Elisha Matambo challenges Church and its leaders to rebuke the UPND Government when it goes astray

Copperbelt Province Minister Elisha Matambo has challenged the Church and its leaders to rebuke the UPND Government when it goes astray.

Speaking as guest of honour during an interacting meeting with the Ndola District Clergy on Thursday, Mr. Matambo said the Church should not hesitate to correct and counsel the Government.

He said the New Government is willing to listen to the Church.

Mr. Matambo said in the past the Church was afraid to speak out as it feared cadres during the Patriotic Front regime.

“The Church should be there taking the role of preaching to us. Helping us spiritually and also controlling us where we go astray. We don’t want to wait until we clash then you come in. We want if you see us going astray you quickly come in and control us. We also don’t want to be chumbu munsholowa; we want to listen to what the Church is saying. The servant of God talked about cadrelism also affected the Church,” Mr. Matambo said.

“They were some instances when servants of God were failing to speak to us for fear of victimization from cadres. We don’t want that to happen again. The clergy is there to correct us if this is A they should tell us this is A and not B. We don’t want cadres to come and protest at the church to come and intimidate you. I think this is what we want to achieve as the new dawn Government administration,” he said.

Mr. Matambo observed that some years back the Church had a stronger voice.

“In the days behind us when the Church spoke, the Government listened not only in Zambia but in other countries. This is how important the Church is.The Bible says seek thy Kingdom first and other things should be added unto you. So the first thing we should do as the New Dawn administration is to seek his face then these other things will follow. If we don’t we will be chasing the wind because man can go to a certain level and the rest is done by the Lord himself the Ancient of days. So the first thing I should have done when I was appointed was to meet you, the servant of God before I go on with my mission as Minister of this province but I couldn’t do that because of the schedule I had at Parliament. So now that we have closed parliament I thought that it was important that I meet the servant of God so that we can engage each other,” Mr. Matambo added.

He said President Hakainde Hichilema anchors his leadership on the principles of the word of God.

“One of the things His Excellency wants to do, who is also a Church elder at Seventh Day Adventist is to run the New Dawn Government on the principles of the word of God; this is why you have seen most of his pronouncements are in that line. Hence the declaration of Zambia as a Christian nation like he has said will remain so as long as President Hakainde Hichilema is President of the Republic of Zambia. My belief at a personal level is that Zambia will remain a Christian nation until the Lord himself come and take us with him,” Mr. Matambo said.

Speaking on behalf of the Ndola District Clergy, Rev. Chilekwa Mulenga pledged that the Church in Ndola will work with the Government of the day.

“Our stance remains that we will be non-partisan but we will collaborate with the Government of the day regardless of the party in office. We thank the New Dawn administration for making it clear that the declaration of Zambia as a Christian nation will continue,” Rev. Mulenga said.

He also appealed to the Government to exempt the clergy from remitting Pay as You Earn Tax and Churches from paying commercial land rates.

Rev. Mulenga further urged land agencies to consider sparing land for Church building constructions when allocating land.

“Sir we appeal to you through the Lands Department and the local councils to see to it that Church plots are considered when allocating land in districts. When plots are being allocated how many are given to the Church,” he said.

Sean Tembo to Petition the Kabwata By-Election

The Opposition Patriots for Economic Progress (PeP) hassaid that it will petition the outcome of the Kabwata parliamentary by-election in the courts of law.

Party leader Sean Tembo said that the party has refused to accept the results in the Kabwata Parliamentary by-election as a true reflection of the free will of the people of Kabwata Constituency.

In a statement, Mr. Tembo said that because of the violence which was allegedly perpetrated against his party members and supporters by the ruling United Party for National Development from the very onset of the election cycle.

Mr Tembo said that on 28th December, 2021, during the first nomination process at St. Patrick’s Primary School in Kabwata, members of the PeP Women’s National Choir were attacked by UPND members allegedly led by William Banda, in full view of Police officers, with four of the attacked members sustaining serious injuries and had to be admitted to Levy Mwanawasa Hospital for more than a week.

Mr. Tembo added that the PeP bus was vandalized, music equipment including amplifiers and speakers stolen as well as two drums and that the matter was reported to Kabwata Police Station despite the assailants being identified by the victims, the police did not effect any arrests and the docket remains open up to this day.

Mr. Tembo is of the view that the blatant acts of violence by the ruling UPND against PEP party instilled fear in the people of Kabwata and prevented them from freely associating and supporting his party, for fear of being targets of the UPND violence.

Trial for four Kasama youths are charged with assaulted Kasama District Administrative Officer Starts

The trial has finally commenced in the case in which four Kasama youths are charged with assaulting Kasama District Administrative Officer (DAO) Beauty Namukoko over accusations of denying them empowerment.

