1.6 million out of the projected grant support totalling US$4.6 Million for water and sanitation, HIV & AIDS and governance, and Germany US$4.1 million out of US$21.8 million projected grant support to water and sanitation and governance.

Other grant support has been received from the European Union which has disbursed US$21 million out of US$79.2 million projected grant support to agriculture, environment, roads development and health, UNFPA US$0.6 million out of the US$3.1 million projected grant support for health, macro-economic issues, gender and HIV & AIDS causes and Japan [JICA] US$6 million out of the projected grant support of US$13.9 million for agriculture, governance, education, energy, water, health and infrastructure. The total projection for 2009 to be disbursed as project grants for Sector Wide Approaches [SWAPS] in the Education and Health sectors is K644 billion.

The sectors covered in the Joint Assistance Strategy for Zambia eligible for donor grant support in accordance with implementation expectations for key performance indicators agreed using 2005 values as the baseline, are; macro-economics, agriculture, mining, communication and meteorology, environment and natural resources, infrastructure and transport, tourism, manufacturing and industry and commerce and trade.

Others are land, energy, science and technology, education and skills development, health, water supply and sanitation, housing, social protection, youth and child development and employment and labour. The rest are central administration [public sector management], local government, decentralisation, information services, foreign relations, defence, law and order, governance, HIV and AIDS, gender and food and nutrition.

The amounts above exclude an amount of US$160.1 million disbursed by the IMF last week following completion of the first and second reviews of Zambia’s economic performance under the Poverty Reduction and Growth Facility (PRGF) arrangement as balance of payments aimed at stabilising the exchange rate.

Also excluded is support disbursed in the second quarter [after March 2009] and that channelled directly to Non-Governmental Organisations [NGOs] and other public and private sector organisations. Other projected programme loans in 2009 are K128 billion from the African Development Bank and K87 billion from the World Bank.

To fully capture the total public expenditure behaviour in accordance with the key performance indicators identified for each sector in the Joint Assistance Strategy for Zambia, the Ministry of Finance and National Planning is working towards strengthening the reporting and monitoring systems.

“To ensure a smooth process, we would like to see more commitment towards the JASZ to strengthen the results-based disbursement structure that incorporates monitoring of inputs, outputs, outcomes, and impacts so that resources could be strategically managed and progress tracked,” states the release.

The Ministry of Finance and National Planning is indebted to the cooperating partners for their commendable and unwavering support to Zambia’s economic development, poverty reduction and wealth creation causes, despite suffering similar or in most cases worse effects of the global economic slow-down.

“We look forward to receiving the remaining projected support so that the resource capacity to meet Zambia’s socio-economic targets for 2009 is enhanced,” Kandeta stated.

Dynamos Beat Power, Nkana Stay Top of Div 1 North

Lusaka Dynamos moved out of the Faz Premier Division relegation zone for the first time this season after overrunning a poor Power Dynamos 2-0 at Queensmead Stadium in Lusaka today.

Power’s defeat left them without a win stretching back to five matches ago on March 21 when they won one of their only two league games this season after beating Nakambala Leopards 3-1 away in Mazabuka.

Defensive blunders and awful finishing today cost Power  at least a share of the points especially in the first half that they dominated with shots on target.

However, it was Zambia striker Makundika Sakala who made sure with  a brace before and after the break to hand Dynamos a precious 3 points.

His first goal came after stealing the ball off defender Mwape Chongo to rattle the net with a powerful low shot.

Luka Lungu, Dennis Chimena and Elson Mkandawire were all culprits for Power while midfielder Kennedy Mudenda was the only consistent flame in the visitors pack.

Dynamos couldn’t believe how easy they could cut through Power’s defense sometimes after the break and went on to get a grip the game as the Kitwe club showed no hunger to try and overturn the result.

Sakala made sure of the points when he turned in his sides second goal in the 51st minute to see Dynamos rise from 13th to 10th on the table on 8 points.

