Labour movements expresses confidence in the corrupt-free massive recruitment

The Labour movement in Muchinga Province have expressed confidence of a corrupt- free massive recruitment process in the on – going recruitment exercise in health and education sectors.

The movement in the region is of the view that the decentralized dual recruitment process in the country, will accord opportunities to local residents.

Zambia Congress of Trade Unions (ZCTU ) Muchinga Regional Coordinator Nondo Kasanda says the successful recruitment of the 2022 recruitment process for both teachers and health workers will instill more confidence in training and graduating students.

Mr Kasanda says the recruitment in the education sector will also give life to teacher training institutions and parents adding that this will set an impetus to some training institutions that were at the verge of closing.

ZANIS reports that the ZCTU Regional Coordinator in an interview has however advised the set committees charged with the recruitment process to focus on localized teachers .

“ My appeal to committees in charge of selection to give preference to locals who are already familiar to the environment, “ he said.

And Professional Teachers Union of Zambia ( PROTUZ) in the area has urged the Teaching Commission of Zambia (TCZ) to give priority to trained teachers that have been volunteering their services at various schools.

PROTUZ District Chairperson Masiye Mbewe said trained but unemployed teachers volunteering their services should be preferable for recruitment than those that just stay home.

Mr Mbewe added that the trainee teacher volunteers have also gained experience through their voluntary work.

“The volunteer teachers should be considered in the on-going recruitment exercise, ” said Mr Mbewe.

Meanwhile, Civil Servants and Allied Workers Union of Zambia (CSAWUZ) Chinsali district Chairperson, Amos Sichone says having a corrupt free recruitment system is what the unions have been vying for.

Mr Sichone advises the selection committees must ensure that eligible candidates are picked during this recruitment period without favor or nepotism attached.

” This recruitment of health workers will also boost labour movements through recruitment of new union members,” he added.

The Zambia Union of Government and Allied Workers (UG) union on its part feels the decentralized recruitment process will help to unify families which is part of the new dawn administration’s agenda.

UG Deputy Provincial Chairperson Kapembwa Sichilya pointed out that the establishment of human resource recruitment committees across all the 10 provinces is a plus to the United Party for National Development (UPND) administration as it comprises of key stakeholders.

” With the human resource recruitment committees in place it averts corrupt practices as law enforcement agencies are part of the recruitment process,” Mr Sichilya said.

And Zambia Union of Nurses Organization (ZUNO) Provincial Chairperson Phillip Mwale says the recruitment of 11,200 health workers will go a long way in cushioning staffing levels in the sector.

Mr Mwale said as a Union, they are elated that from the 11,200, over 3,000 positions have been allocated for the recruitment of nurses to beef up the shortage of nurses especially with the opening of new health facilities dotted around the province.

He thanked government for ensuring that Unions are part of the recruitment process saying Unions are custodians of workers’ welfare.

Government through the ministry of Health and Education is currently recruiting 11,276 health workers and 30,000 teachers respectively, countrywide.

UPND receives with mixed feelings the Constitutional Court‘s decision to uphold PF Seat in Kitwe

The governing United Party for National Development (UPND) on the Copperbelt has received with mixed feelings the Constitutional Court‘s decision to uphold the election of Allen Banda as Patriotic Front Chimwemwe Member of Parliament in Kitwe.

The Constitutional Court on Monday upheld the election of Allen Banda as Member of Parliament for Chimwemwe Constituency.

UPND Copperbelt Provincial Information and Publicity Secretary Timothy Mfula has said the ruling party respects the court’s ruling.

Mr. Mfula, however, said the UPND is saddened with the Court’s ruling on the matter.

Mr. Mfula has since urged UPND members to continue supporting the party despite the outcome of the petition for the Chimwemwe Seat.

“We respect the verdict because it has come from a legally constituted body which is the constitutional court and the highest court in the land,” Mr. Mfula said.

The constitutional court has said there was mismanagement of results by the Electoral Commission of Zambia that is good enough to nullify the elections.

“But we also have our misgivings. For a start out of the six polling stations we recovered 720 votes and the other 35 polling stations they could not avail us of the Gen 20 forms which would have given us a clear picture of how we had performed,” he said.

Meanwhile, in a statement after being declared winner, Mr. Banda expressed happiness that justice and the will of the people of Chimwemwe had prevailed.

Mr. Banda said it was good that the case was finally over and cleared of the allegations of electoral malpractice raised by the Chimwemwe losing Candidate Bornwell Matanda in the August, 2021 General elections.

He added that it was now time to start working and address the challenges people in the constituency were faced with.

