Zambia’s trade surplus to reach $1.2 billion

Commerce, Trade and Industry Minister Felix Mutati has said Zambia’s trade surplus is this year expected to reach over US$1.2billion.

The country last year recorded a trade surplus of US$1,178.4 million from US$34.6 million 2005.

“Zambia’s trade surplus will this year hit over US$1.2 billion,” Mr Mutati said in an interview in Lusaka
Mr Mutati said the growth would be fuelled by the favourable macroeconomic environment which has seen the local economy strengthening, with lower inflation rates and real gross domestic growth projected at seven per cent.

He said the increase in copper production, which was expected to reach more than 600, 000 tonnes this year compared to 500,000 last year coupled with increasing production in the non-tradition export category, would drive the growth.

Last year’s, Zambia trade surplus was because of increased merchandise exports earnings.

This was on account of an increase in the international price of copper to record levels coupled with the buoyant growth in copper exports volumes.

And Mr Mutati said the weak infrastructural capacity in the country was hindering further growth in the country’s economy.

He said currently the available infrastructure had not marched with the continued pressure put on it by the country’s growing economy.

“Obviously, the area of infrastructure needs to be looked at.

Infrastructure, telecommunication, transport, electricity hasn’t improved to march the economic growth,” he added.

‘Constitutional conference to adopt new constitution’

Government has assured Zambians that the proposed constitutional conference will perform similar functions as a constituent assembly, such as the adoption of the new constitution.

Minister of Justice George Kunda also said the drafting of the Constitutional Conference Bill had reached an advanced stage and that he would in the next few days subject it to consultations with stakeholders.

He was speaking at a press briefing in Lusaka yesterday.

Mr Kunda said the constitutional conference was in line with recommendations by the Mung’omba Constitution Review Commission on page 788 of its report, which stated that the body to be created to adopt the new constitution should have no legislative powers.

He also said the CRC report on page 799 further stated that; “An overwhelming number of petitioners submitted that the Constitution should be adopted by a Constituent Assembly, a Constitutional Conference or any popular body that would represent the views of the people”.

Mr Kunda said Government was confident that the Bill being prepared was in line with the resolution reached at the recent summit of presidents of political parties, as well as submissions made by petitioners to the Mung’omba CRC.

“People have been demanding for the Constitution to be adopted by a wider representation.

What Zambia Centre for Inter-party Dialogue (ZCID) has done is to come up with a neutral term.

“President Mwanawasa also suggested a national indaba and others like Oasis Forum also suggested a Constituent Assembly or a national conference.

This is why we are now providing legislation for this body, and this is what they have been asking for.

We can call it anything.

Why can’t we call it Insaka, it is more Zambian,” he said.

Mr Kunda appealed to Zambians not to waste time arguing over straightforward issues.

He said Government would follow the road map agreed through the ZCID.

Mr Kunda also said when the drafting of the Constitutional Conference Bill was completed, he would start consulting stakeholders who include the ZCID and other interested civil society organisations.

“Thereafter, I will present the Bill before Cabinet for final approval.

Once Cabinet approval is obtained, I intend to present the Bill in the next sitting of Parliament,” he said.

The objective of the Constitutional Conference Bill is to provide for its establishment, define its powers, structures, procedures, functions, and composition and provide for the allocation of financial resources.

The Constitutional Conference would undertake the process of examining, analysing, debating and adopting by consensus contents of the proposed Constitution.

Mr Kunda said agreed constitutional provisions in the Conference would thereafter be presented to Parliament for enactment while those provisions which required a referendum like the Bill of Rights in Part three would await the process.

“The first step is enacting a Constitutional Conference Bill.

Those who want to concentrate on bickering and arguments just want to delay the process.

Certain people in Zambia want to engage in arguments and create tension because they think they should have that sort of agenda, but we want peace and we want to move the Constitution making process forward.

“Some of the people have no agenda now because there is peace. Some people just want confrontation,” he said.