Vanquished Power are just above them in 9th place and on the same number of points.

Nkana maintained a one-point lead at the top of division one north table after a 2-0 home win over Kalulushi Modern Stars in Kitwe.

Nkana lead on 18 points from 9 games after defeating Kenneth Malitoli’s  Kalulushi  who were promoted to division 1 north side from division 2 north where they have been since 2007.

Muchindu from Mufulira are second on 17 points after a 1-0 away win over Indeni in Ndola this afternoon while townmates Mufulira Blackpool are third on 14 points.

Blackpool  beat Nicholas Bwalya’s Luanshya United 1-0 at John Kachofa Stadium on Sunday.

RB addresses Zambian residents in South Africa

rbhPresident Rupiah Banda has assured Zambians living abroad that his government would work tirelessly to develop the country.

President Banda said the MMD government was in a hurry to expedite development in the country in order to meet the aspirations of people living home and abroad.

Mr Banda was speaking in Pretoria when he addressed Zambians living in South Africa today at the Zambian High Commission.

He said allegations that his administration has failed to deliver were unfounded as development takes a long time to achieve.

The President called on Zambians living abroad to contribute to the country’s development by investing their money back home.

“It is not late for you to start investing in your home country now because you may end up regretting if you delay,” said Mr Banda.

He reminded the Zambians that the task of developing the country needed concerted efforts of all Zambians.

He said Zambia has not been spared by the global economic crisis which is likely to impart negatively on the country’s economic efforts.

He said as part of measures to enhance the country’s economic development, government was seriously diversifying the economy which has been dependent on copper since independence.

Mr Banda added that although he is working on implementing development plans left by his predecessor, the late President Levy Mwanawasas, he needed support from those working with him in order to succeed.[quote]

“I expect the leaders I inherited from my Predecessor and those I have appointed to be loyal to me for the system to work effectively,” he said.

Meanwhile President Banda today commissioned the chancery at the Zambian High Commission in Pretoria.

The Chancery was bought by the government at the cost of 4. 5 million Rands in 1998. The Chancery was formerly a college.

The President commended the previous administration for its foresight to purchase the property.

He said this has served government a lot of money in rentals which now can be used for other purposes.

And speaking at the same function, Foreign Affairs Minister, Kabinga Pande, urged Zambians in diaspora to desist from engaging themselves in unlawful acts which can tarnish the image of government.

Mr Pande said 90 per cent of Zambians imprisoned outside the country were women who were used by drug barons as couriers.

He said Zambians must abide by the laws of the host country to avoid unnecessary problems for themselves.

And in his welcoming remarks, High Commissioner, Leslie Mbula, urged the government to help quicken the process of issuing passports to Zambian nationals living in diaspora.

Mr Mbula said the mission has been receiving a lot of complaints from Zambians in South Africa by the slow pace at which passport applications were being processed in Lusaka.

He said because of the delays, people have been blaming the mission for the problem.

Churches blamed for high teenage pregnancies cases in Kawambwa

The Chishinga chiefs in Kawambwa district have attributed the increase in cases of unwanted pregnancies among girls to some group gatherings organized by some churches in the area.

Chishinga chiefs’ representative, Benario Chabanya, said some churches have contributed to the increase in the number of pregnancies among girls because they send them out with boys for singing in choir groups to distant places.

Mr Chabanya was speaking in Kawambwa yesterday during the Campaign for Female Education, CAMFED, child protection and psychosocial care and support workshop.

Mr Chabanya said since boys and girls are not accompanied by their parents and guardians, they resort to involving themselves in illicit sex resulting into pregnancies.

He advised churches in the area to review their church programmes involving the youth to help reduce cases of unwanted pregnancies among girl.

And Saint Mary’s Catholic Church Parish Priest, father Crispin Mwila, said his church has stopped sending girls and boys to distant places for singing as a way of avoiding pregnancies.

