Levy congratulates Zimbabwe/Denmark

President Mwanawasa has sent a congratulatory message to his Zimbabwean counterpart Robert Mugabe on that country’s national day which falls on 18 th April 2007.

Mr Mwanawasa has also sent a congratulatory message to queen Margret(II) of Denmark
on the occassion of her birthday.

This is contained in a statement released to ZANIS in Lusaka today by Special Assistant to the President for Press and Public Relations John Musukuma.

In his message to President Mugabe, President Mwanawasa said Zambia and Zimbabwe
enjoy warm and cordial relations at government level and between its peoples.

He said it is in this regard that the two countries look forward to the strenthening of the friendship and existing cooperation.

And in his message to Her Majesty Queen Margret (II) of Denmark, President Mwanawasa said Zambia ackmowleges the immense influemce Her Majesry has imparted on Denmark since ascention to the throne in 1992.

The President noted that the Danish government has continued to cooperate with
Zambia espeacilly in the transport, governance, education, water and sanitation sectors because of the warm bilatetal relations that exist between the two countries.

Mr Mwanawasa also wished the Queen comtinued personal good health and prosperity for the people of Denmark.

In onother development, President Mwanawasa has sent a message of condolences to the
President of Masagascar Marc Ravalomanana on the death of 88 people who perished in
cyclone Indlala.

‘On behalf of the Zambian people, the governemnt and on my  own behalf, I send
deepest condolences and sympathies to the people of madascar.’ said Ã…President
Mwanawasa.

Striker Collins Mbseuma played the full 90 minutes for Maritimo on Friday night when they were crushed 4-0 away to title chasing and 2nd placed Sporting Lisbon.

SWEDEN.

The Swedish lower division league kicked off this past weekend and defender Edwin Phiri’s Ljungskile opened their campaign with a 3-1 away defeat to early leaders Sirius on Saturday.

Phiri did not play in that match.

His former club Orgryte, where compatriots Boyd Mwila and Dominic Yobe play, who were relegated last season kickoff their campaign with a home game on Wednesday against Degerfors.

Nchelenge residents cry foul over ZESCO billing system.

Nchelenge residents in Luapula Province have expressed displeasure over the billing system by the Zambia Electricity Supply Corporation (ZESCO) in the area.

The residents who registered their complaint during a meeting with ZESCO Luapula Regional Manager, Wilbroad Chanda at Nchelenge High School said that there were a
lot of discrepancies with bills from ZESCO in the area.

One of the residents a Mr. Musanda said apart from experiencing erratic power supply, most payments made by customers were not reflected in subsequent bills.

He said some customers have been paying for electricity for over eight months without the payments reflecting on the bills.

The residents urged the utility company to set up satellite communication in branches such as Nchelenge to stop the trend where bills were prepared from Mansa.

And reacting to concerns by residents, Mr. Chanda explained that the country was currently faced with a shortage of power which had contributed to the erratic electricity supply in Nchelenge..

He said the programme of load shedding was still on going to enable ZESCO carry out repair works on its equipment.

Mr. Chanda explained that Nchelenge’s source of electricity was in Kafue and as such it passed through a lot of areas before reaching the district.

He also said most of the electricity lines were put up in the bush where villagers vandalised  cables hence contributing to the erratic power supply.

Mr. Chanda revealed that plans were underway to set up a Hydro Power Station in Luapula Province to ease electricity problems in the province.

He said the company would soon start rehabilitation works on power lines between Mbereshi and Nchelenge to reduce on faults.

Meanwhile, Nchelenge District Commissioner, Wilson Kasoloko has confirmed the erratic power supply and discrepancies in the billing system.

Mr. Kasoloko called on ZESCO to quickly look into the matter, adding that vital institutions such as health centres and Government offices have been negatively affected.

He said bodies at St. Paul’s mission hospital mortuary were rotting because of low voltage and erratic power supply, forcing mourners to bury their dead within 24 hours.