Govt pledges to support Zambia Redcross Society

Government says it will endeavour to ensure that the work of the largest humanitarian organisation in the country, Zambia Redcross Society is supported.

Lusaka Province Minister Charles Shawa says Government is pleased with works of
Zambia Redcross Society of improving people’s living standards and urged the organisation to continue being impartial in its work and appealed to others to
follow suit.

Mr. Shawa was speaking in Luangwa yesterday when he officially launched the post
floods rehabilitation programme organised by the Zambia Red Cross Society.

He said the programme which is aimed at restoring good living standards among the
locals especially in rural areas is commendable.

Mr. Shawa who is also Luangwa Member of Parliament said floods which the country
experienced in the past rainy season which left a devastating destruction did not
spare his constituency.

He observed that the floods adversely affected an estimated 1.4 million people in
Zambia and destroyed crops and infrastructure such as houses, roads and  bridges.

At the same function, Zambia Red Cross Society Secretary General Charles Mushitu
says his organisation is a complementary department of Government and that without
political will (Government) the organisation would not function.

Mr. Mushitu says the society has earmarked three districts namely Chavuma, Luangwa
and Sesheke for rehabilitation following the floods which had severelly hit the
areas.

He said the organisation will build 23 VIP toilets and sink six bore holes in the
area among other projects.

The Zambia Redcross Society has also trained 32 local people in hygiene in line with
the Keep Zambia Clean and Healthy Campaign recently launched by Republican
President, Levy Mwanawasa.

During the occasion, the Organisation donated blankets, bicycles, bricklaying tools
and chlorine to the local people.

Soccer-Under20-Zambia surprise Uruguay, advance to quarters

Uruguay 0:2 ZambiaZambia upset Uruguay 2-0 in the Under-20 World Cup on Saturday to reach the last 16, while Spain also advanced after a hat-trick from Adrian Lopez helped them beat Jordan 4-2.

Spain finished top of Group B on seven points while Zambia’s 2-0 victory earned them second place with four points.

Uruguay finished third in the group, also on four points, but also go through to the knockout stage as one of the top third-placed sides.

Clifford Mulenga put Zambia in front in the 22nd minute with a penalty after Uruguay keeper Mauro Goicoechea brought down Emmanuel Mayuka and was sent.

Zambia’s numerical advantage did not last long as they had Henry Nyambe dismissed for a crude challenge on Mauricio Prieto.

But the Africans doubled their lead six minutes after the break through Rodgers Kola and held on for the upset victory.

In the other Group B match, Lopez hit his hat-trick inside 38 minutes to put Spain firmly in command against Jordan.

Jordan fought back well after the break with a goal from Loiy Al Zaideh and a superb free-kick from Abdallah Salim to give Spain a real scare, but Marcos struck in the 79th minute to secure the victory.

Japan and Nigeria, both already assured of qualification to the last-16, drew 0-0 in their Group F game in Victoria.

Also in Group F, an injury-time goal from Jonathan McDonald gave Costa Rica a 2-1 victory over Scotland that kept their hopes alive of picking up a third-place qualification slot and eliminated the Scots.

Mark Reynolds put Scotland ahead in the 18th minute but Pablo Herrera equalised after the break and Costa Rica grabbed victory with the last kick of the game — striker McDonald blasting in from close range.

‘We are not children’, Levy

lpm.JPGPresident Mwanawasa says the West should stop treating African nations as infants who cannot make decisions on their own.

Mr. Mwanawasa said African governments and Zambia in particular are capable of making decisions that are good for their people.

The President also condemned the decision by some opposition parties to champion the cause for Western countries against Chinese investment in Zambia.

He said Europe and the United States import from China and have trade relation with it.

Mr. Mwanawasa said some European countries like the United Kingdom even exceeded their import quotas from China last year.

The President wondered why Chinese investment in Africa was of so much concern to Western Countries.

He was speaking on arrival at Ndola international Airport ahead of his tour of NCF Mine projects in Chambishi.