“Patriotic Front (PF) Chimwemwe Member of Parliament Allen Banda has charged that the upholding of his election by the Constitutional Court has cleared the allegations of electoral malpractice raised by the Chimwemwe losing United Party for National Development (UPND) Candidate Bornwell Matanda in the August, 2021 General elections. This follows the decision by the Constitutional Court to dismiss the Ndola High Court ruling it made on 22 nd November, 2021, that the election of Mr. Banda was null and void due to what it termed non compliance with the provision of the Electoral Process Act relating to the conduct of elections which came as a result of the Electoral Commissioner of Zambia (ECZ) failure to have sufficient Gen-20 forms to distribute to all polling agents,” read a statement from Mr. Banda’s media team.

“Mr. Banda says the court process was a drawback as it hindered him from performing his parliamentarian duties to the people of Chimwemwe and the nation at large as promised during campaigns. He said now that the matter has been settled by the ConCourt, it is time to hit the ground and deliver to the people of Chimwemwe who entrusted him with the mandate to fully represent them in parliament. Mr. Banda said the upholding of his election by the ConCourt is a mass victory for the people of Chimwemwe Constituency who turned up in numbers in the August 2021, General Elections to choose development over poverty and unemployment. He has since hailed the Constitutional Court for upholding the tenets of democracy and the rule of law which inspires hope for an independent judicial system in Zambia,” the statement added.

“The Chimwemwe law-maker has thanked God for being his strength. He has further thanked the Patriotic Front, the people of Chimwemwe, the church and his supporters from all walks of life for standing with him during the legal battles. Mr. Banda has also expressed glowing gratitude to his legal team led by a prominent Lusaka Lawyer Chifumu Banda SC and his associates for putting up a spirited fight that has seen him return the seat. says he will soon be meeting stakeholders and councilors in his constituency to chart the way-forward on various pending developmental projects that stalled as a result of the court case and the subsequent ruling by the speaker of the National Assembly that all MPs who seats where nullified should not participate in parliament proceedings despite having appealed the nullification. DPP, Lawyers Must Speak Out

For close to a week now, we have been subjected to a legal discourse around the Nolle entered by the Director of Public Prosecutions, Lillian Siyuni, SC in the criminal case of Milingo Lungu, the former KCM Liquidator who recently resigned his position.

Now we have a fierce battle between the DEC boss and the only lady with authority to authorise or not authorise prosecution of Milingo Lungu and any other criminal matter.

Reading some revelations in the Editorial of News Diggers Edition No. 1183 about the possible settlement after a nolle was entered, there appear to be something more than what meets the eye.

In all this discussion, it is the DPP herself, whose professional image is being damaged at the local and international plane because of the nolle she entered. On the other hand, the events are boosting the image of the new DEC Chief, Mary Chirwa, without appreciating what led to the DPP to enter a nolle prosqui in the matter she has re-opened.

Ms Siyuni has no legal obligation to provide reasons for entering a nolle or refusing to give permission to prosecute any criminal matter. However, this is a matter of public interest which has the potential to ruin her reputation.

But maybe, just maybe, Ms Lillian Siyuni is that person with integrity and capable of standing upto some settlement which made her enter a nolle while politicians are doing the usual thing they are good at: deception.

There is nothing strange about settlements or bargaining in criminal matters. They happen even in the civilised world such as the United States of America, involving prosecutors and accused persons represented by lawyers. But these settlements in the US are done by honest parties, people with integrity who don’t backtrack as long as they all met their obligations.

In Zambia, we have seen criminal settlements executed by the office of the DPP, who is the only authority to stop any criminal prosecution. We saw one such settlement in the treason case of President Hakainde Hichilema and others. A lot of work was done by visiting former President Obasango, the church and finally the Commonwealth Secretary General. This settlement led to a nolle entered in favour of Mr. Hakainde Hichilema and others. Parties acted honestly with each other.

I also had a brief chat with late President Kenneth Kaunda who briefly explained how his retirement from active politics was some form of a settlement but that is a story for another day. I am not good about writing books but probably, such information will one day come out in future.

What about Milingo Lungu? Was his resignation attached to some form of settlement which was revealed by the media and government is simply acting dishonestly by u-turning from that deal after he met his obligation?

Because of public interest and the potential that this ongoing battle will damage the career standing of the Director of Public Prosecutions, it is important that Ms Lillian Siyuni must speak out on her decision making process leading to the nolle. Otherwise, after she is hounded out of office as DPP, she won’t remain in the same standing, especially if she decides to pursue a career outside the country.

So the DPP cannot remain mute at a very crucial time like this. The Attorney General himself cannot remain mute while the DPP is being prosecuted in the court of public opinion. Mr. Milingo and his lawyers should also know that remaining mute is damaging the career standing of the Director of Public Prosecutions.

The big questions are: what does the Attorney General, the DEC Director and the ACC Director know about this deal? Zambians are yearning for the truth of what really happened for that nolle to have been entered. DPP must speak out. AG must speak out. Lawyers must speak out.