The DC said this when ZESCO Luapula Province Regional Manager, Wilbroad  Chanda paid a courtesy call on him at his office.

Mr. Kasoloko said as a result of erratic electricity supply, the District Council was unable to efficiently pump water to its residents.

The residents early this year petitioned ZESCO management over erratic electricity supply and called for the removal of ZESCO Nchelenge branch manager.

HH calls for combined efforts for new constitution

Opposition United Party for National Development (UPND)
President Hakainde Hichilema has called on Zambians to combine efforts if the fight for a new constitution has to be won.

Mr. Hichilema said Zambians should have a unity of purpose, if they are to contribute positively towards the country’s constitution making process.

The UPND leader was speaking in Lusaka today at a stakeholders’ consultative meeting organised by the Oasis Forum, a civil society grouping in the country.

He said Zambia needs a new constitution that will provide a solid platform for the country¨s economic and social development.

Mr. Hichilema stressed that the issue of a new constitution should not be used as a political tool but should be regarded as a conerstone in alleviating the nation’s social ills.

He said people are tired of Government’s promises that it is committed to the enactment of the new constitution, when its new road map was open ended.

He said that he and his party members strongly supported the cause for the adoption of the new constitution through the Constituent Assembly in the shortest possible time.

And a group of students from the Copperbelt University calling themselves the CC-2008 demanded the adoption of a new constitution by June 2008.

In their submission the student body also demanded that the Constituent Assembly should be put in place and must be given a legal effect by the National Assembly before the end of July this year.

The students submitted that the National Assembly must reconvene before the end of May specifically to enact the Constituent Assembly Bill into Law.

The Oasis Forum has devised a ten- point constitutional road map, which has a time frame of 71 weeks for the adoption of a new constitution.

Oasis Forum told to abide by majority views over Constitution

The Oasis Forum has been called upon to abide by the views of the majority in their quest for the expediency in the adoption of a new constitution.

Independent Churches of Zambia (ICOZ) Board Chairperson Reverend David Masupa said unless the Oasis Forum abides by the current views of the majority people who submitted to the Mung’omba Constitution Review Commission, they will be suppressing the will of the people.

Rev Masupa said in a statement availed to ZANIS in Lusaka today that ICOZ will respect views proposing the quick implementation of the new constitution that are in line with the views of the people who submitted to the CRC and the recommendations made in the final and draft constitution.

“It is for this reason that ICOZ would want to caution the so called stakeholders meetings of the civil society, political parties and the church that unless they abide by the current majority views on the 12,803 who submitted to the Mungomba CRC which was legally constituted by the republican President, they will be suppressing the will of the people,” he said.

He expressed sadness that the people calling for the enactment of the new constitution want to short cut the process without taking into consideration how the Mungomba CRC recommended the implementation.

Rev Masupa said there is need therefore, for all stakeholders calling for the speedy implementation of the new constitution to do so within the framework of the Mungomba CRC recommendations in order to respect the views of a cross section of Zambians who submitted to the CRC.

He urged Government to tell the nation how it will harmonise its roadmap to that of many organisations who have proposed alternative roadmaps.

The Oasis Forum yesterday came up with a revised 10-step roadmap for the adoption of a new republican constitution in 71 weeks.

Sexual energy is the lust for life in all forms and at the center of this energy is sex desire. Sex desire is the most powerful of human desires and according to experts, men and women, when driven by this desire, develop imagination, courage, will-power, drive, and creative ability unknown to them during normal times. When driven by this emotion, men become gifted with a super power for action. The emotion of sex contains the secret of creative ability. The emotion of sex is an irresistible force, against which there can be no power to contain it. Castrate a man or beast, and you have removed the major source of action. For proof of this, experts say observe what happens to any animal after it has been castrated. A bull becomes as docile as a cow after it has been altered sexually. Sex alteration takes out of the male, whether man. or beast, all the desire to win that was in him. Sex alteration of the female has the same effect.

