Poor conditions of RSZ passenger train worry Govt.

Central Province Minister, Sydney Chisanga, is concerned that most Railway Systems of Zambia passenger trains lack proper maintenance and are a deplorable state.

Mr. Chisanga observed that most of the trains lack proper seats and lighting
systems, a situation that subject passengers to unconducive conditions.

Mr. Chisanga said government is saddened by complaints from passengers over the poor
conditions of the trains and that it will soon intervene in the matter.

The minister said this in Kabwe yesterday when communications and transport deputy
minister Mubika Mubika paid a courtesy call on him at his Office.

Mr. Chisanga said despite several complaints to RSZ, nothing has been done to
improve the situation.

And Communications and Transport Deputy Minister Mubika Mubika revealed that
government will not allow a situation where public Operators are dehumanising the
travelling public.

Mr. Mubika disclosed that Government will next year set up a Railway Regulatory
Agency of Zambia that will the audit and monitor the performances of RSZ.

The Deputy Minister said the commissioning of the former Zambia Railways to RSZ is
meant to benefit Zambians because government is in a hurry to transform the
transport sector.

He said after budget approval, the Ministry of Communications and Transport will
embark on an on-the-spot check on Railway Systems of Zambia infrastructure and also
address issues of vandalism and low wages in the RSZ.

The Deputy Minister however, tasked the Central Province Administration to write a
comprehensive report that in turn will be handed over to President Levy Mwanawasa.

Chiefs urged to organize subjects to facilitate ease access to social services

Rufunsa Member of Parliament, Kenneth Chipungu, has advised traditional leaders to organize their subjects in their respective areas to enable them access social services in the area.

Mr. Chipungu was speaking today at Chinyunyu Basic School when he addressed village
headmen.

Mr. Chipungu, who is also northwestern province minister, observed that government
is failing to provide social and health services in the rural parts of the district
because people live in villages which are scattered and far apart.

He also called on the chiefs to consult the local authority in the district whenever
they want to open up new settlements.

He said lack of collaboration between councils and some chiefs has resulted in
mushrooming illegal settlements.

Govt appreciates private sector support in national development

Government says it appreciates the role played by the private sector in national development and improvement of the living standards of the people.

Northwestern Province Minister, Kenneth Chipungu, government is eager to promote
public-private sector partnership in efforts of achieving the development agenda of
the nation.

Mr. Chipungu was speaking when he handed over a One million kwacha cheque to
Solwezi’s Kimiteto Women Agriculture Cooperative Society donated by Bressmar
investment Limited.

Mr. Chipungu has since appealed to other private organizations in Solwezi to give a
helping hand to vulnerable people in society.

Mr. Chipungu said the donation would go a long in enhancing agriculture productivity
in the and food security in the district.

And receiving the cheque on behalf of the Society, Elizabeth Kimbamata, thanked the
Mr. Chipungu for the initiative to help the Society acquire the funds.

Mrs. Kimbamata said the club is engaged in chicken rearing, poultry and vegetables
production.

KCM donates Hearse to Chililabombwe council

Konkola Copper Mines, KCM, has given the Chililabombwe Municipal Council a Hearse to help ease the transportation of dead bodies from the mortuary to cemeteries.

KCM rehabilitated the donated vehicle at a cost of K26 million following a request
for assistance by the local authority.

Speaking during the official handover, Chililabombwe Mayor, Wilson Ponga, said the
hearse would help bereaved families reduce dependence on hired transport for the
ferrying of the bodies to the cemeteries.

“I must mention here that, currently, the community relies on hired transport to
ferry their deceased beloved ones from Kakoso mortuary to the cemetery, a situation
which is not conducie considering our cultural norms and the respect to the dead’,
he said.

Mr. Konga assured KCM that the hearse would be utilized for the purpose of
benefiting the community.

And KCM Resident Director, Deb Bandyopadhyay, reiterated his organisation’s
commitment to contributing to efforts of uplifting the welfare of people in areas it
operates from.

Mr. Bandyopadhyway said KCM realized that transporting bodies during a bereavement
is one of the biggest challenges faced by some residents of Chililabombwe hence the
donation.

High HIV/AIDS prevalence rate in Kafue worries Govt official

A senior government official is concerned over the high prevalence rate of HIV/AIDS in Kafue district especially among youths.

Lusaka Province Permanent Secretary, Susan Sikaneta, said Kafue is ranked high in
terms of HIV/AIDS prevalence because of it being a gateway to Lusaka and Zambia as a
whole.