The four who are said to be UPND supporters are also facing theft and criminal trespass charges.

According to Radio Mano of Kasama, trial commenced in the Kasama Magistrates Court on Thursday, with the victim Ms. Namukoko narrating her ordeal on what transpired on a fateful day.

The case commenced with a heavy presence of uniformed police officers keeping vigil of the Court premises and nearby areas in a bid to ensure that any form of disturbance like what was witnessed on Tuesday last week, was not repeated.

The trial could not commence last week on Tuesday following a disturbance by suspected UPND youths at the court premises.

Narrating her ordeal, Ms Namukoko, 53, told the Kasama Magistrates Court that on 21st January, 2022 at about 08:13 hours; whilst in her office and on a phone call, a group of men stormed her office and within a split of seconds, snatched the phone and started beating her up, the beating which included several punches and slaps, as she cried for help and begged the attackers to stop.

Ms. Namukolo added that on the material day, the alleged attackers, who have since been identified as Andrew Sichimba, 27, Boniface Kaonga, 30, Nathan Phiri, 23 and Costen Kalimwengo, 24, walked away with her hand bag.

And Ms. Namukolo has further told Principal Resident Magistrate, Osward Chibalo who is presiding over the case, that three-days prior to her fateful day, the said attackers visited her office asking for youths empowerment forms and when she did not give them, explaining that the forms have errors requiring corrections, the overzealous group unleashed insults and threats on her life.

The Court has since adjourned this matter to 3rd March, 2022 for continuation of trial.

On Tuesday last week, trial in this matter could not start due to some supporters of the UPND being at the Court premises while clad in their political party regalia, a scenario which made the Court adjourn the matter.

Meanwhile, appearing for plea before Principal Resident Magistrate, Osward Chibalo, on Monday 24th January, 2022, the accused; Andrew Sichimba, 27 of Mukulumpe township, Boniface Kaonga, 30 of Musenga township, Nathan Phiri, 23 of Amini village and Costen Kalimwengo 24 of Winberg suburb, pleaded not guilty.

On 21st January 2022 and a few days that followed, a video went viral where visibly identifiable people, suspected to UPND political cadres, are captured mercilessly attacking the Kasama District Administrative Officer, or DAO, Beauty Namukoko.

On 25th January, four youths appeared in the Kasama Magistrate Court on charges of assaulting Ms. Namukoko.

According to Kasama based Radio Mano, the four local youths, suspected to be political cadres that are allegedly seen captured in a video that has gone viral beating up Ms. Namukoko in her office last Friday for allegedly denying them empowerment.

And Magistrate Chibalo had denied the accused bail after the State objected to their lawyer’s application on grounds that none of them is of a fixed abode.

The accused are remanded in custody at Kasama’s Milima Correctional Facility.

This matter was adjourned to 27th January, 2022 for commencement of the trial.

Meanwhile, President Hakainde Hichilema took interest in the case.

President Hichilema expressed sadness over the attack on Ms. Namukoko and told police to protect people.

The head of state said the police do not require his instruction to protect citizens, saying this is the more reason that if they are failing to protect the citizens then he, as Republican President, does not need them.

Mwape Looking Forward to Shepolopolo-Banyana Friendly

Shepolopolo coach Bruce Mwape is looking forward to next week’s friendly match against South Africa’s Banyana Banyana at home in Lusaka.

Zambia will face South Africa in an international friendly at Nkoloma Stadium on February 12 as they build up for the upcoming Africa Cup qualifier against Namibia.

Shepolopolo will host Namibia in the first leg match of the 2022 Morocco Africa Women’s Cup qualifier on 16 February in Lusaka before traveling to Windhoek for the return leg four days later.

“Although it’s a friendly game we expect our girls to do better and we want to give chance to some of the players that have not played full games like our strikers such as Ochumba Oseke,” Mwape has told reporters on the sidelines of the Lusaka training camp.

“We also want to see the junior players and how they can play. They have settled well and they have been with the team on several occasions so they will try to show that they can be part of the first eleven,” Mwape said.

On the Namibia clash, Mwape tipped Zambia to excel.

“With the experience that we have gained from the previous tournaments, I think the girls will not be under pressure. They have the experience, and they will do better than people expect,” Mwape said.

Meanwhile, Turkey-based midfielder Misozi Zulu will miss the South Africa friendly and the first leg of the Africa Cup qualifiers against Namibia due to club commitments.

Mwape revealed:”She will be released (by the club) on the 14th so she will probably join the team on the 15th or 16th but I don’t think she will be part of the team that will play the qualifying game and the friendly.”

Zesco United CEO Mulenga Retires

FAZ Super Division side Zesco United have announced the departure of Chief Executive Officer Richard Mulenga.