Zambian radio stations implored to produce quality audio content

Deutsche Welle, DW,  a German National Broadcaster has called on  radio stations in Zambia to produce quality audio sound and contents to the audience.

DW Project Manager, Uwe Rob observed that in the current revolution of digital
technology, most radio stations have lagged behind in giving clients quality
broadcasting adding that the focus is mainly on handling the equipment at the
expense of producing quality sound.

Mr Rob emphasised the need to improve digital equipment to ensure that quality sound
is produced.

He said this in Lusaka today at the closure of a two-week audio recording and
editing course for journalsists from 12 radio stations across the country.

Speaking at the same function, ZAMCOM Director, Daniel Nkalamo, commended DW for
hosting the workshop at the institution adding that it is first of its kind.

Mr Nkalamo was hopeful that the participants have adopted the required knowledge and
skills that will help them produce quality radio broadcasting.

Speaking Earlier, German Ambassador to Zambia, Irene Hinrichsen, noted  that
continous training for journalists and media technical personnel is key to quality
broadcasting.

Measles breaks out in Samfya

Measles has broken out in Chimembe and Katanshya areas of Samfya.

Two people have so far been infected and are receiving treatment at Katanshya rural
health centre.

District Director of health, Albert Kaonga, confirmed to ZANIS yesterday that two
suspected cases have been recorded at Katanshya rural health centre.

Dr. Kaonga said specimen have been collected from the two patients and have been
sent to the University Teaching Hospital in Lusaka for laboratory verification.

And Six cases of rabies have been recorded in Katanshya area in Samfya.

District Director of Health Dr Albert Kaonga told ZANIS today that Six people were
beaten by a rabid dog and have shown positive signs of contracting rabies.

However, Dr. Kaonga said no treatment has been administered on the patients as the
district has no anti-rabies medicine in stock.

“Chinese experts will be in Zambia next month to check on Dag Construction site”

President Levy Mwanawasa has revealed that Chinese experts will be in the country next month to look at the Dag Hammarskjoeld Stadium construction site.

Mr Mwanawasa said the visit by the Chinese experts to check on the Stadium
Construction site was to enable them match their design of the project on paper with
the site.

The President disclosed this at Ndola International Airport this morning when he
addressed Government officials and party leaders on his way to Chambishi by road.

He said the Chinese experts will come to look at the site and compare with the
design which was on paper as they were committed to start the construction works.

He said the construction of the stadium will create employment for the locals.

The Chinese were not coming to do politics in Zambia Mr Mwanawasa said but to bring
investment and stressed that this would create employment opportunities for the
locals.

He said politics was a menu for the locals but the Chinese were coming to invest in
the country so that many people could find something to do for their livelihood.

Kasempa mothers anxiously await measles vaccination campaign

All is set for the measles vaccination campaign drive in Kasempa district with thousands of parents and guardians anxiously waiting for the official commencement of the campaign on July 9.

Thousands of mothers in Kasempa district today turned up in large numbers to attend
the official launch of the integrated measles campaign in the district.

The campaign is aimed at immunizing at least 95 per cent of children against measles.

Officiating at the launch, Kasempa District Administrative Officer, Bisalom Luwaile,
said the integrated measles campaign would also provide other services that would
include the provision of Vitamin A supplementation, and de-worming.

Mr. Luwaile, however, government initiated the campaign in an effort to sustain the
reduced serious cases of measles in the country.

No deaths resulting from measles have been recorded since the 2003 measles campaign
that successfully immunized 95 per cent children against the disease.

He said the July 9 to 14 campaign would avail children a second chance of being
immunized against measles.

“Active surveillance with laboratory conformation of cases and outbreaks, after the
exercise we wish to see a situation where suspended cases of measles are going to be
reported immediately for investigations,” he said.

Mr. Luwaile has since urged district health facilitators to continue routine check
up to ensure the fight against measles is reduced.

Levy advises opposition not to join in criticising Chinese investment

President Levy Mwanawasa has advised opposition political parties not to join people who were criticising  Chinese investment in Zambia
without merit.