Ms. Sikaneta was speaking in Lusaka today when an association of Medical Doctors of
Asia delegation paid a courtesy call on her at her office.

The delegation led by country representative, Virgil Hawkins, is in the province to
investigate the prevailing HIV/AIDS situation before coming up with a project
proposal for a life skills centre in district.

Mr. Hawkins, who was accompanied by project manager Makiko Kinoshita, said the
association runs Tuberculoisis treatment support projects attached to health centres
in George and Kanyama compounds.

Ms. Sikaneta said the HIV/AIDS prevalence rate has been triggered by the high
poverty levels and the presence of too many bars and taverns in the district.

She said government through the provincial liquor licensing board is implementing
measures aimedat reducing the number of bars and taverns that pose a danger to
youths in the district.

Earlier, Kafue District Commissioner, Michael Bwalya, told the delegation that the
district had an HIV/AIDS prevalence rate of 24.5 per cent.

Increased foreign trade, investment to boost job chances for youths

Government says it will fully utilize opportunities created by increased foreign trade and investment to create more jobs for youths in the country.

Samfya District Commissioner, Sylvester Chimfwembe, said this in a statement
yesterday to mark this year’s youth day celebrations under the theme “Youth Rise to
the challenge of job and Wealth Creation.”

Mr. Chimfwembe said government is committed to creating employment opportunities to
the youths in both the formal and informal sectors of the economy.

However, Mr. Chimfwembe advised the young people, who had gathered for the
celebration, to extend their search for employment opportunities to the informal
sector.

He said the informal sector provides unlimited opportunities for employment and
wealth creation that can benefit youths in the country.

Mr. Chimfwembe said in view of that government provides funds through the youth
development fund, to enable youths access capital and engage in economic viable
projects.

He further, disclosed that government is developing partnerships with both local and
foreign investors in the quest to address the issue of youth unemployment in the
country.

Government commends the Commonwealth for empowering youths.

Government has hailed the Commonwealth Youth Programme (CYP) for its efforts of empowering Zambian youths.

Sports, Youth and Child development Deputy Minister Patricia Mulasikwanda said it
was for this reason that government is committed to continue working with partners
such as the CYP for to ensure full youth development and empowerment.

Ms. Mulasikwanda said the CYP has been instrumental in capacity building for youths.

She added that the programme has been instrumental in the formulation of the youth
policy that guides activities undertaken by government regarding the youths.

She said government has shown commitment to the youths by revising the youth policy
to ensure it reflects the aspirations of the youths today.

Furthermore, the deputy minister said government is making available funds at
different levels to enhance youth entrepreneurship and self-sustainability.

Ms Mulasikwanda said this in a speech read on her behalf by her Youth Coordinator a
Ms Mbangu during the CYP day celebrations at its regional office at the University
of Zambia (UNZA) Great East road campus.

During the celebrations the, school debates where held on the motions: Youth
Empowerment has it been adequately addressed in Zambia.

The celebrations were held under the theme: Respecting differences, promoting
understanding.

Speaking at the same occasion, CYP Regional Director Valencia Mogegeh urged
commonwealth governments to step up their efforts to mainstream youth issues in
their national issues and development plans.

Ms Mogegeh said governments should also apportion requisite resources at levels that
correspond to youth needs relative to national needs.

She said this is the only sure way to take responsibility and ensure accountability
towards youths empowerment.

Man 36, sent to prison for indecent assault

A 36-year-old peasant farmer of Simani village in Kalomo has been sentenced to 15 years imprisonment with hard labor for indecent assault.

Livingstone High Court Judge, Rhoyda Kaoma, sentenced Kenneth Sinyangwa after
finding him guilty of indecent assault contrary to Section 137 Chapter 87 of the
laws of Zambia.

Sinyangwa was early this year convicted of the charge by a subordinate court.

He was initially charged with attempted rape but the charge was later
changed to indecent assault.

Facts of the matter were that in November last year Sinyangwa entered
the bedroom of a 30-year-old woman and climbed on top of her exposing
her to indecency.

When he failed to force himself on her he left and the woman who later reported the
matter to a relative while she was half naked.

In defense Sinyangwa said he was at church when the incident happened
but failed to produce any witnesses to that effect.

In passing judgment Judge Kaoma said the High court could not reverse
the decision made by the Subordinate court of Kalomo because there
was enough collaboration in the case for her to uphold the conviction.

As a first offender Judge Kaoma said Sinyangwa deserved leniency and
sentenced him to the minimum statutory sentence of 15 years
imprisonment with hard labor effective November 2, 2006.