Mulenga was CEO of Zesco for four years – winning three league titles, one Absa Cup trophy and one Charity Shield honour.

“Managing the biggest football club in the country is one of the greatest honours of my lifetime. As an avid reader and a football fanatic, managing this institution was a dream come true,” Mulenga told the club media in his farewell message.

“I would like to thank management for having given me the opportunity to head the club for 4-years. I learnt a lot from those I found at the club, and I hope that I have helped mentor others. It is only through such capacity building can we help develop administrators of the sport in Zambia.”

“I wish to thank the entire ZESCO United family for their support. I also wish the club continued success,” Mulenga said.

Meanwhile ZESCO United Board has promoted Finance Manager Milupi Libi to the role of acting Chief Executive Officer.

Club spokesperson Desmond Katongo confirmed Milupi’s appointment in a media statement.

UPND Candidate Andrew Tayengwa wins the Kabwata-By elections

The UPND has retained the Kabwata parliamentary seat after its candidate Andrew Tayengwa got 13, 574 votes to win the by-election.

PF candidate Clement Tembo was second in the race with 11,192 votes.

Mr. Tayengwa was declared the winner by the returning Officer Hellen Mubita after he obtained 13,574 votes against his closest rival Clement Tembo from PF who polled 11,192 votes.

Socialist Party’s Tripher Ngandu came a distant third  after he polled 1,549 votes followed by Chilufya Tayali’s Economic Equity Party who polled 420.

People’s Alliance for Change candidate Sydney Zyambo polled 222, Democartic Party candidate Fred Mubanga obtained 124 votes.

Engiwe Mzyece of the United Independence Party got 63 votes, New Heritage Party’s Kennedy Muyowa obtained 46 votes while Henry Muleya of Patriots for Econonic Progress-PeP only got 30 votes.

Speaking after being declared winner, Mr. Tayengwa said he is committed to ensuring that development is taken to the people of Kabwata with Kamulanga as the first priority.

And UPND Chairman for Elections Garry Nkombo said Kabwata has sent a signal that an election can be won without engaging in violence.

Kabwata Constituency has a total number of 108,729 registered voters.

Given Lubinda has not been put under House Arrest-Zambia Police

The Zambia Police has dispelled as false some media reports suggesting that opposition patriotic front acting president Given Lubinda has been put under house arrest.

Reports on social media suggest that state security has surrounded the premises of Mr. Lubinda in the Chalala area.

But Police Spokesperson Rae Hamoonga has described it as a falsehood that it has put Mr. Lubinda under house arrest.

Mr. Hamoonga said that no amount of falsehood will sway the police from carrying out its legal mandate of maintaining law and order during the ongoing elections in Kabwata constituency and throughout the country.

Mr. Hamoonga has disclosed that the police have apprehended 6 patriotic front cadres who are alleged to have been involved in electoral malpractices in Kabwata Constituency.

The 6 and a driver where using a Toyota Land Cruiser beige in colour which upon being stopped by police the driver, later on, sped off bashing a police motor vehicle and almost running over a police officer.

Police Service Spokesperson Rae Hamoonga says despite several warning shots the driver did not stop.

However, PF Kabwata Parliamentary candidate Clement Tembo accused some police officers of colluding with the UPND to intimidate PF election monitors and other officials in Kabwata.

Speaking to journalists after holding a meeting with Deputy Inspector General of Police Operations Milner Muyambango yesterday afternoon, Mr. Tembo said some overzealous officers are aiding UPND cadres to commit criminal activities by beating PF election monitors.

Leaking Government Documents on Social Media is Criminal-Home Affairs

The Ministry of Home Affairs and Internal Security has said that the recent leakage of confidential investigation documents is receiving serious attention to ensure the personnel responsible are dealt with according to the law.

Ministry of Home Affairs and Internal Security Public Relations Officer Nephas Chifuta says the leaked document was issued by one of the Security Wings to the Zambia Institute of Estate Agents.

Mr. Chifuta has described the leakage of the document as regrettable.

He has warned that unauthorized access to confidential or classified information and publishing the same constitutes a serious criminal offense punishable by law.

Mr. Chifuta says personnel suspected to have leaked the document on social media have violated Section 49 Cyber Security and Cyber Crimes Act Number two of 2021 and that the penalty attracts imprisonment of not less than five years upon conviction.

Office of the Public Protector wants to be completely detached from the executive to better fight corruption

The Office of the Public Protector has appealed to the new dawn administration to completely detach it from the executive.

Public Protector Caroline Sokoni said that the office must be left independent and not have officers who belong to the civil service investigating the same civil service.

Speaking during a media briefing in Lusaka yesterday, Ms. Sokoni further said that there is a need for harmonization among the three arms of government and to remove the ambiguity in the operations of her office.