Father Mwila, who is also CAMFED district secretary, said girls and boys involve themselves in immoral activities and his church has stopped sending them for singing to distant places.

Meanwhile, district Social Welfare Officer, Placide Musonda, bemoaned the lack of data on child abuse cases in the district.

Mr Musonda regretted that many people in the district did not report child abuse cases, a situation that was affecting development of statistics in the area.

And Mr Musonda has urged traditional leaders in the district to work together with their subjects in the fight against child abuse.

Kawambwa Council suspends treasurer over missing K200 million

Kawambwa Council Treasurer, Christopher Kanyanta, has been suspended in connection with K200 million, which has alleged gone missing.

The K200 million is reported to have been released by the Ministry of Local government and housing as a grant in November last year.

Council Chairman, Jacob Chilufya, confirmed the suspension of Mr Kanyanta adding that the decision was arrived at during a full council meeting held recently.

He noted that Mr Kanyanta has been suspended and has since been put on half salary while awaiting auditors from the Provincial Local government office to check books of accounts for the council.

And Mr Chilufya said K64 million that was raised from a ZESCO contract of clearing along power lines and another K100 million that was released by the Ministry of local government and housing was reported to have been missing.

He added that another K25 million that was meant for the development of a play park was also missing in the area has also allegedly gone missing.

According to Mr Chilufya, the funds were released in installments with different cheques but surprisingly the amounts were found on one cheque.

That means when you begin to praise and worship God, either corporately in a church setting or privately in your personal time, God is there. You are in His sanctuary. Anytime you feel depleted or overwhelmed, just begin to sing a song of praise to Him. Declare His goodness and faithfulness. Draw near to Him and He will draw near to you. He’ll fill you with His joy and strength so that you can live as an overcomer all the days of your life!

Vice President, George Kunda, says government is saddened by the sudden death of Lands Deputy Minister, Nasim Hamir.

Kunda said when joined other mourners at the funeral house to pay his last respect to the late deputy minister that President Rupiah Banda had also learnt the death of Mr. Hamir with deep sorrow.

Mr. Kunda said Mr. Hamir, who was also area Member of Parliament for Chitambo Constituency in Serenje, would be missed for his commitment to both party and national duties.

Mr Kunda described the late Hamir as an articulate leader, who held the concerns of the people he represented to heart.

Mr. Kunda, however, apologized to the nation for not according the late Deputy Minister an official funeral saying religious dictates that Mr. Hamir was entitled to needed to be followed.

Notables among the mourners that went to pay their last respect to the late Hamir were Lands Minister, Peter Daka, Agriculture Minister, Brian Chituwo, Local Government and Housing Deputy Minister, Crispin Musosha and Patriotic Front Malole Member of Parliament, Emmanuel Munaile.

Mr. Hamir, 44, who died of a heart attack in the University Teaching Hospital, UTH, yesterday, is survived by two wives, one child.

Mr. Hamir was born in Chitambo, in Serenje District were he was elected as MP in 2006 before being appointed as Deputy Lands Minister by the late President Levy Mwanawasa in 2007.

He was later reappointed by President Banda in 2008 to serve in the same capacity.

Meanwhile, Lands Minister Peter Daka said the ministry had lost a hard working leader who contributed greatly to administrative matters aimed at improving its operations.

And Malole MP Emmanuel Munaile said Mr. Hamir would be missed for his willingness to work with anyone when it came to solving issues of national interest.

The remains of the late Hamir, were scheduled to be buried at the Leopards Hill Cemetry this afternoon.

Labour movement in Monze reject 11 per cent pay rise for civil servants

THE labour movement in Monze district has rejected the 11 per cent salary increment offered to civil servants by government.

The unions in the district also warned of stern action national union leaders who would append their signatures on the aggreement for eleven per cent pay rise.

