Levy expected in Nairobi, Kenya for the 12th COMESA Heads of State summit

President Levy Mwanawasa is tomorrow expected here, in Nairobi, Kenya for the 12th Common Market for Eastern and Southern African (COMESA) Head of State summit.

Zambian High Commissioner to Kenya Lieutenant General Solom Mumbi told the Zambian press here today that President Mwanawasa is schedule to arrive here at about 16:00 hours local time, which translates into 15: 00 Zambia time.

Lt. Gen. Mumbi said the Heads of State summit will run from May 22 to 23 and would
be held at the United Nations (UN) Complex in Gigiri, Kenya.

He said immediately after the closure of the summit, Mr. Mwanawasa is expected to
meet Zambians living in Kenya at the High Commissioner’s residence.

He said the summit whose theme is ” Deepening integration for diversification and
value addition” is expected to focus more on the four-band tariff agreement.

Lt. Gen. Mumbi said the tariff band agreement which include capital, raw, intermediate and finished material is likely to be crucial because it will have a lot of impact on some countries.

He said so far Commerce, Trade and Industry minister Felix Mutati, Gender and Women
minister Patricia Mulasikwanda and Transport and Communications minister Sara
Saifwanda were already in Kenya as an advance party while Foreign Affairs Minister
Mundia Sikatana was being awaited.

The meeting is also review the peace and security situation in the region, with particular emphasis on development in the Democratic Republic of Congo, the Eritrea -Ethiopia border dispute, the situation in the Darfur region of Sudan, the conflict in northern Uganda and the situation in Somalia.

The meeting will also review the recently concluded DRC and Madagascar elections.

The meeting shall take into consideration, the impact of efforts by the United Nations (UN), the African Union (AU), the Inter- Governmental Authority on Development and the International Conference on the Great Lakes region to address these issues.

The meeting will also consider and adopt the report and recommendations of the 8 th meeting of the COMESA Committee on Peace and Security which met in Lusaka, Zambia,
from April 18 to 20 this year.

PF confident of bagging the Kapoche seat

Opposition Patriot Front (PF) has expressed confidence of scooping Kapoche seat.

PF Chairman for Information Given Lubinda told ZANIS in an interview that the party’s candidate Mike Tembo will outshine all other candidate on June 05, the polling day.

Mr. Lubinda, who is also Kabwata Member of Parliament, said the popularity of the PF
candidate can be measured by the political panic he has evoked among other competing
candidate.

He further said the adoption of Mr. Tembo by the PF has caused havoc in MMD and the
United Democratic Alliance (UDA), to a point where UDA is threatened with
disintegration.

But Eastern Province MMD Provincial Secretary Chisenga Banda told ZANIS that Eastern Province has become a stronghold for ruling MMD.

Mr. Banda said although other political parties were welcome to contest the seat in
the interest of democracy, the MMD candidate is a clear favorite to scoop the seat.

He said Zambians have seen the good works that the ruling party has done in the
province and across the country.

Mr. Banda noted that people in the province are happy with the improved road
infrastructure that has seem road works on the Great East and Mfuwe -Chipata roads.

He further said the MMD has instituted good agriculture, health, and education
policies.

The Multiparty Democracy (MMD) candidate in the Kapoche by-election is Fashion
Phiri. Other candidates in the by-election are Charles Banda of FDD, Mike Tembo for
the Patriotic Front, Sarah Zulu for the All People’s Congress and Levison Mumba
standing under UNIP.

The Kapoche seat became vacant after the High Court nullified MMD Member of
Parliament’s election, Nicholas Phiri.

And Vice President Rupiah Banda has since asked the people of Zambia to be vigilant on
individuals that were bent on retarding development in the country.

Mr. Banda said every individual citizens must exercise vigilance and jealously guard
the public
infrastructure against vandalism and also ensure that public funds were used for the
right purpose.

He said it was only vigilant people that would help accelerate developmental projects and programmes in the country, especially the rural areas.

Mr. Banda was speaking yesterday when he addressed a political rally at Kamjoma in
Chief Manjawanthu’s area in Petauke district.

He is on a campaign trail for the Movement for Multiparty Democracy (MMD) candidate,
Fashion Phiri in the Kapoche by-election. The Kapoche seat became vacant after the
High Court nullified MMD Member of Parliament’s election, Nicholas Phiri.

Sinazongwe Irrigation projects to be extended

The African Development Bank (ADB) has said there is a possibility of extending the Small Scale Irrigation project (SSIP) in Sinazongwe district.