Lusaka UPND led by Obvious Mwaliteta demands for DPP resignation

The United Party for National Development (UPND) in Lusaka province has demanded for the immediate resignation of the Director for Public Prosecutions (DPP), Lillian Siyuni, on moral grounds.

UPND Lusaka Province Chairperson, Obvious Mwaliteta, has accused the DPP of being a hindrance to the new dawn administration’s fight against corruption.

Speaking at a media briefing in Lusaka today, Mr. Mwaliteta vowed that the party will use the very constitution that protects the DPP’s stay in office to remove her.

“So many UPND members are still in prison from the time of PF rule, no nolle has been entered. We have known this nolle prosequi today only on one side. The PF plunderers are the only ones enjoying this nolle prosequi. So this same Mrs. Nolle Prosequi Siyuni should resign,” Mr Mwaliteta said.

Mr. Mwaliteta further vowed that the party will do whatever it takes to ensure that the DPP leaves the constitutional office if she does not resign.

“We are not going to allow you madam to hold this country to ransom and do what you think you can do because you are protected by the constitution. The same constitution will allow us to proceed. We will start with Article 143 as read together with Article 144 and 183 of the constitution of Zambia to remove you from that office,” he said.

And Mr. Mwaliteta disclosed that the party will soon recommend names of civil servants who are allegedly loyal to the former ruling party, the Patriotic Front (PF), for dismissal.

He said if government does not act on the issue, UPND will take matters into its own hands.

“We are going to help them to move out of the office,” Mr. Mwaliteta said.

The DPP recently entered a nolle prosequi in a matter in which Konkola Copper Mines (KCM) former provisional liquidator, Milingo Lungu, was charged with theft and money laundering involving K4.4 million.

The 2022 ABSA Cup final has been rescheduled to the end of April.

Red Arrows and Napsa Stars were set to clash on April 16 at National Heroes Stadium in Lusaka but will now be played on April 30 at the same venue.

“Following consultations with the sponsor and other stakeholders, we wish to notify members of the public that the much-anticipated Absa Cup final between Red Arrows and Napsa Stars has been pushed forward to April 30, 2022,” said FAZ General Secretary Adrian Kashala.

The rescheduling has been necessitated to factor in President Hakainde Hichilema’s itinerary for the ABSA Cup that whose tradition sees the presidential guest of honour hand over the trophy to the victors.

It will be HH’s first official football match as guest of honour following his election in August, 2021.

Kaindu Admits Zanaco Must Dig Deep For A Top Four Finish

Zanaco coach Kelvin Kaindu says it won’t be easy for The Bankers to clinch top four finish in the FAZ Super Division.

Zanaco have 39 points, six away from the top four, after Saturday’s 1-1 draw against league leaders Red Arrows away at Nkoloma Stadium in Lusaka.

In a post-match interview, Kaindu told reporters in Lusaka that Zanaco have struggled of late because they have been using the same players in the league and the CAF Confederation Cup.

“It is going to be a bit tight looking at the way the programme (fixture) have been structure. I think from today we are not going to have a full week to rest,” Kaindu said.

“We have a game on Wednesday, we have a game on Saturday, we have another game on Wednesday we have another game on Saturday,” he said.

Zanaco have two games in hand.

“So we still have to revolve around the players that you saw today. We still have to plan and probably get closer to the teams that are in the top four brackets.”

Kaindu added:”It is not going to be easy but I think with proper conditioning with proper recovery excises we may probably come back and bounce back.”

Zanaco will on Wednesday face Kafue Celtic in a delayed Week 29 fixture at Edwin Imboela Stadium in Lusaka.

BlackRock accused of planning to make super profits on Zambia’s debt

BlackRock, the world’s largest fund manager, has come under pressure to delay demands for debt interest payments from Zambia to prevent the country’s finances from spiralling out of control.

Anti-poverty campaigners said BlackRock, which manages $10tn of assets, was among the private sector lenders that had refused to reduce the interest rate or delay payments on Zambian bonds, unlike governments and international agencies that hold the country’s debts.

The charity Jubilee Debt Campaign said it estimated BlackRock, which holds $220m of Zambian sovereign bonds, mostly on behalf of clients in its index-linked exchange-traded funds, could generate a $180m profit if the debts were paid in full.

“This would represent a 110% profit on what we estimate BlackRock paid for the debt,” the charity said.

Zambia, which has cut health and social care spending by a fifth in the past two years to balance its budget, has seen its debts soar in recent years to fund infrastructure projects, many to help the country supplement drought-affected hydropower plants.

Solar energy projects have made the country almost self-sufficient in electricity, but the high cost of borrowing and the Covid crisis has crippled the country’s finances.

Further loans from the International Monetary Fund (IMF) have been tied to commitments to end fuel subsidies to households and businesses, pushing the inflation rate above 20% last year.

Of Zambia’s external debt, 46% is owed to private lenders, 22% to China, 8% to other governments and 18% to multilateral institutions.