ZANIS reports that President Mwanawasa said this today at Ndola International
Airport when he addressed heads of Government departments and party leaders before
going to Chambishi by road.

The President said he was reading a report which stated that some people in
Chambishi were planning to stage a demonstration to stop  Chinese investors from
using a piece of land for a smelter plant.

President Mwanawasa said the people concerned should remember that the Chinese
people had options to go to any other country  and invest there because they did
not owe Zambians anything.

He commended the Chinese investment in the country and said the investment was
creating jobs for the locals and should be appreciated.

The President also advised those who wanted to preserve the piece of land where
China wanted to put up a smelter to go to the village where there was plenty of
land for growing maize and groundnuts.

He said Government will not allow people to frustrate its efforts when investors
were ready to create jobs for the locals.

Levy hails Chinese investment

Mwanawasa in ChinaPresident Levy Mwanawasa has hailed Chinese investment in Zambia and called on Zambians to appreciate what China was doing in the country.

Mr Mwanawasa said the Chinese have set a good example in their country and they believed in workable investments which cannot be compared to countries that were speaking against China.

President Mwanawasa was speaking this morning at Ndola International Airport enroute
to Chambeshi Mine in Kalulushi by road.

ZANIS reports that the President said the Chinese investment was compared to non
except Japan and that no one should demean China.

He said he wished Zambia could come to a level of even one of what Chinese achieved
in economic development.

The President said he wondered why the western countries were making an issue of
China’s development and wanting to treat African countries like adulterers to
receive instructions from them.

He said governments of Africa were mature enough to choose what was good to its people.

He said United Kingdom was a good example that imported a lot from China in the past
quarter last year.

It will be a modest weekend in terms of sporting activity this weekend.

This is because the entire Faz football league will starting this weekend take a three-week midseason break from July 7 to 22.

The Faz Premier League will not be in action from this weekend and return to action on July 20 with Week 20 games.

The Faz division 1 and the other lower divisions will play their last matches before the close of the mid-season on July 8 and will resume action on the 29th with Week 23 games taking place.

However, all teams involved in preliminary round of Mosi Cup action from the amateur to division 3 and 2, will have to fulfill their fixtures during this period.

Meanwhile, the Zambia Under-20 play their final Group B match at the Fifa Under-20 World Cup this Saturday evening at 20:15 Zambian time at Victoria, British Columbia in Canada when they face 2nd placed Uruguay.

A win by 2-0 for Zambia will be enough to see them through to the last 16 of the tournament.

But a 1-0 victory, a draw or a narrow defeat could still see Zambia through as one of three best third placed sides in the six-group competition depending on the results of last group games on July 8.

16 teams, the group winners and runners up including the best three 3rd placed teams, go through to the pre-quarterfinal stage of the competition that take place on July 11 and 12.

And the Zambia Under-23 team is in Algeria ahead of their participation in the All Africa Games football tournament.

The Under-23 kickoff their campaign in Group B with their opening match against Guinea on July 10 in Kolea and later take on Egypt three days later before wrapping up their pool fixtures against hosts Algeria on the 16 th.

The All Africa Games semifinals will be played on July 19 with the Boumerdes and Blida while the final will take place in Algiers on July 23.
Boumerdes will host the 3rd and 4th place playoff on the same date as the final.

Veep,mourners pays last respects to Ng’uni

Vice President Rupiah Banda today led hundreds of mourners in paying their last respects to the late Lusaka Division Police Commanding Officer,Wasakaza Ng’uni.

Speaking during the church service of the late Ng’uni at St.  Paul’s United Church
of Zambia in Lusaka, Mr. Banda said it was unfortunate that some suspected criminals
were allegedly celebrating Mr. Ng’uni’s death.

He said the deceased was a patriotic serviceman, whose death should sadden every
peace loving Zambian.

And Inspector General of Police, Ephraim Mateyo, has warned criminals against taking
advantage of Mr. Ng’uni’s death, saying the Police Service was still remain intact
and alert.