ADB Senior Agriculture economist Dr Walter Odhiambo, who was also the delegation leader, said when he paid a courtesy on the District Commissioner (DC) that the project would be increased for one to two years.

The doctor said the extension of the project would facilitate the completion of the three irrigation Schemes at Chief Sinazongwe palace, Zenga and at Simumpande.

Dr Odhiambo said the purpose of the visit to the earmarked site for irrigation Schemes was to assess the implementation of the project and recommend for the extension.

“We are still working on the other Schemes but there is the possibility of increasing the project to one or two years to ensure the project was completed,” he said.

Sinazongwe District Senior Agriculture officer (SAO) Tundu Kaonga said farmers at Buleya Malima irrigation Scheme need a third intake where they could have water through out the year.

Kaonga noted that the existing two water intakes at the Scheme were not reliable because at times water levels receded to about three kilometers away from the intake points.

“The two water intakes in place were not enough because water recedes to a point where they can not have enough water through out the year,” Kaonga said.

Speaking on behalf of the DC, District Administration officer Sokoloko Daka said Sinazongwe was a drought prone area and it was prudent for the Bank to take keen interest in uplifting the living standards of the people.

However, in February this year Chief Sinazongwe expressed disappointment at the slow pace at which irrigation Schemes earmarked to be belt in the district have taken too long to be completed.

The Chief told the SSIP steering committee that paid a courtesy call on him that people were fed up and they should not be surprised if his subjects abandon it.

He said farmers have even started forming other cooperatives because they have waited for fours year without any tangible results on the ground.

“You should not be surprised if people abandon the project they have waited for too long and they are already fed up,” the Chief said.

Sinazongwe Mother kills baby

A 25 year old women in Sinazongwe district has been arrested for killing her baby after she gave birth.

The women identified as Vera Movwe from Mayakayaka compound in Maamba secretly gave birth, allegedly killed her baby and buried it near the sewerage said the Vice Chairperson for Mayakayaka neighbourhood Loenard Nabbili.

Nabbili said t the neighborhood was tipped that Movwe who was eight month pregnant was freely moving in the compound without a baby and upon confronting her she refused to disclose where she took the baby.

The Vice Chairperson said after further interrogations from police she accepted and led them where she buried the babe.
He explained that the babe had marks on the forehead and blood was oozing from the nose.
“She wrapped the baby in a cloth and buried it in a shallow hole; it was clean and was taken to Maamba hospital Mortuary when it was exhumed.

Maamba police has since taken her to Choma where she was expected to appear before the magistrate court.
Nabbili bemoaned that cases of abortion among the women especially the teenage girls were at an increase in Maamba Township.

Nkana FC remained unbeaten for a 13th successive league match after a 1-0 away win at 4th placed Lime Hotspurs in Ndola on Saturday in a Faz division 1 north week 13 game.

The Kitwe side move to 39 points after this weekends victory and maintain a 16-point lead at the top of the division 1 north table.

2nd placed Chambishi FC stay put on 23 points after going down 2-1 away at Mufulira Blackpool today.

3rd placed Afrisports on 22 points also lost in what has been a weekend of carnage in the top 5 when they were beaten 1-0 away to 14th placed Medical Stars in Ndola yesterday.

5th positioned INDENI are stuck on 21 points tied with Lime and they too also failed to win when 4th from bottom Kitwe United beat them 1-0 at Garden Park in Kitwe this afternoon.

Prison Leopards stayed 6th after drawing 1-1 in Kabwe with Konkola Mine Police.

Mufulira Wanderers remained unbeaten for a 5th successive game and are slowly swimming away from the relegation zone but stay 11th on 16 points, one less than their rivals Blackpool in 10th after their home win over Chambishi today.

In the days others game, Kalewa and Chindwin drew 1-1 in Ndola in this mid-table clash.

Zambia to use development finances prudently

GOVERNMENT will cautiously utilise opportunities for development finance that has been created as a result of the country reaching the Highly Indebted Poor Countries (HIPC) completion point.
Finance and National Planning Minister, Ng’andu Magande, said this when he addressed delegates at the ongoing African Development Bank (ADB) board of governors meeting in Shanghai, China.
Mr Magande said Zambia would encourage investment in growth areas so that future development became less dependent on foreign financing.
The economic policies introduced had resulted into huge private investment in mining, tourism, agriculture and manufacturing sectors, among others.
Zambia was awaiting the creation of the ADB Regional Infrastructure Fund (RIF) so that the country enhanced expansion in infrastructure connectivity with its neighbours.
“To avert this pressure on infrastructure, I call for support from the ADB group and other cooperating partners in financing infrastructural expansion and maintenance in Zambia, especially of the road and energy sectors, in order to facilitate sustainable economic growth,” Mr Magande said.
Mr Magande urged the international community to honour their pledges that 0.7 per cent of their Gross Domestic Product (GDP) would be channelled towards financing the development of transit and struggling economies in Third World countries.
The delegates commended China for partnering with African countries in developmental projects.
Mr Magande bemoaned the high poverty levels in many African countries, saying effective ways of mitigating the impact should be the priority of the development financial institutions.