China is among the government lenders to agree a longer debt repayment schedule that private lenders, including banks, have so far resisted, the Jubilee Debt campaign said.

The Zambian government has already defaulted on loans from commercial lenders and could default on further loans, risking it becoming a pariah on international debt markets.

Since the start of the pandemic in early 2020, the charity estimates Zambia’s bonds have had an average face value of 59 cents on the dollar, and the average interest rate on its bonds is 8.1%.

Zambia applied for a new G20 debt relief scheme at the start of 2021 but has not yet had any debt cancelled.

Tim Jones, the Jubilee Debt Campaign’s head of policy, said BlackRock had bought Zambian bonds at rock-bottom prices when it was clear the country was already in trouble.

He said: “It is unfair for BlackRock and other lenders to make massive profits out of Zambia’s debt crisis. If BlackRock refuses to cancel Zambia’s debt, then the UK and other G20 countries should support Zambia to stay in default on BlackRock.”

Isaac Mwaipopo, a member of the Zambia Civil Society Debt Alliance, said: “Zambia’s debt crisis is preventing people getting access to healthcare, education and other social services.

“We urgently need all of Zambia’s lenders, including BlackRock, to agree to cancel debt so we can recover from the Covid pandemic and the economic crisis we face. Loans were given at high interest rates, and have been trading at low prices, so it is only fair lenders agree significant debt cancellation, rather than making mass profit out of the Zambian people.”

Negotiations on the debt restructuring are due to take place later this month.

G20 finance ministers are scheduled to meet on 20 April, during the IMF spring meetings, to discuss the progress of the debt relief scheme, known as the common framework.

Zambia, Chad and Ethiopia applied last year for debt relief under the common framework, which the IMF said has yet to be agreed, partly because it requires private creditors to participate “on comparable terms to overcome collective action challenges and ensure fair burden sharing”.

Fitch see disagreements with private creditors pushing Zambia IMF deal to 2023 as it keeps restricted default rating

Rating agency Fitch has warned that disagreements and prolonged negotiations with some official and private creditors over Zambia’s debt might push the eventual IMF deal into 2023.

It says the timelines issued by the Zambian government for the final IMF approval within first half of 2022 is optimistic.

It says Zambia has just conducted an IMF/World Bank Debt Sustainability Analysis (DSA) which will be the basis of discussions within the creditor committee.

The rating agency added that the outcome of the creditor committee will be enshrined in a memo of understanding (MOU) outlining a proposed debt treatment.

“Zambia will then approach its private creditors to negotiate debt treatment on comparable terms. The government’s announced timeline anticipates the formation of the creditor committee, agreement with private creditors, and final IMF Board approval of the ECF all within 1H22. Fitch believes that this timeline is optimistic,” it said in a note to investors.

It stated that disagreements among official creditors or prolonged negotiations with private creditors could push the date of an eventual agreement back into first half of 2022 or 2023.

“Fitch believes that a sizable debt treatment will be necessary to bring Zambia’s debt to a level deemed sustainable by the IMF and Zambia’s creditors. Total public sector stood at 108% of GDP at end-2021 and we expect it to fall below 100% by 2023, as Zambia narrows its primary deficit. However, we forecast debt to increase to just under 500% of government revenue in 2022, above the ‘B’/’C’/’D’ median of 328%.Of this amount, USD14.7 billion (59% of GDP) is external debt,” it said.

It says, “Eurobonds account for USD3 billion of Zambia’s debt, a high percentage of debt compared to other countries going through CF restructuring. The possibility of Eurobond holders rejecting the MOU’s terms brings risks to the timeline. Zambia has an additional USD4 billion in contracted but undisbursed debt, which is not included in the debt stock. Fitch expects about half of this contracted debt to be negotiated away.”

The ‘CCC’ rating reflects that the government has continued to service its local-currency debt and has not announced any plans to restructure domestic debt as part of the CF.

Domestic banks and other institutions hold the majority of outstanding domestic debt; although the stock of non-resident investment increased in 2020 and 2021 and is now 28% of the total.

A domestic debt restructuring could create additional liabilities to the government, making it counterproductive.

However, the domestic debt stock is large at ZMW197 billion (48% of GDP). The size of the necessary overall debt treatment, as well as the size of the necessary fiscal adjustment, mean that sizable risks to domestic debt will persist.

And Fitch Ratings has affirmed Zambia’s Long-Term Foreign-Currency Issuer Default Rating (IDR) at ‘RD’ and has also affirmed the Long-Term Local-Currency (LTLC) IDR at ‘CCC’.

“The ‘RD’ rating reflects that Zambia has not serviced the bulk of its outstanding external debt since failing to make a Eurobond interest payment in October 2020. Subsequently, the government announced that it would stop servicing all of its external debt, excluding some priority project loans, and applied for debt relief under the G20 Common Framework (CF). In December 2021, the government reached staff-level agreement on an IMF programme, which clears the way for convening of an official bilateral creditor committee to discuss potential debt treatments.”