So strong and impelling is the desire for sexual contact that human beings freely run the risk of life and reputation to indulge it. Everybody knows that males are promiscuous and ferociously competitive when it comes to sex. Men’s competitiveness revolves around physical strength and dominance at the basic level, and moves up the scale to include attractiveness, intelligence, ingenuity, organisational power, leadership and wealth. Females, it has become clear, are equally promiscuous, if not more so, and have evolved an astounding array of creative strategies, employed both before and after copulation, to determine exactly who will father their offspring.

Research of biographies stretching over 2000 years show that men who had greatest achievement, accumulated great fortunes and achieved outstanding recognition in their fields had a high sex drive and were motivated by the influence of a woman.

Man’s greatest motivating force is his desire to please woman! The hunter who excelled during old days, before the dawn of civilization, did so, because of his desire to appear great in the eyes of woman. Man’s nature has not changed in this respect. The hunter of today brings home no skins or game of wild animals, but he indicates his desire for her favour by supplying designer clothes, latest cars, latest electronic gadgets, big mansions and wealth. Man has the same desire to please woman that he had before the dawn of civilization. The only thing that has changed, is his method of pleasing.

Men who accumulate large fortunes, and attain to great heights of power and fame, do so, mainly, to satisfy their desire to please women. Take women out of their lives, and great wealth would be useless to most men. It is this inherent desire of man to please woman, which gives woman the power to make or break a man.

The woman, who understands man’s nature and tactfully leverages it, need have no fear of competition from “husband snatching” women or sugar mummies. Men may be mighty giants with ferocious will-power when dealing with other men, but they are easily tamed by the women of their choice.

Most men will not admit that they are easily influenced by the women they prefer, because it is in the nature of the male to want to be recognized as the stronger of the species. Moreover, the intelligent woman recognizes this “manly trait” and very wisely makes no big deal about it.

If this is the case, one may ask why is it that our society considers men with high sex drive as cursed . The answer lies in tha fact that not all men with high sex drives know how to responsibly use this force. The sex drive force is like that of a river. A river may be dammed, and its water controlled for a time, but eventually, it will force an outlet. The same is true of the sex drive. It may be submerged and controlled for a time, but its very nature causes it to be ever seeking means of expression. If it is not channeled into some creative effort it will find a less worthy outlet like sleeping around with everyone they are attracted to. And in this age of HIV/AIDS, not a good idea.

YOUNG ARROWS 3- NAKAMBALA LEOPARDS 1.

Promoted Young Arrows stayed at the top of the Faz Premier League table for a second successive week to record their third win in a roll after beating visiting Nakambala Leopards 3-1 at Nkoloma stadium in Lusaka this afternoon.

Ex-Zambia Under 17 captain Lottie Phiri fired Young Arrows ahead in the 9th minute before his team mate Abraham Mwamba stretched the hosts lead exactly in nine minutes later.

Ken Mwaba made it 2-1 on 26 minutes but Phiri made sure of the points for the leaders with his second of the day 11 minutes before the end of the match.

ZANACO 3- NCHANGA RANGERS 0.

Defending league champions Zanaco roared to a 3-0 win at home over former early leaders Nchanga Rangers at Sunset stadium today.

Kelvin Kaindu, Martin Daka and Winston Kalengo were all on target in the 49th, 72nd and 90th minutes respectively.

CITY OF LUSAKA 1- POWER DYNAMOS 1.

Power Dynamos recovered slightly from their early erratic top-flight form to salvage a point away at Woodlands stadium in Lusaka against promoted City of Lusaka.

However, they were hit with a 13th minute goal by their former striker Nephias Banda who City in the lead.

Power face-saver came five minutes before the break through striker Elson Mukandawire who finally scored his first goal of the season this afternoon to hand the visitors the 1 point.

GREEN BUFFALOES 4- LUSAKA DYNAMOS 0.