NGOs back Levy’s calls for an Indaba over the constitution making process

A conglomerate of Non-Governmental Organisations (NGOs) has  welcomed the London High Court Judgment on Second republican President Dr Frederick
Chiluba and President Mwanawasa’s call for a national Indaba on the constitution making process.

Speaking at a joint press briefing in Lusaka today, Committee of Citizens Director Gregory Chifire said the London High Court ruling on Dr Chiluba was an indication of true justice and a milestone in the national crusade against corruption.

Mr Chifire said the London High Court judgment on the second President by Judge Peter Smith is a clear demonstration to show that the days for plunderers are numbered and that many more people will follow the path of Dr Chiluba.

He advised government to suspend paying Dr Chiluba’s terminal benefits so that part of the stolen money can be recovered.

Mr Chifire further said that investigations should be launched to know how the money realized from the Privatisation exercise was spent on development programmes.

He also said that the resources recovered from plunderers be used to set up an
Education Trust Fund with a view to educating the large number of youths and street kids who are on the streets.

Forum for Leadership Search Executive Director Edwin Lifwekelo said his organisation supports the call by president Mwanawasa to hold a national indaba on the constitution making process in order to address the acrimonies surrounding the constitution making process.

Mr Lifwekelo said public participation through which people can exchange views and influence the review and drafting of a constitution process is central to the
acceptance of the republican constitution.

He noted that the national indaba will play a crucial role as it will help guard
against anti-democratic drafting of a constitution process.

Mr Lifwekelo said his organisation has supported the enactment of  a new
constitution as it plays an ideological role by inculcating the values that the
society seeks to enshrine but that the right procedure be used in enactment a new constitution.

He further urged the civil society, trade unions, student bodies and the church to put pressure on government so that it can discontinue giving Dr Chiluba his benefits until he pays back the 85 percent of the money he defrauded the Zambian government.

Mr Lifwekelo also advised government to stop building Dr Chiluba’s house so that the exercise can be part of the recovery process of the money Dr Chiluba defrauded the Zambian government.

Meanwhile, Zambia Congress of Trade Unions (ZCTU) Vice President Sam Phiri blamed the civil society and government for being stubborn over the constitution making process.

Mr Phiri said both government and the civil society were creating unnecessary
political tension in the country by not agreeing on the constitution road map.

He noted that the civil society should discuss and agree to hold a national indaba
which he said will act as a surgeon for enacting a people driven constitution which can stand a taste of time.

And Operations Young Cheetah Movement Executive Director Mcloud Lunkoto appealed to government to involve youths in the constitution making process saying youths are a reservoir of the national human resource.

Mr Lunkoto also urged second republican president Dr Chiluba to disclose the sources of the funds that found their way into the Zamtroop coffers.

‘Some clinical officers in Mazabuka lack of diagnosis skills’

District health information officer Bernard Uteka  says lack of diagnosis skills among clinical officers in Mazabuka is the major challenge facing most health workers in the district.

Mr. Uteka said this has led to an increase in Malaria cases.

Mr Uteka was speaking when he presented a paper to a District HIV/AIDs Taskforce two- day workshop in Mazabuka today.

He complained that some patients were given wrong medication because of lack of diagnosis skills among health workers. 

He wondered why cases of Malaria have continue to rise when the district health management team has embarked on an aggressive indoor residual spraying programme and mosquito nets distribution exercise in all rural health centres 

Mr Uteka noted that ironically, Malaria incidences before the commencement of the spraying programme where low but wondered what has gone wrong.

The meeting was attended by various NGOs and heads of government departments

Mr. Banda, who is accompanied by among many others, MMD Deputy National Secretary, Richard Kachingwe and Eastern Province MMD Chairman, Lameck Mangani, said the current government was resolved to improve the social welfare of rural people.

He said previous regimes under UNIP and MMD under former President Frederick Chiluba had ignored rural areas, noting that President Mwanawasa’s government decided to provide attractive social services to all areas of the country.

He further said already, a lot of economic sectors that have a direct bearing on the development of rural areas have been revived by the Mwanawasa administration, an indication that there was commitment.