She said that a number of technical positions have not been operationalized in the institution which is hindering the effective delivery of services.

Ms. Sokoni said that her Office has submitted a request to implement the second phase of the Treasury Authority and hopes it will be approved to beef up on the staff numbers.

She further said that with the support of the Ministry of Justice, her office will engage Parliament to ensure standing orders are put in place so that a committee that will look at the investigative reports of the office of the Public Protector is in place.

Ms. Sokoni said that the office also needs to amend the Public Protector Act to ensure provisions for administrative autonomy are adequately provided for.

Meanwhile, Ms. Sokoni said that the office of the Public Protector is delighted with the current Government’s stance in the fight against corruption and administrative injustice in the country.

And Justice Minister Mulambo Haimbe said that the government is committed to ensuring increased funding allocation to the office of the Public Protector to make it more effective.

Mr. Haimbe said the government will see to it that the parliamentary service commission comes into effect so that all employees of the office of the Public Protector are employed and managed by the commission.

He said this will ensure they carry out their duties independently and professionally without compromise.

Lately, Human Rights Defender Brebner Changala has challenged President Hakainde Hichilema to fulfill his promise by making the office of the Public Protector effective to curb corruption in his administration.

Mr.Changala said that he is shocked that the new dawn administration has not shown any commitment to operationalize this office which enjoys the security of tenure by taking the necessary legislation to parliament for approval.

Mr.Changala said that corruption has become endemic in Zambia and the office of the Public Protector is critical to rid this vice.

Mr. Changala said that the Public Protector is the only government wing that can fight corruption in the country and that the Office of Public Protector was provided for in the Constitution as amended in 2016, which is a replacement of the commission for investigations Act that was enacted in 1991 and that the office has not been actualised since former president Edgar Lungu’s assent to the amended Constitution on January 5, 2016.

According to the Act, among the functions of the Office of Public Protector are to: “(h) monitor and evaluate administrative activities and standards in State institutions and issue reports on matters of public interest; (i) promote public awareness of policies and administrative procedures on matters relating to administrative justice; (j) advise government on good administrative practices; and (k) perform any other functions as necessary or incidental to the performance of its functions under this Act or as may be prescribed under any written law.”

Mr Changala said that even the fertiliser scam would have been investigated properly if such an office was active.

“I have to give you a good example. We have a fertiliser scandal which the Executive does not want to discuss because they are part of the scam. Now if the Public Protector was functional, I know that scam would have received due attention,” he told The Mast. “The Anti-Corruption Commission, ask them whether they are looking into the fertiliser scam. Go to DEC (Drug Enforcement Commission), ask them whether they have even moved an inch towards the fertiliser scam. Go to the Zambia Police. Worse still because they are looking at who is behind this scam, what are the connections to the powers that be. And that is problem number one. And that’s where the tragedy comes in.”

Changala warned that without such an office being fully functional, President Hakainde Hichilema should forget about fighting corruption.

“Without a Public Protector, then-President Hichilema is going to do it on the basis of a good man. And this country does not need good men. It needs good laws and strong institutions. Good laws and good institutions are what we want, not good men,” he said.

“Those good men can go to Church. The fight against corruption should not only have a political will. It must also have strong laws and strong institutions. It must not be only about good men versus bad men or bad women. It is the laws that control the dignity of any ambition to fight the scourge of corruption.”

Changala said the fight against corruption by the UPND government would be nothing but in vain if it did not functionalize the Office of Public Protector.

He said the Public Protector was the only institution that could genuinely lead the fight against corruption embarked on by President Hichilema.

“Public Protector is the only tool to fight corruption and they are free from the Executive because this corruption mainly is in the arm of the Executive. I know it is also in the Judiciary. It is also in the Legislature but the main players are the Executive because they control the pace, they control the treasury and is a honey that has been attracting the bees,” Changala added.

He said he wanted to send a message to the new dawn administration that the fight against corruption would be nothing but the usual stories if such an office was not actualized.

Changala said no corruption fight would be achieved until the Public Protector’s office was functional.

“But for the current form that it is in, the Public Protector is in a good test. It is independent, it is as independent as the Judiciary. And that is the more reason we will not rest because this fight against corruption is only used against opponents because it does not go for criminals that are embedded in the Executive arm of the government,” he said.

Ministry of Education should not change goal posts again on the pending recruitment of 30, 000 teachers

Zambia National Union of Teachers (ZNUT) General Secretary Newman Bubala says the Ministry of Education should not change goal posts again on the pending recruitment of 30, 000 teachers.

In the 2022 National Budget Speech, Finance and National Planning Minister Dr. Situmbeko Musokotwane announced the plan to hire 30, 000 teachers this year without specifying the month.

Earlier in January, the Ministry of Education suggested that the recruitment of teachers will be done in April.