It says the affirmation of Zambia’s ‘CCC’ LTLC IDR reflects that the government continues to service its local-currency debt.

And on the foreign reserves, Fifth says a combination of higher copper export receipts and financial account inflows have improved Zambia’s international reserves position.

“We forecast reserves to reach USD2.9 billion, or 3.6 months of current external payments (CXP) at end-2022, up from 3.4 months of CXP at end-2020. If the IMF Board approves the ECF, disbursements from the IMF and other multilateral lenders would further bolster reserves.”

“However, higher import prices will contribute to a narrowing of the current account surplus in 2022 and the eventual resumption of debt servicing will contribute to falling reserves in 2023.”

Fitch expects real GDP growth of 3.3% in 2021 and expect medium-term growth of approximately 3%.

“Inflationary pressures will increase along with high global commodity prices, as the government has ended its explicit fuel subsidy as part of its IMF programme. However, fuel prices are still regulated by the government and the government could delay hiking fuel prices, with resultant losses falling on its balance sheet.”

It says the government will also face higher costs for its fertiliser subsidies through the Farmer Income Support Programme.

“The need to tighten monetary policy would put additional pressure on domestic government borrowing. The government’s increased call on domestic debt markets have crowded out private sector credit, which we forecast to remain in negative”.

Is the Zambian government trying to create a democracy of no checks and balances?

It is becoming clear that the United Party for National Development (UPND) government is plotting to mute the opposition in Zambia. If they succeed it will be the end of genuine checks and balances.

In the article Defending the opposition in Zambia democracy didn’t end with August 12 UPND victory it was argued that strong opposition is needed for every democracy to succeed. This article is a continuation of that.

Strong opposition breeds genuine checks and balances for democracy to grow. We must continue defending.

On August 12th last year, the Patriotic Front (PF) party lost the presidency not the right to offer checks and balances on the current government.

It appears the new dawn administration believe last August the former ruling party lost the right to offer checks and balances as well.

Reported by Lusaka Times, UPND Ndola District Media Secretary William Sitali argues that what PF is pointing at in terms of failures to UPND are their own failures.

Because PF failed to deliver in 10 years, Mr. Sitali feel the immediate former ruling party, which is also the main opposition at the moment, is not eligible to criticize the UPND Government.

The Chief UPND government spokesperson Chushi Kasanda holds same view. Recently she was quoted saying the former ruling party PF should not even have the guts to open their mouths because they destroyed the country.

An implication that the UPND administration want the opposition mute. In other words, only those who are supporting the government of the day should speak.

They seem ready even to tarnish the image of the military. On Monday, April 4, 2022, the opposition Economic and Equity Party (EEP) leader Chilufya Tayali was arrested few hours after holding a press conference to offer checks and balances. He has been charged for the offence of inciting to mutiny.

Have no much information about Zambia military but one sure thing is that it is among the most disciplined militaries in the world. It is a fact that can not be disputed by anyone.

Believing that a simple citizen can manage to seduce Zambia’s military is tarnishing the image of our military. Our military has not gotten to that low level.

It seems to be a scheme to create a democracy of no checks and balances through the fear tactics. If convicted, Tayali could face up to life imprisonment. No Zambian would want that to happen to him or her.

Anyway let me conclude with a question, why did Tayali arrest wait for a press conference?

Cholera breaks out in Lusaka

The Ministry of Health has recorded one cholera case in Lusaka’s Mtendere compound. The cholera patient is a three-year-old girl.

Minister of Health, Sylvia Masebo confirmed the development during a routine Covid-19 update in Lusaka yesterday.

Ms. Masebo said the girl is currently admitted to Kalingalinga clinic where she is receiving treatment.

She said the condition of the girl is stable.

Ms. Masebo said the Zambia National Public Health Institute (ZNPHI) is currently working to ascertain the extent of the infection and what could have caused the outbreak of the disease.

She has since urged the members of the public to maintain the highest standards of hygiene to prevent the further spread of the disease.

Zambia has in the last five years not recorded any cholera case.

And Ms. Masebo has disclosed that bilharzia has broken out in Chirundu district.

She said there are currently 99 active cases of bilharzia in Chirundu while over 70 others are under investigations.

The Minister explained that the cases of bilharzia have been recorded in children between the ages of six to 16 years.

Ms. Masebo attributed the outbreak of the disease to unsafe water and lack of adequate sanitation facilities in the district.

She disclosed that treatment has been already administered in the patients.

Meanwhile, Ms. Masebo has announced that 692 Covid-19 cases were recorded in the country last week.

She said one person died of Covid-10 while 17 were admitted to treatment centres.

President Hichilema expected in Northern Province today

President Hakainde Hichilema is today expected in Northern Province for a one day official visit.