He cited mining and agriculture as some of the sectors that have recorded huge successes in the Mwanawasa regime.

He said the government was now able to collect a lot of money as tax to treasury from such sectors, hence it has managed to start rehabilitating schools, health centres and providing boreholes in rural areas.

Mr. Banda stressed that the people of Kapoche should elect an MP from the ruling party because it would be easier for him to have access to funds meant
for development.

He said the people of Kapoche should not vote for propagandist opposition political parties, some of which have quarrelsome and sarcastic leaders.

The Vice President stated that all other candidates, apart from professor Phiri, in the June 5, Kapoche by-election were representing parties, whose records
were unsatisfactory.

He emphasized that the people of Kapoche should allow government to concretize the programmes it has started by continuing to vote for MMD candidates.

The Vice President also paid a courtesy call on Chieftainess Mwanjawanthu.

Mr. Banda is expected to wind up his campaign to drum up support for professor Phiri, tomorrow.

Other candidates in the by-election are Charles Banda of FDD, Mike Tembo for the Patriotic Front, Sarah Zulu for the All People’s Congress and Levison Mumba standing under UNIP.

ZANACO 2 – ZESCO 3.

Leaders Zesco United opened up a 5-point lead at the summit of the Faz Premier League table this afternoon after beating defending champions Zanaco 3-2 at Sunset stadium in a thrilling five-goal fest that was incident-packed befitting a top of the table clash.

Zesco got the show on the road with the opening goal in the 17th minute when Enoch Sakala put Wedson Nyirenda’s side ahead with the games opener.

The visitors were then denied a genuine clear second goal in the 36th minute after the usually flawless referee Jan Sikazwe ruled-out Nicholas Zulu’s tapped-in from a Rainford Kalaba cross.

A minute later, Ignatius Lwipa chipped the ball over Zesco goalkeeper Charles Chisha to level scores capitalizing on a rebounding shot from his team mate and striker Winston Kalengo.

Kalaba made up for the disallowed goal just a minutes after the half hour mark with a fine low drive from just outside the 18-yard area that slipped under Zambia goalkeeper George Kolala.

The goal was the leagues top scorer Kabala’s 11th of the season.

Zanaco coach Fighton Simukonda was then sent off from the bench in the 71st minute for an unsavory comment he utter to assistant number 1 referee Kenneth Chinchenga.

Bottles and objects then flew as the 80th minute approached with Zanaco’s fans showing displeasure with Sikazwe’s running of affairs on the pitch.

Zanaco captain Numba Mumamba scored in similar fashion for the hosts to restore parity in the 83rd minute with his 10th goal of the year to calm the volatile fans.

But, just when everyone though it was over, Zambia and Zesco striker Jonas Sakuwaha powered in a header with the winner two minutes from time after benefiting from a Willy Chinyama cross.

Zesc are now unbeaten from 9 successive league games and on 32 points while Zancao stay put at number 2 on 27 after suffering a rare second competitive home defeat in one season at Sunset stretching back to over three years.

The victory was also Zesco’s first away win at Sunset where they have never won since been promoted in 2004

It was also Nyirenda’s first victory over Zanaco where he was assistant coach to Simukonda for the last two years before taking over at Zesco at the beginning of this year.

NCHANGA RANGER 0- LUSAKA DYNAMOS 0.

Lusaka Dynamos stayed in 3rd place and are now just one point behind Zanaco after drawing 0-0 away in Chingola to Nchanga Rangers.

GREEN BUFFALOES 2- KONKOLA BLADES 1.

Green Buffaloes bounced back from their 2-1 home defeat at the hands of fellow defense force side Red Arrows on Wednesday in a delayed week 8 games to beat visiting Konkola Blades by a similar margin at Independence stadium in Lusaka.

Buffaloes scored their winning goals through Noel Mwandila and Brian Chilando while Mathews Muleba got Blades’ consolation.

POWER DYNAMOS 1- KABWE WARRIORS 1.

New Kabwe Warriors coach Arnold Mtonga thought he was going to have a dream start on day 1 in charge when Henry Banda gave the visitors the lead in the 14th minute away at Power Dynamos who were also under new trainer Fodson Kabole.

However, Power replied 13 minutes later through defender Francis Kasonde who scored his 3rd goal of the season to see the two sides share the points.

Mtonga was appointed Warriors coach on Thursday after taking over from Levy Chabala who resigned last week to take charge at bottom of the table Zamtel.

Kabole on the other hand replaced Lawrence Mweemba in midweek although the latter remains as assistant for now to the former Nchanga Rangers coach.