Green Buffaloes recorded their third successive win in as many games played by the army side this season when they crushed local rivals Lusaka Dynamos 4-0 at Independence stadium in Lusaka.

Ezekiel Lungu put Buffaloes ahead with just 6 minutes played into the first half to see the hosts take a 1-0 lead into the break.

An own-goal by Dynamos’ Zambia defender Hichani Himoonde in the 70th minute extended Buffaloes lead.

Zambia midfielder Noel Mwandila wrapped up Buffaloes good day with a brace in the 73rd and 82nd minutes.

KABWE WARRIORS 2- ZAMTEL 1.

Top-flight debutants Zamtel thought they were heading for their first league win of the season after Prince Mubita gave the bottom placed side the early lead in the 10th minute away at Railway Ground in Kabwe today.

Warriors however, made sure it was all just wishful thinking when the leagues top scorer Emmanuel Mayuka put the hosts back into the game with his 7 th goal of the season in the a 22nd minute.

Maonga Kabuku made sure of the 3 points dead on halftime.

Division 1 north leaders Nkana FC maintained their unbeaten run at the top of the table with seven-wins-out –of-seven since the start of the season when they beat hosts Konkola Mine Police FC 1-0 at Konkola stadium in Chililabombwe today.

DR Congo-born striker Ronald Sakapaji scored the games lone goal to hand Nkana the 3 points to see them on maximum 21 points from seven games in which they have conceded just one goal.

Lime Hotspurs remain 2nd on 16 points after drawing 2-2 away at Mufulira Blackpool just 24 hours before in Mufulira.

In Ndola, INDENI made up ground after last weekends 2-0 away loss at Nkana to beat Afrisports 1-0 today.

In Sundays other division 1 north games played, Prison Leopards lost 1-0 at home to a resurgent Chambishi FC.

Aggrey Chiyangi’s Chambishi remain unbeaten in their last three games and have collected a maximum 9 points on 13 points overall and in the top 5 bracket and closing in fast on number 2 side Lime.

At Garden Park, Kitwe United drew 1-1 with visiting Chindwin Sentries in a game that almost turned ugly after a disputed penalty for the hosts towards the end of the match with the two sides locked at 1-1.

United went on to converted the resultant spot-kick after a 10 minute delay when Chindwin officials disrupted play over the controversial penalty.

However, the referee made another controversial decision to disallow United’s goal for a puzzling offside decision.

Both sides meanwhile scored their respective goals in the first half through Freegone Kunda who put United in the lead before John Bwalya equalized for Chindwin.

And at the opposite end of the table, troubled and 2nd from bottom Mufulira Wanderers drew 2-2 away at Ndola United.

Zesco United have taken over the lead at the summit of the Faz Premier League table for at least 24 hours after bashing promoted and 3rd from bottom Roan United 3-0 at the Trade Fair Grounds in Ndola today.

Enoch Sakala, Kelvin Muzungu and Yonah Mwango all scored a goal each to send Wedson Nyirenda’s side to the top on 13 points, level with former leaders Young Arrows whom they’ve toppled from the summit thanks to a better goal difference.

Forest Rangers are unbeaten at home since the start of the season after drawing 0-0 with National Assembly but remain 2nd from bottom and still searching for their first league win at Dola Hill of the campaign.

10-man Zambia Under 23 national team this afternoon came from behind to beat Mozambique 3-2 to book their place to the All Africa Games football tournament finals this July in Algeria.

Peter Kaumba’s side qualifies to the Algeria tournament 7-2 on aggregate after today’s comeback win in Lusaka.

Zambia were down 2-1 going into the break after Falange Mendes had put the visitors ahead with a brace.

Mendes put Mozambique in the lead in the 17th minute before Zambia equalized through Zesco United midfielder Rainford Kalaba seven minutes before the break.

Mendes restored Mozambique’s lead four minutes before halftime but no sooner had the visitors regained the lead than Kalaba was sent off for kicking an opponent just after the away sides’ second goal.