Northern Province Permanent Secretary, Bernard Mpundu, confirmed the development to the media yesterday and said the President is expected to inspect some developmental projects in Kasama district and also visit Mungwi and Luwingu districts.

Mr. Mpundu said upon arrival at Kasama Airport, the President will proceed to Malole in Mungwi district to pay a courtesy call on Paramount Chief Chitimukulu at his palace.

“The President wants to call on the Mwine Lubemba (Paramount Chief) because it is a norm under the new administration that is always emphasising on the need for its officials to always visit the traditional leaders to get blessings from the owners of the land,” he said.

He said in Kasama, the President will inspect a water and sanitation project which is being implemented by Chambeshi Water Supply and Sanitation Company and later inspect the new runway at Kasama airport which is under construction.

He explained that the inspection of the work at Kasama Airport is very important as the project will be a major milestone in helping to revamp tourism in the northern circuit.

Mr. Mpundu added that the President will also visit Luwingu district where he will have an opportunity to meet the people in the area.

“The President’s coming here to spend some time with the people in rural areas speaks volumes. He wants to have a feel of the life there and allow him to respond swiftly to the challenges that the people are facing,” he said.

He said the President will fly back to Lusaka later in the day after his engagements.

Mr. Mpundu has since advised Kasama and Luwingu residents to turn up in large numbers and welcome the President who will be in the area for the first official visit since he was elected into office last year.

More than 100,000 apply for Ministry of Health jobs

The Civil Service Commission has disclosed that over 100 thousand applications have been received in the ongoing recruitment exercise for health workers.

Commission Chairperson Peter Mumba says Lusaka Province recorded the highest number of applicants at 21 301, followed by Copperbelt Province with 19 778 and Muchinga Province recording the least applications with 5 918.

Mr Mumba said the numbers are likely to increase after the deadline for receiving applications was extended and the further advertisement of the optometry technologists.

Mr Mumba was speaking in Lusaka during a national update on the ongoing recruitment of 11, 276 health workers following the submission of application letters.

Mr. Mumba assured that the recruitment process will be carried out yearly in an effort to dismantle the huge number of people with interest to join the Ministry of Health.

“So far a preliminary assessment shows that various institutions have received an estimated number of 109 777 applications,” Mr. Mumba revealed.

He confirmed that the receipt of application letters closed on April 8, 2022 except for optometry technologists positions which are scheduled to close on Tuesday, April 12, 2022.

Mr. Mumba further announced that the Commission has successfully appointed and established human resource management committees in nine provinces and will be completing the exercise in Western province this week.

He explained that the selected human resource management committees have received the recruitment guidelines to be used during implementation of human resource reforms that call for equity, inclusiveness, fairness and meritorious appointments into the civil service.

Mr Mumba added that it is the reason the Ministry of Health has engaged the Zambia Agency for Persons with Disability to ensure the actualization of government’s commitment to enhance ownership, equity and inclusiveness

And He assured the general public that various law enforcers and security wings such as the Anti-Corruption Commission will closely monitor the recruitment exercise to tighten compliance to the selection criteria and guidelines.

Meanwhile, Chief Government Spokesperson, Chushi Kasanda, has urged officers responsible for recruiting health workers to be transparent.

Ms. Kasanda, who is also Information and Media Minister, says it is important for the recruitment process to be held in a corrupt free manner so that only deserving applicants are employed.

She was speaking at Lewanika General Hospital after touring Zambia Medical Supplies Agency (ZAMSA)-Mongu Medical Stores.

Ms. Kasanda urged officers in the Ministry of Health to ensure that the recruitment guidelines are followed religiously.

“We don’t want to leave anyone behind hence do the right thing and ensure that the laid down procedure is followed,” she said.

She added that even the stipulated categories of people required to get recruited has to be taken into consideration.

“Make sure you exercise zero tolerance to corruption and embrace everyone including the female folk and persons living with disability,” she said.

Ms. Kasanda added that the recruitment team has to be on the lookout for people that will apply in several districts.

“We want to recruit people from their locality hence applying in more than one district should not be tolerated,” she emphasised.

And Western Province Health Director, Francis Liywali, said applicants were sensitised about the correct requirements that are needed.

Dr. Liywali pointed out that the screening of the applications will first be done from the districts under the supervision of District Commissioners before they are scrutinised by the provincial team and lastly by the team at national level.

Government is currently recruiting 11, 200 health workers and 30,000 teachers, this is in a bid to reduce staff shortages in the health and education sectors.

State House launches vicious, scathing attacks on Sishuwa Sishuwa

State House has launched a vicious and scathing attack on political analyst and respected academic Dr Sishuwa Sishuwa. This was after the University of Zambia lecturer on Sunday tweeted that the Patriotic Front could bounce back to power in future.