Young Arrows beat fellow promoted side City of Lusaka 2-0 thanks to goals from Sam Gondwe and Kennedy Kashima to usurp their hosts from 6th place and relegated them to 8th spot.

However, Ben Mwanza made sure that was not going to happen with a 47th minute equalizer.

Levy Chabala, like his successor Mtonga at Warriors, was looking set for the dream start in charge.

But that was not to be for the bottom placed Ndola club.

Giant midfielder Kondwani Chirambo put Zamtel ahead in the 39th minute only for Leopards to equalize in the 59th minute.

Ben Michelo put Zamtel back in the lead ten minutes from time bur ex-Roan United playmaker Kelvin Bweupe restored parity in the 89th minute to break Chabala’s heart.

FJT ordered to see docs

THE Lusaka Magistrates Court has ordered former President Frederick Chiluba to appear before the ad hoc committee of doctors to determine his fitness to stand trial.

The committee of doctors from the University Teaching Hospital (UTH)
recommended Chiluba’s evacuation to South Africa for specialist treatment last year when it noted that he was unable to stand trial at that time.

Acting deputy High Court Registrar Jones Chinyama, made the order yesterday following an application by Task Force on Corruption prosecutor Mutembo Nchito who wanted trial dates fixed in the matter in which Chiluba is jointly charged with Access Financial Services director, Aaron Chungu and Lusaka businessman, Faustin Kabwe.

The trio are charged with theft by public servant of about US$500,000.

“I therefore order that the medical condition of the first accused (Chiluba) should be reviewed by the same ad hoc committee of medical experts so that we are guided,” Mr Chinyama said.

“Of course the views of the prosecution will be taken into consideration.

The matter stands adjourned to May 31 (2007) for the presentation of the medical report and possible setting of trial dates,” he said.

Mr Nchito told the court that the State was anxious to fix trial dates.

He, however, said the State did not know what the defence’s instructions were.

Standing in for Chiluba’s defence lawyers, Diana Bunting of Simeza Sangwa Associates, told Mr Chinyama that Chiluba was still unwell and was not able to stand before the court.

Ms Bunting said the defence would be ready for fixing of the dates sometime in August because the former president was yet to undergo another medical review in South Africa in July.

But Mr Nchito said he had heard the defence but that there were issues of concern he had to raise.

“Your honour, there are two issues, one is that the first accused has been active in the public domain and engaged in strenuous activities than attending court,” he said.

The State was of the view that Chiluba was able to attend court.

“Your honour, if the first accused is unable to attend court in person, equipment can be made available for him to attend at the comfort of his home,” he said.

In a ruling, Mr Chinyama noted that just like the State had submitted, it was evident that the matter had been pending for sometime because of Chiluba’s poor health.

At this point, Chiluba’s lawyer Robert Simeza was in court and wondered if the two weeks to enable his client appear before the ad hoc committee at UTH was enough for the report to be presented before the court.

Mr Simeza said the local team of doctors still needed to get a report from doctors that have been attending to Chiluba in South Africa.

But Mr Nchito assured the court that everything was under control since the State was the one to organise and enable Chiluba appear before the committee.

Government Set to Action Against Sata

The government is set to take action against main opposition leader Michael Sata for allegedly causing political instability in neighbouring Malawi ahead of that country’s general elections, ZNBC radio said on Friday.

Defence Minister George Mpombo assured the Malawian government that Zambia would deal with opposition leader Michael Sata, who was recently deported from Malawi for allegedly trying to help organise opposition in that country.

“The Zambian government will ensure that political bandits are not allowed to transfer their mischief into Malawi,” Mpombo was quoted as having said by the state-run Zambia National Broadcasting Corporation.

The Malawian government is believed to have formally complained to Zambia about Sata during the joint permanent commission on defence and security meeting in Lusaka this week.

“We will not allow Malawi’s sovereignty to be undermined. We will deal with such characters firmly and in clear terms,” Mpombo was quoted as saying.

Sata denied the accusations and has since sued the Malawian government over his deportation

STANDARD Chartered Bank has launched the one-stop proprietary electronic banking channel for its corporate and institutional clients called Straight2Bank.
The fully integrated end-to-end platform provides cash, trade, foreign exchange and securities services via a single sign-on access.
This is according to a Press release made available by Standard Charted Bank head of corporate affairs, Sonny Zulu, in Lusaka yesterday.
The enhancements provide clients with streamlined and straight through processing of transactions, resulting in significant operating efficiencies and cost savings.
Standard Chartered Bank Zambia acting managing director, Kweku Bedu-Addo, said the bank had made a significant investment in the bankís electronic platform in response to its clientsí needs for convenient and secure transactions.