Kaumba’s side restored parity in the 62nd minute through striker Given Singuluma of South African 1st division club Bay United.

Konkola Blades striker Felix Nsunzu completed Zambia’s rally with the winner in the 79th minute to record his 3rd goal in the All Africa Games qualifiers.

Coincidentally, Kalaba, Singuluma and Nsunzu all scored in the 1st leg played in Maputo on March 31 that Zambia won 4-0 with the latter player contributing two goals.

Zambia now looks ahead to the 2008 Beijing Olympic Games group stage qualifiers that kickoff in June with the draws due to be made on April 17 in Zurich.

And at the All Africa Games, Zambia are in Group B together with hosts Algeria, Egypt.

The 4th and final Group B slot will be decided between Senegal and Guinea who are level at 1-1 from their 1st leg match in Dakar and are in action in the final leg this weekend in Conakry.

Zambia Takes Steps Towards Biosafety Law

Zambian policymakers have adopted a biosafety bill that paves the way for legislation to deal with issues surrounding genetically modified organisms (GMOs).

The bill was drafted by the Parliamentary Committee on Education, Science and Technology, and submitted to parliament on 3 April for scrutiny and adoption.

Minister of Science and Technology Brian Chituwo said the bill was needed because GMOs were bound to find their way into Zambia.

Currently, Zambia does not have a regulatory framework to regulate biotechnology issues, including the research, development, application, import, export, transit and use of genetically modified products.

If enacted into law, the bill will establish a National Biosafety Authority (NBA) and Scientific Advisory Committee. The NBA will ensure the bill is adhered to and provide guidelines on its implementation. The Scientific Advisory Committee will oversee the operations of the NBA.

The bill will promote public awareness of biosafety with information and consultation services.

It also seeks to provide a mechanism for liability and redress for any harm or damage caused to human and animal health, non-GMO crops, socio-economic conditions, and biological diversity by any GMO or product.

Minister of Justice, George Kunda, said the Zambian government was eager to have the bill passed and made into law to allow for the domestication of the Cartagena Protocol on Biosafety, to which Zambia is a signatory. The international agreement aims to provide protection in the transfer, handling and use of living modified organisms resulting from biotechnology.

Kunda said Zambia needs the legislation to avoid becoming a ‘dumping ground’ for such products, as it currently does not have the technology to test imported material for GMOs.

Saviour Chishimba, chairperson of the Education, Science and Technology Committee said, “The bill is aimed at ensuring that Zambia remains a GMO free country.”

Zambia is one of several countries in southern Africa that prohibit the growing or consumption of GMO foods. Lesotho, Malawi, Mozambique and Swaziland have taken a similar stance.

Half a million children were born with HIV in Africa

About half a million children were born with HIV in Africa last year.

According to a UN Report made available to ZANIS in Lusaka today, most of the children were destined to die before their second birthday despite the presence of drugs that could help prevent the transmission of the virus from the mother to child.

A new UNICEF UK Report dubbed, Born Free from HIV, has revealed that less than 10 per cent of HIV positive pregnant mothers in poor countries have access to medicine and care necessary for preventing the transmission of the virus to the unborn baby.

The Report, however, suggests that the risk of transmitting the virus from the mother to child could still be reduced significantly at minimal cost.

The report further suggests the need to expand the provision of services that offer pregnant women HIV testing, post-test counseling and specific doses of anti-retroviral medicine during birth to prevent their babies from contracting the virus.

With a current shortage of  about 4 million doctors, nurses and support workers world wide, UNICEF UK is lobbying the UK government at the  G8 made a promise to deliver more aid to developing countries.

However, without more health workers, babies will continue to be born with HIV.

The G8 leaders have been urged to stick to their promises and make sure more aid is delivered.

It has been estimated an additional 3.4 million children under the age 15 will be living with HIV by 2010.

AVAP welcomes establishment of MP’s office in Chongwe

The Anti-Voter Apathy Project, AVAP, has welcomed the
establishment of a parliamentary office in Chongwe.