Dr Sishuwa posted a series of tweets on the PF’s future electoral prospects although he stopped short of specifying when that may be.

He said the former ruling party’s chances would depend on who they elect as leader and how the governing UPND performs especially on the economy.

He noted that if the UPND fails to deliver on the economy, President Hakainde Hichilema may be vulnerable to a political rival who combines populist policies in urban areas with appeals to marginalised ethnic communities in rural areas.

“Can the PF bounce back to power in Zambia? Yes, if they sort out their leadership. They have a stable base and face an incumbent who remains vulnerable to a political rival who could exploit economic grievances in urban centres with promises to rural areas that feel marginalised”, Dr Sishuwa tweeted on Sunday afternoon.

“[I] have great respect for Dr. Sishuwa! I disagree with him here! PF is very unlikely to survive. People have bad memories of their brutality over and above many ills! SP leader had a lot of his political capital cashed in when MCS was President! HH is easy to underrate! Watch him!”, wrote Stephen Muyatwa in disagreeing with the academic.

In response, Dr Sishuwa said “the state of the economy will be key” to any future electoral prospects of either the PF or the governing party. He said President Hichlema is facing a perfect storm of crises and his leadership will be greatly tested in the days to come.

“Hichilema is facing a perfect storm of crises in Zambia. His leadership will be greatly tested in the days to come. The state of the economy will be key. Hichilema has shown himself to be out of his depth on many key issues. He only appears positive in contrast to the disastrous Lungu, but as memories of the PF’s terrible record fade, his shortcomings may dawn on more people.

“If the public become disenchanted with the UPND, voters are more likely to see the PF differently, especially if the former governing party manages to resolve its leadership question and comes out of its elective conference united. Also, can the UPND win an election without HH?

“I too wish that the PF would never come back to power, given the extensive damage they inflicted on formal institutions and the economy. But I am capable of putting aside my personal desires to give thought to a possible reality, however uncomfortable that possible reality may be”, Dr Sishuwa wrote in response.

Another Twitter user named The African asked Dr Sishuwa about the chances of the opposition Socialist Party.

“The Socialist Party appears to have a better grasp of the roots, nature, and degree of Zambia’s crises and what must be done to address them. They stand to benefit from the possible collapse of the main opposition party and the failure of the UPND. Their challenge is fourfold”, he wrote in response.

“First, their top leadership lacks ethnic diversity. They need to fix this.

“Second, they lack a clear base from which they can project themselves on the national stage. Winning a few elections can cure this.

“Third, they lack a compelling message that connects with the grassroots. As well as building grassroots support networks, the Socialists need to articulate issues that matter most to Zambians and develop a language with which to connect their political agenda with the demands or concerns of the electorate, the majority of whom live in abject poverty”, the UNZA political analyst stated.

“Fourth, there are many Zambians who strongly feel, rightly or wrongly, that Fred ‘sold out’ under Sata’s PF. Yes, many of these are urban elites but they help shape public attitudes and manufacture consent. Fred will have to develop an effective strategy to address the sentiment”, he concluded.

PF-aligned pages such as Smart Eagles and PF Facebook swiftly moved to publish Dr Sishuwa’s tweet but not without distorting his message. The publications claimed that the UNZA lecturer had predicted with certainty that the former ruling party “will” win the 2026 election.

Moments later and in response, State House launched the vicious attacks on Dr Sishuwa, describing him as a “hungry, PF sponsored, job seeker”. State House, among other things, also insulted the respected political analyst and academic by referring to him as “a fart”.

The attacks were delivered on a State House-run Facebook media page named KOSWE in an article titled “PF HUNGRY Sishushi Sishushi SAYS PF WILL BOUNCE BACK IN 2026″.

State House deliberately mispelt Dr Sishuwa’s name to sound like a fart when written in the Bemba language.

Recently, veteran journalist, Thomas Zgyambo, revealed on the Zambian WhistleBlower that Koswe is run by State House Media Director, Clayson Hamasaka and his media team that includes Frederick Misebezi and Brian Mwiinga. Zgyambo advised Hamasaka to abandon the page especially that he runs State House media. The journalist who once ran the Zambian Watchdog and helped UPND win power said Hamasaka’s team cannot practice rogue journalism like they did in opposition now that it was in-charge of State House.

In the run-up to the last elections, Dr Sishuwa was nearly fired from UNZA and also accused of sedition by the government owing to his frequent criticism of the PF and the administration of former president Edgar Lungu.

Like Laura Miti, John Sangwa and Trevor Simumba, he was instrumental in shaping the international image of then President Lungu to what some saw as the benefit of now president Hakainde Hichilema.

12 Zalmpalm workers fired for gross misconduct

At least 12 unionised workers at Zampalm Company Limited in Kanchibiya district in Muchinga province, have been fired for alleged gross misconduct and inciting over 600 other workers to participate in strike action last month.