And in a sermon, Reverand Mpanji Silungwe said that Zambia needed selfless leaders
of the calibre of the late Ng’uni.

Among the hundreds of people that attended the church service were former republican
Vice Presidents Lupando Mwape and Nevers Mumba, former Inspectors General of Police
Zunga Siakalima and Silas Ngangula.

Several Cabinet ministers, Government and Defence officials, MMD and opposition
political party officials were also present.

Mr. Ng’uni, 57, died on Tuesday in a road traffic accident in Lusaka’s Kabangwe area
on Great North Road.

Meanwhile, the late Mr. Ng’uni’s body has been flown to Lundazi district in Eastern
Province in readiness for burial in Chama district tomorrow.

The Police brass band sang solemn music at the airport.

The Vice President, Senior Defence force Officers and scores of sympathisers
proceeded to City Airport where the body was flown by a Zambia Air Force (ZAF)
plane.

Govt dissolves ERB, ZESCO Boards

Government has with immediate effect dissolved the Energy Regulation Board (ERB) and the Zambia Electricity Supply Corporation (ZESCO) Board for ineficiency and lack of focus.

Energy and Water Development Minister Kenneth Konga has since advised ERB Executive Director Sylvester Hibajane and ZESCO Managing Director Rodney Sisala to report to
the Energy Permanent Secretary for further guidance.

Mr Konga disclosed the dissolution of the two Boards at a press briefing in Lusaka
today.

Mr Konga said Government will soon appoint new Boards  using power vested in him to
do so.

The Minister who condemned poor Governance by the two Boards observed that owing to
the looming power deficit and fuel shortages in the country,  the National
Developnment Economic indicators shows that Zambia would be affected.

And Mr. Konga has disclosed that Government is pondering on finding another
strategic partner to work with Indeni Petroluem Refinery in Ndola on the Copperbelt
on addressing the fuel situation in the country.

He said at the moment Indeni has four million litres of diesel, 30 days stocks of
Petrol, 26 days jet fuel and 30 days stocks of Kerosine.

The Energy Minister also disclosed that Government through the Office of
Proportional Private Power Investment, OPPI, is working closely to generate and
export surplus power to other countries in the region.

The Minister explained that under the OPPI, Government is investing power at Kafue
lower, Kabompo falls, Itezhi-tezhi to generate sufficient hydro electricity for
Zambia as well as trade with SADC countries in the energy sector. 

Chembe Bridge will help solve Luapula problems, says minister

Luapula Province Minister, Chrispin Musosha, has said the construction of Chembe Bridge will provide a lasting solution to many problems in the province.
Mr Musosha said in an interview from Mansa that Chembe Bridge construction was on course, saying the development had created excitement among the people in the province.
He said the bridge would provide the shortest route from the Copperbelt Province to Luapula Province, the Democratic Republic of Congo (DRC) and to the East Africa.
It would also open up doors to many investors that were willing to invest in the province.
Mr Musosha said Luapula had many copper deposits, which he said, would easily be exploited once the bridge was completed.
He said that Mwense district would have the biggest mine because it had a bigger portion, which of copper which stretched from the district right through Kasuba and Chief Mwenda’s areas.
Mr Musosha also said Kaputa district had various mineral deposits, which would easily be transported to the line of rail for export.
He said the Minister of Mines and Mineral Development, Kalombo Mwansa, had meetings with prospecting companies that had expressed interest to invest in the area.
Mr Musosha said the ministry of Mines was still evaluating as who would be the right investors to take development to Luapula.
He said that there was need to have the right investors that would be in a position to provide economic benefits to the people in the area.
The Government, through the Vice-President’s office had sent a team of officers from the Roads Development Agency (RDA) to recheck the effects of floods on the roads in many parts of the province.
He said most of the roads were found to have been affected by floods in the last rain season.
Most of the areas in which roads had become impassable were active in agriculture and needed good road network to enable farmers transport their produce to the market.