This came to light during a meeting for all civil servants organized by Zambia National Congress of Trade Unions ZCTU, CSAWUZ, SESTUZ, BETUZ, ZNUT and other unions held at Monze Basic School yesterday.[quote]

Civil servants from various government departments said in their resolutions that government must consider giving them at least a minimum of twenty five per cent increment.

They said eleven per cent wage rise was a mockery as it would not improve their livelihoods in any way in the face of escalating commodity prices.

It was also resolved that the union leaders at national level must ensure that housing allowance is equally revised to k450,000 because the current rate of k200,000 was too little for a civil servant to acquire decent accommodation.

Speaking at the same meeting, CSAWUZ regional secretary for southern province, Gift Hazyondo, said government must realize that civil servants were implementers of its policies and needed to be motivated by offering them better conditions of work.

Mr.Hazyondo said negotiations were supposed to commence, earlier, before the national budget was presented before parliament for the year 2009.

He said this would have been the best time to go into negotiations for next year so that by the time budget presentation is done; all the issues concerning salary increments and other conditions of service would have been concluded.

Mr.Hazyondo was also disappointed with the current crop pf civil servants for being ignorant of their right to better conditions of services.

He said unions must consider providing education to its members in order to enable them fight for their rightful demands.

Meanwhile Southern province chairman for SESTUZ, Collins Malambo, has castigated union leaders at national level for handling negotiations without considering the interest of the workers.

Mr. Malambo said unions were suppose to remind government that negotiations were suppose to be held before the national budget was presented.

He said this was devastating because negotiations carried out after budget has already been presented always resulted into unions signing for the percentage offered by government.

Mr. Malambo said union leaders at national level were not doing their best to serve unionized civil servants.

He said the union in Zambia was becoming weak due to divisions caused by government through establishment of many unions affiliated to the mother body ZCTU.

Mr. Malambo said there was need for union to unite if negotiations for better conditions of services for civil servants were to be achieved.

He also called on all civil servants to become proactive in fighting for their rights of better conditions of services.

Senior health managers in Mazabuka claimed false allowances

Health workers in Mazabuka want government to send independent auditors to investigate the alleged financial scandal that has rocked the Mazabuka District Health Office.

The health staff, who sought anonymity for fear of possible intimidation and harassment, said in Mazabuka today that government as a matter of urgency should send auditors to look into the books of accounts for the district office.

They alleged that some named senior health managers and programme officers paid themselves hefty subsistence allowances during the Cholera outbreak, despite having not spent nights at Chivuna, Lubombo and Kaleya Cholera centres.

They warned that failure to intervene would compel them to shun any recruitment of officers to handle any disease outbreak especially the ‘Swine flu’ which is now posing a threat to African countries, Zambia inclusive.

“Some of us who worked throughout the outbreak period and spending nights were only paid K 45,000 as night allowance while those that worked in the day were paid K 35,000 and the senior managers paid themselves K 285,000 per night when they did not work,” they charged.

The workers said they are ready to cooperate with the auditors by providing incriminating evidence against the culprits because of the high levels of theft of public funds.

They also disclosed that funds that were released by the Centre for Infectious Disease and Research in Zambia, an American Non Governmental Organisation to motivate staff at the Anti retro-viral therapy clinic working for long hours had been grossly abused.

According to impeccable sources, a named medical doctor was only spotted at the clinic each time funds were released and would immediately return after receiving payment.

“Why is the ministry of health failing to deal with people stealing public funds. Does it mean the managers are being used by some big fish within the ministry,” asked a clinical officer who sought anonymity.

The sources added that no medical doctor has visited the ART clinic in the last three months and people enrolled for ART treatment were being attended to by clinical officers, who are now over loaded with work.

Teachers in Southern province resolve to strike next Monday

Teachers in Southern Province have resolved to go on strike when schools re-open for the second term on Monday.