The development has been confirmed to the Zambia News and Information Services (ZANIS) by Zampalm Union Chairperson, Alex Mukuka, who is among the fired employees.

Mr Mukuka said the 12 unionised workers were fired around 11:30 hours on Saturday.

He expressed sadness that management at the company decided to fire the workers instead of engaging in dialogue to settle the matter amicably as promised.

Mr Mukuka said over 600 Zampalm workers went on six-day strike action last month to press for improved conditions of service.

He explained that the workers resolved to go on strike demanding a 100 per cent salary increment, payment of their gratuity and calling for the dismissal of Zampalm Company Limited General Manager, David Kasubakanya among other demands.

Mr Mukuka has since called on the Department of Labour in the district to intervene in the matter before legal action is taken against Zampalm management.

“The remaining Zampalm workers are now working in fear as they do not feel protected by their management,” said Mr Mukuka.

And Sylvester Mwelwa, one of the fired workers, has described the action by management as unfortunate.

Mr Mwelwa has since appealed to relevant authorities to help the workers be reinstated saying the dismissal is unjustified.

He said rushing to fire the workers will not solve the problems that Zampalm Company Limited is currently facing.

“We decided to dialogue with management after a six-day strike action but it is very sad that management has decided to fire us,” he said.

And when contacted for a comment, a Senior Zalmpalm Management employee, who sought anonymity, confirmed that 12 workers have been fired but declined to comment further.

Muchinga Province Principal Labour Officer, Moses Chatepa, also confirmed receiving a message on the dismissal of 12 Zampalm Company workers.

Mr. Chatepa said a detailed report will be issued soon.

“We have received the message on the firing of 12 Zampalm workers in Kanchibiya and will investigate the matter,” he said.

UPND will rule Zambia for a long period of time until Jesus comes-Matambo

United Party for National Development (UPND) Copperbelt Chairman Elisha Matambo has declared that the party will rule Zambia for a long period of time until Jesus comes.

During a party mobilisation meeting in Ndola’s Kabushi Constituency on Sunday, Mr Matambo, the Copperbelt Minister, said the people of Zambia will continue believing in the UPND for many years to come.

Mr Matambo said the New Dawn Government has achieved a lot in the last seven months it has been in Government.

He cited Constituency Development Fund (CDF) increment to K25.7 Billion, teacher recruitment, health workers recruitment and provision of free education as some of the UPND Government’s achievements.

Mr Matambo challenged UPND members to explain the New Dawn Government’s achievement since forming Government in August 2021.

He said the UPND must continue party mobilisation in readiness for future elections.

“We have come here for party mobilisation. We must mobilise the party continuously until the elections come. I am sending you my children to go and make branches. Go and make polling stations committees. Go and explain to Zambians what we are doing. I am sure Zambians are intelligent and want peace. If anyone wants to bring problems we won’t allow them because Zambia is a beacon of peace,” Mr Matambo said.

Mr Matambo urged the opposition to allow President Hakainde Hichilema to rule peacefully.

He said the opposition, especially the Patriotic Front should not make Zambia un-governable.

“You were saying he won’t rule Zambia but I used to ask if you were God. Allow President Hichilema to rule accordingly because the people of Zambia have given him the mandate. Let him rule in peace. You had your chance to rule for ten years. Why can’t you allow us to rule well. Let me tell you, the God that allowed him (President Hichilema) to win the elections, will allow him to finish his first term. Hakainde’s second term will be smooth and when he finishes the second term of office we (UPND)will pick another President because we are going to govern this nation well. The person to take over from President Hichilema will also win. Another five years will elapse and again Zambians will retain us in power, by the time you will realise ninshi ba Yesu nabesa,” Mr. Matambo said.

The UPND Copperbelt Provincial Chairman further warned PF members against personal attacks on President Hichilema.

Mr Matambo said PF members should not abuse the freedom of speech and assembly they are enjoying to insult the Head of State.

He charged that the PF should be apologising to the people of Zambia for its bad deeds when in Government instead of criticizing the New Dawn administration.

“We will not allow anyone to insult President Hakainde Hichilema. Dare us. Try to open your mouth and insult the President, you will see what will happen to you. We have been sleeping for so long. Stop insulting the President. I am telling all the ten provinces to ensure that no one insults the President Hakainde Hichilema in their localities,” he said.

Mr Matambo added:” We are not immune to criticism but do it in a constructive way and have limits. Let me tell you, if you want to make this country ungovernable you will have yourselves to blame. We stood the test of time when we were in the opposition. We faced pangas, we faced guns, and we faced everything so if you want to come out and destabilise the Government we will tie both your hands and legs with wires. Let the President rule without disturbances.”

During the meeting, Mr. Matambo received over 100 new members who said they were mostly from the PF.

He urged UPND members to welcome new members while asking the newcomers to respect people they have found in the ruling party.