AVAP Executive Director Bonnie Tembo is happy that the establishment of the office of Member of Parliament would enable electorate access information on progress being made on various development programmes.

Mr. Tembo pointed out the establishment of the office helps create a strong link between the MP and the electorate.

Mr. Tembo, however, urged National Assembly to consider improving the state of communication facilities in Constituency Offices to enable electorates have regular contacts with their respective MP.

Meanwhile, Women of Chikondwa Village have expressed ignorance over Government funds which are meant for developmental ventures in that area.

The women complained over lack of information regarding Constituency Development Funds.

Levy terminates contract of Mongu DC, Muwanei

President Levy Mwanawasa has with immediate effect
terminated the contract for Mongu District Commissioner, Kwalombota Muwanei.

President Mwanawasa has since appointed Namakau Mubita as new District Commissioner for Mongu.

Both Western Province Minister Adonis Mufalali and newly appointed DC Ms. Mubita have confirmed the development to ZANIS in Mongu today.

Mr. Mufalali said Mr. Muwanei was fired on Thursday last week but could not disclose the reasons behind the President’s decision.

Ms. Mubita confirmed having received President Mwanawasa’s official letter of appointment.

She said Mr. Mufalali handed over the letter of appointment on Tuesday this week from President Mwanawasa.

Meanwhile, Mr. Mufalali has implored the civil servants to embrace the spirit of hard work in the implementation of national programmes.

Mr. Mufalali said civil servants are mandated to explain government programmes to the nation.

ZADECO welcomes VJ’s dismissal

The Zambia Democratic Congress, ZDC, is happy with President Levy Mwanawasa’s decision to dismiss Vernon Mwaanga as information and broadcasting minister.

ZDC National Chairman Langton Sichone said the dismissal of Mr. Mwaanga from government should serve as a warning to serving ministers, who are in a habit of making irresponsible statements on matters that border on national security and sovereignty.

Mr. Sichone told ZANIS in Kafue today that the nation would not tolerate irresponsible statements, from people holding public office, that could jeorpardise national peace and security.

Mr. Sichone also commended the Post Newspapers for exposing Mr. Mwaanga adding that this is how the media should operate if it is to act as a media watch dog.

Meanwhile, Mr. Sichone challenged government and President Mwanawasa to explain the alleged US$7 million owed to Democratic Republic of the Congo, DRC, Katanga province Governor Moses Katumbi.

He said government to treat the matter with the seriousness it deserves to avoid straining relations with the neighbouring countries.

Mr. Sichone said it is important that the damage caused by the former minister be rectified so that Zambia and Congo can continue enjoying cordial relationships. 

He said the earlier government settles the issue of Katumbi with the government of Congo the better.

The Zambia Under 23 national team on Saturday host their Mozambican counterparts in a Algeria 2007 All Africa Games football tournament 2nd round, final leg qualifying tie at Nkoloma stadium in Lusaka.

Zambia lead 4-0 from the first leg played in Maputo a fortnight ago on March 31.

A win or draw or a defeat by less than three goals, for Zambia on Saturday guarantees them qualification to the Algeria finals this July.

Peter Kaumba’s side has no injury worries but are sweating on the late arrival of key striker Given Singuluma of South African division 1 club Bay United.

Singuluma’s five goals in four games in both Zambia All Africa and Olympic Games qualifiers make him valuable player in Kaumba’s plans.

However, Kaumba will still have enough attacking options in the form of Konkola Blades striker Felix Nsunzu and Zesco United’s midfielder Rainford Kalaba.

Kaumba meanwhile welcomes back Zamtel FC defender Eugene Shamakamba who has missed all three of the Under 23’s matches this year due to injury.

Konkola Blades talented teenage defensive midfielder Stophira Nsuzu too is fit after suffering a slight knock in a training game on Thursday against Kitwe United at Garden Park.