Basic Education Teachers Union of Zambia, BETUZ,Acting Chairperson, Mwangala Dyaunka and Provincial Secretary, Basil Hibajeene, disclosed this to ZANIS in Mazabuka today.

The two union officials said the teachers resolved not to report to work in order to press government to expedite the conclusion of negotiations for increased salaries and improved conditions of service.

They said the current collective agreement expired in March adding that by April, teachers were suppose to have new conditions of service.

The union officials said teachers have become impatient over the delays by both government and union leaders to conclude the negotiations forcing the union to take painful decisions.

The union leaders said the move taken by the teachers will serve as a warning to government not to take teachers for granted.

They said teachers are demanding for among others, payment of outstanding settling, housing, rural, and remote allowances apart from the salary increment.

The officials also complained that the price of essential commodities have continued to rise while government has paid a blind eye to the plight of teachers.

Market survey underway on why Illovo Sugar shouldn’t buy Nanga Farms

The Zambia Competition Commission (ZCC) is still carrying out market survey studies on the whether Illovo Sugar, a sister company of Zambia Sugar PLC, should acquire the Nanga Farm from Zambia Beef Company (Zambeef).

ZCC Executive Director, Thula Kaira, said after the study has been concluded, the commission would ascertain on what advantages and disadvantages the company was likely to create on the competition industry in the country.

Mr. Kaira explained in an interview in Lusaka yesterday that the competition sector must thoroughly investigate developments on the market before passing decision on such matters.

He noted that through such investigation, the commission will also come up with good competition market strategies that will assist both the company and the public to know the importance of having a competitive market.

Meanwhile, Mr. Kaira has disclosed that his organization was currently having consultative meetings with other key stakeholders such as the Ministries of Agriculture and Commerce, Trade and Industry on how best the issue could be addressed.

Other stakeholders with whom the ZCC is consulting include the Economic Association of Zambia (EAZ) and the Zambia Association of Manufacturers (ZAM).

He further disclosed that a conclusive report on market survey study is expected to be released by the end of this month.

He has however encouraged Zambians to take advantage of the Citizen Economic Empowerment Fund and establish businesses that will add value to the competition industry.

He explained that by having such established business entities, no company will enjoy monopoly as it will have to compete favourably with other companies in the some industry.

Mr. Kaira was reacting to calls by the public on ZCC not allow Illovo Sugar, a sister company to Zambia sugar to buy shares from Nanga Farms, which is owned Zambeef because Zambia Sugar might monopolise the market.

Zain Zambia sheds 96 jobs

Zain Zambia, the largest mobile telecoms company in the country, has announced that it is implementing structural changes to align it with the Group’s new operating model. Similar changes are being carried out at all Zain operations in the Middle East and Africa. The new method of operation will involve centralisation of capabilities across all of Zain’s 23 operations in order to maximise economies of scale and realise significant efficiencies and cost savings.

“Zain has undertaken a review of its operation to ensure it is best able to deliver improved services and quality to its customers, and to make sure we can do this as efficiently and as cost-effectively as possible,” said Zain Managing Director, Mr. David Holliday.

“The goal of the revisions was to make sure Zain had the right structure in place across all its operational areas to address market challenges in Zambia going forwards, and to align itself with the recently announced ‘Drive 2011’ group-wide plans for greater efficiency”, he added.

As part of these changes Zain Zambia is shedding 96 jobs with immediate effect. Zain Zambia expects the reduction in the number of staff to be achieved through a combination of redeployment, non-renewal of contracts, and redundancies. 58 of the staff affected were ‘permanent’ employees, and 38 were ‘casual’ employees.

“We will be working closely with employees to assist with this transition and will ensure that any impacted employees are treated with respect and dignity consistent with our values.”

Since 2005 Zain has invested more than US$ 12 billion in Africa, and in excess of US$500 million in Zambia. This year alone Zain will pump in more than US$ 1 billion of investments in its networks in Africa as part of the Company’s drive to bring the latest world class technology to its customers .