However, there are fears among some stakeholders that the recruitment of teachers may be deferred again.

Mr. Bubala said postponing the teacher recruitment programme again will create mistrust.

He said unemployed teachers are desperate for jobs.

“In a system you create trust. To create trust is to stick to your words. The expectation was that recruitment will be done in January but nothing happened. You mention April then now the systems might start being doubted. So I think let’s just stand from what we have said and let us assure the people that if we have told them April. Let put in mechanism so that come April those to be recruited are recruited and to say they may postponed again I think that creates a lot of doubt and fears in the members that we may go back to the old challenges that we may not know who is being recruited,” Mr. Bubala said.

He said ZNUT is advocating for the efficient and proper recruitment of teachers.

“I think the unemployed teachers have waited for a long time and the desperation is there. But I would like to say the mechanism of recruitment is the concern. I think what I got from the Minister is that the reconstituted Teaching Service Commission together with the Ministry of Education are going to put the systems in place so that when the time of recruitment comes, all these concerns and all things will be put in place. So we wouldn’t like to have a situation where they rush into recruitment and then problems start.”

“You remember the challenges; some time you will find the teacher recruited but for months is not being paid. These are the reasons we don’t want to rush. The Treasury should be ready, everything should be ready so that immediately these teachers are recruited, rightly recruited then they can be put in the system and be paid at the same time. So we hope the Teaching Service Commission settles soon and when they settle down they use the same system. So two months, if they have waited for these years I am sure they can wait for another two months,” Mr. Bubala said.

Mr. Bubala further highlighted ZNUT’s expectations from the newly constituted Teaching Service Commission.

“It’s good for the new Commissioners to build from the previous ones left from. I think it is very important that positive things that were there which they will find documented I am talking about positives they should be worked on. The structures which were set which I think might be progressive. We hope and pray that the coming in Teaching Service Commission will work hand in hand with the Ministry of Education and define their roles very well so that there is no overlapping in terms of who does what,” he said.

“I think the Teaching Service Commission’s role is very clear and the Ministry of Education is very clear but sometimes we have situations where some people say they can’t transfer the other one say they can transfer (teachers). You see what I am trying to say so it could be where people are not sure. I think the Teaching Service Commission as an employer will clarify things that our role is the following and it ends here. The Ministry of Education role ends there so that we don’t have a situation where this was a teaching service, we have a situation where certain letters of appointment maybe were coming from the Ministry of Education. Others were coming from teaching service. If such kind of things were really there, these are things from the onset which must be put in place so that we start on a good note,” Mr. Bubala said.

He cited pending promotions and confirmations of teachers as some of the issues the new commissioners should prioritise.

”Being an employers, I think it’s an issue where they decentralise the system which came in, I think the previous group was going, was to tackle the issues of confirmation, the issues of promotions, the issues of which I think for me has to do with both Government, now being employer they should understand that a lot of schools need to be gazetted, a lot of schools established is still a challenge,” he said.

“What do we mean here? You see if a school from the time it was built those old schools if it was built under 30 that there will be 10 teachers in this school but the school has grown to 65 teachers but it remains under the same establishment that there shall be 10 teachers in this school, those other teachers who have come they will never be upgraded, they will never be promoted so the issue of establishment I think the Teaching Service Commission should work closely with the Ministry of Education and us labour leaders to say let the Ministry of Finance fund the establishment so that members can be confirmed,” Mr. Bubala said.

Dr.Sishuwa Sishuwa’s eureka moment about President HH’s poor governance is laughable except for the role he played in creating the monster Hichilema has become. Upon being sworn in, HH pledged to promote democracy, human rights, erase cadres from Zambian politics and fight corruption. HH smiled when US President Joe Biden insulted Zambia to the world. But when HH became authoritarian, autocratic, a god of lies and a leader of a terrorist network of UPND thugs, blind loyalty made it impossible for Sishuwa to speak truth to power! In his post-Lungu Presidency writings, Sishuwa was mute to Hichilema’s nepotism, and cronyism. As Ballyterrorists attacked innocent citizens and beat civil servants, like the President, he remained mute! Is it Ms. Chanda’s leaked audio about HH’s corruption or her arrest, which has made Sishuwa see the light?

We shouldn’t mix these two issues–the arrest of the journalist, and the contents of the audio. As embarrassing, insulting and inhumane Ms.Chanda’s arrest is, and even if charges are dropped due to growing pressure, the President’s alleged role in the conspiracy to undermine democracy is at the heart of Zambia’s future. Sean Tembo and Civil Society leaders who think an apology from HH will resolve this saga are misled. HH is corrupting democracy. In fact, his behavior is akin to Putin and Trump–the goal is to murder the very system that brought him into power.