PF youths provoke Youth Day commemoration

Youth celebrations at the National Freedom Statue today were disrupted when opposition Patriotic Front-PF youths carrying a boy on a boat were stopped by police from marching past President Mwanawasa.

Confusion started after several other marchers and three opposition political
parties had made their way past the gathering and the President.
PF youths who were marching ahead of the ruling MMD youths and United Party for
National Development-UPND youths were stopped by police and asked to leave the boat
but refused to do so.

The uncompromising youths then started chanting anti- MMD slogans while shouting at
the police.

This drew the attention of the gathering with more police officers reinforced at the
scene.

All three speeches from a youth representative Dambire Moyo, the Minister of Sports
as well as that for the President were marred with disruption.

And Home Affairs Minister Ronnie Shikapwasha condemned the behaviour by PF youths
describing it as atrocious.

General Shikapwasha advised youths against being used saying the nation needs peace
and not confusion.

He pointed out that PF youths were not supposed to do as they wished saying carrying
a boat was beyond the required regulations.

He called upon political parties to follow regulations in their moves to avoid
confrontation with police.

Meanwhile, Forum for Leadership Search Country Director, Edwin Lifwekelo said it was
unacceptable for PF youths to behave the way they did.

Lifwekelo said it was clear that someone was using PF youths to embarrass the
President by bringing a boat at the Youth Day celebration.

He said it was unfortunate that the PF youths just came to provoke the peaceful
youth day celebration and urged them to end what he termed as uncalled for behaviour
especially during national events.

Lifwekelo challenged youths to desist from being used and learn to live above
partisan politics saying no one would be happy about what had happened.

Ladies Association mark Youth Day

An association for ladies has called on youths in the country to strive, if they have to succeed in life.

The association known as Crested Cranes Ladies Club of the second Zambia Army regiment

said youths should be hardworking for them to achieve their goals.

Speaking during Youth Day fun fair at Arakan Barracks in Lusaka today, Association
Chairperson Chairperson Lillian Nyoni said youths should not engage themselves in
immoral acts such as drug abuse and premature sexual activities. 

And Bupilo Soap Actor Malekano Mwanza alias Kelvin called on the Government and the
corporate world to create employment for youths in the country.

Mr Mwanza said Government should fund projects that would help empower youths
economically.

He said these people would help youths become self reliant hence they would be able
to contribute to economic growth.

As future leaders, Mwanza further called on youths to abstain from sex and drugs.

Dustin Whitehead dominates Zambia Moto cross rally.

United Kingdom based rider Dustin Whitehead has maintained his dominance in the Zambia Moto cross competition that went in to the third round, yesterday (Sunday)

Whitehead led the open class MX (450cc) category by scoring 60 points on his usual
Honda bike and was closely followed by Lusaka’s Micheal Hacking who had 51 points.
Dale Holliday, of Kitwe was third with 45 points.

This is the third straight win for Whitehead since the opening of the Zambia 2007
Moto cross championship which opened mid last month at Sekelela Moto Cross track in
Lusaka West and repeated the same fit i Ndola early this month.

The Uinted Kingdom based rider is in the country under the sponsorship of mainly
Toyota Zambia to hold a series of clinics to develop the sport in Zambia.

According to Zambia’s Motorsports Association ( ZMSA) results released to ZANIS,
Francesco Sciarrino who was riding a Kawasaki scored 60 points in the MX2 ( 250cc)
category while Paul Ferriman who was on a Honda was second with  51points. Craig
Eastcroft was third on a honda with 43 points.

In the Veterans category, Toni Sciarrino won the race with 60 points on a Kawasaki,
and was closely followed by Alan Ellis on a Honda who had 51points while Nick
Frangeskides riding a Honda had 43 points.

In the Senior Quads class,  Imran Adam won with 60 points on a Yamaha and was
seconded by Lauret van Breda who scored 47 points on a Honda while  Farook Ticklay
was third with 39 points on a Yamaha.

The ladies Quads category,  Jay Wadey of Lusaka led by 60 and was followed by  Lisa
Shone also of lusaka with  51 points.

The Quads – Novice section was won by  Tim McVey who scored  60

points on a suzuki. Jonathan Whittehone was second with 17 points.

The Novice section was won by Richard Franklin with 60 points, with Ryan Ellis
coming second with 47 points on a Honda while Pieter Verster was third on a Yamaha
scoring 38 points.

In the Junior 85cc category, Lusaka’s Domenico Sciarrino won the race on a KTM bike
with 57 points, seconded by Yazdaan Ticklay on a Honda with 47 points. Shanelle
Greatorex was third on a Honda with  43 points.