Each time we speak about Ms.Chanda, it is a good day for HH. It distracts the attention from HH’s corruption to the journalist, the case over which the President has total control. Should Ms.Chanda be sentenced to prison, HH would pardon her. On the other hand, HH can easily ask his AG to have her charges dropped as soon as today. Either way, HH gains the political capital of protecting Press freedom. So the longer the case goes on the better–it kills the contents of the audio in the memory of Zambians.

The President knows Ms. Chanda committed no crime. After all, she is not the first journalist to publish a leaked audio in Zambia or even under the HH Presidency. Neither is she under Mr. Kajoba’s tenure as Inspector General of Police. In September 2021, a sensitive leaked audio surfaced of the phone discussion between Mr. Kambwili and then Bank of Zambia Governor Mvunga concerning the $30 million Bond. Again, in October 2021, another highly sensitive leaked audio from the Anti-Corruption Commission (ACC) surfaced. This time, it was about then Acting Director General Rosemary Khuzwayo pushing her investigators to arrest Dr. Chitalu Chilufya on the alleged corruption crimes.

Why didn’t the Inspector General of Police employ the Cyber Act in both cases if he believes it is a crime? Mr. Kajoba is only protecting his Capos from global embarrassment–the Corruption fighter is the real Capos of Zambia’s corruption. Across the globe, authentication is not done by arresting the journalist, but by following the evidence contained in the audio. In addition to voice recognition software, the Police should be interviewing the Registrar of Societies, Mr. Nshindano, Mr. Ngoma and Akafumba, as well as checking their phone records including the existence of the said letter. These facts would authenticate the validity of the audio and its content. It is on the President and his co-conspirators to disapprove the audio’s contents by allowing a transparent investigation. This won’t happen–for HH knows that Ms.Chanda’s audio is the truth! But he is upset that she allowed the world to hear it.

The President thought his honeymoon with the independent media was everlasting. So as cases of HH’s corruption continue to surface, attacks on the media will increase. It is not by coincidence that on January 17, 2022, HH claimed that “the clique [of thieves] is using the media to divert the attention from the recovery of what they stole from the Zambian people.” Are some of his endless and senseless foreign trips meant to bury the evidence knowing too well that Journalists will soon open the cans of worms?

Ms. Chanda’s arrest is one attempt to deflect serious national discourse on President Hichilema’s corruption of apolitical public officials. How do we trust the Police, the Courts, the ECZ, the ACC, ZRA and government institutions under the New Dark Regime ? Trust in civic officials cannot be repaired by an apology–something that may vindicate Nakacinda’s claims about the ConCourt Judges being bribed by the President. In short, rather than focusing on a professional journalist, the audio has more value to the future of the HH Presidency. HH knows it, hence the attempts to distract us with the arrest. As for his attack dogs, they want the source of audio for retribution, which is an act of abuse of power. President HH can only inhumanely dismiss this scandal as “hearsay,” if the suffering of Ms. Chanda brings him joy. Yet she did a great job of alerting the nation to the President’s corruption behind closed doors. This is what great investigative journalists do across the globe.

President Hichilema is the most Powerful person in Zambia, but his humanity is becoming smaller and smaller due to his own deception. Crowds of political cadres will always be there as long as you hold the national purse. One day, he will realize that like his once faithful prophet Sishuwa, Zambians have lost confidence in him. I hope it won’t be like watching another Donald Trump ex–except that Joe Biden and the American Embassy may continue to believe what he says, but blind to what he does.

As for me, I am here to watch.

State House denies reports that Bemba chiefs in Muchinga Province were repeatedly blocked from meeting the President

STATE House doors are open to all Zambians including the traditional leaders who want to meet President Hakainde Hichilema as long as they make an appointment through the principal private secretary’s office, Presidential spokesperson, Anthony Bwalya has said.

Mr. Bwalya said chiefs and other stakeholders wanting to meet President Hichilema to discuss national issues were free to come through so long they follow the right channels of making appointments with the principal private sectary’s office.

Mr. Bwalya was reacting to reports that Bemba chiefs in Muchinga Province were furious after their attempts to meet with the Head of State had been repeatedly blocked.

He said in an interview that no one was denied access to State House as long as they follow the clearly defined procedure needed to secure an appointment with the President.

Mr. Bwalya said State House was for the people therefore is was not possible that the traditional leaders could be denied access.

“The President has made it clear that State House is not ours, we occupy those offices for and on behalf of the people, No one is denied access to State House as long as the process is followed,’’ he said.

Mr. Bwalya said traditional leaders are free to make appoints to meet the President and discuss issues of concern as long as the processes and guidelines are followed.

He also said all State House staff are accessible provided those wanting to meet them follow the laid down procedure.

Chief Chanje of the Chewa people in reaction to concerns from Bemba chiefs said blocking chiefs from meeting the President, could derail development in rural areas.

Chief Chanje said State House should be open for all chiefs to enable them interact with the President for the sake of development.

Milupi must Apologize to the People of Eastern Province over his remarks on the Province Road Network

Concerned senior citizens of Eastern Province have demanded that Infrastructure, Housing, and Urban Development Minister Charles Milupi apologizes to the people of Eastern Province over his recent remarks on the eastern province road network.

Speaking at a media briefing on behalf of the senior citizens, major Francis Kamanga said that Easterners are agitated by Mr. Milupi’s insensitive remarks on the already procured roads and has appealed to president Hichilema to look into the matter and ensure that the roads that have already been procured are built.

Major Kamanga who is also former Minister of Transport, Works, Supply and Communications Permanent Secretary under the late president Michael Sata said that it is difficult to comprehend why the minister would opt to adopt such an antagonistic stance over the roads president Hichilema promised would be built when the UPND forms government.

Major Kamanga stated that equitable distribution should be a fundamental pillar of any well-intentioned government and as such, the senior citizens and people of Eastern province in general regard the minister’s position as deliberately misleading and not representing what the people of eastern province expect and deserve.

Major Kamanga said that Eastern province contributes to the country’s gross domestic product [GDP] through agriculture hence all roads are viable stressing that farmers require a good road network to access the market for their produce.

Another Senior Citizen Lameck Mangani has reminded the UPND alliance government that failure by the PF regime to work on the same roads won them votes in the August 12th polls hence Mr. Milupi’s statement has not been well received.

Meanwhile, lieutenant colonel Bizwayo Nkunika has cautioned the government not to use the public-private partnership model to suppress development in some parts of the country saying resources should be distributed equally across the country.

However, Mr. Milupi did clarify earlier this week that every road is important, but ranked differently in a statement posted on his Facebook page. Below is the full statement

EACH AND EVERY ROAD IS ECONOMICALLY VIABLE AND IMPORTANT BUT RANKED DIFFERENTLY

Allow me, in the first place, to thank Fr Evans Miti of the Catholic Diocese of Chipata, and the good people of Chipata, Chadiza and Vubwi districts in the Eastern Province, for having keenly followed our recent inspection tour of roads and other public infrastructure in three provinces of our country.
For us to undertake that inspection tour, it is confirmation of the seriousness we attach to addressing the bad state of our roads and other public infrastructure countrywide. We had to see for ourselves so that when we start devising ways to address the deplorable state of our road network, we do so from a well-informed position.

We, therefore, note with great appreciation, the concerns raised by our fellow citizens following our remarks about the ‘viability’ of the Chipata-Vubwi Road. Let me state here that all roads contribute to the growth of the country’s economy, hence economically viable.

However, in the area of road sector management, there is what is referred to as the core road network, which the New Dawn administration will work on using the Public-Private Partnership (PPP) Model. Chipata-Vubwi Road is an economically-viable road but it is not commercially-viable in so far as inclusion on the list of roads to be done through the PPP Model is concerned. We were speaking from the context of the PPP Model vis-a-vis management of the core and feeder road network.

To this end, describing a road as not being commercially-viable within the context of the PPP Model, is not the same as saying that road is not going to be worked on or less important. The Chipata-Vubwi Road, and any other road falling within that category, will definitely be worked on by your government as a matter of economic necessity. We note that, sadly, this important road project was procured in 2011 under the Link Zambia 8000 Road Project but it has remained in a deplorable state all these years. It is our public duty to do the needful and work on that economically-viable road. Thanks so much.

Gender Based Violence cases reduce in the last quarter of 2021-Zambia Police

The Zambia Police Service says it has recorded a reduction in Gender Based Violence (GBV) cases in the last quarter of 2021.

Police spokesperson Rae Hamoonga said during the Fourth Quarter of 2021 a 7.4 % reduction was recorded in reported GBV cases compared to the same period in 2020.

Mr. Hamoonga disclosed that a total of 7,920 cases of GBV were reported countrywide during the Fourth Quarter of 2021 compared to 8,557 cases of Gender Based Violence (GBV) cases recorded in the Fourth Quarter of 2020 showing a reduction of 637 cases translating to 7.4 %.

He said police data indicates that 1,814 child victims were abused countrywide representing 22.9% of all the victims of Gender Based Violence.

“A total of 7,920 cases of Gender Based Violence were reported Countrywide during the Fourth Quarter of 2021 compared to 8,557 cases of Gender Based Violence (GBV) cases recorded in the Fourth Quarter of 2020 showing a reduction of 637 cases translating to 7.4% reduction. Out of 7,920 reports, 4,948 were criminal cases while 2,972 were non-criminal reports translating to 62.5% and 37.5% respectively. The 2021 Fourth Quarter Gender Based Violence Disaggregated Data indicates that 1,814 child victims were abused countrywide representing 22.9% of all the victims of Gender Based Violence. Out of the 1,814 children, 1,342 were girls representing 74% while 472 were boys representing 26%of all abused child victims respectively,” Mr. Hamoonga said.