Phillip Chalcroft who was on a KTM scooped the Junior 65ccrace with 57 points, with
Dylan McCann and Billy Dean coming second and third with 47 and 44 points
respectively.

The Mini cross (50cc) race was won by  Julian Dias who scored  60 points on a KTM
and was closely followed  Declan Riddle with 51

points while third was Brooklyn Bousfeild with 43 points.

The fourth round event will be held on April 1, at Kitwe’s Mondolo Motopark
track.The 2007 motocross season has nine rounds.

Youth applauds Mwanawasa administration for Youth Funds

A grade 12 pupil at St Edmunds High School in Mazabuka has commended the Mwanawasa administration for releasing K 120 million Youth Development Fund for youth empowerment projects in the district.

Daniel Banda said during the Youth Day celebrations, held at the Show grounds that
the release of the funds had cheered youths in the district as it would go along way
in addressing the unemployment levels among youths.

Banda however, urged Government to consider increasing the allocation given per
constituency, if all youths were to benefit adding that the K 40 million released
per constituency was inadequate to cater for all the applicants.

He complained that most youths in the district were involved in illegal activities
because of lack of employment and skills.

Banda said it was painful to see youths who had graduated from the University and
other institutions of higher learning roaming the streets due to lack of employment.

He prodded Government to create job opportunities for youths especially those from
higher institutions of learning, if they were to contribute to the growth of the
economy.

The theme for this year’s youth day celebrations is ” Youth rise to the challlenge
of job and wealth creation”.

Demolition of illegal structures will cause trauma-Clergyman

The Christian Faith Misson Centre has said the planned move by Government to demolish illegal structures would cause trauma, psychological effects to people whose structures would be razed down.

The Church has since asked President Mwanawasa to prevail over this decision to avoid anarch in the country.

In a Statement to ZANIS in Lusaka today, Founder President Pastor Peter Chanda said
this would also create confusion, enmity and discontent between Government and the
Zambian people whose structures would be pulled down.

Pastor Chanda described the intended move as a recipe for anarchy adding that people
would not allow Government through the State machinery to harm innocent citizens.

The clergyman questioned why the local authority did not move in at the time they
saw people possessing illegal plots and only to clamp down on them after they had
already put up structures.

Pastor Chanda recalled a number of instances when some citizens complained about
illegal allocation of land but wondered why Government had remained mute over the
matter.

He noted that the MMD Government was a Government of rules and laws saying
demolishing people’s structures at this hour would be retrogressive and criminal.

He said two wrongs could not make a right and urged Government to rescind its
decision.

On Wednesday, Chief Government Spokesperson Vernon Mwaanga who is also Information
Minister at a Press briefing announced that Government would demolish unplanned
settlements throughout the country. Lusaka City Council has since swung into
action demolishing over 100 illegal structures in Kalikiliki township yesterday. A
similar exercise took place in Solwezi.

Meanwhile Pastor Chanda has appealed to Government to allow a deliberate policy for
vendors to sell in the evening from 17:00 to 19:00 hours when people knock off from
work to afford them a chance to earn an income.

He said Government must empower its citizens by allowing them to trade and to earn a
living hence leading a decent life.

The 2007 Junior Tennis Championship attracts new entrants.

The 2007 Junior Tennis Championship entered its secondday and has attracted new entrants mostly from private schools in Lusaka.

The development has forced the organisers, the Zambia Tennis Association ( ZTA) to
extend the tournament by another day to accommodate the growing number of
participants.

ZTA Secretary General Oliver Mulenga confirmed this to ZANIS in an interview adding
that the new participants were as young as eight years old.

Mulenga said the new entrants were mainly from the Lusaka International Schools and
the French Schools, respectively.

He however appealed to stakeholders and individuals to help ZTA overcome the various
challenges that it has been facing in the development of the sport.

He said one of these challenges was building popularity in the sport which was being
undermined by video technology as it was making most people to enjoy watching the
sport from their homes instead of actualising it by playing the sport.

The tournament , the first this year, is going to be monthly and targeting young
people to take keen interest in the sport.

The tournament which is being played in different age categories had attracted by
press time 50 participants.

And some players interviewed urged youths in the country to take up Tennis as it was
good for character building and self confidence.

17 -year- old Godfrey Gondwe said in his Youth Day message that youths should
seriously take up Tennis as it was good for reducing HIV/AIDS infections and other
social misfits among youths in Zambia..

Florence Bwalya on the other hand reiterated her call for Government and
stakeholders to increase funding on the sport.

She also urged Government to introduce the sport in the school curricular as part of
physical education.