“4,790 women and 1,316 men were abused countrywide representing 60.5% and 16.6% respectively. In terms of gender vulnerability, a total of 6,132 women and girls representing 77.4% while 1, 788 men and boys representing 22.6% were abused during the period under review countrywide. Under forms of violence in the criminal data category, the highest reports filed were under Physical Violence with 3,055 Physical abuse cases translating to 61.7%, 881 Sexual Offences translating to 17.8%, 728 Economic Violence translating to 14.7% and 272 emotional abuse translating to 5.5%,” Mr. Hamoonga said.

He said Lusaka Province recorded the highest GBV reports totaling to 1,004 followed by Copperbelt with 928 GBV reports.

“Lusaka Province recorded the highest GBV reports totaling to 1,004 translating to 20.3%, followed by Copper belt with 928 GBV reports translating to 18.8%, Airport Division recorded the lowest number of GBV reports with 15cases translating to 0.3%. Others are Central Province recorded 684 reports translating to 13.8%, Eastern Province 563 reports translating to 11.3% Western Province 543 cases translating to 10.9%, Mchinga Province 380 cases translating to 7.7%, North-Western Province 318 cases translating to 6.4%, Southern Province with 203 cases translating to 4.1%, Northern Province 190 cases translating to 3.8%, Luapula Province 78 cases translating to 1.5% and Tazara Division with 42 cases translating to 0.8%,” Mr. Hamoonga said.

“The 2021 Fourth Quarter Crime Statistical Report indicates that 6,840 victims and offenders were counseled in police Stations countrywide. Out of which 4,787 were criminal cases comprising 3,090 victims and 1,697 offenders while 2,053 were non- criminal reports. Out of the 4,787 counseled in the criminal case category, 2,007 were female victims, 602 girl victims, and 331 victims were men while 150 victims were boys. Out of the 1, 697 offenders, 1,108 were females, 303 girls, and 181 men while 105 were boys,” he said.

Mr. Hamoonga added:”Under Physical Abuse, during the period under review, the country recorded 3,055 cases translating to 62% of all the criminal reports made. Out of these, 2,228 were women translating to73%, 540 were men translating to 18%,152 were boys translating to 5%, while 135 were girls translating to 4% of all the criminal reports made compared to 2,369 cases in 2020 showing an increase of 686 cases translating to 28.9% increase.”

“Out of 3,055 Physical Abuse cases, 2,691 Assault Occasioning Actual Bodily Harm (O.AB.H) cases were recorded country wide representing 88%. Out of the 2,691 Assault OABH cases, 2,179 were females translating to 81%, while 512 were men translating to 19 %.”

“During the period under review, the country recorded 2,691 Assault OABH cases compared to the Fourth quarter of 2020 in which 2,049 cases of Assault OABH were recorded showing an increase of 642 translating to 31% increase,” he concluded.

President Hichilema to update Africa’s Heads of States on Zambia’s preparedness to host the AU mid-year coordinating summit

President Hakainde Hichilema is scheduled to participate in the 35th ordinary session of the assembly of the African Union scheduled for 5th to 6th February 2022, in Addis Ababa, Ethiopia.

Ministry of Foreign Affairs and International Cooperation Minister Stanley Kakubo has said that President Hakainde Hichilema is expected to update the assembly of heads of state and government at the African Union Summit on Zambia’s preparedness to host the African Union mid-year coordinating summit in July 2022.

In a statement released to the media today, Mr. Kakubo said that the president is expected to deliver his maiden speech along with other new heads of state and government on the continent, adding that this will be the first time president Hichilema will be attending the annual summit since taking office in august 2021.

The ordinary session of the assembly of the African Union, which is normally attended by heads of state and government from the continent, will be convened under the theme “building resilience in nutrition and food security on the African continent: strengthen agriculture, accelerate human capital, social and economic development”.

The summit is expected to deliberate on, among other issues, the African union’s response to the covid-19 pandemic in Africa; the African union institutional reforms; the implementation of the African union agenda 2063; the African continental free trade area (AFCFTA), and the African union financial institutions.

The assembly is also expected to consider the state of peace and security in Africa as well as the implementation of the African union master roadmap of practical steps to silence the guns in Africa.

Mr. Kakubo said that government remains committed to ensuring that the country continues to be an active member of the African Union.

Mr. Kakubo said that president Hichilema has continued to emphasize the importance of promoting Intra African trade and collaboration for the beneficial economic and social development of the continent.
